Decision coming on solar farm permits By Kathy Steele

A decision on how and where to permit solar farms in Pasco County is headed for a vote on June 5 at 1:30 p.m., in Dade City. Pasco County commissioners will consider an amended ordinance for the land development code on regulating solar farms.The ordinance had a first public hearing on May 22 in New Port Richey. No vote was taken at that hearing. The matter has produced heated debate since plans for the Mountain View Solar Project were filed with Pasco County earlier this year.

Tampa Electric Company, known as TECO, is proposing to install about 464,000 photovoltaic solar panels on about 350 acres, on both sides of Blanton. The solar panels are expected to produce about 53 megawatts of power, which will be fed into TECO’s power grid. Previously, the Mountain View Solar Project received approval from Pasco County Planning Commission for a special exception permit. However, a final decision from Pasco County commissioners is on hold after two appeals of that decision were filed in May. See SOLAR, page 11A

Survivors take a victory lap at Relay for Life Survivors and their support teams kicked off the first lap at Relay for Life of East Pasco held earlier this month at Cypress Creek Middle High School, in Wesley Chapel. The event raised more than $46,000 for the American Cancer Society. Survivors of cancer and their support teams kick off the relay by walking the first lap, known as the Survivor’s Victory Lap. Business park spurs talks Zephyrhills, on widening Old Pasco Road Lutz rentals

There is no disagreement that Old Pasco Road should be widened to four lanes. But, the timing and funding for such a project got mixed reactions from Pasco County commissioners who approved a new business park on the mostly two-lane roadway. Approximately 90 acres on Old Pasco will be the site for the county-initiated project, known as Overpass Business Park. Commissioners did include a condition to require developers to widen the road from the park’s entrance, north to Overpass Road. The park is less than a half mile southeast of the intersection of Overpass and Old Pasco. Pasco County Commissioner Mike Moore pushed to widen the entire length – nearly two miles – of Old Pasco. Or, at least, he said it should be widened as far as Oakley Boulevard. “I’m by no means against the project,” Moore said. But, Old Pasco “needs to widened all the way through before we move forward with any actual project.”

Rents are on the rise in municipalities and counties in Tampa Bay, with Wesley Chapel the fourth most expensive rental area for one-bedrooms, according to a report from Zumper. In April, the median rent for a one-bedroom was $1,140. That’s more than a 15 percent increase in a year. Lutz was in the eighth slot for one-bedrooms, at $1,060. But, that was a slight dip of about 1 percent from a year ago. Zumper is an online source for apartment and home rentals. In April, Zumper looked at 20 cities in the Tampa Metro area and compiled a list of the most and least expensive cities, and cities with the fastest growing rents. In Florida, the median rent in April was $1,185. Wesley Chapel is more in the middle of the pack on two-bedroom rentals, at $1,290 – a modest 1.6 percent increase from last

