Pasco County Commissioner Kathryn Starkey has been honored by a local chapter of the Organization of Women in International Trade as the International Person of the Year. Starkey received her award at the Annual Scholarship & International Person of the Year Awards Dinner, at the Tampa Yacht Club in Tampa, on Oct. 26, according to a news release from the Pasco Economic Development Council. The trade organization advocates for women in international business.The Tampa Bay Chapter, one of more than 30 chapters worldwide, was formed in 1997. The board of directors chose Starkey for her leadership in “the promotion of international business, trade and education within the Tampa Bay community,” the organization’s president, Christyna Doege, said in a written statement. Starkey traces her passion for international trade through her family’s history. “My mother was raised in the Philippines, where our family once traded in hemp and copra,” said Starkey during her acceptance speech.“My stepfather was an international armaments distributor, and my aunt was an importer of goods from the Philippines.” Starkey is co-founder of the AmSkills program, which operates in Pasco, Pinellas and Hernando counties. Medical marijuana is a fact in Florida. Voters approved it in a 2016 referendum. Lawmakers passed a law regulating it, effective January 2017. Cities and counties generally are writing local ordinances in line with state law to permit dispensaries, but limit their locations. Local governments, however, do have the option to ban them. Pasco County commissioners are expected to vote on an ordinance in November that will treat medical marijuana dispensaries as pharmacies — and prohibit them from operating within 500 feet of public and private schools. The full impact of legalized medical marijuana, also known as medical cannabis, is a work-in-progress, with potential for legislators to tinker with the law in 2018. A Community Awareness Series, hosted by the Pasco-Hernando State College’s Porter Campus, took on the issue at its “Medical Marijuana Legalization and Regulation
Symposium” on Oct. 26. About 100 people attended the seminar, which was open to students, faculty and the public. The college wants “to bring dialogue and conversation to the issues that can affect our lives,” said Kevin O’ Farrell, provost at the Porter Campus. Speakers included Keith Stolte, an ophthalmologist, who owns Stolte Eye Center in Spring Hill; and, Victoria Walker, media relations for Trulieve, one of 17 state approved dispensaries. Stolte began treating patients with medical marijuana as soon as the state law took effect on Jan. 3. He previously had researched medical marijuana and believed in its benefits for a host of ailments, in addition to glaucoma. “We’re changing lives,” Stolte said.“If anybody told me we’d be getting the results we’re getting, I wouldn’t have believed them.” His first patient was a teenage girl who was home-schooled due to a social anxiety See MARIJUANA, page 13A

Pasco County residents have a new district park, shaped and landscaped out of a former cow pasture at Starkey Ranch. But, before children could run bases at the new ball fields or play hopscotch at the playground, the “premier” park got its official unveiling at a ceremony on Oct. 31. About 30 people attended, including members of the Starkey family, the development team for the master-planned Starkey Ranch community, all five of the current Pasco County commissioners, school board members, and Pasco County School Superintendent Kurt Browning. “It’s a first-class park, and I hope it’s the beginning of what all parks in Pasco will look like,” said Pasco County Commissioner Kathryn Starkey.“This should set the bar for all the parks.” An R.O.T.C. color guard presented the colors during the Pledge of Allegiance. River Ridge High School students with the Knights of Jazz entertained. Guests enjoyed a catered luncheon. The ribbon cutting marked the completion of the first phase of what is estimated to be a $14 million project, spread over several years. Two additional phases are planned. No construction date is scheduled for the next phase.The park is being completed on a pay-as-you-go plan. The county budgeted about $7.3 million for the initial design and construction of the park.The county, Pasco County Schools and Wheelock Street Capital agreed to a public/private partnership to build it. The partnership was the first of its kind in Pasco. Once completed, the shared site is expected to have 14 ball fields, a library, gymnasium, media center, tennis and basketball courts, a paved trail, a black-box theater, and a school for elementary and middle school students.

