UNIVERSITY OF KANSAS UNION MEP MASTER PLAN LAWRENCE, KS Updated - December 29, 2015 EXECUTIVE SUMMARY Henderson Engineers, Inc. (HEI) was requested to provide a report outlining the condition of the existing mechanical and electrical systems serving the University of Kansas Student Union Building and recommendations for master planning. The following information was gathered through visits to the building, review of existing building plans and information obtained from equipment manufacturers. The overall building has undergone major renovations and additions in 1950, 1986 (Phase 1), 1989 (Phase 2), 2001 (Phase 3), and 2007 (MRC Addition). 1950 Addition placed Attic units which server the Ballroom and larger meeting spaces on levels 5 and 6 which still remain. Phase 1 and Phase 2 replaced many of the HVAC air handling units and the south chilled water plant on levels 2, 3, 4, 5, and 6. In 2007, the north chilled water plant was upgraded in conjunction with the MRC Addition. HEI did not witness the operation of the equipment during the visit and relied on information provided by facilities personnel on how the equipment was performing. It was noted during the visit that some equipment in the facility still operates on pneumatic controls. HEI recommends any equipment that is controlled pneumatically that is determined to remain as part of the master plan be converted to direct digital controls. HEI also noted that most of the air handling equipment in the facility have a very tight profile for the amount of air flow they provide and are located in rooms with very little clearance for maintenance. Replacing these units will require coordination with custom air handling unit manufacturers and will require the mechanical rooms to increase in size. Costs associated with mechanical room expansion and required renovation of other program areas to accommodate mechanical expansion are being tracked outside of MEP cost estimates. The building is served by two central plants, one on the south side of the building on level 1 and one on the north side of the building on level 2. The central plants consist of centrifugal chillers with remote roof mounted cooling towers and steam to hot water heat exchangers served from the campus steam plant. The plants produce chilled water and heating water that is distributed to indoor air handling units located throughout the facility. Steam is extended to some of the air handling In addition to the heating and cooling water. A large portion of the mechanical units and piping in the building are set up for 2 pipe heating/cooling coils that require manual changeover of the building from heating to cooling. The existing building flow diagram provided at the end of this report shows the locations 2-pipe and 4-pipe systems are installed in the building. The flow diagram is color coded to show the different systems. Chilled water supply piping is shown green, chilled water return piping is shown magenta, heating water supply piping is shown red, heating water return piping is shown brown, and the 2-pipe heating cooling piping supply and return is shown yellow. Specific details for the units are provided below. The University of Kansas has energy standards for major renovations that require the facility to exceed ASHRAE standard 90.1 -2007 baseline energy by 30%. Please see the high-level benchmarking analysis provided at the end of this report. At this stage, based on this analysis we estimate the energy reduction for the master planning recommended system for the facility to be between 20-25% better than baseline. Increased energy reduction could possibly be achieved by adding energy recovery to the air handling units. However, energy recovery systems add significant length and height to air handling equipment. If this option is pursued, the mechanical rooms would need to grow substantially to accommodate the new air handling equipment. As the master plan progresses, HEI recommends extending the 4 pipe heating and cooling piping from the central plant mechanical rooms up through each floor of the building and converting all the existing air handling units to 4 pipe air

