Local agency officials recently addressed an array of issues facing homeless veterans, before members of the Economic Opportunity Subcommittee of the U.S. House Committee on Veterans’ Affairs, at a session in New Port Richey. U.S. Rep. Mike Levin, chairman of the subcommittee, and U.S. Rep. Gus Bilirakis, ranking member of the committee, listened to suggestions on reducing veteran homelessness from a group panel, to relay back to the U.S. Congress. Levin, a Democrat, represents California’s 49th congressional district, and Bilirakis, a Republican, represents Florida’s 12th congressional district. Panelists were Joe Battle, director of the James A. Haley Veterans’ Hospital; Danny Burgess, executive director of the Florida Department of Veterans Affairs; David Lambert, chairman of the Pasco County Housing Authority; Michael Raposa, CEO of St. Vincent DePaul Cares; Brian Anderson, CEO and founder of Veterans Alternative; and Mary White, a former home-

The chamber was honored for its accomplishments, including its acquisition of two chambers within the past five years that led to its official name change and logo, as well as its involvement in numerous initiatives. Hope Allen, president/CEO of the chamber said the award is a testament to the chamber’s board, its ambassadors, its staff and the area’s vibrant business community. “This is something we’ve been working toward since I took over the organization,” said Allen, who joined the chamber seven years ago, when it was known as the Greater Wesley Chamber of Commerce.“We had not been ready in the past because we

East Pasco to receive new, upgraded veterans clinic By Brian Fernandes bfernandes@lakerlutznews.com

The Department of Veterans Affairs (VA) is in the midst of building a new outpatient clinic in Zephyrhills. As a branch of Tampa’s James A. Haley Veterans’ Hospital, the facility will be an upgraded replacement to the current Zephyrhills Community Based Outpatient Clinic. It will serve former members of the military. “I’d say accessibility is probably our biggest reason for building a new clinic,” said Shayna Rodriguez, public affairs specialist at James A. Haley. “It will be easier for veterans to use, and we’ll have more capability and accessibility for them.” Danny Burgess is the executive director of the Florida Department of Veterans’ Affairs. The Zephyrhills native said he’s anticipating the added amenities this new facility will offer service men and women. Burgess stated that,“The new VA clinic in Zephyrhills will be a game changer for veterans in East Pasco. The expansion will provide increased access to quality healthcare. We are so excited for this commitment to our community by USDVA (U.S. Department of Veterans Affairs); and FDVA (Florida Department of Veterans’ Affairs) looks forward to growing our strong relationship with our federal partners.” The 14,000-square-foot facility will offer more space, housing both primary care and mental health services within the same building. Ten rooms will be devoted to primary care, while six rooms will be used for treat-

Veteran women’s health has been ongoing, but additional services will be provided at the new clinic – especially for those with infants. “We’ll also be adding a lactation room because women veterans are one of our fastest-growing demographics,” Rodriguez said. The increase in the number of veterans living in Tampa Bay has led to a need for more clinics. The James A. Haley hospital is not exclusive to just its VA clinics in Zephyrhills and New Port Richey, but branches out cross-county. COURTESY OF SHAYNA RODRIGUEZ/JAMES A. Land O’ Lakes route to lose bus stop, weekend service By Brian Fernandes bfernandes@lakerlutznews.com

Bus Route 41, in Land O’ Lakes, no longer will be making a stop on Collier Parkway — and also will discontinue operating on Saturdays. Those changes were approved by the Pasco County Metropolitan Planning Organization (MPO) board on Sept. 12. The changes were prompted by a recommendation from Pasco County Public Transportation based on its research and public feedback. “We received some concerns from some of our riders on Route 41,” Kurt Scheible director of public transportation for the county told the MPO board. “Unfortunately, it’s not one of our better routes.” The route begins at the U.S. 41 intersection with Central Boulevard. It continues south to multiple stops, including where U.S. 41 meets Gator Lane, State Road 54 and the apex where U.S. 41 and North Dale Mabry Highway branch off. Although other stops are along U.S. 41, the route also included a jog onto State Road 54, over to Collier Parkway, where riders could pick up the bus near the Land O’ Lakes Recreation Complex. However, Scheible said, very few patrons took advantage of the stop and those riding the bus considered the stop to be an inconvenience because it delayed them in getting

to their destinations. A study done by the transportation department in June revealed a low volume of riders on Route 41, Scheible said. There were only 250 trips made on weekdays and 20 on Saturdays during the month, he noted. During 2018, of all of the county’s 825,767 bus trips, Route 41 only had slightly

over 1,900 – making it the lowest performing route in the county’s transportation system, he said. The study also showed that barely any riders used the service on Saturdays, he added. The director also noted that those using the Collier Parkway stop were primarily using it to get to shops along State Road 54.