Members of the Starkey family were recognized for their vision in fostering the Starkey Ranch District Park. They were joined on stage by Pasco County commissioners and Starkey Ranch developers.
The school will be built on pastureland adjacent to the park, with an anticipated opening in August 2021. “That might sound like a long time off,” said Browning.“But, in school years…that’s short.” The district park is in Odessa, off the main entrance into the master-planned community of Starkey Ranch, at 2500 Heart Pine Drive. The newly dedicated park has a playground, pavilion, three multi-purpose fields, practice fields, a softball field, a paved trail, concession building, restrooms and a maintenance building. The seed for the park began with talks between county and school board officials. Initially, plans were to co-locate county and school district facilities. But, then in 2013, the school district sug-

gested a more ambitious approach to share facilities and create the public/private partnership. “They took a chance to get this done,” said Dan Green, a principal at Wheelock Street Capital and developer of Starkey Ranch.“But, it’s all coming together to make this a premier place to live in Tampa Bay.” Construction on Starkey Ranch was just getting started in 2014, said Matt Call, project director for Starkey Ranch/Wheelock Communities. “We had to build all the infrastructure into the park,” he said.“There was no Heart Pine Drive.This was just a cattle field.” Per the cooperative agreement, the developer initially will pay for operation and maintenance at the park, with the county gradually sharing in the costs. By the eighth year, the county will have full responsibility
for the park. The arrangement helped the county and school board leverage available taxpayer funds for the project, said Browning. For instance, the school’s gymnasium, media center, library and black-box theater will be shared among residents and students. “We want to keep the costs off the taxpayers,” he said. Pasco County Commissioner Mike Wells said the county has come a long way in developing its park system since his days playing soccer as a teenager. He recalled a do-it-yourself method of mowing a playing field in his neighborhood the night before a soccer match. “This is very exciting,” he said. “I can’t wait to see thousands and thousands of our youth out here enjoying this.”

Runners enjoy good weather at 24th annual Flapjack run The Laker/Lutz News Staff Report
The weather was beautiful for the 24th annual Flapjack 5K and 1-mile run. The event, held in the Connerton community of Land O’ Lakes, drew about 100 runners from across Tampa Bay. They took advantage of the gorgeous day to stretch their legs and get their hearts pumping at the event, which honors the memory of the late Kris Keppel, who was a longtime cross country coach at Land O’ Lakes High School. Proceeds benefit charitable organizations.

The price includes the first-class single-piece postage rate in effect at the time of purchase, plus an amount to fund Alzheimer’s research. Within a month of starting treatment, she enrolled in a local high school, and soon after, joined the cheerleading squad. “That’s something else,” he said. Laurie Oliver, practice manager at Stolte Eye Center, was a medical marijuana skeptic when she first learned of plans to see medical marijuana patients. “I’m an old-fashioned Southern woman,” she said. “You were taught marijuana was awful.” But, the patients changed her mind, including an elderly woman with tremors who shook so badly she couldn’t feed herself.The woman came by the office soon after starting medical marijuana to proudly display a blue shirt, without a food crumb or stain on it. “She just wanted to feed herself before she dies,” said Oliver. Patients’ success stories are starting to change everyone’s attitudes, Stolte said. “We are starting to drift from demonization of marijuana, and this could be really good,” he said. The stigma that attaches to marijuana use also leads to misconceptions about dispensaries, said Walker. They aren’t “head” shops with hippies in sandals behind the counter selling weed and bongs. In fact, state law bans the sale of the whole marijuana plant,Walker said. “There is no smoking,”Walker said, adding anyone who walks into a dispensary will find a professional, medical office environment. Security measures are mandated by law. Trulieve stores typically have about 40 cameras. The same tight security is maintained at its facility in Tallahassee, where the cannabis plants are grown and medical marijuana products are manufactured. Engineers and scientists work in Trulieve’s laboratory to develop and test different strains of cannabis. Plants are pesticide-free and are grown indoors. Products are offered in a variety of forms, including vaporizers, nasal spray, tinctures, topical creams, oral syringes and capsules. They may contain two of the main ingredients found in marijuana plants – tetrahydrocannabinol (THC) or cannabidiol (CBD). The more common ingredient is THC, which can produce the “high” associated with marijuana. But CBD, which can’t produce a high, is becoming more popular with doctors because it can produce fewer side effects, Stolte said. Edibles are legal, but Walker said dispensaries are waiting on rules regarding packaging and size before introducing them. When they come, she said,“It will be very
anti-attractive to minor children.” The state is closely monitoring this fledging medical marijuana industry. Dispensaries are capped statewide at 17. Each one is allowed to own and operate 25 retail stores. Trulieve has 10 locations, with stores opening soon in North Fort Myers and Orlando. Stores are open seven days a week. “We treat them just like a pharmacy,”Walker said. Because state law gives cities and counties the option to ban dispensaries, Walker said, “It’s really up to local communities and towns to let us in.” Doctors and patients also have regulations. Doctors aren’t permitted to dispense medical marijuana. Doctors are not allowed to write a prescription, either, because marijuana is considered a controlled substance under federal law. Physicians also must take a state mandated two-hour course and register with the state before they are qualified to “recommend” medical marijuana. With a recommendation letter in hand, patients visit a dispensary to receive their medication. Patients must register on a confidential state database, and they have to wait about 30 days to receive a card. Medical marijuana is dispensed in 70-day increments. Once the 70 days expires, a patient can renew the recommendation for another 70 days.This can be done sometimes by phone but, about every six months, there must be a face-to-face visit with a doctor. By law, 10 diseases are listed as eligible for medical marijuana including epilepsy, glaucoma, post-traumatic stress disorder, Crohn’s and Parkinson’s. But, the law also includes “medical conditions of the same kind or class as or comparable” to those specifically listed. That gives doctors some discretion in approving patients who don’t neatly fit any of the approved categories, Stolte said. He also noted that medical marijuana could play a role in addressing the opioid epidemic. “You can kill yourself with opioids. You can’t kill yourself with marijuana,” Stolte said. “It (marijuana) is not a gateway drug. It’s an exit drug.” Research is beginning to show that medical marijuana reduces opioid prescriptions and overdose deaths, he added. “We’re treating people who have failed on everything else out there,” Stolte said. It began with one injured animal. “One thing led to another,” Burke said. “People would bring me injured animals and sick animals, from as far away as the Panhandle. I’ve had several come from Gainesville. “We do a lot of special needs animals here,” she said. Without the rescue operation, many of the animals would be euthanized, Burke said. “One of our ducks is missing half her bill. I have a parrot missing his leg. Some are missing toes,” she said. “We try to make it comfortable for them.” Currently, she has 40 ducks, three geese, seven goats, a pig, 20 or so chickens and some parrots. They come to her in different ways. Oliver, also known as Ollie, is her Chinese goose. He was dropped off at a lawyer’s office, off Westshore Boulevard in Tampa.

