Introduction


PROJECT BACKGROUND Lake Macquarie City Council has engaged a team of landscape architects, heritage architects, accessibility consultants and traffic engineers to develop heritage management strategy for the town of West Wallsend. Terras Landscape Architects has been engaged to undertake a thorough analysis and to prepare a guide for the design of the public domain to revitalise the village.

AIMS OF THE STUDY The Heritage Streetscape Masterplan covers a number of components including recognising and linking sites of heritage significance, pedestrian and cycle connectivity and safe access, street trees, public spaces, heritage nodes and key projects. The purpose of the Masterplan is to guide Council and the local community in the future management, design and improvement of the West Wallsend streetscape. The proposed landscape treatments aim to create a palette that represents and respects West Wallsend’s rich heritage.

A BRIEF HISTORY OF WEST WALLSEND West Wallsend has a rich heritage, which is still evident today through many buildings and sites. The ‘West Wallsend Heritage Main Street Study’ (EJE Landscape Architecture,1999) provides a thorough summary of West Wallsend history: West Wallsend developed as a result of the exploration of coal seams nearby. With the colliery sinking came settlement and development to provide closer housing and facilities for the miners and their families. This produced a closely-knit community of people who showed unity in good times and bad. The closure of the mines and the Great Depression limited West Wallsend development and today it retains a considerable amount of its historic fabric and character. The West Wallsend Coal Company was formed in 1885. Bore holes put down into the coal seams showed that there was nearly an inexhaustible supply of good coal and the town dates from these beginnings of coal mining in the district. At first “Settlement was scattered and confined to large land parcels, and it was not until the opening of the first mines that lands was subdivided for housing and small business purposes”. (WWPSCC, 1987, p. 28) This settlement was called “West Wallsend” by the West Wallsend Coal Mining Company after the name “Wallsend” so as to create a good impression with those coal users who had for many decades been happy with the high quality product of the Newcastle Wallsend Coal Company.” (WWPSCC, 1987, p. 28) The town was laid out on a gentle rise not far from the Company’s works and railway. Its position allowed it great views and excellent drainage. The first buildings to be built were two hotels, one situated in a prominent position on a hill, both were near the mines. “Railways and roads were constructed and a local Co-operative Society formed. Churches, a post office and a school all followed quickly”. (WWPSCC, 1987, p. 28). ‘The WEST WALLSEND HERITAGE STREETSCAPE MASTERPLAN

shopping centre developed along the line of the old bullock track that followed the ridge line, due to the hard nature of the soil and its easy access to allotments. This road is now called Carrington Street’. (WWPSCC, 1987, p. 28) West Wallsend peaked after the turn of the Century, a bus service around West Wallsend grew providing links to trains and a service to Boolaroo Race Course. Other buses from Newcastle brought visitors and the township was alive with people and bus carriages. Eventually horse drawn carriages were superseded by the steam tramway that linked West Wallsend to Wallsend. The line was opened in 1910. “The journey from West Wallsend to Newcastle took one hour and thirty two minutes, covering a distance of 25 kilometres. It was the longest, continuous run of any steam tram in New South Wales”. (WWPSCC, 1987, p. 62) With the steam tram linkage the population peaked to 6000 inhabitants. Lodges, Town Band, churches, schools, and sporting facilities flourished. There were plenty of halls for dancing. “On Friday night The School of Arts would have a bronze band playing on the footpath. This was very popular and at times you could not get in to dance because it was so packed”. (WWPSCC, 1987, p. 90)

The main street was busy with people also from the outdoor picture theatre that opened in 1911. :”When they’d have a big picture on, you couldn’t move in the refreshment room”. (Mr Turnbull, ctd WWPSCC, 1987, p. 90). Between 1895 and 1899 the Co-operative Society expanded their new premises in Withers Street. “It was claimed in 1927 that ‘more than 75% of the consumer’s demands in this mining town are supplied by the store”. (WWPSCC, 1987, 44). The Society’s directors built up a large reserve fund over the successful years to safeguard for difficult time”. (WWPSCC, 1987, 44). Difficult times did come to West Wallsend with a mine lock-out for fourteen months followed by the Depression Many shops and businesses declined and hence closed. The Co-operative Store was a popular place to cash dole vouchers as they allowed unspent dole portions to be used as credit. During the Depression unemployed men would collect their dole money from the police in the School of Arts Hall.