Because of the findings, the bus service decided to drop the Collier Parkway stop and to end Saturday services on the route. Pasco County Commissioner Mike Moore, who sits on the MPO board expressed agreement. “Obviously we wanted to make sure that everybody had access to our public facilities, including the library and the rec center,” he said.“But if nobody’s taking part in it, [it is] obviously understandable that we need to reevaluate that.” The MPO board’s approval was the final action needed to push the initiative forward. Scheible also mentioned future plans to extend Route 41 further north up to State Road 52, once that corridor has widened. While services are being reduced in one part of the county, the MPO board took another action that may have the effect of boosting ridership countywide. The board approved free bus transportation for veterans, active military and county employees who present proper identification. The Pasco County Commission made the change official during its Sept. 18 meeting. “The whole idea is: walk on [with a] picture ID, they hit the button and they’re riding for free wherever they need to go to,” Scheible said during the MPO meeting. The changes to Route 41 and the free bus rides will take effect in October, the transportation director said.

McDannold Law Focuses On Estate Planning Special to The Laker / Lutz News

The stately grandfather clock in the lobby at McDannold Law belonged to Andrew McDannold’s beloved grandparents, who died without leaving the clock to any particular beneficiary, making it difficult for family to decide who would inherit the timepiece. McDannold keeps the clock in his law office because it symbolizes the reasons that motivated him to practice elder law — his love for his grandparents, the inexorable march of time we all face, and the importance of careful estate planning. When it comes to planning your family’s future, McDannold recommends choosing an attorney who specializes in estate planning. “If you need estate planning, why would you go to someone who mostly does other things? Same with probate — I know the process backward and forward, and am better equipped to do a good job,” said McDannold. “I do not forget to include things that might be beneficial later on, or language that avoids or addresses potential situations in the future.” McDannold does not charge for his initial consultation, which he often sets up over a cup of coffee. This relaxed atmosphere helps him get to know clients personally, so he can best tailor legal plans specific to each client’s individual needs and situation. “My grandparents were really formative in my life, so planning, losing people, dealing with the aftermath, and the whole experience of people passing on and leaving things behind, is something I understand,” said McDannold. “I want to help folks through that process, and unfortunately, many people don’t know what comes next after someone dies.” Estate planning is especially important when there are dependent children, or guardianship of incapacitated or developmentally disabled adults.

“One of the most substantial things parents can do is to establish who shall be the guardian of their children after they’re gone,” McDannold said. “If you don’t make that choice in advance, then some judge who doesn’t know you, your kids, or your family, is going to have to make that decision. Do you want a stranger making that choice?” For family heirlooms, like his grandparents’ clock, McDannold proposes a simple solution. “In Florida, you can create a separate list of who you want to receive your tangible personal property — things like a clock or a rug or a prized painting,” said McDannold. “This list does not have to be created in front of an attorney, and it does not need to be notarized or witnessed. All you need to do is date and sign it, and as long as your will refers to this list, it becomes part of your will. Later on, if change your mind, you can even tear it up and make a new list.” Before becoming an attorney, McDannold had an accomplished 25year military career, working as a staff engineer on the B-2 Stealth Bomber program and as a flight-test engineer. He was deployed to Iraq for two years as a military advisor to the Iraqi air staff, and completed his military career in Tampa at CENTCOM, MacDill Air Force Base.

Pasco County Schools secures $1 million grant By B.C. Manion bcmanion@lakerlutznews.com

