Bill Cronin, the president/CEO of Pasco Economic Development Council Inc., has no shortage of ideas when it comes to pursuing ways to strengthen Pasco County’s economy. He shared a few of those thoughts during a recent interview with The Laker/Lutz News.
Cronin is entering his third year at the helm of the Pasco EDC, and recently was named the Florida Director of the Southern Economic Development Council. The SEDC is the largest and oldest regional economic council in North America, with members in 17 southern states. Each state selects a member to serve with the elected officers on the board of directors, and Cronin was selected from Florida. For decades, Pasco County has lived with
the image of being a bedroom community for Hillsborough and Pinellas counties.That picture is changing, though, as more businesses and industries set up shop, or expand — generating more jobs in Pasco. Margaret Dolly loves playing cards, while socializing with friends — and with the recent reopening of the Zephyrhills Senior Center, she can do that more often. Pasco County rebooted its Senior Services Division within the city in December, after it had been dormant for a year. The county and Saint Elizabeth Episcopal Church had a longstanding collaboration to serve seniors in the community, but that came to a close at the end of 2017, after it was determined the arrangement was no longer mutually beneficial, said Tom Snee, assistant manager of Pasco County Senior Services. While the Zephyrhills center was closed, about one-third of Zephyrhills senior recipients began using services at the county’s Dade City branch. When Diane Cunningham was named the new program director in early 2018, she reached out to Saint Elizabeth Episcopal Church in an effort to resume the services. Now, Zephyrhills has once again joined the ranks with the branches in Dade City, Port Richey, Land O’ Lakes, Shady Hills and New Port Richey, in having a local senior center. The Zephyrhills program operates at the church’s dining hall, Monday through Friday, from 8 a.m. to 1 p.m. It offers a daily meal and social activities. It’s free and there’s no waiting list. Raising a child with developmental issues can be a complex situation for many parents. Understanding a child’s physiology, as well as health needs, can help parents in making favorable accommodations. Helping to increase that understanding was the mission set out by Dr. Christopher Schriver during a class last month at the Creation Health and Wellness Center in Zephyrhills. The course, open to the public, was geared toward helping the community to have a clearer understanding of attentiondeficit disorder (ADD) and autism. Both are neurological disorders, which can hinder a person’s cognitive skills beginning at infancy. Schriver, a chiropractor at the Frank
Clinic of Chiropractic in Zephyrhills, thoroughly explained these conditions to the audience. He used slides to display areas of the brain affected by these disorders, such as the limbic region, cerebellum and prefrontal cortex. Attention-deficit disorder affects someone’s ability to concentrate for long periods of time. Autism involves a broad spectrum that may affect such issues as attention, language skills and social behavior to various degrees. “I almost look at ADD as a very minor form of autism,” said Schriver. He reasoned that both tend to affect the same areas of the brain, such as the frontal lobe. When this lobe is suppressed, those with ADD are not able to focus properly, while See CLASS, page 11A

Zephyrhills residents will be issued new trash bins in the middle of February, free of charge from the city. The Zephyrhills carts, or z-carts, will be a new alternative to residents purchasing their own bins — as they have done in the past. The project has been four years in the making, as city officials have strategized what’s best for the community. The 95-gallon cart will run on two wheels and will have a bar code designated specifically for each address. Instead of being lifted by garbage removal crews, these garbage carts will be picked up through an automated system, using a side-loader truck. “The automation is the collection mechanism on the truck instead of manually lifting the cart as we do now,� explained Shane LeBlanc, public works director of Zephyrhills. “You let the truck do all the work.� While the side-loader will be a new addition, the city did not discount using other trucks as backup plans – such as the frontloader truck. Rear-loader trucks will accommodate areas with narrow spaces, such as alleys. Z-carts will be primarily for residential use, although they will be added to some businesses. The carts will be spacious, but residents are asked not to use them for electronic equipment, chemical products or sharp objects, such as needles or glass. The new approach, LeBlanc said, is “safer for our employees - less on-the-job injuries. There’s all kinds of hazards involved in collecting trash.� The new trucks require only a driver, but other trucks meant for alleys will still have two additional garbage men for pickup. Leaves and brush may be put out beside the trash bin, but must be tied in bundles. Aside from protection and convenience, the project also addresses sanitation. Many Zephyrhills residents use trash bins, but some leave tied bags at the curb of the road — leaving garbage vulnerable to rodents and causing messes. Those issues are expected to decrease, with the 8,000 carts the city has ordered, as well as 500 spares. Pickups will occur twice weekly, and zcarts should be placed by the curb by 7

