It’s still early in 2018, but Pasco County is taking the first steps toward planning its fiscal year budget for 2019. Pasco County officials are looking to hold the line on expenses, even as property values are expected to increase between 7 percent and 8 percent. Essentially, they want a flat balanced budget that has no increase in the millage rate. The Pasco County Commission received an update on anticipated revenues and expenses at a Feb. 13 workshop in New Port Richey. The county is taking a conservative ap-

proach to the 2019 budget because of the potential for a referendum on the November ballot that could cost the county between $10 million and $12 million. County officials say increasing population means more services are needed for residents, including parks and libraries, roads and stormwater. Those costs cut into the revenue increases. Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. But, don’t expect a lame duck administrator. “There’s no kicking back here,” Baker said.“This isn’t me slowing down. ” Baker has told Pasco County commissioners she won’t seek renewal of her current two-year contract, which makes her

On weekday mornings and afternoons, Don Niles ushers students to safety at Double Branch Elementary School in Wesley Chapel. Officially, Niles is the school’s crossing guard. But, the 76-year-old is much, much more to students and faculty. Known as ‘Mr. Don’ to the Double Branch community, Niles is known for going the extra mile to forge relationships and lend an ear to students. He’s been known to tell others that he has upwards of “900 grandkids” — a reference to the enrollment at Double Branch Elementary. “I’m a BFF (Best Friend Forever). I’m a person that these kids can come and talk to about anything that’s bothering them,” Niles said. “If there’s a bullying situation taking place, these kids can come talk to me,” he added. Niles recently was named 2017 Florida School Crossing Guard of the Year by the Florida Department of Transportation. He was chosen from 4,100 school crossing guards in Florida’s 67 counties. Niles is humbled by the honor, especially for doing something he loves. “I don’t do this for money or anything else,” Niles said. “I do it because I want to make a difference in these kids’ lives. I want to have an impact on them. I want to help build their self-esteem, their character. It’s all about the kids.” Double Branch principal Vaughnette Chandler isn’t surprised that Niles was singled out. She describes him as an “encourager,” who offers daily pep talks to students. He views his role as going far beyond telling students to look both ways and helping them to negotiate a crossing, she explained.
“Don is a one-of-a kind,” Chandler said. “He’s that guy that’s talking to the kids every day. He knows them by name, he knows what they like, what they’re doing — in a lot of cases what classroom they’re in — and he’s encouraging them to have a really great day and really just like reach for the stars,” she said. Niles also makes it a point to reach out to students who may be experiencing personal troubles, the principal added. “If a child looks like they need somebody to talk to, he’s going to take minute to check with them and see what’s going on,” Chandler said.“If it’s something we need to know about, he’s going to be right here in the school after the kids are on campus to let us know,‘Hey, we need to check in with this student to see how things are going, or they might need an extra word of encouragement for the day.’” Ken Mizerek, who is the crossing guard supervisor in District 2, has witnessed Niles’ caring and observant nature, when he has visited Niles’ post at the intersection of
Pasco County voters could be asked to support as many as four bond referendums in November to pay for upgrades to public safety, fire rescue, parks and libraries. County officials presented information on the bonds at a Feb. 13 workshop in New Port Richey. At a previous workshop, Pasco County commissioners had considered a single referendum for about $185 million to pay for public safety and fire rescue needs.That included a 1,000-bed expansion at the county’s jail in Land O’ Lakes, four new fire stations, and upgrades and expansions at five other fire stations. There also was discussion on including parks and libraries in the single bond, or possibly putting those categories into a separate bond. This is the county’s current breakdown on individual bond issues: •$128 million for public safety •$57 million for fire rescue •$19 million for parks and recreation •$9 million for libraries Pasco County commissioners had differing opinions on whether to pursue separate bond issues. From a legal standpoint, Pasco County Attorney Jeffrey Steinsnyder said the bonds should not be “lumped” together. “Every single item should be on there,” said Pasco County Commissioner Jack Mariano.“Let the people pick.” Pasco County Commissioner Mike Moore said he worried about overloading voters with too many issues. “On one ballot, that is going to be very, very full,” he said.“That’s a lot of information — a lot going on.” But, he later said, he could go along with four bonds. “If you guys want to put it on the ballot, put it on the ballot,” he said.

