iESE Ltd Chairman hilst this is iESE’s 4th year as a not for profit social enterprise, we have been supporting the transformation of local public services as a voluntary network of council, police and fire organisations since 2004. The foundation of our work together was to share best practice. To learn from our collective experiences.

Whilst this is iESE’s 4th year as a not for profit social enterprise, we have been supporting the transformation of local public services as a voluntary network of council, police and fire organisations since 2004. The foundation of our work together was to share best practice. To learn from our collective experiences. Sharing our ideas and experiences of new ways of working is essential to making the service improvements and the cost savings we all need. Which is why we created these Awards. Our purpose in judging the awards is to identify stories of innovation that have made a meaningful impact. Over the last year few years we have been challenged by the exciting way in which services were being integrated across traditional public sector boundaries and defying categorisation. Not only has this trend continued but we have seen nominees that have gone far beyond statutory duty to serve their community in a way that is also in the interests of the whole public sector. Reshaping and rewiring how our services work for the benefit of all. Over the years we have seen quite literally thousands of submissions. We have seen the awards grow with nominations from all parts of the UK. It is great to see the number of submissions increasing and to welcome new winners from Scotland. We have also seen the range of local public sector organisations increase, this year seeing our first submissions from Police and Crime Commissioners. In this diversity is our strength and I would like to thank everyone who made a submission for their efforts, not only in the projects that they have undertaken, which mean so much to residents and local businesses, but also the time and trouble that they have taken in making your submissions. Transforming through Technology This award is for the use of technology to transform local public services. This could range from changing the way services are accessed to supporting residents and local businesses to better meet their own needs, preventing the need for traditional public service. GOLD AWARD: SHEPWAY DISTRICT COUNCIL For its Revenues and Benefits Transformation. Shepway has demonstrated excellence in its approach to the design of the new service starting with a clear, evidence-based understanding of how the customer interacted with the council. The transformation was not solely the development of a new digital service but a strong fundamental redesign, centred around the customer, of the application process itself.

SILVER AWARD: MILTON KEYNES COUNCIL For its Digital Transformation and Smart City programme. Milton Keynes has a clear vision to create a world leading digital city, one which delivers seamless digital connectivity for all, and has a strong digital economy. Milton Keynes already has a strong history of digital innovation and, as well as its own digital transformation, continues the tradition of innovation with driverless cars and robot delivery pods.

BRONZE AWARD: AYLESBURY VALE DISTRICT COUNCIL’S CONNECTED KNOWLEDGE PLAN For its Connected Knowledge plan. This ground-breaking five-year plan is connecting together people, processes, information and technology for the council. With a strong focus on Cloud-based working and the integration of AI technology. Launched in early 2017 the plan is already making the council more flexible and efficient.

Reinventing Local Services This award is for transforming the way that services work, improving outcomes for residents and business and reducing the overall cost of public service whether this is through delivering more for less, generating income or a combination of the two. Whatever the approach, the outcome should be a service that is more sustainable. GOLD AWARD: BROXBOURNE BOROUGH COUNCIL For building a sustainable leisure service that better serves community health outcomes Broxbourne Borough Council reinvigorated its leisure service, driving up usage and turning operating loss into a surplus. The service has worked in partnership with the NHS and Public Health to deliver the best outcomes for residents and public services. The service has designed in support for less abled users with its changing facilities and the creation of the first eGym in the country. The eGym sets itself up for each user and records the users activity.

SILVER AWARD: EAST SUFFOLK UNIVERSAL CREDIT SUPPORT PARTNERSHIP For its pioneering work on Universal Credit The introduction and rollout of full service Universal Credit is the biggest welfare reform in a generation. Lowestoft was one of the first job centre locations nationally to become a full service area, which meant there were little examples of good practice to learn from. Support to customers and communities was central to the partnership and underpinned by a ‘systems thinking’ approach that ensured better allocation of resources and avoided duplication of effort.

BRONZE AWARD: CRAWLEY BOROUGH COUNCIL For its redesign of its Council Tax service to better support people living with Dementia Crawley Borough Council redesigned its policy for people living with dementia to claim any reduction in Council Tax that they may be entitled to. This involved; following the flow of the work to identify blockages and barriers from the customer perspective; understanding current processes and systems conditions around legislation; staff training; enlisting the support of partners; public awareness promotion, and; data analysis and customer feedback from those now in receipt of the redesigned service. Initial data shows a 30% increase in those accessing this council tax reduction.

