Students typically don’t decide to drop out of school overnight. And, there’s typically more to the story, when a student starts missing school on a regular basis. At least those were a couple points of discussion last week during a Pasco County

School Board workshop on the topic of school attendance. “Attendance is really a symptom of something else that is happening with our students,” said Angel Hernandez, senior supervisor of student support programs and services for the district. Pasco County has been working to define what on-track, at-risk and off-track means, in terms of attendance, behavior, aca-
demic performance and discipline. In high school, the measures include GPA and progress of meeting graduation requirements. A fun day at Zephyr Park Dozens of families braved the heat and humidity on a recent Sunday afternoon to have some fun at Zephyr Park, 38116 Fifth Ave., in Zephyrhills. Virtual orientation was back by popular demand at Wiregrass Ranch High School. The online amenity, offered Aug. 1 to Aug. 6, provided an alternative to help Wiregrass Ranch students get situated for the coming school year, which begins for students on Aug. 12. The option allowed students who are returning to Wiregrass Ranch, and their parents, to view class schedules without being present on campus. “Now parents and students can access the same information from the convenience of their mobile device or computer from home,” explained Rebecca Jarke, assistant principal at Wiregrass Ranch.“It’s more convenient for families who have multiple
Zoe Spanos doesn’t let her physical challenges define her, but manages to thrive instead. The 15-year-old Lutz teenager, who has cerebral palsy, lives life like many teens. The rising Steinbrenner High School sophomore is a straight A student and a dedicated member of JROTC and HOSA-Future Health Professionals. She’s also a fitness buff — into cross training, weightlifting and nutrition. Lately, she’s tried her hand at golf — a game introduced to her by her grandparents. She’s set her sights on making the Steinbrenner girls golf team this season. Due to her physical limitations, Zoe employs an unconventional golf stance and swing, which focuses more on generating power from the right side of her body. She takes weekly lessons with local golf instructor Andrew Dawes.

Sister Mildred enjoyed ‘tinkering’ with machinery The Laker/Lutz News Staff Report
Sister Mildred Gelis, OSB, was known for motoring around Saint Leo University on her little scooter. When her scooter failed her, her mechanical skills went to work — to get it running again. She also was known to have a knack for maintaining cars, helping to keep costs down for her community of the Benedictine Sisters of Florida, who live in Holy Name Monastery in St. Leo. These are among the memories of Sister Mildred shared in a news release from the Benedictine Sisters of Florida, who also announced her passing, which occurred on July 26. Sister Mildred was born on June 28, 1925, and grew up in Slidell, Louisiana. She is survived by her Benedictine Sisters community, and several nieces and nephews, including Michael and Cynthia Lewis. She attended public school, and when Our Lady of Lourdes School opened, the Gelis children went there. Our Lady of the Lourdes was staffed by the Benedictine Sisters from Holy Name, in Florida, and although she was very young, Sister Mildred became convinced she wanted to become a nun. So, after her high school graduation in June of 1942, she left home and received her training as a Sister in the Order of St. Benedict at Holy Name in St. Leo.
She then attended Mount St. Scholastica College, Atchison, Kansas. Sister Mildred received her undergraduate degree from Loyola University, in New Orleans, and a graduate degree in Theology from St. John’s University, Collegeville, Minnesota. She taught in parochial schools in Ocala, Jacksonville Beach and Sarasota. She also taught at a little rural public school in St. Joseph, where she taught a combined class of first, second, third and fourth grades. After 31 years of teaching and leadership positions, she retired in 1981. That retirement was short-lived. Sister Mildred decided to return to school to learn printing; after that, she went to work for Saint Leo University, eventually running its Copy Center. Although she loved the work, she did say “the pressure of meeting deadlines could get hectic at times,” according to the release. Her other roles in service in her community included Scholastic Mistress, sub-prioress, and councilor. She also volunteered for a number of years on the St. Leo town commission. Sister Mildred was remembered in a vigil and a Mass of the Resurrection last weekend. Anyone wishing to honor Sister Mildred can direct donations in her memory to Benedictine Sisters of Florida, P.O. Pasco Schools budget nearly $1.4 billion By B.C. Manion
Highlights of the proposed budget include a 3 percent increase for district employees and a 5 percent increase in costs for insurance benefits, as the district continues to cover 100 percent of the cost of employee insurance premiums. The district also plans to increase its staff by 35.4 positions at the school level and 5.6 positions at the district level. The largest appropriations in its capital budget include the remodeling and renovation of Zephyrhills High School; the construction of Cypress Creek Middle School; the construction of Starkey K-8; new classroom wings at Sunlake High and Bexley Elementary; and design work for a new magnet technical high school on the east side of the county. The budget also includes a long list of maintenance projects and purchases, including the lease/purchase of computers and buses. And, includes the completion of the renovation/remodeling of Land O’ Lakes High School, which is almost finished. No one spoke during the public comment portion of the public hearing, which was the first of two required public hearings. The second has been scheduled for Sept. 17 at 6 p.m., in the school board room at the district’s administrative complex, at 7227 Land O’ Lakes Blvd., in Land O’ Lakes.

