Ridge Road permit gets green light

The U.S. Army Corps of Engineers has granted Pasco County’s permit request to allow the extension of Ridge Road.

The approval marked a major milestone in a process that’s been two decades in the making.

As it stands now, motorists use State Road 52 or State Road 54, if they want to head east or west in Pasco County.The ex-

tension of Ridge Road will give them a third option.

“It’s a really, really substantial capacity benefit to the area,” said Sam Beneck, the extension’s project manager.

The county also sees this corridor as a another pathway for people to travel in the event of an emergency.

Pasco County Commission Chairman Mike Moore estimates that the extended Ridge Road will carry as much as 25% of hurricane evacuation traffic, if a disaster

threatens the area.

The Ridge Road Extension project is broken into two phases.

The first phase will build a new stretch of Ridge Road, which will extend from Moon Lake Road east to the Suncoast Parkway.

The second phase will continue the extension eastward, linking the Suncoast Parkway to U.S. 41.

Pasco ‘hottest county around,’ There are commission chairman says strategies

When Pasco County Commission Chairman Mike Moore moved to the county in 2007, it was a different place.

When he arrived, the State Road 54/56 corridor — with it shopping malls, restaurants, car dealerships, hotels, residential subdivisions, medical offices, state college and industrial development — looked nothing like it does today.

The Shops at Wiregrass wasn’t even there yet, recalled Moore, who had made the move from nearby New Tampa for a larger home in Seven Oaks.

“They just built the J.C. Penney, without the mall.When I first moved here, we were still going to Hillsborough County and to New Tampa for a lot of things,” he said.

That was then.

“You think about how hot Pasco County is right now. We’re the hottest county around,” said Moore, now serving in his second term, and recently named county commission chairman.

“Wesley Chapel has the highest income in the Tampa Bay region.

“New restaurants and businesses are coming every single day.

“I do so many ribbon cuttings my fingers are tired,” Moore said.

New businesses are bringing jobs to the county, and there’s even some Class A office space popping up.

“That’s what is amazing, you look at the growth and opportunity that we have in this area now, compared to what we had when I first moved here in ’07.”

Stuttering isn’t a speech impediment that can be cured — but it is one that can be managed, according to Robin Fisher, a speech pathologist in Pasco County Schools.

The condition affects an estimated 70 million people, worldwide, according to the Stuttering Foundation of America.

And, help is available in the public school system, for students who qualify.

Zephyrhills is gearing up for big changes in 2020 RELOCATION OF U.S. 301/PRETTY POND ROAD TRAFFIC SIGNAL

As a new decade approaches, the City of Zephyrhills plans to open a much-anticipated tennis facility, plans to extend its airport runway, will be engaged in infrastructure improvements and could possibly end a 60-year tradition of operating its own fire department.

Here’s a closer look for what’s on the horizon for 2020 and beyond:

SARAH VANDE BERG TENNIS & WELLNESS CENTER

The $4.9 million Sarah Vande Berg Tennis & Wellness Center is expected to be open in late summer, about a year after its July 2019 groundbreaking.

The much-ballyhooed facility, at 6585 Simons Road in Zephyrhills, will feature: • Eleven outdoor tennis courts (eight clay, two hard surface, one exhibition), eight pickleball courts and four padel courts • An adjoining 7,400-square-foot indoor wellness center, with a fitness and rehabilitation studio, salt/sauna room, cryotherapy, pro shop, café, kid’s area and more.

Zephyrhills City Manager Billy Poe recently told The Laker/Lutz News that the city also has requested an additional $1.5 million in state appropriations for a second phase of the project, which would encompass a 30,000-square-foot multipurpose indoor facility for tennis, soccer, athletic training, banquets, receptions and so on.

The county is drafting up a tentative agreement that will be presented and reviewed by Zephyrhills officials sometime in early 2020, Poe said.

The move is due in part to funding and staffing issues that have plagued the city’s fire department, the city manager said.

Should the merger occur, Pasco County Fire Rescue would operate the city’s two fire stations and would absorb the city’s fire department personnel at their proper pay step.

The county also would ensure and maintain additional staffing needs at both stations and place an ambulance within the city limits.

Development plans at and near the corners of U.S. 301 and Pretty Pond Road have prompted the relocation of the traffic signal that currently is located at Merchants Square and Townview shopping centers, to a new location at Pretty Pond Road.

The city is working with the Florida Department of Transportation on the design, and has requested $2.3 million in state funds for the project.

If funding comes through, construction likely would begin in August or September.

Completion is targeted for early 2021, the city manager said. Relocating the signal would improve traffic flow, he said.

Meanwhile, the city has budgeted $600,000 for road resurfacings in 2020, the most significant being 12th Street in front of Zephyrhills High School.