Pasco County Schools is among a dozen school districts across the country selected to receive a Bill & Melinda Gates Foundation grant, as part of the Professional Learning Partnerships Initiative. The school district will use the $1 million grant in partnership with the initiative to prepare teachers for a new middle school math

curriculum, Illustrative Math (Open Up Resources). The grant money will be used to provide teacher with professional learning to ensure that instruction is meeting the needs of all students. Superintendent Kurt Browning said the district is honored to be selected by the Gates Foundation for the opportunity. Browning said the grant will help the district to strengthen performance in mathematics at the middle school level, by ensuring teachers receive professional

learning opportunities to help them effectively deliver the curriculum to students. “Students will be able to make connections between what they learned in elementary school, to help them prepare for high school,” Browning said. The district has already implemented a new mathematics curriculum at the elementary level, and this training will help teachers help students make a seamless transition at middle school, Browning said. “My end goal is to make sure that when students graduate, they are pre-

pared,” Browning said. “It was a competitive grant,” Browning said. “We’re doing great things in Pasco. We’re thinking outside the box, and we’re thinking differently.” Pasco has made significant efforts to provide teachers with resources to help them understand the Florida Standards and to deliver standards-aligned instruction, according to a district news release. The work will continue with this grant and the Professional Learning Partnerships Initiative.

Pasco County’s budget tops $1.4 billion Don’t get rid of By B.C. Manion bcmanion@lakerlutznews.com

The Pasco County Commission has adopted a proposed budget topping $1.4 billion for fiscal year 2020. The property tax rate did not change, but revenues collected by the county will go up because of an expanded county tax base due to new construction and property value increases. Also, property owners will pay additional taxes to generate revenues needed to pay for four bond issues voters adopted to support a jail expansion, additional fire stations, park improvements and upgraded libraries. The tax rates adopted by a 4-0, with Commission Chairman Ron Oakley absent, were: • Property tax: 7.6076 mills • Municipal fire service unit: 1.8036 mills • Jail (bond issue): 0.0277 mills

• Fire rescue (bond issue): 0.0222 mills • Parks (bond issue): 0.0100 mills • Library (bond issue): 0.0096 mills The aggregate millage rate is 9.3666 mills. “The county realized a 9.3 % increase in taxable assessed values over the past year,” said Robert Goehig, county budget director. Overall, the county’s budget is $1,465,713,041. “Compared to the current fiscal year, the final general fund expenditure budget represents an increase of $44 million,” Goehig said. This year’s budget includes a $20 million increase in the county’s reserves, the budget director said. The budget also: • Fully funds the sheriff’s budget request • Includes a 6 % wage increase for the board and constitutional officer employees • Includes $6.8 million for initiatives, in-

cluding the restoration of library hours, an emergency generator replacement plan and other items. Also, Goehig noted, there’s $6.6 million for investments in infrastructure, such as the Starkey Ranch District Park baseball fields; two roller hockey rinks in partnership with the Tampa Bay Lightning; various information technology projects; and, the facilities master plan. No transportation millage was levied last year and none was proposed this year. The county’s Municipal Fire Service Unit Fund, which has a tax levy of 1.8036 mills, will generate an additional $4 million because of an increase in property values. Those funds will be spent to support the negotiated firefighter wage increase and staffing for new fire stations. No one spoke for or against the budget during the comment period of the public hearing.

those sandbags, yet

The Laker/Lutz News Staff Report

If you filled up sandbags to protect your home from potential flooding, you might want to hold onto them for now, according to Hillsborough County officials. Hurricane season extends until Nov. 30, they say, and with the possibility of more tropical storms coming our way, it doesn’t hurt to stay prepared. If you plan to re-use your sandbags be sure to store them in a dry place. And, when hurricane season is over, dispose of them properly. Don’t save them for next season because the bags are not designed for long-term use and will deteriorate over time, Hillsborough officials say. For more information, call Hillsborough County’s Solid Waste Division at (813) 2725680.

Pasco County opens first incubator kitchen By Brian Fernandes bfernandes@lakerlutznews.com

An incubator kitchen has opened in Dade City, to promote economic development through food businesses. The new facility is a collaborative effort between University of Florida’s Institute of Food and Agricultural Sciences (UF/IFAS)-Pasco County extension, as well as the Pasco Economic Development Council, Inc.’s SMARTstart incubator program and Pasco County. The kitchen was officially unveiled on Sept. 23, during a ribbon cutting at the Stallings Building, in Dade City. Pasco County Commission Chairman Ron Oakley, told those gathered,“This kitchen is going to do great things for Pasco County. It’s going to start those businesses off, and then they’re going to create jobs.” The incubator will be operated in a renovated kitchen, where participants will learn culinary skills and entrepreneurs will have a launchpad for new businesses. Dr. Whitney Elmore said she had that vision in mind, when she first saw the building five years ago. “Turning this corner out here on 14th Street, I saw this county-owned (Stallings)building sitting unused in a community that was, frankly, in need of resource development and economic opportunity. “I saw this building’s potential to become an educational outreach center where members of the community, and all of Pasco County, could come for educational services and furthermore, empowerment,” Elmore said. The Stallings Building, also now known as the One Stop Shop, was established in 1991. It had been vacant when Elmore, the direc-

