Pasco County residents got the opportunity to gain insight on three local road projects at a Feb. 26 open house presented by the Florida Department of Transportation. The state road department officials fielded questions from residents during the session at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch, in Wesley Chapel. Residents could view poster boards and watch videos to learn more about these

three projects: • The Diverging Diamond Interchange connecting State Road 56 with Interstate 75 in Wesley Chapel. • The State Road 56 extension from Meadow Pointe Boulevard to U.S. 301 • Widening Old State Road 54 east of Curley Road to east of Morris Bridge Road While residents appeared to be interested in all three projects, the Diverging Diamond seemed to attract the most attention. “This is the one that matters most to me,” said Lee Anne Pete, noting she drives in the State Road 56 and Interstate 75 area
“every day, at least once.” Since she and her husband moved to the area a decade ago, they have witnessed the growing development along State Road 54 and State Road 56. The Wesley Chapel resident said she often gets stuck in traffic congestion on the northbound ramp leading onto State Road 56, from I-75. One comforting solution for Pete is a third lane being added to the ramp leading west onto the State Road 56 bridge. Currently, the 2-mile ramp branches off: See ROADS, page 13A

As Kaila McAlpine spoke, her passionate tone filled the gymnasium, captivating the audience. She was among a host of students and faculty members taking part in the Wiregrass Ranch High School’s Poetry Slam on Feb. 22. With “Diversity Rules” as the theme, participants could share a poet’s work, or deliver their own literary creation, on stage. The school’s Black History Club conceptualized the theme and coordinated the second annual event, which was timed to coincide with Black History Month. “I think diversity was the best way to bring everyone together,” said Averi Willins, vice president of the club. “Black history shouldn’t just be for black people. I feel like it’s an awareness for everyone.” Willins, along with club president Sa’Derrica Tate, welcomed the audience before Fiona Williams, of Saint Leo University, performed the national anthem. Fun times at Paulie Palooza The seventh annual Paulie Palooza drew hundreds to Fifth Avenue in Downtown Zephyrhills for food, music and fun on Feb. 23 The event, held at Main Street Zephyrhills, featured live music throughout the day, food trucks, vendors, face painters, auctions and drawings for prizes donated by local businesses. Proceeds from the event benefit Gulfside Hospice and help support patient care and bereavement services for Pasco County residents.

Eating corned beef and cabbage on St. Patrick’s Day seems to go hand-inhand with this day — almost as naturally as shamrocks and wearing green. Many restaurants feature the meal as a menu special, which is sometimes so popular that it sells out. But, how did this tradition start, and is this truly an Irish dish? There is a lot of history to it, but I will keep it concise. If anything, the vegetables in the meal are more authentic to Ireland than the meat. The cabbage is grown in many varieties in Ireland and is available almost year-round. Additionally, you will find carrots and potatoes in a corned beef and cabbage dish, which have also been Irish staples. They have grown well there, because of the soil and climate, for centuries. But, cooking the corned beef and cabbage dish as a way to celebrate St. Patrick’s Day is more of an Irish-American tradition. Meaning, if you travel to Ireland on March 17, don’t expect to see this meal being served (Just like you wouldn’t see General Tso’s chicken on a menu in China). According to the Smithsonian Magazine, pork was (and still is) the main animal product consumed in Ireland hundreds of years ago, as beef was more expensive and out of reach for most.Also, cattle were used solely for milk and to help with farming, and would only be eaten if a cow was too old to work or produce milk. The saltiness of the corned beef paired well with the plain flavors of the cabbage, carrots and potatoes they were so familiar with back home. And, with St. Patrick’s Day being a religious holiday in Ireland, the Irish immigrants celebrated this day to recognize their heritage with a meal that connected their new homeland to their old one. So, you might be wondering:Why do we call it corned beef? The corned beef comes from brisket, which is a tougher cut of meat from the front of the cow. To make it tender, it is cured (preserved) with large grain pieces of salt, or “corns of salt.” So there are a few fun facts for you. It’s not quite the Irish cuisine most of us assume, but something that started right here in the United States, and with a completely different immigrant population playing a role, no less. Directions Put chopped onions on the bottom of the crockpot Place the corned beef brisket fat-side up Mix the beer, brown sugar and thyme, and add to crockpot Add seasoning mix (optional) Cook on low for 8 hours About 10-15 minutes before the meat is done, take 1 cup of the juice from the slow cooker to boil the cabbage and carrots in until soft (about half an hour) Boil the potatoes until soft Let meat cool for 15-20 minutes before slicing (veggies may still be boiling as the meat cools)