handling units. The 4-pipe extension would be achieved by extending through the building starting at the lower level through existing vertical chases and mechanical rooms working up through to the attic. Existing piping through vertical chases has been identified on the attached overall building floor plans. Two pipe change over valves could be added to the floor above each floor that is converted to 4 pipe to allow the systems to remain functioning as the 2 pipe units are phased out. The existing 2 pipe heating/cooling piping in the building is in good working condition and could be reused when the building is converted to a 4 pipe system. Converting the building to a 4 pipe system would allow units to heat and cool spaces based on the space needs not the overall need of the building. It was noted during meetings with the University that the existing chiller in Burge Union is currently scheduled to be replaced with a new 250 ton chiller. Information on this chiller is included as an attachment to this report. The Burge Union is currently scheduled to be demolished in the short term. HEI recommends utilizing this new 250T chiller in the plant renovations when they occur if the Burge Union is demolished prior to the south central plant renovations. In general original cast iron sanitary/vent and storm piping in the building is in poor condition and in need of replacement as noted by facility maintenance staff. Sanitary/vent piping is primarily routed vertically to stacked restroom cores in limited chase space. It is recommended to replace vertical runs of stacked restroom cores in a phased fashion as part of the master plan. See overall plans. The electrical system serving the building has a primary voltage of 12,470 transformed down to 120/208V, 3-phase, 4 wire at two sub-station locations (north and south). The distribution system overall has been generally well maintained in recent years and is fair condition, but is very old and should consider strategically replacing in conjuncture with mechanical chillers and architectural renovations. HEI recommends that any equipment installed prior to 1995 be replaced as each level undergoes master planning renovations. . HEI also recommends replacing panel DP3 immediately due to its age and maintenance issues. The majority of the interior building lighting is illuminated by compact fluorescent, linear fluorescent and incandescent lamping. 5th and 6th floor ballroom and commons area have recently undergone LED fixture updates and remain in very good condition. Woodruff lighting has been updated to LED and has a newer dimming control panel ‘A’. Alderson Auditorium has been updated to LED on level 4 along with a newer dimming control panel. HEI recommends that area lighting be updated in accordance with the master plan architectural renovations and deferred maintenance ceiling work. HEI also recommends that all exterior building mounted and pedestrian pole mounted lights be updated to LED as part of the master plan. AIR HANDLING HVAC UNITS - ATTIC 1.

SOUTH COOLING TOWER A. The south cooling tower is a Marley NC Class cooling tower, Model number NC-241973-A1. The estimated cooling tower capacity is 550 tons. The estimated manufacture date of the cooling tower is 1986. The cooling tower serves the chilled water plant in the level one south mechanical room.

NORTH COOLING TOWER A. The north cooling tower is a 300 ton two cell cooling tower. The tower is comprised of a 200 ton cell and a 100 ton cell. The estimated manufacture date of the 200 ton cell is unknown. This tower cell was relocated from grade level to the roof during the MRC construction project in 2006. The 100 ton cell was added in 2006 during the MRC project as well. The cooling tower serves the chilled water plant located in the level 2 mechanical room located on the north side of the building.

The unit is 29 years old and is in good condition. The unit has exceeded its life expectancy and should be considered for replacement during the master plan phasing with the south chilled water plant work.
Recommendations: 1. The age of the 200 cell portion of the tower has likely exceeded its life expectancy and should be considered for replacement during the master plan phasing. 2. The 100 cell portion of the tower was added in 2006 and should not need to be replaced as part of the master plan.
SOUTH HEATING AND COOLING PLANT A. The south central plant is located on the 1st floor of the building and consists of two chillers, two primary chilled water pumps, two secondary chilled water pumps with an additional anti-freeze pump, two steam to hot water heat exchangers, two variable primary heating water distribution pumps, two tower water pumps, and a duplex condensate return pump for the steam system. B. Both chillers are 275 ton centrifugal chillers, manufactured by McQuay in 1987. These chillers act as the secondary chillers for the building. These chillers operate when the chiller in the north heating and cooling plant is fully loaded.

Manufacturer and capacity information on the steam to hot water heat exchangers could not be determined during the site visit or from the existing building drawings. It is estimated that the steam to hot water heat exchangers each provide 6,000 MBH of heat to the building. This estimate was derived utilizing the known heating pump flows and based on the assumption that this heating plant operates at the same temperatures as the heating plant located in the north heating and cooling plant. These heat exchangers are estimated to be manufactured in 1987 along with the other equipment located in this plant.

