Pasco County is on the move. With the slice of ceremonial scissors, county officials cut the ribbon on the new 50,000-square-foot Utilities Administration Building, located at 19420 Central Boulevard, off U.S. 41. On June 19, more than 200 employees in the utilities department will move from New Port Richey to Land O’ Lakes. And, the facility is scheduled to open to the public on June 23. The hours will be Monday through Friday, 8 a.m. to 5 p.m. The cross-county move recognizes the

accelerating growth in the northern and eastern areas of Pasco, with State Road 54 and State Road 56 prime targets for residential and commercial development. New housing construction is also heating up on U.S. 41, in the vicinity of the new utilities building. “We’re trying to get closer to the new customers,” said County Administrator Michele Baker. “We have got to move more of our services. This building is the beginning of trying to provide more services closer to where people are.” The county utility department provides water and sewer services and reclaimed water as well as solid waste, recycling and hazardous waste disposal. About 30 people attended the ribbon cutting including Baker, Chairman Ted Schrader, Commissioners Kathryn Starkey and Mike Moore and former County
Administrator John Gallagher. Representatives of the architectural firm FleischmanGarcia and contractors Construction Technology Group also attended. The two-story building has a soaring atrium in the lobby, a customer service center on the first floor, a drive-thru window, conference rooms, a training room and offices for the utilities service staff members. The facility will be a backup location for the county’s emergency operations center. A national review panel also certified that the building meets Silver LEED standards based on its energy efficiency and environmental design. The Skype call from Salva Dut, one of the “Lost Boys of Sudan” is likely something the sixth-graders at Pine View Middle School will never forget. Social media for 15 minutes linked two worlds – the one of privilege in America and the other of poverty in South Sudan. About 40 students filled the seats in the media center to listen to Dut and ask him questions about his life and his nonprofit, Water for South Sudan. Pine View Middle was among more than 80 schools worldwide to accept the Iron Giraffe Challenge. The students collected more than $1,300 in donations to aid in drilling wells that deliver safe drinking water to villages in South Sudan. As one of the top donors, the school was placed in a drawing. The prize was the Skype call from Dut. Their funds are part of nearly $75,000 collected in total from all schools. The Iron Giraffe is the nickname, given by Sudanese children, to a drill used to bore wells. “It kind of made me feel good to help people who aren’t as privileged as we are,” said 12-year-old Jackson Hilborn. “I didn’t know much about Sudan. It really helped me learn about other cultures and how they live.” Hilborn and others in sixth grade language arts classes had read “The Long Walk to Water, “ a book by Linda Park that includes a biography of Dut as well as a fictional story of a young Sudanese girl. They also studied water issues, viewed a documentary on the Sudan and the Lost Boys, and saw the movie, “The Good Lie”, starring Reese Witherspoon. “We were super psyched about the Skype,” said sixth-grade language arts teacher Chrissy Arrington. Students delved into a culture they never knew existed. “They are so in a bubble here,” Arrington

said. “It’s opened their eyes where they see how much water they use and what other countries have.” The fundraising by the students will help many people, Dut said. “You should be proud of yourselves,” he told the students. He also spoke briefly about his experiences as a “lost boy” and answered questions posed by students. The “lost boys” were orphans who fled the fighting that overtook their villages during Sudan’s second civil war from 1983 to 2005. Some were as young as age 5. They endured violence and years of hardships at refugee camps. His story was inspirational to the students. “He had a rough start to life, but he has changed things to where he’s doing something great,” said 12-year-old Hannah O’Conner. Dut fled to Ethiopia, then led 1,500 lost boys to a Kenya refugee camp. In 1996, he was among 3,000 lost boys chosen to relocate to the United States. He went to school,
found work and became an American citizen. “The United States was different,” Dut said.“It was a cultural shock for me.” Adjusting to cold weather was a particular challenge. But the abundance in America also was revealing. “Just going to a grocery store where you can see all the food and eat three times a day was awesome,” he said. Dut thought all his family had died. But nearly 20 years after he escaped from the war, he learned his father was alive in South Sudan but ill from a water-borne disease. Dut returned home and started his nonprofit to bring clean, drinking water to people who had no access to water. “I drilled one well. That was that,” said Dut who now has dual citizenship. But “good people” pushed him to do more. Now more than 257 wells are pumping water to serve about 500,000 people. “He doesn’t want other people to go through the same thing,” said 11-year-old Destini Randall. “It made us happy that we got to help out and saved people so that they can get healthy.

