Grove Theater now open in Wesley Chapel

By Kevin Weiss kweiss@lakerlutznews.com

Streaming movies from the comfort of home has undoubtedly surged in recent years — and only ramped up more in the midst of the COVID-19 pandemic. But, at least one local movie theater is trying to change this behavioral shift, by cultivating unique entertainment experiences not found from your sofa.

After a six-monthlong makeover totaling upwards of $6 million, Grove Theater, Bistro and Entertainment is ready for action — reopening with 50% capacity on Feb. 19, at 6333 Wesley Chapel Blvd., in Wesley Chapel. Billed as a movie theater of the future, the two-story, 85,000-square-foot complex takes a swiss army knife approach to amusement. Formerly called the Cobb Grove 16 Theatre, the newly updated space has a little

bit of everything. Anchored by 12 movie theaters (some with fully reclining seats), the complex also features the following amenities: • Upscale bistro restaurant and bar with in-movie dining • Sushi bar • Spin bike room • Comedy club See GROVE, page 9A

Commission Chairman Ron Oakley voted no. The vote came after extensive discussion, including analysis of Pasco County’s Class A market demand provided by Lesley Deutch, managing principal with John Burns Real Estate Consulting. Deutch, who appeared on behalf of land use attorneys Joel Tew and Barbara Wilhite, told commissioners that demand for Class A apartments in Pasco County is expected to grow by about 5,380 over the next five years. She characterized that projection as a “conservative” estimate. Nectarios Pittos, the county’s planning director, provided a presentation that reviewed the county’s policies regarding multifamily development. “The compact nature of development requires less infrastructure; it’s less land, and so you are making use of existing infrastructure as much as possible,” Pittos said. Commissioner Starkey cautioned against becoming too restrictive regarding the development of multifamily housing. “We need to have some workforce housing,” Starkey said. “I am really getting concerned that we don’t pay enough atten-

Florida education officials have given school districts additional time to administer the Florida Standards Assessments, known as FSA for short. But, the Pasco County School Board wants to avoid penalizing its teachers, students or schools based on results from the assessments. Board member Alison Crumbley raised the issue during the board’s meeting on Feb. 16. “In my opinion, the FSA testing is possibly going to be more valuable than ever this year because we need to find out our strengths and our weaknesses, and everything during the COVID year, and find where we need extra work or what have you. “But, for school grade assessment and high stakes assessment, personally, I think they should be put on hold,” Crumbley said. “Teachers I don’t feel should be held responsible when their MSOL (MySchool Online) students aren’t participating well, and they’re struggling, for example, and our school grades, I don’t see how they can be considered accurate, during these COVID-related times,” Crumbley said. She asked the board to put those requests in the district’s legislative platform, and for the board to pass a resolution on the issue. Other board members agreed. School board member Megan Harding said, “I just know from hearing from our teachers. Mrs. Crumbley, especially the MySchool Online teachers, they still have kiddos that are not showing up.And they’re being tested and that’s part of their evaluation.” Crumbley responded:“It’s really not fair to them, in my opinion.” School board member Colleen Beaudoin

The Pasco County Commission is considering a temporary pause on multifamily development in the central part of the county. The board has directed staff to prepare an ordinance that would prohibit new applications for multifamily to be considered in an area bounded by State Road 54/State Road 56 on the south; State Road 52 on the north; U.S. 41 (Land O’ Lakes Boulevard) on the west; and Bruce B. Downs Boulevard and on the east. The moratorium would take effect beginning on the date of the first public hearing — which has not been determined yet. The idea is to give county staff time to research the number of existing entitlements for multifamily development and to report back to the board. Once the board has that information, it can decide how to proceed. Board members voted 3-2 to support pursuing the temporary moratorium. Commissioners Mike Moore, Christina Fitzpatrick and Jack Mariano voted yes; Commissioner Kathryn Starkey and

There’s No Planned Community Like Avalon Park Wesley Chapel

W

hen families are looking for a new place to call home, they have several master-planned communities to choose from in Pasco County. But, there’s none quite like Avalon Park Wesley Chapel. “We are not just developers— we are building a brand new town,” said Stephanie Lerret, senior vice president of marketing for the Avalon Park Group. “We’re so much more than just another planned community – we’re bringing together everything a family needs to enjoy life today and in the future.” Avalon Park Wesley Chapel has been welcoming families since 2012, when this community on State Road 54, about three miles east of Interstate 75, began building its first homes. Today, 1,000 homes have been completed or are underway, and residents enjoy unique amenities, neighborhood schools, and a convenient location with easy access to Tampa, Lakeland and Orlando. Homebuyers can choose from several models from Avex Homes, and will soon have more floor plan available from DR Horton. Single family and townhomes are currently for sale, and apartments and senior housing are planned for future phases. Homes range in price from the mid $200s to over $400s. “Our builders offer homes for everyone, from teachers to physicians to empty-nesters wanting the convenience of the no-fuss, townhome lifestyle,” said Lerret.

workshops will resume in March with an exhibit by Peter Watrous. A reception is planned for March 26.

NEW K-6 CHARTER SCHOOL

Few planned communities can boast of a tuition-free charter school at their main entrance. But, this bragging right goes to Avalon Park Wesley Chapel, which is proud to welcome Pinecrest Academy Wesley Chapel. The school opened its doors this fall to over 600 students in kindergarten through sixth grade. Students are immersed in new technologies, including robotics, and work in fully functioning STEM labs — something most schools do not offer. The school will be adding seventh and eighth grades in coming years.

NEW RIVER LIBRARY REOPENING SOON

Pasco County Libraries will soon reopen its New River branch, which is located at the west entrance of Avalon Park Wesley Chapel. The library is being completely renovated, including expanding both

the size of its building and outdoor areas. The county also is upgrading the library’s technology capabilities, and when it reopens, it will be a showpiece for all of Pasco County.

