Nightly lane closures are now underway for a project aimed to improve traffic flow at the intersection of U.S. 41 and State Road 54, in Land O’ Lakes. The lane closures began on June 16 and will last until June 21.They are being done from 8 p.m. to 6 a.m., to minimize disruption. Construction has been underway since April, to help ease congestion at an intersection used by about nearly 100,000 motorists daily. The improvement aims to improve flow for motorists who are heading east on State Road 54, but who are not able to turn right or left onto U.S. 41 because the turn lanes See TRAFFIC, page 11A
As Pasco County’s rapid growth continues, the county school district is constructing a middle school, expanding existing locations, planning future facilities and acquiring new sites. Earlier this month, the Pasco County School Board took initial steps to add a 10classroom addition at Bexley Elementary School, 4380 Ballantrae Blvd., which just opened in 2017 in a subdivision off State Road 54 in Land O’ Lakes. The board also took action to move ahead on a 20-classroom expansion at Sunlake High School, at 3023 Sunlake Blvd., another Land O’ Lakes school feeling the squeeze from area growth. The Bexley expansion will increase the school’s capacity by 200 students, bringing its total to 1,106; Sunlake’s capacity will increase by 400, bringing it to 2,041. Both wings should be open for the 2020-
21 school year. Not far away, the district is wrapping up a $29 million makeover at Land O’ Lakes High School, at 20325 Gator Lane, in Land O’ Lakes. The project is expected to boost capacity by 500 students. The district also plans to build a K-8 school in the Starkey Ranch development, off State Road 54, another Central Pasco school.That three-story school is expected to open in 2021. The middle school portion will have a capacity of 1,200, while the elementary school will house 800. Other projects are underway or in the plans in Wesley Chapel, Zephyrhills and other parts of East Pasco County. Cypress Creek Middle School, on Overpass Road south of State Road 52, is under construction.The school is scheduled to open in the fall of 2020. Pasco Sheriff’s Office gets forensics K-9 By Kevin Weiss kweiss@lakerlutznews.com
The Pasco Sheriff’s Office has added another K-9 to its unit of about two dozen — but it’s not the traditional search and seizure police dog frequently utilized by law enforcement agencies. Instead, this dog, a 3-year-old yellow Labrador named Phi, is paired with a forensics investigator and trained to detect decomposing human remains. More commonly known as a human remains detection dog, K-9 Phi ignores live human scent and animal scent as to indicate odors on human remains, whether it be related to crime scenes, old missing persons cases, or natural or man-made disaster events. Phi is believed to be the only human remains detection/forensics K-9 employed by a law enforcement agency in the Tampa Bay area. He was purchased and trained through donations from service organization Phi Delta Kappa in Odessa. Pasco Sheriff Cpl. Jimmy Hall heads up the agency’s new forensic K-9 unit. The unit is modeled after the FBI’s dog scent program, and Hall said it takes the concept of cadaver dogs to a new level in identifying and solving crime scenes. That’s because Phi and similarly trained dogs don’t just search for bodies.They also identify the presence of trace amounts of human bones, bodily fluids and decomposing material — whether buried underground, underwater, smeared on a car or elsewhere. “We’re bringing these dogs to search these trace amounts, which is really the difference that’s not being done out there,” Hall said. Phi has received roughly 12 weeks of inhouse operational training. He also gets weekly maintenance training. In learning to train forensics dogs, Hall and sheriff’s office personnel visited the FBI’s training academy in Virginia. In essence, forensics dogs like Phi are trained like bomb or drug-sniffing dogs, where they’re rewarded for being able to identify a particular targeted odor, Hall said.

