Pavement management services

For over 20 years, LaBella has assisted more than 60 North Carolina municipalities with asset management. We understand that streets, sidewalks, and roadways are large community investments. As such, we provide the necessary tools to run your pavement management program effectively.

Our process helps municipalities manage their street system through performing GIS-linked pavement condition surveys (PCS), providing GASB 34 assistance, leading PCS training, presenting survey findings to elected officials, and preparing resurfacing contracts.

LaBella can also identify the most costeffective asphalt pavement practices based on current industry standards that will help stretch your maintenance funding.

A PCS conducted by LaBella provides an unbiased, objective pavement condition rating (PCR). This rating:

• Provides a snapshot of your street system

• Raises pavement condition awareness

• Helps stretch maintenance funds

• Builds a defensible case for additional program funding

• Provides a prioritized repair program with estimated costs and maintenance activities

Providing reliable data on your existing street conditions helps raise awareness among city council members and the public to generate additional funding for your pavement management program.

We have performed 100 pavement condition surveys for more than 50 North Carolina agencies since 2002.

What Information is Provided after a LaBella PCS?

• USI-TPA® - LaBella’s Total Pavement Access is a user-friendly application that enables the user to sort the municipal database attributes without having GIS or database experience

• Report with findings, including maintenance and funding recommendations, maintenance priorities, municipal PCR comparisons, survey methodologies, and supporting data

• GIS and database files

• Street listings that include:

• Street attributes

• Distresses

• PCRs

• Maintenance activities

• Maintenance costs per segment

Data & ratings

Using GIS and laptop computers, our experienced staff collects the following roadway data via a windshield survey:

• Percentage of sidewalk per side

• Percentage of curb and gutter per side

• Pavement markings

• Eight distress types:

1. Alligator cracking

2. Block cracking

3. Reflective cracking

4. Rutting

5. Raveling

6. Bleeding

7. Ride quality

8. Patching

Additional attributes can be collected in the field to match your needs.

Rating System

We use the 0-100 rating scale that was developed by NCDOT and ITRE in 1983. This scale is used by most municipalities in North Carolina.

PCRs start at 100 and are reduced based on pavement distress severity level. By using this standard rating system, we can compare your PCR to other municipalities in an unbiased way.