a.m. Once everything is finalized with contractors, the city will provide the specifics on pickup days. Zephyrhills is the only municipality in Pasco County with its own sanitation service. Funded solely by the city, the z-carts will cost an estimated $350,000, while the first side-loader truck this fiscal year will be $300,000. Next fiscal year, the city plans to purchase another truck, as well as provide automated service for recyclables. While public reception has been positive, LeBlanc said that one concern has been workers potentially losing their jobs to automation. He offered this reassurance: “We’re not going to reduce our workforce because we’ll be doing special pickups, dumpster maintenance [and] truck maintenance.� He also expects a few hiccups along the way, as the new service gets underway. Private school, more retail, on planning commission agenda By B.C. Manion

The Pasco County Planning Commission will consider requests for a private school, and increased retail development, among items during its Jan. 10 public hearing at 1:30 p.m. Planning commissioners will consider these requests on their consent agenda. • Request from Tracy L. and Raul Rodriguez Jr./Keiro Academy, for a private school on 20.6 acres of land zoned for agricultural and residential use.The parcel is on the east side of Bellamy Brothers Boulevard, about one-half mile north of Darby Road. According to the applicant’s information, “Our student population will primarily demonstrate anxiety, sadness, defiance and school refusal issues stemming from technology overuse. Our students simply need to reconnect with nature in a screen-free environment, and to develop social and life skills to succeed.We intend to create a program exclusively for boys age (15 to 20) and seek to maintain a daily census of 32 students who will live on the property. “Keiro Academy will not accept students with histories of violence, crime, drug or alcohol abuse issues.” County staff has recommended approval of the request, with conditions. • Request for a substantial modification to the Cypress Creek Town Center master planned unit development (MPUD) — Pasco 54, Ltd.; Pasco Ranch, Inc.; and JG Cypress Creek LLC.
This request calls for changes that would allow for an increase of retail/commercial square footage from 1,998,400 square feet to 2,399,500 square feet, which is an increase of 401,000 square feet; a decrease in hotel rooms from 350 rooms to 135 rooms; and, an increase of multifamily units from 230 units to 600 units, on approximately 490 acres of land. County staff has recommended approval of the request, with conditions. When an item is on the consent agenda, the planning commission won’t discuss it, unless a member of the board has questions, or someone in the audience wishes to speak on the item. On their regular agenda, planning commissioners are expected to hear from representatives from Duke Energy Florida LLC, regarding a proposed landscaping plan in connection with the company’s request for an electrical substation on the north side of Satinleaf Lane, approximately 650 feet west of Smith Road, in Wesley Chapel. The Planning Commission previously approved Duke’s request for the special exception, but that was subject to the applicant submitting a landscaping plan for review and approval. The proposed landscaping plan calls for more extensive screening than previously proposed, including more trees and different varieties of planting materials. The planning commission meeting will be in the board room on the second floor of the courthouse, at 37918 Meridian Ave., in Dade City.

Santa encourages reading habits The GFWC New Tampa Junior Woman's Club hosted its first Storytime with Santa at Fire Station 22, to both celebrate the holiday season, and encourage literacy among children and families in the community. There also were holiday safety tips, Touch a Fire Truck, cookies and hot cocoa, and holiday crafts and games. The event included a book drive, which yielded more than 240 books to be donated to local schools, Habitat for Humanity homes and the Little Free Libraries in the New Tampa area. The club hopes to make Storytime with Santa an annual event.

