Celebrating Public Sector Excellence


Foreword With the scale of funding cuts being faced, the advent of self-financing and the continued increase in demand for our services, the importance of sharing success and highlighting innovation – the purpose of the iESE Awards – is clearer than ever. This year’s ceremony marked an important milestone for iESE. After more than ten years supporting the transformation of public services, we reflected on what we’d learned to create a single model for council reform – the 3R model. More than 100 councils contributed to the development of the model, giving their time and expertise and sharing their experiences of change. That model was [published in our white paper, “From Surviving to

Thriving”, at the end of 2015. That white paper, which delivers a national roadmap to transformation, marks a remarkable journey for iESE. Just over ten years ago, realising that we were facing a huge challenge to reduce costs and keep improving services, my council – Bracknell Forest Borough, joined with 12 others to launch iESE as a not for profit mutual. Today, we have members across England, Wales and Northern Ireland, and our membership extends to fire services, police forces and other public bodies – and we share best practice across all public service sectors. One of the key lessons of the last few years is that to improve our services and reduce our costs we need to share our talent. iESE is the means by which we can share capacity to support our authorities’ transformation and it allows us to transform our services together. As a not for profit company, any surpluses do not go to the owning authorities, rather, they are invested for the benefit of the sector in projects to improve local public services and make them more efficient. What didn’t change this year was the quality of the submissions we received. The final 29 shortlisted were not only all winners, regardless of the colour of their award, but are great ambassadors for public services.



Awards and Winners 1. Transforming Access to Services The Transforming Access to Services Award is for transforming services in a way that makes a difference to how local people and businesses interact with service providers, preventing the need for traditional public service.

WINNER: Adur and Worthing Councils - Rough Sleepers Team WINNER: Adur & Worthing Councils PRESENTED BY: Cllr David Brown

Worthing & Adur Rough Sleepers Team (RST) is a multi-agency team providing intensive personalised support to around 15 – 40 entrenched rough sleepers in the area. Led by the Adur & Worthing Council’s Housing Outreach Coordinator and includes Council Officers, Worthing Churches Homeless Project (WCHP) staff, Addiction Services and the Police. With the support of the Design Council the team is redesigning services for the street community in Worthing. As a result a number of innovative prototype projects and initiated including a Street Market stall run by members of the street community.

2. Remodelling Local Services

The Remodelling Local Services award is for submissions that demonstrate the greatest impact in reducing the overall cost of public service whether this is through delivering more for less, generating income or a combination of the two. The outcome should be a service that is more sustainable as a result.

WINNER: Eastbourne Borough Council - Future Model WINNER: Eastbourne Borough Council PRESENTED BY: Cllr Phillip Sanders

Eastbourne Borough Council has saved more than 10% of its net budget by re-imagining how council services are designed, and putting the customer and the community at the heart of all they do. With all systems, processes and staff roles designed around customer engagement, Eastbourne have delivered more for less, protecting all frontline services at the same time as extending office and call centre opening times, enabling a far greater range of 24/7 online services and working more closely with local communities. The Eastbourne experiences and approach have been shared and adopted by others in the local government community.

3. Transformation In Health & Social Care The Transformation in Health & Social Care award is open to public sector organisations or their voluntary sector partners and presented for the project, department or partnership showing the most progress in developing care markets and services in the last year.

WINNER: East Ayrshire Health and Social Care Partnership - Lillyhill Gardens Development WINNER: East Ayrshire Health and Social Care Partnership PRESENTED BY: Cllr David Burbage

With the integration of health and social care services featuring highly on the agenda of every local authority and health board in Scotland, East Ayrshire is breaking the mould with its innovative model for improving the quality of life for people with learning disabilities with our Lilyhill Gardens development. East Ayrshire Health and Social Care Partnership has adopted a ‘human rights’ approach to ensure that people with disabilities have a say and a choice in their care options, and are being offered the maximum independence possible to allow them to live safely within their local communities. Working to the principles of the Scottish Government’s ‘Keys to Life’ strategy, the Lilyhill Gardens facility provides tailored accommodation that gives residents with a range of support needs the freedom to live independently, but with the reassurance that help is available if required.


4. Transforming Through People The Transforming Through People award is for initiatives where HR transformation has had a critical and positive impact on organisational development. This may range from initiatives to change or refocus behaviours, through to projects to improve reward and recognition, staff engagement or learning and development

WINNER: South Hams District Council and West Devon Borough Council Behavioural Based Assessment Process South Hams District and West Devon Borough Councils have completely transformed how they work in order to deliver services that are more suited to their customers’ needs, plan for a more sustainable future, and prepare for government funding cuts. This nomination is for the Councils’ Behavioural Based Assessment Process that required people to demonstrate that they could carry out their work in accordance with an agreed new behavioural framework. This innovative approach has been recognised nationally. The framework has been designed to create, embed, and support a new culture where the staff put the customer at the heart of everything they do and develop a workforce that is responsible, adaptable, co-operative, communicative, challenging, and outcome focussed.

