Turnout might break record By Kathy Steele
ksteele@lakerlutznews.com
Midterm elections typically get a low voter turnout. But, there are signs of energized voters for the 2018 primary set for Aug. 28 and the general election on Nov. 6. New voter registrations are up somewhat, said Pasco County Supervisor of Elections Brian Corley.
HOLLIDAY KARATINOS LAW FIRM, P.L.
J U LY 2 5 , 2 0 1 8
A bigger indicator of voter interest is the more than 62,000 ballots mailed to local residents and military personnel, Corley added, in remarks at the Central Pasco Chamber of Commerce’s monthly luncheon at the Hilton Garden Inn. That is a record for mailed out ballots, and if most or all of the ballots are returned, Pasco could set a historical record for total voter turnout in a primary. About 60 percent of Pasco’s total votes
comes from absentee or early voting. Pasco has been promoting both methods of voting to reduce lines on election day. Corley’s remarks centered on voter turnout and cybersecurity threats from hackers. “The threats are real,” Corley said.“My job is to be neutral, but facts are stubborn things.” See PRIMARY, page 15A

Wilton Simpson reflects on What a difference Parkland in Dade City visit a decade can make in real estate
By Kevin Weiss
kweiss@lakerlutznews.com
More than five months removed from being one of the deadliest school shootings in U.S. history, the massacre at Marjory Stoneman Douglas High School in Parkland is still a considerable talking point for legislators statewide. At least that — and the state’s ensuing school safety actions — was at the forefront of discussion in State Sen.Wilton Simpson’s recent stop in Dade City. Speaking before a standing-room-only crowd at The Greater Dade City Chamber of Commerce July monthly breakfast meeting, the Florida Senate majority leader talked extensively about the Valentine’s Day shooting, where a lone gunman killed 17 students and staff members, and injured 17 others. In response to multiple questions from the audience, the state senator outlined several “failures” that may have prompted the school shooting — which have been reviewed and investigated through the Marjory Stoneman Douglas High School Public Safety Commission.

Simpson blasted the Broward County school district’s diversion program called PROMISE, which offers alternatives to arrests for some misdemeanors.
Even the most casual of observers can easily see that housing demand and residential real estate values have rebounded in recent years in Hillsborough and Pasco counties. There are new subdivisions popping up all over. But, to put a finer point on what’s happening, Craig Nowicke, a real estate broker with RE/MAX, based in Carrollwood, dropped by the Rotary Club of Lutz to talk about the Hillsborough real estate market in the past decade. Nowicke and his wife, Linda, are licensed Realtors, with Nowicke specializing in both commercial and residential properties, and his wife focusing on residential properties, including the luxury market. He provided a “snapshot” of the Hillsborough market between 2008 and

Pasco County, the school district of Pasco County and Pasco Investment Land LLC have agreed to a land swap in connection with a county district park in Connerton. Pasco County owns approximately 119.7 gross acres that have been deeded for a district park in Connerton, a master-planned community in Land O’ Lakes. The school board owns approximately 22.3 acres that is slated for a future school site, and Pasco Investment Land LLC, also referred to in the agreement as Connerton, owns the adjacent land. Under the exchange, Pasco County has agreed to convey about 6.6 acres of upland acreage to the school board. The county also agreed to convey about 46.8 upland acres to Connerton. The school board has agreed to convey about 6.6 acres of upland acres to Connerton. And, Connerton has agreed to convey ap-
proximately 53.6 upland acres to Pasco County. The agreement also calls for Pasco County to establish a parks and recreation impact fee credit for all parkland to be retained and exchanged within 30 days of the closing. The county also agreed to provide for a north-south drive aisle, to the east and parallel to Flourish Drive that allows for vehicular access from the future Connerton Boulevard to the northern boundary of the park site. The land swap aims to facilitate the development of an elementary school, a middle school and a district park. There are no immediate plans for the schools or the park, according to school district and county parks officials. However, the school district and county do plan to share use of the park facilities once they are built. The development of the district park “is all tied to funding,” said Keith Wiley, director of Pasco County’s Parks, Recreation and Natural Resources department.