PASCO FINE ARTS COUNCIL PARTNERSHIP

Avalon Park Wesley Chapel has a unique partnership with the Pasco Fine Arts Council, including hosting the East Pasco Fine Arts Gallery in the community’s Welcome Center. This arts partnership began in 2019, with Avalon Park Wesley Chapel offering its Welcome Center as a new gallery for residents on the east side of Pasco County. The developer also committed to building a permanent Arts Center in its downtown in coming years. Before COVID restrictions, there were bi-monthly art shows exhibiting the works of local artists, and several workshops for beginning and experienced artists. These shows and

Avalon Park Wesley Chapel will offer places to shop and work in its downtown hub that will be connected to its residential neighborhoods by treelined streets, walkways and bike paths. “We are building a traditional downtown, with stores located inside of our community on the boulevard road leading to our residences, parks and schools,” said Lerret. “We are creating a town that spreads out from the town center connecting to individual neighborhoods — very much like the footprints of small towns found across America.” The first phase of downtown Avalon Park Wesley Chapel will include 130,000 square feet of mixed-use commercial space and apartments built above the storefronts. “We’re building beautiful, multistory buildings with commercial space designed for businesses our residents want close to home — restaurants, bakeries, coffee shops, bars and entertainment, hair and nail salons, as well as activities like dance, gymnastic and karate studios,” said Lerret. Construction on the first phase is expected to begin later this year, at the same time that the expansion of State Road 54 is completed. Eventually, Avalon Park’s downtown will have more than 560,000 square feet of retail, and 120,000 square feet of office space. At build out, this 1,650-acre masterplanned community will have about 4,400 single and multi-family homes, and be home to 10,000 residents.

ICI Homes Exclusive Builder in Latest Phase of Asturia 65-foot homesites in premier community on State Road 54 in Odessa

I

f you’re dreaming of building a new home along Pasco County’s in-demand State Road 54 corridor, look no further than the latest phase of Asturia in Odessa. ICI Homes — one of Florida’s best-known and prestigious builders — is now taking VIP appointments on 22 over-sized homesites in this exclusive community located just minutes from the Suncoast Parkway. “We are so excited to have these new homesites in Asturia, where we have been building beautiful homes for area families since 2017,” said Greg Jones, Tampa division manager for ICI Homes. “These new homesites are some of the prettiest in all of Asturia, with many backing up to conservation, and all offering privacy and quick access to State Road 54.” This is the latest phase of construction in Asturia, and ICI Homes is proud to be chosen as the community’s exclusive builder in Phase 4. “The interest we’ve received on this phase is incredible, and we already have VIP appointments for interested buyers set up through the first week in March,” said Jones. Asturia is situated on 500 pristine acres in central Pasco on the north side of State Road 54. Setting it apart from other master-planned communities is Asturia’s manageable size of just 550 homes. It is a friendly, walkable development that promotes a healthy, active lifestyle with its many trails, walkways, parks and recreational amenities. “Asturia has a stellar reputation as a fabulous place to live in a great location, and there is a huge demand for these new homesites, all of which are 65-feet wide,” said Jones. “We encourage people to call today to set their VIP appointment and secure the homesite of their dreams before they are sold out.” The first homes in Phase 4 are expected to be completed by the end

of 2021, with prices beginning in the low $400s. After these 22 homes are completed, ICI Homes will closeout in Asturia, which began development in 2016. Many of ICI Homes will back up to incredible wilderness views of wetlands, cypress trees and rolling ranchland. Wildlife is everywhere, and residents will enjoy connecting community trails perfect for birdwatching, and to see deer, gopher tortoises, racoons and other native animals. ICI Homes has chosen its most popular one- and two- story floor plans for Asturia, all with family friendly layouts, where cooking, dining, relaxing and entertaining happen cohesively. Homes feature an abundance of windows that bring the outside in. Floor plans include the Costa Mesa, which also is its model home, currently open now for folks who want to stop by to get more information about Phase 4 from Rich Driver,

ICI Home’s dedicated and longtime sales representative in Asturia. The Costa Mesa is a one-story home that showcases 2,565 square feet of living area, with four bedrooms, three baths and a three-car garage. It is designed for all kinds of families — young professionals just starting out, those with young and school-aged children, and emptynesters. “The Costa Mesa’s open floor plan is perfect for entertaining,” said Driver. “Its gathering room, gourmet kitchen and dining room are one expansive space highlighted by lots of windows that capture tons of natural light.” The model is located at 2112 Secret Cove in Odessa, and is open 10 a.m. to 6 p.m., Monday through Saturday, and noon to 6 p.m., on Sunday. All COVID-19 safety restrictions are in place, including masks and social distancing. To schedule your VIP appointment, call 813-2521108, or go to ICIHomes.com.

LAKE JOVITA AND PERSIMMON PARK

ICI Homes also is accepting VIP appointments for new homesites in Lake Jovita Golf and Country Club in Dade City, and continues to build homes in Persimmon Park in Wesley Chapel in the Wiregrass Ranch community. Both communities are tremendously successful, and are attracting families of all kinds because of their unique ICI design features and community amenities. A new Lake Jovita Sales Center has recently opened at 12330 Lake Jovita Blvd., Dade City, FL 33526. The model center at Persimmon Park is located at 3793 Lajuana Blvd., Wesley Chapel, FL 33543. Since ICI Homes was established in 1980, the company has built over 4,000 single-family homes in Florida, including the Tampa Bay area, and has earned several prestigious awards for design and innovation.

