Law aims to reduce distracted driving By Brian Fernandes bfernandes@lakerlutznews.com

For now, drivers caught using a handheld phone while driving through an active construction or school zone, will be issued a warning. But, at the beginning of the New Year, a citation can be issued with a $164 fine and three points against a driver’s license for the first offense.

The new restriction was included in a law that addressed texting while driving, passed by the Florida Legislature and signed into law by Gov. Ron DeSantis. The texting portion of the law took effect July 1. It makes texting while driving a primary offense, and also applies to emailing and browsing on a phone. Before July 1, driving while texting was deemed as a secondary offense, meaning that a driver couldn’t be pulled over for it,

but could be cited for it, if the driver had been stopped for another offense. The portion of the law relating to talking on hand-held devices in active construction or school zones took effect on Oct. 1, with a three-month grace period — meaning only warnings will be issued initially. “The common theme is we want you paying attention to your driving, not your See LAW, page 15A

One-man band delights

Brad Myers, of Clearwater, also known as Mr. Brad, delighted a preschool-age audience during his recent performance at the Lutz Branch Library, 101 W. Lutz Lake Fern Road. Myers is known as the one-man band for kids. His half-hour performance was filled with his renditions of many classic children’s songs, such as ‘The Wheels on the Bus,’ ‘You Are My Sunshine,’ and ‘The Ants Go Marching.’ The highlight of his unique show is his ability to play multiple musical instruments, while using clever ways (such as a tambourine fastened to his foot) to play many at once. Marci Krekorian, the supervisory librarian for the Lutz Branch, said that the library has plans to bring Mr. Brad’s show back quarterly, for 2020. Funding for this program was provided by the nonprofit group Friends of the Lutz Branch Library. Above, Brad Myers, during his recent musical performance at the Lutz Branch Library, played the guitar, the mandolin, the piano, the drums, the tambourine, the flute and the kazoo.

An ‘All hands on deck approach’ is needed to address the nation’s mental health crisis. That means greater levels of state and federal funding, and enhanced collaboration between law enforcement and behavioral practitioners. At least that was the message delivered by a group of experts during a recent criminal justice panel discussion titled “The Intersection of Law Enforcement and Mental Health.” Speakers focused on the broad array of challenges facing today’s criminal justice professionals and the current trends, as well as future initiatives that shape law enforcement’s engagement when dealing with mental health issues. Panelists underscored the significance of the problem on a national scale. More than 100 students, faculty, law enforcement officials and community members gathered for the Oct. 7 discussion, hosted by Saint Leo University. There’s no question, the challenges are far-reaching. Approximately 43.8 million adults in the United States experience mental illness each

year, according to the National Alliance on Mental Illness (NAMI). The organization also reports 46% of Americans will suffer a mental illness in their lifetime. Panelist Dr. Christopher Cronin, a Saint Leo professor of psychology, cited an American Psychological Association report that shows there are now 42,000 suicides annually in the U.S.That marks the highest rate in 28 years, and is up 24% percent since 1999.

“This is clearly an epidemic,” Cronin said. For law enforcement, it has made a tough job even tougher, as officers work the frontlines of the mental health crisis. One study shows that a quarter of the people shot by police are in a mental health crisis at the time when the use of force occurred, Cronin said. However, Cronin added, law enforcement is not necessarily to blame. See HEALTH, page 15A

When rural tranquility and Olympic dreams clash By B.C. Manion bcmanion@lakerlutznews.com