NEW DEVELOPMENTS ON TAP

AIRPORT RUNWAY EXTENSION Work is progressing to extend Zephyrhills Municipal Airport’s runway 119, a measure to accommodate larger passenger and corporate jets, and spur aviation and industrial development.

The city received $5.9 million in state appropriations to extend the runway by 1,200 linear feet — which will bring it to about 6,200 feet.

Engineers and officials are analyzing the design of the project, keeping in mind any potential impacts it could have on Skydive City’s landing zone, Poe said.

The airport also is set to receive an upgraded fuel farm, as well as airfield beacons and lighting improvements, he said.

Zephyrhills expects to see a surge in population growth over the new decade, as residents move in to make their homes in residential projects that are now at the permitting stage, are already coming out of the ground, or have received entitlements for future development.

Larger single-family developments include The District at Abbott’s Square, Zephyr Lakes, Hidden River, as well as expansions to the Silver Oaks and Silverado communities.

Meanwhile, Wire Ranch Apartments and Pretty Pond/Wire Road Apartments are some of the larger multifamily units in the works.

Commercial development is expected to follow. Chipotle and a Chick-Fil-A are expected to open in Zephyrhills, and there are rumors the city could become home to some other chain restaurants and businesses.

He helped catch criminals, solve crimes for 50 years

Det. Roger Cockerill — who was instrumental in some of the Pasco County Sheriff’s Office’s largest investigations — has retired from a law enforcement career that spanned a half-century.

In Pasco, his work included investigations involving illegal drug trafficking, casino style gambling, prostitution and human trafficking.

But his career in law enforcement began in February 1967 at the Suffolk County Police Department, in Long Island, New York.

the agency’s physical assessment test (PAT), with 3 minutes or more to spare, Nocco said.

“When somebody would say,‘I can’t believe we’ve got to do that PAT test,’ I’m like, ‘Look at Roger, he’s out there kicking all your butts.’,” the sheriff said.

Nocco said Cockerill’s achievement is unique.

“I don’t think in any of our lives again, we’re going to meet or see another individual that met this accomplishment — 50 years in law enforcement.There are many things in life that repeat itself, I don’t think this will ever.”

Besides honoring the law enforcement officer for his service, speakers also poked some fun at the detective.

Known for his love of animals — even squirrels and raccoons — Nocco teasingly referred to Cockerill as “Noah.”

But that wasn’t his only nickname.

He was also known as “Big Bird,” which stuck from his days in Suffolk County.

Retired Suffolk County Police Department officer Al DeMeo explained how that came to be.

It was sometime after Easter in the early 1970s, and DeMeo and Cockerill were both working in the warrant unit, in the basement of the Third Precinct, DeMeo recalled.

Notified that a fresh warrant had come in, Cockerill arrived at the the office somewhat disheveled, hair still wet from a shower and comb in his teeth, DeMeo said.

What caught everyone’s attention though, was the way that Cockerill was dressed, DeMeo said.

“I said, ‘You look just like Big Bird,’” DeMeo said, referring to the famed Sesame Street character.

“Well, it’s 50 years later, and Roger’s still affectionately known as Big Bird — and always will be.”

Pasco Sheriff Cpt. Bill Davis also shared fond memories of working 12 years alongside Cockerill in the agency’s Narcotics Unit.

Both being from the same area of southeast New York, they clicked right away, Davis said.

“I never had so much fun going to the job (with Cockerill). I looked forward going to the job,” Davis said. He also noted that Cockerill kept a Sesame Street Big Bird toy figure in his patrol car.

He said Cockerill was particular about his coffee — it had to be “light and sweet” — and that with the detective, “nothing started until we had coffee.”

When Cockerill was summoned to speak at the ceremony, he received a standing ovation and was serenaded with bagpipes.

In true “old school” fashion, Cockerill kept his comments brief, mainly showing his appreciation to his bosses and co-workers.

“I love the job. I love everybody,” Cockerill said.

He did shed some light, though, on what it takes to maintain a lengthy career in law enforcement.

“You’ve just got to keep going, work hard, be honest, treat everybody equally,” he said.

He also added: “If someone gets up in your face and is nasty, best thing to do is to turn around and walk away. That’ll annoy ‘em more than fighting with ‘em.”

He also offered some advice to the group of freshly sworn-in Pasco Sheriff’s deputies: “When you snap that pistola on, you’re not going to work — you’re going to the job. Remember that. And, stick together.

Always stick together.”

Cockerill may be retired now, but he won’t be venturing too far from the sheriff’s office.

He plans to join the agency as a volunteer.

Growth and change are hallmarks at area schools

By B.C. Manion As 2019 becomes 2020, area schools continue to respond to growth, while also changing academic options available on some campuses.

Recently, Superintendent Kurt Browning announced an initiative that will create significant change in West Pasco-area schools to bolster academic performance, but he also outlined some coming projects within The Laker/Lutz News coverage area, as well.