Shoppers who want a tax break can take advantage of the 2018 Back-to-School Tax Holiday, which runs Aug. 3 through Aug. 5. During the tax holiday, no sales tax or local option tax — also known as a discretionary sales surtax — will be collected on: • Clothing, footwear and certain accessories selling for $60 or less per item • Certain school supplies, selling for $15 or less per item Nationally, total back-to-school spending, including kindergarten through college, is expected to reach $82.8 billion, slightly less than last year’s $83.6 billion. That’s according to a survey released by the National Retail Federation, and Prosper Insights and Analytics. The survey shows that those with young people heading to college, as well as college and graduate students themselves, plan to spend $942.17 each, down from last year’s $969.88. The total of $55.3 billion is an all-time high in the history of the survey, up from last year’s record of $54.1 billion. Families with children in elementary school through high school plan to spend an average of $684.79, compared to last year’s total of $687.22, for a total of $27.5 billion. That’s the third-highest total in the history of the survey, following the peak of
$30.3 billion in 2012 and $29.5 billion last year. The survey also broke down the type of expected expenditures. Back-to-school shoppers expect to spend: • $236.90 on clothing • $187.10 on electronics, such as computers, calculators or phones • $138.66 on shoes • $122.13 on supplies such as notebooks, pencils, backpacks and lunchboxes A news release from the National Retail Federation said the biggest change being seen this year related to expenditures for electronics, which have decreased slightly. “Items like laptops, tablets and smartphones are now an everyday part of household life and aren’t necessarily a purchase parents save for the start of the school year, resulting in a slight decrease in spending in that category,” Mark Mathews, vice president of research for the National Retail Federation, said in a release. During Florida’s tax-holiday, it’s important to remember that the exemption is based on the sales price of each item, not the total sale amount. So, it’s possible to buy three $59 dresses at the same time and still get the exemption, because each item meets the requirement of having a selling price of $60 or less. Another thing that’s good to know is that there is no limit on how many tax-exempt items can be purchased during the sales tax holiday.

Local horsewoman wins with You Bet Your Roses By Kathy Steele
Her dam is a full-blooded quarter horse. “She’s the spitting image of her daddy,” said Perkins. Perkins’ father, Boyd “Bud” Massey, bought Perkins her first horse at age 11. She knew pretty quickly she wanted to show horses. So, at age 16, Bud Massey, gave her a choice of a used car or a horse. She took the horse. But, she didn’t get her first choice of an Appaloosa. Instead, her father bought a registered quarter horse. She has been a passionate, and awardwinning, horsewoman since. Perkins traces her roots back to Pasco County’s pioneer days. Bud Massey cut hair at his Zephyrhills’ barbershop for more than 52 years. It was the longest continuously operated barbershop in Pasco. Massey Road is named for the family. Before marrying Perkins’ father, her mother — Hazel Richburg — grew up on Handcart Road in Zephyrhills. “They were actively involved as my cheering crew all my life,” the horsewoman said. Perkins worked as a teacher for 35 years in Pasco County schools. She is still a substitute teacher to pay for her “hobby.” She is unusual in being both an owner and a trainer. Most owners hire trainers, and in some cases, might not see their horse except at horse shows. Perkins is strictly hands-on. Horses learn by your body language, she said. Her years teaching students also taught Perkins something about patience. “Nothing is learned under harsh treatment,” she said.“You’ve got to adapt to every class. It taught me patience. You can’t push things. You have to wait for (Sierra’s) ‘ah, ha moment.’” She credits trainers, such as Kim Beilein, with encouraging her, and in advising her about what’s right and wrong with her performances. “I’ve forged some great relationships with trainers who have really helped me out,” Perkins said.
ksteele@lakerlutznews.com
Nancy Massey Perkins made a decision on Mother’s Day two years ago that it was time to buy a horse. “I bought her sight unseen, except for the video I watched on the Internet,” said Perkins, the daughter of two Zephyrhills’ pioneer families.“I thought she was cute and moved really good.” Her instincts were right about the 2-yearold mare. You Bet Your Roses, at age 4, is now a two-time reserve world champion after an impressive showing at the 53rd annual Pinto World Championship in Oklahoma, in June. The world championship is one of the largest gatherings of Pinto horses, miniatures and ponies. Riders and horses come from around the world, including Sweden and Canada. Competitive categories include Western, English, driving, pleasure, halter, roping, and special events and trials. Perkins, at age 66, is one of the oldest amateur competitors in her age 50-and-older class. However, You Bet Your Roses – also known by the barn name Sierra – is an upand-coming youngster in the horse world. With little more than a year of training by Perkins, Sierra showed her mettle in the show ring. She shone in a competition against horses with more experience. “She competed with world champions and former world champions,” Perkins said. You Bet Your Roses and Perkins earned a reserve world champion, or runner-up, in the walk/trot trail class, among 26 competitors. They finished just shy of first place. Perkins and You Bet Your Roses also won a reserve world championship in a halter competition among 3- and 4-year old horses; a third place in English showmanship; and 10th in another halter competition. Perkins’ favorite is the trail class, where the rider and horse navigate an obstacle course with precision, control and timing. It is much more involved and complicated than showmanship, said her husband, Donald “Dusty” Perkins. “She is very capable of coming out with