Dania Vizzi wants to use a private skeet shooting range, off Bellamy Brothers Boulevard, to perfect her skeet shooting skills so she can make the U.S. team for the 2020 Olympics. But, her neighbors say her Olympic quest is causing harm to their agricultural and horse-breeding pursuits, as well as disrupting their rural tranquility and peace of mind. Those were among the issues aired out at an Oct. 10 Pasco County Commission public hearing on a request filed by Arthur and Doree Vizzi, Dania’s parents. The 53-acre property is on the west side of Bellamy Brothers Boulevard, about onehalf mile east of Johnston Road, said Debbie Hernandez, Pasco County’s zoning administrator. The skeet shooting range consists of a skeet field made up of shooting stations and two trap houses, Hernandez said. The county has cited the Vizzi’s for developing the property without obtaining a permit for a conditional use, and the request is an attempt to address that violation. County planners recommend approval of the request, contingent on several conditions. During the public hearing, Dania Vizzi, of Odessa, told planning commissioners:“I’m a four-time world championship medalist; twotime national champion; just medaled at the Pan American Games and, as of last week, I am halfway onto the Olympic team for 2020. “I just really need it (the skeet shooting facility) to train. This is my passion. This is what I love to do. I want to compete for my country as long as I can. I would just love your help with it,” she said. Matt Newton, an attorney representing the applicants, said before purchasing the property, his clients reached out to the county and understood that as long as the property wasn’t being used for commercial uses, they could practice on the property. “She practices several hours a day and an interruption of practice can be devastating to her preparation for competitiveness,” Newton said. Newton said his client would agree to provide more privacy screening to buffer the properties on the north and south, but said the condition for a 20-foot berm is too expensive. He said based on his research, meeting that condition would cost between $65,000 and $112,000. Arthur Vizzi told planning commissioners: “We can’t agree to conditions that are beyond our capabilities. They are cost-prohibitive for us.” Newton said:“The best method of mitigation in our opinion would be to limit the hours.” His client agrees to no shooting before 9 a.m. and after 4 p.m., and no shooting at all on Sundays, or on Good Friday, Easter, Thanksgiving or Christmas Day, the attorney said. But, neighbors urged planning commissioners to consider the negative impacts they said have resulted from the skeet shooting facility. “I’m not here to kill somebody’s dreams to be an Olympian. That’s not why I’m here,” said Glenn Stevenson, of 16653 Bellamy Brothers Blvd. “I find it interesting that they can quote all of these awards, but they haven’t just happened. They happened before they purchased the property, as well. So this property isn’t key for her success as an Olympian,” Stevenson said.

“My business is being impacted negatively. I have lost people who boarded horses with me, that are very expensive brood mares. I run a breeding program. I have a reproduction lab on my farm,” he said. “Originally, they told me it was going to be two hours a day. It was more like four to five hours, seven days a week. “I can actually hear it in my house. I am the closest property to their property. I get all of the noise in my house,” he said. He told planning commissioners he would like the use to be limited to five days a week, from 9 a.m. to 4 p.m., with no shooting on holidays. Judy Geiger, of 16225 Bellamy Brothers Blvd., lives on the property due south of the Vizzis’ parcel. “I don’t want this next door to me,” Geiger said. Beyond noise, she’s worried about contamination. “The lead stays in the ground,” Geiger said. She’s worried, too, about a negative impact on property values. “Who wants to live next to gunfire noise?” she said. Philip and Robin Rhinesmith, both of 16833 Bellamy Brothers Blvd., were among others voicing objections. “There have certainly been quality of life impacts,” Philip Rhinesmith said.“It’s not the fact of the shooting. It’s the duration..” They are also concerned about long-term impacts, he said. “Typically, firing 250 rounds a day equates to about 15 pounds of lead on the ground. The accumulation over a year’s time could be 5,000 pounds a year,” he said. Robin Rhinesmith added:“We have three generations of family living on our farm, which we’ve called home for about 50 years.” The family lives among “beautiful live oak trees and pasture,” but they spend less time outside because of the constant gunfire. “Using earbuds on the tractor doesn’t even drown it out,” she said. She also noted that her daughter, a competitive equestrian for years, has stopped “because she doesn’t enjoy training on her own property.” But, Doree Vizzi told planning commissioners that they bought the property to enable her daughter to train there. “I do not want to cause problems with my neighbors. “That’s not our goal. “I go with my daughter 90% of the time to the range. I pull for her. She only shoots three or four hours by herself. “There’s an over-reach and an over-exaggeration going on here right now,” she said. David Goldstein, chief assistant county attorney, told planning commissioners: “The mere discharge of weapons is not something we can regulate because the Legislature told us we can’t. However, we can regulate gun ranges.” Planning Commissioner Michael Cox said,“by going through this process and having at least some conditions, that would appear to me that it would be an improvement for the surrounding neighbors — specifically the hours of operation that they’re allowed to do it versus all of the time.” Cox called for approval of the request, contingent on the planning staff’s conditions. The motion passed and now the issue goes before the Pasco County Commission, which is slated to consider the request at a Nov. 5 public hearing.