Lowry Park Zoo has new baby white rhino The Laker/Lutz News Staff Report
In keeping with a natural herd structure, Alake and calf have begun introductions to the other rhinos and Grevy’s zebras that share their habitat, zoo officials say. While the birth is welcome news for the managed population, record numbers of rhinos were killed by poachers in South Africa last year. Despite increased protection efforts, the number of rhinos killed by poachers jumped 21 percent to 1,215. The current poaching crisis is driven by the growing demand for rhino horn in Southeast Asia where horn, made out of keratin -- the same material found in human hair and nails -- is wrongly believed to have medicinal properties. The white rhinoceros has two horns at the end of its muzzle, the most prominent in the front. Unlike Indian rhinos, white rhinos use their horns for defense. Females use their horns to protect their young, while males use them to battle each other. Adult white rhinos can reach weights of about 5,000 pounds, with most calves estimated to weigh between 80 to 140 pounds, according to the news release.
It may not be a royal, but the newest baby at Tampa’s Lowry Park Zoo is being treated like a princess. A southern white rhinoceros was born on May 21 to “Alake,” an animal that originally lived in the Phinda Reserve in Africa, according to a news release from Lowry Park Zoo officials. The newborn marks the fourth successful southern white rhino birth and the seventh rhino born in the Zoo’s history, officials say. Renovations wrapping up at Land O’ Lakes park By Michael Murillo

The $2.4 million renovation project at Land O’ Lakes Community Park, 5401 Land O’ Lakes Blvd., is just about completed. It features new fields, a playground, a concession stand and restrooms. There’s even a walking trail for walkers and joggers that goes around the park. But there’s another improvement that gets Mike Walcott, a recreation supervisor for Pasco County Parks, Recreation and Natural Resources, really excited. The parking. “I think the thing a lot of people are going to like is the paved parking,” Walcott said. “Because when you park in a dirt lot in the middle of July and you have those storms come rolling though, it creates a mess.” Walcott has endured the mess associated with dirt lots long enough to know how bad it can be. He’s been with the county parks department for 15 years, with about eight of them at Land O’ Lakes Community Park. Small improvements can make a big difference, and they can enhance the experience of visiting the park. And, with all the bigger improvements ready to be unveiled to the public, he expects a lot more visitors in the future. The improved fields are good for the park’s existing users like their adult softball league and Police Athletic League youth football. The latter will now have their home games at the park, instead of just using it as a practice facility. In addition, the park now has a special event area that will be a gathering place for a variety of community events. Walcott sees movies in the park, a farmer’s market
and company picnics as just some of the possible uses. The annual Swampfest event, which was canceled last year due to a conflict with the park’s renovation schedule, is also back on for this November. And with a potential addition in the future, the possibilities are even greater. “We’re looking forward to possibly a stage being put out into the park, so we’ll be able to do concerts,”Walcott said. That project is being spearheaded by the Heritage Park Foundation. And the group’s president, Sandy Graves, believes it would be an artistic feather in the park’s cap. “I think it will complete that park,” Graves said. The plan includes a structure that takes up around 2,000 square feet with a back room, electrical hookup and wide steps for people to bring up instruments or other bulky equipment. The foundation would like to collaborate with local government to help raise funds for the project, which could exceed $150,000. For now, foundation members are raising money on their own, as they try to find a government partnership that works for everybody. While the park will continue to thrive as a destination for local teams, Graves sees more opportunities for the park as a local hub of community activity. “Sports is just one facet,” she said. “I think it’s good for the community to have a central gathering space where it can have the festivals that bring a community together.” Meanwhile, the Land O’ Lakes Community Park is taking advantage of another construction project to enhance users’ experience. When Sanders Memorial Elementary School reopens later this year as