The Pasco County School Board has approved a tentative budget approaching $1.4 billion for the coming fiscal year. Pasco County Superintendent Kurt Browning covered highpoints of the proposed budget at last week’s Pasco County School Board meeting, before the board approved the tentative budget and tentative tax rate. The new fiscal budget of $1,392,942,266 is an increase of $131.7 million over last year, Browning said. It includes a general operating budget of $664.5 million and a capital budget of $339.1 million, according to district figures. The proposed tax millage rate for 20192020 fiscal year is 6.101 mills, which is a decrease of 0.178 mills. Under the proposed rate, a homeowner of a $175,000 home, after the deduction of the $25,000 homestead exemption, would pay $26.70 less than they did last year, Browning said. The district received additional funds totaling more than $27.8 million, to accommodate projected growth of 1,294 students and recurring expenses, the superintendent said.

Owners Stephen Poletta and Scott Crawford pride themselves on the freshness of Keke’s food. “We cut our potatoes, hand-crack our eggs, and never use liquid egg mix,” said Poletta. “If you order an omelet, you’re getting three cracked eggs fresh-to-order, because made fresh to order is very important to me.” Just about everything on Keke’s menu begins with something fresh. “Our strawberries, grapes, bananas— everything is fresh. We whisk our pancake and waffle batter. We grind our coffee beans. Everything’s made inhouse,” adds Poletta. This includes Keke’s popular Florida pancakes and waffles, which are topped with fresh strawberries, blueberries and bananas — not frozen fruit or preserves. “Everybody likes our Florida pancakes and waffles,” Poletta said. “But, our cheese steak omelets and blueberryor raspberry-stuffed French toast are to die for. All of our omelets, and the regular French toast, are fabulous, too.” While breakfast is number one at Keke’s, the restaurant also boasts an extensive lunch menu, including its popular turkey and ham club, tuna fish sandwich and cheese steak panini. “It just makes me feel good to see the smiles, to see our regulars come back two or three times a week for breakfast and lunch,” said Poletta. “We must be doing something right to have so many happy customers.”
Keke’s large portions, fresh food and unique recipes create picturesque dishes, which often inspire guests to send photos of their meals to envious friends and family. “We love that our guests take pictures of their food — that’s something I’ve never seen in my 20 years in the restaurant business,” said Poletta. “As soon as we put the food down, people take pictures of their meal, before diving in.” At Keke’s, employees emphasize cleanliness, fast service and attention to detail. Its spacious dining room accommodates a large volume of people, making wait times short and fast. The restaurant also offers takeout and catering. The Pasco County School Board passed a resolution last week supporting the Student Crime Watch Program and emphasizing the board’s encouragement to use available tools to help keep students and campuses safe. The resolution notes that the Student Crime Watch Program gives students and the community the ability to make anonymous reports of “unsafe and potentially harmful, dangerous, violent or criminal activ-
ity or the threat of these activities to appropriate public safety agencies and school officials.” Other avenues of reporting, according to the resolution, include FortifyFL, which is a mobile suspicious activity reporting tool, Crime Stoppers of Tampa Bay and the CrisisGo (CrisisGo.com) safety application, which is a comprehensive emergency response, safety drill, communication and incident management system app that enhances response activities in the event of an emergency.

