Article 10, a regulatory process designed for energy projects that will generate more than 25 megawatts of electricity. Because of our long history working with New York municipalities, LaBella was one of the first consultants to be engaged on a project through advanced stages of this permitting process.

With a reasonably priced real estate market, upstate New York is ripe for energy development projects. LaBella has a statewide comprehensive due diligence program to help developers select and evaluate property for energy development projects. New York State regulatory programs hold property owners responsible for environmental conditions at commercial property, and our programs are effective at minimizing this risk.

In addition to our wetland and regulatory permitting team’s ability to assess sensitive environmental conditions (see right), our power systems engineers have strong local utility relationships. We draw on these partnerships to effectively assess the feasibility of connecting the finished project to the grid. LaBella also offers environmental specialists who work with brownfield and landfill redevelopment, offering our development partners feasible solutions for redevelopment of these types of properties.


regulatory assistance & stakeholder engagement Projects seeking to generate 25 megawatts or more of electicity will be subject to New York’s Article 10 process, while smaller projects will be subject to State Environmental Quality Review (SEQR). Navigating the Article 10 process is challenging even without community discord. Local interest groups can claim intervenor funds to make their views heard. LaBella is one of few firms that has experience with the advanced stages of this process.

environmental & ecological permitting Understanding and addressing environmental impacts is essential to the success of a renewable energy project. During the planning phase of the process, several environmental reviews are undertaken with the goal of addressing existing environmental concerns, minimizing environmental impacts, and achieving necessary permitting. These reviews often include wetland and stream delineations and permit applications. If wetland or stream impacts cannot be avoided, our team will work with our development partners and applicable environmental agencies to determine appropriate mitigation measures. We also assess the presence of and potential impacts to endangered and protected species and address permitting needs and habitat support as needed. Prior to construction, LaBella also offers SWPPP inspections, Phase I environmental site assessments, and spill reporting and closure assistance as needed.

Solar LaBella is a leader in the field of solar power, having designed several hundred megawatts of PV systems for various solar developers across New York State. We have worked on a wide range of applications from small roof mounted arrays to utility scale systems in excess of 20MW. We prepare and/ or assist in feasibility studies, distributed generation design, site development, local approvals and interconnection application packages.

Wind While wind projects may include many pre-engineered components, LaBella’s engineering team can provide civil, structural, geotechnical and electrical/power systems engineering support. Our familiarity with all the relevant engineering disciplines also enables us to provide pro-active project management.

Hydropower Hydropower was one of the first sources of energy used for electricity. It’s no surprise that hundreds of years of evolution have resulted in sophisticated generation systems that require specialized engineering solutions. Our multi-disciplinary team approach allows us to assess the performance of those systems, present technical solutions, and

manage the implementation of maintenance and improvements. We provide on-site inspection and condition analysis, and lead diverse teams through planning, design, and construction of capital and O&M projects. Our hydropower specialists also provide commissioning, field construction management, permitting, and regulatory compliance coordination as needed.