a win,” he said. “Nancy knows how to get them to be sharp. It’s her personality with the horse.” Perkins said she banked on training and Sierra’s willingness to listen to her. “It had to be a team approach,” Perkins said.“Sierra trusted me, and that to me was the highlight of my whole trip, really that my horse came through, and she listened.” From their first meeting, Perkins knew she had a special horse. “She’s laid back, highly intelligent and really sweet,” she said.“She loves people.” Her first two years were spent in Oklahoma on the Osage Indian Reservation. When Sierra arrived, Perkins contacted owners of Red Hawk Ranch in Wimauma to do a Native American blessing. “I felt the need to do that, since she grew up on an Indian reservation,” Perkins said.“I felt the need to honor the culture.”
Perkins is no novice in the horse arena. She has a trophy case filled with ribbons, belts and accolades from more than 40 years of international horse shows aboard the quarter horses she has raised and trained. She was honored as “amateur supreme champion” by the American Quarter Horse Association, with her horse, League Magnum Force. He went by the barn name of Bubba. You Bet Your Roses, aka Sierra, is registered with the American Paint Horse Association and the American Pinto Horse Association. She has the color pattern of a tobiano pinto horse, with white across her withers and hip. Her sire is Gentlemen Send Roses, who is fourth on the American Paint Horse Association’s Performance Sire list for 2017.

shton Woods is in its final sales phase at Asturia, with 75 percent of home sites sold since the community opened two years ago. “We’ve had tremendous success in Asturia, selling over 100 beautiful homes in this much-desired community on State Road 54,” said Sales Manager Kristin Woods. “We have just 45 homes to go, and expect all to be gone by the end of the year.” Because many families want to move into their new home as soon as possible, Ashton Woods has received permits from Pasco County for all remaining homes sites. “This saves our buyers up to three months in the building process,” said Jillian Harris, Ashton Woods’ community sales manager in Asturia, a master-planned community in Odessa. “Our designers have put together beautiful combinations of flooring, countertops, design features and colors that will excite the vast majority of buyers,” she said. “Plus, we have a great combination of homes that convert flex space to extra bedrooms, add bonus rooms and extra baths, and have great outdoor living areas with front porches and extended lanais.” While construction is underway on many homes, Ashton Woods buyers are still able to select flooring, countertops, cabinets and other nonstructural customizations on 18 homes that will be completed in November and December. “We are known for our affordable personalization at the Design Studio, and families who want to pick out their

finishes and colors are reserving these homes right now,” said Harris. “Plus, they are excited to be able to move into their new home in time for the holidays!” Ashton Woods offers traditional one- and two-story homes in its Classic and Heritage series, all which feature open floor plans, large living areas, beautiful master suites and lots of storage. Homes have two-or threecar garages, and many back up to private conservation lots. Three traditional inventory homes are ready now in the versatile, onestory Truman plan, which offers four bedrooms and two baths in 1,962
square feet. Also ready are two, twostory homes with two-car garages on deep wooded lots with long views. The 2,722-square-foot Milan has the master bedroom downstairs, and the 3,362-square-foot Athens is the largest home Ashton Woods builds in Asturia. “For families with children, these inventory homes can close in time for the new school year,” said Harris, who adds that Asturia is zoned for some of the best schools in Pasco County. “Our kids go to J.W. Mitchell High, Seven Springs Middle and Odessa Elementary. Many families are looking for these schools, and at Asturia, they do not need to worry about our school
zones changing,” she said. In addition to traditional floor plans, Ashton Woods has the 10 remaining rear-entry home sites in Asturia, all a short walk to the community’s contemporary Amenity Center. Several inventory homes are available, with move-in ready homes starting at $279,990. These unique one- and two-story homes have over 2,000 square feet of living area, and feature three to four bedrooms, two to three baths, and two-car garages with alley access and additional parking out front. Asturia is the first choice for many buyers considering the many masterplanned communities along State Road 54. Buyers prefer Asturia’s smaller size of just 550 homes, compared to thousands being built in neighboring developments, and appreciate that construction will not be going on for years. “People especially like that our homes are not on top of each other, and that we have a minimum of 15 feet between homes,” said Sales Manager Wilson. “Asturia’s developer did a great job laying out its streets, so it doesn't look like a cookie-cutter community.” Every Ashton Woods home comes with the same standards of top-quality construction and finishes. It was named the 2017 Builder of the Year by Builder and Developer Magazine, and for the fourth consecutive year, has been ranked among the top three for Most Trusted Builders in America. For more information about Ashton Wood’s inventory homes in Asturia, go to ashtonwoods.com/tampa/asturia. You can also call the Asturia sales center at (813) 446-8362.