World War II vet celebrates 100th birthday By Brian Fernandes bfernandes@lakerlutznews.com

VFW Post 8154, in Zephyrhills, was packed with people to celebrate Edward Bruno’s 100th birthday on Oct. 12. “I think he will be absolutely stunned to see how many people have come out today to honor him and celebrate his birthday,” said Suzanne Ahmad, his niece. And, so he was. “It’s a surprise to me,” said Bruno, a decorated U.S. Marine Corps veteran, during an event that attracted relatives, devoted friends and dignitaries. He sat at a long table, in a chair festooned with balloons, donning a birthday crown emblazoned with the number 100. Like many of his fellow VFW members in the room, he also wore a signature red polo shirt. Friends and relatives swarmed him, giving him hugs and handshakes, and taking photos of him. VFW dignitaries took to the stage, offering their birthday wishes, as Bruno relaxed, taking occasional sips of his wine. Fellow Marine veteran Glenn Shaw, who lives in Zephyrhills, welcomed the crowd. His eyes welled with tears as he spoke about his friendship with Bruno. “I go to his house at least once a week. If nobody makes his bed, I make his bed for him. [I] do little things around the house for him. He’s a good man. He’s my buddy,” Shaw said. State Rep. Randy Maggard was there, too, to help celebrate the day. “This is a special event and a special time. Truly he has epitomized the spirit of those we call the greatest generation,” said Maggard, who represents District 38 in the Florida House of Representatives. Bruno’s extended family sat near him during the celebration, including nieces, a younger sister, a grandson and a daughter-inlaw. They celebrated Bruno’s 100 years of life, which began when he was born in Buffalo, New York, in 1919. He grew up there, in a family of 13 children. He enlisted in the U.S. Marine Corps in

As his military career progressed, he served as a drill sergeant and was stationed in Guadalcanal, New Guinea, Georgia and Cape Gloucester. “I think he’s always been very proud of his service, his devotion to his family and country,”Ahmad said.

Longevity is a family trait, she added. However, while enjoying a lengthy life, Bruno has outlived his wife, Barbara, and his only son, Bobby. There have been challenges, too. He had to be fitted with a prosthetic leg, after an accident in a factory. But, he always has made the best of his situations,Ahmad said. And, his example has been a life lesson

for her, she added. Bruno’s two other nieces, Paulette Kline and Louise Cantwell, also were at the party, reminiscing fondly about their uncle. “We would have a lot of happy memories of being in his home,” Kline said,“and [he was] always a very gracious host and very loving.” She said her uncle helped her to develop a sense of gratitude. Cantwell recalled that at family gatherings, Bruno and her other uncles would talk about growing up during the Great Depression. She said it reinforced the importance of being there for one another. “The solidarity is what we get from it. The family solidarity – to be together when we can and help each other when we can,” Cantwell said. She also noted his upbeat attitude. “He’s always got a positive outlook,” Cantwell said. “He just kept on being the same happy person.” Plus, she mentioned, Bruno has been quite a “chick magnet,” and that’s still true today. “At 100 years old, he can still get the women to come give him attention,” she said, laughing. The nieces also agreed that their uncle also has an excellent sense of humor. Besides offering kind words of congratulations,VFW members also gave Bruno gifts to mark the occasion. They gave him a framed plaque, a case holding a certificate for his service and a Tervis tumbler cup engraved with his name. But, Bruno wasn’t the only one celebrating a birthday that day. Jack Henry Dias was celebrating, too. He shares Bruno’s birthday, and he was turning age 1. Bruno held the little boy in his lap, while people took photos. The pictures kept coming, as Bruno was helped outdoors by his grandson, Eric, before partaking in a special meal. There, Bruno posed with his family and caregivers in front of a big military truck. They were creating yet another memento, to celebrate Bruno’s century’s worth of life experiences.

