Initiatives aim to help veterans

Veterans statewide could soon see a slew of new and expanded benefits and services, if the Florida Department of Veterans Affairs gets its way in the 2020 legislative session and beyond. The agency is enrolling 17 legislative bills for the upcoming 60-day session, which begins in January, Al Carter, the department’s chief of staff, reported at the North Tampa Bay Chamber of Commerce’s November breakfast meeting at Pasco-Hernando State College’s Porter Campus in Wesley Chapel.

Those priorities include greater funding and staffing for the cabinet agency, Carter said.The department of veterans affairs now has an annual budget of $150 million. It has 1,260 employees, serving Florida’s 1.5 million veterans. “The long and short of it is, we want to be a premier agency to advocate for our veterans, and receiving those benefits and services that they’ve earned as a product of their service,” Carter said. “Billions of dollars are available for services. Let that sink in,” he said. Some department requests include: • Funding to complete two new 100-

plus bed veterans’ nursing homes in Port St. Lucie and Orlando • 104 full-time positions for the department’s Homes Division • Five full-time staff to expand its team of veterans’ claims examiners • Three positions within its Bureau of Information and Research, a new division analyzing trends in federal legislation and identifying potential voids in veterans’ benefits and services. While the Wesley Chapel cadets have participated in these endeavors, its six-member color guard team offers another physical component. Lt. Col. Cassie Ramer is the commander of the Knights team, having led them to their multiple championships. “There’s a lot of different aspects of color guard that we all focus on,” the 18-year-old said. “Being the ones that represent the squadron colors and the national flag, those cadets need to be at the top of their game.” Consisting of riflemen and flag-bearers, the Knights have to undergo different requirements. This includes proper handling of their rifles and flags, precision, and working in unison. They also must take exams to test their knowledge of squadron rules and must be physically fit. On occasion, they’re asked to take part in public events. For instance, they provided the color guard for the inauguration of the flagpole at The Shops at Wiregrass mall. Ramer said:“When we meet up anytime throughout the week, whenever we can, we’re practicing and acting as though we’re actually at the competition.”

Compared to school boundary hearings in recent years, the crowd was relatively small at a public hearing last week on proposed boundary changes for Pasco County Schools for the 2020-2021 school year. Still, concerns expressed by parents were similar to the types of concerns generally raised at school boundary meetings. Boundary changes planned for next year primarily involve changes needed due to the opening of Cypress Creek Middle School, set for next fall. Initially, the school district had planned to open a high school and a middle school on its campus at 8701 Old Pasco Road. But, it couldn’t afford to build both, so it used its high school campus to serve students in grades six through 12. When the new school opens next year, the middle school students on the campus will be shifted to the new school, and boundary changes will fill up remaining space at both the high school and the middle school. The district’s proposal calls for filling the vast majority of those seats by shifting students from Seven Oaks now assigned to John Long Middle, to Cypress Creek Middle. It also would shift Seven Oaks students now assigned to Wiregrass Ranch High, over to Cypress Creek High. The change would not apply to rising seniors, who would be grandfathered in. And, before the public hearing began, Superintendent Kurt Browning announced the proposal also calls for grandfathering in rising juniors. The seniors would continue to be able to ride district buses; the juniors would not. Other students can apply for school choice during the open enrollment period. Parents who spoke at the public hearing offered a litany of reasons they oppose the proposed boundary shifts. Mike Schulze, who lives in Seven Oaks, put it this way:“This is a personal thing for

Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. While the Wesley Chapel Cadet Squadron is affiliated with aviation, its their performance on ground that has granted them national accolades. The squadron’s color guard team, known as The Wesley Chapel Knights, has won two consecutive national championships in 2018 and 2019. 1st Lt. Cesar Alayon is one of the commanding officers who helps oversee the local cadets. “We’re the only team in the history of Civil Air Patrol (CAP), under the new competition program or new format, that has won two times in a row, back to back,” Alayon said. The 2019 championship comes at the same time the Wesley Chapel squadron is celebrating its 10th anniversary. The Wesley Chapel squadron, which has more than 30 members, belongs to the United States Air Force Auxiliary’s Civil Air Patrol. The Civil Air Patrol was established over 70 years ago during World War II, helping to prevent enemy advancement, with equipped planes. Its cadet program was implemented not long after, for youth who may want to pursue a military career. The program teaches cadets how to op-