Working Together This award is for working with other organisations to improve public service. Residents and local businesses benefit greatly from not having to deal with multiple contact points when accessing public services. But services benefit by building a better picture of customer needs, patterns of demand as well as better understanding of vulnerable groups and events likely to cause peaks in demand. GOLD AWARD: CHESHIRE FIRE AND RESCUE SERVICE’S For their partnership with Public Health England, NHS England and Cancer Research UK. Their ‘Safe & Well’ visits to residents’ homes are being used to increase participation in Bowel Cancer Screening.

SILVER AWARD: BABERGH & MID SUFFOLK DISTRICT COUNCILS For their joint working, their partnership working with Suffolk County Council and two CCG’s With a shared Chief Executive and joint workforce, the Councils have become the first districts nationally to move to a joint headquarters and democratic base outside of the areas they serve. Doing so, and using agile working, has revolutionised the way the Councils work - creating a single Suffolk ‘public service hub’, with the County Council and two CCGs located in the same building.

BRONZE AWARD: HEDDLU GWENT POLICE AND THE WELSH AMBULANCE SERVICE TRUST For their Joint Response Unit which has reduced the strain on the Emergency Ambulance Service and releases Police Officers more quickly from incidents to perform other duties.

Community Regeneration This award is for the initiative that does most to reinvigorate the local community through regeneration, creating economic opportunity for the local area. GOLD AWARD: BRACKNELL FOREST COUNCIL For its Town Centre Regeneration. The first post-war new town in the UK to be totally transformed. A £240m programme that has created 3500 jobs and received more than 3m visitors in its first 9 weeks.

SILVER AWARD: WILTSHIRE COUNCIL For its Community Hub Programme. The new community hubs located across the county offer services such as libraries, leisure activities, space for community groups to hold meeting and events, and much more – all in one place.

BRONZE AWARD: RESILIENT CORNWALL LOCALISM TEAM For its restoration of the Jubilee Pool, Penzance the largest seawater lido in the UK This challenging £3m engineering design and repair works was completed on time for a Royal opening in May 2016. The Pool has now been successfully transferred to Jubilee Pool Penzance Ltd (JPPL), a newly formed community benefit society.

Creating Community Capacity This award is for the initiative that does most to engage the local community, creating greater resilience, better life chances and less dependency on public services. GOLD AWARD: EAST AYRSHIRE COUNCIL For its Respectful Funeral Service. The first of its kind in Scotland. An innovative approach to procure services in a way that improves wellbeing and addresses many issues relating to funeral poverty. Working together with local service providers, to provide a bereavement service for communities that is affordable, professional and dignified.

SILVER AWARD: SCOTTISH BORDERS COUNCIL For its Borders Community Capacity Building project. A range of developments that have maintained older people’s health and inclusion in their communities and transformed the way preventative services are delivered.

BRONZE AWARD: POLICE AND CRIME COMMISSIONER FOR GLOUCESTERSHIRE For The Commissioner’s Fund. The creation of a programme of over 400 community based projects to date. Enabling community groups to deliver projects with outcomes that support the six priorities within the PCC’s Police and Crime Plan.

Transformation in Health and Social Care With increasing demand and reducing budgets, re-thinking the delivery of health and care services is essential. The award is for transforming access to services, remodelling the way that health and care operate and demonstrating strong partnership working. GOLD AWARD: SEVENOAKS DISTRICT COUNCIL For leading a collaborative approach to public health. Developing new ways of working and pioneering the role of District Councils in joining up across the health service and local government. Sevenoaks has shaped a holistic service that addresses prevention as well as a joined-up response to hospital discharge and the non-medical factors underlying GP attendance.

SILVER AWARD: EAST AYRSHIRE HEALTH AND SOCIAL CARE PARTNERSHIP For its Front Door Community Service. This multidisciplinary team, working with community partners, has created a single point of access that has conversations about peoples’ lives, skills and potential. It connects people with community resources and where intervention is necessary, facilitates co-ordinated and efficient support.

BRONZE AWARD: SOUTH LANARKSHIRE HEALTH AND SOCIAL CARE PARTNERSHIP For its Medicine Management for people at home. The service provides flexible support, enabling people to manage their own medication, where safe and appropriate while remaining at home with acute and/or chronic illness.

Transformation in Environmental Services This award is for transforming the way that services are run, for using waste as a resource and preventing the need for disposal and working in partnership to improve the service. The winning submissions have demonstrated impact for customers of waste and environmental services. GOLD AWARD: BARNSLEY METROPOLITAN BOROUGH COUNCIL For its work with FCC Environment and Cycle Penistone C.I.C on the Rescue and Reuse of Bikes. Rescued and refurbished bikes are put back into the local community at affordable prices. The scheme also enables parents to hire bikes for their children in the award winning, Green Flag, Elsecar Park.