Specializing in Like-New Vehicles By William Jacko Special to The Laker / Lutz News

LAND O’ LAKES 813-996-1211 DADE CITY 352-567-1414 ZEPHYRHILLS 813-779-1999

With several large RV dealerships in the area, Optimum RV in Zephyrhills has found its niche specializing in used recreational vehicles. “We sell late-model, quality used products that are close to like-new condition, but priced dramatically less than what a new RV would cost,” said Zachary Crandell, general manager. “All the big stores on I-4 are 85% new and 15% used. We’re the exact opposite — 85% used and 15% new.” You will likely meet Crandell when you visit Optimum RV, because he enjoys talking with customers — something that’s unusual at most dealerships. “When you go to one of the bigger stores, the customer is never going to see the general manager,” Crandell said. “I talk to almost every single customer, and sit down with them and do a deal. You can’t do that anywhere else.” Another benefit to buying from Optimum RV is that customers see the same friendly faces every time they visit. “It’s nice when you come here, because you’re always going to see the same people,” said Crandell. “At bigger stores, you will likely talk to a different person every time, whether it’s in sales or service.” Optimum RV sells travel trailers, motor homes, fifth wheels, and towable trailers. It sells more fifth wheels than any other types of RVs because east Pasco County is saturated with RV resorts and snowbirds, who want to pull their RV behind their vehicle. Small travel trailers

ALL YOU CAN EAT!

are also in demand, and are especially popular with families with children who like to camp out and hunt. Optimum RV takes care of its customers after the sale with a full-time service department that works on most makes and models. It also repairs generators, air conditioners and just about anything else found on recreational vehicles. As a small, family owned business, Crandell considers small businesses like Optimum RV important, to keep market prices low and give people choices. “Small business keeps the big guys honest,” he said. “Maybe some customers wouldn’t get a fair shake if it wasn’t for smaller stores like us. We’re only 15 miles from the big stores on I-75, and they often have the same exact make and model as we do, but their prices are $10,000 to $15,000 more.” Who should consider buying an RV? “If you like being outside, and you don’t mind getting your hands dirty, you will probably enjoy owning an RV,” Crandell said. “Traveling in an RV is a comfortable way of seeing the country, and there are a ton of nice RV parks everywhere that are clean and affordable.”

Pasco County firefighter Hunter Garcia, his wife, Kayla, and their 5-month-old daughter Clara were traveling down Van Dyke Road on Sept. 13, when they were involved in a multi-car accident. A total of four cars were affected, with five people transported to the hospital, according to a Hillsborough County Sheriff’s Office news release. All three Garcias were taken to the hospital. Hunter and Kayla sustained severe injuries. Clara did not survive. Now, a community event is planned to benefit the Pasco County firefighter’s family. The event is set for Oct. 26 from 10 a.m.

to 6 p.m., at Land O’ Lakes Heritage Park, 5401 Land O’ Lakes Blvd., in Land O’ Lakes. Patrons can purchase a $10 plate, with their choice of barbeque pork, chicken, a hamburger or a hot dog, accompanied with two sides. There also will be a raffle, T-shirt sale, bake sale and an auction. Volunteers for the benefit will have a planning meeting on Oct. 20 at 1 p.m., at Heritage Park. Admission to the event is free, with proceeds raised from the food sales, raffles, bake sale and auction benefiting the Garcia family. Anyone who would like to donate food or drinks, take part in the auction, or volunteer their time, please contact Kristal Morrow at (813) 860-7991.

Conserving water helps everyone By Mary Rathman mrathman@lakerlutznews.com

Pasco County Utilities wants to urge people to conserve water whenever possible, bringing awareness to “Imagine a Day Without Water on Oct. 23. The day is meant as a reminder for how important water is to our daily lives. Most people cannot imagine a single day without water, or they expect that clean water will always come out of their faucets.

Access to clean water should never be taken for granted, as it contributes to the health and safety of everyone. Pasco County Utilities encourages families to spend at least one day thinking about and tracking the amount of water used in a single day. Conservation efforts, as a community, can ensure a future where clean water is available each and every day. For ways to conserve water, including water-saving tips for indoors, outdoors and businesses, visit bit.ly/SaveH2OPasco.