“We saw what they had and how they use the dogs, and got some great ideas from them,” Hall said. Hall noted during that trip, trained forensics dogs were able to indicate odor on a pre-Civil War gravesite. “I not necessarily would’ve believed that if I wasn’t there watching it myself,” Hall said. The greatest benefit of a forensics K-9, Hall said, is helping investigators to conduct more thorough evidence gathering outside the realm of a primary crime scene, or where the crime actually occurred. The law enforcement explained: “If we’ve got a crime scene at a house, we can deploy the dog starting a block out if we want to, and it’s possible to find evidence

for that crime…that we would’ve never come across. “If you’re going to put 15 to 20 detectives and forensic investigators out to comb an area, they’re limited by sight.We can put this dog down and the odor is going to be much more powerful, and we can cover a larger area with that.” Phi’s handler, forensics investigator Heidi Sievers, echoed that significance. “We have only the ability of our sight and also some other technological tools that we have,” said Sievers, who has been partnered with Phi since March.“This is just one more check and balance to make sure that we’re covering the entirety of the scene.” So far, Phi has been deployed about 20 times by the sheriff’s office and other agencies needing assistance. He’s done three deployments with Sievers. The dog has been the sheriff’s office for about a year. He previously worked in different capacities with other handlers.
Besides assisting the forensics unit, Phi has also become a welcome addition to the Sievers’ household. The forensics investigator had never owned a dog before, but Phi quickly developed a bond within her household. “I have a daughter so she loves him, so it’s been really nice,” Sievers said.“He’s easy, he’s great, low maintenance. He’s very friendly. He just lives to run and work.” Meanwhile, the sheriff’s office will soon add another human detection K-9 to its unit, for investigator Sue Miller. A third dog of its type is being utilized by an agency volunteer, as well. As well as assisting with crime solving, the agency believes the forensic K-9 unit will eventually help in another area. “This is something we know will also add to our recruitment,” Pasco Sheriff Chris Nocco said.“The fact that people want this opportunity to say,‘Hey, I’m going to be able to have a canine,’ that is very unique.”

A recent 6-Week Challenge at Samantha Taylor Fitness saw more than 150 women lose a total of 1,471 pounds. This includes 14 participants who lost 18 pounds or more. “It was truly astounding,� said Samantha Taylorr,, owner of the personal fitness and weight loss centers in Land O’ Lakes, Wesley Chapel and three other Tampa Bay locations. “This group of women lost more weight and inches than we’ve ever experienced in a Challenge, and this is the 15th one!� A celebration was held May 31 at the Hilton Garden Inn in Lutz. Over 220 people attended the sold-out event, which served delicious Italian-theme food, including lasagna with no carbs, and chocolate cake and cheesecake made with healthy ingredients. Guests were entertained with a live piano per formance and guest singer. “Some of our members came with husbands and other family members, to support their loved one, and also because they too lost weight, since the entire family learned to eat healthier during the Challenge,� said Taylorr.. “Many other members also attended to celebrate their weight loss, and with everyone in attendance just in that room, it represented over 3,000 pounds lost!� Top recognition went to Dolores Williams, who lost 36.5 lbs., and

However, it’s not as straightforward as you would think because, with a thicker filter, you could impede the performance of your A/C. So it helps having a company get the right filter,” said Civitillo. Bay Harbor also has products designed to clean a home’s air. “It’s not just about having cool air,” said Civitillo. “We have products that focus on cleaning air, including BlueTube UV, that use ultraviolet blue light to kill microbes.” Bay Harbor also installs mini-split or ductless systems for home renovations and room additions, but they recommend consulting a professional whenever any major air conditioning system changes are made. “Mini-splits are really popular, but many people don’t realize it is important to have an expert come out and look at your usage area, because sometimes having a bigger unit can do more harm than good,” said Civitillo. Bay Harbor recommends performing maintenance on your air conditioner twice a year and changing the filters every two months. Regional Medical Center Bayonet Point announced that two if its volunteers are the recipients of the Presidential Lifetime Achievement Award, from the office of the President of the United States. To receive the award, an individual must have volunteered a minimum of 15 years and logged in more than 7,500 hours of service. Dan Hammer and Elliot Lorenzi were both recognized with the award. Hammer began volunteering in 2000 and
has more than 45,000 hours of service. He currently volunteers in the hospital CSU and serves as volunteer chairperson for that department. He is a past president of the Volunteer Association Board from 2004 through 2008. In 2002, Hammer was selected as the Volunteer of the Year and, in 2008, he was presented with the Frist Volunteer Humanitarian Award. Lorenzi has been volunteering since 2003 and has accumulated more than 37,000 hours of service. He is currently serving as a courier, has been the courier’s team leader, and has been on a variety of volunteer committees, including bylaws, chairman of the awards committee, finance committee, chairman of the scholarship committee, and was the liaison for the Quality Council. Lorenzi served as president of the Volunteer Association from 2012 through 2016, received a Star Award in 2006, the Volunteer of the Year in 2007, and the Frist Volunteer Humanitarian Award in 2010.