For the second year in a row, the Pioneer Florida Museum & Village in Dade City will be hosting a traveling Smithsonian Exhibition. This year, it will be presenting “Hometown Teams: How Sports Shape America,” from March 17 through April 28. The Pioneer Florida Museum & Village, in cooperation with Florida Humanities Council, will be presenting the program, which is part of the Smithsonian’s Museum on Main Street program. The exhibit will feature a variety of sports, said Stephanie Black, the Pioneer museum’s executive director. The Smithsonian does one traveling exhibition a year that has stops at six different places in the state, Black said. “Out of the group from last time, we’re the only ones who got it for a second time in a row,” she said. The exhibition also will arrive at the Dade City museum first, which helps because the Smithsonian and the other museums all come to set it up, Black said. The Florida Humanities also is involved with a family reading project leading up to the exhibition, Black said. In conjunction with the exhibit, the museum receives grant money and must meet certain requirements, Black said. One of those things is to help a home team in the area, she said. “We’re looking at Dade City Little League. We’re going to sponsor a team this year,” Black said. “Hometown Teams” will capture the stories that unfold on the neighborhood fields and courts, and the underdog heroics, larger-

than-life legends, fierce rivalries and gutwrenching defeats, according to a news release about the exhibition. For more than 100 years, sports have reflected the trials and triumphs of the American experience and helped shape the national character.Whether it is professional sports or those played on the collegiate or scholastic level, amateur sports or sports played by kids on the local playground, sports are everywhere in America, the release adds. Black said she’s still working on the details regarding what will be part of the exhibit at the Pioneer museum. In other news, the museum is working on improvement projects and additional events. It is using a state grant to pay for the construction of eight new bathrooms. “Those will help us when we have events here; we don’t have to rent port-a-lets. Nobody likes those, anyway,” Black said. The permanent restrooms will provide more comfort for guests and eliminate the

rental costs, she said. “The grant was for $53,500,” Black said, so the museum just needs to chip in a few hundred dollars to cover the remaining cost. The museum is also adding a new blacksmith’s shop and a new carpenter’s shop. The blacksmith shop is 24 by 24 and the carpenter’s shop is 24 by 32. In the blacksmith’s shop, the museum acquired Dade City road bricks to put in the floor. There are also beams from one of the railroads, to put in the buildings, Black said. Since the buildings weren’t moved there, the staff still wanted it to be full of Dade City history, she said. In another project, the community is trying to organize a room that will feature an exhibit focusing on black churches and black businesses. “There’s a woman from Saint Leo
University who is doing a lot of work on black history that’s involved with this,” Black said. The museum also is planning some additional events this year. The Living History & Civil War ReEnactments will be on the museum grounds on Feb. 24 and Feb. 25, from 9 a.m. to 5 p.m., with a special school day planned for Feb. 24. “We’re very excited about it,” Black said. The event had been held at the museum years ago, but it was in September, which was the wrong time of the year.“It was just way too hot for them.” The Pioneer Florida Museum & Village is at 15602 Pioneer Museum Road in Dade City. It is open Tuesday through Saturday, 10 a.m. to 5 p.m., with general admission of $10 for adults; $8 for seniors and $5 for students. Children under age 5 are free.

Gearing up for spring gardening By Whitney C. Elmore Special to The Laker/Lutz News
It’s time to start your vegetables for spring planting. January and February are great months to start gardening vegetables. With the exception of sweet potatoes and okra, most of our vegetables grow best during spring and fall. While spring hasn’t sprung just yet, now is a great time to set out veggies like collard and mustard greens, cabbage, and kale. Plants in this family are hardy and tolerant of the cold, while some of the other popular veggies are at risk of freezing. You can get a jump-start on growing more cold-sensitive vegetables, such as tomatoes and peppers, by germinating them from seed and keeping them indoors or protected outside. It’s simple to do. Using a grow/germination tray with cells, egg cartons, or even milk jugs with the top removed, fill the container threequarters of the way full with a seed starting potting soil, which you can pick up at any garden center or big box store. Seed your tray or container according to the seed packet instructions, which usually includes adding a small amount of soil over the top of the seeds, and planting at a particular depth and spacing between seeds. Be careful not to overseed to the point that the roots of seedlings grow together, making it difficult to remove them for transplanting. You risk damaging sensitive young roots, if you have to separate roots. If you find there are too many seedlings growing close together, simply thin them out early on. Sometimes you can successfully separate and move crowded seedlings by carefully teasing the roots apart and replanting. It takes patience and a bit of luck, though.