A ceremony was held at Keystone Community Church last week to bless the tent where people will be dropping off donations for the holidays. The 9 a.m. event, on Nov. 7, was one of six tent blessings taking place simultaneously across Tampa Bay. About three dozen people gathered at the Lutz event, which kicked off the joint effort of Keystone Community Church and First United Methodist Church to help bring joy to families in need, as part of Metropolitan Ministries’ annual holiday assistance program. Pastor Kevin Grills, pastor at First United Methodist Church of Land O’ Lakes, presided over the tent blessing. “The tent is up, so we are asking God’s blessing upon this community and what he would do through us as vehicles in bringing some of the bounty that he has blessed us with back into a community that needs it,” Grills said. Kirsten Barton, director of corporate partnerships for Metropolitan Ministries, told those gathered that the holiday assistance program began when Rev. Morris E. Hintzman joined Metropolitan Ministries. Families who received help throughout the year, asked if it would be possible to get a turkey for a traditional holiday meal and some toys for their children, Barton said. Metropolitan’s staff and the generosity of the community responded by providing turkey and toys for hundreds of families. “Thirty-seven years later, we continue to do what we did back in 1982,” she said, and the ministry doesn’t just help people at the holidays, but provides year-round assistance to families in need. “This year, with the help of our amazing partners, we will alleviate suffering and promote dignity for 18,000 families in Hillsborough, 5,000 families in Pinellas and 7,000 families here, in Pasco County,” she said. were moving into is something I will never forget,” she said.“As I turned the corner onto (State Road) 54 and began to see the wide open lot that the church was sitting on, I clearly heard in my spirit: ‘Metropolitan Ministries tent,’” she said. “I had no idea what I was doing, I just knew I had to move forward being obedient to that voice. “We moved into the building in September and opened our first collection tent in November. “The lesson I would learn from that one act of obedience has stayed with me and, over the years, it has grown my willingness to listen to God’s leading and to do what he says. “Our obedience to him always, always, turns into a blessing for someone else.” Debbie Gehlen, co-chair of the tent, said it hasn’t always been smooth sailing. In December of 2016, for instance, the church’s trailer — which was about threefourths full — was stolen. When news spread about the theft, the community responded, she said. “People collected in the community and showed up with checks. “St.Timothy’s Catholic Church showed up with 600 bags of toys, and they were all marked with gender and age.We received a lot of baby equipment.

o see Hector Alvarez working at Plaza Mexico Restaurant Bar & Grill is not unusual. Alvarez is one of the owners at Plaza Mexico, the kind of family owned restaurant where the owners lead from the front and work alongside their employees, to ensure professionalism and quality control. “Not only do the employees work here, but the owners also work here,â€? Alvarez said. “At most places, the owner just opens the restaurant. They let the people work for them, but here the owners work in the restaurant. That’s one of the things that people like. We have two or three owners working at a time, to make sure that everything is done very professionally.â€? Plaza Mexico specializes in traditional Mexican food. There are five locations in Florida and North Carolina, all with authentic furniture and decorations from Mexico. At the Zephyrhills restaurant, the owners departed from their usual brightly colored dĂŠcor, and opted for a “Day of the Deadâ€? Mexican theme, giving the restaurant a softer and more romantic ambiance. “One of the things we have that’s different from other Mexican restaurants is that we try to do things very professionally, like the dĂŠcor and how the servers dress,â€? Alvarez said. “The menu is really long, so we have a lot of different choices. We have one page of just seafood. We have a lot of vegetarian dishes.â€? The menu contains authentic versions of the usual Mexican favorites: tacos, fajitas, burritos, quesadillas and enchiladas. The food is made fresh daily, and some of the recipes have existed for generations within the family. One dish — a popular house spe-

