Moving Indianapolis Forward As part of our vision to build the best city in the nation, LLA members seek out ways to become involved in local community issues. Cadres are one of the many tools that LLA uses to mobilize civic leaders around critical community interests. They are a concept that LLA has been developing and expanding over the past two years. Our cadres operate as committees that leverage the knowledge of our members to advance a critical community issue and assist in moving Indianapolis forward. By design, each cadre has a different look and feel since they are formed around a specific interest and each warrants a different type of solution. Some cadres have evolved organically from presentations by community leaders, while others were a result of a specific request for LLA assistance. A Second Tuesday Straight Talk discussion with Chief Justice Randall Shepard focused on the need for greater transparency and efficiency in local government. The Civic Leadership Cadre formed to educate community members and host meaningful dialogue about local issues such as distributing poor relief, governmental finance, township consolidation and preserving public services. The Result? A City-County Council resolution in 2010 was approved and sent the to the Indiana General Assembly on the issue of bringing budget authority and in 2011 a sold-out educational event entitled “Policy Over Politics: A Forum on Township Reform” held at the
Indiana History Center. More than 200 citizens turned out for the January 2011 event and speakers included Governor Daniels, political scientist Bill Blomquist, Tim Swarens from The Indianapolis Star, and a panel moderated by Indiana Supreme Court Justice Ted Boehm. Mark Miles, leader of the Central Indiana Corporate Partnership, gave a legislative call to action. Another cadre was formed under former Mayor Peterson when he called on LLA members to examine the need for mass transit in the city. LLA members gathered to research different aspects of mass transit including city comparisons, light rail and cost for systemic changes. The Result? LLA members presented their research findings and options firsthand to Mayor Peterson and his administration for inclusion in future city planning. In partnership with the Indiana Sports Corporation, an LLA cadre developed strategies which enabled the Sports Corp. to leverage increased opportunities for community support and ways to gain recognition for these efforts. The Result? Increased attendance and awareness of 2010 – 2012 sporting events in Indianapolis. MusicCrossroads is focused on advancing the quality of life through the attraction, support and collaboration of leading performing arts entrepreneurs. this initiative needed leaders to strategize and advise the growth and development of its mission. They turned to LLA. The Result? MusicCrossroads tapped into the talent pool of LLA members to form a steering committee that continues to drive the direction of the initiative. So what’s next? A new Cadre on Urban Livability requested by the Mayor’s office. Mayor Ballard turned to LLA to help provide direction and guidance on making urban downtown neighborhoods more attractive places to live. “The willingness of Lacy Leadership Association to assist the City of Indianapolis has proven invaluable as we work together to bring Indianapolis to the forefront on the national and international stage as one of the most livable big cities,” said Mayor Ballard. LLA has enlisted the support of The Harrison Center for the Arts and their City Gallery and Indiana Association for Community Economic Development (IACED) along with interested LLA members. The cadre met for the first time in July and targets the end of the year to provide their results and to make recommendations to Mayor Ballard. The Result? Stay tuned…