It’s August — and that means families will be getting back into their school routines. Besides gearing up in the morning, there’s the evening to think about, too. As kids get into their extracurricular activities and homework habits, there is usually one part of the day that can get particularly stressful: dinnertime. We all hear that this should be family time, a time for no TV, a chance to talk about our day and, of course, the meal should be a healthy one. Having dinner together has a positive impact on a child’s development, but cooking often can take too long to fit into a busy evening of helping with homework, and dropping kids off and picking them up from practice, rehearsals or other activities. This is where paninis can help save the day. And, it just so happens that besides being back-to-school time, August is also National Panini Month. Your experience with paninis may be limited to a sandwich shop, but you can easily make them at home. They are similar to a sandwich, but are not quite the same. To make a panini, you press or heat the ingredients to make them blend together in a press machine. You want the panini pressed to the point when the bread can’t be removed from the middle ingredients (meat, cheese and veggies). If you don’t have a press machine, simply grill the panini on the stove (think grilled cheese) and “press” using a spatula, flip to other side, and repeat. You can also use the lid to a pan instead of a spatula. Traditionally, you wouldn’t use every day sliced bread for a panini. Instead, use a baguette, rolls or focaccia-style bread. It just takes a few minutes to make, and the crispier you like it, the longer you’ll want to press it.

Ham and Turkey Panini Ingredients 2 slices provolone cheese 1 ciabatta roll, split (or any bread of choice) 2 slices ham 2 slices turkey ½ cup arugula, or spinach 1 medium tomato, sliced 1 bell pepper, sliced ½ small red onion 1 teaspoon olive oil 1 teaspoon red wine vinegar Salt and pepper to taste Directions Preheat and oil press machine. Place a slice of cheese on both the top and bottom pieces of bread. Layer meat slices, arugula, tomato, bell pepper, and onion on bottom slice of bread. Scatter most of olive oil and vinegar, add salt and pepper to taste. Place top slice of bread on top and graze with remaining olive oil. Place sandwich on machine and press shut. Cook until bread is golden brown and cheese is melted (about 5 minutes). You can also make it on the stove and use the spatula (or lid of a pan) to press it down a few minutes on each side. Yield: Makes one sandwich
WHERE DID THE PANINI ORIGINATE?
As you might tell from the name, it is Italian and means “small bread.” According to Grand Voyage Italy, they became popular in Milan in the ’70s and ’80s for a quick option for people on lunch breaks, and then made their way to New York City at upscale restaurants. Eventually, the popularity of paninis spread to other cities, adding more varieties and becoming more available at family friendly establishments. In Italy, they have their own “rules” for paninis.They use only one type of meat and

OneBlood, a local blood center, is urging people with O-positive blood to donate as soon as possible. Summer is a challenging time for blood donations. School is out and people are on vacation, but the need for blood does not stop, according to a release by OneBlood. Thirty-seven percent of the population has O-positive blood, making it the most common blood type, which makes it transfused more often. Generally, healthy people age 16 and older who weigh at least 110 pounds can donate blood. For a list of OneBlood Donor Centers and Big Red Bus blood drives, visit OneBlood.org.

The Medical Center of Trinity has announced the successful completion of the first robotic-assisted coronary/peripheral angioplasty in the Tampa Bay region. According to a release, this is the first and only FDA-cleared and CE Marked medical device to bring robotic-assisted precision and control to coronary and peripheral interventional procedures. Physicians use minimally invasive technology, which improves the precision of stent placements. Combined with the enhanced visualization of the X-ray images and robotic precision, procedures are transformed, ultimately improving patient care.