Baseball school strikes out on permit By B.C. Manion bcmanion@lakerlutznews.com
The Pasco County Planning Commission has denied a special exception request by Ryan A. and Elizabeth J. Prior for a private baseball and softball school in Wesley Chapel. The request was to allow the private school on a 5-acre property, 320 feet south of the intersection of Hadlock Drive and Elkmont Lane. It is surrounded by several agricultural uses, which include boarding stables, several equine veterinarians, some other horse stables, and agricultural uses, including single-family dwellings. Attorney Barbara Wilhite represented the Priors during a planning commission public hearing and Cynthia Spidell, a planner for King Engineering, outlined the proposed use. The applicants had agreed to a number of conditions. They agreed to limit the hours of operation; limit to 20 the number of students who could be there on a daily basis, and no more than four at a time; required road maintenance; prohibited glare from lights; and, a number of other conditions. The county’s planning staff recommended approval of the request. But, neighbors objected. Allison Doucette, an attorney representing opponents to the request, said the 15-foot-wide gravel road leading to the site “is really not intended to service any kind of commercial business.” She said her clients own the horse farm that surrounds the proposed site of the baseball school, and they regularly cross over the easement with their horses.
Neighbor Fred Byrd, of 29439 Hadlock Drive, also objected. “I don’t want Mr. Prior fixing that road. “If that road is smooth, we’re going to have people doing 30, 40 miles an hour down that little easement. It’s not safe,” he said. Besides the neighbors’ horses, Byrd said, “We’ve got a granddaughter.There’s animals out there.There’s dogs and cats.” Besides the safety issue, dust kicked up by motorists is a problem, too, he said. “When it’s dry, and the amount of traffic that goes by, if we leave our bedroom window open, our bedroom is covered with dust,” he said. If the baseball school is approved and there are violations, he doesn’t believe that Code Enforcement would be able to put an end to the problem. “Code Enforcement basically lived out in this area with all of the problems we had with the prior baseball ranch.They were operating illegally. They were asked to stop. They continued. They were asked to stop. They continued.There were numerous violations. “Code Enforcement was out there and it didn’t stop them before,” Byrd said. He also noted that not all of the proposed site is usable.“Half of it is back in a cypress head and part of it is a pond,” he said. Byrd said he has nothing against baseball. “I love baseball. I played baseball. I coached baseball. “There’s a proper place for it. This is an equine community,” Byrd said. Planning commissioners denied the request, but the applicants have the right to appeal that decision to the Pasco County Commission, if they should choose to do so.

PILOT PROGRAM
The Florida Department of Health in Pasco County (DOH-Pasco) is piloting a new program, Baby on Board, which allows exclusively breast-feeding mothers/employees of the department to bring their babies to work until the baby is 6 months old. The program was introduced last year after DOH-Pasco received a Gold Level Florida Breast-feeding Friendly Employer Award. DOH-Pasco also received the 2018 Gold Level Loving Support Award of Excellence for providing exemplary breast-feeding promotion and support activities. The Baby on Board program complies with the Surgeon General’s 2011 Call to Action to Support Breast-feeding. An internal survey revealed that the Baby on Board program was supported by 97.2 percent of the DOH-Pasco staff.

