Ky. budget ‘more difficult than any in memory’ By Kayla Pickrell kpickrell@kykernel.com
President Eli Capilouto expressed his concerns with the proposed budget cuts Tuesday evening, in an email to the UK community. Governor Steve Beshear is presenting a six-year budgetcut and state-improvement plan, including a $19.4 million cut from UK’s operating
budget. “Such reductions without question would have a significant impact on the University of Kentucky,” Capilouto said in the email. Capilouto also said the budget will be “more difficult than any in memory.” “I think the president set the news in a framework that makes it clear it will take some time to get our budget

Instances that may require towing:
The first block of the night came innocently enough, a short-armed swipe at Arkansas guard Rickey Scott’s layup with 7:55 left in the first half that was almost goaltending. It was one of Anthony Davis’ least impressive blocks of the season, but a block is a block, especially when it’s the 83rd of the season. The second block of the night was more like all those that came before it, a full-extension swat of Arkansas guard BJ Young’s drive with 4:52 left in the first half. Record set. Davis was taken out of the game to a round of applause for breaking UK’s single-season blocks record. “It was a great night,” Davis said. Fittingly enough, minutes after being put back in, Davis ended the first half with a buzzer-beating block. He ended up with a 19-game total of 89 blocks. “My teammates were talking about that already,” Davis said. “They were saying, ‘We’re not even halfway through the season and you broke the blocks record.’ It’s a great accomplishment, especially for a freshman.” Terrence Jones said, “It’s going to be a high record once the season’s over.” See DAVIS on page 5

No person wants to walk out and see an empty space where he or she was parked. Fortunately for parkers, fewer people are being towed on campus. From September to December 2010 there were 1,077 tows, compared to the 102 tows in the same time period in 2011. That’s a 90.5 percent reduction in tows. Lance Broeking, the director of Parking and Transportation Services, is pleased with those numbers. “That’s a really emotional event when somebody has their car towed,” Broeking said. “So if we can reduce it from a thousand down to a hundred, there’s 900 people out there who haven’t had to go through that experience.” The drastic drop in the number of tows is • parking in a restricted the result of changes area or fire lane in enforcement procedure policies and in • parking in the wrong communication bearea on game days tween UK Parking and • parking at a meter parking violators. more than 24 hours Before Sept. 8, a • altering or forging a vehicle was towed afpermit ter three unpaid citations. UK Provost Kumble Subbaswamy was named one of two finalists for the president’s position at the University of Utah Tuesday. The University of Utah is a public research university in Salt Lake City and the state’s flagship institution. The other finalist is David Pershing, Utah’s senior vice president for academic affairs. The finalists will interview with the Board of Regents on Friday, The Subbaswamy Salt Lake Tribune reported. UK spokesman Jay Blanton said the provost had no comment at this time. “The University of Utah is an outstanding public research institution,” UK President Eli Capilouto said in a statement. “It’s no surprise they have attracted someone the caliber of Provost Subbaswamy as a finalist for the presidency.” Subbaswamy previously applied for top jobs at the University of Illinois and Iowa State University. TOWING Continued from page 1 tion. Another reason for the decrease in tows is the increase in boots, or wheel clamps. From September to December 2010, there were 85 boots, compared to 222 in 2011. Broeking said he expects the number of boots to increase even more. He prefers booting when impounding is necessary, he said, because it’s a visual reminder of enforcement to everyone and less traumatic than towing. Booting a car is also cheaper than towing at $60 to get a boot removed, compared to $87 to retrieve a car. Amanda Finin, a kinesiology sophomore, said she has been towed before, but not by UK. She said she doesn’t see a major difference between boots and tows. “I don’t want my car towed, but what good is a boot going to do?” she said. “I’m just stuck if there’s a boot on my car. I would rather them just give me a ticket.” Broeking, who became director last semester, said his goal has been to maintain the same level of enforcement without being as “heavyhanded.” Last semester there was about a 72 percent reduction in overall impoundments — boots and tows — than the year before. The number of citations also didn’t change much. “I don’t think we’ve been any more lenient,” he said. “We’ve taken a different approach to it and it seems to be working.” Broeking said he doesn’t look at parking enforcement as a money-making operation, but
going from a thousand tows to a hundred has had a financial impact. However, UK Parking also has kept four positions vacant through attrition while maintaining the same level of enforcement. “This has kind of been a win-win,” he said. “It’s a win in terms of we’re able to financially be in the same position as we were before, and we’re not as heavy-handed in terms of our enforcement efforts.” The new policy primarily affects the number of vehicles towed because of unpaid citations accumulating. Broeking called that the “escalation of enforcement,” and said that has caused the most tows in the past. Andrew Marsh, a BCTC sophomore, said he got a citation last semester for parking in a lot near Commonwealth Stadium when he was going to class at BCTC. He wasn’t aware that he needed a permit to park there, but understood why he received the citation.