tor for the Pasco Extension Office, came across it. She has helped to establish the building as a hub for educational classes and food demonstrations. The kitchen was not in a suitable condition for showing demonstrations, Elmore said. The renovation has been three years in the making, she added. The $30,000-project included refurbishing the oven hood, installing a built-in grease trap and new ceiling tiles. There also is a pantry closet to store dry foods and other products. Welbilt, a kitchen equipment company, donated a stove, oven, a three-compartment sink, stainless steel counters, an ice maker, a fridge and a freezer. “Not only did they donate that kitchen equipment that you see in there,” the director said,“they helped us figure out what needs to

go where, to optimize safety and to optimize utility of the different parts.” And Welbilt is planning to do more, Elmore said. Oakley said the project is a “public-private partnership, working together for the betterment of the community.” After the ceremonial ribbon cutting, guests had the opportunity to tour the newly-built kitchen. What sets the incubator kitchen apart from other commercial kitchens, said Elmore, is that it’s open to the public to stock and preserve food. The kitchen can be a learning space and can serve as a stock room, for a culinary instructor about to teach a class. The storage space can be used by food trucks, too. Those using the kitchen for storage will

pay a fee. Dan Mitchell, manager of Pasco Economic Development Council’s SMARTstart incubator program, has been involved in the project, too. SMARTstart offers memberships so people can take advantage of the kitchen. “When we start a new entrepreneur [as] a member, we build an action plan for them,” Mitchell explained.“If they think it’s going to take them a year to launch, we meet with them once a month, we coach them, we hold them accountable and we help them get to that launch date.” Elmore said the kitchen will help people develop skills to be culinary entrepreneurs. She also thinks it will be an incentive for migrant workers to stay within the region. Elmore also believes the kitchen will give people healthier food options, which will lead to fewer chronic illnesses. The kitchen could help reduce crime, too, she said. “We know through many different models all across the nation, and all kinds of studies, that if you offer economic opportunity, job growth development [and] educational services, that you can cut down on the crime,” Elmore explained. And with a community garden based outside the Stallings Building, the kitchen provides a convenient space for preparing one’s own produce. Long-term plans include starting an educational program for single mothers to become businesswomen within the food industry, as well as adding new incubator kitchens throughout Pasco County. “That’s our goal,” said Mitchell,“to knock down the barriers to entries to starting a business, and be that launching pad.”

NATURE NOTES

Keeping your lawnmower and your lawn, in tip-top shape By Nicole Pinson Special to The Laker/Lutz News

Fall and winter months generally mean less mowing is needed, so this is a great time to check and service your lawnmower. Our lawnmowers worked hard this summer — clipping grass between frequent rains. Getting my lawnmower serviced is one thing on my fall to-do list. And, it may be on your to-do list, too. So, I talked with Bob Latimer, a master gardener volunteer, for some advice on how to keep a lawnmower in top shape. He offers the following suggestions: • Maintain your mower according to the owner’s manual. (Check the manual that came with the mower, or look for a manual for that model online). • Be sure to buy the correct type of mower for your type of grass. For example, UF/IFAS recommends a reel mower for finetextured Bermudagrass kept at less than 1-inch high. • Check the owner’s manual for the proper setting of the mower deck. Standard St. Augustinegrass cultivars and bahiagrass may need a higher mower deck to cut the thick blades. • Keep in mind that gas-powered, selfpropelled mowers may be better for large lawns. Battery and electric mowers may be used for smaller lawns. • Check the engine oil before you start the mower and refill the engine oil as needed. Non-ethanol gas may be better for the lawnmower and the carburetor. • Only buy the amount of gas you need because storing gas in the gas tank may lead to poor running problems or non-starting issues. • Check the air filter, and clean or replace it as needed. • Inspect the gas tank for dirt, and clean as needed. Be aware that if your lawnmower doesn’t run well, it may be from dirt getting into the gas tank or carburetor. • Be sure to clean any dirt from around the gas tank before removing the gas cap. This helps prevents dirt from falling into the gas tank and getting into the carburetor. • For self-propelled mowers, locate a qualified service technician to lubricate the axle point that transfers power from the motor to the wheels.