Amanda Luce was one of only 22 members of the Class of 2019 at Saint Leo to complete the rigorous Honors Program. Luce majored in mathematics and was jointly awarded by the Honors Program and the Department of Mathematics and Science a departmental distinction for her work in the math major. She conducted a numerical analysis of the opioid epidemic for her senior research project. Luce minored in economics. She also was honored by the College of Arts and Sciences with its annual Excellence in Academic Leadership Award, recognizing her part-time work on campus as a tutor for mathematics classes, her initiative to spend a semester abroad at the National University of Ireland in Galway, and her grades.

Pasco County Schools Professional Development Certification Program teachers had the highest pass rate on teacher certification exams in more program areas than any other Florida school district. He also noted that depending on which news channel people watch, they tend to call the report “fake news,” or tend to say “It definitely happened.The president needs to be impeached.” Corley did not offer his personal opinion. But, he did say, “When you read the report, it lays out, in explicit detail, what happened.“ He also cited these words, from Mueller: “There were multiple systematic attempts to interfere in our election.That allegation deserves the attention of every American.” Corley said citizens do need to be concerned about any attempts by foreign governments to meddle in our elections. He also raised concerns about the misuse of social media. “We are unknowingly aiding those who want to destroy us from within,” Corley said. “In 2016, over 72,000 Americans RSVP’d to a political event on Facebook, that truly was fake news. It was created by some knucklehead in another country. “That’s troubling, when you think about it,” he added. There were fake Twitter accounts set up, such as @TenneseeGOP, Corley said. “Using social media, they did millions of dollars of ads to pit us against each other. In the morning, it would be a Pro Black Lives Matter. In the afternoon, it would be pictures of Rebel flags, saying anti-Black Lives Matter messages. Pro Hillary, anti-Hillary. Pro Trump. “It was trying to polarize us against each other,” Corley said. “What was their goal in 2016? Their goal was to erode voter confidence, delegitimize the winner, and polarize America. Hmm. Sound like they were pretty successful?” He also talked about the damage that polarization is causing in personal relationships. “I actually know somebody — a father and a son — who were bickering about who to vote for on Facebook,” he said. One unfriended the other, he noted. “These are blood. (They) Stopped talking.To this day, they don’t talk,” he said. The forum doesn’t lend itself to thoughtful discussions, Corley added. “Have you ever seen something on Facebook, and you’ve written to somebody about a political issue? And the person has written back, ‘Wow, that’s an excellent point. I have never thought of that point of view, thank you.’ “No, they write back,‘You’re an idiot,’ or some clever little meme describing you,” Corley said. He has even noticed a change in the atmosphere at local polling places during the past three general elections.

