Hundreds attended the Rotary Club of Wesley Chapel Noon’s fourth annual Duck Fest at FOP Pasco Lodge 29, 21735 YMCA Camp Road in Land O’Lakes. The free family event, on March 10, featured a bounce house, games, a classic car show and the musical entertainment of Mr. Tommy. There was a duck derby where guests could ‘adopt’ a rubber duck to race in Bell Lake for a chance to win cash and prizes. Proceeds from the event will benefit Big Brothers, Big Sisters of Tampa Bay and The Pasco Sheriff’s K-9 Association. When it comes to social work, the job responsibility should go beyond addressing baseline issues of clients and patients, according to Dr. Ruth Brandwein, one of the nation’s most accomplished and recognizable social work educators. Social work should also identify solutions and take action for meaningful and impactful change for all individuals, families and communities, said Brandwein, the keynote speaker of Saint Leo University’s fifth annual social work conference on March 8. The daylong event drew dozens of social workers, mental health counselors, marriage and family therapists, human service, criminal justice system professionals and students in Saint Leo’s bachelor and master social work programs. High school fair offers diverse career paths By Brian Fernandes bfernandes@lakerlutznews.com

While parents and students had an opportunity to learn about post-high school options — representatives from colleges, technical schools, military branches and other programs had a chance to make their pitch at the College and Career Fair recently at Wesley Chapel High School. Those attending the March 11 event could pose questions to representatives from more than 40 organizations, and could take home brochures and other handouts. Wesley Chapel High had the program in its gym, but the fair was open to students from other high schools, too. “They (students) really like that it’s all in one place,” said Kelly Faysash, college and career specialist at Wesley Chapel High.“It’s a good opportunity to come one night with a parent and be able to [hear from] a lot of different colleges and universities.” Keiser University, a private, nonprofit institution, was among those participating. Pauline Hardy, admissions counselor from the New Port Richey Campus, was there to represent the Florida-based university, which offers services internationally, including programs in business, health care, criminal justice and psychology. Hardy noted that Keiser offers programs that are convenient for students who have children, or full-time jobs. “Some of the unique points are that you

can take classes one at a time, and each class lasts four weeks,” the counselor explained. Many of the university’s most coveted programs are medical – especially nursing. Health care is an ever-expanding field, with numerous opportunities, Hardy said. Across the gym, Michelle Turner was representing another school offering medical programs – Florida Career College. One common question asked about the school is how it will help transition students into the workforce,Turner said. To that end, the college’s career service department stages mock sessions to help students prepare. “They start working with them (students) one month in, to start grooming them with interview skills, their resume and how to present [themselves],” she said. Some schools, however, including the American Musical and Dramatic Academy, focus on the world of arts. The school is located in both New York and Los Angeles, offering courses in acting, as well as musical and dance theater. The academy’s faculty attend various high schools across the nation to hold workshops. Students get an idea of what the school is about and have the chance to perform auditions. Lauren Paha is a faculty member of the academy and will be hosting an audition at Wesley Chapel High in April. She noted that financial assistance is a

common area of concern for students and parents. “Not only do we give away talent-based scholarships, we also do merit-based scholarships,” Paha stated. The school is also receptive to financial aid coming from outside the academy. All of the instructors at the academy are still active in the industry - whether on Broadway, directing or singing, Paha remarked. The bar is also set high for instructors at Full Sail University, requiring at least four years of industry experience. “What we focus on is entertainment, media, arts and technology,” said Jolie Parris, outreach representative for the school. The university logo was recognizable as several of its alumni have gone on to do artwork for big-budget projects. Such projects include the Fortnite video game and films like The Incredibles and the Marvel comic series. They, too, offer scholarship programs and have workshops at high schools, where student can create music beats and learn about animation. Rebecca Maher attended the fair with her two daughters – students at Cypress Creek Middle High School. Tuition was at the top of her mind, when visiting the booths. The boards for the Central Pasco and West Pasco chambers of commerce have voted to become a single chamber, effective July 1, pending due diligence by both chambers’ boards. Leadership from both groups said they’re excited by the prospects. The new chamber — which has yet to be named — will have more than 1,000 members. Its membership will reach from around Interstate 75, to the western edge of Pasco County. “There are advantages for both the chambers and for the chamber members,” said Greg Armstrong, chairman of the board for the West Pasco Chamber of Commerce. “For the chambers, it means more services for less money. In today’s competitive environment that’s what you have to do. “As for the members, the advantages are measured a little bit differently. “They’ll have more marketing opportunities — to reach a larger market, which is the trend today. “They’ll have more networking opportunities, in a larger area. “And, quite frankly, they’ll get more bang for their buck. “In the growth area of (State Road) 54, they won’t have to wonder: ‘Should I join this one? Or, should I join that one?’As a result, a lot of people didn’t join either. “Now, they just join THE chamber. We take that problem out of it,”Armstrong said. “That is one of the two best growth areas in the United States right now, for business, and there was no reason to spend our time fighting over the members. We want to spend our time working for the members,”Armstrong added. Les Saland, president of the board for the Central Pasco Chamber of Commerce, said, “we want this to happen because it really is a good deal for the members. “We’re going to be splitting the board, initially, for the first two years. It’s going to be seven members of the West Pasco board and seven members of the Central Pasco board to comprise the board of directors. “The chairman of the board for the first year will be the incoming chairman of the board from West Pasco Chamber, and then