Keep Your Home Cool By Planning Ahead
T
he last thing your family wants to deal with during the hot summer months is your home’s A/C unit going on the blink. And, the best way to prevent that from happening is to have a maintenance plan with a reputable HVAC company, and to be aware when you're unit’s warranty will expire. “Your A/C should receive regular maintenance every six to 12 months to prevent an emergency situation,” said Dana Spears, president of Cornerstone Air Conditioning, Plumbing & Electrical in Land O’ Lakes. “Maintaining your A/C is much like taking your vehicle in for regular oil changes and service updates. If you don't service your vehicle, you are looking for trouble. And, if you are not doing regular maintenance on your A/C system, when you have problems, it will likely be during the hottest times of the year when your unit is working its hardest,” said Spears. A well-maintained A/C system should continue to operate through the end of its warranty period. However, as a system gets older, it loses much of its efficiencies and begins to show its age with inconsistent hot and cold pockets, and excessive noise. In many cases, Cornerstone’s technicians recommend replacing a system when the warranty expiration is nearing its end to avoid inevitable mechanical problems, and also to take advantage of new technology that makes A/C systems much more energy efficient. “Often times, we find that the saving on a customer’s power bill is so significant because of the energy efficiencies of a new A/C unit, that it is more cost effective to replace a unit, than to repair it,” Spears said. “Plus, once you begin to replace parts on an older system, repairs often add up, and it’s better to put
this money into a new system,” said continued. Many owners of newer homes are surprised to learn that the warranty on their builder-grade air conditioning system on their newly built home is only five or six years, and are unprepared for the expense when their out-of-warranty A/C needs to be repaired or replaced. “There are thousands of homes in this area that have been built in the last 10 years, and many homeowners are not aware that their A/C is out of warranty,” said Spears. “It is much better to be proactive and look into replacing you're A/C system before it goes down, then waiting until you are in an emergency situation.” The new Daiken A/C systems installed by Cornerstone are of much better quality than builder-grade units, and come with 10 to12 year warranties. For most homes, the cost for a new HVAC system is between $5,500 and $12,000, depending on the unit’s seer rating and type of technology the system offers to achieve higher energy efficient levels. “The higher the seer rating, the
TIME F TIME FOR OR R EPLACEMENT? REPLACEMENT?
more expensive the unit because it uses two-stage or inverter technology and slow speeds,” Spears explains. “But, a higher seer rating is more energy efficiency and can save a family hundreds to thousands of dollars a year on their power bill.” Spears goes on to explain that a home’s air conditioning system typically accounts for 50 percent of its power bill. “For many families, it makes sense to go with a higher seer-rated unit because it will pay for itself within a few years. Plus, a higher quality system operates more quietly, and comes with a 12-year warranty, instead of the standard 10 years,” said Spears. One of the biggest worries homeowners have when their old A/C unit starts having problems is the cost of repairs that keep adding up. “It may be smarter to replace an old A/C unit, than it is to keep repairing it, which is also frustrating, time consuming and means your family will be without air conditioning for several hours to several days,” said Spears. To help families afford a new A/C system, Cornerstone offers third
party financing. Options include 18month terms with 0 percent interest, and payments for as little as $60 a month on financing with 60-month terms. “If your A/C system is at the end of its warranty period, give us a call. We have a large selection of equipment in stock, and there are some excellent rebates being offered by our manufacturers that will save you hundreds of dollars,” said Spears. “And remember,” Spears adds, “that your A/C is a home appliance, just like your refrigerator. All appliances have a life span and don’t last forever.” Cornerstone was founded in 2006 as an air conditioning service company. It moved to its 4-acre site on Land O’ Lakes Boulevard in 2011, and the following year added plumbing services. In 2014, it expanded again with electrical services. Spears credits her company’s growth to its commitment to outstanding customer service, and also because its employees exemplify her company’s values. “We hire people who are genuine, honest, trustworthy, clean-cut, and live their life with good ethics and morals,” said Spears. “Most employees are local people who live in our service area, and they are very committed to their work and community.” Cornerstone phones are answered 24/7, and technicians are available around the clock, including weekends and holidays. A Beautiful ICI Home In Time For The Holidays
S
ummer is the busiest time of year to buy a home, because families want to know what school their children will be attending in their new neighborhood, and because they want to be moved and settled before the holidays. This summer, however, many families have become frustrated and have stopped looking because of the low supply of available houses. If your family is wanting to move up to a new home, don’t give up. ICI Homes, one of Florida’s most prestigious builders, has beautiful and unique inventory homes available in the master-planned communities of Bexley in Land O’ Lakes and Asturia in Odessa. “Our homes are specifically designed for families with school-aged children, and offer the latest technology and innovative, open floor plans that connect large family gathering spaces to secluded study enclaves,” said Ron Ferguson, division manager of the company’s West Florida Division. In Bexley, ICI Homes’ popular Pamela model is move-in ready. This one-story, 3,089-square-foot home has four bedrooms, three baths and a three-car garage. Its 12-foot-high foyer gives the option of walking into a flex space/study, kitchen and gathering area, or straight into the owner’s suite. A gourmet kitchen is steps away from the large gathering and dining rooms, both which open to an expansive covered lanai. Bexley’s excellent schools are one of the top reasons many families decide to live in the community. Older children attend Land O’ Lakes High and Pine View Middle, great schools that offer the challenging International Baccalaureate program. Located within the development is Bexley Elementary, which many children walk and bicycle to from nearby homes. Just completing its first year of operation, the school achieved several important milestones, including scoring the highest on standardized third grade reading tests in all of Pasco County.
homes, ICI Homes rewards its buyers with creative incentives that are fun and lucrative, including up to $10,000 in free upgrades that can be used for a deluxe kitchen, golf cart, outdoor space or summer kitchen. Plus, buyers who contract by August 31 receive a luxurious cruise for two on Royal Caribbean to Mexico or the Bahamas. “We’re having so much fun with this promotion,” said Sales Manager Leah Turner. “After all the work involved in building a house, moving and getting settled, our customers are having a blast taking time off to enjoy their free cruise. They deserve it, and we enjoy showing our homeowners how much we appreciate them.” ICI Homes got its start 40 years ago in Daytona Beach. PRIMARY, from page 1A He cited the federal charges filed by Special Counsel Robert Mueller against 12 Russian intelligence officers. They are accused of interfering in the 2016 election through phishing attacks, money laundering and hacking into state election boards. Corley said he was a target of phishing in 2016 from an email that appeared to come from a vendor. He said he didn’t click to open it, and security measures would have quarantined the email, if he had. Corley noted that he later learned from court documents (prior to the recent indictments) that the email came from a hacker in Moscow. Other reports of Russian interference also have emerged since the 2016 election, he said. About 65,000 Americans apparently responded to social media invitations from Russian hackers to political events that weren’t real. Also, about 6 million people “liked” or “didn’t like” postings on Facebook from bots. There were postings both for and against Hillary Clinton, Donald Trump and Black Lives Matter. “They were playing both sides, hedging their bets to get people fired up,” Corley said. Measures are in place to ensure the reliability and security of Pasco County’s elections, he said. The elections office works closely with the FBI, Homeland Security, the Florida Department of Law Enforcement, and the Pasco County Sheriff’s Office regarding potential threats, especially from cyber attacks. In a worst-case scenario, Pasco would have a backup plan, with a paper trail to secure the vote’s accuracy. “You can’t hack paper,” Corley said. A prime concern continues to be low voter participation, particularly in midterm elections. Typically, about 20 percent of registered voters turn out during primaries, Corley said. “That’s sad when you think about it,” he said.“We should be the benchmark for having elections in a democracy,” the elections