Some kids don’t want to be at school, Hernandez said.They say things like,“I don’t feel welcome at my school. I’m not being treated nicely.” Not being at school has consequences, he added. “We know the reality is that when our students are not in school, they are not engaged in school, and when they’re disengaged, they fall short of meeting that goal and graduating, and achieving success once they leave our system,” he said. The district can track attendance through data, which allows it to make a closer analysis. It can break down the data by grade level, demographic group and day, week or month. Overall, 38,500 Pasco students were on track for the year in attendance, while 24,200 were at risk and 12,400 were offtrack, Hernandez said. The data reveals that there are no demographic groups that appear to be at greater risk than others, Hernandez said.“They’re all within the 90s,” he said. He also noted that sixth grade has the highest attendance rating. When the district looks at its attendance rates, it’s not just looking at unexcused absences, but excused absences, too. School Board member Cynthia Armstrong, a former teacher, voiced concerns about the growing number of

She asked:“How are we stressing to parents that attendance is important?” A change to the district’s code of conduct allows students to make up any and all assignments, tests or related work of any excused or unexcused absence at full credit. But, even when students can make up the credit, they’re still losing out, said School Board vice chairwoman Colleen Beaudoin. “Even if they can show up later and make up the test, they’re missing learning opportunities.They’re missing the chance to interact with their peers, and they’re missing the group work, the projects,” Beaudoin said. School Board chairwoman Alison Crumbley wondered what the district does to address the kids who are there, but are
just not understanding the content. Hernandez said efforts are being made to give students quizzes to help check how they’re doing, so extra help can be offered to help them catch up before the end of the course, when it’s too late. Hernandez also noted that some schools have dances or other celebrations to encourage good attendance. Along those lines, School Board member Megan Harding said it’s important for schools to be consistent. She recalled students being excited about the prospect of attending a quarterly dance party. “They didn’t make it the first quarter, but the second quarter came and there was no dance party; the third quarter came, and there was no dance party. “There was no consistency,” Harding said. “Is there going to be some consistency or accountability within our schools?” Harding asked.“Those little ones they really do want
that dance party.” Hernandez said it takes a team effort to tackle the issue. “It used to be that this work happened through the lens of social work,” he said. “We’re trying to break away from that, as we build a compassionate schools frame for our sites, we want all of our other members to engage.” Superintendent Kurt Browning said parents need to hear from the district level — not just the school level — about the importance of attendance. He said he expects increased efforts to reach out to parents, through newsletters and periodic phone calls to emphasize how important it is for children to be in school. The district has an obligation to make school engaging and to set high standards, and to help students to understand there’s a connection between being in school and being successful in life, Browning said.
Wiregrass Ranch decided to make it the primary means for orientation for returning students. The options allows students to avoid long lines and wait times. First-time freshmen had their own oncampus orientation on Aug. 1. “It gives them an opportunity to make connections with current students and staff – to make the first day of high school a little easier,” Jarke said. “Also, with only ninthgrade students being here, the campus is
not as crowded.” Re-entering students, and their parents, were still accommodated at Wiregrass Ranch – receiving online assistance on Aug. 6. In a computer lab, students could access their myPascoConnect accounts, while parents were able to log in to or create their own parent portal accounts. Both private platforms allowed student schedules to be viewed, as well as the ability to purchase items like lockers
or gym gear. Parents can access the accounts yearround to stay up-to-date with their child’s academics. Viewable information includes grades, attendance records and test scores. Users of the virtual orientation are encouraged to offer feedback on their experience and possible ways to improve it, Jarke said. Wiregrass Ranch is one of several Pasco County schools that use virtual orientations.
SHRINERS, from page 1A “My follow-through sometimes may look a little different, but I mostly just change everything a little bit so that works for me,” Zoe said. “I just try to push my mind and body as far as it can and see where that takes me,” Zoe said. The method seems to work, as Zoe confidently says,“I definitely have more power than a lot of 15-year-old girls, even with my different things.” Zoe appreciates golf’s psychological challenges. “No matter the physical part of it, I think it’s definitely more mental than anything,” she said. The young woman has a lifetime of experience of overcoming difficulties. At only 10 days old, Zoe developed encephalitis, or inflammation of the brain.The brain swelling resulted in seizures and two strokes, and she was technically diagnosed with cerebral palsy. “There was a point (doctors) didn’t know if she was going to survive,” recalled her mother, Michelle Spanos.“I was always asking the specialists, ‘What can they expect?’ and they said they really don’t know…” The cerebral palsy caused a loss of muscle control that affects the left side of Zoe’s body, mostly in her foot. With her condition, Zoe wears a specially molded prosthetic AFO (ankle-foot orthosis) brace provided by Shriners Hospitals for Children-Tampa. It’s a necessity for her left foot and ankle when doing any type of physical activity. “When I walk, my brain doesn’t tell my foot to lift up,” Zoe explained,“so this brace basically forces my foot to do something.” She added of the brace,“It limits mobility a little bit, but I just walk around and it’ll tilt my foot in or out a different way or move it back a little bit; it definitely helps if you walk and run.” The brace resembles something someone with a broken leg or fractured ankle might wear. Zoe’s mother credits Shriners Hospitals for helping her daughter over the past decade, since 2008 to be exact. For many years, Zoe would visit the hospital as many as three times a week, receiving physical, occupational and speech therapies, and providing custom braces as she’s grown up. Zoe now visits roughly every six months for checkups. Zoe’s efforts have inspired her mom. “She’s always just been really driven. She’s always been tough. Nothing ever stopped her. Ever. She’s really never complained,” her mom said. Shriners has played a big role, too, she said. “They’ve provided every brace she’s needed, every evaluation. They’ve actually really gone over and above with the brace,” Michelle said. While Zoe’s family appreciates what Shriners has done for Zoe, the organization thinks highly of Zoe, too. She has been selected as one of 22 pa-