Keep Your Home Cool By Planning Ahead The last thing your family wants to deal with during the hot summer months is your home’s A/C unit going on the blink. And, the best way to prevent that from happening is to have a maintenance plan with a reputable HV VA AC company, and to be aware when you're unit’s warranty will expire. “Y Yo our A/C should receive regular maintenance every six to 12 months to prevent an emergency situation,” said Dana Spears, president of Cornerstone Air Conditioning, Plumbing & Electrical in Land O’ Lakes. “Maintaining your A/C is much like taking your vehicle in for regular oil changes and service updates. If you don't service your vehicle, you are looking for trouble. And, if you are not doing regular maintenance on your A/C system, when you have problems, it will likely be during the hottest times of the year when your unit is working its hardest,” said Spears. A well-maintained A/C system should continue to operate through the end of its warranty period. However, as a system gets older, it loses much of its efffficiencies and begins to show its age with inconsistent hot and cold pockets, and excessive noise. In many cases, Cornerstone’s technicians recommend replacing a system when the warranty expiration is nearing its end to avoid inevitable mechanical problems, and also to take advantage of new technology that makes A/C systems much more energy efffficient. “Often times, we find that the saving on a customer’s power bill is so significant because of the energy efffficiencies of a new A/C unit, that it is more cost effffective to replace a unit, than to repair it,” p said. Spears The new Daiken A/C systems installed by Cornerstone are of much better quality than builder-grade units, and come with 10 to12 year warranties. For most homes, the cost for a new
HV VA AC system is between $5,500 and $12,000, depending on the unit’s seer rating and type of technology the system offffers to achieve higher energy efffficient levels. “The higher the seer rating, the more expensive the unit because it uses two-stage or inverter technology and slow speeds,” Spears explains. “But, a higher seer rating is more energy efffficiency and can save a family hundreds to thousands of dollars a year on their power bill.” Spears goes on to explain that a home’s air conditioning system typically accounts for 50 percent of its power bill. “For many families, it makes sense to go with a higher seer-rated unit because it will pay for itself within a few years,” said Spears. One of the biggest worries homeowners have when their old A/C unit starts having problems is the cost of repairs that keep adding up. “It may be smarter to replace an old A/C unit, than it is to keep repairing it, which is also frustrating, time consuming

We’re hopeful that’s what this is going to accomplish.” Since construction began in January, workers are continuing to install drainage pipes under the southbound ramp heading onto I-75 and the northbound ramp heading onto State Road 56. This, in conjunction with a lane expansion on the northbound ramp, may result in future lane closures. However, any closures will continue to occur only at night from 10 p.m. to 6 a.m. The next phase will be reconfiguring lanes on State Road 56 to crisscross before reaching the bridge, Deese said. “Most of the time, you’re going to see during traffic shifts [that] they’re going to be working behind concrete barrier walls,” the engineer added.“You’re going to see the construction, but they’re not going to close lanes – especially during the day.” The state transportation department projects that impacts to normal traffic flow will not be an issue whether traveling on or off the bridge. Although the reception has been generally positive regarding the interchange, there are those who have expressed their concerns. Mike Lin is somewhat skeptical of the added traffic light where the northbound ramp leads east onto State Road 56. Currently, traffic on the ramp merging eastbound onto State Road 56 becomes congested even with no stop light present. With the addition of the light, the New Tampa resident fears it will only worsen an

Rose Daniels recited “My People” by Langston Hughes - conveying the value of humanity through the wonders of astronomy. “The night is beautiful, so the faces of my people,” the sophomore recited.“The stars are beautiful, so the eyes of my people. Beautiful also, is the sun. Beautiful also, are the souls of my people.” In another piece, Juanita Lamprea Garcia also spoke on the constellation of stars as they relate to people.The writing expressed that while each star is different, they all work together to brighten the dark sky. One literary work used the analogy of a seed to emphasize the importance of human growth – breaking free from its shell in order to flourish. Another drew a comparison between people and crayons: a diversity of colors, opposed to just one, combine to make a picture complete. Even Wiregrass Ranch’s Principal Robyn White offered words of inspiration. In the poem “You Stand Out,” she spoke of a world where unity outshines individual differences. “What really stood out in that poem, was the commonalities that we all have – things that we enjoy. “No matter who we are or what we stand for, these are all beautiful things in our lives,” the principal said. During an intermission, the school’s step team, led by McAlpine, put on a lively presentation. The gym echoed with rhythmic hand claps and foot stomps as the team performed their march with precision.