Specifically, Browning said the district plans to add a grade 6-12 STEM/STEAM magnet school in Land O’ Lakes that is proposed to open in August 2023 and a grade K-8 STEM/STEAM Magnet in Wesley Chapel, proposed to open in August 2024.

That’s on top of previously announced plans, which include an Eastside Technical High School, opening in August 2022.

District officials envision a magnet technical school that doesn’t fit the traditional educational mold.

They say it will combine a rigorous curriculum along with technical skills training — and will seek community partnerships to give students real-world experiences.

The idea is to prepare students to have many options when they leave high school — whether, say, they want to work as a welder for someone else; or, they want to have their own welding business.

While that school is still a couple of years off, the district plans to open Cypress Creek Middle School in August 2020.

It will be located on the same campus on Old Pasco Road in Wesley Chapel, where Cypress Creek Middle High has been serving grades six through 12.

Once the new middle school opens, it will serve grades six through eight, while the high school serves grades nine through 12.

The Pasco County School Board approved boundary changes — which primarily affected the Seven Oaks community in Wesley Chapel — to reassign students from that area to Cypress Creek Middle and Cypress Creek High.The boundary changes will relieve crowding at John Long Middle School and Wiregrass Ranch High School.

On the same Cypress Creek campus, the school district donated land to PascoHernando State College to build the Instructional Performing Arts Center, which will be known as IPAC. The new performing arts center is expected to provide both educational opportunities and entertainment. It also is expected to benefit middle school through college students, through its programming.

performing arts center, too. It will have a state-of-the-art black box theater, as well as facilities for dance, orchestra and chorus.

Meanwhile, the district also plans to open Starkey K-8 School in August 2021. It’s the first district school designed deliberately to serve kindergarten through eighth grade.

The school is the second phase of a partnership between Pasco County Schools, Pasco County government and Wheelock Communities, the private developers of Starkey Ranch, a community off State Road 54 in Trinity.

One part of the project is the Starkey District Park, which opened its first phase in November 2017.Two additional phases are planned for the park.

The school will be near the district park.

There’s also a third part of the project that involves construction of what’s been dubbed TLC, which stands for theater, library and cultural center.

In addition to new construction, the district also is working to improve existing facilities.

Most recently, it wrapped up a massive makeover of Land O’ Lakes High School — which involved five phases, and required considerable coordination to complete while students and staff remained on campus.

The work was done in stages to avoid sending students and staffs to another campus, or using split sessions.

The project involved reconfiguring spaces to improve campus flow, and modernizing facilities.

It involved tearing out walls, redoing plumbing and electrical, and upgrades to technology. It also included a five-classroom addition to the science wing.

The school recently celebrated the project’s completion with a rededication ceremony, and on another night, it offered public tours.

MOBILE MAMMOGRAPHY

AdventHealth has signed an agreement for the purchase of all the assets of Tampa Bay Mobile Mammography, according to a news release.

Mobile Mammography is a leading provider of 3D services to more than 700 locations in the Tampa Bay and Sarasota areas, including schools, government agencies, corporations and health care clinics.

The transaction was expected to be completed by Dec. 20 and, once official, the mobile services will be part of AdventHealth West Florida Division.

The sale includes Tampa Bay Mobile Mammography’s three specialty buses equipped with Hologic 3D Mammography systems.The 3D system offers more clarity, regardless of breast size or density, increased comfort and more accuracy in diagnosis, detecting subtle lesions and fine calcifications to help pinpoint cancers early.

Tampa Bay Mobile Mammography has screened more than 32,000 women in the last five years.

BEREAVEMENT GROUPS

The Bereavement Services team at Gulfside Hospice will offer two six-week bereavement support groups starting Jan. 7.

For residents in East Pasco, the group will meet at 3 p.m., at the Rucki Center for Hospice Care, 5760 Dean Dairy Road in Zephyrhills.

For West Pasco residents, the group will meet at 10:30 a.m., at Gulfside’s Bereavement & Community Outreach Center, 6224 Lafayette St., in New Port Richey.

During the sessions, participants will be encouraged to share information, experiences and emotional support for one another.

FASHION SHOW RAISES MONEY

The annual Charity Fashion Show on Dec. 3, at Heritage Springs Golf & Country Club in Trinity, raised more than $41,000 to support hospice patients and families through Gulfside Hospice.

The sold-out event featured winter and holiday fashions presented by Dillard’s from The Shops at Wiregrass.

Deiah Riley, from ABC Action News, returned to emcee the event for the fourth time, and guests had a seated lunch.

There also was a vendor expo and door prizes.

REGIONAL MEDICAL DONATES

Regional Medical Center Bayonet Point, a Level II Trauma Center, joined the Bayonet Point medical staff in donating $13,000 each to the Pasco Sheriff’s Office and Pasco County School’s Stop the Bleed campaign.