“
“Rules are rules, and ignorance of a rule doesn’t excuse breaking it,” Marsh said. Broeking said there’s room for UK Parking to improve in how parking areas are signed. He wants to be more proactive and improve awareness of parking regulations. For those who aren’t aware of or choose to violate parking rules, Broeking said the department is willing to work with people so unpaid citations won’t lead to impoundments. He said PTS doesn’t offer payment plans, but often allows people to pay for a citation at a time if they can’t afford the full amount immediately. Broeking said UK Parking wants to be as transparent as possible, and the department isn’t just trying to see how many violators they can catch. “Parking is never going to be a warm and fuzzy department,” Broeking said. “I think there’s ways we can do what we do through less aggressive methods — try to enhance our relationship with the campus community.”

PROVOST Continued from page 1 State position in September, and he was runner-up for the Illinois position in 2010. Since July 1, 2006, he has been UK’s second provost. He first came to UK in 1978, when he joined the physics faculty. During his first 18 years at UK, he served as associate dean of arts and sciences and chair of the physics and astronomy department. He left UK in 1997 to be the dean of arts and sciences at the University of Miami, before going to Indiana University in July 2000 as the dean of arts and sciences, where he stayed until 2006. When Subbaswamy was not selected for the Iowa State job, Capilouto called the day “bittersweet” and said Subbaswamy would have been an outstanding president at Iowa State “without question,” but he looked forward to continuing work with the provost. Former Utah President Michael K. Young became president at the University of Washington last April, according to a university news release.

The Obama administration announced the launch of its “We Can’t Wait Initiative” in November, an effort to create jobs for 16- to 24-yearolds. The program combines businesses, nonprofits and government help for “low-income and disconnected youth” to find jobs next summer, according to a White House press release. Lenroy Jones, associate director for Employer/Corporate Relations at the Career Center, called the plan a “win for community, win for employer and win for the student.” The plan would enable students to develop skills critical to success in the job market and community, said Katie Silver, an arts administration sophomore. On Jan. 5, the Obama administration announced that the effort would be a partnership between the government and private sector, according to a USA Today article. The partnership is set to
create 180,000 jobs by the start of the summer with a possible expansion of the program to 250,000 jobs. Corporations such as CenturyLink, CVS Caremark, Gap Inc., Starbucks and others have joined the government in this effort. AT&T committed to providing approximately 350 summer jobs, according to a USA Today article, and “Bank of America pledged investment in 1,500 paid internship placements.” The initiative would offer the opportunity for students to apply what they learned in the classroom, while getting hands-on experience, Jones said. “We have employers regularly share during their campus recruitment visit that they are looking to hire a skilled workforce,” Jones said. “So, they will have a chance to train students and benefit from the University of Kentucky talented students with this program in place.” The plan allocates approximately $1.5 billion toward the partnership for the
creation of jobs, according to the USA Today article. Currently the 16- to 24year-old spectrum is seen by the Obama administration as “Opportunity Youth,” due to the “untapped potential they bring to the Nation,” said Patty Stonesifer, chair of the White House Council for Community Solutions, in a news release. The administration will launch the Summer Jobs+ Bank, a “one-stop search tool for youth to access postings for any participating employers seeking to reach them where they are online,” according to a White House press release. It intends to do so in the next 60 days. “Creating jobs for people in our generation is important because it keeps kids out of trouble, builds character and teaches responsibility at a young age,” Silver said. “I can see this benefiting much of America’s youth, even my younger brother. “It would provide an excellent opportunity for personal growth, while instilling a sense of independence.”