Pasco County residents recycled 1,272 Christmas trees last year, and Pasco County Recycling is again encouraging residents to recycle live Christmas trees following the holiday season. Recycled trees can be chipped into mulch, chopped into firewood or relocated as wildlife habitats. Just remember: Remove all decorations, tinsel and metal hooks. The Hillsborough Area Regional Transit Authority (HART) is seeking candidates to fill two open positions on the Independent Oversight Committee (IOC) to assist the Authority in satisfying its commitment to the public, according to a news release from HART. The Hillsborough County Charter Amendment says the role of the Independent Oversight Committee is to provide “oversight of the distribution and expenditure of the Surtax Proceeds.” Hillsborough County voters on Nov. 6 approved a countywide transportation tax to increase the sales tax by 1 cent for 30
years, to pay for transit and transportation improvements. The ballot measure also specified that an Independent Oversight Committee would review the revenues and expenditures. The oversight committee will consist of 13 members, each chosen by a variety of county leaders representing a range of interests, professional expertise, and experience. The Coalition for the Homeless in Pasco County is seeking volunteers for its 2019 Point in Time/Count Survey. The count will be done on Jan. 22, and volunteers can sign up for one of three 4hour shifts: 6 a.m. to 10 a.m.; noon to 4 p.m.; and 6 p.m. to 10 p.m.

The Pasco County Master Gardener Turf Team will do a site visit to evaluate lawn and irrigation problems.The fee for the service is $40. The site visit, which can last up to two hours, will result in recommendations for improvements that will be provided by a urban horticulture agent or the FloridaFriendly Landscaping Program manager. The North American Hazardous Materials Management Association (NAHMMA) has awarded Keep Pasco Beautiful the National Innovative Partnerships Award for its Earth Day Celebration. The award recognizes partnerships between companies, government agencies, nonprofit groups and political entities that have worked together to accomplish a goal supportive of the NAHMMA mission. The strength and diversity of the collaboration between Keep Pasco Beautiful, Covanta Pasco and Pasco County Utilities Environmental Services is what impressed the national organization, according to a news release. Keep Pasco Beautiful coordinator Kristen King said, in the release, that the organization is honored to receive the national award. She added,“Lottie Kelley of Covanta Pasco has chaired the Earth Day Celebration for 20 years. It is her passion for the environment and community that makes the event such a success.” In its 23rd year, Pasco’s Earth Day event includes fun environmental activities for families, with education on waste reduction, pollution prevention and water conservation. At the 2018 event, onsite household waste and recycling services collected 6,585 pounds of electronics, as well as hundreds of pounds of hazardous household materials. When he was 18, Rosario Lubrano left his hometown of Naples, Italy, and moved to Piscataway, New Jersey, to seek the kind of opportunity available only in the United States. “The future brought me here to look for work and start a new life,” Lubrano said. “I had a friend whose family had a pizza place in New Jersey, went to work for them as a dishwasher, and stayed there from 1996 to 2005. I had never spoken English in my life, but by listening to customers, I started picking up the language, working with customers and making the pizzas, until I was running the store. That’s where I got my passion for food and pizzerias.” Lubrano moved to Florida when he had an opportunity to open his own pizzeria in Brandon. He called his restaurant Pomodoro Pizza, which means tomato in Italian. His pizzeria was a success, and after a few years sold his business to be closer to his home in Wesley Chapel. Lubrano recently reopened a new Italian restaurant in Wesley Chapel, also called Pomodoro Pizza, and was soon at work again creating his own personal Jersey/Italian style of food. “I make the dough Sicilian style from scratch every day for pizzas, calzones and pretty much everything else,” Lubrano said. “All the sauces are made at the moment. We don’t have anything ready to go. When I make the sauce, I just keep it simple. I don’t really add too many spices. I just try to keep it tomato flavored, so when you eat the pizza, you don’t taste bunches of different spices. You actually taste the flavor of the tomato.”
Local residents from the northeast, as well as former customers in Brandon, love Pomodoro Pizza for its familiar New Jerseystyle pizza that is hard to find in Florida. “Every day we get customers who say they haven’t tasted pizza like this since they left New York or New Jersey,” said Lubrano. Pizza may reign supreme at Pomodoro Pizza, but its menu also includes hot and cold subs, chicken and seafood dishes, and desserts. Stromboli, mozzarella Caprice, lasagna, fettuccine Alfredo, eggplant parmigiana, shrimp scampi, and many other Italian standards can be found at Pomodoro Pizza, all made according to Lubrano’s own recipes. “We’re known for pizza, but we also have excellent pasta dishes, and appetizers and fresh salads,” said Lubrano. Lubrano enjoys living in the Wesley Chapel area, close to his restaurant in Seven Oaks Plaza on State Road 56. “We love Wesley Chapel because wherever you go, everything is kept up well, the community is growing and the people are so nice,” said Lubrano, who adds that he helps to support his community by sponsoring local soccer teams. “People are really happy with our new pizzeria in Wesley Chapel — so much, they keep coming back until they’re friends.” So grab a slice at Pomodoro Pizza, close your eyes, and transport yourself to the Garden State—if only for a meal.