It’s spring gardening time. Unlike most places, Florida has two vegetable gardening seasons: Spring and Fall.
Fertilizer isn’t necessary at this stage, since there are no roots present to uptake the nutrients. Wait to fertilize until you have actual seedlings with a root system. Check by carefully tugging on the seedling to check for rooting. Keep seedlings watered to the point the soil is moist, but not wet to the touch.And, place them outside in a sunny spot, but cover or take them indoors if the temperature is expected to drop below 40 degrees Fahrenheit. Be sure to remove covers as soon as the sun begins to shine on your trays, or you risk cooking your plants. Alternatively, you can keep the seedlings in a westward facing window with plenty of light.

After a few days or weeks, depending on the species, you’ll have tiny seedlings that you simply need to keep moist. At the end of February or in early March, you’ll need only remove the seedlings from their tray and set them out in your garden or your favorite decorative pot. Handle the seedlings carefully and don’t plant them any deeper than they already are in their germination tray. Fertilize them, according to product directions, and keep the soil moist. New Day Church, a new church in Odessa, is planning its official launch date for Feb. 25, according to a church news release. The new worship center is located at 1850 Crossings Blvd., Suite D, in Odessa. A new Jewish place of worship has formed in Land O’ Lakes, to welcome people of all ages. Alan Stern and his wife, Nayda, saw the need to start their own conservative congregation that accepted families with young children. So, in December, they formed the Family Friendly Temple of Pasco County at their Land O’ Lakes home. “We wanted something middle-ofthe-road for Jewish people in Pasco County to be able to go and meet people who are Jewish, to celebrate our heritage and just enjoy being with one another,” Stern said. “The object is to have fun, to meet Jews, build relationships, and to educate children and grandchildren,” he added. Stern himself grew up in a Reform Jewish household, while his wife was raised more Conservative/Orthodox. They lived in Buffalo, New York, for more than 30 years, until moving to Florida in 2004. When they weren’t able to find a synagogue in the Tampa area that offered what they were seeking, the Sterns decided to offer services of their own. It also became a matter of convenience to be able to stay in the area, compared to trekking to conservative shuls in south Tampa.
Conservative Judaism, which is particularly prevalent in North America, seeks to preserve Jewish tradition and ritual, but has a more flexible approach to the interpretation of the law than Orthodox Judaism. Family Friendly Temple has since been incorporated and will be renamed Congregation Beth Chavraim (“House of Friends”) once it becomes a 501c3 nonprofit. Monthly Sabbath services have drawn about 20 people, said Stern, who stresses the group welcomes people of all ages, especially children. “It’s always been about kids, as far as I’m concerned. Kids are the future of our religion,” Stern said. The services typically run 30 minutes.A Kosher meal is served after, and usually includes homemade Challah and Kosher wine. In addition to Sabbaths, Stern said services are planned this year for Rosh Hashanah and Yom Kippur, as well as Hanukkah. Meanwhile, a prayer book is being created to include Hebrew, its transliteration, and English. Stern noted the group might track down an additional location for the Jewish High Holiday services, “because I think we’re going to have quite a few people.” The next service will be Feb. 23.All community members are invited. ACUTE CARE FACILITY GETS NEW PROGRAM Florida Hospital Connerton Long Term Acute Care Facility in Land O’ Lakes now has the BeSmart Safe Mobility and Reposition Transfer program in place for the benefit of employees and patients. The Florida Department of Health in Pasco County and the “Get Healthy Pasco!” coalition, are encouraging residents to “Move More!” at Pasco County parks through April 30. A Community Needs Assessment was completed by Pasco’s health department in 2017, determining four areas of priority in the county, one of which was overall health and well-being.This prompted the launch of the coalition,“Get Healthy Pasco!” Many organizations that got involved focused on the health and well-being of Pasco County residents through physical activity and healthy nutrition choices, as well as systems and environmental changes. Health experts say that being active can assist with reducing the risk of heart disease, stroke and Type 2 diabetes. It also can strengthen bones, muscles and joints, and improve mental health, relieve stress and improve sleep, over time. An initiative was rolled out this month

