For now, drivers caught using a hand-held phone while driving through an active construction or school zone, will be issued a warning. But, at the beginning of the New Year, a citation can be issued with a $164 fine and three points against a driver’s license for the first offense.

The new restriction was included in a law that addressed texting while driving, passed by the Florida Legislature and signed into law by Gov. Ron DeSantis. The texting portion of the law took effect July 1. It makes texting while driving a primary offense, and also applies to emailing and browsing on a phone. Before July 1, driving while texting was deemed as a secondary offense, meaning that a driver couldn’t be pulled over for it, but

could be cited for it, if the driver had been stopped for another offense. The portion of the law relating to talking on hand-held devices in active construction or school zones took effect on Oct. 1, with a three-month grace period — meaning only warnings will be issued initially. “The common theme is we want you paying attention to your driving, not your See LAW, page 15A

Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. Dania Vizzi wants to use a private skeet shooting range, off Bellamy Brothers Boulevard, to perfect her skeet shooting skills so she can make the U.S. team for the 2020 Olympics. But, her neighbors say her Olympic quest is causing harm to their agricultural and horse-breeding pursuits, as well as disrupting their rural tranquility and peace of mind. Those were among the issues aired out at an Oct. 10 Pasco County Commission public hearing on a request filed by Arthur and Doree Vizzi, Dania’s parents. The 53-acre property is on the west side of Bellamy Brothers Boulevard, about onehalf mile east of Johnston Road, said Debbie Hernandez, Pasco County’s zoning administrator. The skeet shooting range consists of a skeet field made up of shooting stations and two trap houses, Hernandez said. The county has cited the Vizzi’s for developing the property without obtaining a permit for a conditional use, and the request is an attempt to address that violation. County planners recommend approval of the request, contingent on several conditions. During the public hearing, Dania Vizzi, of Odessa, told planning commissioners:“I’m a four-time world championship medalist; twotime national champion; just medaled at the Pan American Games and, as of last week, I am halfway onto the Olympic team for 2020. “I just really need it (the skeet shooting facility) to train.This is my passion.This is what I love to do. I want to compete for my country as long as I can. I would just love your help with it,” she said. Matt Newton, an attorney representing the applicants, said before purchasing the property, his clients reached out to the county and understood that as long as the property wasn’t being used for commercial uses, they could practice on the property. “She practices several hours a day and an interruption of practice can be devastating to her preparation for competitiveness,” Newton said. It may now be famous for its crystal clear water and skydiving but, someday, the City of Zephyrhills also wants to be known for its industrial offerings and high-wage jobs. The third annual Zephyrhills Economic Summit, held earlier this month, focused on the need to maximize both the use of the Zephyrhills Municipal Airport and the development potential of adjacent industrial property. The event, at Zephyrhills City Hall, was presented by the Zephyrhills Economic Development Coalition (ZEDC) in partnership with the City of Zephyrhills and Greater Zephyrhills Chamber of Commerce. City officials are developing a 20-year master plan known as the Zephyrhills Industrial Corridor Plan. The proposed industrial development hub encompasses approximately 9.76 square miles (6,248 acres) of land in the southeast portion of the city, around the Chancey Road corridor and municipal airport. Roughly a third of the property is within city limits and the remainder in unincorporated Pasco County — representing the largest aggregation of industrial lands in the county. Within that area is 442 divisible acres of what’s known as the Zephyrhills Airport Industrial Park, a build-ready site equipped with water, sewer and electric utilities, and accessible to natural gas. While the corridor is still in preliminary stages, it ultimately will set the city up for long-term growth and economic sustainability, said Zephyrhills planning director Todd Vande Berg. Possible targeted industries could include aerospace, aviation and defense; advanced manufacturing; light manufactur-

ing; electronics and technology; logistics and distribution; life sciences and medical technology; telecom/data hosting centers; research and development; showroom; refrigeration/cold storage and other uses. Vande Berg explained a built-out industrial corridor will yield more revenues for the city and create a better jobs-to-housing balance. He also noted industrial manufacturing uses less services — police, fire, water, sewer— compared to, say, residential or commercial land use. All that, he said, will ultimately “raise the bar in quality of life” for Zephyrhills residents, allowing funds to be steered toward downtown redevelopment, recreational amenities and other community uses. “We want to be economically diverse. We don’t just want to have family residential, we want to have a mix of uses,”Vande Berg said. “If we bring in industrial, we’re going to be more fiscally solvent, and that ties in with being resilient. If we have the industrial there, we feel like we’re in a better position with the city.” The city planner expressed confidence the corridor’s utility offerings and centralized proximity to Orlando, Lakeland and Tampa makes it an attractive spot for companies looking to relocate or set up shop. “We’ve got a great location we feel like,” he said.“We have such an asset out there in the southeast quadrant of the city.” The entire planning area is generally bound by Melrose Avenue to the north, the CSX Transportation railroad and U.S. 301 to the west, Pattie Road to the south, and Barry Road and the Upper Hillsborough Wildlife Management Area to the east. Two CSX mainline railroads traverse the area and it is accessible to Port Tampa Bay and the CSX Central Florida Intermodal Logistics Center. See SUMMIT, page 15A