Katie Jeffcott, resource management associate at R.B. Stewart Middle School in Zephyrhills, was named Pasco County Schools SRP of the Year. Jeffcott started her career with Pasco County Schools nine years ago as a food and nutrition assistant at John Long Middle School. She has been at Stewart Middle for the last six years. Her primary responsibilities include all the inventory, distribution, maintenance and repair of the school’s technology. Jeffcott also coaches cheerleading, boys and girls soccer, and track. She volunteers at Stewart Middle, outside
The Hillel Academy staff and students created a Culture of Chesed (Kindness), through a strategic plan and curriculum created by a team of educators. Throughout the school, value words like ‘Truthfulness’ adorn the doors and hallways as reminders to students about the virtue of the week. Teachers and students discuss virtues in class. As part of the ‘kindness’ culture each month, students and staff collect goods for charities or groups in need, as part of its Tzedakah (Charity) Project.The year started off by collecting for Joshua House. Last October, hundreds of pacifiers were collected for infants at St. Joseph Hospital, via Emmi Grace’s Angels; and in November, Panama City’s Holy Nativity Episcopal School, devastated by the impact of Hurricane Michael, received donations. Students have been very receptive to the idea, said Allison Oakes, head of school, in a release. Oakes explained that the students are there for one another and are understanding that doing good for others is what’s right. “Learning this life lesson is an important part of our school culture as a whole,” Oakes said. Saint Leo University’s Counseling Services offers ‘Puppies and Pizza’ twice a semester to offer stress-reducing effects to students during midterms and finals. Pet therapy can help lower blood pressure, releasing endorphins, which have a calming effect and can diminish physical pain. The event also lets the students know about the free and confidential counseling services should they need further assistance. The Community Foundation of Tampa Bay approved $40,000 in grant funds for Pasco County Schools, for a project that seeks to improve teacher and leader professional learning with the goal of greater student outcomes. If a company is looking to grow, Pasco is an excellent option, Cronin said, spelling out some of the area’s strengths. “We are right smack in the middle of the fastest-growing market in the United States — and that’s the southeast United States,” he said.“We have such a huge consumer market.” Besides having one of the largest economies in the world in its own right, Florida also is positioned geographically so that it can penetrate the Latin American market, Cronin said. But, to be competitive, Pasco must be aggressive in its recruitment efforts, and must work to secure sites and buildings that are ready for development, he said. “When somebody is looking to locate a business here – there’s 16,000 agencies that do what I do,” Cronin said.“So, when they’re looking at a site, they’re probably looking at about 200 sites, initially. And, they’re trying to narrow it down, narrow it down, narrow it down.They’re not trying to add you. “We can’t wait for the business to come to us.They’re not going to,” Cronin said. It’s also important for Pasco to tell its story. When someone looks at the county’s statistics, for instance, it’s easy to get the wrong impression, Cronin said.“If they’re not careful, they’ll look only at the industry that’s in Hillsborough or Pinellas and assume that we don’t have the work force,” he said. “I have to remind them (companies) that those are our workforce — and they’re so good that other people want to hire them,” Cronin said, referring to the thousands of Pasco residents who commute to jobs in nearby counties. The county has room to grow, but it needs more sites ready for companies and industries interested in moving here, he said. Providing that requires an investment by the landowners, which is a shift in mindset from the days of the past, he said. “Those landowners are used to people coming up to them saying,‘I’m going to pay you top dollar, to be able to build my houses there,” Cronin said. According to the Center for Disease Control and Prevention, approximately 5 percent of children in the United State have ADD. One in every 59 children is diagnosed as autistic, and it is four times as prevalent among boys as it is among girls. While Shriver was growing up, he played football and frequently sustained injuries, which led to trips to a local chiropractor. His affinity for sports and an interest in aiding the body led him to a medical career. “I started learning more about what chiropractic can do,” Schriver explained, noting he learned more about the holistic side of the career — not just treating back and neck pain. He also became intrigued by neurological issues and how they can be addressed. By reading the book,“Why Isn’t My Brain Working,” by Datis Kharrazian, the chiropractor said he began to understand that there was more than a nutritional component to a healthy mind. This led him to start assisting underdeveloped kids with various exercises. Schriver also talked about the importance of a balance in autoimmune cells in the body and how to increase them. must be prepared, he said. “A site is not just a field with cows on it,” Cronin said.“A site has to have some known information, like ‘Where’s your utilities and how long will it take to get them there? Where are your highways? Where is the railroad? How far are you from your workforce? What type of wetlands mitigation is required? Do you have a wetlands delineation certificate?’ “Those types of things cost money. “In this business, because we’re so competitive, they (landowners) have to go get the business, instead of waiting for it to come to them. “So, when we have these conversations with the landowner, they say,‘Well, nobody has ever come to me saying they want to put a factory in, but I’ve got residential knocking on my door every day.’ “So, we have to convince them that ‘Yes, there is a market out there, but you have to go get it,’” Cronin said. Economic development helps everyone, Cronin said. “For every dollar we get in property taxes, it costs us about $1.25 to serve residential. For every dollar we get from commercial, it costs us about 80 cents to service them. If it’s manufacturing, it’s about 20 cents,” Cronin said. “So, it behooves us to get some more industrial-type activity, not just from a job creation standpoint, but also from a tax revenue standpoint,” he said.