Tampa Bay Water again is offering minigrants for community groups, nonprofits, schools and universities that are interested in preventing pollution, cleaning local waterways, and protecting the area’s drinking water sources. The Tampa Bay region depends on water from the aquifer, rivers and desalinated seawater for its drinking water, and Tampa Bay Water works with the community to protect those sources. Mini-grant projects are ideal opportunities for scouts to earn merit badges, students to fulfill volunteer hour requirements, and service clubs and organizations to get involved in supporting public health and safety. The projects also can be great for educators looking to combine STEM (science, technology, engineering and math) concepts and lessons with hands-on experience, to

supplement classroom learning. The grants range from $2,000 to $10,000. Last year’s recipients were: • Keep Tampa Bay Beautiful ($10,000) • Keep Pinellas Beautiful ($10,000) • Sickles High School ($2,000) • The Pasco Education Foundation ($5,000). To qualify for a grant, applicants must submit an event or project plan related to source water protection in Tampa Bay Water’s service area that includes Hillsborough, Pasco and Pinellas counties.A plan for events or projects can include river cleanups, litter prevention projects, public education campaigns and conservation outreach events. Those interested can download an application at TampaBayWater.org/grant. Applications must be submitted by 5 p.m., on Nov. 15. Organizations receiving a mini-grant will be notified in December, and the funds will be distributed in 2020.

“suicide by cop.” This phrase refers to a situation in which an individual deliberately behaves in a threatening manner, with intent to provoke a lethal response from a public safety or law enforcement officer. Pasco County Sheriff Chris Nocco, another panelist, understands the challenges facing his deputies. Law enforcement seeks to mitigate threat situations with bullhorns and less lethal devices, but encounters quickly can

Panelists suggest solutions By Kevin Weiss kweiss@lakerlutznews.com

Panelists at a discussion at Saint Leo University had some thoughts for ways to divert some offenders from the criminal justice system to mental health courts, instead. That way they could get treatment for their issues, rather than jail or prison time. Dr. Moneque Walker-Pickett, a panelist during an Oct. 7 session called “The Intersection of Law Enforcement and Mental Health,” advocates increased federal spending to expand available mental health treatment options. Other panelists agreed more resources are need to provide mental health services. Florida’s mental health spending ranks 49th of 50 states, at approximately $40 per capita annually, said Dr. Christopher Cronin, a psychology professor at Saint Leo University. “It’s hard to get a good dinner at a restaurant for $40,” Cronin said. “So when you vote—and you should — find out what your candidate thinks about the mental health crisis and their record on funding for mental health.” Cronin specifically called for an expansion in crisis intervention and de-escalation training, to better prepare law enforcement agencies to tackle mental health crises. Some of these mental health training programs are offered by behavioral health volunteers pro bono, Cronin said. “It’s a good start, but we need more funding,” he said. Pasco County Sheriff Chris Nocco, also a panelist, expressed confidence that the county could receive more funding from an ongoing multibillion dollar civil lawsuit against five opioid manufacturers. He suggested those dollars be used to help set up “mental health ERs,” or

quasi walk-in clinics, to serve people facing a mental health crisis. Nocco put it this way:“If you broke your arm or twisted your leg, you know where to go. If you have a mental health crisis, what do you do? You call 911, but that’s not providing help.” The sheriff also called for increasing both awareness and resources regarding mental health issues in law enforcement circles. He thinks it should be similar to the way the military has brought about a more open dialogue regarding post-traumatic stress. “Nobody ever talks about that in law enforcement,” Nocco said.“The law enforcement officers will not readily say, ‘Hey, I need help, I need to talk to somebody…’” Panelist Kim Senger, a masters level social worker who’s worked as a therapist in both Canada and Florida, said law enforcement and social workers need to become more effective partners to help at-risk youth and troubled students in school systems. He emphasized the need for more youth intervention and counseling, to deal “with issues before they get out of hand.” “We have to look at is as a holistic approach,” he said. “If you can’t find them, if you can’t connect to them, there’s going to be trouble, they will be troubled.” The experts also had ideas for how average people can play a role to help reduce the nation’s mental health crisis. “You do not need to be a mental health professional to have a significant impact on someone,” Cronin said. “Find someone who looks like they need a friend. The person having lunch alone, the classmate who never seemed to quite fit in, the colleague who doesn’t seem to blend. “What I would tell you to do is befriend them, go out of your comfort zone, join them for lunch or ask them to join you. No one should eat alone if they don’t want to,” Cronin said.