“I look back, during early voting, the presidential general in 2012, Land O’ Lakes Library, (on the) last day.There was a line. “But, it was like a block party atmosphere. People of different races, ethnicities, genders, political backgrounds.They were talking to their neighbors.They don’t know each other. Just chatting. No one cared who was going to vote for whom. You were either going to vote for Mitt Romney or President Obama,” he said. But, he noted, in 2016, “It wasn’t that way. “It was palpable.You could see people in the polling places and in early voting, they were there on a mission.They were either there to vote for (Donald) Trump, or vote for Hillary (Clinton) — and don’t talk to me. “It was just like robotic. It was troubling, to be honest with you,” Corley said. And, in 2018, he added,“I’m comfortable saying, I saw a little more return to civility. “We need civility. Civility is not a dirty word. “Have your discussions, your debates, your disagreements. But, at the end of the day, we’re all Americans. We’re united as Americans,” Corley said. Corley also addressed the importance to protecting election results against cyber threats. Security will be enhanced, but those steps must remain confidential, Corley said. He also pointed out that the system recently was tested because of the need for three recounts in the 2018 election. “We had lawyers from Washington, Tallahassee, representatives locally of the different campaigns, the different local parties. Different sides of the aisle, clearly. But, they were there for the whole thing, several days. They got to witness the transparency. “It instilled confidence in the system. That’s what we need, in this day and age,” Corley said. Current construction to extend eastbound turning lanes on State Road 54 will smooth traffic flow and lessen wait times for motorists turning FILE onto U.S. 41.
TRAFFIC, from page 1A are blocked by through traffic. The development is extending the turning lane to enable them to accommodate more vehicles, thus reducing the wait times. The lengthening of the left-turn lane has already begun with the installation of a lime rock base. It will be followed by new drainage features and finally new asphalt. Construction work occurs at night from 8 p.m. to 6 a.m., to avoid interfering with peak traffic hours. However, some night lane closures, such as the current one, will be necessary at different times during the project. The project also will alter the median opening where State Road 54 intersects
with Hunt Road. The modified median will have a separator in place, allowing eastbound traffic to turn left onto Hunt Road or make a U-turn. It will also grant motorists the option of turning left onto State Road 54 from Hunt Road. The separator will no longer permit westbound traffic on State Road 54 to make U-turns. The development is a part of Pasco County’s Long Range Transportation Plan, as well as the Vision 54/56 program – set to make long-term improvements along the corridor of State Road 54 and State Road 56. The district initially had intended to open a high school and a middle school on the site, but fell short of funds, so opened the high school building and split the facilities between a middle school and a high school. When the middle school opens, boundary changes will be needed to fill up the schools. Superintendent Kurt Browning told the board at its June 4 meeting that parents were notified by telephone before the end of the school year that they may be affected by a pending rezoning, Browning said. “We will be doing a lot of address verification work over the summer, in those affected areas.“And then, we will begin late summer putting maps together and really amping up that process,” Browning said. Meanwhile, a $33 million renovation is underway at Zephyrhills High School. In addition to significant upgrades, the school will boost its capacity by 500 students. The district also is planning a technical school in East Pasco, which is expected to open in 2022 and will affect high school enrollments on the east side of the county. Beyond that, work continues to secure future school sites. At its recent meeting, the board approved moving forward toward acquisition of 65 acres on the north side of proposed State Road 52, one-half mile east of Curley Road, south of St. Leo, on what is known as the Merrymeeting site.The purchase price is $25,000 an acre. The district previously approved acquisition of 104 acres near the Connected City

O
ne of area’s most dominant softball players ever has again proved she’s tops in the entire Sunshine State. Academy at the Lakes (AATL) senior pitcher Lexi Kilfoyl has been named 2019 Gatorade Florida Softball Player of the Year, given to the state’s best softball player, regardless of classification. When it comes to receiving the notable distinction, the Wildcats star is on familiar ground. The 6-foot-2 right-handed ace and first base slugger won the award last year, too, making her just the third two-time winner from the state, joining Dunnellon’s Kasey Fagan (2009-10) and Spruce Creek’s Kelsi Dunne (2006-07). Kilfoyl is the only Pasco County softball player to have ever won the award. The Gatorade State Player of the Year award was established in 1985 “to recognize the nation’s most outstanding high school student-athletes for their athletic excellence, academic achievement and exemplary character.” The program annually recognizes one winner in the District of Columbia and each of the 50 states that sanction high school football, girls volleyball, boys and girls cross-country, boys and girls basketball, boys and girls soccer, baseball, softball, and boys and girls track & field, and awards one national player of the year in each sport. The honor is surely deserved for Kilfoyl, who’s set to join the University of Alabama softball program on scholarship this fall. Equipped with a powerful arm and bat, Kilfoyl buoyed Academy at the Lakes to a 19-7 mark and its second straight FHSAA (Florida High School Athletic Association) Class 2A state title last month in Vero Beach. In the May 21 state championship game — an 11-0 shutout over Mount Dora Christian Academy — Kilfoyl fired a six-inning no-hitter with 10 strikeouts in the circle, and drove in two runs and scored another on two hits at the plate. Kilfoyl also pitched a one-hit, nine strikeout complete game shutout in the Class 2A semifinals win over Palatka Penel Baptist Academy, while adding in four runs on two hits of her own. The state finals were a microcosm of sorts for Kilfoyl’s senior campaign and her entire Wildcats career, for that matter. She registered a 14-1 record with a 0.48