Deadlines for voter registration The last day to register for the August 28 primary is July 30. Florida is a closed primary state. Only registered Republicans can vote in the Republican primary; only registered Democrats can vote in the Democratic primary. The last day to register for the Nov. 6 general election is Oct. 9. supervisor said. While a high volume of absentee ballots was requested, Corley said, on average, about 40 percent are returned. Other countries fine nonvoters or give cash prizes via lotteries to voters. For example, Corley said Australia fines voters $50 for not voting. If that were done in Pasco, about $8 million, on average, could be collected. Statewide, about $300 million would be handed out in fines, Corley said. Residents who want to vote in the primary must register by July 30. Because Florida is a closed primary state, only registered Democrats and Republicans can participate in their party primaries. Residents registered, for example, with no party affiliation will be excluded from the primaries. However, Corley said people can change their registration to Republican or Democrat in order to vote on Aug. 28. “They can always change back later,” he said. Every registered voter is eligible to cast a ballot in the Nov. 6 general election. Voters on that date will have choices in local, state and federal races, including county commissioners, state legislators, a governor’s race and a United States senator’s race. Voters also will decide on 17 referendums, including constitutional amendments, and four local bond issues to fund programs for public safety, fire rescue, parks and libraries. The elections office managed to put everything onto one page — using the front and the back of the ballot. Even so, Corley said, “It’s going to be a very, very lengthy ballot.”
REAL ESTATE, from page 1A 2018. That marks the period from when the market “absolutely crashed” to today,“where we’re essentially back where we were,” Nowicke told those gathered at the Heritage Harbor Golf & Country Club. From 2007 to 2008, a year that Nowicke said Hillsborough’s housing market was “driving off the cliff,” the market volume dropped by 24 percent, he said. The total dollar value of single-family residential homes that were sold that year dropped from $3.1 billion to $2.4 billion,” he said. At the same time, the median sold price decreased by 19 percent, from $220,000 to $178,500. There were 10,471 units sold in 2008, Nowicke said. And, at that time, there was 24 months’ worth of supply in the inventory. He explained: “That means there was two years’ worth of houses to meet demand. If no new house came on, it would take two years to sell everything in those market conditions at that time.” In 2008-2009, the market volume bottomed out at $2.3 billion in sales, he said. Median prices continued going down, reaching $132,000. “Units (sold), though, started to recover because price has gone down,” Nowicke noted. In 2011-2012, the market volume increased by 27 percent, going from $2.5 billion to $3.2 billion, he said. “We hit the bottom, in January of 2011, in price,” he noted. Unit sales continued to rise, increasing from 16,600 to 18,432. Meanwhile, inventory dropped to 13.5 months, in January 2011. Fast-forwarding to 2017, the total market volume was $6.8 billion — an 11.7 percent increase from the year before. The median price was $216,600.And, there were 26,000 units sold — which is more than 2 ½ more (units sold) than bottom. Now, the market’s inventory is well below a balanced market, Nowicke said. There was 2.7 months of inventory in May, the most recent statistic available, he said. “That is really, really low inventory,” he said. Experts today consider 5.5 months of inventory to be a balanced market, Nowicke said.
A SELLERS’ MARKET The amount of inventory available dictates the difference between a sellers’ market, a buyers’ market and a balanced market. “The sellers’ market means that the sellers have all of the leverage. There’s no inventory to sell, which is where we are now. Sellers have all of the leverage. There’s more buyers than there are sellers,” he said. “It’s going to drive prices up.The sellers can demand more, or, for example, if they need to do some repairs, they can just refuse to do them because they don’t care. They’ll just wait for the next buyer. “The buyers’ market, remember back to the 24-month supply? The buyers had all of the leverage,” he said. So, buyers get lower prices and more concessions, he added. “You don’t want to give me a good deal
That initiative, he said,“did not use law enforcement appropriately to deal with children with bad behavior and bad activities.” As an example, Simpson noted the accused gunman and former student, Nikolas Cruz, was visited by police “around 30 to 40 times” over the course of several years prior to the Feb. 14 Parkland shooting massacre. “You had a child who was clearly mentally deranged in a school system that was causing major problems — they didn’t trust him to bring a backpack to that school — and we allowed him, as a society, to stay in that school. We allowed that.We put everybody at risk because of this one person’s rights to be in that school. We gotta rethink that, probably,” said Simpson, who represents Hernando and Citrus counties, and parts of Pasco County. Simpson bluntly called out Broward school leaders and local law enforcement for not appropriately vetting all tips related to the alleged gunman’s continually disturbing behavior. “The sheriff should’ve been fired, the superintendent of schools should be fired, (and) those school board members probably will be replaced in this election,” Simpson said. He added:“When you look at our responsibility as adults in society, we failed, on so many levels, the Parkland kids.” Simpson also set the blame on a lack of parental responsibility in the case, and other similar instances that have occurred nationwide: “(Many) parents don’t do anything anymore, don’t raise their kids. Kids get home, they get on a video game; they’re on a video game all day — and that’s what’s raising our kids,” he said. Simpson also discussed the state’s response efforts in the aftermath of the Parkland shooting. He, along with incoming Senate President Bill Galvano, visited the Parkland school the day after the massacre. Simpson told the audience: “We saw the destruction — a very tragic incident. We had to work through that issue and make sure that doesn’t happen again, right?” Out of it came the Marjory Stoneman Douglas High School Public Safety Act, which enacts several measures, including requiring all Florida school districts to provide one or more safe-school officers at each school facility beginning in the 2018-2019 school year.
In addition to permitting a school guardian program, the $400 million spending package allocates nearly $100 million apiece for mental health assistance, and improving and hardening the physical security of school buildings. The legislation also tightened gun laws. The new minimum age to purchase a firearm is 21, up from 18, with a few exceptions. A three-day waiting period is now required for most gun purchases. And, it’s now illegal to sell or possess “bump stocks,” which allow semiautomatic rifles to fire faster. Simpson defended the legislation on the whole: “I think what we did was come out with something that I think will be long-lasting. Not perfect, but substantially good public policy to protect our kids and our school system, so we’re very proud of that. “We were really working 20 hours a day on this stuff. We had folks coming from all over the state — families of the victims, sheriffs all over the state, counselors from all over the state. We were working day and night, putting those together and vetting those things.” Also in response to the Parkland school massacre, Simpson noted the Florida Department of Law Enforcement (FDLE) has added a group of staffers whose sole job is to take and investigate complaints about possible suspicious or troubling behavior in schools, via a mobile app unit. “A student now can go right into the system at FDLE and say,‘This kid has got serious problems and is threatening gun violence or something in our schools,’” Simpson said. The state lawmaker also touched on Florida’s economy during his speaking engagement. He mentioned a handful of funding projects the Florida Legislature has tackled the last several years related to improving public education and transportation infrastructure, and also deepwater seaports and waterways — all of which he believes puts the state in an enviable position, long-term. “Florida’s trajectory is much better than, I believe, the rest of the country, because of that economic investment that we’re making in our future,” he said. Simpson also highlighted the state’s AAA bond rating, pointing out the state has paid off about $7 billion in debt over the last six years, while also cutting nearly that same figure in taxes during that period.