the second year, the chairman of the board will be our current incoming president. “Then, after that, it will be by nomination of the board. “We wanted to make sure that our members have equal representation.This is not a takeover or anything like that. It had to work for everybody,” Saland said. Both offices will remain open, and staff members will be retained, Saland said. “If we move the office into their (West Pasco Chamber) current office, which is on Main Street in New Port Richey, that doesn’t work well for the current members who are in Central Pasco, or in Land O’ Lakes, or even possibly on the eastern side of Trinity/Odessa.That’s a long drive,” Saland said. The combined chamber will have more political clout, both leaders said. “Let’s face it, government has to do what it does and sometimes it’s not in the best interest of business,”Armstrong said.“If we’re speaking for more than a 1,000 members, they (political leaders) sit on the edge of the chair. If you’re a smaller chamber, they might sit back in their chair. Having such representation is especially important for chamber members, Armstrong added. “Eighty-five percent of our members, in both chambers, are very small businesses. Having been that most of my life, I can tell you, there’s a lot of times, you have to snorkel to get air — because you’re working that many hours. “They don’t have time to even know that a problem is coming, much less figure out a way to deal with it, or make it not happen. “As a chamber, we can impact those things,” he said. Organizing a unified chamber will take a concerted effort and involves working out myriad details, both leaders said. “I think we have a lot of work ahead of us, but I’m excited,” Armstrong said. “We have a chance to clean the chalkboard and set us up for the next decade. I really think we’re going to benefit all of the communities. You’ve got Land O’ Lakes, Lutz (the Pasco part of Lutz). You’ve got Odessa, Trinity, Holiday, New Port Richey, Port Richey, Hudson. Now we’re talking about almost 250,000 people that we represent.”

Ryan Lowery, a Dade City native and 2008 gradaute of Pasco High, is serving at the U.S. Naval Submarine Training Center Pacific in Pearl Harbor, Hawaii. Petty Officer 2nd Class Lowery has served for six years and works as a Navy fire control technician. He is serving within the U.S. Pacific Fleet area of operations. As a fire control tech, Lowery is responsible for the weapon system onboard submarines and has the ability to work with sonar to track all contacts. He credits his success in the Navy to many lessons learned in Dade City. “From my hometown, I learned a good, hard work ethic, which leads me to successfully accomplishing my job on a day-to-day basis,” Lowery said, in a release. Although there are many ways for sailors to earn distinction in their command, community and career, Lowery noted he is most proud of advancing to the rank of petty officer second class because it is proof of his hard work and determination. Serving in the Navy is a continuing tradition of military service for Lowery, who has military ties with family members who have previously served. His brother currently serves in the United States Army. Lowery takes great pride in serving in

the Navy. “To wake up every morning, put on the uniform and go to work as a Navy sailor will forever have a great impact on my life. It means a lot to serve this country and to know that all of my loved ones are being protected,” he said, in the release.