The chilled and heating piping located in the plant is piped as a 4 pipe system. The existing drawings indicate this plant distributes to a 2 pipe system in the building with changeover valves located in the lower level of the building. The 2 pipe system then extends to all the 2 pipe air handling systems in the building. Recommendations: 1. The equipment in the central plant is 29 years old and has exceeded its life expectancy. We recommend replacing this central plant as part of the master plan. We would recommend replacing the existing chillers with the highest efficiency water cooled chillers for their size to aid in reaching the universities energy reduction goals. The steam to hot water heat exchangers would be replaced with equivalent exchangers. The steam traps and condensate pump would also be replaced. 2. HEI was informed during the sight visit that there have been no issues with the steam, chilled water, or heating water piping in the facility. We will attempt to reuse as much piping as possible based on this information from facilities.

NORTH HEATING AND COOLING PLANT A. The north central plant is located on the 2nd floor of the building and consists of a single chiller, one constant volume primary chilled water pump, one variable volume secondary chilled water pump, two steam to hot water heat exchangers, two variable primary heating water distribution pumps, a single constant volume tower water pump, and a duplex condensate return pump for the steam system.

The chiller is a 300 ton centrifugal chiller, manufactured by McQuay in 2007. This chiller acts as the primary chiller for the building. The other chillers located in the central plant on the first floor north side of building are initiated on when this chiller is fully loaded.
C.
The steam to hot water heat exchangers each provide 5,600 MBH of heat to the building. These heat exchangers are manufactured by Bell and Gossett and their estimated manufacture date is 2007.
D.
The chilled and heating piping located in the plant is piped as a 4 pipe system. It is assumed that the 4 pipe system in the plant connects to the 2 pipe system in the building with changeover valves to all the 2 pipe air handling systems served by this plant. Recommendations: 1. The central plant has been well maintained is relatively new – installed in 2007. We do not recommend any adjustments to this plant as part of the master plan.

PLUMBING SYSTEMS A. The domestic water heating plant utilizes steam to domestic hot water generators. There are two generators for the building. One generator provides 140 degree water for the kitchens and the other generator provides 120 degree water for all other plumbing systems in the building. The generators were installed in 2013 and 2014. No new work for these systems should be required as part of the master plan. Expected useful life on these systems is 2530 yrs.

University staff indicated that the building has problems with leaks in the existing cast iron sanitary and vent piping in the building. Henderson Engineers recommends replacing the sanitary and vent piping in each level as improvements to the building are made. There are two main plumbing stacks through the building. The main stack on the East side of the building serves Level 2, 3, 5, and 6. There is a second plumbing stack serving 4th floor restrooms on the west side of the building. Henderson Engineers recommends replacing the sanitary and vent piping starting the restrooms on the highest level of each stack and working the piping replacement down the building stacks. The sanitary and vent piping replacements will require the contractors to open up the wet walls of each restroom to provide access to install the new piping. Henderson Engineers recommends replacing the plumbing fixtures when the sanitary and vent piping is replaced. As restrooms are upgraded with finishes as part of the master plan, it is recommended to provide replacement of fixtures KU standard efficiencies and low flow.
ELECTRICAL SYSTEMS 1.
NORTH SUB-STATION A.
Existing building has (2) separate services feeding different areas within the building. 1.
North Electrical Sub-Station resides on level 2 north side. Incoming power enters off Jayhawk Boulevard at 12,470V from medium voltage campus loop and terminates in north sub-station where power is transformed down to 120/208V, 3-phase via a 1000KVA transformer integral to substation. Low voltage side of switchboard contains a 3000A main circuit breaker which feeds the northern portion of distribution within the building. North substation appears to have been originally installed in 1986 during Phase 1 Union renovations. HEI noted on-site that the room this equipment is occupying is buried underground with concrete cover. Replacing this equipment will need significant coordination and may require architectural modifications. HEI also noted that corrosion exists on the service entrance enclosure due to water pooling on the floor of the electrical room which is resulting from the elevation change from the transformer to the conduit through wall penetration. HEI recommends sealing this conduit entry and providing a perforated bottom to the enclosure to keep the water out of the interior of the gear.

