Pasco County commissioners approved a $1.3 billion budget for fiscal year 2018, which begins Oct. 1. The budget is slightly less than the 2017 budget, but still has new expenditures for parks, boat ramps and the proposed Ridge Road extension. County commissioners had a final public hearing, and vote, on the new budget on

Sept. 26 in New Port Richey. There will be no change in the existing millage rate, which determines property taxes. However, some homeowners could see a slight increase of less than $10 in their annual tax bill, based on a 2.1 percent increase in homesteaded property values. Pasco saw about a 7.7 percent increase in assessed taxable property, with a value of about $24.6 billion. Much of that was fueled by new construction.

Expenditures for 2018 include $2.5 million to buy right of way needed for the Ridge Road extension, and $1 million for design and engineering of the interchange at Suncoast Parkway. Pasco County Commissioner Jack Mariano was uncomfortable with the county bearing those costs, when the Florida Turnpike Authority previously agreed to pay for the interchange. See BUDGET, page 15A

Miguel Perez just wants to better educate himself as he awaits trial on racketeering charges at the Land O’ Lakes Detention Center. The 53-year-old inmate has an added tool to do that, thanks to the jail’s new tablet program. Last month, the detention center distributed over 200 Google Nexus 7 tablets to be shared among nearly 1,700 inmates. Its primary focus is on education and rehabilitation. The tablets, secure and unable to connect to the Internet, come preloaded with various learning and spiritual applications, such as Kahn Academy and Calm. Kahn Academy features in-depth reading material, interactive videos, virtual museum tours and TED Talks, as well as GED prep education, math, engineering, humanities, economics, science and college career prep studies; Calm helps inmates deal with substance abuse, anxiety and emotional trauma. “There’s just so much in there — algebra, physics, economics, biology,” Perez said. “It goes from ‘A to Z.’” The tablets, equipped with protective hard shell cases, were donated to the jail by Telmate, a leading provider of secure inmate communication systems, at no cost to Pasco County taxpayers. Other county jail systems in the state, including Flagler and Walton counties, have implemented similar educational tablet programs. Perez, like others, has been glued to a tablet since they were delivered Aug. 17. “It is amazing; I really love it,” Perez said. “Instead of wasting time playing cards or doing nothing or walking around moping, you can actually do something with your mind and your life.” He added: “We’ve made a mistake — whatever we’ve done — so it gives us the option to fix it...and move forward in a posi-

That feature is especially meaningful to 46year-old inmate Doney Bedford, who’s awaiting trial on drug possession charges. He aspires to become a theologian, as he receives credits for college education through mail-in correspondence courses. “It’s got every possible translation of the Bible, it’s got the Koran, it’s got Aramaic Hebrew, and the history of the Bible. It’s an endless supply of information,” Bedford explained. Bedford also uses the tablet to dive into subjects like ancient Egyptian history, which helps him to effectively use his jail time. “When you have something like this, to educate yourself, it just broadens your horizons,” Bedford said. “These resources are very, very good for us, so that way we can learn to better ourselves and become better, productive men of society,” he added. Another inmate, 31-year-old Christopher Murgatroyd, says the tablets have even eased tensions within his housing unit. See TABLET page 15A

A shift in attitudes could go a long way toward reducing impacts from substance abuse, speakers said at the sixth annual Substance Abuse Prevention Conference held in Wesley Chapel. Stigma is a huge issue, they said. Until that changes, fewer people will seek treatment, and employment and housing challenges will remain for those in recovery from substance addictions, they explained. A new mindset is also needed toward people who are in recovery, several speakers said. Even when people have stopped misusing drugs or alcohol and are trying to reform their lives they often encounter roadblocks because of previous run-ins with the law, speakers said. Those were among myriad issues discussed during the Sept. 21 conference at the Saddlebrook Resort in Wesley Chapel. The conference, which had the theme “Strengthening Our Communities: Opportunities for Action,” was presented by the Pasco Alliance for Substance Abuse Prevention (ASAP) and BayCare Behavioral Health. About 400 people were registered, including youths involved in prevention efforts, people at various stages of recovery, mental health and medical providers, elected officials, judges and members of law enforcement. Besides the speeches, the event included a panel discussion and breakout sessions. The keynote speaker was Andy Duran,