Over 90% of workers were unemployed and this greatly affected West Wallsend causing the Area’s population base to decline. The Co-operative store established other branches nearby, which ensured continuation of the business for some time at West Wallsend’. Hunter, 1996) After the Second World War, the Government passed an Act legalising Workers Clubs’, the rear portion of the School of Arts School was used for this purpose until they built their own club in 1954. This building has since carried out alteration from 1958-59. The School of Arts was the location for a branch of Lake Macquarie Municipal Library until it closed in 1986. In 1964 The West Wallsend Co-operative Store joined the Newcastle store. Administration changed and business subsequently declined. It was closed in 1980 and subsequently sold’. (Hunter, 1996).1 Key heritage sites in and around West Wallsend are highlighted in Section 2.0.

Landscape qualities

CONTRIBUTORS / OPPORTUNITIES Existing heritage buildings and features contribute to the streetscape and opportunities exist to strengthen and reflect their materiality and form. Other opportunities include upgrading facilities, achieving strong connection and circulation, as well as improving environment.

The Co-op buildings on Withers Street contribute a dramatic historical facade to the streetscape.

Existing awnings on historical buildings offer shade, shelter and an aesthetic contribution to the historic quality of West Wallsend.

An existing vacant block, LMCC land at 70 Carrington Street provides opportunity to develop as a much needed town park with shade trees, seating, public toilet facility and potential café.

Many heritage buildings remain, contributing to a dynamic streetscape. Their quality should be preserved and sensitively restored as needed.

West Wallsend sits on a ridge, allowing pleasant views of bushland and mountain ranges beyond.

The existing heritage horse trough located on Withers and Carrington intersection should be restored and incorporated into the streetscape works.

‘The Golden Mile’ is an important part of West Wallsend history. Acknowledgment should be build on within the streetscape upgrade.

Existing road marking in kerbs should be retained or reproduced in line with community wishes.

Heritage memorial within West Wallsend Public School contributes to historical sites and should be included as part of a Heritage Trail.

Some residential streets have existing street trees which provide valuable contributions to the aesthetic and micro climate of the town.

Heritage buildings have a strong presence and would benefit from restoration and connection back to the Central Precinct.

Mountain bike trails on the fringes of West Wallsend add to the recreational value of the area.

Landscape qualities

DETRACTORS / CONSTRAINTS

Detractors take away from the quality of the town and could be addressed during upgrading works. Constraints have been considered throughout the masterplanning process.

The existing petrol station contrasts with the heritage aesthetic on Withers street and has significant stark concrete hardstand

The West Wallsend Heritage Streetscape Masterplan identifies three levels of Study Area for the purpose of establishing and creating links and appropriate design responses. 1 . OUTER STUDY AREA West Wallsend is located within the local government area of Lake Macquarie. To the south is the suburb of Holmesville, and to the east is the suburb of Cameron Park.

2. CORE STUDY AREA The Core Study Area encompasses the main part of the town of West Wallsend. At this scale analysis of roads, pedestrian links, streets trees and connections to existing heritage sites, areas of interest, and community facilities is explored. Refer to Section 3.0 for analysis. 3. THE CENTRAL PRECINCT Withers Street and Carrington Street form the Central Precinct of West Wallsend. The heritage character of these streets largely remains today, with the northern side of Carrington Street and the western side of Withers Street featuring original building facades. The opposite sides of these roads are largely disturbed and have a fragmented building form. 10

The Central Precinct is reasonably well served by footpaths, however many of these are in a poor condition and in need of renewal. Beyond the Central Precinct, footpaths are scarce and should be extended to allow access to sites of heritage significance and community facilities.

