Syrian border under siege By Mousab Alhamadee MCT

ISTANBUL — Fighters from the Nusra Front, al-Qaida's official affiliate in Syria, on Tuesday seized three strategic towns on the border with Turkey in a major blow to U.S.-backed moderate rebels. Nusra's seizure of Izmarin, Salkin and Harem in Syria's Idlib province came only four days after the group seized Darkoush, another border town, from the Syrian Revolutionary Front, a moderate group that is part of the Western-backed Free Syrian Army. The move appears to be part of an effort by Nusra to add new area to what it has called its emirate in northern Syria — a designation the al-Qaida affiliate made in response to the declaration last month of an Islamic caliphate in Iraq and Syria by its archrival, the Islamic State. Since the Islamic State's designation of its caliphate, Nusra has lost territory to the Islamic State. Many of Nusra's best known commanders also have defected to the Islamic State. Rami Abdurrahman, the head of the Britainbased Syrian Observatory for Human Rights, said he believed the capture of the four towns was Nusra's effort to build a geographically contiguous area that would be declared its Islamic state. “It's clear from the clashes in the area, there is a project,” Abdurrahman told The Associated Press. “They are seizing towns and areas to be connected geographically.” The Syrian Revolutionary Front acknowledged Nusra's capture of the town in a statement in which it accused the al-Qaida group of killing people and looting property. The statement also accused Nusra of withdrawing from key positions in Aleppo, where rebels are facing a determined offensive by Syrian government forces. Earlier, Nusra said revolutionary front fighters had “erected checkpoints on public roads and took taxes from people and abused them.” It said its capture of the towns was part of a campaign to end “sins” that were taking hold in the area, “such as drinking alcohol,” and it warned against groups serving American interests. The battle with Nusra comes at a particularly difficult time for the FSA, which is also facing a push from forces loyal to Syrian President Bashar Assad in the area surrounding Aleppo, the former Syrian commercial center where government and rebel forces have battled for two years. Government forces are pressing to relieve rebel-besieged Wadi al-Daif, the largest military base in northern Syria.

UK played FCS teams, like Samford in 2012, to fill out the team’s schedule. The new playoff system pushes teams toward harder non-conference schedules.

UK’s schedule should shift away from FCS teams The Cats will continue trend of playing teams from lower division in 2014 The days of mighty Alabama State and juggernaut Samford trekking into Commonwealth Stadium are almost to a close. Every year since 2004, the last season before most of major college football adopted the NICK GRAY 12-game schedKernel Columnist ule model, UK has faced an FCS program and throttled them. Some years, it was an easy checkmark for the Cats on its way to a bowl game. Other years, it was one of few wins that made a

dreadful season look a tick better. But the increasing talk about the Power Five conferences (the ACC, Big 10, Big 12, Pac 12 and SEC) and the increasing reliance on strength of schedule in deciding the College Football Playoff makes it more likely that UK will play teams like North Carolina and Purdue, not Tennessee-Martin and Samford. It's better fans and the program. The program hurts itself with a two-thirds full stadium, no matter win or lose. And not since 2011 has a crowd over 54,000 has seen a UK win. The UK program will grow on the field with talent and in the stands

with success. The schedule could do some good by living up to snuff to where the rest of program wants to be. UK itself should be a target for big-time programs outside of the SEC who are looking for a team that will be a step up from MAC and AAC competition — schedule filler — in order to help their playoff hopes. College Football Playoff director Bill Hancock has made it clear that schedule filler alongside conference schedules will not cut it in most situations. So teams like Clemson and Baylor — teams that aren't going to win 11 games each year based

on history — will need BCS-level opponents to strengthen their schedule to help mask any potential losses. Clemson, for example, could schedule UK along with South Carolina and a lower level Power Five or AAC team. And, what good did a week of preparation and play against an FCS team do? To say it brought confidence is a mixed bag — UK was 5-4 in the game following an FCS opponent. I'm sure UK fans loved being on the other side of 30-point routes. But more good football teams will becoming to Commonwealth Stadium. That's good for everyone. 7.24.14 | Kentucky Kernel | 3

FAA suspends all U.S. flights over Israel European flights also suspended on Tuesday while fighting rages on in the Gaza Strip By Joel Greenberg and Kevin Hall MCT

PHOTO BY CAROLYN COLE | MCT

A bomb explodes in the Gaza Strip on Tuesday, July 22, 2014. Targeted bombings in central Gaza City have people fleeing what were believed to be safe buildings, many of them now left homeless.