the county’s first STEAM magnet school, its proximity to the park invites a natural sharing of facilities. STEAM stands for science, technology, engineering, arts and mathematics. They’ll be able to share event space, parking, basketball courts and other facilities. That collaboration, as well as the existing renovations and potential future improvements, means the park will continue to maximize its resources. At just 16 acres, it’s not a large park, but the new layout will use the area efficiently. “I think they came up with a great multiuse community park,” Walcott said. “As far as the size that we have here, I think everyone’s going to get something out of it.” For now, it seems like everyone wants to
hear about its progress. Walcott gets residents coming by every day asking about project updates and wanting to see how things are going. And he’s pleased to report that some facets of the park will be available within the next couple of weeks, and the fields are being prepared for use in the coming months. Soon residents will be able to enjoy the new amenities, like the walking trail, concession stand and event area. And the parking, of course. “It sounds ridiculous that I keep going back to the paved parking. But oh my goodness, that was the biggest thing. Just getting stuck in the mud,” Walcott said. “I know when people come out here and get a good look at the place, they’re really going to like it. They’re really going to enjoy being out here.”
Partnership to strengthen manufacturing programs The Laker/Lutz News Staff Report
Hillsborough County Commissioners recently agreed to support a partnership with the Hillsborough County School Board to enhance manufacturing skills training for local high school students, according to a county news release. The partnership will help expand the Certified Production Technician curriculum
for the Pathways to Engineering Program at Middleton High School and support the training platform needs of the Welding Technologies Program at Hillsborough, Jefferson and Tampa Bay Tech high schools. Enhancements include a new machining program at Armwood High School and an Industrial Maintenance and Repair Program at Brewster Technical College. The partnership will potentially begin in

the 2015-2016 school year. The county is investing $325,000 to help secure manufacturing simulation training equipment, pending the school board’s approval. The county’s Economic Development department administers the Hillsborough County Manufacturing Academy. The program uses a hands-on approach to leverage the expertise, network and re-
sources of several workforce partner agencies including Hillsborough County Schools, Hillsborough Community College, the University of South Florida, CareerSource Tampa Bay, private sector manufacturers, Upper Tampa Bay Manufacturers Association, Bay Area Manufacturers Association, Florida Medical Manufacturers Consortium and the National Tool and Machining Association.

Pasco County Tax Collector Mike Fasano announced that $1,081.68 was raised at the five tax collector offices in Pasco County during the month of March for Take Stock in Children. NOCCO, from page 1A agencies in the state. Pasco was at the bottom in salary compensation, and gives no signing bonuses. At Nocco’s request, the survey focused on the local market area of Pinellas and Hillsborough counties, and the cities of St. Petersburg and Tampa. Evergreen Solutions is recommending a three-year phased-in step pay plan to provide incremental increases linked to an employee’s job description. The requested $5.4 million would cover the first year’s cost of salaries and benefits. Commissioners are in the midst of reviewing budget proposals from all county departments. Data on revenues will be provided by the tax collector’s office on July 1. A final budget won’t be approved until September, with two budget hearings in the interim. “We know we have challenges ahead of us,” said Chairman Ted Schrader. Pasco doesn’t have the tax base to pay for everything it needs, he said. While everyone supports public safety, Schrader was skeptical of the proposed pay plan and its impact on future budget requests. “Where does it stop?” he said. The economic downturn in the economy that began in 2008 has strained Pasco’s coffers. Many departments, including libraries and parks, took hits in recent years.
Since 2013, the county has boosted the budget for the sheriff’s office by 12 percent, including an additional $7.2 million for fiscal 2015, according to county budget records. Those records also reveal that the sheriff’s office’s budget represents more than 40 percent of total ad valorem expenditures from the county’s general fund. Nocco acknowledged the commission’s support for past requests. “We know if there was more money in the pot, our numbers would go up,” he said. “ I think a lot of people are seeing the need. The Tampa Bay market in law enforcement is very competitive. But, you have been supportive. There is no doubt about it.” Commissioner Mike Moore appeared generally favorable toward Nocco’s request. Based on the sheriff’s data, he calculated that the county has spent close to $5 million in training costs for officers who later left for better paying jobs. Better retention of employees would be cost efficient, he added. “We’re growing by leaps and bounds,” Moore said. “It’s not just about big versus small (counties) anymore. It’s who’s growing the fastest.” Preliminary numbers from the tax collector are looking good, said Commissioner Kathryn Starkey. “We’ll have an even better next year.” But she said challenges remain. “We are filling up with people who don’t have a lot of money to pay for everything we want to do,” Starkey said.