escalate, when a person who is suicidal attacks or threatens to attack police or citizens, Nocco said. “Law enforcement officers are being put in a tough position,” the sheriff said. “We always say,‘The safety of the citizens around that person and the deputy has to be paramount,’ because if they’re charging at you…the reality is — we have families, we want to go home, too.” Michelle Allen, a Saint Leo criminal justice undergraduate instructor, reiterated points raised by her fellow panelists, Cronin and Nocco. “How are you as an officer supposed to recognize that this person is suffering from mental illness? How can you look at somebody in the five seconds and say,‘Oh, he’s mentally ill…’ He’s fighting you. What do you do, because you want to go home, too,” Allen said. Before venturing into higher education, Allen spent two decades in Georgia, working for the Clayton County Sheriff’s Office and Smyrna Police Department, respectively. Many arrests occur when people are in a mental health crisis or breakdown, and have either gone off their medications or have not yet been diagnosed,Allen said. Pasco Sheriff’s Office estimates as many as 20% of its calls for service are mental health-related. In an initiative to “get ahead of the curve,” the agency has established a specialized Mental Health and Threat Assessment Team (MHTAT). That team is trained to keep tabs on the county’s residents who have been referred on repeated occasions for involuntary evaluations, under the state’s Baker Act. However, Allen noted, if a crime has been committed, the mentally ill still must

be treated like other suspects, in the interest of officer and public safety. “These people are not necessarily violent, not necessarily criminal,” she said, but she added, “you want to definitely get that person in handcuffs…and then determine what’s going on with them.” More frequent encounters between police and the mentally ill can be traced to the deinstitutionalization or closing of mental health hospitals in the last 60 years or so, according to Dr. Moneque WalkerPickett, another panelist, who is the associate department chair of criminal justice and a criminal justice professor at Saint Leo. The number of available psychiatric beds has plummeted, according to data cited by Walker-Pickett. The U.S. Department of Health and Human Services reports that today there is roughly one psychiatric bed for nearly 3,000 Americans, while in 1955, there was one bed for every 300 Americans, WalkerPickett said. Facility closures have resulted in an increase of people with mental illness winding up in America’s jail and prison systems, she added. She explained:“It resulted in putting a lot of these people on the streets, it resulted in having people at home who weren’t getting the treatment that they needed, and as a result, sometimes there were interactions with law enforcement. You see that happening more and more — these interactions with law enforcement.” Walker-Pickett also pointed out alternative treatment wasn’t appropriately provided in lieu of the closing of mental health facilities, particularly in low-income communities “who don’t have access to affordable or appropriate health care.”

Deputy Marc Lane, of the Pasco County Sheriff’s Office, keeps an eye out for motorists who may be talking on their phones while in an active construction zone on State Road 54. Florida has a new state law, which took effect Oct. 1, that prohibits talking on a hand-held device while driving through active school or construction zones.

LAW, from page 1A phone,” said Sgt. Dan Fenstemacher, of the Pasco County Sheriff’s Office. “With everything that’s going on in vehicles, distracted driving is a major problem,” he said. Tragic consequences can occur when drivers are distracted, said Fenstemacher, who is part of Sheriff’s Office’s Highway Interdiction Team division. “Bad things can happen when you’re not watching where you’re going. You’re going off the road, you might hit a bicyclist, hit a kid on the sidewalk [or] go head on into a vehicle. We’re not out there to just write tickets, but we want people to drive safe,” he said. Vehicular accidents due to “electronic communication devices” last year alone resulted in 48 crashes and two fatalities in Pasco County, according to statistics from the Florida Highway Patrol. Fenstemacher’s team is assigned to patrol main corridors such as State Roads 52, 54 and 56. Recently, Deputy Marc Lane of the Pasco County Sheriff’s Office observed motorists who may have been talking on their phone while driving. He was parked in an unmarked SUV, in a median near an active construction zone.Within about 30 minutes, he pulled over five motorists for speeding or using hand-held devices in the zone and