on this house? I’ll just go buy the next one because there’s plenty of houses to buy. “The balanced market means there’s approximately an even number of the people who want to buy and sell,” Nowicke said. The real estate expert also talked about the difference between distressed sales and traditional sales. Distressed sales include homes that are in foreclosure and homes that are being sold short of how much is owed on them, he said. A traditional sale is a home that went on the market that wasn’t a short sale or a foreclosure. “It was just an everyday sale,” he said. “In 2011, 40 percent of our market was traditional sales; 60 percent was distressed,” he said. Since then, the market has improved enormously, and the only homes that can be found at a discount tend to be those which need substantial repairs. Conditions in the housing market were different when it heated up before, he said. “This is my general impression, not necessarily data that I researched, but we had a whole lot of new inventory come on line. Lots of builders building new developments. And, then we had unbelievably lax lending policies. “So, I think if you could fog a mirror, you could not only buy the house, but you also could get a second and a third line on it.You might have $400,000 worth of financing on a $300,000 house that was probably worth $200,000 on its best day,” he said. Now, he said,“you drive around here and you see all of the construction. They’re building new product all of the time, and it is selling. “I just helped somebody buy up in Spring Hill, and there’s 30 houses coming up out of the ground next to the one that she just bought. “It’s crazy. “I get nervous about this. How long can this go on? “I don’t know how long it can go on. The pendulum always swings, so there will be a day when it will be a buyers’ market again. “I don’t know when, but it isn’t right now,” Nowicke said.