We put in chicken, steak, shrimp, chorizo—a Mexican sausage—and onions, jalapenos and cactus. Cactus is a traditional food in Mexico. It comes with rice and beans, and a salad. It’s a big plate.� Seafood lovers have plenty of options to consider, from crab quesadillas and white shrimp enchiladas, to camarones (shrimp) Hawaiianos and cerviche. “The cerviche is probably one of the plates that is most traditional with Latin people, like Cubans and Peruvians,� Alvarez said. “All of them have cerviche. They make

it different from us, but we like to make it spicier. It can be fish or shrimp. We cook it here before we put it on the lime. How did the Jewish faith go from all but destroyed in its structures by the Roman Empire nearly 2,000 years ago, to the modern world religion as we know it today? To Rabbi Dr. Ruth Langer, that’s the “billion dollar question.” The internationally recognized Jewish studies scholar visited Saint Leo University on Nov. 5 to present a free lecture titled “Rabbis and the Ancient Synagogue.” Langer also was on hand to receive the university’s Center for Catholic-Jewish Studies’ Eternal Light Award — recognizing her efforts to promote respectful interreligious dialogue. Langer is an ordained rabbi and professor of Jewish studies at Boston College. She also is associate director of Boston College’s Center for Christian-Jewish Learning and author of several books and scholarly articles. Her talk at Saint Leo spanned from synagogues in late first century Judea to modern times. Synagogues in Jesus’ time were much smaller in nature, maybe accommodating up to 20 to 30 people at a time, she said. She acknowledged “there’s very little we can say about what exactly was happening in the (ancient) synagogue based on what archaeological remains show,” but noted New Testament stories mention reading scripture and preaching or teaching based on said scripture. Langer went on to point out the New Testament makes no mention of a rabbi or “real authority figure” and “no indisputable evidence there was indeed some kind of verbal worship of God” inside these ancient synagogues in the early first century. Simply, it is believed these ancient synagogues originally functioned more as a Jewish community center and a house of study, rather than a house of worship. So, how did synagogues develop into a place of prayer that follows rabbinic leadership as its clergy common today? According to Langer, the rabbinic-synagogue tradition formed slowly following the exile and destruction of the Temple of Jerusalem in the Jewish-Roman in 70 C.E., which led to the end of the Jewish monarchy. The Temple of Jerusalem in ruins, Jews no longer had a place to sacrifice animals as their official form of worshipping God. “Today’s scholars are pretty well agreed that losing the only place where Jews could fulfill God’s expectation of worship generated a major trauma. Jews were in shock,” Langer noted of this event.

Because of that, Langer explained worship evolved from sacrifice to become “purely verbal,” and “met the needs of the world that no longer had the Jerusalem temple.” Further, the responsibility for this new form of worship “transformed from belonging to a hereditary priesthood, to resting on the entire community,” she said. With that, Langer said it was a relatively small group of rabbis who rose up and won out in this endeavor, throughout the Land of Israel and Babylonia initially. “They (rabbis) fairly quickly found out what temple rituals could be continued elsewhere and how to compensate for those central ones that could not,” Langer said. To spread influence, Langer explained these early rabbis used persuasion tactics and developed arguments “to convince both rabbis themselves and non-rabbis that there are advantages to participating in public prayer in the synagogue.” That, she said, included various forms of exhortations in rabbinic text on the significance of community gathering in a synagogue for prayer, such as: • “One must pray in a place specifically designated for prayer.” • “When one prays within its home, it’s as if one prays encircled within an iron wall.” (Presumably, praying in the home prevented prayer from reaching God, Langer said.) • “Prayer in the synagogue is especially effective, because it’s like an ideal sacrifice in the temple.” (Prayer in a synagogue compensates for the loss of the Temple of Jerusalem, Langer said.) • “Prayer offered in the synagogue is guaranteed to work, and failure to participate has dire consequences.” • “If one enters synagogue with a buddy to pray, but does not wait for buddy when leaving, then one’s own prayers are ruined.” But, the shift to get Jews to comply to such edicts didn’t happen overnight. Langer noted some Jews previously had gotten used to ancient synagogues as not for prayer, but “for all sorts of profane purposes,” such as using the space for funerals, for making rope or fishnets and so on. Langer said the rabbis’ efforts to get nonrabbis on board to conform to their liturgy and rituals “was a long and bumpy process” that took centuries. In fact, she said it wasn’t until late third century “there were some, but perhaps not all synagogues that housed rabbinic ritual life.”And, it wasn’t even until the end of the first millennial, or another 700 years or so, that the symbiotic rabbi-synagogue union became normalized, she said.