That coincided with a flattened economy and a slow recovery. It wasn’t until 2012, when the Pasco County Commission could set aside about $9 million for construction. A groundbreaking happened in 2014. While most employees will transfer to the Land O’ Lakes office, Kennedy said a small number of customer service representatives will remain in New Port Richey. They will serve mainly walk-in customers, he said. An office also is maintained in Dade City. It’s not clear how many walk-in customers will frequent the new facility. “It’s going to be interesting what that demand is,” said Kennedy. The county is encouraging more customers to conduct business online. Kennedy said that would include signing up for new service or disconnecting existing service. “We’re trying to automate these things.” For about 20 to 30 employees who live in and around New Port Richey, the longer distance to work is an issue. But Kennedy said the county is exploring options to provide some kind of carpooling or ride share. And, he said some employees transferred to job openings in other departments closer to home. The department essentially ran out of room nearly a decade ago due to staff growth, Kennedy said. Some employees were deployed to different locations, but he said,“This allows us to get our group of people back together to work on a day-to-day basis. This gives us a central location. It’s a big benefit.”

But more than a decade ago, it was clear to some in Pasco government that change was on the way. “They knew Pasco was going to be exploding,” he said. “It’s an outwardly beautiful building that will stand the test of time and be here for a long time.” Business owners and residents in Land O’ Lakes see long-range benefits to the area. “We’re obviously very proud of our community,” said Mary Lynn Gorsline, incoming president of the Central Pasco Chamber of Commerce. “It will help spur growth we’re looking for, positive growth.” New restaurants or gift shops are potential new businesses that could come to the northern end of State Road 54. “It will start to change the northern area of Land O’ Lakes,” she said. There also are other business-related benefits as well. “I think it’s wonderful,” said Terri Dusek, the honorary mayor of Land O’ Lakes. “As a Realtor, it’s going to make it more convenient for buyers and sellers to change over utilities. The centralized part of it is exceptional.” The vision for the facility emerged in 2003 and was ready to go five years later. But, by then, construction costs were off the chart, said Bruce Kennedy, assistant county administrator for the Utilities Service Branch.

the community. Residents have organized fundraisers for causes such as Breast Cancer Awareness and Wounded Warriors. Other residents enjoy making jewelry to sell in The Commons’ store. A year ago, The Commons added a Memory Care Village designed specifically for seniors with Alzheimer’s Disease and/or other memory loss not typically associated with the normal aging process. Twenty-one apartments are dedicated specifically to Memory Care, which provides our residents with separate living and dining areas, as well as an enclosed outdoor courtyard. In the Village, our associates and residents spend their days “Reflecting on past accomplishments, Rejoicing in the moment and Renewing spirits each day!” Keaton said. All 132 apartments at The Commons on Pretty Pond are licensed for assisted living and offer various levels of care. The monthto-month rent includes 3 meals per day, weekly housekeeping, laundry services, activities and entertainment, transportation and utilities. The Commons has a variety of floor plans, including studio, one-bedroom and two- bedroom apartments. PHSC baseball stops just shy of World Series By Michael Murillo