VFW Post 8154, in Zephyrhills, was packed with people to celebrate Edward Bruno’s 100th birthday on Oct. 12. “I think he will be absolutely stunned to see how many people have come out today to honor him and celebrate his birthday,” said Suzanne Ahmad, his niece. And, so he was. “It’s a surprise to me,” said Bruno, a decorated U.S. Marine Corps veteran, during an event that attracted relatives, devoted friends and dignitaries. He sat at a long table, in a chair festooned with balloons, donning a birthday crown emblazoned with the number 100. Like many of his fellow VFW members in the room, he also wore a signature red polo shirt. Friends and relatives swarmed him, giving him hugs and handshakes, and taking photos of him. VFW dignitaries took to the stage, offering their birthday wishes, as Bruno relaxed, taking occasional sips of his wine. Fellow Marine veteran Glenn Shaw, who lives in Zephyrhills, welcomed the crowd. His eyes welled with tears as he spoke about his friendship with Bruno. “I go to his house at least once a week. If nobody makes his bed, I make his bed for him. [I] do little things around the house for him. He’s a good man. He’s my buddy,” Shaw said. State Rep. Randy Maggard was there, too, to help celebrate the day. “This is a special event and a special time. Truly he has epitomized the spirit of those we call the greatest generation,” said Maggard, who represents District 38 in the Florida House of Representatives. Bruno’s extended family sat near him during the celebration, including nieces, a younger sister, a grandson and a daughter-inlaw. They celebrated Bruno’s 100 years of life, which began when he was born in Buffalo, New York, in 1919. He grew up there, in a family of 13 children. He enlisted in the U.S. Marine Corps in

1942, at the height of World War II. The same year, he fought in the Battle of Guadalcanal, and earned a Bronze Medal. As his military career progressed, he served as a drill sergeant and was stationed in Guadalcanal, New Guinea, Georgia and Cape Gloucester. “I think he’s always been very proud of his service, his devotion to his family and country,”Ahmad said.

Longevity is a family trait, she added. However, while enjoying a lengthy life, Bruno has outlived his wife, Barbara, and his only son, Bobby. There have been challenges, too. He had to be fitted with a prosthetic leg, after an accident in a factory. But, he always has made the best of his situations,Ahmad said. And, his example has been a life lesson

for her, she added. Bruno’s two other nieces, Paulette Kline and Louise Cantwell, also were at the party, reminiscing fondly about their uncle. “We would have a lot of happy memories of being in his home,” Kline said,“and [he was] always a very gracious host and very loving.” She said her uncle helped her to develop a sense of gratitude. Cantwell recalled that at family gatherings, Bruno and her other uncles would talk about growing up during the Great Depression. She said it reinforced the importance of being there for one another. “The solidarity is what we get from it. The family solidarity – to be together when we can and help each other when we can,” Cantwell said. She also noted his upbeat attitude. “He’s always got a positive outlook,” Cantwell said. “He just kept on being the same happy person.” Plus, she mentioned, Bruno has been quite a “chick magnet,” and that’s still true today. “At 100 years old, he can still get the women to come give him attention,” she said, laughing. The nieces also agreed that their uncle also has an excellent sense of humor. Besides offering kind words of congratulations,VFW members also gave Bruno gifts to mark the occasion. They gave him a framed plaque, a case holding a certificate for his service and a Tervis tumbler cup engraved with his name. But, Bruno wasn’t the only one celebrating a birthday that day. Jack Henry Dias was celebrating, too. He shares Bruno’s birthday, and he was turning age 1. Bruno held the little boy in his lap, while people took photos. The pictures kept coming, as Bruno was helped outdoors by his grandson, Eric, before partaking in a special meal. There, Bruno posed with his family and caregivers in front of a big military truck. They were creating yet another memento, to celebrate Bruno’s century’s worth of life experiences.