Awesome Ideas for Improving Indianapolis My company, Indianapolis Power & Light Co. (IPL), recently participated in showcasing the top ideas in a Monument Circle competition. It brought to mind the many innovative initiatives that have developed or are rapidly gaining momentum in Indianapolis. A global corridor on the Westside, renovation of an old baseball stadium, an abandoned Firestone tire shop reborn as a service center for contemporary culture and community…awesome ideas for improving Indianapolis. That’s exactly what we are about at Lacy Leadership Association. We create opportunities to expand civic knowledge and connect people with ideas in order to improve our city. Opportunity Indianapolis (OI), a two day “behind the scenes” tour of current city issues and institutions, was the setting recently for fifty-four participants to explore ideas and connect with contemporary initiatives and leaders. Two of these OI graduates have begun collaborative conversations. Another is exploring a scholarship idea related to a city initiative…awesome ideas to improve Indianapolis. In 1995, OI graduates developed the idea for the Central Indiana Corporate Volunteer Council, now hosted by the United Way. This diverse group of businesses works to improve Indy by promoting employee volunteerism. In 2008, an OI graduate used her experiences of meeting community leaders to further her company’s corporate community engagement that ultimately resulted in the closing of I-70 for city beautification and the Indiana Science Initiative. Later this fall, Get on Board, will celebrate nine years and more than 1,800 board member placements in Indianapolis. Another awesome idea, from an OI graduate, to improve Indianapolis. Lacy Leadership Association, through its programs, its cadres, its events and its network of community leaders is indisputably, creating ideas…many of them awesome…to improve Indianapolis and to make it the best city in the nation. Congratulations are in Order Class XXXVI just announced Annually, 25 individuals are chosen to participate in the Stanley K. Lacy Executive Leadership Series. Class members are chosen because of their significant community involvement and professional achievement; their demonstrated interest in community issues; a record of participation and achievement in voluntary community activities; and their willingness to expand their leadership role in the community. Teresa Lubbers, Commissioner, Indiana Commission for Higher Education, has been named this year’s Moderator. Class XXXVI will meet monthly from September through June. Participants will interact with local leaders, professional experts and community decision makers to discuss issues such as the region’s quality of life, education and economic development. SKL is run out of the Greater Indianapolis Chamber of Commerce and upon graduation class members are eligible for membership in LLA.

POLICY OVER POLITICS: A FORUM ON TOWNSHIP REFORM The LLA Cadre on Civic Leadership was formed more than a year ago when Chief Justice Randy Shepard spoke at an LLA Second Tuesday Straight Talk session on the Kernan/Shepard Commission Report, discussing government inefficiencies. The cadre’s efforts resulted in this highly successful event held at the Indiana History Center. Attendees not only heard from a panel of civic leaders but also directly from Governor Daniels. More than 200 people attended and enjoyed a networking reception following the event.
BEHIND THE SCENES AT THE PALLADIUM In April, LLA members were treated to a tour of The Palladium led by Carmel Mayor Jim Brainard. Mayor Brainard shared not only the history and thought process behind the construction project but also tidbits of information not available to the general public. LLA members learned the carpet pattern was based on the architect’s tie pattern and saw Fred Astaire’s shoes on display in the area dedicated to The Great American Songbook. After touring The Palladium, Mayor Brainard led members to see the construction progress on City Center and explained the vision for the area. GEARING UP FOR THE INDIANAPOLIS 500 On May 11, Randy Bernard, CEO of INDYCAR and Jeff Belskus, President and CEO of the Indianapolis Motor Speedway welcomed LLA members to the famous pagoda at the Speedway. Randy spoke to LLA members about how taking risks and assuring support for future generations applies to both bull riding (his previous career) and racing. Jeff shared that the Speedway is finding ways to balance innovation with long-standing race traditions. LLA would like to thank the Indianapolis Motor Speedway and INDYCAR for hosting this event.

LACY PARK NOW SPRUCED-UP In partnership with Keep Indianapolis Beautiful (KIB) and 25 volunteers, the Edna Balz Lacy Park received a face lift in June. New this year, LLA moved the clean-up to a Friday afternoon and we were welcomed at the Park with beautiful weather. The volunteers were able to re-mulch the playground and all of the surrounding trees in addition to weeding the area. Thank you not only to KIB but also the City of Indianapolis for providing the mulch. The park looked great after our hard work and ready just in time for the annual Italian Festival. SECOND TUESDAY STRAIGHT TALK The first half of the 2011 Second Tuesday Straight Talk series has been a huge success! Welcoming speakers from all areas of our community, the year began with IMPD Chief Paul Ciesielski (January), Women’s Final Four co-chair Susan Brooks (February) and State Representative Greg Porter (April). In May, Karen Crotchfelt, the new president and publisher of Star Media, shared her story to a record crowd of LLA members. Recently Mary Clark highlighted the efforts of the Lafayette Square Area Coalition and how the Westside of Indy is becoming an international marketplace. Alumni were then treated to the vast civic leadership knowledge that John Thompson, board chair of Indiana Black Expo, possesses during this year’s Summer Celebration. Coming up in the second half of the year, join us for Max Anderson and an election breakdown from Matthew Tully. Second Tuesday Straight Talk series takes place from 8 – 8:59 a.m. at WFYI.