Cailyn Ruff was a senior at Sunlake High School, in Land O’ Lakes, when she felt an odd bump on her head. That was about a year-and-a-half ago. “It was like a big mole,” the 19-year-old said.“I saw it through my part line. It looked funny. It would bleed.” As it grew, she became concerned and brought it to the attention of her dermatologist. Next, came a biopsy. “It was a good three weeks before we got the first results, saying they were inconclusive. It was not something they were used to seeing. So, they actually sent it to the USF (University of South Florida) doctors. “The dermatologist said ‘You better get a second opinion.’ Her mom, Kim Carpintier, recalled how scary that was. It took two weeks to get her into Moffitt Cancer Center, and when they did, they were told that the young woman needed surgery immediately. “They were worried that it had spread to her lymph nodes,” Carpintier said. If more time had passed, Ruff would have faced chemotherapy. As it was, surgery was performed to remove the melanoma, the surrounding area and six of her lymph nodes. “Moffitt told her that she’s one of two kids that they’ve ever seen with this form of melanoma,” Carpintier said. After the surgery, Ruff said,“I was in pain for a long time.” It took her about two months to regain full mobility in her head and neck. Still, she knows how lucky she is. “Nothing got infected,” she said. “By March, I was 100 percent myself.” While they do not know what caused the melanoma to form on her head, Ruff and Carpintier suspect it could have been a result from being exposed to the sun for long hours, when Ruff was a cheerleader and when she ran cross-country. Both mother and daughter said that schools may want to suggest that students who are out in the sun for hours wear a hat and protect themselves with sunscreen. “No one thinks to wear sunscreen and a hat during school events because you get out of school and you change, and you go
and do what you have to do,” said Ruff, who is now a student at the University of South Florida. She plans to pursue a career as a pediatric nurse practitioner, and said that’s partially due to the excellent care she received from nurses at Moffitt. Her career choice also has been influenced by her current job as a vision therapist at Walesby Vision Center, on State Road 54 in Lutz. She has worked with both children and adults, both for both everyday issues and various disorders, she said. She works primarily with children, performing vision therapy with children experiencing challenges such as visual-motor and/or perceptual-cognitive deficiencies. Many of the children she serves have autism, attention deficit hyperactivity disorder or other medical conditions. Ruff began working at Walesby to earn volunteer hours, but she was so good with children she was offered a job, Carpintier said. Recently, Ruff received a $5,500 scholarship through an essay contest sponsored by Panera Bread and the Children’s Cancer Center. The awards were presented at the Palma Ceia Country Club in south Tampa. Ruff’s mom was impressed by the event. “It was beautiful. They went above and beyond,” Carpintier said. It honored youths who have dealt with cancer, ranging from 16 to 20 years old. The stories that were shared were touching, she said. Ruff also has received two other scholarships, one from a Greek organization, and another from an Italian organization. She hopes to continue her education in USF’s nursing program, but realizes that it’s very competitive, so will be applying elsewhere, too. Her goal is to work at Tampa General Hospital in the pediatrics unit, or at Johns Hopkins All Children’s Hospital or at St. Joseph’s Children’s Hospital. Ruff lives with her mom, Kim, her dad, Don Carpintier, and her sister, Meghan Ruff, in Lutz. She’s grateful for all of the help and support she’s received. Besides the scholarships, she also has received support from her grandparents, Carol and Bill Little, and her aunt, Lois Zapert, who all live in Lutz and her grandmother, Michele Carpintier, who lives in St. Petersburg.

I
f you’ve ever wondered how Bundt cakes came about, this column will satisfy that curiosity. A Bundt cake is baked in a pan that gives the cake a distinctive ring shape. The shape was inspired by a traditional European yeasted cake known as a Gugelhupf (also called bund cake) that was often prepared to serve at a gathering of people. Many recipes have been developed over time for cakes made in Bundt pans. You could say that the Bundt cake’s history in North America began back in 1950, when David Dalquist created the pan, added the “t” to trademark the name, and started producing the unique cast aluminum pans in Minnesota. The popularity of the pans took off in 1966 when there was a cook-off and an ooeygoey chocolate cake made by Ella Helfrich from Texas won second place in the contest, inspiring other cooks across the country to give the pan a try. Sales sored throughout the ’60s and ’70s, and the pans evolved — taking on different shapes and sizes.There’s the traditional pan, as well as the rose, jubilee, pine forest, vintage star, blossom, mini-Bundt and so on. They come in 1-cup, 6-cup, 10-cup and 12-cup sizes. With each new design, the Bundt cakes seem to surge again in popularity. Despite its ebbs and flows, the Bundt cake has staying power. It truly is one of the great American cooking traditions. There are six or more different pan designs to delight today’s cooks, and it’s estimated that more than 60 million of the pans can be found in kitchens across the United States. I have collected several of these pan de-

Bundt cakes come in a variety of shapes and flavors. One thing they tend to have in common though is the warm welcome they receive at family gatherings.
Cake • 1 3/4 cups sugar • 1 3/4 cups unsalted butter (or margarine), softened • 6 large eggs, at room temperature • 2 cups powdered sugar • 2 1/4 cups all-purpose unbleached flour • 3/4 cup unsweetened cocoa • 2 cups walnuts, chopped Glaze • 3/4 cup 10x powdered sugar • 1/4 cup unsweetened cocoa • 4 teaspoons to 6 teaspoons milk
INSTRUCTIONS Cake • Heat oven to 350°F. • Grease and flour 12-cup fluted tube Bundt cake pan (or 10-inch standard tube pan).
• In large bowl, combine sugar and butter; beat until light and fluffy. • Add eggs, 1 at a time, beating well after each addition. • Gradually add 2 cups 10x powdered sugar; blend well. • By hand, stir in flour and remaining cake ingredients until well-blended. • Spoon batter into greased and floured pan; spread evenly. • Bake at 350°F. for 45 to 50 minutes, or until top is set and edges are beginning to pull away from sides of pan. (Be very careful not to over-bake) • Cool upright in pan on wire rack 1 1/2 hours. • Invert onto serving plate; cool at least 2 hours. Glaze • In small bowl, combine all glaze ingredients, adding enough milk for desired drizzling consistency. • Spoon over top of cake, allowing some to run down sides. • Store tightly covered.