The Florida Department of Transportation has named Donald Niles as a Florida 2017 School Crossing Guard of the Year. Niles is a guard at Double Branch Elementary School in Wesley Chapel. The award is given in honor of the hard work and dedication of individuals who keep Florida’s schoolchildren safe as they go to and from school. But, the county will proceed with caution. “We don’t want to take on any new expenditures that we can’t sustain the next year,” said Bob Goehrig, the county’s budget director.“That’s sort of our marching order.” Initial county projections for property taxes estimate about $13 million in new revenues. But, about $4.1 million will be paid out to community development areas that receive set-aside tax dollars to support various projects. The remaining $9.2 million will be split evenly between the Pasco County Sheriff’s Office and the county’s other departments and offices, with each receiving about $4.6 million. Other factors impacting the 2019 budget include a slower rate of increase in the half-cent sales tax revenues and increased costs for pension contributions, health care, worker’s compensation, and property/casualty insurance. The county also anticipates paying $3 million to $6 million annually for temporary

Initially, he worked at Sand Pine Elementary and then moved to Double Branch Elementary seven years ago. Before becoming a crossing guard, Niles was a probation officer with the Florida Department of Corrections. He handled presentencing investigations for adult felony defenders throughout East Pasco and Central Pasco. Niles grew up in a poor, single-parent home after his father abandoned him and his mother. County officials said a judicial administrative order mandates that the Pasco County Sheriff’s Office relieve overcrowding when the inmate population reaches a daily average of 1,900. The facility was built to house 1,432 inmates but, as of January, held more than 1,800 on an average day. By 2020, the inmate population is projected to be at nearly 2,400 a day. The cost per household is estimated at $13.87 annually. Fire rescue is seeking $57 million for four new stations, as well as renovations at five existing stations and at the fire training center. In addition, the bond would pay for trucks for the new stations. The cost per household would be about $8.60 annually. The $9 million for the libraries would be used to modernize and upgrade a library system built in the 1980s. The cost per

housing for jail inmates on site at the detention center in Land O’ Lakes, or at jails in other counties. Plans are underway to build a 1,000-bed expansion at the overcrowded facility. Potential funding for that project would come from a bond issue, not general revenues. The bond issue requires voter approval. The county’s tourism tax revenues are increasing, as a result of an increased tourism tax, from 2 percent up to 4 percent last year, and a general increase in tourism. Six new hotels are either open or under construction. The increased tourism tax is expected to boost revenues from slightly more than $1 million last year to about $3.3 million by 2019. Another sign of Pasco’s growing population and improving economy is the increase in building permits. In 2016, the county received a little more than $6 million in fees. That increased to about $8.5 million in 2017, and is expected to be more than $9 million in 2019. But, Goehrig said,“The fees are designed to recover expenses.This isn’t money we’re putting into the bank.”

He tries to mentor children in the same way that pastors, teachers and law enforcement officers did for him when he was young. “These guys made a difference in my life,” Niles said of adult role models.“They were my surrogate parents in a sense. It really gave you a sense of security and safety, and I got a lot of attention from them.” Besides his crossing guard duties, Niles sponsors four kindergarten classes each year, providing Double Branch teachers with an account to help them buy school supplies. He also donates gifts for Christmas, Easter, Halloween and Valentine’s Day. “When I go through these classes,” Niles said, “it gives me a chance to talk to these kids:‘Hey, how are you doing?’ Listen guys, I want you to work with your teachers.‘The teachers are building a foundation for your life, and they need your cooperation,’” Niles said.

household would be $1.71 a year. The $19 million for parks and recreation would pay for deferred maintenance projects. The cost per household would be $3.71 a year. “I think people would vote for $1.71 and $3.71,” said Pasco County Commissioner Kathryn Starkey, referring to the cost per household for the libraries and parks bond issues. Currently, the county spends $1.5 million annually on deferred maintenance needs. At that spending rate, county officials said it could take more than 15 years to catch up. Using bond proceeds, the backlog could be completed in five years or six years, they said. One critical recreation issue for the county is a shortage of ball fields. Currently, sports leagues must compete for playing time, said Keith Wiley, the county’s director of parks, recreation and natural resources. “As growth continues and as children want to play, the reality is we don’t have enough fields to put them on,” he said.