executive director of Linking Efforts Against Drugs (LEAD) and the SpeakUP! Prevention Coalition, based near Chicago. He talked about the need to change the conversation, as it relates to the topic of the misuse of drugs and alcohol. He suggests dropping labels commonly used to describe people with drug or alcohol issues. “We use pejorative words, even in prevention we do this. We use words like ‘addict’ or ‘junkie’ or ‘dirty’ … We’ve got to get those words out of the language. “Someone has an addiction, they’re not an addict. Someone has an alcohol problem or struggles with alcoholism, they’re not an alcoholic. “When we start to talk differently, we start to think differently.And, when we start to think differently, society then follows us and starts to think differently,” Duran said. Society generally views substance abuse as a crime, a moral failing or a simple choice, Duran said. In reality, it’s a complex medical behavioral problem, he said. The stigma attached to the problem reduces the likelihood that someone will ask for help, which increases the risk for overdose, Duran added.

New London’s landmarks and glory By Helene Rubenstein Grand Horizons

Marty and I left early in the morning on Aug. 25 from our home in East Hartford, Connecticut, for a leisurely drive to New London, Connecticut, where we took a minicruise. The cruise was absolutely delightful and was narrated the entire two hours that we were on board. The trip included several islands that were explained to us thoroughly, and three forts. One fort was Fort Wright, which was built in the early 20th century; and, another was Fort Griswold, which is a tall granite monument honoring those killed defending the fort during a battle. The third fort was Fort Trumbull that was built in 1777, and was attacked and captured by British forces under the command of Benedict Arnold. We got to view the General Dynamics Electric Boat Division, where the first nuclear-powered submarine was built and where subs continue to be built today. Also on this tour, we got to view the New London’s historic waterfront, which was once the third busiest whaling port in the world. It is now home to the United States Coast Guard Academy and home port for the Coast Guard’s tall ships. We also got to see, up close and from the water, nine different lighthouses. Some of them we had seen previously from taking a land tour but somehow, from water, it seemed more picturesque. The very first one we saw was the New London Harbor Light, which is the oldest lighthouse in Connecticut. It is privately owned to this day. We also saw the Avery Point Lighthouse, which was the last lighthouse in the state built as an official navigational aid and wasn’t lighted until over a year after its 1943 completion, due to concerns about a possible Nazi attack during World War II. We then saw the New London Ledge Lighthouse, which is uniquely shaped for a lighthouse and also it is reportedly haunted by the ghost of an early keeper. We then viewed several others, including the North Dumpling Light. During Prohibition, the keeper of the Light was accused of signaling to liquor smugglers. On to the Race Horse Light that was built on a ledge, where fast current and conflicting seas are the norm.The foundations alone took seven years to build.This lighthouse is also said to be haunted. When we were in this area, the seas were rougher than usual, and winds were quite fierce. The next lighthouse that we viewed was the Little Gull Light. It was destroyed by the hurricane of 1815, and this lighthouse is

We then took a long look at the Long Beach Bar (Bug) Light.This charming 1870 Victorian structure was set ablaze by arsonists in 1963 and restored by the East End Seaport Museum in 1990.They say it looks like a bug walking on water. We then had the opportunity to view the Orient Point Lighthouse, also known as the Coffee Pot Lighthouse. The cast-iron clad and brick-lined lighthouse was marked for demolition by the Coast Guard in 1970, but was saved by public outcry. The final lighthouse we saw and heard about was the Plum Island Lighthouse. It is also known as Plum Gut Light.This 1869 historic granite lighthouse was decommissioned in 1978 in favor of an automated light that now sits a short distance away. This marked the end of the tour, but while going back to port to leave, we saw many sailboats, schooners, floating restaurants and wildlife in the water. Once we got back to shore, we went home.