The Land O’ Lakes Branch Library recently was a hub — for those seeking opportunities for paying jobs, or to volunteer. In fact, the library has a series of events this month, which is set aside as Career Development Month, focused on helping people find work. On Nov. 7, a CareerSource PascoHernando bus was parked outside the library, located at 2818 Collier Parkway in Land O’ Lakes. Inside the bus was an array of computers to help people find employment opportunities. David Hamilton is the local CareerSource operations manager who was there to help those dropping by The Mobile One Stop bus. “My thing is to make sure I can help them apply for the job they want to apply for,” Hamilton explained.“I am looking at the general employment skill and that’s everybody, from no particular education, up to [a] bachelor’s degree.” His aim is to help applicants find work they would be passionate about, as opposed to showing them a general list of what’s available. As a 26-year career advisor, Hamilton helps others to create or polish up their resumes and cover letters. It’s important to use correct grammar and punctuation, he said. Cover letters, he added, should provide fresh content and not be redundant to what’s in an applicant’s resume. Job applicants need to research a potential employer before creating the cover letter. It should tailor what that employer is seeking. Hamilton then noted that Pasco County’s major employment category is retail and service, followed by health care. But, he also pointed out that there’s more demand for nurses looking for work than for retail store managers. He said he was there to assist people who may need technical help. Hamilton also mentioned that those seeking jobs, include youth entering the workforce for the first time, those who have been laid off, and those moving to a new region. He did mention that finding a position is more challenging for middle-age job seekers because they’re competing with a younger generation. Pasco County’s current unemployment rate is at 3.3%, a drastic decline from its 12.7% peak a decade ago, according to the U.S. Bureau of Labor Statistics.

And, with the holiday season approaching, Hamilton expects an increase in job openings. While Hamilton was helping others find paying jobs, another discussion was taking place inside the library. At the Social Seniors event inside, those gathered had the chance to learn about multiple ways to become a volunteer. Social Seniors is geared toward those 55 years old and older who want to take a more active role in their community. “The Social Seniors is a chance for them (patrons) to come socialize, get some refreshments, maybe learn something new,” said Catherine Seavey, a library branch attendant who helps oversee the program. Generally, the program allows people age 55 and up to play cards, watch movies, be part of a book club or take part in learning activities. The Land O’ Lakes Branch Library also has partnered with Pasco County Senior Services and the Seniors in Service organization, to help those seasoned in age, stay productive. Attendance at monthly meetings tends to go up when there is a guest speaker, and on this particular day, there were speakers offering advice on how to stay engaged through volunteering. After retiring, Rick Buzzee, of Land O’ Lakes, joined the Rotary Club of Land O’ Lakes to be involved in efforts to promote education, diminish poverty and help with community efforts. “I think you have to stay mentally alert and mentally productive,” Buzzee said, adding there’s a correlation between good health and staying active.