Buying or Selling a Home in 2021

ith the roll-out of the COVID-19 vaccine, analysts expect the housing market to remain strong and stable in 2021. “Despite the uncertainties of the pandemic, the housing market performed well in the second half of 2020,” says Sam Khater, Freddie Mac’s chief economist. “Low mortgage rates and the ability to work remotely continued to propel demand for housing, which is reflected in home sales reaching levels not seen in 15 years.” Whether you’re a potential homebuyer, a current homeowner or considering selling, here are some of the biggest takeaways from Freddie Mac’s forecast: • Interest rates are likely to remain low. The average 30-year fixed-rate mortgage hit a record low over a dozen times in 2020. The low interest rate environment is projected to continue through 2021, with the 30-year fixed rate expected to average below 3%. Low rates are good news for buyers looking to purchase a home, and homeowners looking to reduce their mortgage payment through refinancing. • Home sales to remain high. The demand for housing is expected to remain strong in 2021, creating a favorable market for sellers. Last year, low mortgage rates and the ability to work remotely drove up home sales

(the measure of the number of homes sold every month). This year, home sales are expected to ride that wave, averaging 6.5 million for the year. • House prices to grow moderately. In the second half of 2020, the high volume of home sales and low supply of housing drove up house prices. In 2021, house price growth is expected to moderate for the full year. • Refinances to start declining. Low mortgage rates spurred refinance activity in 2020, boosting mortgage originations to historic highs. As mortgage rates rise modestly in 2021, refinance activity should start to slow. Affordable Living At Club Wildwood

O

lder adults in central and east Pasco County are discovering the charming manufactured home community of Club Wildwood in Hudson, which boasts affordable homes, first-class amenities and a five-minute drive to the beach. Club Wildwood is the largest retirement community in north Pasco County, with close to 500 homes. Living in a large community means there is always someone to share things with, including swimming in the resort-style heated pool, taking your pup to the friendly dog park, enjoying crafts and potluck dinners at the clubhouse, and even fishing in a well-stocked lake. Residents are friendly, and welcome newcomers to the community’s many clubs and activities. Currently, three resale homes are available in Club Wildwood, very affordably priced from $20,000 to $32,000. Most resale homes in the community have been updated with the latest designs and flooring, and are a tremendous value for a single-family home in terms of cost, amenities and location. For folks moving from Land O’ Lakes, Lutz and Wesley Chapel, living at Club Wildwood costs less than renting an apartment. The community’s monthly lot rental fee is less than $700, and includes city water, trash, sewer, landscaping and full use of all recreation facilities. Club Wildwood’s location on U.S. 19 gives residents quick access to major roadways, shopping and din-

ing, and area attractions. In addition to its Olympic-size heated pool, amenities include a picnic area, shuffleboard courts, a bocce ball court and horseshoe pits. A spacious clubhouse has recently been remodeled, and boasts a fully equipped kitchen and large meeting room, small library, pool tables, fitness room and card tables. Regular activities include bingo, karaoke, potluck dinners, coffee hours, dart tournaments, happy hours, pancake breakfasts, line dancing and bridge games. During the social distancing requirements of COVID-19, some of these activities have been suspended, but all will be back when it is safe to gather together again. Outside of the park, many Club Wildwood residents participate in special interest clubs, including bowling and golf leagues, the Red Hat Society, and volunteering at nearby Regional Medical Center Bayonet Point. The 290-bed hospital, which is less than 10 minutes from Club Wildwood, is the only Level II Trauma Center and Comprehensive Stroke Center in Pasco County, and its renowned Heart Institute provides comprehensive cardiac care and an open-heart surgery program. Tax Refund Is A Great Way To Fund Home Improvements

Y

ou may already be thinking about how to best use your tax refund and special COVID-19 government checks, which most people will be receiving in March and April. Tax refunds are substantial income for many families. The IRS reports that 90% of American taxpayers receive a refund of just under $3,000 each year. And, while it’s fun to fantasize about blowing your refund after being constrained for months because of COVID-19, it’s much wiser and more beneficial to your family to use the money to update your home’s mechanical systems. “If your home was built in the past 20 years, it is likely overdue for a new A/C system, water heater and electrical panel,” said Miguel Silva of Cornerstone Pros Air Conditioning, Plumbing and Electrical in Land O’ Lakes. “A tax refund will often cover the full cost of converting to a tankless hot water heater or replacing your electrical panel. Plus, it can be a significant down payment toward a new A/C system. If you take care of these home improvement projects now before our busy summer months, we’ll get your job done within a day or two, and are offering some great coupons to reduce your cost,” Silva added. Replacing your aged A/C system with a high-efficiency air conditioner can lower your energy bills significantly, prevent energy waste and perhaps most importantly, give you peace of mind that you will have consistent, air-conditioning relief all yearlong. “Many people wait until their A/C system completely fails, or end up spending too much money on repairs trying to keep it going,” said Silva. “Using your tax refund to be proactive and upgrade your home’s mechanical systems before there are problems is a gift to your family’s long-term health and comfort.”

Silva explains that replacing your home’s mechanical systems typically pays for themselves within a few years. “Folks don’t realize that their hot water heater and A/C unit are appliances, just like their refrigerator, and all appliances have a life span. If you’re getting close to the end of their warranty periods, give us a call and be proactive, instead of waiting until you have no hot water, or air conditioning on the hottest day of the year.” Many families are upgrading their home’s electrical panel to a 200-amp service because they want to add LED light fixtures, electrical outlets with USB ports, outdoor lighting, and power for generators, hot tubs and pools. “Most panels in older homes are wired for just 100 or 150 amps, which is not enough wattage for today’s

myriad home electronics,” said Silva. “Most tax refunds will easily cover the cost to replace your entire electrical panel with a new one.” Cornerstone also sees many households converting to a tankless hot water heater because they want

endless hot water. “Nothing is worse than running out of hot water when your family is getting ready for school, work or play,” said Silva. “After comparing the cost of replacing their old water tank, most homeowners switch to a tankless system because it costs 50% less to operate, plus gives them hot water on demand with absolutely no fuss.” Cornerstone Pros was founded in 2006 as an air conditioning service company, and has expanded into plumbing services, electrical services and whole-home generators. “Every morning, our vans are fully stocked with everything our technicians need, which means on most calls, we are able to solve a customer’s problem on the first visit,” said Silva. “Please call us today to get a quote for your home improvement project, so you’re ready to go when your tax refund comes in.”