Agreement reached on forensic research campus By Kathy Steele

Pasco County commissioners approved a three-way agreement that sets up the framework for ownership and operation of a forensic research and training facility on county land next to the Land O’ Lakes Detention Center. One feature of the facility is a body farm to aid in criminal investigations, body identification and research into body decomposition. Florida F.I.R.S.T. (Forensic Institute for Research & Tactical Training), will be only the seventh in the nation. It is expected to become a national and international center for forensic research and its applications. Pasco County, the Pasco County Sheriff’s Office and the University of South Florida are parties to the agreement. “It’s really going to put us and USF on the map,” said Pasco County Commission Chairman Mike Moore. At no cost, Pasco will lease a portion of the facility to USF for 33 years, with two extensions allowed, for a total of 99 years. “We’re excited to get this rolling and move it forward,” said Chase Daniels, assistant

executive director for the sheriff’s office. The campus will have a laboratory, classrooms, a morgue and evidence storage space. Virtual autopsies with 3-D scanning and chemical isotope analysis will be done. Work also will be done in the fields of legal medicine, forensic intelligence, aviation reconstruction and cyber forensics. A tactical training facility for the sheriff’s K-9 unit and the Pasco Unified SWAT team

also is planned. Dr. Erin Kimmerle of USF’s Institute of Forensic Anthropology & Applied Science (IFAAS) will be in charge of the university’s research and training. Kimmerle and USF led efforts in identifying bodies found in unmarked graves at the former Dozier School for Boys in Marianna. The forensic building at Florida F.I.R.S.T. will be the Thomas Varnadoe Forensic

Center for Education and Research. Varnadoe’s body was among those recovered and identified at the unmarked burial sites at the Dozier school. About 5 acres of the future campus were dedicated in May as the Adam Kennedy Memorial Forensics Field. It honors the memory of the former principal of Crews Lake Middle School, who died in a car accident while driving to work in January. His body was the first one donated to the body farm. The price tag for the facility is about $4.3 million. Legislators approved the money in the state’s 2017 budget, but Gov. Rick Scott vetoed the item. The county’s legislative delegation will try again to win approval in the state’s 2019 budget. Conversations with members of Scott’s office already are underway, Daniel said. Pasco County Commissioner Ron Oakley said he sent a letter to the governor’s office in support of funding.“It’s very important to the state besides us,” Oakley said. If Pasco is unsuccessful a second time, Daniel said USF officials have offered to “tap into their donor lists.”

After years of negotiations, renovations, new construction and building public awareness, the Carrollwood Cultural Center opened its front doors. The center started with a partnership between Hillsborough County and the Friends of Carrollwood Cultural Center, a nonprofit organization dedicated to enhancing the quality of life for residents through arts and culture. Together, the county and the FCCC renovated St. Mark’s Episcopal Church into the center it is today. When the cultural center opened in March 2008, there was no outdoor marquee, no lighting system, no sound system, no coffee bar and no monthly market. But, what the organization did have was a supportive community, dedicated volunteers and a lot of spirit. At the time, the interior only had one painting on display by artist Peter Stilton, perched on an easel in the lobby. Over the years, the Gallery at

Carrollwood Cultural Center grew to include several mini-galleries, with proper gallery lighting, allowing the organization to exhibit several shows, and host multiple artists at one time. Its main stage was unmarked, but now resembles that of a working theatre. The center’s opening team had five staff members, and now a decade later, the staff has grown to 13. The center will launch its 10th anniversary season in October with a series of events and activities, including performances by groups that originated at the center, such as Jazz with Jim, as well as the resident theatre troupe, MAS Theatre. Upcoming musicals will include “Nunsense II: The Second Coming,” “The Hunchback of Notre Dame” and “Oliver!” Returning featured entertainers will be Mr. Tommy, the comedians of Girls Night Out, the Cypress Creek Jazz Band,The New Christy Minstrels and more. Sandra Heck, Five Star Award, began volunteering in October 2014, and has accumulated more than 2,100 life hours and more than 2,500 merit hours. Heck greets at Welcome A and assists in the Wound Care Center. Barbara Mead, Five Star Award, has greeted visitors at Welcome A every Sunday morning for almost nine years. Mead also is a team leader for the couriers on Sunday morning. She has close to 4,800 life hours and 5,000 merit hours. Roseann Santore, Five Star Award, has been volunteering since December 2014 at Welcome A. Santore and has more than 5,700 merit hours. Luvon Crafton, One Star Award, started volunteering in May 2015 at Welcome D, also volunteers at Welcome A, and is a team leader for the couriers on Saturday night. Crafton has accumulated more than 2,500 merit hours. Charlotte Craven, One Star Ward, is a courier who started in November 2014 and has accumulated more than 1,500 merit hours. Opioid overuse is affecting every community in Florida, with opioids being the direct cause of 2,538 deaths across the state in 2015, he said. Statistics are not available for 2016 yet, but the number is expected to double, he said. It’s not an isolated problem. “This epidemic is affecting us all. It’s the most important thing that’s on the table in the state right now,” Fontaine said. While efforts are underway to increase funding in the battle — and Gov. Rick Scott has declared it an emergency — the state lacks a comprehensive plan for tackling the problem, Fontaine said. He pointed to gaps in service. “In Florida, there are many people who come knocking on the door for treatment and treatment is not available to them,” Fontaine said. And, while there’s a focus on the opioid crisis, that’s just one part of the substance abuse picture, speakers said. “I can tell you that in the Pasco County Drug Court, we are seeing more methamphetamine than opioid cases,” said Judge Shawn Crane, who oversees that court.“That is a growing number. We see it all of the time. It’s cheap. It’s easy. It’s something for those practitioners and providers — just keep that on your radar.That is an important part of what we are facing in our court.” And, while the opioid crisis is the focus of today, other problems persist, Duran said. “Alcohol still kills more people a year. Tobacco use still kills more people a year.” In addition to the conference speakers, there was a panel discussion, moderated by Carley Boyette of Tampa Bay’s Morning Blend. It took a look at the issues from the