issued them warnings. The county’s sheriff’s office is working along with the Florida Highway Patrol and local police departments to enforce the new measure. “Certainly we work collaboratively to try and cut down [on accidents],” Fenstemacher said. Driving in school zones and construction zones while talking on a hand-held phone is prohibited only when those premises are active with people present. A school zone is considered to be operational when there are speed limit signs with flashing lights, cross guards, and children crossing the street. For construction zones, orange, diamondshaped signs and cones along the road, are signals that work is being done in that area. It is permissible to use a Bluetooth or an earplug in only one ear in restricted zones, as long as a device is not in the motorist’s hand. This also can apply to a phone or a tablet. If a vehicle is not in motion, whether at a stoplight or in congested traffic, texting is not considered an infraction, the Fenstemacher noted. Signs that a driver is texting on the road may include delayed reaction time, slowing down below the speed limit, swerving outside of a designated lane or periodically taking eyes off the road to look downward, he said.

Coach Jermaine Clemons shares pointers on blocking techniques with several of his offensive players during a recent practice at Keystone Park in Odessa. In addition to coaching, Clemons also serves as the current athletic director for the Keystone Bills Youth Organization.

Youth league blends football, life lessons By Kevin Weiss kweiss@lakerlutznews.com

I

n this youth football program, life lessons are just as important as fundamentals of tackling, blocking or catching. Winning is nice and all, but the Keystone Bills youth football and cheerleading organization is more about developing tomorrow’s leaders, officials say. “We’re really trying to build young men and young women,” said Bills president/athletic director Jermaine Clemons, who’s in his fourth year with the group. “It’s bigger than just football,” said Bills U14 varsity coach Juan Long, who’s been with the organization for 13 years. That theme is emphasized in the organization’s three pillars — respect, community development and education. The Bills offer flag football, tackle football, and cheerleading for ages 5 through 14.The organization was established in 1976, serving northwest Hillsborough County and Odessa. It currently has about 160 players across five youth divisions, plus dozens of cheerleaders. The organization has enjoyed its share of success in recent years, especially at the higher levels. Under Long’s watch, the Bills won Tampa Bay Youth Football League (TBYFL) varsity titles in 2013 and 2017. The team of 13- and 14-year-olds is enjoying another solid season, with a 6-2 mark. “Juan really coaches it,” Clemons said.“He coaches his players up, and he’s very detailoriented. He runs a defense almost like a college team. They run an offense almost like a college team. It’s not, ‘Line up and run right, run left.’There are small details.” But Long, also an assistant at Steinbrenner High, isn’t out there simply to win ballgames.

“I really don’t care about a trophy,” he said. “I care about if (kids) want to come back because they had a great experience, a great time with us. “Every year I tell the parents,‘My job is to make them better brothers, better sons, better husbands for the future.’That’s the main goal, to establish more of the characteristics of these kids, as opposed to just being a football player. I know if we’ve done the other things correctly, we’ve done our job.” Parent volunteer Jennifer Green witnesses it first-hand with her three sons, who each play for the Bills. Green explained Bills coaches stay on players about their schoolwork and even offer tutoring sessions before regular Tuesday and Thursday night practices at Keystone Park in Odessa. Coaches also require players to face their teammates if they miss a practice or game due to a behavior or off-the-field issue. “They’re 100% not just here to make your child a better football player,” she said, “They’re here to build men.” It’s something 14-year-old Tre Wilson has grown to appreciate. On the field,Wilson about has it covered, as a versatile athlete who can play running back, receiver, quarterback and returner. The Gaither High freshman also has the bloodlines, as father Eugene Wilson II is a two-time Super Bowl champion with the New England Patriots who also played for the Houston Texans and Tampa Bay Buccaneers during an eight-year NFL career between 2003-2010. But, it’s the mentorship from coaches that sticks out most to the younger Wilson. “They’ve shown me experiences about life, as I’m growing up,” he said. “Over the years, they’ve taught me not only about football, but being the best on and off (the field).” Aside from life lessons of course, Bills

While holding onto a roster, Coach Dave Saunders observes his offense players run individual drills, as they perfect their deep routes. Saunders was an all-conference receiver at West Virginia University in the late 1990s who went on to play nine years of arena ball. He is currently the varsity wider receiver coach for Gaither High School in Tampa.