REVISED SPECTATOR RULES Pasco County Schools announced a revised set of rules that went into effective as of Feb. 15, to allow for more spectators at school sporting events and more audience members at performing arts events. The new rules will allow for 50% capacity at all outdoor events, including both athletic and performing arts events. Indoor athletic events would be limited to four spectators for each athlete, and indoor performing arts events will be limited with up to four audience members per performer. Mask rules will remain the same: Outdoor spectators and audience members are required to wear masks while entering and leaving the venue, and when leaving their seats to visit the concession stand or restroom. Masks are not required while spectators are seated at an event. Spectators and audience members are required to maintain appropriate social distance with one another, other than direct family members. The revised rules were established after Pasco County experienced a decrease in local COVID-19 cases and infection rates, and after consulting with the Pasco Department of Health.

HOOTERS OPENS IN ODESSA

Hooters opened its newest Pasco County location at State Road 54 and Suncoast Crossings in Odessa, on Feb. 16. “We are excited for our Odessa Hooters location and look forward to becoming a favorite for avid bikers and runners on the Suncoast Trail, and a go-to stop for those liv-

MULTIFAMILY, from page 1A tion to this part of our society, and they need to be integrated into all of our communities.” Commissioner Moore said his district is becoming too saturated with multifamily development. He has repeatedly warned against the long-range potential of having large apartment complexes that become less competitive over time wind up with high vacancy rates and ultimately fall into disrepair. Commissioner Fitzpatrick has similar concerns. “What’s going to happen 30 years from now?” Fitzpatrick asked, expressing worries about the prospect for crime. But, Starkey said multifamily is needed to address today’s demand. She said young professionals aren’t buying; they want to rent. Starkey also noted: “There is a rise in trend of apartment dwellers being higher-income brackets.” Noting that Pasco is an attractive area, Deutch said, “there’s a lot of growth in Pasco. Unless you want it to stop, you have to have housing.” Like Starkey, Deutch said that renting has become a much more popular choice than it was in the past. Chairman Oakley said Deutch’s report was informative. “I don’t see we’re overrun with apartments,” Oakley said. But, Moore persisted: “We continue to change zoning on parcels, when we already have the inventory to meet the demand. “The parcels are there, ready to be developed tomorrow. These guys already have the entitlements,” Moore said.

TESTING, from page 1A concurred:“I agree with you, too. I support us trying to do something.” School board member Cynthia Armstrong told her colleagues:“Just so you know, that is on the FSBA (Florida School Boards Association) platform — that although testing is important, that we really curb the punitive damages that the test results could have on students, and on teachers and school grades and so on.” She agreed with her peers that they could add the issue to the Pasco School Board’s legislative platform. Pasco Schools Superintendent Kurt Browning said the Florida Association of District School Superintendents is finalizing its platform. “I believe there is something about removing the impacts of testing for this year.” Pasco School Board members are expected to vote on a resolution on this issue during the March 2 morning meeting. Following that meeting, the board plans to hold a workshop on its legislative platform. On another issue, board member Beaudoin raised the issue of seeking out revenue sources to find a way to improve salaries at all levels in the district. “Our students deserve to have the best teachers and administrators. It’s becoming more difficult for us to compete with our neighboring districts. “And, I’m committed to finding a way to increase pay for teachers and administrators. “I think we have to explore other revenue sources to be competitive with our salaries at all levels. So, I hope my colleagues and staff will be open to having that discussion,” Beaudoin said.

ing and working in the heart of Pasco County,” Denise Williams, the company’s chief marketing officer, said in a news release. The 4,586-square-foot restaurant, at 16070 State Road 54, has an additional 800 square

“Did you look at all of the parcels that have the entitlements for the future, when you did your study?” Moore asked Deutch. Deutch responded: “No, I did not. That wasn’t part of the study.” Starkey noted that it can take decades for a property with an entitlement to actually be developed. Attorney Tew raised this issue with the board:“I’m concerned that the commission will get into picking winners and losers in the marketplace. That is not what the government is supposed to do.” He also told board members:“I think this is very treacherous ground and really uncharted territory for this commission.” The prospect of a moratorium, according to Tew, “will be an immediate buzz kill to your potential employers.” But, Moore cited a number of other places — such as Illinois, Massachusetts, Tennessee, Ohio, Texas and other jurisdictions in Florida — where moratoriums on multifamily are either in place, or are being considered. Mariano, like Moore, thinks the county needs a better understanding of its current level of entitlements. “I’m really scared that we don’t know what our supply could be, if everything was going to be built out,” Mariano said. In another action relating to multifamily development, commissioners directed staff to prepare changes to the county’s land development code to remove the possibility of developing multifamily, as a conditional use, in a commercial zoning district. The goal is to preserve commercial land for commercial uses, according to Fitzpatrick, who made a motion to pursue the change. Moore seconded the motion, which was approved on a 4-1 vote, with Starkey dissenting.

Kevin Shibley, the district’s executive director for administration, informed board members about rising costs relating to COVID-19-related health care claims. “We’ve been asking Blue Cross Blue Shield to track claims being run through our health plan that are specifically related to COVID. “They started with five-figure numbers, in the $20,000 to $30,000 range. For the month of December, alone, we had over $1.2 million of COVID-related claims, among our employee population. “So, we’re going to continue to monitor that, but that could mean that we are going to be in for a rough renewal for health care this coming year,” Shibley said. Betsy Kuhn, the district’s assistant superintendent for support services, shared a couple of pieces of good news with the board. She told them about $43,000 had been raised through a cooperative effort, with public and private entities, to help feed the hungry. That money has been used to purchase $40 Publix gift cards that will be given to families that have been identified by district social workers as needing help. The cards will be distributed before spring break, Kuhn said. On another matter, Kuhn thanked Idlewild Baptist Church for donating $17,000 to pay off meal debt for Pasco students. “This donation will eliminate meal debt for 4,371 students,” Kuhn said.“The pastor said that the church community wanted to let families in the area know that they have support, even in these uncertain times, and to be a source of hope during the pandemic.”