Last year, the Pasco-Hernando State College baseball team reached the World Series for the first time in the program’s 23year existence. This year, the team fell just short of making back-to-back trips. PHSC reached the National Junior College Athletic Association Division II Southeast District championship game last month at its tournament in Martinsville, Virginia. The third-ranked Conquistadors faced off against the top-ranked Catawba Valley Community College Red Hawks. A win would have meant a tie-breaking rematch with the same team, with the winner earning a berth in the NJCAA DII World Series. PHSC battled back from an early 5-0 deficit to cut the lead to 5-3, but couldn’t keep up with Catawba Valley and fell, 13-3. They had lost to the same team by a 3-2 margin earlier in the tournament. The Red Hawks would go on to finish third in the World Series, in Enid, Oklahoma, while PHSC went home. But barely missing another World Series trip, while disappointing, doesn’t diminish what the team accomplished in coach Steve Winterling’s eyes. “Besides just falling short of the World Series, I couldn’t have been happier with the way the guys played and fought all year,” he said. They fought with defensive skills more than anything else,Winterling explained. In some years, hot bats that compensate for average pitching define a team. This season, the Conquistadors weren’t knocking everything out of the park, but their pitching and defense were strong and kept them in many games. Some statistics tell the story: PHSC recorded a school-record .972 fielding percentage, and committed just 51 errors all season. Some years they’ve had twice as many errors, and the fielding percentage is normally a good 18 points lower or more. While they didn’t have their strongest offensive year, Winterling said there’s no question which type of team he’d rather

have. “I’d definitely take what we had this year. It was a pleasure watching young kids pick it up, throw it over and make plays,” he said. “This club made the routine play, they turned double plays, they ran balls down. It was fun to watch them play and not worry if the ball was hit.” Even when opponents hit the ball, it usually wasn’t enough to win the game. PHSC finished 32-15 on the year and had little trouble qualifying for the Southeast District Tournament, which required a .500 or better record during the regular season. The team started the year 11-3, and a particularly strong nine-game win streak in March saw PHSC score 75 runs while recording five shutouts. Their record became just one of a handful of 30-win seasons the team has logged in their 24 years, and is better than last year’s World Series team. Once the team qualified, the rest of the

season was simply a tune-up for the tournament. There was a concern that the players would ease up and not take the games as seriously, Winterling admitted, but they remained focused and played hard despite facing tough competition. Besides playing far into the tournament, the team also traveled far during the tournament: What began in Kinston, North Carolina was completed more than 160 miles away in Martinsville. Tropical Storm Ana forced the games to be moved. The team had to scramble to find lodging, and ended up staying in multiple hotels over the course of the tournament. “That was an amazing trip,” Winterling said.“Definitely one not to forget.” Now that they’re back home, Winterling isn’t wasting any time getting ready for next season. He recently signed a catcher from Indianapolis and is working on bolstering the pitching staff.
Those players will be needed, considering PHSC will only have eight returning players plus a red shirt pitcher as holdovers. With around two dozen players making up a typical team, that means a lot of new faces. Despite losing three of the team’s strongest pitchers, Winterling feels good about next season. Some of the returning players are part of that stingy defense, and he identified Jordan Ding and Jordan Feist as part of a successful left infield that will be intact next season. The coach believes they’ll form the nucleus of a team ready to extend the team’s successful streak. And while he already has his sights set on the school’s 25th baseball season, Winterling is proud of what the team accomplished in Season 24. “We just had a good group of guys. it was all about winning and playing well,” Winterling said.