This national initiative aims to train and empower civilians to act swiftly and effectively in trauma situations.

Training is provided by voluntary medical personnel who are experts in the initial stages of trauma management, and is tailored to quick, life-saving measures that can be applied by anybody in the event of an emergency.

Each school is also provided with 15 trauma kits that are placed in strategic locations to be rapidly accessed, in the case of an emergency.

These volunteers are truly ‘stars’ Regional Medical Center Bayonet Point has announced the recipients of its third quarter volunteer Star Awards.

Rev. Fred Houck has been volunteering at the hospital since August 2013 and has accumulated 2,731 life hours and 3,766 merit hours. Rev. Houck has a reputation for his tirelessness in doing the work of the Lord.

Steve Johnson has been a volunteer since April 2011, with a total of 3,438 life hours and 6,068 merit hours.

Johnson began as a courtesy cart driver, which he has expanded to include evenings, and helps in the material management department.

Barbara Weber has been with Regional Medical since November 2016, working as a courier. She also works at the welcome center of the medical office building and the Welcome D center.

Weber has accumulated more than 3,000 life hours and more than 3,500 merit hours.

The Pasco County Sheriff’s Office and Pasco County Schools believe that, to be effective, over 100 Pasco County schools should be equipped with the trauma kits.

The initial cost is $250,000 to provide quality and long-lasting kits.

Dr. George Giannakopoulos, Regional Medical chief of staff, decided to jumpstart the campaign with hospital medical staff with the $13,000 donation, and the hospital itself chose to match the donation with an additional $13,000.

Pasco County is encouraging residents to recycle their live Christmas trees.

The trees can be chipped into mulch, chopped into firewood or relocated as wildlife habitats, according to a county news release.

Be sure to remove all decorations, tinsel and metal hooks before recycling the trees, the release advises.

Saint Leo University, 33701 State Road 52 in St. Leo, will celebrate the opening of its new Benedict’s Coffeehouse on Jan. 13 starting at 10 a.m.

MUSIC LESSONS

Saint Leo University, 33701 State Road 52 in St. Leo, is extending an invitation to community residents near University Campus to register for private music instruction during the 2020 spring semester.

Instructors are available to teach voice, piano, strings, guitar and ukulele.

Residents can register for a single credit of instruction, and lessons will be 30 minutes weekly.

EARLY RELEASE DAY

Pasco County Schools has implemented a monthly, two-hour-early release time to allow for staff to engage in professional development aligned with student needs, and district and school priorities.

Early release days will take place on the second Wednesday of each month, with the exception of January and May. The next early release day is Jan. 15.

SCHOOLS MAKE AP HONOR ROLL

Pasco County Schools is one of 250 school districts in the United States and Canada that earned a spot on the 10th annual AP District Honor Roll. The district also was on the fifth annual Honor Roll in 2015, when 547 districts earned the recognition.

The Honor Roll recognizes the district’s commitment to expanding access to Advanced Placement (AP) coursework, while also improving student performance since 2017.

Last school year, 4,484 students were enrolled in AP courses and those students took 8,247 exams, with more than half earning a passing score of 3 or higher.

That is an 8.3% participation increase and a 13.4% performance increase over 2017-2018.

MILITARY ACADEMIES NOMINATIONS

U.S. Rep. Kathy Castor (FL-14) has announced that 20 high school students have received nominations for admission into our nation’s military academies: Air Force (USAF), Navy (USNA),Army (USMA) and Merchant Marine (USMMA).

Receiving a nomination to one of the nation’s military academies is a step toward receiving an appointment to the academies.

Nominations are earned based on each student’s interview with Rep. Castor’s Nomination Committee, the student’s academic record, participation in extracurricular activities and demonstrated leadership qualities.

Based upon the process established by law, all U.S. military academies, except the Coast Guard Academy, require a nomination from their member of Congress, U.S. senator or the vice president of the United States.

FOUNDATION IS RECIPIENT OF GRANT

The South Central Chapter of Joy in Childhood Foundation has approved a grant of $10,000 for The Thomas Promise Foundation.

Joy in Childhood is an independent 501©3 organization powered by Dunkin’ and Baskin-Robbins Brands, as well as the generosity of their partners, franchisees, employees and guests.

The grant will provide more than 20,000 meals for the foundation, whose mission is to supply weekend meals to food-insecure students in local schools.

Currently, Thomas Promise is in 28 schools in Pasco and Hillsborough counties, serving more than 1,500 bags filled with six meals each weekend to students who may not have certain access to meals when the school breakfast and lunch programs are not in operation.

County, unless I need to go to the airport.”

Statistics paint a favorable picture of the county.

The number of homeless is down; job growth is up.Tourism hit the million-visitor mark for the first time this year, and numerous companies have set up shop in Pasco, or have announced plans to do so.