Making it all the more impressive: Kilfoyl did it all while nursing a trapezius strain, which forced her to abstain from pitching for about a month in the middle of the season. The Saint Leo University men’s basketball program will be guided by a familiar face, as the school announced it has tabbed Lance Randall its next head coach. Randall retakes a Lions program he led from 2011-2015, where he posted a 78-44 mark, which included back-to-back 20-plus win seasons, three straight NCAA Division II regional appearances and a Sunshine State Conference (SSC) title. Randall replaces Vance Alexander, who exited Saint Leo to accept an assistant coaching position at Division I Rice University (Houston,Texas).Alexander posted a 56-63 record in four seasons at Saint Leo, including a 13-16 mark last season. Randall, meanwhile, spent the last four seasons as head coach for the Division II Lindenwood University, where he registered a 69-55 mark and four consecutive confer-
ence tournament appearances. “We are thrilled to welcome Lance and the Randall family back to Saint Leo,” Saint Leo athletic director Fran Reidy said, in a release. “Coach Randall has proven that he Coach Lance Randall can win in the SSC and do this at Saint Leo,” he added. The 2019 season puts a bow on what’s been a lengthy varsity career at AATL, one that began when Kilfoyl was in the seventh grade. In her previous five seasons combined, Kilfoyl had a 76-15 record, with a 1.13 earned run average and 842 strikeouts across 571.1 innings pitched. She also generated a .466 batting average with 17 home runs, 38 extra base hits and 129 RBIs in 104 games. For most of her career, Kilfoyl has been widely regarded as one of the nation’s top prep pitchers and college prospects, being named the No. 5 recruit overall in the Class of 2019 by Softball America. Kilfoyl and Land O’ Lakes High School senior pitcher Callie Turner are among just 20 athletes nationwide who’ve been selection to the 2019 USA Softball Junior Women’s National Training Team. Kilfoyl also made the junior national squad back in 2017, then the team’s youngest member as a 16-year-old sophomore. Reflecting on her prep career, Kilfoyl said:“I feel like I did accomplish everything that was possible. I definitely feel like I’ve done everything that I could, and couldn’t have done it any other way, no better way to end it.” And, helping the AATL softball program win its first state title last year goes down as her all-time favorite moment. It was an 11-inning, rain-soaked pitcher’s duel in which the Wildcats defeated Monticello Aucilla Christian 1-0. “Winning states last year was the most memorable,” Kilfoyl said. “The game was such neck-and-neck, and we didn’t know if we were going to win.” Kilfoyl, who also was a standout volleyball and basketball at AATL, isn’t the only high-profile athlete in her family, remarkably. Her older brother, Darin, is a 6-foot-8 right-handed pitcher at Division I University of North Florida. He previously starred on the baseball diamond at AATL and St. Johns River State College.Their younger brother, Andrew, is a rising junior offensive lineman at Gaither High School, who is already garnering Division I interest as a 6-foot-5, 275-pound left tackle.Andrew transferred to Gaither after earning All-State honors in the eight-man football ranks at AATL each of the last two seasons. Pioneer Florida Museum gets new exhibits By Kevin Weiss kweiss@lakerlutznews.com