GROVE, from page 1A • Acting studio • 40-plus game arcade • Supervised children’s playroom • Birthday party room Additional cinema add-ons include private movie theater rentals, where friends, families or corporate gatherings can reserve a room for $300. There’s also upper-deck level VIP sections for ages 21 and up at six theaters, for those seeking a more quiet, peaceful and luxurious atmosphere. As part of the renovations, the building underwent a complete overhaul to allow for a modernized open-concept lobby, updated dining space, new color scheme, floors, carpet, décor and light fixtures. Various COVID-19-related safety precautions also were implemented as part of the new digs, including automatic temperature checks at entrance, UV light sanitation technology, fog machines to disinfect theaters between showings, hand sanitizer stations, required face coverings, and limited capacity with checkerboard and reserved seating. The reimagined cinema is just one piece of the campus’ transformation. An event stage, splash pad water park, 18hole miniature golf course and shipping container park also are in the works just outside the building’s confines. The wholesale renovation has come under the watch of Mishorim Gold Properties and developer and landlord Mark Gold, who originally purchased the entire 250-acre Grove at Wesley Chapel property in September 2019 for $64 million. The site also features existing traditional box stores and a quaint village shopping center. With an array of activities, Grove Theater figures to be a family destination beyond a place to simply catch a movie then return home, Gold explained during a Feb. 17 media tour of the facility. Rather, families can grab a bite to eat, play some games and watch a movie all in one place, however they see fit. “It’s the solution for a family to go out today,” he said.“This is the future of the movie theater today, because people are not going to only stay two hours for a movie, people are going to stay four or five hours.” At least one distinctive amenity generating quite a buzz is a spin bike studio — titled Cycle Cinema. With exercise classes housed inside one of the former first-floor theater rooms, a surround sound, projector screen and stadium layout offers “a one-of-a-kind, fully immersive experience you won’t find anywhere else when it comes to cycling and indoor classes,” said Nick Walton, a managing partner in the Cycle Cinema venture. The room normally would accommodate up to 45 spin bikes, but has been pared to 16 spaced out stations due to the coronavirus. Scheduled classes range from live instructor-led to virtual reality options, taking fitness enthusiasts through the Swiss Alps and other digitally created places to the tune of upbeat music. There’s even an option to spin while viewing a full-length feature film on the big screen “so if you’re up for it, if you want to spin for two hours, come on in,”Walton said. The bike room is still undergoing test

The East Pasco Networking Group will meet on March 9 at 7:30 a.m., at IHOP, 13100 U.S. 301 in Dade City. The guest speakers will be Jodi Wilkeson, Zephyrhills city councilwoman, and Billy Poe, Zephyrhills city manager. For information, contact Nils Lenz at 813782-9491 or nilslenz@gmail.com, or Vicky Jones at 813-431-1149 or donlvicl@yahoo.com. The Greater Pasco Chamber of Commerce has decided to postpone all inperson chamber events until further notice. The step is being taken “in an overwhelming abundance of caution and safety,” according to a chamber news release. For more information, visit the chamber’s website at GreaterPasco.com.

runs, with three-day free trials being offered to the public. Grove Theater also partnered with Side Splitters Comedy Club and The Acting Studio to bring other added showbiz frills to the facility — each getting a dedicated first-floor auditorium room of their own. Side Splitters will host nationally recognized comedians, while The Acting Studio will host plays, shows and acting classes, for children and adults alike. As questions linger about the survival and adaptability of cinemas across the country, the Grove Theater strives to stand out as a box office hit. “Watching a movie at home and watching a movie on the screen, it’s not the same, we all know this,” said Grove Theater vice president of operations Matheus Gold. “We want to go out, we want to enjoy, we want to be able to have a movie session with our friends and not just sit at home, and here you feel even more comfortable with that. You can have a VIP dining experience, you have games, you have a comedy club, you can have different types of drinks, all sorts of stuff that you can’t find at your own home, and at the same time feel comfortable and feeling safe.” And, while the pandemic remains a concern for many, Matheus feels the venue is opening at a time where people are eager to find something to do. He observed:“I feel like people have been staying home for a long time, and they want to go out, they want to have fun, they want to enjoy, but I also know that a lot of people are scared to go out, so that’s why we’re taking so many precautions and why we invested so much money into making sure that this is a safe space for everyone; we’re trying to provide that comfort for everyone.” Further underscoring the theater’s unique features, Matheus quipped: “Have you ever seen a sushi bar inside of a movie theater? I haven’t…” Grove Theater, Bistro and Entertainment will be open Fridays through Sundays, from 4:30 p.m. to 9:30 p.m. Tickets can be reserved at GroveTheater.com.

Sports agency in Lutz building reputation, clientele By Kevin Weiss kweiss@lakerlutnews.com

W

hen conjuring up an image of a sports talent agent, the mind might wander to a sharptongued individual donning an expensive suit, wheeling deals and barking orders from an expensive downtown high-rise in Los Angeles, Miami or New York. Think movies and television shows like “Jerry McGuire,”“Ballers,” and “Arliss.” But, David Walkowiak and Andre Kirwan aim to defy that stereotype. They operate a boutique sports agency firm out of Walkowiak’s law office, off State Road 54 in Lutz. Walkowiak and Kirwan partnered around 2014 to form DNA Sports Management, a full-service sports agency that primarily works with professional football and hockey players. Kirwan jokes the firm’s name sometimes gives the impression the duo is in an entirely different line of work — with people frequently asking if it’s a medical tech company. The DNA moniker takes on multiple meanings. For one, it ties in the first initial of Dave and Andre. And, like the biological DNA, the firm asserts the tagline:“With You for Life.” It also signals the team is available to help their clients even after their athletic career — providing guidance into the public and private sectors. They’ve helped clients break into coaching and scouting, have written law school recommendations, and have helped another launch a rap career and establish contacts in the music and entertainment industry. They regularly assist with housing issues, financial literacy, athletic training programs and are just there, sometimes, to lend an ear. “We stay with these guys, whether they’re making millions of dollars or nothing, because we take this seriously,” Walkowiak says. Kirwan asserts the firm’s priority is “do the right thing by players and not compromise integrity.” In essence, Kirwan and Walkowiak are on call 24/7, Kirwan says. “It’s just a matter of when life happens, so when they need us, they need us,” he says of DNA’s athletic clientele. “We’re taking calls on weekends, on evenings. If they had a bad practice, they’ll call us for a pep talk, so really, we’re family. We tell the parents, ‘We’re an extension of you…’”