Seminars aim to empower Pasco women By Brian Fernandes

The first of a three-part series aimed to advance the interests of Pasco County women took place on March 4 at the Land O’ Lakes Branch Library, on Collier Parkway. All of the meetings, being presented by the Pasco County Commission on the Status of Women and the Pasco County Commission, are being held at the library, and are free and open to the public. The theme of the first part of the series was “Health and Wellness.” Guest speakers Mike Napier, of the Florida Department of Health in Pasco County, and Sarah Cobelli, of BayCare Behavioral Health, shared pertinent information relating to women’s health issues. “Virtually everything we do at the health department is in partnership with someone else,” explained Napier, administrator for the Florida Department of Health — Pasco County. The department works with Moffitt Cancer Center, Premier Community Healthcare Group and other partners. They work to bring awareness to issues such as cervical and breast cancer, and provide information about treatment options. The department also receives government funding, which is used to provide screenings. Efforts also are being made to prevent the spread of Hepatitis A, and the health department is receiving assistance in this effort from the Pasco County Sheriff’s Office, Napier said. Through this collaboration, vaccinations are offered in the jail system, Napier explained. “The good news is, it’s almost 97 percent – after you’ve had those shots – that you’ll be immune to any Hepatitis A,” Napier said. Napier also advocates child vaccination for Hepatitis A and for the human papillomavirus (HPV). Napier dispelled the notion that HPV is always linked to physical intercourse, stating that the stigma makes parents hesitant about vaccinating their children. Teenage pregnancy, however, is a reality

that the department addresses through its family planning program. “It’s very difficult when we see moms coming in at 16-17 [and] trying to get them to finish school,” Napier said.“We’ve got to do something about that.” The program offers testing, counseling and various contraceptive methods. It also works in conjunction with schools to make sure students are well-educated and have a resource to call for help. Tobacco use is another area of local concern, Napier pointed out. “Unfortunately, Pasco County continues to have some of the highest smoking rates in the state,” the administrator said. As of last year, 21 percent of adult Pasco residents were chronic smokers, according to the health department. It also noted in a 2013 study that 22 percent of women in the county were smokers – significantly in the 18 to 44 age range. The health department is working with medical institutions to distribute and collect health surveys. The effort allows hospitals and other health care facilities to share medical information, and to better identify health trends

based on demographics. “It’s going to be consistent with all the hospitals and the health industry, to be able to say, ‘We all see the same data and now we’re going to try to act on that data,’” Napier stated. The administrator also noted that providing mental health care to women who need it remains challenging. Cobelli provided a presentation focused on behavioral health and substance abuse among women. As a program manager for BayCare, she oversees community-based services for both children and adults. “One of the newer additions to BayCare within the last couple of years - is behavioral health integration, that especially females find comfort in,” Cobelli said. This program is a convenient means for women to see their primary care physician and speak with a mental health counselor within the same office. Another outreach program allows nurses, with a mobile medical unit, to go outdoors informing the homeless about medical resources and housing that may be available to them.

There’s also outreach to teenage mothers. With the help of case managers, another state-funded program provides intervention for pregnant or postpartum women struggling with substance abuse. For the 2018 fiscal year, Cobelli stated: “About 65 percent of the women that are enrolled have a primary diagnosis of an opioid disorder.” There are also services available to women outside the program to help with essentials, such as car seats, strollers and baby formula. BayCare encourages women with substance abuse, who are coming out of jail, to attend its group meetings three times a week. With the Alternatives to Incarceration Pasco program, BayCare works with the Sheriff’s Office to establish special services for those with substance disorders. The second part of the series, focused on Economic Prosperity, will be held on April 8. The third part of the series, focused on Safety and Access, will be presented on May 6. About two dozen shoppers were waiting when the Hobby Lobby Stores Inc., held its grand-opening celebration of its newest store, in Lutz. They joined store employees and members of the Central Pasco Chamber of Commerce for the 9 a.m., ribbon cutting ceremony on March 18. The store, at 25675 Sierra Center Drive, is Hobby Lobby’s 865th store. It is located in the Cypress Creek Town Center, which is west of Interstate 75, off State Road 56. Suzanne Beauchaine, executive director of the Central Pasco Chamber of Commerce, welcomed Manager Brooke Pancoast and her team to the chamber, which has a 44-year history of promoting the interests of businesses and supporting community organizations. “Our new location is great for many of our customers, who have been driving to our stores in Zephyrhills and New Port Richey,” Pancoast said. “While we expect to keep many of our loyal store customers in Zephyrhills, many will now shop at the new Lutz store because it is closer and more convenient,” said Kevin Ross, Hobby Lobby’s Zephyrhills store manager. Shoppers were eager to check out the

