WHAT ARE THE STANDARDS? A MEASURABLE DIFFERENCE The Quality Assurance Builder Standards provide new homebuyers and remodeling homeowners a way to measure the quality of the project against an industry approved set of standards.

These standards have been developed by the Builders Association of Greater Indianapolis (BAGI) as a service to new home and remodeling homeowners in the Central Indiana area – designed to help homeowners and builders communicate and understand each other’s expectations regarding the building or remodeling project. The standards address the most prevalent issues that arise between the builder and the customer before the project, during the project, and, most importantly, after the project is completed. All too often it is the

undefined expectations that create the majority of the problems encountered in the building and remodeling processes. The standards will help eliminate problems before the project even begins. Prior to calling the builder, the homeowner should use their standards manual to determine if the particular concern is within the standards and then decide if a call to their builder is necessary. The builder should use these standards as the tool to determine what action is necessary to meet homeowner expectations created by the standards.

• Keep the worksite clean – This may seem like an easy request, but it’s surprisingly a top pet peeve of builders. In addition to cleaning up construction trash, be sure to keep your personal trash picked up before leaving the work site each day. • Keep your cool – Let’s face it, there are many challenging personalities that you will face in this line of work. You may encounter a rude neighbor who tries to cause a scene because they don’t want your truck parked in front of their house while you are delivering your product. The most important thing to remember

in these scenarios is to keep your composure and remember that you are representing your company and the builder. If the situation escalates, call your supervisor or builder to assist. Although unpleasant, these encounters do happen, and it’s important to remember that it’s just temporary. • Understand the builder’s expectations for client visits to the job site – Most clients are very excited about their new home and likely want to check it out. Be sure to understand what your builder has communicated to his/ her clients regarding client visits to the job site, so you can be prepared.

While the concept of the “American Dream” has evolved over the years, for many of us, homeownership remains the core of this vision. For some, it’s a home in the suburbs with the iconic white picket fence. For others, it’s a small low-maintenance home in a highly amenitized community.

For an increasing number, though, it’s a townhouse in a mixed-used community or a duplex in a vibrant neighborhood. For too many of us, reality provides an unwelcome wakeup call.

Who are these people? Us! They’re our community leaders and helpers: municipal employees, teachers, law enforcement officers, small business owners, nurses, managers, tradespeople…

The dream is out of reach… Unless we focus on achievable housing. What is it – and why is it so critical to our communities?

Achievable housing allows more people to access affordable homes.

Achievable housing is nonsubsidized housing that is affordable to folks with an income between 80 - 120% of the area’s median income of $54,000 (2018). In other words, it is within reach of households earning between $43,200 and $64,800.

Achievable housing does not mean lower quality. It does not mean stripped-down homes in lessdesirable areas. What it does mean is that more people can afford a safe, secure, well-built, welcoming home.

THE FUTURE IS NOW H OW H A S EN ERGY EFFI CI EN C Y E VO LV ED? Governments have been updating outdated codes to reflect the demands and changes for more sustainable development. These changes have been driven by both regulation and an enhanced public focus on energy efficiency, due to rising energy costs and an enhanced awareness of our daily environmental impact. Prior to the Indiana Energy Code taking effect in 2012, home energy standards weren’t being enforced or monitored. Builders have since dramatically changed their building process to not only comply with the code but to also ensure that they are truly providing the efficiency proclaimed to their customers.

What happens when communities put their weight behind achievable housing? • We make progress towards meeting demand. In the Indianapolis region, for example, construction trends indicate we’re building about 7250 new housing units a year. We need 9000 to meet demand. Close enough? Tell that to the 1750 people (and families) who will struggle to find suitable housing. • We boost the local economy. Achievable housing leads to higher tax revenues, job creation, and increased local purchasing power.

• We perpetuate a healthy cycle. When Hoosiers can put down roots, they reinvest in their communities. At the same time, we free up more resources to address critical issues, such as healthcare and food security.

With these standards in place, builders submit a set of prints and design specifications for the new home to a third-party evaluator who analyzes for energy efficiency before the home is even built. Inspections take place throughout the construction process to make sure all aspects of the new home continue to align with these high standards. Final reports from the third party energy inspection company then provide builders with a HERS rating score for each new home built.

• Hoosiers have freedom of choice. All Hoosiers should have the opportunity to make housing decisions based on their preferences.

Energy costs, on average, are 26.1percent lower for Indiana homes built after 2012.

• Our communities work for workers. With achievable housing, more workers are attracted to the area, businesses can boom, and communities can enjoy a higher quality of life.