isitors to the Pioneer Florida Museum and Village now will be able to see an up-close look at how blacksmiths and woodworkers mastered their crafts as settlers back in the 1800s and 1900s. Guests will be able to glimpse the tools used back then — whether the craftsmen were pulling forge bellows and shaping hot steel, or operating a foot-powered treadle lathe and turning wood. The museum, located at 15602 Pioneer Museum Road in Dade City, recently added a full-fledged blacksmith shop and wood wright shop to its extensive collection of reenactment building exhibits. The new shops were officially unveiled at a dedication ceremony last month at the museum property. Materials and hand tools for both shops were donated by Paul Rhinesmith, a longtime museum demonstrator and trustee. Both exhibits are named for him. The new additions took about a year to complete and furnish — as well as replicate something seen at the turn of the century, said Pioneer Museum board president Seth Mann. Previously, the museum didn’t have any actual working forge or wood wright shop, so smaller blacksmith and woodsmith demonstrations would take place at the museum’s Mabel Jordan Barn, which houses collections of early farm equipment, vintage buggies and carriages. So, for Mann and other trustees, the new shops make for “a beautiful addition” to the 20-acre museum property that houses an old schoolhouse, a church, an original settler’s home, a general store, a shoe repair shop, a citrus packing house, a train depot and more. The blacksmith shop measures 24-by-24 feet and the wood wright shop is 24-by-32 feet. The museum acquired Dade City road bricks to put in the floor of the blacksmith shop, and used beams from one of the railroads, in the building. The wood wright shop, meanwhile, contains cypress wood from the porch of a historic log cabin in Lacoochee, that soon will be moved to the museum property. “We try to show people what the businesses looked like,” Mann said.“In historic Pasco, the carpentry shop and the blacksmith shop would’ve been major businesses downtown.” The museum couldn’t survive without donations from community members, such as the Rhinesmith family, Mann said. “Most of the buildings and exhibits we have here are contributed, even the land was contributed,” the museum board president said.“It takes the volunteers to come out here and work, the board members, the trustees — we all have to work to try to make the museum a success.” Rhinesmith, 86, suffers from a rare eye disease and lives in an assisted living facility in Zephyrhills. But, he and his family were at the dedication ceremony. His son, Phillip Rhinesmith, said the longtime volunteer dreamed of the museum having standalone blacksmith and woodworking shops when he did demonstrations in the 1990s and the 2000s, up until he began losing his eyesight. “He knew he wouldn’t be able to demonstrate but still wanted to be able to show his support and donate to the museum,” Phillip Rhinesmith said. Phillip Rhinesmith said boxes upon boxes of hand tools donated were collected or handmade by his father over many decades. That includes an extensive collection of rare, vintage Stanley woodworking planes the elder Rhinesmith crafted himself for various projects. “Everything he built, there were no power tools, no sandpaper, no nails. Everything was friction fit together,” Phillip Rhinesmith said. “He knew if he needed a specific tool for a job, he would copy old designs out of old books and build the planes himself. It’s pretty incredible.”

The son added, “The legacy that he leaves with his tools here, most his collection, it means a lot to the family to be a part of this community.” Bill Holmes is a new volunteer docent at the wood wright shop and a veteran carpenter. He said many of Rhinesmith’s donated tools, like a foot-powered treadle lathe, are so rare that he’s only seen them in books or on television.

“The guy was such a craftsman to get this together, to be able to use this stuff,” Holmes said.“All these tools, they’re still in impeccable shape. I can still use them today. A lot of times when you see these tools they’re so beat up, but these are impeccable working pieces.” Fellow volunteer docent Steve Melton, who helps operate the blacksmith shop, was likewise impressed with Rhinesmith’s collection of donated hand tools, calling

Pasco County restaurants can have doggy diners in designated areas — but only if the restaurant has the proper permit. Pasco County officials are now putting out the word that restaurateurs who allow doggy dining without the proper paperwork will face stiff fines — of up to $500 per instance, according to a Pasco County news release. The county passed an ordinance in 2017 allowing diners to bring along their best “four-legged friends” out to eat. But, restaurants choosing to allow patrons to bring their dogs must abide by specific rules. First, they need a permit. They also must: • Provide separate access for dogs from the outdoors • Supply waterless hand sanitizer at every table • Keep dogs off the furniture • Clearly identify the dog dining area

Restaurants that have a permit and follow the rules are allowed to select the hours and days that the dogs are welcome, according to the release. So far, just a handful of local restaurant are in compliance with the county’s ordinance, the release says. But, county officials say that that compliance is key. “These rules help foster a safe and sanitary experience for all guests,” Development Services Assistant County Administrator Don Rosenthal said, in the release Restaurant owners who would like to apply for a Dog Dining Permit can do so through Pasco County Central Permitting. The application is available online at bit.ly/DogDiningApp. There is a one-time $50 fee, and applications must be submitted in person at 8731 Citizens Drive in New Port Richey.

The Pasco County Commission has approved the addition of one senior manager and one technical specialist II in the facilities management department.The positions are needed to help the county manage projects resulting from voter approval of four general obligation bonds, which will result in numerous projects, and increased workload.The cost for the two positions for the remainder of 2019 is $46,744, with annual recurring costs of $149,733.The positions also require vehicles and computer equipment, at an initial cost of $68,399 and recurring costs of $7,922.