new store. “We love the home accessories and art supply areas of the store,” said Monica Salter, who attended the Lutz grand opening with her daughter-in-law, Jennifer Salter. “Plus, Hobby Lobby has wonderful discounts on holiday items that we always appreciate.” Both women reside in Wesley Chapel, and have also shopped Hobby Lobby stores in Zephyrhills, North Carolina and Colorado. Shopper Lynn Eberhart said,“I’m learning to quilt, and we came by to see what Hobby Lobby has for quilters.” She came to the grand opening with her husband, Joey, who said he enjoys looking at the memorable and clever signs Hobby Lobby stocks. Hobby Lobby is a privately held national retain chain of craft and home décor stores. Each store offers more than 70,000 crafting and home décor products, including floral, fabric, needle art, custom framing, baskets, home accents, wearable art, arts and crafts, jewelry making, scrapbooking and paper crafting supplies, according to a company news release. The Oklahoma City-based private corporation got its start in 1970 as Greco, a miniature picture frame company. Store hours are Monday through Saturday, 9 a.m. to 8 p.m.The store is closed on Sundays.

Thousands flocked to downtown Zephyrhills to celebrate the city during the 109th Founder’s Day Heritage Parade & Festival on March 9.This year’s theme was “Planes,Trains & Automobiles” — honoring the impact that transportation has had on the growth and success of the community.A parade, which featured vintage automobiles, kicked off the event in the morning. Dozens of local vendors and food trucks

lined Fifth Avenue, and some side streets, offering patrons various dining and shopping options. Live music was performed throughout the day and there was a K-9 demonstration by the Zephyrhills Police Department. This year’s festival also featured the second annual Beard & Mustache Competition, which awarded cash prizes to the men with the most impressive facial hair. The event was hosted by Main Street Zephyrhills, 38537 Fifth Ave.

Three VPK classes of Primrose School at Collier Parkway took field trips to Publix to buy food items for other kids in need. Each class of 15 to 21 students took turns, using $100 and a shopping list. It’s something Brandwein has vast experience with, as legislative chair for the National Association of Social Workers (NASW) Sarasota/Manatee and Florida chapter. In her address to the audience, Brandwein expressed a call for more social workers to run for public office — noting there are not enough elected officials with backgrounds in the field. The speaker put it like this: “Who better than social workers can advocate for the aging, for veterans, for mental health issues, for opioid issues, for child welfare, for human trafficking, for homelessness, for LGBTQ rights?” She continued,“We have the skills that are necessary to be elected officials. We also are really good at communicating with people, good at making ideas known, good at listening, and good at interviewing people.” Now retired at 78, Brandwein still serves as professor and dean emeritus at Stony Brook University’s School of Social Welfare. Her career in social work is undoubtedly distinguished. Among other career highlights, Brandwein is former president of the New York State Chapter of the NASW; co-founder and first chair of the Suffolk County Task Force on Family Violence; former member of the National Advisory Council on Violence Against Women; and, helped found and serves on the editorial board of Affilia: Journal of Women and Social Work. Brandwein also received the NASW’s Lifetime Achievement Award in 2018. She was selected “for her decades of work advocating for children, the homeless, women

