Grants & financing Grant writing is a process and for that reason we take a comprehensive approach to obtain and secure grants for our clients. From identifying potential funding to assessing eligibility and writing a competitive application, our services can take you through a successful application and beyond. We know that grant writing can be confusing, frustrating, and even demanding. We work with communities so that their values and visions are shared and agreed upon, priorities understood, and strategies established to achieve those priorities.

At LaBella, we’ve assembled a team of professionals with the expertise to guide you through grant programs covering infrastructure, recreation, housing, economic development, buildings, transportation, and resiliency. Our work doesn’t end when your grant is won. We work diligently to ensure that your grant is administered in accordance with what was proposed in the application and the terms of the grant contract. LaBella has been successful in obtaining more than $750 million in aid on behalf of our clients. Downtown & Neighborhood revitalization Helping you define, navigate, and implement your revitalization goals is our top priority. We help define your downtown/ economic development vision, develop a strategic action plan, and then secure funding sources for implementation. It’s important to begin with a thorough understanding of local planning priorities, initiatives, and existing conditions to lay a successful foundation for change.

Next, opportunities and barriers to downtown revitalization are identified. These guide the development of an appropriate strategy to meet your community’s unique needs. We know that your community cares, and that development affects everyone. Their voices should be heard so we engage the public and key stakeholders throughout the process. Revitalization does not end with planning. We set your community up for economic success with a pathway to implementation.


Economic & Market ANALYSIS We work closely with clients to identify current and emerging economic strengths and retention targets for their strategic areas. We have access to multiple data sources to perform comprehensive economic and demographic analyses as well as detailed market studies or pro forma analyses for the office, retail, industrial, and housing sectors. Our goal is to help you understand what uses are most feasible for your community or project and ensure development concepts turn into successful development projects.

Comprehensive Planning & Zoning We help develop your community’s vision, goals, and strategies. The result? A plan inspired by the community and supported by data that can be used to guide future development, municipal investments, and land use policy. We prepare plans at the community, neighborhood, or strategic area level that address growth, community character, economic revitalization, resource protection, parks and recreation, and infrastructure needs. We help implement them through a variety of strategies and funding.


Brownfield Redevelopment Our passion for restoring these sites is immeasurable. LaBella’s approach to brownfield redevelopment is to define a strategy that will serve as a catalyst for revitalization. While the necessity for change is easily seen, the key parcels, most highly leveraged opportunities, probable costs, and other obstacles might be ambiguous. We go beyond validation of the obvious to provide informed responses to the many important and strategic questions that remain unanswered in brownfield redevelopment. The focus then becomes the implementation of key projects throughout areas impacted by brownfields. Investment in remediation and redevelopment is essential. The revitalization of underutilized sites and the surrounding community is contingent upon it. We identify tools to improve housing conditions and property values, reinvigorate commerce, renew intercommunity ties, and improve environmental health.


Active Transportation Convenient, safe, and connected walking and cycling infrastructure is at the heart of active transportation. Our team understands the importance of active transportation and the positive health, environmental, and mobility benefits these facilities can provide to our communities. We offer a range of planning and design services— with the ability to progress active transportation projects from concept to completion.

Public & private Development Services Preparing for development— on behalf of the municipality or the developer. We can help your planning, zoning, or municipal boards review and evaluate development proposals, including site plan review, subdivision review, zoning compliance, and other development standards. LaBella also assists and represents developers with planning and zoning reviews for their projects.