DISTRIBUTION BOARDS 1.
Existing distribution panel DP3 is located in mechanical room just off the kitchen on level 3. This board is from 1986 and it was noted from facilities that this board always is blowing fuses. HEI recommends that this board be replaced in conjuncture with renovation in this area. HEI would advise to have the board metered for 30 days and all major loads to be metered as well to assure that the breakers are sized accordingly and to the National Electric Code.

REMAINING DISTRIBUTION BOARDS AND BRANCH CIRCUIT PANELS A. Equipment throughout facility served from north and south sub-stations generally range from dates as early as 1975, 1986, 1991, and more current. It is recommended that as architectural renovations occur as part of master planning projects/phasing that replacement of these distribution boards and branch panels be planned in conjunction with these architectural projects. Depending on program/layout/loads of renovated areas, feeders to branch distribution may need to be updated when panels are replaced. B. Specific notes from facility walk-through noted by maintenance personnel are noted below:

The Market panels LB1 and LB2 located on the 3rd level are old and installed prior to 1986, but the panel schedules are not updated. HEI recommends replacing these panels in conjuncture of renovation in this area and all circuits shall be traced and provided with updated panel schedules.

The 100A DP2S panel located on level 2 near maintenance was installed prior to 1986. HEI recommends this be replaced in conjuncture with renovations in this area.
3.
The LSSB and LSSB1 are 400A and 200A panels, respectively, located on the north end of the hawks nest and are old and need to be replaced. HEI recommends these be replaced in conjuncture with renovations in this area.
Emergency System: 1.
HEI noted life-safety loads and some backup standby power is routed through transfer switching via Genera Power systems and generator. Equipment appears to be in fair condition. Facilities did not mention any issues to this system. HEI recommends reevaluating the system in 5-10 years.

LIGHTING A.
The kitchen lighting on level 2 and 3 need updated lighting to provide the code required 50-foot-candles on all food preparation working surfaces. HEI would recommend this lighting be replaced as part of the master plan and sequenced with deferred maintenance projects in these areas.
B.
The majority of all downlights in circulation areas and admin/office areas are compact fluorescent. HEI would recommend this lighting be replaced with LED as part of the master plan and sequenced with planned renovation or deferred maintenance ceiling projects in these areas.

C.
The emergency lighting in the building was largely illuminated by bug eye type light fixtures and were not integral to the normal light fixtures within the space. Some spaces do contain fixtures connected to life-safety emergency panelboards. HEI would recommend this lighting be replaced with emergency lighting integral to the fixture and connected to the life-safety distribution portion of the electrical system connected to the generator (per KU standard) as part of the master plan and sequenced with planned renovation in these areas.
D.
Many commons areas as well as the Big 12 room had parabolic fluorescent light fixtures in need of updating. The use of the space and controllability should be evaluated based upon needs when renovation is being considered for these areas. HEI would recommend this lighting be replaced with LED or T8 fluorescent as part of the master plan and sequenced with deferred maintenance ceiling work in these areas.

The Regionalist area on level 5 has parabolic troffers along with outdated wall sconces that are utilizing incandescent as a light source and are in need of updating. HEI recommends lighting in this area be updated as part of the master plan. The SUP room across the hall from Regionalist on level 5 has poor, outdated and very inefficient lighting for a room that is currently used as storage. HEI recommends this be updated.
F.
Facilities mentioned while on-site that Alderson Auditorium and Woodruff have been updated to LED lighting with a new control dimming control system. There was no mention of any issues with this lighting or the use of the controls. HEI recommends leaving this as-is.

Media Crossroads has parabolic fluorescent troffers. HEI recommends these be updated and sequenced with master plan renovations in this area. HR department and other admin/office areas on level 3 and 4 generally are all parabolic fluorescent troffers. HEI recommends these be updated.
Fire Alarm: 1.
As per owner meeting, Bob Rombach indicates that Simplex is planning a total building fire alarm retrofit which will upgrade the existing Simplex 4100 panel and all non compatible devices in the facility with new. Per Bob Rombach, this is being treated as a separate deferred maintenance project separate from the master plan scope.