JERUSALEM — American and European air carriers suspended flights to Israel on Tuesday after a rocket landed near the country's international airport as fighting between Israeli forces and Islamist militants in the Gaza Strip entered its third week. The Federal Aviation Administration said it had ordered U.S. airlines to suspend flights from the United States to Israel “for a period of up to 24 hours,” citing safety concerns. The European Aviation Safety Agency said it would issue a bulletin with a “strong recommendation” that airlines avoid Israel. The imposition of a flight ban at the height of the tourist

season brought an unprecedented economic dimension to Israel's Gaza military campaign. The United States hadn't imposed a similar ban during other recent fighting over Gaza, and its imposition was immediately protested by Israeli officials, including Prime Minister Benjamin Netanyahu, who brought it up in a phone conversation with U.S. Secretary of State John Kerry, according to the State Department. State Department spokeswoman Jen Psaki said in a statement that the U.S. was not trying to pressure Israel through the prohibition. “The FAA's notice was issued to protect American citizens and American carriers,” she said. “The only consideration in issuing the notice was the safety and security of our citizens.”

As Israeli forces intensified air and artillery strikes in support of ground troops in the Gaza Strip, the death toll among Palestinians passed 630, 75 percent of them civilians, including 146 children, according to the United Nations. The Israeli army says it has killed at least 160 militants in ground combat. Two Israeli civilians and 27 soldiers have died in the conflict, according to the army. There was little reason to expect the violence to subside soon. Kerry held talks in Cairo in an effort to bring an end to the fighting, and United Nations Secretary-General Ban Kimoon met with Netanyahu in Tel Aviv, but there were no signs of a breakthrough toward arranging a cease-fire.

Investigators lack evidence in MH17 crash By Jonathan S. Landay MCT

WASHINGTON — The United States is confident that the Malaysian Airlines plane that crashed in eastern Ukraine was downed by an SA-11 missile likely fired by pro-Russian separatists _ most plausibly by mistake — but there still is no hard evidence tying the rebels or Russia to the disaster, senior U.S. intelligence officials said Tuesday. "Two things we don't know is who exactly pulled the trigger: We don't know a name, we don't know a rank and we're not even 100 percent sure of a nationality," said one senior U.S. intelligence official. "We don't even know why. The most plausible explanation is that it was a mistake." The officials spoke at a briefing for journalists approved by the Oba4 | Summer Edition | 7.24.14

ma administration in an apparent bid to keep international heat on Russian President Vladimir Putin for backing the rebels fighting to break two selfproclaimed independent republics away from Ukraine. The briefing also was aimed at discrediting explanations for the crash — some bordering on the absurd _ being disseminated by the Kremlin and Russian news media. Russia "created the conditions" for the deaths of the 298 people flying on the Boeing 777 from Amsterdam to Kuala Lumpur by training the rebels and providing them with tanks, rocket launchers and other weaponry, said the senior U.S. intelligence official. National security adviser Ben Rhodes appeared more categorical. "We do think President Putin and the Russian government bears responsibility for the support they

provided to these separatists, the arms they provided to these separatists, the training they provided as well and the general unstable environment in eastern Ukraine," Rhodes told CNN in an interview. The Kremlin has continued sending military hardware to the separatists since the July 17 crash, he said. Ukrainian government claims that the latest shipment of 20 military vehicles took place on Tuesday "tracks with our technical analysis," said the senior U.S. intelligence official. That phrase usually is a euphemism for communications intercepts and U.S. spy satellite imagery. The briefing came as Ukrainian forces pressed their offensive against the separatists in the self-declared Donetsk and Luhansk republics. In Brussels, European Union foreign ministers agreed to

expand sanctions to Putin's inner circle and the Russian financial sector, but they delayed imposing them because of internal difference on the specifics. The U.S. intelligence officials repeated the U.S. assessment that flight MH17 was hit by a SA-11 surface-to-air missile fired from a mobile launcher — known as a

BUK — that was positioned in a separatist-held area of Donetsk. Videos and photographs posted on social media the same day showed a BUK mobile launcher — with one of its four SA-11s gone — being hauled aboard a truck through the same area back to Russia, they noted, although those materials haven't yet been authenticated.