And, while the state transportation department assures that the bridge will not need to undergo an expansion for additional lanes, Lin has doubts about that, as well. “How do you get it to fit in the existing bridge?” Lin asked.“Unless you’re going to make the lanes narrower, I don’t know how you do that,” he added. The project plans to have three lanes heading eastbound on the State Road 56 bridge. Westbound traffic will hold six lanes as studies show there is heavier activity on that route. The $33-million interchange project is set for completion in late 2021. Another road project featured at the meeting was the extension of State Road 56, from Meadow Pointe Boulevard in Wesley Chapel to U.S. 301 in Zephyrhills. The $59.2-million project is of much interest, as it creates a direct link from Wesley Chapel into Zephyrhills. Along State Road 56, pedestrians will be accommodated with a multipurpose trail on the south end, a sidewalk on the north end and bicycle lanes on both ends of the road. The 6-mile project is expected to be completed later this year. Another project featured at the open house involves the widening of Old State Road 54, east of Curley Road in Wesley Chapel to the east of Morris Bridge Road in Zephyrhills. The 4.5-mile project will expand Old State Road 54 from two lanes to four lanes, divided by medians. A sidewalk will be added to the north end, while a multipurpose trail will be added to the south end. The $42.5-million project is expected to be complete by mid-2021.
With an energized crowd, the presenters kept the momentum going as they continued to speak with emotion. William Cuebas presented another literary piece that told the story of a person’s introspective journey in life - peacefully interacting with different ethnicities. The 16-year-old said he found this reading compelling because it exemplifies how society should coexist. “We should be treating ourselves not only as equal, but we should celebrate our differences,” Cuebas stated. After reading a quote,Wanda Diehm took the time to commend Wiregrass Ranch High. “We do diversity here so well,” the social studies teacher said. “I see it in my classroom, in the hallways, in the cafeteria, and I love it.” Writer Charles Bennafield’s words were eloquently recited as Willins read “I Am Diversity.” “My name is Diversity and yes I stand tall,” the senior quoted.“Recognize me and keep me in the mix. Together there’s no problem that we can’t fix.” Willins stated that the poem was moving because it gave her the opportunity to look at diversity not only as a concept, but as a person. McAlpine admitted that poetry helped her discover a newfound appreciation for literature. “When I write poems, I draw from my emotions and my perspective,” the 16-yearold explained. That was evident as she presented her own literary work “Blend” at the Poetry Slam. In the poem, McAlpine expresses her views as a young African-American lady while encouraging everyone to “blend” as one people. Cuebas also acknowledged “Blend” stating that it “really took the crowd by storm.” He added that,“Art is a way of presenting concern, our creativity, opening our imagination, and I feel like that’s what we’re doing with this.”

Pasco County’s program focuses on preparing eighth-graders, as they’re on the verge of high school years. The program invites guidance counselors from both public and charter schools to train them on how to identify eighth-graders who have academic or economic hardships. In some cases, students come from homes where parents work multiple jobs and are unable to dedicate sufficient time to their children, Heyser said. Counselors recommend these students to Take Stock in Children. Students, along with their parents, can sign a contract to remain in the program throughout high school – providing they meet program criteria. Under that criteria, a student must be on free or reduced school lunch, maintain a 2.5 grade point average, must demonstrate exceptional attendance and behavior in school, and must participate in Take Stock events. Once they enroll in high school, students who participate in the program have access to a wide range of resources. Program staff frequently interact with students, hold educational workshops, monitor grades and stay in contact with parents. Because of the collaboration with district schools, the program is aware of students who are experiencing declining grades, and the program can intervene to create a success plan for students to improve their performance. College readiness coaches also help students prepare for collegiate life. “By doing that combination, we really get to know these kids quite well,” Heyser said.
A CONSTANT, FRIENDLY FACE
Mentors also help. These volunteers are trained to effectively communicate with students, find common interests and help them with schoolwork. Mentors play an important role, Heyser said. “It can create a huge impact on a student by just having somebody that is [an] adult role model to talk to,” she added. Mentors meet with their proteges on school grounds, typically during lunch or a study hour. They are asked to identify a student’s talents or interests and to encourage them to think about how to turn their niche into a practical career. Team projects include helping students create mock resumes and cover letters – practice that will come in handy when they enter the workforce. The teaching goes both ways between mentors and students. In April, students who are now in college will be reuniting with the mentors they had in high school during a Take Stock in Children event in Pasco. As part of a panel, they will provide insights to mentors who are helping current teens prepare for college life.