million for countywide road spending. “The road construction...is coming finally to our area,” Oakley said. “It’s been my entire lifetime we’ve been here waiting on four-lane roads on (State Road) 52 and other roads for a long time.” He added:“Those roads are coming, and it’s going to be better, but the problem is we’ve got to walk through all this construction and bear with it for a little while longer.” Oakley also tackled the ongoing traffic congestion at the intersection of U.S. 41 and State Road 54, in Lutz and Land O’ Lakes. The interim fix for the intersection, through which nearly 100,000 vehicles travel daily, calls for extending the length of turn lanes at a cost of about $1.5 million.The plan, for eastbound State Road 54 motorists, would extend the length of the right-turn lane from 215 feet to 1,050 feet; extend the inside leftturn lane from 350 feet to 750 feet; and extend the outside left-turn lane to 875 feet. The commissioner served up his own solution:“What needs to be done at (U.S.) 41 and (State Road) 54? It needs 10 lanes. Guess what it takes to get them? All four corners have to be bought in the future, to make that wider, handle that traffic.” Besides road projects, Oakley updated chamber members on Connected City, a master-planned community in eastern Pasco County that promises the fastest Internet and Wi-Fi speeds in the nation. At its 50-year build out, Connected City — encompassing about 7,800 acres bordered by Interstate 75, State Road 52, State Road 54, and Curley and Overpass roads — is expected to have more than 96,000 residents within multiple neighborhoods; 37,000 homes and apartments; as many as 7.2 million square feet of employment facilities; and, a role-model reputation for technology innovation. Oakley said the first phase of Connected City, now being developed on the former Epperson Ranch by Metro Development Group, already has 120 lots finished and 25 families living there, with another 75 lots in the process of being closed. The initial progress, Oakley said, unexpectedly translated to an additional $2 million in school impact fees for the county this past quarter. “It’s booming already,” he said of the high-tech community. “That’s a big infrastructure part of our county.That’s quite a push in the economy and quite a push in homes coming in,” he said.

“The pod detention is less since they’ve came in,” Murgatroyd, a combat veteran incarcerated on charges of driving on a suspended license and first-time driving under the influence. “It’s serving more than one purpose, actually; education really helps a lot.” Inmates get access to the tablets in their cells, and anytime outside of lockdown, said Maj. Stacey Jenkins, who supervises the Security Services Section of the Court Services Bureau at the Sheriff’s Office. Each is assigned a unique pin number and login into tablets via facial recognition technology. Some inmates, however, will not have access to the tablets, including those in disciplinary confinement or in the medical wing. “Every shift change (tablets) are going to have to be accounted for by the deputies,” Jenkins said. Pasco County Sheriff Chris Nocco emphasized the importance of the tablet initiative, especially for detention centers where inmates have shorter stays before they’re reintegrated into society. The jail’s average stay is 67 days.That includes those held without bond or unable to post bail set by the courts, those being transferred from other states or counties while awaiting trial in Pasco County, or those found guilty and sentenced to serve less than one year. Said Nocco: “I know a lot of times citizens and maybe some of our members are going to be like,‘I can’t believe we’re giving inmates tablets.’ Well, a lot of these people are going to go back into the community. If you don’t give them the opportunity to succeed, then they’re going to be right back in here again.” Another potential bonus from the program, Nocco added, is the possibility of gaining intelligence regarding ongoing criminal activity outside jail cells. “We gain a lot of information through these tablets. We know who’s putting money into their accounts, we know who they’re talking to, and we can read their emails,” Nocco explained.