For a longer mower deck life, clean the dirt and grass out from under your mower deck.

• Replace the spark plug per the owner’s manual. • After mowing, protect the life of your mower deck by washing the dirt and grass out from under it. Now that your lawnmower is in tip-top shape, here are some tips to help you maintain your lawn. Remember, mowing your yard at the right height is one of the easiest ways to keep your lawn healthy. Standard cultivars of St. Augustinegrass, such as ‘Floratam’ and ‘Palmetto,’ should be mowed at 3.5 inches to 4 inches. Dwarf St. Augustinegrass cultivars, such as ‘Delmar’ and ‘Seville,’ should be mowed at 2 inches to 2.5 inches. Bahiagrass prefers a mowing height of 3 inches to 4 inches, medium- to coarse-textured zoysiagrasses should be mowed at 2 inches to 2.5 inches, and fine-textured zoysiagrass may be maintained at heights below 1 inch. Bermudagrass grows best when kept at 0.5 inch to 1.5 inches. Additional advice on lawn care can be found in the following reference, which was used for this column: Trenholm, L.E., J.B. Unruh, and J.L. Cisar. (2018). Mowing Your Florida Lawn. IFAS Publication Number ENH10. Gainesville: University of Florida Institute of Food and Agricultural Sciences. WORKSHOP, from page 1A location for Nov. 19, at 6 p.m. The district is in the midst of constructing a new Cypress Creek Middle School, boosting the capacity on the Cypress Creek Middle High campus, at 8701 Old Pasco Road. That campus has been serving students in grades six through 12. Initially, the district had planned to build both a high school and a middle school on the site, but lacked sufficient funding. So, it opened the high school, but used the buildings to serve students in grades six through 12. Now, it is planning to open the new middle school in 2020 — shifting existing middle school students into the new school and adding additional students to fill it up. The extra space in the high school also will be filled through boundary shifts. The district plans to shift some students from John Long Middle School to Cypress Creek Middle, and also to shift some students from Wiregrass Ranch High to Cypress Creek High boundary. But boundaries at Pasco High, Pasco Middle, Quail Hollow Elementary, San Antonio Elementary, Wesley Chapel High and Zephyrhills High also will be affected. The additional proposed boundary adjustments are designed to align school feeder patterns and keep students together as they

CHAMBER, from page 1A did not have a strategic plan and we did not have an audit.” But the organization achieved those goals and was able to apply for the honor this year, and proceeded to take home the top prize. “We, essentially, as chamber professionals, build communities. This is validation that we are going, not only in the right direction, but we’re doing it extraordinarily well,” Allen said. The application has nine different components, including such things as accomplishments, financial stability, governmental relations, membership, strategic planning, communications and special events. In the area of governmental relations, for instance, the chamber had to describe its activity at the local, state and federal level,Allen said. “We were able to speak to Hope Allen all of that,”Allen said, noting that she went to Washington, D.C., with the U.S. Global Leadership Coalition. “What I took away from that summit is, ‘global is very local.’As leader of this chamber, we need to make sure we understand that.” It’s important, for example, to realize that tariffs have a local impact, she said. At the local level, the chamber has advocated for increased transportation options, and at the state level, it has pushed for lower business rent taxes. “We have an issue filter, here. If it doesn’t align with pro-business legislation, we are not dealing with it,”Allen said. Only chambers that have been audited can apply for the chamber of the year award, which, of course, requires a financial investment,Allen said. “We came back with a clean audit,” the chamber executive said, noting that the

progress through the school system. In addition to posting this information on the district’s website, district officials also are contacting potentially impacted families to share this information. Besides the changes relating to Cypress Creek Middle and Cypress Creek High boundaries, the district also is proposing boundary adjustments to provide for future development. These boundary changes would not affect any current students, according to information on the district’s website. But changes are being proposed that would affect future populations of these schools: Connerton Elementary, Dr. Mary Giella Elementary, Crews Lake Middle, Pine View Middle, Hudson High and Land O’ Lakes High.