Moore said a strong economic development team, a streamlined approval process and a pro-growth board have combined to create more interest in Pasco.

County staff and the private Pasco Economic Development Council, Inc., work together to recruit new businesses, he said.

“There are certain things that (Pasco) EDC can do — being a private entity,” Moore explained.

“A lot of companies don’t want to make it public beforehand. People have employees who might have to relocate. There are investors involved, if they are public companies.”

“The EDC can work behind the scenes.”

The county also has focused on reducing bureaucracy, Moore said.

“One of the things that we have encouraged — as a commission, as a whole — is to make it as easily navigable as possible, to come here and start from the ground up,” Moore said.

“Our economic development group needs to make sure that when they (prospects) come here and they’re ready to do business, that it’s a smooth process,” he added.

The economic development team’s job is to make the area enticing, but it goes beyond that Moore said. They also need to help the companies through the county’s process.

Public support for economic development has played an important role, Moore said, noting that a portion of the Penny for Pasco tax proceeds is earmarked for that purpose.

The county has a number of tools it uses to entice businesses: It waives mobility impact fees and permit fees. It rewards job creation. It supports work force training. It forgives loans. It uses tax and job creation incentives.

The commission’s Dec. 10 meeting — where two companies announced intentions to locate in Pasco — offered a glimpse of how such strategies are paying off.

Encompass Health Corporation, based in Birmingham, Alabama, announced plans to bring 179 jobs to Central Pasco. Rooker Properties, LLC, a company based in Atlanta, Georgia, unveiled plans for an industrial park on a site off Old Pasco Road, expected to generate hundreds of jobs.

Meanwhile, financial services company Raymond James — also receiving a number of incentives — is expected to break ground in 2020 for a campus expected to have hundreds of employees, in the Wiregrass Ranch area of Wesley Chapel.

“That will be significant for our area.

We’ve all been waiting for it,” Moore said.

Aside from the economy, the county is making strides in efforts to improve its quality of life, Moore said.

Numerous road construction projects are in various stages of progress.

Most recently, the U.S. Army Corps of Engineers issued a permit to extend Ridge Road, initially from Moon Lake Road in New Port Richey to the Suncoast Parkway, but ultimately it will extend to U.S. 41 in Land O’ Lakes.

The county has pushed for the east-west corridor for 20 years, and securing the permit marks a major milestone. As of last week, it remained unclear if opponents — who object to the project’s path through the Serenova Tract of the Starkey Wilderness Preserve — will wage a legal challenge.

Meanwhile, over in Wesley Chapel, construction continues on the diverging diamond, a project aimed at easing congestion at the Interstate 75/State Road 56 interchange.

And, in another significant development, the extension of State Road 56 between Wesley Chapel and Zephyrhills was wrapped up in July, creating a new east-west corridor between the two communities.

The county also has been making strides on civic projects, Moore noted.

Four voter-approved bond issues are supporting the construction of additional fire stations, the renovation of libraries, improvements at county parks and a jail expansion.

The county also recently announced a record-breaking $22 million acquisition of environmental lands, to preserve ecological corridors.

And, within recent months, the county opened its first barrier-free playground.

Funding has been set in place for phase one, which is slightly over 4 miles long.That phase carries an estimated $90 million price tag.

Initially, the segment from Moon Lake Road to the Suncoast Parkway, will be built as a two-lane road. Plans call for widening it to four lanes by 2022.

The second phase, which spans over 3 miles, is not yet funded. But officials expect to begin building that phase in late 2022.

While the county pursues its long-awaited east-west corridor, opponents remain committed in their quest to save the Serenova Tract of the Starkey Wilderness Preserve.

Tim Martin, Sierra Club Florida Conservation Chair, said “The Serenova Starkey Preserve is one of the best remaining natural areas that we have left in rapidly, developing central Pasco (County) and it doesn’t have to be destroyed.”

Environmentalists are concerned not only about potential harm to wetlands, but also to the habitat of animals, Martin said.

Project manager Beneck noted that the Pasco County Commission approved a change order on Aug. 6 to provide additional services to the project, including the analy-

Six things to watch in 2020 The Laker/Lutz News asked Pasco County Commission Chairman Mike Moore to identify the top things to watch in 2020. He provided these six, along with some observations: • Wiregrass Ranch Sports Complex: The 98,000-square-foot Wiregrass Ranch Sports Complex will open, creating a new destination for amateur and youth travel teams. It also will have programs during the week for local youths. The facility is expected to boost county tourism, as teams travel to Pasco from around the country and even internationally. The facility also will add to the local economy, as visitors stay at hotels, shop at stores, eat at restaurants, buy gas and so on.