The recipe included today is an adaptation of the original 1966 contest winner – Enjoy! (Note: One of the original ingredients — a frosting mix — was discontinued in the ’70s, so it had to be replaced with cocoa powder and confectioner’s sugar.

SUMMER FOOD SERVICE Hillsborough County will again participate in the Summer Food Service Program, which provides free nutritious lunches and afternoon snacks to children when school meals are not available.This year’s program runs from May 29 to Aug. 3, at more than 50 sites in the county. The meals and snacks will be offered at local parks and other convenient locations for children younger than age 18. Applications are not required. The elementary and junior high students at Land O’ Lakes Christian School competed in the annual Sunshine State Association of Christian Schools State Junior Fine Arts Festival, in April. The students, representing Christian schools throughout the state, competed in the basic areas of music, speech and art. Moses withdrew from high school to complete an auto mechanic program in New York. He moved back to Florida to work with his mother’s business. A client, Matic, encouraged Moses to apply for an engineering internship within the company, which now employs him. In 2015, he decided to go back to school to earn a college degree. Those pitching in canvassed 300 homes in the Southern Charm Community, installed 65 free smoke alarms and helped 45 families make home fire escape plans. Alachua County for a road project, aimed at boosting economic growth. County officials said they already were working on an application to submit for a state grant. Two other road projects are on tap to enhance Old Pasco at its intersection with State Road 52, and with Quail Hollow Boulevard. County commissioners recently approved about $2.2 million for pavement reconstruction starting about 1,450 feet south of State Road 52, a sidewalk, stormwater, pond construction, signage and turn lanes. The Florida Department of Transportation is in the midst of a major road widening project at State Road 52 and the Interstate 75 interchange. In 2019, the county plans to begin intersection improvements for Old Pasco and Quail Hollow Boulevard.

The ordinance to be heard in Dade City, if approved, would codify the county’s future approach to permitting solar farms. Currently, the land development code doesn’t specifically list where “solar electric power collection facilities” are permitted. As a result, decisions regarding TECO’s proposal were based on a section dealing with uncertain classification rules. The proposed ordinance would permit solar farms as special exceptions in agricultural zones, and permitted use in some commercial and industrial zones.Also, decisions on permitting would be left to county staff and the planning commission. Pasco County commissioners wouldn’t directly vote on the permits, but would hear appeals. At the May 22 hearing, about a dozen opponents spoke against the ordinance and the solar farm project, including two attorneys representing area homeowners. Attorney Gordon Schiff represents Kathleen and Gordon Comer, who own a home and farm on property off Platt Road. Schiff filed the appeal of the planning commission’s decision on May 8, on behalf of the Comers. Attorney Susan Johnson Velez represents a group of homeowners in northeast Pasco, including Sandra Noble. Noble filed an appeal of the planning commission’s decision, also on May 8. Both attorneys raised objections to the county’s interpretation of sections of its land development code that were used to craft the proposed new ordinance. Schiff said the county was treating solar farms as compatible with neighborhoods when they “are industrial in nature.” TECO’s proposal should be held to tougher standards than the county is applying, he said. Johnson Velez said the county was ignoring its policies on protecting rural areas, including the natural views of rolling hills. “I’m not sure how you protect scenic vistas from nearly half-a-million solar panels,” she said.“I think that should be addressed.” Area residents also spoke in opposition. No one spoke in favor. “Solar is a wonderful thing in the right place…but not in people’s backyards,” said Nancy Hazelwood. If approved, the ordinance would apply countywide, not just in northeast Pasco, she said. Some counties put solar farms in industrial areas, and others have created special districts for solar farms, she added. Hazelwood asked that the county hire an outside consultant, not connected to the power industry, to study solar energy. In the meantime, the ordinance would be put on hold, she said.“It’s too important to your citizens.” Noah Kaaa, who lives on Platt Road, agreed. What works in Hudson might not work in Trilby or Zephyrhills, he said. “It’s too broad of a paintbrush to use across the entire county,” he said. Denise Hernandez, the county’s zoning administrator, tried to address some of the resident’s concerns. Research on other counties has been done, she said. Hillsborough and Polk counties issue conditional use permits, and largely allow the decisions to be made at the staff level. Solar farms are allowed in agricultural zones in those counties, she said. Applications for solar facilities would be handled on a case-by-case basis, said David Goldstein, Pasco’s chief assistant county attorney. Because planning commission decisions can be appealed, he said, “Ultimately, the board of commissioners does have final say.”