St. Tim’s festival

The St. Timothy Family Fall Festival will take place Oct. 24 to Oct. 26, at 17152 Lakeshore Blvd., in Lutz. The Taste of St. Tim’s is Thursday from 6 p.m. to 9 p.m. There will be more than 35 restaurants, seating for about 300 people. Tickets are available in the Parish Office or online at SaintTims.org. The festival will include a fishing derby, vendors, inflatables, quad jumper, pony rides, a petting zoo, rock wall and a train. Weather permitting, on Saturday, the Hillsborough Sheriff helicopter will land around 1 p.m. Children’s rides are free. Menu items are priced in the range of $2 to $5. The community of Lutz is set to usher in the autumn season with food galore and activities at the St.Timothy Family Fall Festival. The function will run from Oct. 24 to Oct. 26 at St. Timothy Catholic Church, at 17512 Lakeshore Road in Lutz. The Taste of St. Timothy will be on Oct. 24 from 6 p.m. to 9 p.m. With a ticket, patrons can indulge in diverse foods from more than 40 different restaurants in the Bay area. Early morning exercise will be offered on Oct. 25 with the Family Fun Run at 8 a.m. The run will be free to the public and Tshirts will be handed out at 7 a.m. At 9 a.m., patrons can register for the free fishing derby, which will kick off at 10 a.m.

From noon to 7 p.m., a host of activities will be available, including a quad jumper, a rock wall, pony rides, a petting zoo and a 27foot double slide, to name a few. And, at 1 p.m., spectators can watch as the Hillsborough County Sheriff’s Office lands its own helicopter near the premises, weather permitting. On Oct. 26, there will be pumpkin decorating, crafts, water coloring and balloon-making from 6 p.m. to 9 p.m. Tickets for the Oct. 24 food tasting, can be purchased at the church’s parish office for $10 or online for $11. Admission is free for children ages 5 and under. Tickets will not be sold the night of the event. With several large RV dealerships in the area, Optimum RV in Zephyrhills has found its niche specializing in used recreational vehicles. “We sell late-model, quality used products that are close to like-new condition, but priced dramatically less than what a new RV would cost,” said Zachary Crandell, general manager. “All the big stores on I-4 are 85% new and 15% used. Pasco County firefighter Hunter Garcia, his wife, Kayla, and their 5-month-old daughter Clara were traveling down Van Dyke Road on Sept. 13, when they were involved in a multi-car accident. A total of four cars were affected, with five people transported to the hospital, according to a Hillsborough County Sheriffâ&#x20AC;&#x2122;s Office news release. All three Garcias were taken to the hospital. Hunter and Kayla sustained severe injuries. Clara did not survive. Now, a community event is planned to benefit the Pasco County firefighterâ&#x20AC;&#x2122;s family. The event is set for Oct. 26 from 10 a.m.

Tampa Bay Water again is offering minigrants for community groups, nonprofits, schools and universities that are interested in preventing pollution, cleaning local waterways, and protecting the areaâ&#x20AC;&#x2122;s drinking water sources. The Tampa Bay region depends on water from the aquifer, rivers and desalinated seawater for its drinking water, and Tampa Bay Water works with the community to protect those sources. Mini-grant projects are ideal opportunities for scouts to earn merit badges, students to fulfill volunteer hour requirements, and service clubs and organizations to get involved in supporting public health and safety. The projects also can be great for educators looking to combine STEM (science, technology, engineering and math) concepts and lessons with hands-on experience, to