• Interstate 75-Overpass Road interchange: Work will begin on a design-build project to create a new interchange at Interstate 75 and Overpass Road, 3.5 miles south of State Road 52. The new diamond interchange will include a flyover ramp for westbound Overpass Road access to south I-75. To accommodate the new interchange, Overpass Road will be widened from two lanes to four lanes between I-75 and Old Pasco Road and to six lanes between I-75 and Boyette Road. Blair Drive will be realigned to connect with Old Pasco Road; and, McKendree Road will be realigned to connect with Boyette Road.

• U.S. 41 Redevelopment: Redevelopment and revitalization along U.S. 41/Land O Lakes Boulevard is expected to occur, as U.S. 41 is widened, south of State Road 52 to alleviate backups at State Road 52/U.S. 41. There also will be increased efforts to improve the corridor’s appearance, through landscaping projects and redevelopment.

• Job growth in Pasco County: The county is attracting more companies because of its policies that support growth and that is expected to continue. Quality of life improves when citizens can work closer to home, and new developments, such as Raymond James, which is expected to occur in early 2020, offers one example of increasing job opportunities in Pasco.

• Improved quality of life through public projects: New looks for Centennial Park Library and New River Library will be unveiled in 2020, with modernized interiors and makerspaces. The county is also engaged in more than 30 projects in its parks, ranging from new roofs and gutters on buildings to updating playground equipment.

• Ridge Road Extension: The U.S. Army Corps of Engineers issued a permit to Pasco County on Dec. 20, to begin on Ridge Road Extension, initially to connect Ridge Road to the Suncoast Parkway.

Plans also call for eventually extending the road to U.S. 41. The project will provide a new east-west corridor, giving motorists another travel option and providing another evacuation route during emergencies.

Moore championed the idea, after noticing there wasn’t a place where children with disabilities could play at Wesley Chapel District Park.

Keith Wiley, who oversees the county’s parks departments, got involved — and the Wesley Chapel Rotary Club, Lennar Foundation and AdventHealth Wesley Chapel stepped up to help pay for the project.

The barrier-free playground was a first for Pasco, but Moore expects that it won’t be the last.

sis of gopher tortoises in the construction.

The Florida Fish and Wildlife Conservation Commission sets guidelines for an approved relocation site for the tortoises, Beneck added.

But Martin said that step doesn’t go far enough because there also are other animals living within the tract.

Beneck said the design of the project calls for a partial elevation of Ridge Road — with the addition of 16 bridges, curbs, guardrails and fencing.

These additions aim to diminish harm to wildlife, Beneck noted.

The measures will reduce impacts to the wetlands by nearly 83% in the Serenova Tract of Starkey Wilderness Preserve, Beneck estimated.

But Martin countered:“When you build all that fencing and guardrails and such, it now adds to the cumulative impacts.”

The Sierra Club Florida Conservation has not yet announced what its response will be now that the permit is in place.

Construction for phase one is scheduled to begin in early January, said Beneck, adding that overall construction may be completed in the 2025 – 2026 timeframe.

Commission Chairman Moore said he believes a “very large majority of the (Pasco County) citizenry” wants and needs the road.

STUTTERING, from page 1A Fisher works with students from prekindergarten to 12th grade.

“It doesn’t get corrected; we don’t fix it,” Fisher said, but speech pathologists focus on a student’s ability to articulate their speech in a way that is understandable.

In other words, they focus on a student’s fluency.

Fisher travels to various public schools and charter schools to assist students who stutter.

Those who are in private schools or are home-schooled must meet specific criteria to be put on a service plan.

In order to qualify for special services, the speech or language issue must affect a student’s performance and/or function within the classroom, Fisher explained.

Those students are referred to a speech pathologist for services.

A student may be stuttering if he or she: • Prolongs the duration of a word • Stops speaking in mid-sentence • Repeatedly says the same letter of a word • Consistently gives one-word answers • Exhibits a secondary characteristic, such as eye twitching A student who stutters may become the target of bullying, or may avoid saying words they have trouble pronouncing, or may avoid public speaking, in general.

“That is what we’re looking for,” Fisher said. “That it impacts their performance, their grades or their function within the classroom.”

Not all children who stutter are eligible for speech therapy services, Fisher said.

For instance, there can be straight-A students who don’t mind public speaking, or working their way through sentences, or being socially active.

Some stutterers may be fluent speakers when around friends and family.

Some can experience setbacks when they are in highly stressful situations — that produce anxiety and stuttering.

Examples of potentially stressful situations include being around unfamiliar people or transitioning from one school to the next.

Root causes for stuttering can vary from genetics, child development or neurological components.

Fisher encourages students to embrace their impediment, do research on it and even educate their fellow classmates.

She holds group sessions where stuttering students get therapy. This enables students to know that there are other kids who empathize with them.

A technique that can be used involves having students make voice recordings and counting syllables, to evaluate where they need to progress.

Robin Fisher is a speech pathologist for the Pasco County School District. She helps students who have speech sound disorders, including stuttering.

Fisher also engages with the children’s parents one hour a week.