C
had Walker, a veteran college football assistant, is bringing his experience to Land O’ Lakes High as its new head varsity football coach. He is replacing Brian Wachtel, who resigned in November after a combined 25-42 mark in seven seasons. His only winning season was in 2013, when the team went 8-3. Walker, was among 40 applicants for the position. The Pennsylvania native was selected from a field of 11 applicants interviewed for the job, according to Land O’ Lakes High School athletic director Michael Frump. At 33, Walker is relatively young. But, he doesn’t lack experience. He’s coached at the postsecondary level for about a decade. His stops include Division II Pace University in New York, where he served as offensive coordinator/quarterback coach; Bridgton Academy in Maine, as head coach; Division III Kenyon College in Ohio, as offensive coordinator and offensive line coach; Division I FCS Lafayette College, coaching linebackers, tight ends and special teams; and Randolph-Macon College in Virginia, as defensive line coach. Several of those roles required rebuilding and transforming losing programs into stable ones,Walker said. He looks to do the same at Land O’ Lakes. “I coached at Kenyon College, where we hadn’t won a game in four years. Pace University, the same sort of thing. So, I’ve always been a part of these turnaround jobs. I’ve really kind of learned what works, what doesn’t work,”Walker said in a recent interview wit The Laker/Lutz News. Walker’s playing career also is notable. Groomed as a tight end, he earned four varsity letters at Lafayette from 2002 to 2005 and was a Patriot League AllConference selection in 2005. He later played professionally for two years in NFL Italy as a player/coach and the European Federation of American Football in Sweden.A knee injury ended his playing career and routed him to coaching. “Football’s my passion,”Walker said. For the past year,Walker has served as director of football operations/quarterback coach at Tampa-based Applied Science and Performance Institute (ASPI), which provides advanced training to elite athletes and pro football hopefuls. He now is overseeing logistics for nearly 50 football players, as they gear up for the NFL Combine. At APSI, he’s gotten to work alongside former Tampa Bay Buccaneers like Yo