pitcher’s duel, extra innings and weathering wet, muddy conditions were all needed before Academy at the Lakes softball could finally claim its first-ever state championship. Overcoming hurdles, they wouldn’t have wanted it any other way. The Wildcats (26-4) defeated Monticello Aucilla Christian 1-0 in 11 innings on May 22 in the FHSAA (Florida High School Athletic Association) Class 2A state finals at Historic Dodgertown in Vero Beach. Academy at the Lakes (AATL) junior pitcher and Alabama commit Alexis Kilfoyl outdueled Aucilla Christian senior and Florida signee Elizabeth Hightower in the team’s most difficult test of the season. In addition to unleashing a 13-strikeout, four-hit shutout, Kilfoyl was responsible for the game-winning single that allowed freshman shortstop Brooke Blankenship to score on a two-out single in the 11th inning. “The 11 innings really pushed us to our max. It was definitely a tough pitcher battle,” Kilfoyl, one of the nation’s top pitching prospects, said afterwards. What made the triumph even sweeter was knowing they unseated an Aucilla Christian program that’s won state crowns two of the last three years. “Probably one of the greatest (feelings) I’ve ever had. Just all the hard work we put into it, it feels good to finally pay off,” Kilfoyl said. A post-season celebration was held at the school on May 24 to honor the softball team’s achievements. Players, their families and friends, and school administration all gathered to soak in the momentous achievement. “It’s finally setting in a little bit,” Blankenship said with an ear-to-ear smile at the celebration.“We’re just kind of looking

back on all our hard work...so next season we’ll know what it takes.” In 2017, the Wildcats ended a 20-win season with a disappointing 5-3 loss to St. Petersburg Canterbury in the Class 2A regional final. Coming up short motivated the team to improve under the watch of second-year head coach Diane Stephenson, a longtime Division I softball coach for Indiana, Purdue and Iowa universities. To better prepare for the 2018 playoffs, Stephenson and her staff ventured to compile a challenging regular season. Matchups were scheduled against larger public schools like Freedom, Land O’ Lakes, Mitchell and River Ridge high schools, among many others. Said Stephenson, “It was great for our kids because they learned a lot of resilience and they learned to play from behind.They learned so much. They learned mental toughness.” It proved fruitful in the grind-it-out state title game. “When we got into that game and it was
0-0, they flexed a couple times, but they weren’t worried, and that’s what mental toughness does for you. It prepares you for the battle, and we were prepared for the battle for sure,” Stephenson said. With a varsity roster of no seniors and mostly underclassmen and some middleschoolers, the Wildcats figure to be a staying power for the foreseeable future. It also could mean a state title repeat in 2019. “It’ll definitely be fun,” Kilfoyl said of next season’s possibilities.“I’m really looking forward to it because I know we can definitely do it again, if we do what we did this time.” Having Stephenson back as a coach will serve well, too. The highly regarded coach was inducted into Indiana University’s Athletics Hall of Fame in 2016. She won 402 games in 15 seasons, and led the Hoosiers to NCAA Tournament appearances in 1994 and 1996. “She’s definitely someone we all look up to. Her energy helps us, and she knows the game,” said Blankenship, a Florida State commit.