Academy at the Lakes gets a new baseball coach By Kevin Weiss kweiss@lakerlutznews.com

ust two months after guiding Carrollwood Day School to the state final four, Ken Akins looks to achieve similar results at another local private school. Akins is the new head baseball coach at Academy at the Lakes (AATL), replacing John DiBenedetto, who left the Wildcats program after three seasons for an athletic director position at Mother of Teresa Calcutta Catholic School, a kindergarten through eighth grade school in Lutz. Under DiBenedetto, AATL achieved its first winning season in program history, a 12-10 record and 6-4 district mark in the 2A ranks. He exits as the program’s winningest coach with 29 career wins. With a solid foundation in place,Akins is tasked with taking the Wildcats program to even greater heights — like he did at his previous stop. Carrollwood Day went 24-4 and reached the Class 3A state semifinals — its best finish in program history — in Akins’ lone season as head coach. Moreover, all six of his graduating seniors on that squad signed to play college baseball. Prior to that,Akins previously served as an assistant coach at the school for five seasons. Akins, however, said the AATL position “was one that I just really couldn’t turn down.” He also noted a “tighter community” and “stronger academics” for his two children. “We did have success at Carrollwood Day, but I love to build programs, and that opportunity on the baseball side was very, very inviting,” Akins said. “The thought process of putting a two-to-four year program together is extremely exciting for me.” An initial goal is increasing overall participation for the program’s varsity roster, while establishing full-fledged junior varsity and middle school teams, said Tom Haslam, AATL’s athletic director. The Wildcats had just 13 players on the 2018 varsity roster. Four of those players were middle-schoolers. “We need that roster right away,” Haslam said, acknowledging that’s usually a challenge for smaller schools like AATL.“Baseball is one of the hardest sports to build because you need a number of players. “There’s a big difference in having 13 players on your varsity roster and 20 players

on your varsity roster,” he said. To solve this dilemma, Akins said he plans to tap into baseball connections throughout Hillsborough County to find more players and encourage kids already enrolled at AATL to try out for the team. “There’s no question that we’ve gotta build the numbers at Academy,”Akins said. “It starts with getting the Academy name out there in the community. I think spreading the word inside the hallways is a great way to get it going.” Another designated goal for Akins is drumming up more support for an on-campus baseball field. Last season they played their “home” games nearly 45 minutes away from the school campus, at Northwest Little League near Leto High School. They also hold practice at the Land O’ Lakes Recreation Complex. “There is no question that Academy needs its own home facility,”Akins said.“You build facilities and kids will come. You put a quality facility out there and that just adds to the complete package that Academy can offer.” Meantime, Akins is focused fielding a quality team come springtime, and, perhaps

competing for district crowns in the crowded 11-team District 5-2A. The Wildcats appear to have talent to do so someday, provided most of the players from last season return, aside from its two graduating seniors. In 2018, the team batted a collective .347 with a .455 on-base percentage, setting a program record in about every offensive statistical category, from home runs (nine) and doubles (34), to RBIs (144), runs scored (171) and stolen bases (94). The pitching staff combined to post a 3.94 team ERA and 179 strikeouts in 126 innings pitched that season. “You’ve gotta buy into the program,” Akins said of building a top-notch contender.“The bottom line is the kids need to, obviously, understand what the goal is and then to be able to buy into the daily routine,
which in turn, creates success.” The school’s athletic director believes Akins is up to the task — citing his overall baseball acumen and dedication to coaching. “He’s just a grinder,” Haslam said of the new baseball coach.“He’s one of those guys that just works hard all year round and that’s what we needed. It’s one thing to be a good coach in-between the lines, but there’s so much that a small-school high school coach has to do year-round to promote his program and build something, especially if it’s not an already established program. “We’re not starting from scratch, but we’ve basically been in the middle of our district for the last several years, and we think Ken, with his passion and work ethic year-round, can get us to that next level and vie for district championships, consistently.”