The teen will also partake in a pro-am event the day before the PGA tournament officially begins, getting to spend the day with a PGA Tour pro, who hasn’t been announced yet. Expect that positive momentum to continue again this year, as the roster, like Gaither, features a lengthy list of Division I prospects, particularly on the offensive side of the ball. Among them are incumbent starting quarterback Haden Carlson (Florida International commit), wide receivers Aidan Bitter (Iowa State commit) and Dean Patterson (Southern Miss offer), tailback Deon Silas (offers from South Alabama, South Florida, Southern Miss) and offensive lineman Matthew Adcock (offers from South Alabama, Southern Miss), among others. Another overlooked bonus comes on special teams, with the return of All-State punter Cameron Brown and reliable kicker Trevor Haire. Perhaps the biggest impediment to the team’s success is a relatively difficult slate that includes Tampa Bay perennial powerhouses in Hillsborough and Plant, as well as Chamberlain and Sickles high schools. Regardless, the Warriors figure to be an exciting team, with plenty of high-scoring outputs.

Creating a permanent place of honor Efforts continue to create a memorial for law enforcement officers killed in the line of duty By B.C. Manion bcmanion@lakerlutznews.com
I
f all goes according to organizers’ desires, Pasco County will join the state’s 66 other counties and will establish a permanent memorial for law enforcement officers who have died in the line of duty. Those behind the effort hope the memorial will be ready for use next year, during the Pasco County ceremony held annually to honor members of the law enforcement community who began their shift, like any other day, but never made it home. Craig Laporte, a Port Richey attorney, is one of the key players working to establish the memorial. The initiative was launched in 2014 by some members of the Fraternal Order of Police Lodge in Land O’ Lakes, Laporte said. They created the Pasco County Fallen Law Enforcement Officers Memorial & Benefit Foundation Inc., Laporte said. In addition to the goal of creating a memorial, the foundation also seeks to help families of fallen law enforcement officers, or officers severely injured on duty. “Coincidentally, at about the same time, my wife Arndrea and I decided that we wanted to do something to thank the families of law enforcement officers for what they go through on a daily basis,” said Laporte, who was a Pasco deputy before getting his law degree. He and his wife saw firsthand the unpredictable nature of the work, and the sacrifices made by officers and their families, Laporte said. They decided to organize a Family Fun Day to give law enforcement personnel and their families a chance to gather together to have a good time.The day includes a meal, and fun activities for kids and adults. Area businesses and organizations help to pay for the festivities. The first year, the Family Fun Day drew about 250 people; this year, there were 750, representing 17 agencies, Laporte said. After paying the expenses the first year, there was $5,000 left over that was donated to the memorial fund, Laporte said.This past year, $14,000 was donated, said Laporte, who also became involved with the memorial foundation’s board. Originally, the FOP wanted to have the memorial at their private lodge site in Land O’ Lakes, but they agreed to change the location to erect the memorial in a public setting. The Pasco County Commission also approved a request to locate the memorial at the northwest corner of the grounds of the Historic Pasco County Courthouse in Dade City. The historic courthouse is the same place where the annual Fallen Law Enforcement Officer Memorial events have been held, according to accounts published in The Tampa Tribune and The Tampa Bay Times. Those