Oak Hill Hospital is the recipient of the Board of Certification for Emergency Nursing’s 2019 National Certification Champion Award in the large health care organization category. In honor of Breast Cancer Awareness Month, Sew Caring group at AdventHealth Wesley Chapel put their hearts into helping care for breast cancer patients. The group provided comfort for the patients throughout the month of October with handcrafted pillows. Many of the breast cancer patients are sore following surgery, and the pillows add the much-needed comfort and support for each patient, as they recover.

Members of the GFWC Lutz-Land O’ Lakes Woman’s Club undertook a large sewing project to handcraft comfort pillows for women post-surgery at several area hospitals. The ladies stuffed the pillows, packed and delivered them to Advent Health/Fletcher, Advent Health/Wesley Chapel and to the Moffitt Cancer Center. Members Irene Hernandez and Barbara Booth package the pillows for the hospitals.

Two Good Soles drive smashes record The Laker/Lutz News Staff Report

Pasco County government and its constitutional offices collected more than 3,000 pairs of shoes for local students — smashing a previous record for the annual Two Good Soles Shoes and Socks Drive. The drive, now in its fourth year, yielded 3,057 pairs of shoes and 13,285 pairs of socks. The items will be donated to students in Pasco County Schools. Last year, donations totaled 2,264 pairs of shoes and 6,609 pairs of socks. Besides vastly exceeding last year’s totals, the collection also shattered the goal of 2,000 shoes set by Cathy Pearson, Pasco County’s assistant county administrator for public services. Pasco County and Constitutional Office staff gathered at Wendell Krinn Technical High School in New Port Richey on Oct. 29 to officially donate the footwear and tally the results. Pasco County’s Internal Services Branch won the trophy for the most donations from county branches.The Pasco Property Appraiser’s Office won for most donations collected by a constitutional office, just surpassing the Tax Collector’s Office. The Public Services Branch placed first in the decorated collection box competition with the Parks, Recreation and Natural Resources Department’s “Playground Box.” Pearson recapped this year’s efforts for the Pasco County Commission at its Nov. 5 meeting. Bahamas school supply drive Pasco-Hernando State College (PHSC) is collecting donations of school supplies to assist the schoolchildren of the Bahamas.An estimated 18,000 children and their families have been displaced since Hurricane Dorian struck the islands on Sept. 1. Ten schools were destroyed on the island of Abaco alone, while many other schools sustained damages. The children of the Bahamas, some of whom lost family members, classmates, and their homes are transitioning to schools that are undamaged but strained to accommodate additional students. Donations of classroom supplies will be accepted at all PHSC libraries.

Each college store also is accepting donations and selling discounted supplies to anyone contributing to the drive. Needed items include new backpacks, flash drives, notebooks, binders, calculators, pens, pencils, art materials, and other typical classroom supplies. The deadline to donate is Dec. 5, as the items will be shipped to the Bahamas in December. Campuses are in Dade City, Wesley Chapel, New Port Richey, Brooksville and Spring Hill. VETERANS, from page 1A sessions, Carter said. For instance, the department wants to expand funding for alternative treatment options for veterans with post-traumatic stress. It wants to go beyond counseling and prescription medications. The veterans affairs department contracts with state colleges and universities to offer these treatments: hyperbaric oxygen treatment, physical therapy, accelerated resolution therapy, music therapy, equine therapy and service animal training therapy. Carter, a retired Army colonel who spent 28 years in the military, noted that roughly 20 veterans commit suicide every day. The challenges that veterans face are not “cookie-cutter in nature,” he said.As a result, “treatment for one does not necessarily reflect treatment for all.” He added: “Whatever helps the largest number of veterans, we’re trying to do, and these alternative therapies have proven helpful in getting veterans off of those different opioids.” The agency also is proposing an amendment to the state’s homestead tax exemption to allow the same ad valorem tax discount on homestead property for the surviving spouse of a combat-disabled veteran age 65 or older. The exemption would remain in effect for the spouse, until he or she dies. “It’s revenue neutral to the state, so it’s a no-brainer to do this,” Carter said. Another legislative initiative would allow medical doctors and doctor of osteopathic physicians employed by the U.S. Department of Veterans Affairs (VA) and licensed in other states to also practice and treat veterans in private medical facilities in Florida. (Doctors employed by the VA and practicing in Florida do not have to have a Florida medical license.) Carter said the measure would provide more convenient accessible care for veterans, particularly when VA clinics close due to inclement weather, or are relocated or shut down. “Having the ability for our doctors on the VA staff to be able to go to these (private) facilities and treat our veterans is definitely huge,” he said.