audit covered not only budgetary issues, but also looked at employee records, crisis management, separation of duties, job descriptions and other organizational categories. The state judges also consider a chamber’s strategic plan, its technology plan and its communications plan. In the communications arena, the North Tampa Bay Chamber issues news releases, maintains a website, announces events, uses newsletters and varies its communications, based on the audience,Allen said. For instance,“we have different messaging for potential members” than for existing members, she said. The state honor also considers special events that are presented by chambers. That counts for 5% of the score, Allen said. For much of its history, the chamber was “ very, very dependent on event income,”Allen said. But in 2013, the board of directors decided to switch the chamber’s focus from presenting parties, pageants and parades’ to becoming the area’s connector, convener and catalyst, Allen said, during a recent talk about the chamber’s 20-year history. That shift was a risk because it relied on investment by members,Allen said, but the organization was thinking ahead. Now, the chamber focuses its energy on serving the business needs of its 739 members. “We don’t sell the chamber,” she said. “The chamber is not something we feel is a widget. It’s an investment in your business. It’s a different pot of money from your branding and your marketing. It’s a business expense, in our opinion. “Do you know who does sell the chamber? Our members. They sell it for us because they can see the return on their investment,”Allen said.

VETERAN, from page 1A cant amount of progress made nationwide in reducing homelessness among veterans, but we still have much more work to do.” Burgess noted that Florida’s VA department implemented the Forward March initiative throughout the state earlier this year. This program teams state agencies with various grassroots organizations to find ways to deal with the crisis. The executive director told the congressmen that strategies need to be in place to integrate servicemen and servicewomen back into civilian life. Burgess also advised that the government should make the first initiative, approaching veterans with beneficial opportunities, as opposed to them seeking it out themselves. “We have about an estimated 2,543 homeless veterans in Florida that we know about,” he said, adding that five counties have already been successful in ending this issue. Burgess suggested that other regions of the nation could follow their example by having more community-based organizations invested in veterans’ welfare, while working alongside state government. “As of 2018, Point-in-Time count reveals Pasco (County) and Pinellas County are leading in several homeless statistics, including veteran homelessness,” said Anderson, the Veterans Alternative CEO.“We lack the number of beds needed, and unfortunately cannot build and fund fast enough to keep up with the demand.” Like Burgess, he emphasized the importance of community involvement backed by government support - especially as it relates to mental health. More resources should be allocated to wellness programs in addressing the psycho-social needs of veterans,Anderson said. “Homelessness is not the root cause rather is a byproduct of several contributing factors, including mental health, medical and economic hardship,” he said. Levin noted that earlier this year, the U.S. House of Representatives passed a bill that would provide grants in helping states collaborate with veteran organizations to address psychiatric needs for those coming out of service.

THE PIVOTAL ROLE OF HUD-VASH VOUCHERS

The U.S. Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) voucher program, also was a topic of discussion. The federal government issues the vouchers to provide suitable housing for low-income people, the elderly and even veterans. Bilirakis asked Battle: “What is the one message or need that I need to take back to Washington (D.C.) with me, that would make your job easier, or would reduce homelessness among veterans?” Battle’s response: “How can we adjust HUD vouchers to be able to accommodate for rising rents in different areas.” The VA hospital director stated that the program has been key in putting veterans into homes, and has seen its benefits.

White was one panelist who could attest to the importance of the voucher system. “The program that probably helped me the most would be HUD-VASH and the housing voucher,” she said.“Without that, I would probably be couch-surfing with my son.” As a U.S.Army veteran,White found herself as a single mother with an infant, when she became homeless. With the HUD-VASH voucher, she was able to get herself and her child into an apartment, and various organizations donated furniture and food, she recalled. White was able to go back to school with the help of the GI Bill, and the VA Vocational Rehabilitation and Employment program. She also was granted a voucher to offset costs for child care while working and in school. She currently holds a master’s degree and works for the Department of Economic Opportunity. At the hearing, she took the time to address the transportation barriers that prevent veterans from sustaining a job, as well as their need for proper dental care. St.Vincent DePaul Cares also was instrumental in helping White get proper housing. “Since 2012, St.Vincent DePaul Cares has been a leader in many of the areas toward the end of veteran homelessness – including the counties of Pasco, Pinellas, Hillsborough and Polk,” said Raposa, the organization’s CEO. Since the institution began, it has shortened the time it takes for veterans to transition from the street into a home — from 180 days initially to 60 days now, Raposa said. He implored the congressmen to help expand Florida’s affordable-housing trust fund. Under the Sadowski Coalition, various organizations have pressed lawmakers in putting housing trust funds toward the state’s housing programs. Raposa noted:“2019 was the first time in many years that we saw the governor’s office and the Senate on the same page to release a historic portion of that money, but the House did not support it.We desperately need your help with that.” The Sept. 16 hearing was held at the West Pasco Government Center.