Movement aims to prevent cervical cancer, via vaccine Ky. has one of the highest rates of the disease in the country By Amelia Orwick aorwick@kykernel.com
The Cervical CancerFree Kentucky Initiative, a program under the UK College of Public Health, has launched a campus campaign to raise awareness of cervical cancer. January is Cervical Cancer Awareness Month in Kentucky, which has one of the highest rates of cervical cancer in the country. “The main reason, I feel, that we have such high rates compared to other states is that much of Kentucky is rural,” said Dr. Baretta Casey,
the director of the program. “Many live in poverty, many are uninsured, and that makes it difficult for people to access the health services that they need.” Most cervical cancer is caused by a virus called human pappilomavirus, otherwise known as HPV. HPV causes abnormal cell changes, which can lead to reproductive health problems and death, if left untreated. In Kentucky, hundreds of women are diagnosed with cervical cancer each year, and of those, about 20 percent will die, said Elisia Cohen, an assistant professor in
the communication department who is involved with the campaign. Women can prevent the disease by receiving the HPV vaccine and regular pap tests.
for more information about the Cervical CancerFree Kentucky Initiative, visit cervicalcancerfreeky.org.
“I think it’s important for people to know that this is the only immunization that truly prevents a cancer,” Casey said. “If we had an immunization to prevent
breast cancer or prostate cancer, I think everyone would be lined up to get that shot.” The campaign, known as “Cause the Movement,” includes a Facebook application that helps explain why the disease is so prevalent in Kentucky, as well as methods for prevention. By using pictures of the viewer’s Facebook friends, the application provides a personal experience. “The most important message that people should take away is that no woman in the state of Kentucky should die from cervical cancer, because it’s entirely preventable with timely vaccines and regular pap tests,” Cohen said. Through this project, information about cervical
UK buying up .xxx domains to avoid pornography affiliation By Arion Wright news@kykernel.com
Pornography websites can now register domain names of “.xxx” instead of “.com,” which creates a conflict for university websites. This domain name will differentiate erotic material from other websites, but it can be a problem because a pornography website could potentially use domain names similar to colleges’ .edu addresses. The International Creativity Management Registry recently started selling domain names to distinguish pornography websites from others, according to CNN.com. Universities have started purchasing URL brands so pornography websites cannot
register under a similar trademark of logo with a domain name of “.xxx.” This will eliminate the ability for pornography websites to be associated with universities. Jason Schlafer, UK’s associate director of athletics marketing, said the university has registered trademarks that include: kentucky.xxx, universityofkentucky.xxx and bigbluenation.xxx. UK bought these names as a step to prevent the conflict of interest, he said. Schlafer is also attempting to register domain names associated with athletic teams before April, for example: ukcheerleaders.xxx and ukathletics.xxx. Schlafer is an active member of the ICANN board, a
nonprofit organization to protect internet protocol. He said UK has a “sunrise plan,” which will be presented to the ICANN board in April. The proposal requests that no other website can use UK-associated names with the following domain names: .com, .edu, .gov, .int, .mil, net, .org and .arpa. Registration for these names costs $329 per name for a three-year time period. Schlafer said if a browser tries to view a site associated with UK’s trademark or logos with the domain name of “.xxx,” it will be blocked. Kacy Weaver, a psychology freshman, believes that buying the domain names is a waste of time. “This change will not
change anything,” she said. “Why would money be wasted on that?” UK should focus its interest on other problems, Weaver said. However, though universities are trying to block pornography websites, the browser is able to view websites that may have words associated with universities with the domain name of “.xxx.” Achmad Hidayatullah, an engineering freshman, said when he searched Eastern Kentucky University, “women’s booty shorts” appeared on Google, with the domain name of “.xxx.” He said Internet viewers will be able to see this after a few pages searched through on Google.