BURGESS SEEKING TO BOOST AGENCY SERVICES

Carter also detailed an initiative called Forward March. That initiative began after former State Rep. Danny Burgess, of Zephyrhills, was appointed by Gov. Ron DeSantis to become

the executive director of veterans affairs. Under Forward March, the department assesses the needs of veterans across the state, and seeks ways to eliminate redundancy and increase collaboration in veterans services offered by businesses, community and volunteer organizations — as it pertains to housing, mental health, emergency assistance and legal matters. Carter said early observations reveal that veterans are often unaware of how to get access to services, and that organizations offering services often are “working in silos,” instead of working together. He explained:“There may be one person, one entity over here providing housing services and they’ve got grants to provide housing services to a variety of veterans, and then there’s another one right next door that has no clue what this other one does, and oftentimes they’re doing very similar programs. If they were joined together, imagine the amount of services that they could provide. They could double, if not triple, the amount of services for our veterans, so that’s one of the things we’re trying to key on.” Carter also touched on some more longrange goals for the agency, spearheaded under Burgess’s leadership. One is expanding the agency’s GI LAW (Lawyers Assisting Warriors) initiative, whereby veterans affairs contracts with some of the state’s leading law firms to provide pro bono legal services to military members. The program currently applies only to sergeants (E-5) and lower ranks, but the department hopes to ultimately expand it to all veterans. That program is particularly helpful to the state’s homeless veteran population, Carter said, noting they oftentimes are homeless because of minor legal issues they need to resolve, but often are reluctant to seek help. “It’s a phenomenal program,” Carter said. “We’re coming out to meet (veterans), where the rubber meets the road, and help them to get back into society.” The department also is working to expand a program that’s designed to provide mental health and substance abuse treatment, and rehabilitation pathways for veterans involved with the criminal justice system, rather than punishment. Burgess also has pushed to enhance the department’s online communication footprint — making its mobile app more user-friendly, and, creating Twitter, LinkedIn and YouTube pages, to complement its website and Facebook page. “(Burgess) is tech-savvy. Unfortunately I’m not,” Carter joked.

Other parents also asked board members not to disrupt the academic or social life of their children. They told board members they chose to live in Seven Oaks because the subdivision’s students were assigned to John Long and Wiregrass Ranch. They voiced concerns about sending their children to schools that are farther away. They questioned the decision to reassign school boundaries for an established neighborhood, instead of changing boundaries in newer neighborhoods. They asked why the district can’t build additional wings at Wiregrass Ranch to accommodate additional students, to avoid redrawing lines. Many of those same issues were raised in emails sent to district staff regarding the proposed changes. There also were criticisms of the district’s lack of planning for future growth. Browning said the district considered building an addition at Wiregrass Ranch, but to do so would mean removing facilities that are needed for the school’s athletics, so that isn’t possible. Board members Allen Altman and Cynthia Armstrong addressed comments related to planning. “The school district does not get funding for a seat, for a student, until that student is already enrolled in school and counted,” Altman said. Armstrong added:“It’s actually by state statute that we cannot start building a school until we have the total money in the bank to finish it.That makes the monetary part very tough, since we don’t get the

Under the current boundaries, some of that future growth would have been assigned to Land O’ Lakes schools. The Pasco County School Board is set to vote on the proposed changes at its Nov. 19 meeting, at 6 p.m., at the school district headquarters, 7227 Land O’ Lakes Blvd., in Land O’ Lakes.