STREET TREE CANOPY

There is some presence of street trees within the Core Study Area, however these are intermittently placed. The addition of street trees would greatly improve the amenity and microclimate of the town centre.

STREET HIERARCHY

PRIMARY STREETS Carrington Street and Withers Street define the Central Precinct of West Wallsend, being the main thoroughfare through the town. Traffic can be heavy at times and pedestrian safety is of concern. Vehicular movement through West Wallsend occurs mainly along the primary streets and would benefit from management to slow traffic. SECONDARY STREETS Secondary streets are identified as typically residential streets that connect to community and recreational facilities. These streets would benefit from footpath and crossing improvements.

The heritage character of these streets largely remains today, with the northern side of Carrington Street and the western side of Withers Street featuring original building FA facades. The topography of West Wallsend allows dramatic views to Mount Sugarloaf, state forest and surrounding remnant bushland, as well as views of heritage facades that provide the streetscape with visual amenity. These views should be preserved, with careful consideration given to street tree placement and urban infill.

The inclusion of some street trees would improve the amenity and microclimate of the town centre, and could be done in a way that is sensitive to the heritage quality of West Wallsend. Street tree placement should be focused to the south of Carrington Street, and the east of Withers Street, to prevent blocking visual access to the heritage facades that feature along the streets.

Views are an important aspect of West Wallsend. Due to it’s location on the top of a ridge the Central Precinct is afforded significant views of bushland and mountain ranges in all directions. north

Summary Analysis at the three scales highlights:

Improvements to the streetscape and broader context could include:

• Traffic management through the installation of raised thresholds, which would not only slow traffic but reinforce entry into the town. Additionally the speed limit should be reduced, particularly within the Central Precinct;

• Additional footpaths, footpath widening, kerb ramps and refuge islands should be installed to provide strong pedestrian connectivity and safety;

• Street trees should be installed to provide visual amenity and environmental benefit;

• Placemaking treatments to mark sites of heritage significance to tell the story of West Wallsend;

• Signage, symbolism and wayfinding should be incorporated to reinforce the character of West Wallsend, establishing a landscape discourse with residents and visitors.

The focus of West Wallsend is centred around Withers and Carrington Streets which have the highest concentration of heritage and commercial buildings. Topographically it is the local high point falling away to the north and south and so affording views across to The Watagans, Mount Sugarloaf and the lower developed areas. West Wallsend is a unique town with a strong heritage presence. Subtle treatments in the short term, and a vision of the long term will improve the quality of the town for residents and visitors alike. In addition to providing goods and services for local residents there is also the opportunity to find niche markets that will attract visitors from outside the town. These niche markets should take advantage of the heritage character of the town and the nearby local attractiveness. Suggested niche markets could include: arts and crafts, antiques, organic produce, mountain biking, horse riding and hiking.

A unique opportunity exists for Council to develop a vacant block of land in the Central Precinct into a potential future community park, which could include a community building, open space and off street parking. Redevelopment of this land could see provision of: • Accessible public toilets and possible cafe; • Seating; • Bubbler / water refill station; • Bicycle racks; • Pathway to laneway; • Tree planting; • Landscaping; • Tourist information.

The Golden Mile is an important piece of West Wallsends rich history. Recognition of this original sandstone kerb in the streetscape would add a visual element that can easily be interpreted. To make this area consistent with the streetscape upgrade, new coloured concrete surfacing and brick banding would be required, as well as a representation of the Golden Mile in a hard wearing sandstone paver strip.

Streets trees are proposed to both sides of all streets, with the exception of within the Central Precinct, where trees are located on the opposite side of where heritage buildings are prevalent. At the main intersections of The Central Precinct, tall narrow trees have been proposed, to avoid awnings and powerlines.