Deficit is lost among politics What happened to the deficit? Last election season, the talk on the country’s growing fiscal calamity was impossible to avoid. Immense, daunting dollar figures were on the front page of every newspaper. Candidates ran around with debt counting clocks. Cable news and radio stations held segment after segment of expert analysis on whether or not our spending was the end for our country. Then it all disappeared. Why did political America collectively MATT YOUNG allow this villain to sink into the darkness? Kernel Columnist The projected 2015 deficit—the money spent in excess of what is collected in taxes in one given year—is 43 percent of what the 2011 deficit was. Let’s not pretend $564 billion is not a figure difficult to wrap one’s mind around, but cutting the deficit by more than half in just a few years is so impressive politicians don’t even want to talk about it. A fourth grade education is enough to know that if one does not have enough of something there are two ways to fix the problem; use less of it, or get more of it. The government has certainly tried to do its fair share of using less money; spending on things other than Medicare, Medicaid, Social Security and the military are at historically low levels, and sequester cuts made an impact that was not insignificant. The problem is our spending keeps rising because those other four categories have grown like a mushroom-filled Super Mario. The fact is the government is taking in more money. In the recent fiscal cliff deal the government raised taxes on payroll—which go to Social Security and Medicare—and on income for wealthy Americans. If we raise taxes, Conservatives said, it will destroy the weak economy. If we raise taxes, they said, our deficits will grow bigger because businesses will not hire anyone. Our economy, while still very delicate, has shown surprising resiliency to factors such as harsh winters, government shutdowns, and Congressional feces flinging. We have had the best five month period of job growth since the 1990s, and the unemployment rate is now below the range of eye bulging panic. But like a grim demon, the deficits will come again. As baby boomers retire, the Medicare and Social Security bills will break the bank, and we will have more end of the world political prophesies unless we fix it. Life expectancy for 65 year olds is about four years higher than it was when Medicare began. Those extra four years are expensive. Because people are living longer some politicians, including our own Congressman, Andy Barr, want to raise the age of retirement to cut costs, and make sure Medicare is there for us millennials. If there one thing we can count on Congress for, it is to do nothing. So while they do, keep checking under the bed for the deficit boogey man; we chased him off once, but that was just the beginning.

Popular restaurants will stay on campus By Nick Gray ngray@kykernel.com

Chick Fil-A, Starbucks, Panda Express, Ovid's and other campus favorites are in UK Dining's plans for the future and will remain on campus, UK Dining marketing manager Charity Bradley told the Kernel on Wednesday. Bradley said that the newly announced restaurants around campus, such as Einstein Bros. Bagels and Rising Roll Gourmet, will be added to the selection, and none of the nationally known brands in and around campus will be removed. “We had access to student surveys, so we have as much invested into the national brands as the students are,” Bradley said. Changes have already been made to the student center, which will begin renovations by 2016 that will be complete by January 2018. The renovation plans are in the design phase currently, according to the student center website. The list of restaurants inside the newly renovated student center has not been finalized, though all five of the nationally-known restaurants (Chick Fil-A, Subway, Starbucks, Panda Express and Sbarro) have been on every

preliminary list throughout the process, Bradley said. Current changes to the student center include changing Say Cheese into Greens to Go, a eatery that will primarily serve salads, along with cutting Sbarro into half and adding a Subway alongside it. There also is a Subway Cafe added into the King Library. Meal swipe locations will not change for existing places. “The locations are the same, and we’re referring to meal swipes that aren’t at Blazer or Commons as ‘Wildcat Deals,’” Bradley said. She said the plan is for Starbucks to be moved into

another spot in the William T. Young library, where it will be easier to access for the students. Currently, Starbucks cannot be accessed from inside the library. All C-Stores will be renovated and rebranded as Wildcat Pantry, with the C-Store in Blazer Hall to be closed. Two restaurants — Aqua Sushi and Panera Bread Co. — will be on campus in Fall 2015 inside the New Commons, which has yet to be built.

The rapid changes in dining have come in the two months since Aramark and the university struck a $245 million deal over the next ten years to give Aramark control of UK dining. “We are excited to see the changes take place and communicate to the students what we are adding to UK Dining,” Bradley said. “There's so much we love about campus dining, but there's a lot of things we know we can add to help the quality of campus.”