“At (James A.) Haley, we have 1,060 HUDVASH vouchers available for use and currently 119 veterans are permanently housed using these vouchers,” Battle explained. However, as the cost of living continues to escalate, this has been a challenge, he noted. In addition, Pasco County doesn’t have a sufficient number of homes to put these vouchers toward, said Lambert, chairman of the Pasco County Housing Authority. The authority recently purchased property to build a 78-unit veterans housing community. But this, too, was a dilemma for the housing authority because various banks refused to lend the necessary funds. Addressing the congressmen, Lambert said: “We respectfully request the federal government create regulations to do what you have already done in the housing arena – to allow banks to fund our projects.”

Prep football midseason review By Kevin Weiss kweiss@lakerlutznews.com

T

he 2019 Florida high school football regular season has reached the midway point. Here’s a closer look at how teams and players are faring from The Laker/Lutz News coverage area. Schools in Laker/Lutz News coverage area (and their current 2019 records):

FILE

HILLSBOROUGH COUNTY:

Sunlake Seahawks first-year head coach Trey Burdick, left, pictured with former allstar linebacker Adam Jarvis

• Carrollwood Day School Patriots (0-5) • Freedom High School Patriots (1-4) • Gaither High School Cowboys (5-0) • Steinbrenner High School Warriors (5-0)

in the Tampa Bay area — he steered Gaither to three playoff appearances between 2011 to 2016, and also had stints at Bloomingdale and Middleton, respectively.

PASCO COUNTY:

• Academy at the Lakes Wildcats (eightman) (4-0 overall) • Bishop McLaughlin Catholic High School Hurricanes (1-5) • Cypress Creek Middle High School Coyotes (2-3) • Land O’ Lakes High School Gators (1-5) • Pasco High School Pirates (2-4) • Sunlake High School Seahawks (3-3) • Wesley Chapel High School Wildcats (2-3) • Wiregrass Ranch High School Bulls (5-1) • Zephyrhills Christian Academy Warriors (3-2) • Zephyrhills High School Bulldogs (2-3)

PERFECT PERFORMERS

At the midway mark, there are three programs sporting undefeated records — Academy at the Lakes, Gaither and Steinbrenner. What do each have in common? Potent offenses backed by efficient, veteran quarterback play. • Academy at the Lakes is averaging over 39 points per game. Junior quarterback Jalen Brown, a fourth-year starter, has completed 55% of throws for 785 yards, 14 touchdowns and three interceptions. He’s also the team’s leading rusher (445 rush yards, six touchdowns). • Gaither is averaging over 38 points per game. Senior quarterback Tony Bartalo, a twoyear starter, has completed 63% of throws for

1,320 yards, 19 touchdowns and three interceptions. He currently boasts multiple Division I offers. • Steinbrenner is averaging over 48 points per game. Senior quarterback Haden Carlson, a three-year starter, has completed 64% of throws for 783 yards, 12 touchdowns and one interception. He is a FIU (Florida International University) verbal commit. Also notable: Wiregrass Ranch (5-1) has received stellar quarterback play from sophomore Rocco Becht, who’s posted a 56% completion rate, 936 passing yards, 13 touchdowns and two interceptions.

nally securing a 44-0 win over Freedom last week.A team thin on seniors and an anemic running game has magnified the struggles. • One of the most consistent and dominant programs in Pasco County in recent years, the Bulldogs haven’t lost four or more games since 2012 and haven’t missed the postseason since 2013. But after losing 22 seniors from last year’s 11-1 squad, the Bulldogs have shown less bark this season. They lost their first three games, but have begun to show life with recent road wins against Wesley Chapel and Tarpon Springs, respectively.

SURPRISING STRUGGLES

NEW COACHES FINDING THEIR WAY

Entering the 2019 season, Land O’ Lakes and Zephyrhills were expected to build off winning seasons and compete for a playoff spot in their respective classifications. But early season struggles has all dampened those hopes for both teams. • The Gators finished 7-3 last season — its first winning campaign since 2013. But, they’ve hobbled to just a 0-5 start before fi-

FILE

The Land O’ Lakes Gators went 7-3 last year, but have struggled much of this season with a 1-5 mark thus far.