Harley, one of the ducks, is named for the Harley-Davidson dealership in Brandon that found her. Burke said she has been the recipient of animals that were starved nearly to death, or were abandoned at apartment complexes. “We take in the ones that are the forgotten ones,” she said. The barnyard bash is a way for people to have fun, but also develop a greater understanding of animals, Burke said. And, while visitors to the Barnyard Bash are invited to get closer to the animals, they are not permitted to chase them, Burke said. “This isn’t a petting zoo. It’s all about respect. This is their home, so you have to respect them in their home. If they come up to you, great. If they don’t, well, they don’t,” Burke said. She is looking forward to the event. She’s confident that the adults and children will have a good time. Plus, she added, “I’m going to have a great time.”

Sunlake golfer among local standouts at states By Kevin Weiss

early two dozen high school golfers, boys and girls, from The Laker/Lutz News Coverage area competed in the 2017 Florida High School Athletic Association (FHSAA) state tournament, which ran Oct. 31 to Nov. 8. Sunlake High’s Jordan Sarhaddi was one of the standouts. The junior tied for 16th in the 2A boys meet, shooting a +13 (75-82—157) at El Campeon Course at the Mission Inn Resort & Club in Orlando. Only two other golfers from The Laker/Lutz News coverage area secured top 20 finishes: Freedom High senior Cy Storlien, who tied for 14th in the boys 3A tournament, and Freedom High junior Helena Noel, who tied for 17th in the girls 3A tournament. Both were individual qualifiers. Sarhaddi’s strong showing at states is no surprise. He took first place at districts and runner-up at regionals — firing 69 at both meets. The state tournament, however, presented unique challenges. There were elevation changes of more than 80 feet, cumbersome wind conditions and fast, complex greens. Simply, the course “exposes every part of your game,” Sarhaddi said. “The course was playing real difficult. There are not many low scores out there,” said Sarhaddi. “I feel like I played better than my score showed both days, but it’s a tough golf course,” he said. Sarhaddi last reached states as a freshman in 2015, where he finished 30th after shooting +30 over par. Scores aside, Sarhaddi savored the chance to test his skill set and compete alongside his Sunlake teammates at the state meet. The Seahawks finished 12th out of 16 teams in 2A. “It’s definitely fun whenever you get to go with the guys who you’ve spent the entire season with and have practiced with them.You set your goals at the beginning of the season and this is what we wanted — we wanted to make it to states,” Sarhaddi said. “We made it a lot of fun. It’s a great group of guys that we have, and they’re all fun to be around,” he added. The state meet caps off what’s been a breakout campaign for Sarhaddi in 2017. The Land O’ Lakes resident currently ranks fourth on the Premier Junior Golf Tour in the boys 16-18 division, with first place finishes at the St. Petersburg Country Club Junior Championship in May and the Crescent Oaks Junior Open in February. He also ranks 13th on the Florida Junior Tour in the boys 16-18 division, earning sev-
On favorite moment from this past season: “Regionals was probably the best that I shot, just because that even though I shot a 69, I started off much worse there, and I had to really fight back. I think I was 3 over par through six holes, and I really fought back. That was probably the best 69 I’ve ever shot as far as how I was playing because I really wasn’t playing that great, but I was able to scratch and claw, and make a few birdies coming in. …That was probably the best one because the stakes were the highest, too. We needed a good score to actually make it to states, which has been the goal the entire year.” On his biggest golf strength: “My short game has really been good for me the past three or four years because I’ve learned to salvage good rounds out of not playing so well— not hitting the ball as well as I know I can— but still being able to grind out pars and shoot decent scores, knowing I can rely on my short game even though I’m not hitting it great. I just know my own game. That’s one of my strengths as well, just knowing my own game and knowing how to almost outplay my competitors. Even when I’m not hitting as well as they are, I know when the right moments are to come up clutch with a par save or something. That’s where I’ve really leaned on my short game, and I work on that really hard because it’s saved me many times, and it will continue to do so probably in the future.”