When Take Stock in Children began in Florida, its sole purpose was to increase the high school graduation rate, Heyser said.And, over the years, it has been highly successful

After college graduation, Take Stock in Children alumni often stay in touch with the organization. Many speak at events, offering their personal testimonies. It gives staff and mentors an opportunity to see firsthand the kind of impact the program can have. That’s where people like Milton come in. He recently spoke at a fundraiser, encouraging donors to help students who are in the kind of situation he was in. He’s just one of the alumni who has used the opportunities the program offers to prosper. Another former alumni is now a Pasco County lawyer, with prospects of making partner at a law firm. During her 15 years with Take Stock in Children, Heyser said she has witnessed the incredible perseverance youths possess, despite the odds against them. “We literally see miracles happen,” Heyser said.“We have kids who are in wheelchairs and have physical disabilities in addition to the economic challenges they face.” Outside Heyser’s office there’s a bulletin board with photographs of students who have come through the program. She can point to a face, recall the name, and talk about the individual’s journey. As she recounts their achievements, her eyes fill with tears. — increasing the graduation rate for students in its program to 96 percent. However,Take Stock has shifted its focus to helping students in its program to enroll in college and have the skills necessary to graduate from college. “Our newest goal that was created this year is to have a 96-percent college graduation rate,” Heyser mentioned of the program’s intentions. Right now the graduation rate for Take Stock college students is at 67 percent. She admitted that it’s a challenge but one that can be achieved – considering what has been accomplished this far. At the collegiate level, students are assigned a college completion coach who helps find resources addressing any academic or financial needs. And, while away at school, students must still stay in contact with the program – submitting their grades every year for review. Although the willingness may be there, the cost of college is a major obstacle for many students, which can prevent them from continuing their studies. The program partners with many organizations, which provide scholarships. The Pasco program receives donations and has mentor volunteers from the Zephyrhills Rotary Club, the West Pasco Chamber of Commerce, the North Tampa Bay Chamber of Commerce, and others. The organization also has an agreement with the Florida Pre-Paid College Foundation, which matches dollar-for-dollar the amount that donors contribute. “That’s how we can afford to have so many students partake of this,” Heyser said.

ot too long ago, Shaheed Salmon was making thumping defensive stops as an All-State linebacker all over the gridiron of John Benedetto Stadium at Land O’ Lakes High School. He’s still doing the same — now, as a professional football player. The 2014 Land O’ Lakes High graduate is a backup linebacker in the American Alliance of Football’s (AAF) Birmingham Iron franchise. The league is about the closest level to the NFL as you can get. It features numerous NFL veteran players and coaches, plus dozens of big names from the college football ranks. Salmon’s team alone includes one of the league’s most recognizable faces — running back Trent Richardson, a former NFL first round pick and two-time BCS National Champion and All-American at the University of Alabama. “The competition — it’s great,” Salmon said in a recent interview with The Laker/Lutz News.“You look to your left and you’re playing with someone who played at Alabama, at the highest level, even in the NFL.” The AAF launched this year by television producer Charlie Ebersol and Hall of Fame NFL general manager Bill Polian. The eight-team, 10-game season league is an unofficial complement to the NFL by showcasing developing talent.

The AAF is regarded as a farm system of sorts for the NFL. In fact, the league has an “NFL out” written into its player contracts, allowing players in the league to sign with an NFL team if given the opportunity. “That’s everyone’s goal in this league; everyone’s trying to get back to the NFL,” Salmon said. The Land O’ Lakes High varsity boys basketball team’s banner season — and hopeful bid for a state finals appearance — has come to a close. After winning a district championship and then dismantling King High 62-35 in the regional quarterfinals, the Gators fell at home to Hillsborough High 52-36 in the Class 7A regional semifinals, on Feb. 26. The defeat ends what was one of the best hoops seasons ever for Land O’ Lakes, who finish the 2018-2019 season with a 24-3 record and a 7-0 district mark, under longtime coach Dave Puhlaski. Land O’ Lakes last surpassed the 20-win plateau during the 2011-2012 season — when they went 22-7 and also won a district crown. The Gators entered the playoff contest against Hillsborough on a 16-game winning streak. Their last defeat had come on Jan. 1, a 7265 overtime loss to Wildwood Middle High in the Greg O’ Connell New Year’s Shootout tournament; the team’s other loss was against Wesley Chapel High 57-53, on Dec. 21. But, the Terriers’ (27-2) size and experience proved too much for Land O’ Lakes,

with a roster featuring nine seniors and six players 6-foot-5 or taller. Land O’ Lakes shot 29 percent from the field and had just two players in double figures, as standout junior guards Chase Farmer and Mehki Perry scored 11 points apiece. (Hillsborough went on to qualify for the state final four after beating Auburndale High 75-71 in the Class 7A regional final on March 1.) Disappointing defeat aside, the Gators again figure to be one of the area’s top contenders next season.

fell to Wharton High 69-51 in the Class 8A regional semifinals, on Feb. 26. The Patriots finished the season with a 25-4 record and 12-2 district mark. Unlike Land O’ Lakes however, the Patriots may be in for some rebuilding next year, as the team loses nine seniors, including its top five scorers and rebounders.