“I highly encourage parents to be involved, to know the strategies, to know what is working for their child, to research it on the Stuttering Foundation [website],” Fisher said.

Some kids may get nervous when on the phone, having to speak to an individual without seeing their face. Parents can ask their kids to do just that, to help them build their confidence.

Many prominent figures also have struggled with stuttering, even if it hasn’t been publicly noticeable.

According to the Stuttering Foundation of America, such people include England’s King George VI, actor James Earl Jones, actress Emily Blunt and singer Ed Sheeran.

When speaking in public, many pre-plan what they’re going to say — to enable them to manage their speech.

This technique can come in handy for stuttering students, too.

Fisher recommends that students who stutter do a class report with a video recording, to help them better enunciate their words.

While stuttering cannot be permanently stopped, therapy can be a helpful alternative, she said.

“Our main goal always is that you express your thoughts, wants and needs,” Fisher said, which results in communication.

eams captured state titles and local athletes turned in outstanding performances, during a year that brought shining moments and countless lasting

memories.

Here is a look at some of the top moments in sports, from across The Laker/Lutz News coverage area:

ZEPHYRHILLS HIGH NAMES ‘ALAN REED COURT’

Little more than a year after naming its football field after legendary coach Tom Fisher, Zephyrhills High School named the school’s gymnasium floor after longtime varsity boys’ basketball coach Alan Reed.

A formal dedication ceremony for Reed was held Jan. 18 — an evening that coincided with a Bulldogs defeat of crosstown rival Pasco High, 61-34.

The 71-year-old served as Zephyrhills boys’ basketball coach for a total of 16 years, in four separate stints — 1975 to 1979; 1981 to 1986; 2006 to 2010; and, 2014 to 2016.

During that time he became — and still is — the school’s all-time winningest basketball coach.

In total, he’s been involved with Zephyrhills athletics for more than 35 years, also coaching volleyball, track, football and softball.

He remains a volunteer coach at the school, to this day.

SUNLAKE GIRLS WEIGHTLIFTING WINS STATE TITLE

The Sunlake High varsity girls weightlifting program, under longtime coach Denise Garcia, perennially has been among the more dominant programs in the area, wielding multiple conference and district titles over the years. And, the Seahawks took the next step forward in February, winning the 2019 FHSAA Class 2A girls weightlifting state championship, in Panama City Beach.

The title marked the end of the sport’s longest-active streak of consecutive team championships held by Navarre High, who won four straight from 2015 through 2018.

The feat marked Sunlake’s second state championship among all boys or girls sports — the school’s competitive cheerleading team won a state title back in 2014.

PASCO HIGH GETS REVENGE IN 9-MILE WAR

ACADEMY AT THE LAKES SOFTBALL REPEATS AT STATES

A year after claiming the school’s firstever FHSAA (Florida High School Athletic) state championship, the Academy at the Lakes Wildcats did it again in May. Behind the arm and bat of two-time Gatorade Florida State Softball Player of the Year Lexi Kilfoyl, the Wildcats mowed through the Class 2A state playoffs, outscoring opponents by a combined 35-0 — including an 11-0 shutout against Mount Dora Christian Academy in the state title game.

WOMEN’S SPORTS MUSEUM OPENS IN WESLEY CHAPEL

Wesley Chapel’s AdventHealth Center Ice is widely known as the largest hockey facility in the Southeastern United States and training ground of the gold-medal winning 2018 U.S. Olympic women’s ice hockey team.

In March, it became known for another meaningful reason — the home of the first virtual museum dedicated to women’s hockey trailblazers.

Called the Women’s Sports Herstory Museum, it is the brainchild of female hockey coaching legend Digit Murphy and her friend, Jeff Novotny, a Wesley Chapel resident.

Situated in a second-floor viewing room at Center Ice, the museum features interactive wall panel displays where visitors scan QR codes to view content online in the form of videos and in-depth stories.

Poster-sized displays highlight several of hockey’s female pioneers, including Katey Stone, Katie Guay and Amanda Pelkey.The room is also filled with various sports memorabilia and equipment, including a signed jersey and signed pictures of all 23 members of the U.S. Olympic women’s ice hockey team.

ZEPHYRHILLS TENNIS CENTER BREAKS GROUND

Steinbrenner High boys’ cross-country earned their first-ever state championship.

state-of-the-art tennis center to Zephyrhills finally became a reality in July, when a groundbreaking ceremony officially marked the beginning of construction on the longawaited Sarah Vande Berg Tennis & Wellness, at 6585 Simons Road, Zephyrhills.

Situated on more than 8 acres of land, the multimillion complex when complete will feature 11 outdoor tennis courts, eight pickleball courts, four padel courts, along with an adjoining 7,400-square-foot indoor wellness center housing a fitness and rehabilitation studio, salt/sauna room, cryotherapy, pro shop, café, kids’ area and more.