coaches impart their fair share of football advice. They’ve got the pedigree to do so. Clemons was a running back at the University South Florida in the late 1990s under head coach Jim Leavitt. Long was a linebacker at Mississippi State University in the early 1990s, and had a brief stint in the NFL and played several years in the Arena Football League. Another coach, Dave Saunders, was an allconference receiver at West Virginia University in the late 1990s who has the

third-most receiving yards in school history. He went on to play nine years of arena ball, including four season with the Tampa Bay Storm (2002-2005). The experience resonates with players and parents alike, said Green, whose boys spent time in other youth football leagues in the Tampa Bay area. “We’ve been drawn here by the level of coaching that is available,” she said. “The level of coaching here is a lot more intense. To have that level of experience out there, not every person can bring that out.” The diverse and decorated football backgrounds help get kids to heed coaches’ principles, Long ex-

plained. “You don’t need to be a former player in order to get credibility,” Long said,“but, at the same point in time, especially with today’s generation, you do at least get their attention.” “We have that experience, so we can relate to the kids from that standpoint. They know,‘Hey, these guys have been there and done it, they’ve seen things at the highest level, then maybe we should listen to them, because they’re trying to steer us in the right direction.’”

T

his year’s Rattlesnake Festival started off with a bang. That is because Darby’s own musical siblings, the Bellamy Brothers, kicked off the 53rd annual festival off with a very special, Oct. 18 evening concert, marking the first time the musicians played the festival in decades. Hundreds packed the Dan Cannon Auditorium at the Pasco County Fairgrounds to hear Howard Bellamy and his brother, David, perform some of their biggest hits including,“Redneck Girl,”“If I Said You Had A Beautiful Body,” and, of course, their signature song, “Let Your Love Flow.” They also mixed in some tracks off of their newest album,“Over the Moon,” released earlier this year. The brothers got their first taste in performing in front of an audience at the 1968 festival, then known as the ‘Rattlesnake Roundup,’ when they performed on stage, for free, with their father. This year, the sold-out concert raised money for the festival’s host,The Thomas Promise Foundation. After the concert, the regular festival days were Oct. 19 and Oct. 20 at the Pasco County Fairgrounds, 36722 State

Road 52 in Dade City. Over the course of the weekend, thousands flocked to the site to enjoy a wide array of activities, wildlife shows, exhibits, bounce houses and other attractions. There were carnival rides and games, and the chance to hold a real, live alligator. Vendors were there selling handmade crafts, and businesses were there touting their products and services. Hungry festival-goers also had plenty of choices at the food court area, including corn dogs, soft pretzels, gyros, pizza, funnel cakes and fresh lemonade. Of course, the weekend wouldn’t be complete without watching the traditional Eddie Herrmann Wooden Gopher Tortoise Races, geared toward kids, 12 and under. The races, which use mechanical wooden gopher tortoises, were held throughout each day, for age groups 7 and under, and 8 through 12. First-, second- and third-place winners from each race earned a ribbon, and the first-place winners were eligible to compete for a trophy in the championship games. The races were named after Eddie Herrmann, one of the festival’s founders, who passed away hours after the close of the first day of the 51st festival in 2017.

Jim Smalley, of Dade City, holds his hat over his heart, during the singing of the StarSpangled Banner, before the start of the Bellamy Brothers concert. Smalley is a retired staff sergeant from the U.S. Army.

Inside the Croc Encounters attraction, 10-year-old Kinnley Reeves, of Lutz, pets ‘Smiley,’ a 3foot gator, held by zoo keeper Lou Coticchio, of Largo. The Croc Encounters group had several alligators, turtles and snakes in their exhibit, and for a small fee, people could hand feed several large tortoises or even hold a live alligator.

Four-year-old Harleigh Sexton, of Dade City, takes aim at shooting some tin cans, with a little help from her mother’s boyfriend, Jesse Larkin. The two were playing the Wild West Cork Gun Game. LeBaron Concessions worker Richard Landers is looking on.

After watching a presentation given by the nonprofit organization, The Rattlesnake Conservancy, onlookers rush over for a chance to pet ‘Stripe,’ a female canebrake rattlesnake. Handler Chase Pirtle is holding the snake.