Pasco County Sheriff Chris Nocco emphasized the importance of the tablet initiative, especially for detention centers where inmates have shorter stays before they’re reintegrated into society. ‘If you don’t give them the opportunity to succeed, then they’re going to be right back in here again,’ he said.

“A lot of information that we gain is from people in here, of criminal operations that still may be going on in the streets. We’re gaining that from a firsthand knowledge, and then we’re able to react to it very quickly and be proactive on the street, whereas a lot of times this information falls through the cracks.” Meanwhile, jail officials say more apps will be loaded over time. Many will still center on education and self-help. Perez, for one, believes an app that teaches basic life skills “would be very helpful” for fellow inmates. “Some guys here can’t even reconcile a bank account or fill out a job application,” he said. “Some of them could benefit from an app that could teach a basic work skill, or just teach them about doing the right thing, getting up on time, going to work,” he said.

years, Oakley said.“You can see that it’s already being worked through, and there’s already lime rock at U.S. 301.” • State Road 54 (Curley Road to Morris Bridge Road): This project involves the widening of State Road 54 from Curley Road to east of Morris Bridge Road. State Road 54 will be widened to six lanes from Curley Road to Foxwood Boulevard and to four lanes from Foxwood Boulevard to Morris Bridge Road. Oakley said utilities are underway, with the right-of-way acquisition process already complete. • Interstate-75 and State Road 56 interchange: The Florida Department of Transportation (FDOT) is slated to begin construction sometime next year on a $18.5 million diverging diamond interchange project for the 2.3-mile-long northbound exit. Such projects, according to the website DivergingDiamond.com, are designed to create fewer conflict points when traveling through them, have better sight distance at turns, shorter pedestrian crossings and wrong-way ramps that are extremely difficult to access.“They have one of those in Sarasota now, and it’s working very well,” Oakley said. • Eiland Boulevard: Eiland Boulevard, stretching to Handcart Road, will be repaved, beginning sometime in November. Traffic signals also are coming to the intersections of Eiland and Handcart, and Eiland and Geiger Road. Oakley underscored the importance of ongoing road projects in one of the state’s fastest-growing counties, particularly for major events like the annual Kumquat Festival in Dade City, which draws more than 40,000 people. “They have a hard time getting here, and once they get in here, they have a hard time getting out of here. It’s a fact. The roads don’t allow them to get out,” said Oakley, whose district includes the largest geographic area of the county, stretching from south of Zephyrhills to a portion of Shady Hills west of the Suncoast Parkway. Pasco, which recently crossed the 500,000-population threshold, now has approximately 505,000 residents. The figure is estimated to grow to 750,000 people by 2030, and more than 1 million by 2040. Oakley pointed out the U.S. Department of Transportation has already allocated $350

Cesar Rodriguez, who has had his share of battles with substance abuse, talked about the struggles that he encountered in finding work and housing, after he got sober. “I stayed the course and I was able to find a job after a while, but by no means was that easy. “When I made enough money and I was on my feet, the next obstacle was — you have to fill out these background checks to rent anywhere, and people don’t want convicted felons in their neighborhoods or in their HOAs (homeowners associations). “Everything is,‘Put your application online.’ You don’t get a chance to present yourself. “It can break people. When you get told ‘No’ enough — ‘No you can’t have safe housing,’ ‘You can’t have an hourly wage job to keep your life moving forward,’ — it can send somebody back out,” he said. Pasco County Commission Chairman Mike Moore noted “substance abuse doesn’t discriminate …Every one of us has friends and neighbors that are going through this. Every one of us probably has a family member that has gone through this,” Moore said. “As a community, we need to give people a chance,” Moore added. Erica Smith, a licensed mental health counselor from BayCare Behavioral Health, said the road to recovery begins with meeting people where they’re at. “It’s really about helping them to achieve behavior change,” she said. “You get asked the question a lot of times:‘How many times are you going to let this person come and use this service, or go to detox?’ The answer, she said, is “As many times as it takes.” “We never shut the door,” Smith said.