MODEST BEGINNINGS

DNA Sports started from humble beginnings. The very first negotiated deal was on behalf of a player for the Triangle Torches, a little-known and now defunct professional indoor football team based out of Raleigh, North Carolina. It was far from a headline-grabbing, multimillion dollar deal. League players made around $150 per week and were given a couple food vouchers. Now, the pair is working with several athletes who’ve gone on to have stints or extended action in both the NFL and CFL. A new addition to the DNA roster is former USF record-breaking quarterback Quinton Flowers, who plays in the Fan Controlled Football league. Flowers also enjoyed stints with the Cincinnati Bengals (2018), Indianapolis Colts (2019) and XFL’s

Tampa Bay Vipers (2020). Another familiar face is former USF outside linebacker Nigel Harris. The former Hillsborough High standout is now on the CFL’s Saskatchewan Roughriders negotiation list and has previous experience with the Los Angeles Chargers, New York Giants, Tampa Bay Buccaneers, Arizona Cardinals and Tennessee Titans. Walkowiak estimates DNA Sports has represented “close to 100 players” since its inception. He acknowledges many initial signings were reaches to have a legitimate shot in the pro football ranks, coming from the Division II and NAIA collegiate football ranks. With time and experience, the firm now can be more selective with its client list. “I think we learned a lot in the early years,”Walkowiak says.“We realized it’s not quantity. It’s not that you just sign everybody and hope one sticks, you know, it’s that we want to be a boutique agency, and one that really caters to all the needs.” The firm has gone global to procure talent, too. DNA Sports in November tabbed three Russian hockey player prospects to contracts — defenseman Artur Karmashkov, goaltender Ivan Veremchuk, and center Yuri Zholobov, respectively. Karmashkov and Veremchuk have played in the KHL, the Soviet Union’s equivalent of the NHL, while Zholobov has had action in the Czech Republic’s premier professional leagues. The signings were made possible with the help of former Tampa Bay Lightning winger Alexander Selivanov, the agency’s Director of European Scouting/European Agent. Further beefing up its ice hockey portfolio, DNA Sports recently hired Adam Bennett, the No. 6 overall pick in the 1989 NHL Draft, to an advisory role. Bennett, who bounced around professional leagues for six years, including playing for the Chicago Blackhawks and Edmonton Oilers, will be consulting primarily Florida-based hockey talent, helping them latch on with junior teams, colleges and so on.

Walkowiak and Kirwan each bring their own set of unique backgrounds and experiences to the sports management firm. Walkowiak is a selfprofessed “geek that loves numbers,” and describes himself as “the guy behind the scenes.” He previously worked closely with the Lightning’s former ownership group led by Henry Paul and Phil Esposito, assisting on tasks like arbitration, David Walkowiak trades and player contract evaluations. His career feats include facilitating the trade of then forward Jason Bonsignore and handling the arbitration case of then goaltender Daren Puppa. On negotiating player contracts, Walkowiak calls the process “very similar to doing a comparative market analysis in real estate.” With a passion for sports growing up and hockey in particular,Walkowiak “always wanted to be an agent.” A practicing attorney since 1997 who specializes in real estate law, circuit civil and family law, Walkowiak figured he’d revisit this dream knowing pro athletes have landed larger and larger deals in recent years. The tipping point came when Colorado Avalanche forward Gabriel Landeskog in 2013 signed a seven-year contract extension worth $39 million. The report piqued Walkowiak’s interest. Someone he never heard of was now “making Wayne Gretzky money,” he said, referring to arguably the greatest hockey player of all time, who retired in 1999. “For a period of about 15 years, to go from the greatest player that ever played the game, to almost the same amount of money for a guy that I had never heard of,” Walkowiak says.“I wanted to revisit that.”

THE MENTOR

Kirwan, meanwhile, takes on more of the role of relationship-builder and athlete mentor. He often reminds clients and others to “stay humble, stay hungry and prayed up.” Kirwan was a decorated athlete in his own right. He played nearly nine seasons with the CFL’s Toronto Argonauts, where he won a Grey Cup Championship as a starting wide re-

ceiver in 1997. He even had an NFL training camp stint with the San Francisco 49ers after graduating from Stanford University. Kirwan understands the importance of an agent being forthcoming, and transparent, with athletes. He once had to fire Andre Kirwan an agent from a highprofile firm for lying to him about sending his highlight film to NFL teams who’d expressed interest at the height of his CFL career. It could’ve been what Kirwan needed to break into the NFL at the time. Kirwan often ponders if he would have been better served by a smaller, more personable firm like DNA Sports. “I’ve sat on both sides of the table now. “The No. 1 question I’d always ask an agent when I was interviewing them was, ‘Who else do you represent?’ and a lot of times you go for the shiniest objects, the biggest names and that’s what I ended up doing,” Kirwan explains. “In essence, I should’ve gone to a boutique firm like us that really fought for my cause. Having had to fire an agent for lying to me, it’s even that more personal to me to do what we say we’re going to do,” he said, noting athletes are placing their futures in the firm’s hands.

KEEPING MOMENTUM

So, what does the future holds for DNA Sports? Perhaps the firm will venture into additional professional sports, such as basketball, soccer or track and field. “We’re not opposed to branching out,” Kirwan says, but, “we don’t want to be a jack-of-all trades and a master of none.” Whatever path they take, Kirwan and Walkowiak are bullish on the agency’s future prospects. “It’s just a matter of time before we start having those first-rounders, those secondrounders,” Kirwan says, referring to top-flight NFL Draft prospects. Says Walkowiak:“We’re excited. We have a lot going on. We’ve picked up quite a bit of traction lately.” For information, call 813-962-3176, visit DNASportsManagement.com, or email info@dnasportsmanagement.com.