cancer and some funding will be provided to nine health departments throughout the state to help spread the word about available vaccines and testing, said Paula Keyes of the Rural Cancer Prevention Center, who is assisting with the project. The Fayette County Health Department will be providing HPV vaccines at little to no cost, depending on insurance coverage, to
girls and women ages 9 to 26 through Friday. Those involved with the campaign are hopeful that its effects will be far-reaching and will help lower rates of cervical cancer in Kentucky in the future. “The goal, once we increase awareness and understanding, is to figure out the best policy to help provide affordable testing and vaccines for women across Kentucky,” Cohen said.

The Lukewarm Truth: Sites shut down in protest UK offers Hipster class Wikipedia, others oppose Stop Online Piracy Act By Nick Foley
HIP 438 is ‘too cool, advanced’ to talk about It’s too cool for school, dear readers. Tired of the monotony and LUKE predictabilGLASER ity of the modern Kernel college columnist class, a professor at the University of Kentucky has implemented an elective— The Cultural Lifestyle and Implementation of the Hipster in Modern Society, or HIP 438. “It’s much too advanced to be a simple 100 level course,” the professor said, dressed in a chic American Apparel flannel and skinny jeans. “You just, you know, have to be able to understand the neo-cultural and socioeconomic factors that go into being a hipster.” The new class has been met with enthusiastic support from hipster students, who are countering said enthusiasm with moderate hipster emotion. “Sweet!— I mean, that’s
pretty cool, I guess,” one junior hipster said, leaning up against a building and taking another drag from his Parliament cigarette. The class will entail studies of the hipster lifestyle, including Pabst Blue Ribbon, Buddy Holly glasses and sitting in coffee shops for an unbearable amount of time. “I’m not going to try to explain the aesthetics of the class to you,” the professor said. “It’s pretty deep stuff that you can’t define in a newspaper article.” Course content includes finding a band that no one else has heard of, painting something and then pretentiously negating any attempts to define it and wearing scarves and beanies in any weather, regardless of how hot it is. Grading in HIP 438 will be somewhat of a challenge, as the professor says grades and tests are simply too cliche. “I will be grading on how nonchalant the class is on everything, how they, you know, engage in the work without being too in-
terested in it. They will probably all do pretty bad, because they just won’t get it.” Field trips will also be taken to organic food stores and local music scenes. The expected popularity of the class remains a mystery, as many students insist that they will not be taking the class due to its popularity. “It’s just not the kind of thing I’m interested in,” one fifth-year Hipster said. “I was into hipster classes before they were cool.” The hipster professor would not reveal the current enrollment to the Kernel. “It’s a really obscure number,” he said, turning to browse the Pitchfork website. “You’ve probably never heard of it.” And that, dear readers, is the Lukewarm Truth. Not quite hot, but definitely not cold. The editors and staff of the Kentucky Kernel neither confirm nor endorse the opinions expressed in this column. Because, really, who in their right mind would?