going to keep the practice schedule going everyday and just really try to better myself — work harder with the practice, do everything I can to take care of my body and my golf swing,” Sarhaddi said. “In the summer, I’ll try to qualify for the U.S. Junior Amateur and the U.S. Amateur. I really had a great summer this past summer, so I’m just really going to try to build on it and work up for the bigger tournaments coming up.”
On which pro golfer he idolizes: “My favorite ever is Tiger Woods. He’s always been the grinder, and he’s always known how to win and to close out tournaments. That’s the kind of player I try to be. I don’t think there’s anyone that I try to model my game after, but he’s definitely someone I look up to as far as what I’d like to be and what I’d like to do, if I do end up making it pro. That’s someone to really follow as a role model for what he’s done on the golf course.”

MacDill AFB’s changing missions through 75 years By Kevin Weiss

M
acDill Air Force Base has been around for more than 75 years — with roles that have changed to correspond with evolving military needs. The base now houses the 6th Air Mobility Wing, with operations primarily in aerial refueling mission and personnel transport. Its purpose was quite different during World War II, however. The Tampa Bay History Center, in partnership with the Jimmie B. Keel Regional Library, recently had a presentation documenting the history of MacDill Air Force Base. The event was led by Clete Belsom, a retired lieutenant colonel in the United States Air Force and a docent at the history center. Belsom, who volunteers once a week at MacDill, detailed how the air force base has evolved over decades. Bruno is a 3-year-old brindle mix that came to the shelter in August and was extremely emaciated after being abandoned. He is surging ahead and enjoying the fun things in life, and loves to hang out in the administration building. Bruno doesn’t mind wearing outfits or sunglasses, and is very playful and likes to roll toys through the office. He passed his dog-to-dog assessment and shows good greeting skills. Bruno also did well on his cat assessment (although a meet-and-greet and slow introductions are still recommended). He was nervous in his child assessment. All Bruno knows in life is that he loves everyone he meets.

The Wesley Chapel Noon Rotary Land O’ Lakes Satellite Club had a Vietnam Commemoration Ceremony for 30 Vietnam veterans on Oct. 28, at the recently completed Heritage Stage at the Land O' Lakes Community Center, according to Sandy Graves, a member of the club. The Rotary Club became a commemorative partner with the Department of Defense in April and previously commemorated the service of George Voorhes, who completed three tours of duty in Vietnam, Graves noted. She offered these details from the event: Boy Scout Troop 149 served as the Color Guard, led by Alex Wayslik. The Rushe Middle School Band performed the StarSpangled Banner.The Keystone Community
Church and Carrollwood Cultural Center choirs performed a medley of Armed Forces songs and “God Bless America.” A representative from U.S. Rep. Gus Bilirakis’ office presented a letter to the veterans, and state Rep. Danny Burgess presented the veterans with the 50th Vietnam Commemoration lapel pin. In 2015, then President Barack Obama signed a proclamation to honor those that served during the Vietnam era conflict between 1955 and 1975, regardless of location, Graves notes. She said the Wesley Chapel Noon Rotary Land O’ Lakes Satellite Club is proud to be a Commemorative Partner and plans more ceremonies in the future to honor those who served during the Vietnam War.