A

group of roughly 30 cadets of the Zephyrhills High School JROTC recently took part in a dignified ceremony to ‘retire’ worn American flags. The event took part at Oakfield Cemetery in Zephyrhills. Besides burning the flags, which is the appropriate way to dispose of them, members of the JROTC unit also scrubbed headstones of veterans buried in the cemetery. Cadet Capt. James Laferriere, who spearheaded the ceremony, was the officer in charge. Cadets Anesha Gonzalez and Madeline Starnes were among others taking part in the solemn occasion. “The purpose of this event is to motivate cadets and raise their morale,” LaFerriere said.“Paying homage to veterans teaches the cadets citizenship, respect and professionalism, while helping to better the community." In addition to the cadets, some members of the public came to observe the ceremony.

Cadet Capt. James Laferriere, a junior at Zephyrhills High School, was officer in command at the flag retirement ceremony.

Living the good life

Peanut and Daisy celebrated their first birthday on Jan. 18. They are both rescues from The Humane Society of Tampa Bay. They are amazing, smart, caring and loving, and look after one another. Peanut and Daisy live with their parents, Dianne and Fred Rodriguez, in Land O’ Lakes.

Max is a calm gentleman Max is a well-behaved, calm gentleman who likes to go out on a leash and sits on command. He takes treats gently, but at nearly 90 pounds, he should probably not have too many of them. At age 10, Max has a few of the typical senior dog needs, which the Animal Services staff would be happy to discuss. If you're looking for a buddy to join you on your fitness journey or simply a loyal friend to keep you company, make an appointment today to meet Max.

Cinnamon loves attention Cinnamon is about 4 years old. She’s a petite girl, weighing in at just under 40 pounds, though she could fill out a little more. She adores people and loves attention. Cinnamon must be an only pet, but this affectionate girl will provide all the companionship you need. Make an appointment to meet her today.

If you would like to adopt Cinnamon or Max, be sure to visit Pasco County Animal Services at 19640 Dogpatch Lane in Land O’ Lakes. The adoption center is open Tuesday through Saturday, noon to 6:30 p.m. All adoption fees include spay/neuter, microchip and vaccines. For more information, email adoptionpartners@pascocountyfl.net.

Perils on Pasco roads continue to climb By B.C. Manion bcmanion@lakerlutznews.com

The number of miles being driven in Pasco County has climbed significantly in recent years, and the number of transportation-related injuries and deaths has risen, too. That’s the gist of a report presented by Gina Torres, an active transportation planner II, to the Pasco County Metropolitan Planning Organization (MPO) on Feb. 11. Since 2017, MPOs have been required by federal law to adopt Safety Performance Measure Targets (PM1) by Feb. 27. To meet the requirements of Fixing America’s Surface Transportation Act, the measures must be date-driven, realistic and achievable, not aspirational,Torres told MPO members. Torres covered the report’s five required safety performance measures, which apply to all public roads. “We use a five-year rolling total to really give you a good snapshot because we’ve actually seen particular years, for some reason, really jump up or down. So that doesn’t really give you a good idea of what’s going on. So, we base these numbers on a five-year range and we do that so you get a little bit better idea of how we are doing, better or worse,” Russo said. Based on all public roads, the five-year annual average ending in 2019 showed an increase in the number of fatalities, Torres said.At the same time, though, the number of miles driven increased greatly, she said. A chart in the agenda backup materials shows that the number of miles driven in the Pasco MPO’s jurisdiction rose from 44.2 million miles in 2015 to 55 million miles in 2019. “I call it a law of percentages, if you have a lot more people driving, a lot more miles, our fatalities are going to go up,”Torres said. The Pasco MPO data shows a slight trend downward in the five-year rolling average for number of serious injuries. The number went from an average of 1,133 (2014-2018) to an average of 1,192 (2015-2019), for a decrease of 1.2%. The rate of serious injuries during those same time frames went from

24.556 per million miles driven to 23.197 per million miles driven, for a drop of 5.5%. However, the trend is up for fatalities, during the same time frames went from an average of 86.8 (2014-2018) to 92.2 (20152019), for a 6.2% increase in the number, and the rate went from 1.856 per million miles driven to 1.883 per million miles driven, for a 1.5% increase. “What’s really ironic, our fatalities went up, our injuries went down,” Torres said. “Some of the professionals think that the injuries may have gone down because vehicles are being made to be safer.” But, she added, “that’s speculation.” “Speed management has been one of the biggest issues with fatalities,” Russo said. “If you have that higher speed, there’s a good chance you’re not going to survive that crash.” Pasco also showed a slight trend upward for bicycle and pedestrian fatalities and serious injuries, which went from an average of 121.8 (2014-201) to 122.8 (2015-2019), for an increase of 0.8%. The number of pedestrian fatalities outnumbers the number of bicyclists who have been killed, Russo noted. Pasco County MPO expects an eventual trend downward for all categories by implementing safety projects and programs, re-thinking priorities, and possibly allocating additional funds toward safety projects and programs, according to the agenda background materials. Under federal funding requirements, both the county’s Long-Range Transportation Plan and its annual Transportation Improvement Program project list must discuss how recommended or listed projects advance progress toward meeting the targets. Russo told the MPO board members that the staff’s recommended goal is to maintain the targets from 2019, which the board approved. Transportation planning and programming are the primary functions of Pasco’s MPO, which is the lead transportation planning agency in Pasco County. It serves Zephyrhills, San Antonio, St. Leo, New Port Richey, Port Richey and Dade City.

sheriff said. The man was unresponsive, so the paramedics broke the window — and the driver took off. Initially, an attempt was made to make a traffic stop, but the driver fled, the sheriff said. “He was swerving all over the road, weaving, driving at a high rate of speed, engaged in very, very dangerous and extremely reckless driving,” Gualtieri added. Magli was preparing to deploy stop sticks — which are devices used to deflate tires. The driver lost control of the pickup truck, which flipped over and violently slammed into Magli and his cruiser, the sheriff said. Magli was pinned under the cruiser and succumbed to his injuries. Deputy Magli had been with the Pinellas County Sheriff’s Office since 2013 and was assigned to the Patrol Operations Bureau. The suspect, 33-year-old Robert Allen Holzaepfel, has been arrested on numerous charges, including first degree felony murder, DUI manslaughter, driving while license suspended or revoked and other charges, according to the sheriff’s office’s website.