supplement classroom learning. The grants range from $2,000 to $10,000. It was more like four to five hours, seven days a week. “I can actually hear it in my house. I am the closest property to their property. I get all of the noise in my house,” he said. He told planning commissioners he would like the use to be limited to five days a week, from 9 a.m. to 4 p.m., with no shooting on holidays. Aside from transportation and infrastructure boosts to draw companies in, other speakers said the city needs more workforce development programs to develop skilled labor employees and then keep them in the area. It’s already something holding back existing industrial businesses in the city, said Dr. Randy Stovall, president of the Zephyrhills chamber. “They can’t find those people they want to hire,” Stovall said. “They want to hire them, but there’s not enough of them, so that is a challenge.We’ve had that (issue) for some time.” Tom Ryan, economic development manager for Pasco Economic Development Council Inc., said having training programs and a baseline of skilled labor in place is “a huge component” for luring large companies to a particular area. “We’ve got to have (workforce) inventory,” Ryan said.“We’ve got to have a plan to tell those companies,‘Look, we want your jobs here, and we have a plan to help you bring those jobs here.’” Pasco County Commission Chairman Ron Oakley pointed out that Zephyrhills and the East Pasco area are working to position the area to do just that. She also noted that her daughter, a competitive equestrian for years, has stopped “because she doesn’t enjoy training on her own property.” But, Doree Vizzi told planning commissioners that they bought the property to enable her daughter to train there. “I do not want to cause problems with my neighbors. “That’s not our goal. “I go with my daughter 90% of the time to the range. I pull for her. She only shoots three or four hours by herself. “There’s an over-reach and an over-exaggeration going on here right now,” she said. David Goldstein, chief assistant county attorney, told planning commissioners: “The mere discharge of weapons is not something we can regulate because the Legislature told us we can’t. However, we can regulate gun ranges.” Planning Commissioner Michael Cox said, “by going through this process and having at least some conditions, that would appear to me that it would be an improvement for the surrounding neighbors — specifically the hours of operation that they’re allowed to do it versus all of the time.” Cox called for approval of the request, contingent on the planning staff’s conditions. Maggard, a Republican representing District 38, specifically applauded city leaders for this year putting a $2 million septic to sewer project at the top of their state appropriations request list. The project includes decommissioning existing septic tanks to a residential subdivision and homes along Sixth Avenue and Armstrong Street, with potential for sewer expansion to additional properties in the future. The project aims to prevent springs from dying because of nitrates from septic tanks. “At the end of the day, if we don’t have water, none of this matters,” Maggard said. “We can talk about infrastructure, we can talk about a lot of things, but if we can’t provide water, it doesn’t matter at all.” The elected official also gave this piece of advice for the city going forward: “You need to tell us where you want to go, and we need to help you get there in the longterm planning, funding, whatever it takes for us to be able to do that.” Other summit speakers included Mohsen Mohammadi, chief operations officer for American Infrastructure Development; David Gwynn, District 7 secretary for the Florida Department of Transportation (FDOT); and Danielle Ruiz, economic development manager for Duke Energy.

Tragic consequences can occur when drivers are distracted, said Fenstemacher, who is part of Sheriff’s Office’s Highway Interdiction Team division. “Bad things can happen when you’re not watching where you’re going.You’re going off the road, you might hit a bicyclist, hit a kid on the sidewalk [or] go head on into a vehicle. We’re not out there to just write tickets, but we want people to drive safe,” he said. Vehicular accidents due to “electronic communication devices” last year alone resulted in 48 crashes and two fatalities in Pasco County, according to statistics from the Florida Highway Patrol. Fenstemacher’s team is assigned to patrol main corridors such as State Roads 52, 54 and 56. Recently, Deputy Marc Lane of the Pasco County Sheriff’s Office observed motorists who may have been talking on their phone while driving. He was parked in an unmarked SUV, in a median near an active construction zone.Within about 30 minutes, he pulled over five motorists for speeding or using hand-held devices in the zone and issued them warnings. The county’s sheriff’s office is working along with the Florida Highway Patrol and local police departments to enforce the new measure. “Certainly we work collaboratively to try and cut down [on accidents],” Fenstemacher said. For construction zones, orange, diamondshaped signs and cones along the road, are signals that work is being done in that area. It is permissible to use a Bluetooth or an earplug in only one ear in restricted zones, as long as a device is not in the motorist’s hand. This also can apply to a phone or a tablet. If a vehicle is not in motion, whether at a stoplight or in congested traffic, texting is not considered an infraction, the Fenstemacher noted. Signs that a driver is texting on the road may include delayed reaction time, slowing down below the speed limit, swerving outside of a designated lane or periodically taking eyes off the road to look downward, he said.

n this youth football program, life lessons are just as important as fundamentals of tackling, blocking or catching. Winning is nice and all, but the Keystone Bills youth football and cheerleading organization is more about developing tomorrow’s leaders, officials say. “We’re really trying to build young men and young women,” said Bills president/athletic director Jermaine Clemons, who’s in his fourth year with the group. “It’s bigger than just football,” said Bills U14 varsity coach Juan Long, who’s been with the organization for 13 years. That theme is emphasized in the organization’s three pillars — respect, community development and education. The Bills offer flag football, tackle football, and cheerleading for ages 5 through 14.The organization was established in 1976, serving northwest Hillsborough County and Odessa. It currently has about 160 players across five youth divisions, plus dozens of cheerleaders. The organization has enjoyed its share of success in recent years, especially at the higher levels. Under Long’s watch, the Bills won Tampa Bay Youth Football League (TBYFL) varsity titles in 2013 and 2017. The team of 13- and 14-year-olds is enjoying another solid season, with a 6-2 mark. “Juan really coaches it,” Clemons said.“He coaches his players up, and he’s very detailoriented. He runs a defense almost like a college team.They run an offense almost like a college team. It’s not, ‘Line up and run right, run left.’There are small details.” But Long, also an assistant at Steinbrenner High, isn’t out there simply to win ballgames.