Linda Schwartz, who was at the lecture, said the remarks about diet resonated with her. Her 14-year-old grandson, Marcus, has autism and must stay away from foods that contain dairy, gluten and grains, she said. “It is a very expensive diet - all organic,” she said, but added,“It’s helped immensely in everything.” Marcus’ family didn’t pick up on the signs of his condition until he was about 5 years old. “His is what they call social autism, which is like Asperger’s [syndrome],” explained Schwartz.“He will, for the rest of his life, be at 50 percent growth socially.” Although she has attended multiple seminars on the issue, she said that she did learn new information during Schriver’s lecture – such as how different parts of the brain react. She said Marcus has difficulty making friends because of his anger issues and his inability to filter what he says to others. Schwartz said she worries about whether her grandson will remain committed to his diet when he becomes an adult. Schriver said he understands these kind of sentiments, from his experiences of working one-on-one with underdeveloped children. At times, he is there to help when parents need a shoulder to cry on or someone to listen as they vent their frustrations. “Any parent with a child with a learning disability is just a saint,” Schriver said. Local baseball star set for fourth MLB season By Kevin Weiss

A
t least one Major League Baseball player calls Wesley Chapel home during the offseason. With pleasant weather and local ties, it’s a no-brainer for St. Louis Cardinals pitcher John Gant. After all, the 26-year-old Gant spent half his childhood being raised in the area — moving there with his family from Savannah, Georgia, when he was 11 years old. The major leaguer has been back in town since December, following the conclusion of the 2018 season. He’s used the downtime to catch up with family and some old friends from Wiregrass Ranch High School, where he starred on the varsity baseball team all four years (2008-2011) before being selected by the New York Mets in the 21st round of the 2011 MLB Draft. He’s also made a point to stay in general shape in advance of the 2019 season. He works out with local trainer BB Roberts about once a week, splitting time between old high school stomping grounds and the Seven Oaks clubhouse fitness center. Gant, surprisingly, is able to mosey about town in relative anonymity, both in Wesley Chapel and St. Louis. “Nobody really recognizes me at all,” Gant said in a recent interview with The Laker/Lutz News. And, he likes it that way.“I’m kind of an undercover, under-the-radar type guy,” Gant said. In baseball circles, however, Gant is anything but under the radar. The 6-foot-4 righthander, who sports a five-pitch arsenal (sinker, changeup, fourseam fastball, curveball, slider), will embark on his fourth MLB season when pitchers and catchers report for spring training in February. There, he’ll look to build off last year’s breakout campaign in which he posted a 3.47 earned run average and 95 strikeouts in 114 innings pitched, with a record of 7-6 in 26 appearances (including 19 starts). While Gant’s efforts weren’t enough to help the Cardinals reach the playoffs, he was front-and-center