Alcohol, date rape day raises awareness 97,000 students claim to be sexually assaulted By Liz Breed features@kykernel.com
The National Institute for Alcohol Abuse and Alcoholism has reported that 97,000 college students nationwide between the ages 18 and 24 have claimed to be the victims of sexual assault or rape. Wednesday will be dedicated to awareness and protection. Alcohol Poisoning and Date Rape Day will take place from 10 a.m. - 2 p.m. outside of White Hall Classroom Building. Students can learn more about what constitutes sexual harassment and how they can avoid it. “A lot of students don’t realize that alcohol is the number one sexual harassment predatory drug,” Rachel Carnahan, a student affairs officer, said. “That’s why we are holding this day; to allow students to become more aware and be able to protect them-
selves.” Carnahan’s mission, along with the Student Wellness Ambassadors, is to protect students. “Students turn their head to these things so this is dedicated to help students enjoy college but also stay safe,” Carnahan said. There is no specific day that is dedicated by any organization for these two subjects, Carnahan said. With popular events like Spring Break and Rush for fraternities and sororities coming up, students may be faced with different situations in which they lack necessary information to care for themselves. “We have two different cards about each subject for students, which they can take wherever they go,” Carnahan said. “There are things like cookies and T- shirts for everyone, but before they get them, students must choose from four different pledges and choose to be safe.”
Wednesday, students will be provided this necessary information in different ways at Alcohol Poisoning and Date Rape Day. According to girlshealth.gov, sexual assault can be anything from inappropriate or unwanted touching to verbal slurs. The website also provides some tips to avoid dangerous activities. These tips include opening your own drink and not sharing drinks with anyone. Date rape drugs can go unnoticed when put in drinks and victims may not remember what happens to them while on the drug. Another drug that affects campuses is alcohol. Alcohol poisoning can cause things from seizures to hypothermia, according to collegedrinkingprevention.gov. “Alcohol is the number one sexual harassment predatory drug,” Carnahan said. “Most students don’t realize that it is a drug.”

WASHINGTON — Devoted users of Wikipedia, Reddit, WordPress and Minecraft could be in for a surprise Wednesday as they log on to their trusted favorites: These sites, and as many as 5,000 others, will shut down for 12 to 24 hours. Fight For the Future, a nonprofit organization devoted to maintaining freedom of expression on the Internet, organized the strike of, by its count, nearly 5,000 websites in opposition to the Stop Online Piracy Act, according to Fight For the Future Founder Tiffiniy Cheng.
Rep. Lamar Smith, DTexas, introduced the bill in October to keep third-party websites from stealing original content and then reaping the profits. This loss of money costs the economy $100 billion annually, according to a news release on Smith’s website. The strike is slated to be the largest online strike in digital history, according Cheng, who said the bill — which also exists in the Senate as “Protect-IP Act” — threatens the existence of the Internet as an open, deregulated network of websites dedicated solely to the people. “The Internet is and will
remain the platform for freedom of speech,” Cheng said. “This is about who controls the Internet, and it shouldn’t be corporate copyright holders.” The movement began Nov. 16 with “American Censorship Day,” when websites emblazoned anti-SOPA messages on their main pages, and gained momentum as the bill moved its way through Congress. Now, as senators ready themselves for the final vote, some websites claim the bill’s effects could change the scope of the Internet by forcing sites to adhere to copyright laws they consider unreasonable.