The speaker recalled a handful of her own experiences in working with legislators. One of her biggest advocacy wins came years ago working in New York, advocating for free or low-cost childcare for single parents, for children up to 12 years old, she said. On that subject, Brandwein underscored the importance of persistently reaching out to legislators on various social issues, whether it’s through personal visits, emails or letters, while at the same time understanding policymakers’ points-of-view on decisions. Brandwein said it’s important to talk to policymakers “as though they’re intelligent human beings, which they are” and that it’s equally, if not more important, to build positive working relationships with elected officials’ legislative aides. “The aides are the ones who do the research on the bills. They are the ones who make recommendations to the legislator,” Brandwein explained.“The aide — if you’ve talked to that person — then they can become your advocate.” In her closing remarks, Brandwein stressed that social workers should never stop fighting for important issues, whether for children and families, or equal rights for all. “Positive social change is never complete — it’s a work in progress,” Brandwein said. With a grin and chuckle, she added:“I’m almost 79, next month. I’m still working on these things. I won’t finish. I can’t stop.” grams. BROWNING, from page 1A schools — to comply with Marjory Stoneman Douglas High School Public Safety Act, also known as Senate Bill 7026. The district’s safety guards are required to have a minimum of 10 years of experience in the military or law enforcement. Browning explained the safety guards have quickly made a positive impact on school campuses, by taking on a mentoring relationship with students, which, in turn, has led to fewer discipline referrals districtwide. “These men and women are kicking it,” Browning said.“Just having that presence on the campus has been significant, has been incredible for this district, and also provides a sense of security, and, it does provide security. “We’re much more tight about who’s on campus. If you don’t have a (identification) badge on, they’re going to ask you where you are from or what you’re doing on campus.” As another safety measure, Browning said district schools are getting upgraded door locks, thanks in part to a security grant from the Florida Department of Education, whereby classroom doors can lock from the inside when they are closed. “There’s no getting back in that room unless you have a key,” said Browning. “Whether teachers or principals like it or not, those doors are going to lock, and you better have a key on your body if you want to get back in a classroom, because your kids need to be safe and they need to be protected.” The school district is also “installing a lot more (security) cameras,” Browning said. Browning also mentioned there’s a districtwide policy requiring gates and classroom doors to be locked and secured during school hours. Browning said the policy — put into effect a week after the Parkland shooting — received pushback from some teachers and administrators, who called it “inconvenient” at the time. “I don’t want to hear about how inconvenient it is that you’ve got to wear a key on your lanyard to get back into your door,” Browning said of those complaints. “It would be inconvenient for me to have to stand before a bank of national TV cameras explaining how someone got onto our campus, and worse yet, got into your classroom. That’s what’s inconvenient to me.” He continued,“Kids needs to be safe in our schools. Parents need to have the expectation when you drop your child off at our school that they’re going to be safe.” Besides addressing school safety, the superintendent offered an update to some

new school projects in East Pasco, including the new Cypress Creek Middle School being built next to Cypress Creek Middle High School, which opened in 2017. “We have broken ground.We are tearing ground open.We are putting walls down at Cypress Creek Middle School,” Browning said. The new middle school is set to open in 2020. Once complete, the approximately 185,000-square-foot to-195,000-square-foot middle school will become Pasco’s largest middle school. It will serve more than 1,600 students in grades six through eight. Related to that, Browning said the school district is set to undergo another redistricting either later this year or early next year, whereby students from Seven Oaks Elementary will likely be zoned to the Cypress Creek schools — a measure to reduce overcrowding at John Long Middle and Wiregrass Ranch High schools, respectively. Browning also said moves are being made to bring a technical high school to East Pasco. “We’re getting ready to break ground. We’re in the design stage now,” Browning said. The superintendent explained that district officials are leaning toward having the unnamed technical school built on the recently purchased 104-acre Kirkland Ranch property, situated at the southeast corner of Curley and Kiefer roads. The district has also considered the technical school for a 125-acre tract along Handcart and Fairview Heights roads. Browning, however, said the Kirkland Ranch property may present a more desirable location once the new Interstate 75 interchange at Overpass Road is completed. “It’s a good shot from Zephyrhills, a great shot from Wesley Chapel, and a great shot from Dade City,” Browning said. Either way, Browning said a technical school would help relieve overcrowding concerns at Pasco,Wesley Chapel,Wiregrass Ranch and Zephyrhills high schools. “It will lower the numbers again in those schools, but also give kids in this area a technical education if that’s what they want to do,” he said. Elsewhere, the superintendent touched on teacher salaries — and finding ways to boost them. Browning said he’s having ongoing discussions with district staff about the possibility of holding a millage election “solely for the purpose of paying our teachers more money.” “The mission we have in Pasco is paying teachers,” Browning said.“We’ve got to make an investment in our teachers.”