GAITHER BASKETBALL CAMPS THROUGHOUT JUNE Gaither High School basketball camps will continue to run throughout the month of June at the school’s campus, 16200 N. Dale Mabry Highway in Tampa. The camps are for girls and boys grades two through eight and will run Monday through Thursday of each week from 8:30 a.m. until noon, beginning on June 15, June 22 and June 29. The South Pasco Predators camp will run June 15 through June 19 at the Land O’ Lakes Recreation Complex, 3032 Collier Parkway in Land O’ Lakes. The Lutz Chiefs camp will run June 22 through June 26 at Oscar Cooler Park, 770 W. Lutz Lake Fern Road in Tampa. Both camps will run from 8 a.m. to 11:30 a.m., each day. Each camp costs $100 in advance, or $125 the day they begin. Each participant will receive a T-shirt and a certificate of completion. They played for successful teams at Pasco-Hernando State College. Now they’ll do the same for other schools. Jordan Bickett wrapped up a successful two-year volleyball career at PHSC; the team went 39-8 in her sophomore campaign, including a trip to the National Junior College Activities Association Division II national volleyball tournament. The Lady Quistas finished eighth, the second-best finish in school history. She’s signed on to continue her volleyball career at Georgia Regents University Augusta, and that team made a little history of its own last season. The Jaguars finished 27-9 and entered their first Division II Southeast Regional tournament as the fourth seed, before falling to the eventual regional champion. Bickett’s PHSC coach, Kim Whitney, and GRU Augusta’s coach, Sharon Quarles, both won Coach of the Year honors in their most recent campaigns. In baseball, Chris McCormick got a taste of World Series play in his freshman year when the Conquistadors reached their first-ever National Junior College Athletic Association Division II World Series, where they finished fourth. This past season they fell just shy of another berth, but eclipsed 30 wins and finished

t’s summertime, so that means the kids are out of school and out-of-town guests are flocking to Florida to take advantage of the state’s world-famous theme parks and its gorgeous beaches. But here’s a place, just off the beaten track, that’s truly one of Tampa Bay’s gems. The Florida Botanical Gardens offers visitors a chance to experience beauty, learn about nature, get some exercise and find a nice shady spot for a picnic lunch. The attraction, at 12520 Ulmerton Road in Largo, has another huge plus: It’s free. You don’t have to go to Disney World or Busch Gardens to see topiary. You can visit the Wedding Garden at the Florida Botanical Gardens to see a Cupid topiary take aim at a leafy green heart. If palm trees are your thing, you’ll enjoy the collection here, including a date palm, a ribbon palm, a European fan palm, a Zombie palm, a Sugar palm, a cardboard palm, a triangle palm — well, you get the idea. In other spots, guests can get closeup looks at spiky “crown of thorns” plants, gorgeous water lily blooms, exotic bird of paradise plants and clusters of bananas. There are trails especially designed for children. There are areas likely to interest gardeners. There’s wildlife, too, including wading birds and turtles. There’s also something else that visitors need to know about.There are alligators. They typically lurk below the water — but sometimes they surface to make an appearance. The key is to be aware of them, stay away from them and take seriously the warning signs that are posted around the property. While the Florida Botanical Gardens is a great place to visit, it’s a good idea to go early in the day before Florida’s brutal heat and humidity take hold. Slather on plenty of sunscreen. Spray on insect repellent. Drink plenty of water. Bring a camera. And, enjoy.

If you are like millions of animal owners nationwide, your pet is an important member of your household. Unfortunately, animals are also affected by disaster. The likelihood that you and your animals will survive an emergency such as a fire, flood, or tornado depends largely on emergency planning done today. Here are five easy ways to prepare your pet for an emergency: • Identify a shelter. Before disaster hits, call your local office of emergency management to see if you will be allowed to evacuate with your pets and that there will be shelters that take people and their pets in your area. And just to be safe, track down a pet friendly, safe place for your family and pets. Most boarding kennels, veterinarians and animal shelters will need your pet’s medical records to make sure all vaccinations are current.
• Update your pet’s ID. Make sure identification tags are up-to-date and securely fastened to your pet’s collar. If possible, attach the address and/or phone number of your evacuation site. If your pet gets lost, his tag is his ticket home.

• Protect your pet during a disaster. Animals have instincts about severe weather changes and will often isolate themselves if they are afraid. • Keep an eye on your pet after an emergency. The behavior of your pets may change after an emergency. Pets that are normally quiet and friendly may become aggressive or defensive. Watch animals closely. Leash dogs and place them in a fenced yard with access to shelter and water. • Pack a pet kit.