“I really don’t care about a trophy,” he said. “I care about if (kids) want to come back because they had a great experience, a great time with us. “Every year I tell the parents,‘My job is to make them better brothers, better sons, better husbands for the future.’That’s the main goal, to establish more of the characteristics of these kids, as opposed to just being a football player. I know if we’ve done the other things correctly, we’ve done our job.” Parent volunteer Jennifer Green witnesses it first-hand with her three sons, who each play for the Bills. Green explained Bills coaches stay on players about their schoolwork and even offer tutoring sessions before regular Tuesday and Thursday night practices at Keystone Park in Odessa. Coaches also require players to face their teammates if they miss a practice or game due to a behavior or off-the-field issue. “They’re 100% not just here to make your child a better football player,” she said, “They’re here to build men.” It’s something 14-year-old Tre Wilson has grown to appreciate. On the field,Wilson about has it covered, as a versatile athlete who can play running back, receiver, quarterback and returner.The Gaither High freshman also has the bloodlines, as father Eugene Wilson II is a two-time Super Bowl champion with the New England Patriots who also played for the Houston Texans and Tampa Bay Buccaneers during an eight-year NFL career between 2003-2010. But, it’s the mentorship from coaches that sticks out most to the younger Wilson. “They’ve shown me experiences about life, as I’m growing up,” he said. “Over the years, they’ve taught me not only about football, but being the best on and off (the field).” Aside from life lessons of course, Bills

coaches impart their fair share of football advice. They’ve got the pedigree to do so. Clemons was a running back at the University South Florida in the late 1990s under head coach Jim Leavitt. Long was a linebacker at Mississippi State University in the early 1990s, and had a brief stint in the NFL and played several years in the Arena Football League. Another coach, Dave Saunders, was an allconference receiver at West Virginia University in the late 1990s who has the

third-most receiving yards in school history. He went on to play nine years of arena ball, including four season with the Tampa Bay Storm (2002-2005). The experience resonates with players and parents alike, said Green, whose boys spent time in other youth football leagues in the Tampa Bay area. “We’ve been drawn here by the level of coaching that is available,” she said. “The level of coaching here is a lot more intense.To have that level of experience out there, not every person can bring that out.” The diverse and decorated football backgrounds help get kids to heed coaches’ principles, Long ex-

plained. “You don’t need to be a former player in order to get credibility,” Long said,“but, at the same point in time, especially with today’s generation, you do at least get their attention.” “We have that experience, so we can relate to the kids from that standpoint. They know,‘Hey, these guys have been there and done it, they’ve seen things at the highest level, then maybe we should listen to them, because they’re trying to steer us in the right direction.’”

his year’s Rattlesnake Festival started off with a bang. That is because Darby’s own musical siblings, the Bellamy Brothers, kicked off the 53rd annual festival off with a very special, Oct. 18 evening concert, marking the first time the musicians played the festival in decades. Hundreds packed the Dan Cannon Auditorium at the Pasco County Fairgrounds to hear Howard Bellamy and his brother, David, perform some of their biggest hits including,“Redneck Girl,”“If I Said You Had A Beautiful Body,” and, of course, their signature song, “Let Your Love Flow.” They also mixed in some tracks off of their newest album,“Over the Moon,” released earlier this year. The brothers got their first taste in performing in front of an audience at the 1968 festival, then known as the ‘Rattlesnake Roundup,’ when they performed on stage, for free, with their father. This year, the sold-out concert raised money for the festival’s host,The Thomas Promise Foundation. After the concert, the regular festival days were Oct. 19 and Oct. 20 at the Pasco County Fairgrounds, 36722 State

Road 52 in Dade City. Over the course of the weekend, thousands flocked to the site to enjoy a wide array of activities, wildlife shows, exhibits, bounce houses and other attractions. There were carnival rides and games, and the chance to hold a real, live alligator. Vendors were there selling handmade crafts, and businesses were there touting their products and services. Hungry festival-goers also had plenty of choices at the food court area, including corn dogs, soft pretzels, gyros, pizza, funnel cakes and fresh lemonade. Of course, the weekend wouldn’t be complete without watching the traditional Eddie Herrmann Wooden Gopher Tortoise Races, geared toward kids, 12 and under. The races, which use mechanical wooden gopher tortoises, were held throughout each day, for age groups 7 and under, and 8 through 12. First-, second- and third-place winners from each race earned a ribbon, and the first-place winners were eligible to compete for a trophy in the championship games. The races were named after Eddie Herrmann, one of the festival’s founders, who passed away hours after the close of the first day of the 51st festival in 2017.