5. Police Project Of The Year

This award recognises the Police Service or member of staff deemed to have delivered an innovative project in transforming Police Services.

WINNER: GMP – Trafford Division - Integrated Mental Health Practitioner

A new way of working has been piloted in Trafford since April 2014. It involves testing a new delivery model between the Police at Trafford Division, GMP and local Health Services. The principal element of the pilot has been the introduction of a Specialist Mental Health Practitioner from Greater Manchester West (GMW) Mental Health NHS Foundation Trust, to operate within the Integrated Safer Communities Team, physically co-located at Stretford Police Station to work alongside Divisional Police and Trafford Council staff. Since the successful implementation of the practitioner this pilot has been mainstreamed into an on-going part of business.

6. Transformation in waste and environment The Transformation in waste and environment Award is for the project, department or partnership showing the greatest positive impact for customers of waste and environmental services. WINNER: Warwickshire County Council PRESENTED BY: Cllr Jim Baird

WINNER: Warwickshire County Council - Franchising of Recycling Centre Re-use Shops Warwickshire County Council is the first authority to competitively ‘franchise’ the operation of reuse shops at household waste recycling centres. As well as raising millions of pounds for charity, the initiative is providing a sustainable income stream for the authority and diverting thousands of tonnes of material from landfill. The Warwickshire example is a model which others could follow and in doing so would generate an additional £35 million a year for cash-strapped councils. The symbiotic relationship between social enterprises and public recycling facilities demonstrates the circular economy in action – underpinning the triple bottom line of social, environmental and economic benefit.


7. Innovation Award The Innovation Award is for developing and/or bringing to market new innovative technologies or facilities that can transform the delivery of a local public service.

WINNER: Nottinghamshire County Council - Legal Services

WINNER: Nottinghamshire County Council PRESENTED BY: Dr Andrew Larner

Nottinghamshire County Council Legal Services has become a fully digitised, paperless office and has worked with Nottinghamshire Family Courts, Local Authorities and other court centres to create a paperless, digitised court. This has been achieved by Legal staff without specialist ICT input and at little cost.

8. Fire & Rescue Project of the Year Sponsored By CAMMS The Fire & Rescue Project of the Year award is for the Fire Service or member of staff deemed to have delivered an outstanding project in transforming Fire Services. WINNER: Kent Fire & Rescue Service and Kent Police PRESENTED BY: Adam Westbrook, General Manager UK CAMMS

WINNER: Kent Fire & Rescue Service and Kent Police - Command and Control System Replacement This project delivered the UK’s first fully multi-agency Fire and Police Control Centre, generating demonstrable efficiencies and delivering anticipated £1.7m of savings by 2021, whilst improving services to the communities of Kent and Medway. This truly collaborative project sees both Kent and Medway Fire & Rescue Authority’s and Kent Police’s Control teams operating from one location sharing the same command and control function. Proving that cross agency blue light collaboration really can be successful, this project has paved the way for the future of public services and has opened a door for future partnership working and service improvement.

9. Working Together The Working Together category recognises the organisation, department or project that has instigated the most impressive programme of shared working with other organisations, local authorities, local businesses or national organisations.

WINNER: Surrey Emergency Service Partners As part of the Emergency Services Collaboration Programme, the emergency services in WINNER: Surrey Emergency Service Partners Surrey have delivered a range of projects that will help save lives and deliver efficiencies. Projects include a pilot co-responding scheme whereby South East Coast Ambulance PRESENTED BY: Cllr Neil Parkin can request deployment of Surrey Fire and Rescue Service personnel to particular health emergencies in the community. SFRS has also taken on responsibility from Surrey Police to respond to calls from SECAmb to gain entry to properties where there is a concern for the safety of the occupant. And SFRS and SECAmb now provide the Police with assistance with missing persons cases.


10. Council Of The Year 2015

This award recognises the Council deemed outstanding in terms of improving its performance and/or increased efficiency over the previous year.

Over the last two years South Hams District and West Devon Borough Councils have completely transformed how they work in order to deliver services that are more suited to their customers’ needs. At the same time they have been planning for a more sustainable financial future, and preparing for further government funding cuts. Both Councils have completely remodelled their organisations, focusing on how the customer interacts from the beginning of their enquiry to its conclusion. Gone are inward facing silos; they have been replaced with a flexible and responsive workforce. The model that they have created is now well placed to become a local authority owned company in the near future, which can take control of its own finances.

11. Chairman’s Award This award is presented to an individual marked out as making an outstanding contribution to local governemnt within the realm of improvement and efficiency.

Each year we consider whether there is an individual who has made a personal contribution to advancing the improvement and efficiency of local public services and in supporting the work of IESE. We don’t always make this award only where there is a clear candidate. This year the decision was a very easy one for us. Neville Whitely has been involved with iESE from its inception as an informal partnership of authorities over ten years ago. He was an active member of the iESE Board and went on to become a founder Director of the company. He was elected as vice chairman and ably supported me throughout his term until his retirement last year.