at times throughout the season. He pitched a seven-inning, one-hit shutout gem on June 26 against the Cleveland Indians that happened to be the historic franchise’s 10,000th victory as a member of the National League. He made national headlines at the plate, too. Gant’s first two hits in his MLB career — and only two hits thus far — are home runs. According to MLB.com, Gant is believed to the only player in Major League history to hit at least two home runs while never having reached base safely by any other means. The first dinger came on Aug. 14 in a home game against the Washington Nationals. Gant entered the game 0 for 30 in hitting for his career before he drove a 1-1 pitch from Gio Gonzalez (who had never allowed a home run to an opposing pitcher) over the left field wall in the second inning — a two-run shot that measured 398 feet. “Hitting that first home run was pretty cool,” Gant said. “That was a moment I’ll

I had a lot of fun, and it kind of led me to where I am now.” On his emergence as an upperclassman at Wiregrass Ranch that drew attention from pro baseball scouts: “Just (got) bigger and stronger. Grew into my body a little more and started to throw a little harder. That’s really it.” On when he realized he might have a chance to play baseball professionally: “I was by no means a Little League prodigy or a child prospect or anything like that. I think things kind of started to click for me when I was probably a junior or senior in high school, and I started getting some college attention. I wasn’t really thinking,‘Hey I’m going to be a big league pitcher,’ obviously, but we knew that I was going to go play baseball in college, and then if I had success there, then maybe a role at the professional level. But, there was never a real moment where I said,‘Oh, I’m going to do this’ before I was drafted or anything like that.’” On playing for the St. Louis Cardinals, one of the MLB’s most revered and historic organizations: “It definitely means a lot to be able to put on that jersey and all the history that comes with it, and, everything that the St. Louis Cardinals have accomplished throughout the years and are still accomplishing. It’s pretty unreal the success they’ve had and the pride that they have in all their successes, and, just how they care about people’s attitudes and people’s character is very important. …I think they’re really going about their business the right way.” On his favorite player growing up: “I wouldn’t say I modeled my game after this person in any way, but as a kid I was a pretty big (Atlanta) Braves fan and my favorite player was the catcher, Javy Lopez.” On the best hitter he’s gone up against: “I guess, maybe my rookie year in 2016, facing Big Papi (Boston Red Sox great David Ortiz) at Fenway Park was a pretty cool moment.” On his career options if he wasn’t playing professional baseball: “Hard to say. I’ve never really seen myself coaching. I was going to school to be an athletic trainer. Now seeing all the behind-the-scenes things that they’re responsible for, I don’t think that I’d really like to do that. Honestly, I’d probably be working some type of manual labor job somewhere — outside, hard work with my hands, getting dirty every day.”