events have been solemn affairs, sometimes attended by hundreds of people, according to published reports. They’ve been marked with the pageantry of law enforcement — a riderless horse, two boots sitting backward in the stirrups, escorted across the courtyard; a bagpiper playing “Going Home;” a bugler playing “Taps;” and words of consolation, and appreciation, for lives cut short too soon. Next year, organizers hope the event will be held at the permanent memorial. The memorial was designed free of charge by Ardurra, formerly known as King Engineering Associates Inc., of Tampa, Laporte said.

Clark Lohmiller, Planning and Landscape Group Leader for Ardurra, has been involved in the design since Day 1. He decided to contribute his skills after being approached by Terry Edmonson, of the Pasco Sheriff’s Office, who had an obvious passion for the project. Lohmiller said Jason Marques of the Pasco County Sheriff’s Office also has been involved, and that John Galbavy and Kevin Velinsky, also from Ardurra, have lent their expertise on the project. by one in Texas, which features a sculpture of an angel carrying a fallen officer up to heaven at the center of it, Lohmiller said. Laporte said Brodin Studio in Minnesota is creating the sculpture for the Pasco memorial. He also described what the public can expect to see. “It’s going to be designed really spectacularly,” he said. “It’ll be a black stone base down on the ground. And, it’ll be narrower than this, but it will be a thin blue line of glass block that’s illuminated from underneath, so at night, it will be an illuminated thin blue line. “Then, the statue also will be illuminated, with LED lighting, and the names of the fallen officers will be around the pedestal,”
Laporte said. “Hopefully, it will be well-received and something that showcases the support that Pasco County has — and the community wants to have — for the fallen officers, and just the officers in general. I’m honored to be a part of it,” Lohmiller said. LaPorte said his law partner, Frances Werner-Watkins, also has a personal interest in the memorial. She is related to Sheldon Nicks and William O’ Berry, two of the fallen officers honored each year. Efforts continue to raise the money needed to complete the project, Laporte said. The Hillsborough County Pet Resource Center currently has no dogs in foster care and is in need of residents to foster dogs for 30 days to 90 days. The shelter’s dog population is at 115 percent of capacity, and fostering helps to open up valuable kennel space, as well as giving special care and attention to particularly vulnerable pets. Foster parents help dogs learn socialization skills that can help them get adopted and provide information to prospective adopters on the dog’s personality traits, which can make for a perfect match. Pet foster parents are responsible for providing love, food, care, exercise and fun for the dog. The Pet Resource Center provides all medical attention the dog needs while in foster care. The Florida Fish and Wildlife Conservation Commission (FWC) wants residents to know that green iguanas are an invasive species in Florida, meaning that they’re not native to our state. Iguanas can cause considerable damage to infrastructure, including seawalls and sidewalks. Like all invasive species, iguanas are not protected in Florida, except by anti-cruelty law. While the species cannot be relocated, iguanas can be removed from private property with landowner permission. However, “The message has been conveyed that we are asking the public to just go out there and shoot them up.This is not what we are about; this is not the ‘wild west.’ If you are not capable of safely removing iguanas from your property, please seek assistance from professionals who do this for a living,” said FWC Commissioner Rodney Barreto, in a release.