Gualtieri has since announced plans for a funeral service on Feb. 23, at Idlewild Baptist Church in Lutz. Immediately after the funeral, a special ceremony is planned, including a 21-gun salute, a riderless horse, a last call and a fly-over. After that, a law enforcement procession was planned to lead Deputy Magli from the church to Trinity Memorial Gardens, at 12609 Memorial Drive in Trinity. All of those events were set to take place after The Laker/Lutz News went to press on Feb. 22. Gualtieri detailed the events leading up to Magli’s death, during a Feb. 17 news conference. A call came in at 4:25 p.m., about a driver passed out in a white pickup truck at Forelock Road and East Lake Road, the

Ash Wednesday events vary, across region

By B.C. Manion

bcmanion@lakerlutznews.com

Ash Wednesday observances normally involve Christians flocking to churches to receive ashes on their foreheads — in the sign of a cross, to mark the beginning of Lent, which leads up to Easter. But this year — as the nation continues to grapple with the COVID-19 pandemic — local Ash Wednesday observances were varied. The First United Methodist Church in Land O’ Lakes, for instance, offered “Ashes to Go, a free Cup of Joe,” to motorists streaming by the church, located on U.S. 41 in Land O’ Lakes. At Saint Leo University, in St. Leo, students and staff could get ashes at various locations on campus. Meanwhile, Bishop Gregory Parkes, who presides over the Diocese St. Petersburg, offered guidance for Ash Wednesday observances. During the Lenten season,“Catholics are reminded to turn away from faithless ways and to be renewed in their faith,” Parkes said, in a news release. The sign of the cross received on Ash Wednesday serves as an “external sign of this inner reality,” Parkes adds, in the release. The release also said that Parkes had “determined that the distribution of ashes can be done in a safe manner as long as certain protocols are in place. Some parishes will distribute ashes by sprinkling on the crown of the head, a method commonly used in other countries. Masks are to be worn by ministers and recipients during the distribution, and the minister will take a pinch of ashes and silently sprinkle them over the head of each recipient. “Additionally, parishes have the option to distribute ashes via a swab or cotton ball, as

long as masks are worn by ministers and the cotton balls or swabs are replaced after application. Also, ministers may choose to apply ashes with the thumb as long as they and the recipients wear masks during the distribution and ministers sanitize their thumbs before and after the distribution.” Meanwhile, back at First United Methodist Church in Land O’ Lakes, Pastor Kevin Grills and retired Rev. Barry White, stood ready early Feb. 17 to distribute ashes to motorists who wanted to receive them, while passing by on their way to work. Sue Shea, a church volunteer, and Glenn Cote, a church member and owner of Aroma Joe’s coffee, also were on hand, to offer coffee to those dropping by. Cars zoomed past the church quickly. Chances are that motorists didn’t see the

sign posted near the entrance to the church’s driveway. The church also extended the invitation, by posting signs in nearby neighborhoods, welcoming people to drop by to receive some ashes and a free cup of Joe. But, there weren’t many takers on Ash Wednesday morning. Still, the ministers and the volunteers weren’t discouraged. “I just love to be part of what God is calling us to do,” said Cote, who was providing free cups of coffee. “Part of his commandment is to go out and to serve, and to make disciplines. So, we’re hopefully able to do that,” he said. Shea has belonged to the church since its inception in 1959, when it was located in Lutz before moving to Land O’ Lakes in 1974. “I am a servant,” Shea said.“I am always ex-

cited about being able to serve the community, and share God’s love.” Rev.White said the church’s efforts are in response to the impacts of COVID-19. “These are different times. You’ve got to offer things, to hopefully reach out to the community,”White said. The outreach, Pastor Grills said, is a sign that the church desires to go out to the people. “It’s not about people coming inside the walls,” Grills said. He added, it's a chance for motorists streaming by to see, “we’re out here — at least attempting, meaning well.” “It’s an opportunity to pray for every car that goes by,” Grills said, and “that’s certainly what we’ll do, when we close up here, we’ll spend some time in prayer.”

Conviva’s Unique Business Model Lends itself to Successful Primary Care for its Senior Patients Conviva Care Centers is a care delivery organization that prides itself on building a business model focused on strong doctor-patient relationships and setting the gold standard of care for the senior population—especially in a tumultuous era of COVID-19. “As a physician-led network of 300 primary care doctors and 800 affiliates in Florida and Texas, we pride ourselves on being an organization that creates strong bonds with our senior patients,” says Steve Lee, M.D., president of the Conviva Physician Group. “Seniors placing their trust in our physicians is a critical component, especially in this unfortunate climate of anxiety and uncertainty. We all share the same mission of creating a unique doctor-patient experience, unlike any other.” At every center, Conviva’s healthcare experts take all of the necessary safety precautions to provide proper care while reducing the risk of COVID-19. “Many senior patients live with multiple chronic

conditions, so a primary focus is to safeguard their short- and long-term health,” said Dr. Lee. “We must stay healthy so they can remain healthy, and that calls for team members, doctors, and nurses to take every precaution, adhere to CDC guidelines, wear protective equipment, and sanitize centers daily.” Telemedicine visits are also available to patients whose care does not require an in-person appointment. Conviva focuses on early screening and prevention plus advances in technology to help seniors live longer, healthier lives. Its clinicians understand that heart issues, diabetes, emphysema, asthma, and other chronic conditions require regular, closely-monitored coordinated care. Another benefit of Conviva’s business model is that it allows physicians to concentrate their time on

patient care. Since a management services organization handles the company’s operational functions, clinicians at Conviva are free to do what they do best—care for patients. This focus reshapes the patient-doctor dynamic. Conviva proves it belongs in an elite group of healthcare providers with recent Recognition by the National Committee for Quality Assurance with its NCQA Patient-Centered Medical Home Recognition and NCQA Diabetes Recognition.