Murphy, Reidel Anthony, Booger McFarland, Todd Washington and others. “Being around these former NFL players, seeing how they relate to the guys, seeing as how they coach on the field during position drills and different things — it’s really continued to help me grow, not only in the football side of things, but also in life,” Walker said. While he balances his duties at APSI, Walker has been familiarizing himself with the Gators program. He’s met with current and prospective players and assistant coaches, and has observed offseason workouts and weightlifting sessions. He’s also spent time watching film of the 2017 season, evaluating returning players and their skillsets, while scouting team opponents. He’s also in the process of filling out the rest of his coaching staff. “One thing that caught my eye about Land O’ Lakes was the tradition,” Walker said.“Obviously, there’s some things to be
done, but there’s some tools in place,” he added. Walker becomes Land O’ Lakes’ fifth head football coach since the program started in 1975. In addition to Wachtel, previous head coaches were Matt Kitchie, John Benedetto and Dan Sikes. For many years, Land O’ Lakes had one of the top football programs in Pasco County, earning a string of 14 straight playoff appearances from 1997 to 2009 under coaches Benedetto and Kitchie. However, the recent success of other programs in the county — as well as an ever-challenging district — have made winning consistently a tall task. Despite taking over a Gators program in the midst of four straight losing seasons— and a 4-5 mark in 2017— Walker is optimistic about the future. Said Walker, “I don’t necessarily think there’s an overhaul that needs to be done or a complete cultural change because I do think there’s a foundation there that you currently don’t see at a lot of places when
people talk about,‘Well, there hasn’t been success in the past.’ “I think Coach Wachtel laid a pretty sturdy foundation with that, and now it’s just to try and take it to the next level, and obviously get guys to buy into what my philosophy is and what our foundation’s going to be, and just learn to compete and to grow,” Walker said. Part of that starts with encouraging more Land O’ Lakes athletes — such as the school’s basketball players — to join the football team. “There are definitely athletes in the school right now I think can benefit not only the football program, but could benefit them as well,”Walker said, adding he went to see a Gators varsity basketball game within the first few weeks of being hired. The new coach is mum on the types of schemes he plans to implement on offense and defense, but described it as “something that I’ve been successful with, and something I think the kids will enjoy as well.” He added: “At the end of the day, it’s about the kids and bringing back some excitement in the Land O’ Lakes football program. We’re going to be, I think, fun to watch on Friday evenings.” Playbooks aside, the Gators should have budding talent to work with — on both sides of the ball — in 2018. Leading rusher Kyle Leivas, who tallied 1,050 yards and 12 touchdowns in 2017, is expected to return for his senior season, teaming up with a promising quarterback, Ethan Forrester, who will be a junior this season. On defense, the Gators are expected to return its top three tacklers in linebackers Myron Bloom (76 tackles, two sacks) and Clayton Hendriksen (75 tackles, 1.5 sacks), and safety Nate Howard (66 tackles, one interception). Meanwhile, Walker’s experiences — especially as a college coach — may yield additional recruiting and scholarship opportunities for some of those Land O’ Lakes players. “I do think one thing that is beneficial that I do bring to the high school level is the understanding of recruiting,” the new Gators coach said. Those things include such things as “how to market yourself to a college coach” and “how to market yourself to an admissions office academically,” he said. There are also other things that need to be addressed, including community service and “growing yourself as a young man to put yourself in the right position,”Walker said. NOTE: Spring practices begin in Florida on April 23; the first allowable day of contact practices is April 28.

More than 500 attended the event, on Feb. 16, at the Land O’ Lakes Recreation Complex, off Collier Parkway. It was the largest attendance since the tradition began nine years ago. Besides dancing, the event included movies, formal father-daughter portraits, gift raffles, food and drink. Numerous local sponsors were instrumental in helping to create the special night for daughters and their dads.

NO FOAM CUPS AT DUNKIN’ BRANDS
CHUY’S TEX-MEX OPENS IN SPRING
Dunkin’ Brands, owner of Dunkin’ Donuts and Baskin Robbins, plans to phase out its use of polystyrene foam beverage cups by 2020, according to a news release from As You Sow. As You Sow is a nonprofit that promotes environmental and social corporate responsibility through advocacy, coalition building and innovative legal strategies. Dunkin’ Brands previously announced plans to begin using a polypropylene plastic cup. Paper cups will be used instead.The decision will remove nearly one billion foam cups from the waste stream annually, the release states. As You Sow also is encouraging Dunkin’ Brands to go further, and commit to paper cups with recycled fiber content. Other restaurants also are phasing out foam products. McDonald’s goal is to remove all foam from its global markets by the end of 2018. Starbuck’s has used 10 percent recycled fiber in its cups for many years.

The trail is part of Florida’s Greenways & Trails system, and opened in 2001. It parallels the Suncoast Parkway, and goes past the Jay B. Starkey Wilderness Preserve. The end points are the Upper Tampa Bay Trail at West Lutz-Lake Fern Road in Keystone, in Hillsborough County, and U.S. 98 at West Ponce de Leon Boulevard in Brooksville, in Hernando. Part of the Suncoast Trail will be closed from Feb. 27 through March 9 for repairs and resurfacing, according to a news release from Pasco County. The 42-mile trail winds through Hillsborough, Pasco and Hernando counties.The largest segment of nearly 22 miles is in Pasco. The closure includes trail access south of State Road 52, and north of State Road 54. The project is one of Pasco County’s Parks, Recreation, and Natural Resources scheduled maintenance plans to improve the multi-use Suncoast Trail. The resurfacing will smooth out uneven areas and address areas needing repair. The aim is to make it safer for walkers and bikers to pass each other. Walking, biking and inline skating are allowed. The trail is wheelchair accessible.