The freshman is a safety valve for UK under the goal, erasing mistakes and allowing UK’s top-notch defense to extend itself without worrying about getting beat. Even if Davis doesn’t actually block a shot, he often alters it or forces a tougher one. “We know we can go out and pressure the ball,” Marquis Teague said. “If we get beat, he’s there to help us and clean it up for us.” Jones said Davis’ instincts and ability to wait for an opponent to shoot — a skill that’s half natural and half acquired — make him a “special” player. Opponents are finding out just how special. His reputation now precedes him, and he usually lives up to it. Arkansas not up for UK’s tempo Cats’ running game, shooting keys to easy win over Razorbacks

The press that the Cats anticipated from Arkansas was evident from tip-off in UK’s 86-63 victory Tuesday night at Rupp Arena, while freshman forward Anthony Davis broke UK’s single season blocks record. “Kentucky just did so much better tonight,” Arkansas head coach Mike Anderson said. “It’s very difficult to win on the road.” Davis set the UK record for most blocks in a single season with 89 as of Tuesday’s game. Davis recorded 11 points, seven rebounds and four blocks in the first half. He finished the game with 27 points, 14 rebounds and seven blocks. “It’s a great accomplishment, especially for a freshman,” Davis said, “so I am really proud of myself.” UK won the opening toss, but a double-team on sophomore forward Terrence Jones and increased pressure on the Cats’ defense forced a turnover. The Razorbacks were constantly guarding the Cats, forcing them to burn the clock to avoid losing the ball. But to overcome the press, UK scored its first eight points before Arkansas finally got on the board with a dunk by Arkansas senior forward Michael Sanchez at the 16:52 minute mark. “By the way they play, we felt like we had to come out and take it at them,” senior guard Darius Miller said. “Instead of them being aggressive with us, we had to do that with them. We knew they were gonna play physical.” While the Razorbacks attacked UK with a full-court press throughout the first half, the Cats still led 24-10 with 6:35 to play in the half. From then, UK seemed to have no trouble breaking and silencing Arkansas’ defensive strategy. Miller, along with sophomore forward Terrence Jones, sophomore guard Doron Lamb and freshman point guard Marquis Teague have all continued to make strides, Calipari said. “I slowed down a lot more today than I have,” Teague said. “I just found people earlier, didn’t take extra dribbles and found them when they were open.” Jones recorded 13 points and nine rebounds while Lamb sunk 14 points and Miller scored 11. “I just think we came out with high energy,” Jones said. “Darius Miller scoring consecutive baskets got it started. this institution,” Capilouto said. “We have a compelling story to tell, and we intend to tell it vigorously — sharing the incredible stories I have heard across campus about the ways in which we prepare our students, reach breakthroughs in our laboratories and uplift communities across Kentucky.” The budget cut not only effects UK, but the entire state. Beshear said in his budget address that most departments and cabinets, including the governor’s office, will re-
ceive an 8.4 percent cut in the next fiscal year. This doesn’t include the bonds being taken out for the renovations to Rupp Arena. “We’re at the point where drastic cuts will do more damage to Kentucky’s long-term future than realized savings will help,” Beshear said. “There are those who continue to insist that Kentucky can cut its way to prosperity. If that were the case, we’d all be wealthy.”

Successful New Year’s resolution requires planning JILL KINDY Contributing columnist
So, you’re about two weeks into that New Year’s Resolution. How’s it going? Statistics say that by now about one-third of us are close to quitting, and 85 percent of us will have thrown in the towel by March. Whether your goal is eating healthier, quitting smoking, exercising more, or something else, there are ways to improve your odds of sticking to that New Year’s resolution. According to Lori Molenaar, psychiatric nurse practitioner at University Health Service, it is important to set realistic goals.
“You should set measurable, specific goals,” Molenaar says. Rather than just saying, “I’m going to quit smoking,” make a plan to reduce cigarette use by X number of cigarettes per day; or set up an appointment, by a certain date, with a tobacco cessation specialist. These smaller steps are better than an abrupt, life-altering change. Remember that behavior change takes time. Molenaar encourages students not to give up immediately if they slip up. A new behavior takes practice before it becomes the new routine. There will be pitfalls, so you should have a plan for how you are going to eat healthfully while watching the Super Bowl, or what you are going to say when a friend asks you to have a smoke. Molenaar also recom-
mends having a healthy replacement or substitute in place. For instance, if you smoke when you are stressed out, you will need a new stress management tool to put in its place. Instead of thinking about the foods that you are avoiding, consider the healthy foods that you can add into your diet like fruits, vegetables and seafood. Consider enlisting the help of a professional by scheduling an appointment with a University Health Service health educator or clinician to discuss possible replacements for the behaviors you are trying to change. With a little bit of planning, you can be successful in sticking with your New Year’s resolution. Jill Kindy is a registered dietician at UHS. Email opinions@kykernel.com.