SILVER AWARD: EAST ARYSHIRE COUNCIL For its work to both maximise opportunity for participation in recycling service provision, and to ensure that recyclate is of the highest quality and integrity through its enhanced kerbside recycling services.

BRONZE AWARD: PORTSMOUTH CITY COUNCIL For its use of Systems Thinking in Waste and Street Scene Services, creating a profound change in the design and management of environmental services ensuring that front line services are more coherent, effective and efficient.

The Innovation Award This Award is for developing and/or bringing to market new innovative technologies or ways of working that can transform the delivery of a local public service. It can be a struggle for small businesses to bring new innovations to the public sector. This award is therefore not only open to the public and third sector but also the private organisations. GOLD AWARD: MODERN DEMOCRACY For its Poll Manager. Poll Manager provides Returning Officers and Election Managers the ability to see at a glance how election day events unfold from any digital device, improving communication and control and supporting faster decision making with real-time accurate information on Election Day.

SILVER AWARD: COUNTY DURHAM AND DARLINGTON FIRE AND RESCUE SERVICE For its new Joint Drone Unit with Durham Constabulary. The joint unit was also funded by the Police, Crime and Victims’ Commissioner Ron Hogg. The drones are designed to assist at incidents across both organisations, capturing live overhead imagery and thermal imagery which can be instantly streamed to the incident command support unit.

BRONZE AWARD: HORSHAM DISTRICT COUNCIL WITH TRIBEMIX For Immersicare – Virtual Reality for Health. Direct, affordable access to specially designed Virtual Reality programs help to enrich the lives of the most vulnerable residents with dementia and other healthcare needs, in their own home.

Fire and Rescue Service of the Year This award will be presented to a Fire Service deemed outstanding in transforming the delivery of its services. GOLD AWARD: CORNWALL FIRE AND RESCUE SERVICE For an integrated approach to fire and rescue, emergency management, community safety and localism and partnership working with Police and Ambulance services. Not just providing joined up emergency response but also supporting communities in recovery from flooding.

SILVER AWARD: COUNTY DURHAM AND DARLINGTON FIRE AND RESCUE SERVICE For its transformation of the service through its apprenticeship scheme and its partnership approach including the delivery of the first station to be used by fire, police, ambulance and mountain rescue services, and; its joint drone unit with Durham Constabulary.

BRONZE AWARD: MID AND WEST WALES FIRE AND RESCUE SERVICE For its transformation of the service through developing ‘drone use, technical rescue and fire appliance manufacture against a backdrop of budget cuts. All the more impressive considering the Service covers two thirds of the landmass of Wales.

Police Service of the Year This award will be presented to a Police Service deemed outstanding in transforming the delivery of its services. GOLD AWARD: THE POLICE AND CRIME COMMISSIONER FOR GLOUCESTERSHIRE For the programme of over 400 community-based projects to date. The programme has ensured that communities feel safer and more engaged, has generated thousands of hours of volunteer time; utilised the strengths of communities; reduced demand on public services including health, local authority and policing, and; leveraged at least £5 for every £1 invested.

SILVER AWARD: SOUTH YORKSHIRE OFFICE OF THE POLICE AND CRIME COMMISSIONER For its creation of the South Yorkshire Victim Centre. The centre supports the most vulnerable victims of crime. Vulnerable victims are now able to access the full range of the criminal justice system without ever having had to attend a police station or a court - putting victims at the heart of all we do.

BRONZE AWARD: THE METROPOLITAN POLICE For its MPS Body Worn Video Team. For the world’s largest roll-out of body worn cameras. Twenty-one thousand cameras delivered reducing complaints by 30%, reducing the usage of CDs by fifteen thousand a month and supporting vulnerable domestic abuse prosecutions.

Council of the Year 2018 This award will be presented to a Council deemed outstanding in transforming the delivery of its services. GOLD AWARD: BRACKNELL FOREST COUNCIL For its transformation programme and the first total transformation of a post-war town in the UK. Its transformation programme is enhancing services, improving customer experience, generating income and has achieved £4.5m of savings and identified a further £2.5m. At the same time, the council helped launched a new £240m town centre, £13.3m refurbishment of Coral Reef Waterworld, and gained national recognition for the quality and effectiveness of a number of services including children’s social care.

BRONZE AWARD: WINCHESTER CITY COUNCIL For its entrepreneurial approach to reinvigoration of public services. Winchester has rebuilt the organisational culture through development of new values and modelling of new leadership approaches to maintain vital public service delivery, but with a commercial edge. From a capital program delivering income to the council, benefits to residents and partners in the NHS to the regeneration of the Town Centre the new culture in Winchester is already demonstrating impact.