The top two finalists at the state level move on to the regional competition – which also recognizes the first and second place winners. At the national level, the top 16 teams from across the country challenge each other during a three-day contest in Dayton, Ohio. The Wesley Chapel Knights have won the national competition twice in a row. Those victories came after the team was unable to make it past the regionals in 2017. “It really hurt knowing that we couldn’t go to nationals that year, because that was a team promise that we made,” Ramer said. She recalled that cadets who were set to join the Air Force, put it aside temporarily to help the team reach the national level.

Lt. Col.Andrew Alayon is Cesar’s brother and a former color guard for the local chapter. Before being promoted to his current rank, the 19-year-old filled in for a color guard member, helping to take the team to the nationals this year. “I’ve always said ‘It’s not about the trophies, it’s always about the experience and what led to those trophies,’” he noted. He said the accolades displayed in the squadron’s clubhouse are a “visual representation” of the team’s hard work. He is a member of the Air Force Reserve Officer Training Corps at the University of South Florida, and is planning a military career. Ramer, who intends to pursue a health care career as a civilian, said the team’s victories have deeper meaning than the recognition that comes with trophies. “It’s about the concept of family and the concept of friends,” she said.“A family works by helping each other, not just because we want to get a trophy.”

T

he forthcoming Sarah Vande Berg Tennis & Wellness Center could be an even bigger deal than originally anticipated. A standing-room only crowd of more than 100 gathered at a recent Zephyrhills City Council meeting to hear the latest details on the facility and to get a first look at a 3D video presentation highlighting its amenities. Most who were gathered are supporters or partners of the tennis facility project — and the turnout caught the attention of council president Ken Burgess. The facility’s obvious support, Burgess said,“really shows that it’s going to be topnotch.” “The energy and the excitement is kind of building,” Burgess said.“We’ve been talking about it for a while, but it’s really on its way. It’s going to be pretty exciting, and we hope that it is going to put Zephyrhills on the map. “We’re really looking forward to it,” he said. The nearly $5 million tennis center broke ground in July at 6585 Simons Road in Zephyrhills. It is expected to open around July 2020. The project is being hyped as “a worldclass tennis facility with access to state-of-the-art performance and health amenities.” Situated on more than 8 acres of land, the complex will feature 11 outdoor tennis courts (eight clay surface, two hard surface, one clay exhibition court), built to United States Tennis Association (USTA) standards. It also will have eight pickleball courts, four padel courts and an event pavilion. Also, an adjoining 7,400-square-foot indoor wellness center will have a fitness and rehabilitation studio, salt/sauna room, cryotherapy, pro shop, café, kid’s area and more. Another major component that is being phased in is a 30,000-square-foot indoor sports field house, which could accommodate up to four tennis courts or soccer fields using artificial turf.

The project is a public-private partnership between the City of Zephyrhills and Pascal Collard, a longtime tennis pro and instructor, who will operate and manage the facility. It is largely being funded through state appropriations, Penny for Pasco monies, park impact fees and donations. When it opens, the tennis center is expected to attract local, regional, national and international interest as a host site for major tennis tournaments and competitions. Ultimately, Collard believes “the sky’s the limit.” “Our dream is really to get Zephyrhills to become one of the top sports destinations in Florida, and in the country,” said Collard, a former tennis director at Saddlebrook.“It’s not only tennis — but tennis will always be the core.” Collard also announced the facility will be the home of an online sports instruction program called United Global Academy.The blended program, which is geared toward youth, will be taught by ex-professional athletes in sports such as soccer, football, golf