Since being a mid-round draft pick out of high school, Gant toiled in the minors for five years before making his debut in 2016 with the Atlanta Braves. He’s also battled injuries and has been traded twice — from

the Mets to the Braves, then to the Cardinals. After finally coming into his own this past season, Gant is self-assured he has staying power in the big leagues, for many years to come. Said Gant, “I’m calm and confident to play at that level, and I feel like that’s where I belong. It definitely took some settling in, but I feel settled and comfortable.” And, he certainly wouldn’t mind staying long-term with his current ball club. “I think I’m in the right place now, with the Cardinals. I’m happy where I’m at. I really want to stay with this group of guys and this organization,” Gant said. Aside from maybe hitting a few more dingers, Gant’s chief focus is on the mound — working to improve his control to pare down the 57 walks he allowed in 2018, one of the few blemishes on his resume last season. “I’m going to try to hone in on that strike zone a little better,” Gant said.“Throw some more strikes. Fill up the zone.And, just work hard.Try to win some baseball games for this ball club.” Meanwhile, those in tune with the sports scene in Pasco County may know of another John Gant — head coach of the Wiregrass Ranch varsity girls basketball team, who’s won at least 20 games every year but one since being hired in 2011. Well, it’s the pro ballplayer’s father. The younger Gant described his father as “very” influential toward his success in professional baseball — mentoring him to excel in academics and athletics. “He’s always pushing me in doing everything I’ve done,” Gant said.“He’s always told me,‘If you do something, do it right.’” Likewise, his father’s coaching achievements over the past decade don’t come as a surprise to the major leaguer. “He works hard at his craft, and he’s good at it,” Gant said. “Just behind the scenes, he spent so much time on it, just watching video and just making sure he has everything that he wants and all the tools are there, and he’s using them all. He just goes out there and wins games.” Like father, like son.

Former Wiregrass Ranch football star Chris Faddoul, now a sophomore punter at Florida A&M University, recently picked up first-team AP FCS All-American honors for the 20182019 season. Faddoul led the nation (Division I FCS) — and set a school record — in punting average at 46.8 Chris Faddoul yards per kick. Of his 41 punts, 16 were 50 yards or longer (including a long of 67 yards) and 17 were pinned inside opposing teams’ 20-yard line. At Wiregrass Ranch, Faddoul was a multisport standout, playing football, soccer, tennis, and also competing in track & field. His senior year on the gridiron, Faddoul guided the Bulls to a state playoff appearance, as the team’s starting quarterback, kicker and punter.

It’s no secret that dealing with traffic congestion is a way of life for Pasco County residents. Whether they’re commuting to work, taking the kids to school, going grocery shopping, heading to a doctor’s appointment or taking care of myriad daily needs, there’s good chance motorists will get stuck in traffic and have to wait for traffic lights to cycle at intersections. Getting anywhere can be a hassle at peak traffic hours — regardless of the direction drivers are going. The good news is that 2019 is likely to go down as a banner year with respect to the number of projects aimed at improving traffic flow. Here’s a look at what is underway, planned for construction, or under study for possible improvements, based on presentations by Florida Department of Transportation officials, transportation department fact sheets and previous reporting by The Laker/Lutz News.
THE DIVERGING DIAMOND One massive project, set to get underway this month, is called the Diverging Diamond Interchange. It aims to reduce congestion at the Interstate 75-State Road 56 interchange, through a reconfiguration of the intersection, in an area between County Road 54 and Cypress Ridge Boulevard. The new design is expected to improve traffic flow, thus reducing travel time for motorists. The estimated construction cost is $33 million, and the project is expected to take three years to complete.