Slated to open in summer 2020, the facility is named in honor of Sarah Vande Berg, a former Zephyrhills High School district tennis champion, who died in an automobile accident at the age of 21 in October 2015.

LAND O’ LAKES LITTLE LEAGUE WINS STATE CROWN

It is believed to have been more than 15 years since a Land O’ Lakes Little League baseball team won a state title — until this summer.

In July, the Land O’ Lakes all-star squad composed of 14- to 16-year-olds bested seven other teams all across the state at the 2019 Little League Baseball Senior League Florida State Championships, in Bradenton.

The roster was made up of players from Land O’ Lakes, Sunlake, and Cypress Creek

high schools, who put aside local prep rivalries to come together as a group.

Before advancing to and winning states, the team moved through districts and sectional tournaments in Tampa, Land O’ Lakes and Plant City, respectively.

Playing in round robin, double elimination formats, Land O’ Lakes lost initial games in sectionals and states, forcing them to play from behind and win multiple games in same days to claim the respective tournaments.. They went 7-2 in all three tournaments combined, outscoring opponents by a 57-27 margin.

LOCAL FISHERMAN FEATURED ON NATIONAL TELEVISION

Wesley Chapel’s Keven Barber got the fishing trip of a lifetime, when he was featured on the Union Sportsman’s Alliance “Brotherhood Outdoors” television series on the Sportsman Channel. Barber’s August saltwater fishing trip along the Mississippi River Delta in Louisiana was shown to the masses on television in October.

Barber was selected for the show based on his combination of passion for the outdoors, union membership and involvement, volunteer efforts and more. When he’s not working or fishing, the father of four boys stays busy as a scout leader and director of tackle football for the Wesley Chapel Athletic Association.

The year 2014 was the last time Pasco High had beaten Zephyrhills High in the annual 9-Mile War rivalry football game, in a 35-34 nail-biter.

Since then, the contests had been extremely one-sided in favor or Zephyrhills, who won the ensuing four games (20152018) by a combined 187-39 scoring margin.

But, in November, under first-year head coach Jason Stokes, Pasco finally unseated the Bulldogs – winning the November matchup by a decisive 27-9 mark. Even better for the Pirates, they did it on the Bulldogs home turf. The Pirates now lead the series 41-21, in a tradition that dates back to 1941.

STEINBRENNER BOYS’ CROSSCOUNTRY WINS FIRST STATE TITLE

After finishing state runner-up the past two years, the Steinbrenner High boys’ cross-country program at last collected its first-ever state championship in the FHSAA Class 4A meet in Tallahassee in November.

The Warriors were paced by senior Josh King, who finished in sixth place overall, crossing the finish line in 15:52.32.The rest of the team’s top five runners were senior Blake Walker (19th, 16:05.88), senior Gabriel Lara (32nd, 16:19.79), junior Zachary Harrigan (45th, 16:26.18) and senior Rama Jonnalgadda (56th, 16:30.95). Steinbrenner’s 129 points in the meet were enough to edge out second-place team finisher Nease High (140)

It was a banner year for the two Lutz area prep football programs, as both Steinbrenner and Gaither high schools reached the state semifinals in Classes 6A and 8A, respectively.

Both programs were buoyed by top-flight senior quarterbacks— Haden Carlson for Steinbrenner, Tony Bartalo for Gaither — plus several other Division I prospects dotting their respective rosters. Moreover, both local programs went 12-2, marking the only 10-plus win seasons from teams in The Laker/Lutz News coverage area.

PET PAWS FOSTER HOMES NEEDED Pasco County Animal Services is looking for local animal lovers who are willing to open their homes to help a shelter dog in need.

The Healthy Tails short-term fostering program is designed to help pups undergoing upper respiratory infection (URI) treatment.

Two weeks to three weeks in a caring home environment can help get these dogs back to the shelter to find their furever family.

A URI is one of the most common ailments in sheltering and can be aggravated by the stress of an unknown environment and new experiences.

Happy Tails fostering is not intended to last more than three weeks.

It is recommended foster pets are quarantined from other pets in the household to reduce the spread of the disease.

LIONFISH CHALLENGE WINNERS

The Florida Fish and Wildlife Conservation Commission (FWC) announced the first-place winners of the 2019 Lionfish Challenge, which awards participants for their efforts in removing lionfish from Florida waters, which are an invasive species.

Participants who remove the most lionfish are crowned the Recreational Lionfish King or Queen and the Commercial Champion.

Ken Ayers, of Bay County, was named Recreational Lionfish King after removing

1,194 lionfish.

The Commercial Champion was Joshua Livingston, of Okaloosa County, for removing 3,192.8 pounds.

These are final stats for the challenge: • 23,451 lionfish removed • 349 people registered • 148 people submitted lionfish (134 recreational and 14 commercial)