“Let’s make sure we’re getting the turnpike authority to pick up all this money, not us,” he said. The Ridge Road extension is awaiting a decision from the U.S. Army Corps of Engineers for a construction permit. The road project has lingered for nearly 19 years. Pasco puts a high priority on the extension to create a new east/west route and a hurricane evacuation option. Environmentalists oppose the project for its intrusion into wetlands in the Serenova Preserve. Other expenditures include about $8.1 million to the Pasco County Sheriff’s Office to pay for a third year of promised salary increases for deputies, as well as equipment and new job hires. County employees will receive a 4 percent salary increase. About $15 million is earmarked for the Wiregrass sports complex, which will be funded with a $20 million loan.The remaining $5 million of the loan will pay for boat ramps.

The county is relying on a 2 percent increase in the county’s tourism tax (for a total of 4 percent) as collateral for the loan. There also is $4.5 million for a district park at the master-planned community of Connerton, off Land O’ Lakes Boulevard. The Wesley Chapel District Park will get about $2 million for upgrades, including installation of bleacher canopies for baseball fields and the design of a community center. The center would be built in 2019. The $2 parking fee at county parks will be ended, with the county boosting the parks budget about $320,000 to cover the lost revenue. About $1.5 million will be spent for upgrades and maintenance at county parks that are in danger of being closed due to disrepair. A special disaster fund of $1 million will be created to take advantage of matching fund opportunities with the Federal Emergency Management Administration. Such grants are geared toward projects that provide mitigation for future disasters, not current recovery efforts from Hurricane Irma, said Dan Biles, the county’s administrator.

he Wesley Chapel High School varsity softball program, coming off its best season in school history, will look to continue its recent string of success under new leadership. Bill Hoopes, who runs the Tampa Baybased Florida Firecrackers U16 travel softball team, last month was named the program’s head coach, replacing first-year coach Steve Mumaw. In a public Facebook post dated Sept. 21, Hoopes wrote: “This is an amazing school with a strong program that I look forward to building up even more over the years to come. “Could not be more excited for this chance and opportunity to continue to make an impact on the game I love and helping these young ladies chase and achieve their dreams...” A well-known name in the travel ball scene, Hoopes, also a teacher at Chasco Middle School in Port Richey, this past season guided the U16 Florida Firecrackers to a No. 3 ranking in the state and No. 67 in the nation, according to U.S. Softball Club rankings. Additionally, several of Hoopes’ travel players have landed scholarships and committed to Division I softball programs, including, River Ridge High’s Jessica Bryson (University of Louisiana-Monroe) and Teah Steel (Alabama State University), and Mitchell High’s Alex Hare (Alabama State University). Mumaw, meanwhile, guided the historically struggling Wildcats program to surprising feats in his lone season as head coach. In 2017, the Wildcats achieved its first winning season, going 19-7, with a 7-3 mark in district play, and an appearance in the Class 6A regional semi-finals. The breakout campaign also featured a nine-game winning streak, including a shutout regular season victory over Land O’ Lakes High — the eventual Class 6A state champions. In an e-mail to the The Laker/Lutz News, Mumaw explained he decided to step down as softball coach, citing logistical issues between teaching at one school —Centennial Middle School in Dade City — and organizing practices at another — Wesley Chapel High. Until Mumaw took over, the Wildcats softball program, which started in 2007, experienced years of futility, due to coaching

Mumaw, also a former athletic director and baseball coach at Wesley Chapel High, credited the team’s rapid turnaround last season on its young, talented nucleus. “It’s all the girls. When you have talent, it’s tough to mess that up,” Mumaw told The Laker/Lutz News in April. Outside of one senior, the 2017 roster exclusively featured a collection of promising freshman and sophomores. In addition to then-freshman ace pitcher/University of Central Florida commit Jordan Almasy (2.59 ERA, 130 strikeouts in 116.1 innings), the 2017 squad consisted of eight .300-or-better hitters. Though many of those impact players are expected to return, some, however, have been redistricted to Cypress Creek MiddleHigh, which will force the new coaching staff to find added depth elsewhere. One of those players certainly missed is catcher/Colorado State University commit Neely Peterson, arguably the Wildcats’ top all-around hitter last season. Peterson, now a junior at Cypress Creek,