‘Biggest Little Train Show’ delights train enthusiasts By Christine Holtzman choltzman@lakerlutznews.com

H

undreds of model train collectors and enthusiasts converged at the historic Zephyrhills Depot Museum, 39110 South Ave., over the weekend to attend the Zephyrhills Model Train Show & Swap Meet. The restored 1927 Atlantic Coast Line railroad depot has been hosting the event every other year (on odd years) for the past decade. The show, known as the ‘Biggest Little Train Show in Florida,’ attracted numerous vendors dealing in predominately HO scale and N scale trains. The Zephyrhills Trainmen Association — a volunteer, five-member group of train buffs — has organized the show since its inception. The centerpiece of the show is a 8foot by 17-foot interactive HO scale layout, built and maintained by the Trainmen, which is on permanent display at the museum. One of the four train systems speeding along the tracks inside this impressive display is rigged with a tiny camera that broadcasts onto a television, allowing the user to enjoy the ride, as if they were the engineer. All of the buildings in the display are to scale, and many represent actual buildings, landmarks and businesses in Zephyrhills. Years ago, several of these businesses paid to have their replicas professionally made, but the most enduring are the ones

that were constructed by members of a bygone era, who have since passed away. Maintaining a large layout is a group effort. Trainmen member Bill Craven, a snowbird from Albany who lives part-time in Zephyrhills, appreciates what each member has to offer. “Different men in the group have different skills, each guy is good at something. We have an electrician, we have a guy that could put new paved roads down, another guy knows computer-driven design. I’m good at the landscaping, making sure that the trees are in top shape,” Craven said. Operating on a shoe-string budget, the Trainmen, who belong to the nonprofit organization Main Street Zephyrhills Inc., rely heavily on donations from estates, and in exchange, the donors can receive a tax benefit. Estates often will donate model train collections because the surviving family does not have any interest in the hobby, or the collection may take up too much space. Many people donate to keep the history alive and to give their trains new life, for another generation to appreciate. The group spends the two years in-between the shows collecting donations, taking inventory, and doing any necessary repairs and cleaning to prep them for the next sale. In addition to the Trainmen’s offerings, there were several local vendors on hand selling everything from antique pieces, individual cars and full sets, to starter sets for those that are just beginning their journey in the hobby of model trains.

PET PAWS HELP ALLEVIATE SHELTER OVERCROWDING

Hillsborough County’s Pet Resource Center, 440 N. Falkenburg Road in Tampa, has too many dogs, and shelter managers are asking Hillsborough County residents to open their hearts, and homes, to help alleviate the overcrowding. As of March 8, the shelter had 255 dogs, or 104 percent of the shelter’s official capacity. The dog population at Pet Resource has remained near or just above capacity for several weeks. The center is the county’s only open-admissions shelter, meaning it accepts dogs and cats regardless of age, weight, breed or health. Fees are low, and dogs and cats are registered, vaccinated, microchipped and spayed before adoption. The shelter is open from 10 a.m. to 7 p.m.,Tuesday through Sunday.

BILL INTRODUCED FOR PET MEDICATIONS

U.S. Representatives Gus Bilirakis (FL-12) and Matt Cartwright (PA-08) have introduced legislation to protect American consumers by giving them greater freedom to choose where they fill drug prescriptions for their household pets. The Fairness to Pet Owners Act allows pet owners to receive a copy of their pet’s prescriptions without having to request it,

pay an extra fee for it, or sign a waiver or liability disclaimer. That way, pet owners can decide to buy pet medications at a local or online pharmacy, a big box retailer, or another location of their choosing. This legislation would protect consumers by enhancing market competition, which can benefit pet owners “in the form of lower prices,” according to research on the issue by the Federal Trade Commission. Specifically, the Act would establish the right of consumers whose pets are prescribed an animal drug to receive a digital or paper copy of the veterinary prescription, at no extra cost and without having to request a copy.

Bat maternity season runs from April 15 through Aug. 15, and during this time, it is illegal to block bats from their roost. Florida is home to 13 resident bat species, included listed species such as the Florida bonneted bat. Some bat species roost in artificial structures, including buildings and houses. Although it is illegal to harm or kill bats in Florida, rules have been developed stating that legal exclusion of bats has to occur outside of the maternity season. Bats cannot be legally captured or relocated. Exclusion guidelines on how to remove bats from buildings can be found online at MyFWC.com/Bats. Bats are beneficial to people and are an important part of the ecosystem.The state’s native bats help keep the insect population under control, with the average bat eating hundreds of insects a night. She currently attends the University of South Florida, in pursuit of a master's degree in Urban & Regional Planning. She holds a bachelor of science degree in administration from Barry University. Her role at the Pasco EDC will allow her to use her real estate skills and institutional knowledge in economic development, according to the release.