EXTENSION OF STATE ROAD 56 Another significant project involves the extension of State Road 56, beginning at Meadow Pointe Boulevard in Wesley Chapel and ending at U.S. 301 in Zephyrhills. Work on this 6-mile extension began in 2017. It has an estimated construction cost of $59.1 million. Initially expected to be completed in the fall, the road could open as early as this spring, David Gwynn, secretary of the Florida Department of Transportation District 7 said, during the Discover Dade City symposium in November. The project includes a four-lane road, with a 10-foot multi-use trail on the south side of the road and a 5-foot sidewalk on the north side.There will be 7-foot bicycle lanes on the shoulders, in each direction. New signalized intersections also are being built on Morris Bridge Road, where the new State Road 56 crosses it, and on U.S. 301, where the new State Road 56 ties into it.

Also, the City of Zephyrhills requested a study to evaluate extending State Road 56 from U.S. 301 to State Road 39 with a connection to U.S. 98. And, another study is looking into realigning U.S. 98, where U.S. 301 intersects with Clinton Avenue. The Pasco Metropolitan Planning Organization also has requested a study to evaluate the potential for the realignment of U.S. 98 at the U.S. 301, in the area of Clinton Avenue (new State Road 52).
U.S. 41 AND STATE ROAD 54 While the need for a solution to daily traffic jams at U.S. 41 and State Road 54 is widely known, it is not yet clear how the issue will be addressed. Here are alternatives that have been identified, according to a state transportation department document: • Elevated express lanes at major intersections; express lanes on the ground for the remainder; and bus services in express lanes. • Parallel flow intersection. • Elevated lanes at major intersections; bus or rail in separate lanes, combined with a continuous flow intersection. • No Build: Maintaining six lanes on the ground and current transit services.

Between Uradco Place and Bayou Branch Canal, the existing road will be widened to a four-lane divided highway. East of Bayou Branch Canal, the new alignment will be a four-lane, divided State Road 52, built south of the existing State Road 52, tying into Clinton Avenue. Clinton Avenue, between County Road 579 and Fort King Road, will be a widened to a four-lane divided road. Clinton Avenue, between Pasadena Avenue and U.S. 301, will be designated County Road 52, after the construction of the new State Road 52 is complete. Construction is expected to begin in late 2019.
OTHER PROJECTS Interstate 75 interchange at Overpass Road Pasco County is building a future interchange at I-75 and Pasco Road.The project is scheduled for letting in 2020.

STATE ROAD 52 IMPROVEMENTS Projects are in various stages along the State Road 52 corridor. Here’s a synopsis: • Suncoast Parkway to east of U.S. 41: This project will widen a 3.8-mile stretch from two lanes to six lanes, with a 12-foot multi-use trail to be built on the north side of State Road 52.The project also includes a 1-mile widening of U.S. 41, approaching the intersection with State Road 52. Construction is expected to begin in 2019. • East of U.S. 41 to County Road 581 (Bellamy Brothers Boulevard): Calls for widening the two-lane road to a four-lane divided road.The 8.5-mile improvement also includes a 12-foot multi-use trail on the north side of the road.The project is under design, but there is no construction funding at this time. • County Road 581 (Bellamy Brothers Boulevard) to Old Pasco Road:Widening the two-lane road to a four-lane road, with a me-

WESLEY CHAPEL INTERMODAL CENTER STUDY This study, expected to be completed in late summer, will identify the needs and location of an intermodal center that will serve as a hub for local and regional transit. It includes the analysis of facility needs, location, cost, funding, connectivity and conceptual design.
PROPOSED U.S. 301 WIDENING Another project calls for widening U.S. 301, from a four-lane road to six lanes, from County Road 54/Eiland Boulevard to north of Kossik Road, in Zephyrhills. That construction is not yet funded.

PET PAWS PRESERVE CLOSED FOR HUNTS The Southwest Florida Water Management District’s Alston Tract at Upper Hillsborough Preserve in Pasco County will be temporarily closed to the public, for feral hog hunts Jan. 8 to Jan. 10.The Alston Tract is at 42144 Deems Road in Zephyrhills. Only permitted hunters will be allowed on the property during these dates. All permits for these hunts have been sold. This activity is one of a series of feral hog hunts on District lands to control the damage being caused to the natural habitats.