hen Gabe Vega was a little boy, he was not the slightest bit interested in joining the Cub Scouts. However, once he did it didn’t take long to overcome that initial resistance. And now, the 16-year-old can’t wait to earn the rank of Eagle Scout — the highest honor a member of the Boy Scouts of America can achieve. The completion of an Eagle project is one of the requirements necessary to earn that distinction. And, Gabe — who belongs to Troop 33 based at Our Lady of the Rosary Catholic Church — is well on his way to accomplishing that. After conferring with various groups at the Land O’ Lakes church, Gabe decided to build a Rosary Garden. His garden features a garden, with a statue of Mary, the mother of Jesus, as its centerpiece, and a seashell path surrounding that garden, which will have engraved pavers, representing the beads of a rosary. To get started on the project, Gabe and his father, Edwin, visited a rosary garden at St. Paul Catholic Church, 12708 N. Dale Mabry Highway, for some ideas. That visit came at the suggestion of Leo Gendreau, who recommended Gabe check out that garden and consider creating one for Our Lady of the Rosary. The Suncoast Credit Union Gasparilla International Film Festival will host the NY Dog Film Festival outdoors at Waterworks Park, 1710 N. Highland Ave., in Tampa. St. Clement’s Episcopal Church, 706 W. 113th Ave., in Tampa, will host its 30th annual Blessing of the Animals Celebration Oct. 7 from 10 a.m. to 2 p.m. There will be a Blessing of the Animals Worship Service at noon, to celebrate the

Feast Day of St. Francis. All animals will be blessed, and each will receive a St. Francis medal and a Prayer for Pets booklet. The celebration also will include animal rescues, a dog training demonstration, vendors, a preview of the new St. Francis Garden, an authors’ table, a basket benefit, a Café Under the Oaks, a food court, face painting, youth booth, Kid’s Korral and more. LOAN ASSISTANCE The Florida SBDC Network, the state’s principal provider of business assistance, is aiding business owners with filing for emergency loan assistance.The loans are available for businesses damaged economically or physically by Hurricane Irma. As a principal responder in the state’s Emergency Support Function (ESF) 18 for Business & Industry, the Florida SBDC Network is a key economic development organization that supports disaster preparedness, recovery and mitigation through its Business Continuation services. Bill Burnham, a business consultant with Florida SBDC at University of South Florida, is available in Hernando and Pasco counties, to assist affected business owners in preparing disaster loan applications, including the Florida Small Business Emergency Bridge Loan.The maximum amount a business can borrow due to damage from Hurricane Irma has been increased to $50,000, while funds are available. Burnham also can assist with other postdisaster challenges.

Florida’s Virtual Business Emergency Operations Center is an online portal for private sector preparation, damage assessments and recovery. Low-interest disaster loans from the U.S. Small Business Administration are available to individuals, businesses and nonprofit organizations.The loans can be used for loss and damages not fully recovered by insurance. Applicants may apply online using the Electronic Loan Application (ELA) via the small business administration’s secure website. The filing deadline to return applications for physical property damage is Nov. 9.The deadline to return economic injury applications is June 11, 2018. For information, visit Flvbeoc.org.

NEW BOARD FOR PASCO EDC The Pasco Economic Development Council announced the members of its board of directors’ Executive Committee for the fiscal year 2018, which begins Oct. 1, according to a news release from the Pasco EDC. Two new at-large members, who will serve on the board, are Staceyann Sinclair of Rasmussen College and Heidi Tuttle-Beisner of Commercial Asset Partners Realty. Sinclair became the area director of Rasmussen College in January 2015. She serves multiple campuses. She worked in business/management for more than 14 years, and has a bachelor of science degree and master of arts degree in organizational management. She has volunteered with the Pasco EDC since 2016, serving on the Talent Pipeline Task Force.

Sinclair offers assistance with workforce development matters when needed. Tuttle-Beisner is the broker/owner of Commercial Asset Partners Realty in Trinity. She has more than 20 years’ experience in the brokerage of commercial real estate. She is recognized as a top real estate producer who is involved in the industry and legislative issues pertaining to the integrity of the profession.