Lake Park: It’s a go-to place for fun By Randy Underhill Special to The Laker/Lutz News

he common lament — ‘there’s nothing to do,’ could not be farther from the truth at Lake Park, a one-stop shop for solitary getaways and fun family activities at 17302 N. Dale Mabry Highway in Lutz. For $2 per car, visitors to the 589-acre park will find themselves surrounded by recreational options. There are pavilions and grills for those wanting to picnic, plus nearby playgrounds for the kids. There are five lakes, as well as a boat ramp, canoe rentals and kayaking. There also are places to fish, to watch birds and to go horseback riding. For people who enjoy fitness activities, there’s a 2-mile path for walkers, joggers, runners and bicyclists. And, for those who prefer a bit of solitude, there are plenty of spots where you can sit back and relax. Lake Park also boasts some unique features, too, including the Tampa BMX Raceway, the Gasparilla Bowman Archery Club and the Hurricane R/C club. The Tampa BMX Raceway track was established in 1974 and revamped in 1989. It is operated by volunteers and through donations. Competitive racing starts on Fridays at 8 p.m., and on Sundays at 4 p.m. The track hosts local competitions and larger BMX-sanctioned events. BMX Raceway is open to the public, except when there is an event. The Hurricane R/C club track, not far from the BMX Raceway, is a dirt track laid out with jumps and tight curves. The challenging terrain requires the radio-control operators to stay focused in order to keep the cars upright and moving. This track also is open to the public, except during events. The Gasparilla Bowman Archery Club operates on a range that is tucked away in the woods for safety reasons. Those using the range must follow a trail to the secluded area, where they will find an array of paper targets attached to bales of hay.The targets are stationed at varying distances. The club holds competitive shooting, along with raffles, and different archery-related events. Gasparilla Bowman Archery Club, a well-established organization, is widely known throughout Tampa Bay. So, whether you’re looking for a place to have fun with your family or friends, or merely wanting to enjoy some solitary time, chances are you’ll find what you need at Lake Park. The park is open during the spring and summer from 8 a.m. to 7 p.m., and during the fall and winter from 8 a.m. to 6 p.m.

Basking in the sun Will Abraham took this photo of an Anhinga reflected in one of the Oak Grove neighborhood ponds, in Lutz. The bird was drying itself out after a rainy night.
Facilitated by Chaplain Mike Merritt Our relationship with our pets is very special. For many of us, they are members of the family, and when the bond we share is broken, the resulting sense of loss and grief can be overwhelming. At Gulfside Hospice’s Pet Loss Support Group, you can share your feelings with others who are going through a similar experience.

COURTESY OF HILLSBOROUGH AREA REGIONAL TRANSIT AUTHORITY
Representatives of the Hillsborough Area Regional Transit Authority and Tampa International Airport cut the ribbon to celebrate for Route 275LX, an intercounty limited express service linking Pasco County and Tampa. Pasco County Commissioner Mike Moore, second from right, and Hillsborough County Commissioner Sandra Murman, right, attended the event.
NEW EXPRESS BUS ROUTE CELEBRATION The Hillsborough Area Regional Transit Authority and Tampa International Airport hosted a ribbon cutting to launch HART’s first seven-day-a-week intercounty service to downtown Tampa and the airport. Pasco County Commissioner Mike Moore was among the speakers at the ceremony, which included HART and airport officials, Hillsborough County
Commissioner Sandra Murman, and Florida Department of Transportation District Seven Secretary David Gwynn. HART’s Route 275 Limited Express, which began in July, picks up bus riders at the Wiregrass Park-n-Ride in Wesley Chapel, and has stops at Tampa International mall, New Tampa, the University of South Florida area, and downtown Tampa. Route 275 LX connects with Pasco County Public Transportation Route 54,
at the Wiregrass location, which serves east/west Pasco riders from Trinity and New Port Richey to Zephyrhills. Route 275 LX operates seven days a week. Pasco’s Route 54 operates six days a week, excluding Sunday. However, the park-n-ride is available every day for riders who want to board HART’s limited express at the Wiregrass stop. For more information, please visit GoHART.org/275LX.