• Sunlake has jumped to a respectable 3-3 mark under first-year head coach Trey Burdick, holding his own in assuming the role previously held by one of the county’s winningest coaches in Bill Browning. Under Burdick, the team is on pace to surpass the 46 mark the program has had each of the past two seasons. Better yet, Burdick, a longtime assistant under Browning, steered the Seahawks to a 34-23 victory over crosstown rival Land O’ Lakes in the annual ‘Butter Bowl’ showdown. • New Pasco head coach Jason Stokes already has led the struggling program to as many wins as it did all of last season. And while the 2-4 mark doesn’t seem all that great, the Pirates have battled hard in one possession losses to Sunlake and Springstead, respectively. With that, this year’s “9-Mile War” rivalry game against Zephyrhills should provide some more intrigue; Zephyrhills has won the past four contests. Stokes is no stranger to being a head coach

Wesley Chapel resident Maxine Carlson recently achieved a rare golfing feat that ranks high in her 20 years playing the sport. During the Heritage Harbor Golf and Country Club Monday Women’s League on Sept. 16, Carlson, 73, recorded a hole-in-one on the course’s 90-yard par-three, third hole using a Taylormade M6 7 iron and Callaway Supersoft pink ball. The feat was witnessed by golfing partner Janet Morin and verified by Heritage Harbor. It was Carlson’s first career hole-in-one. The odds of an amateur golfer scoring a hole-in-one are approximately 12,500 to 1, according to the National Hole-In-One Association.

esidents who live on the eastern side of Pasco County don’t have to travel far to get an idea of what “Old Florida” was like. They can find evidence of that loveliness all around the locale’s corners and bends. Perhaps that’s why those with deep ties to this part of the county fight so fiercely to protect their piece of paradise, and why the area attracts newcomers who want to put their stakes down to partake in the beauty, too. With its lush landscapes, rolling hills, fertile farmland, historic places and outdoor spaces — the area offers much to enjoy and admire.

St. Leo — a town named after Pope Saint Leo the Great — is still dominated by a Catholic presence, with the University of Saint Leo, the Holy Name Monastery and St. Leo Abbey, playing pivotal roles in the community today. The Gethsemane Grotto, was built by local men from San Antonio in 1933, to depict Jesus in the Garden of Gethsemane. The construction contains natural stones, such as Florida coral, limestone and flint.

Many farms dot the East Pasco landscape, an area that is rich in agriculture. These silos on a farm at the corner of St. Joe Road and Bellamy Brothers Boulevard, peak above the lush pasture.

PET PAWS DOG ADOPTIONS ENCOURAGED Hillsborough County Pet Resources has been awarded custody of more than 300 dogs, one of the largest seizures in the county’s history. The ruling comes after a years-long court fight in which Hillsborough County alleged the dogs were living in unsafe and unsanitary conditions as part of an animal-breeding business. All dogs will be assessed and undergo any needed medical treatment upon arrival at the shelter. State law requires the dogs to be kept at least 30 days in case of appeal, so Pet Resources will hold the dogs for at least a month, which means none of the incoming dogs can immediately be adopted out or sent to rescue groups. The dogs are mostly small breeds, such as Maltese, Shih Tzus, terriers and schnauzers. Pet Resources is already over capacity and is appealing to the public to adopt dogs that have been living at the shelter. Fees will be immediately waived for all dogs. The center, at 440 N. Falkenburg Road, is open 10 a.m. to 7 p.m.

BLESSING OF THE ANIMALS

St. Clement’s Episcopal Church, 706 W. 113th Ave., in Tampa, will host its 32nd annual Blessing of the Animals Festival on Oct. 5, from 10 a.m. to 2 p.m.Admission is free. The event will include a Blessing of the Animals Worship Service at noon, in celebra-

tion of the Feast Day of St. Francis. Each participant will receive a St. Francis medal and a copy of “Prayers for Pets.” The day also will include adoptable animals, animal rescues, a food court, a Kid’s Korral, pet photos, pet claw clips, vendors, Café Under the Oaks, and a meet-and-greet with Andrew Heyes, author of “The Faith of Dogs,” and Winston, author of “The Words of Winston.” There will be a St. Francis Garden Memorial at 1 p.m., where participants can remember their pets that have passed. All proceeds will go to the St. Clement’s General Endowment Fund for roof repair, and to Pets for Patriots (PetsForPatriots.org).