and maybe even boxing. Aspiring athletes will take online classes, and coaches will be available at the facility to provide further guidance, Collard said. “I think it’s a missing link in education in sports,” said Collard.“We hope to attract kids from everywhere.” Though the city is funding the shell of the facility and tennis courts, Collard has leveraged his business connections to bring aboard other frills, explained Zephyrhills planning director Todd Vande Berg. That includes the facility’s fitness/performance components, and in-house bakery and coffee shop run by Wesley Chapelbased Buttermilk Provisions. And, because Collard is operating and managing the facility, the city won’t be on the hook for staffing or ongoing maintenance costs,Vande Berg said. That, he said, is “a big financial piece” the city won’t have to address, unlike many communities with large tennis complexes. Said Vande Berg,“I’ve been to probably almost every tennis facility in the state and all of them are being run like we’re running

them, but I can tell you I think we’re the only one that’s got a contractual agreement where we don’t have to pay…all those fees that other communities are having to pay.” Meanwhile, site work at the project is moving forward. General contractor Craig Lamberson of DeLotto & Sons told council members the tennis building is slated to go vertical in December. The Har-Tru clay tennis layouts will be fitted around that time, a process Lamberson described as “major, complex project” because “water flows beneath the court and is pumped in and out to maintain a great playing surface.” The general contractor also said there’s already more than a half-mile of reinforced concrete pipe in the ground and storm drainage is about 60 % complete. A wastewater lift station will arrive in early November. “Even though it may not look like it, we are putting a lot of construction in the ground,” he said. The tennis center is named in memory of Sarah Vande Berg, a former Zephyrhills High School district tennis champion, who died in an automobile accident at the age of 21 in October 2015. Swamp Fest enjoys nice weather, good crowds The Laker/Lutz News Staff Report

t wasn’t just fun and games at the 11th annual Swamp Fest in Land O’ Lakes. There was music, food, rides and entertainment, too. “It was incredible weather. We had good crowds,” said Doug Hutchinson, festival coordinator. “Friday night and Saturday night were incredibly busy, and Sunday was very busy,” he said. The crowds were so large, the main parking area was filled at Land O’ Lakes Heritage Park, and overflow used the parking at Sanders Memorial Elementary STEAM Magnet School. At times, people who wanted to park had to wait for others to leave the festival, Hutchinson said. “That’s a great problem to have,” he added. The event raises money for area schools, nonprofits and community orginizations, and is hosted by the Land O’ Lakes High School

Booster Club. On the morning of Nov. 2, before Swamp Fest festivities began, there was a special event to honor Vietnam Veterans. Sandy Graves organized the event, which Hutchinson said, was “incredibly well-attended.” After it was over, he said Graves told him: “You know what, we’ve got to do this again next year.” “I said,‘I’m all for it. It went great.’” The booster club’s proceeds go for such things as new weights in the weight room, a new sign for the high school off U.S. 41 and other items that are not part of the regular school budget, Hutchinson said. “The coaches always fill our ears with what we could spend it on, as you can imagine.” Hutchinson was thrilled with the outcome for this year’s event. “It wound up being one of the best Swamp Fests that we’ve had, so we’re pretty excited about it,” he said.

NEW BILL EXPANDS ANIMAL CRUELTY LAWS

The U.S. Senate has passed the Preventing Animal Cruelty and Torture (PACT) Act. “We as a nation should have no tolerance for animal abuse, and the PACT Act will allow federal authorities to stop

heinous crimes when they occur on the federal level,” said Holly Gann, director of federal affairs at Animal Wellness Action and the Animal Wellness Foundation, in a release. The PACT Act would prohibit extreme acts of cruelty when they occur in interstate commerce or on federal property and cracks down on widespread sexual abuse of animals (bestiality). While current federal law bans the sale of videos showing illegal acts of cruelty, it does not prohibit the underlying conduct. “There’s no place in a civilized society for maiming and torturing animals – period,” said U.S. Sen. Richard Blumenthal, of Connecticut, in the release. The PACT Act would establish the first federal anti-cruelty law. The House of Representatives also passed the same bill, and now the measure goes to President Trump for his signature.