T
he Pasco County Fair has always prided itself on its focus on family fun, in a safe environment, and this year’s fair fulfilled that mission. It featured a parade through downtown Dade City, with the theme of “Thrills, Squeals and Ferris Wheels.” There were the usual fair favorites, too: Food, music, rides, competitions and shows. Hungry fair-goers could choose tasty offerings such as gyros, French fries, corn dogs, roasted corn and, of course, cotton candy, candy apples, elephant ears, funnel

cakes, cinnamon roll, and much, much more. There were gospel and bluegrass concerts, roving entertainers, racing pigs and other shows. Art was on display, and kids showed off their prize heifers, bulls, rabbits and other animals. There were lots of rides on the Midway, too. The fair, put on by the Pasco County Fair Association, has played an important role in community life in Dade City for decades, and has attracted people from far and wide to enjoy its offerings. It carried on that tradition, again, in 2019.

RULE CHANGES APPROVED FOR INVASIVE SPECIES
The Florida Fish and Wildlife Conservation Commission has approved rules that will proactively protect the state from invasive species not yet established here. Invasive species are animals that are not native to Florida that cause economic or environmental harm or pose a threat to human safety. The new rules add high-risk non-native animals to the Prohibited list and clarify rule language. The rules also include provisions for people currently in personal or commercial possession of these species. The FWC staff has determined these species present a high-level risk to the state and will be added to the Prohibited list: • Mammals: meerkats/mongoose, raccoon dog, dhole, brushtail possum, flying foxes • Birds: red-whiskered bul-bul, dioch, Java sparrow, pink starling • Reptiles: brown tree snake, yellow anaconda, Beni anaconda, Deschauensee’s anaconda More than 500 non-native species have been reported in Florida. This species usually inhabits dry sandy areas, palmetto or wiregrass flatwoods, pinewoods, coastal dune habitats, or hardwood hammocks. They generally avoid wet areas but sometimes live along the edges of swamps.

Owners and their canines will have the chance to display some team effort at the annual Dogs’ Day in Dade City event on March 16. Celebrating its 10th anniversary, the function will run from 10 a.m. to 2 p.m. The day will have a host of fun activities designed for patrons and their furry friends to work collaboratively. At 10 a.m., the Dog Wagon Parade will allow owners to showcase their dogs in stylish costume. Owners may also bring their own custom-designed wagon for their pet to cruise in. This will be followed by the Dog Costume Contest at 11 a.m., where the bestdressed pooches will be eligible to win prizes. The noontime K-9 Challenge will encourage owner and dog to work through an obstacle course. As the newest edition, Bow-Wow Rally will run throughout the event – a game of strategy.

Making a difference
Saint Leo University’s Paws of Love organization was founded to help rescued and sheltered animals, while protecting the environment. Paws of Love organizers and volunteers celebrated the completion of one of its missions by presenting Pasco County Animal Services (PCAS) with 135 lasso leashes to be used at the Land O’ Lakes shelter. The leashes will allow more dogs to be exercised at the same time, enabling each dog to receive time outdoors. COUNTY SUPPORTS GRAN FONDO
The Pasco County Commission has approved a sports event sponsorship agreement with Haute Route LLC, relating to the Gran Fondo Florida event.This year, the cycling event is scheduled to take place on March 23 and March 24 in San Antonio. The agreement calls for awarding up to $4,800 to support the event, which will be based on a rate of $12 per night per room, based on the actual number of room nights generated by the event in Pasco County. The gran fondo format differs from other bike races, because it’s not a “start to finish” race. Instead, there are timed segments throughout the courses, which are used to calculate a rider’s competitive time.

The Pasco County Commission has approved a resolution that specifies that the county’s Planning Commission will be appointed through staggered terms.The initial terms range from one year to three years, and two-year terms after the expiration of the initial terms.