In addition to its feats on the softball field this season,Academy at the Lakes likewise dominated in the classroom. Their combined cumulative grade-point average of 3.85 was the highest of any softball-playing team in the state. Meantime, it’s been quite a year athleticswise for the private school, as it celebrates its 25th anniversary in existence. In December, the AATL football team went 11-1 and won its first-ever eight-man state championship, under head coach Shawn Brown. “It’s been a great year,” said Wildcats athletics director Tom Haslam.“It’s big for the community, it’s big for our program and, best of all, it’s big for the kids because that just builds confidence, and now they’re excited more and they want to do it again.”

ogs and their human friends celebrated the fourth annual “Woofstock” festival at the Land O’ Lakes Heritage Park
on May 19. It was the first time for the park to host the event, which raises funds to aid sick dogs and cats at Pasco County Animal Services. Animal services brought dogs that were available for adoption. Vendors set up displays of doggy wares, including designer collars, boarding services, toys, pet food, health care,
and offers to microchip Fido or Spot. Three local bands entertained, including Crossing the Tangent and Chaotic. There were also performers from the Milano Twirling Academy and belly dancers from Troup Sahirnee. Brody, a 10-year-old border collie, dunked a basketball with an assist from canine trainer Lisa Morrissey. It was part of a demonstration of dog tricks. Brody has about 260 tricks in his repertoire. One unexpected pet at the festival was a skunk brought by Florida Skunk Rescue. Florida is one of 17 states that allows skunks to be bred domestically. Typically, the animals are “de-fumed” at age one month.

PET PAWS PET ADOPTION AND AWARENESS Thrifty Dog Inc., will host a Pet Adoption and Awareness Event June 9 from 10 a.m. to 2 p.m., at Thrifty Dog Thrift Store, 9017 Commercial Way in Weeki Wachee. The event will include local foster groups, therapy and service animal groups, raffles, 50/50s, silent auctions, food vendors, games, music and more. Southeastern Guide Dogs, a nonprofit organization, also will be available with information on how you can make a difference in someone’s life by becoming a puppy raiser. Thrifty Dog, also a nonprofit foundation, advocates for animals through monetary aid, education and awareness. It supports local animal rescues, shelters, and therapy/service organizations. CATS NEED HOMES, TOO The Hillsborough County Pet Resource Center is full of cats seized in a recent investigation, and shelter managers are asking the public to adopt from the dozens of available felines. Animal Control officers took more than 300 cats from a woman running a pet rescue shelter near Plant City. Shelter officials have been working with partner agencies throughout Tampa Bay to house and adopt some of the cats, but more than 100 still re-
main at the Pet Resource Center. Most of the cats are available for adoption, but some are still being treated for respiratory infections and other illnesses. When the treatments are finished and the cats are declared healthy, they also will be available. Adoption is only $20 for cats that have been vaccinated, registered, microchipped and spayed or neutered. The Pet Resource Center is the only open-admissions shelter in Hillsborough County, and accepts all dogs and cats regardless of age, breed, size or health. The shelter is at 440 N. Falkenburg Road in Tampa, and can be reached by calling (813) 744-5660.

Keeping cool, as temperatures soar By Nicole Pinson Special to The Laker/Lutz News
Florida, with its subtropical conditions, can reach temperatures that pose hazards to human health, according to the Florida Department of Health. Because of that, it’s important to take precautions to protect ourselves when doing outdoor tasks, such as gardening, during warm weather. Here are some preventative measures to keep in mind: • Protect your skin with sunscreen. Be sure it has a Sun Protection Factor (SPF) of 15 or more and that it blocks UV A&B rays. Be sure to apply your sunscreen 30 minutes before working outdoors and to reapply if you are working outdoors for long periods of time, or if you perspire a lot.Avoid sunburns, which make it harder for you to stay cool and comfortable. • Protect your eyes with sunglasses. • Wear lightweight, breathable clothing such as a light-colored, long-sleeved shirt and pants. • Drink plenty of water, or other drinks that replace electrolytes in your body.A lack of water can lead to dehydration, which can
become a dangerous condition. Be sure to stay hydrated. The hotter it is, the more fluids you will need. • Do your work before it gets hot or after it cools down.The hottest part of the day is generally between 10 a.m. and 4 p.m. Plan strenuous work during the cooler hours of the day. Don’t work outdoors when there is a heat warning issued. • Rotate your gardening tasks between heavy work and light work. For example, you could prune or saw branches and then switch to tasks such as weeding or deadheading flowers. Take regular breaks and enjoy those breaks in the cool areas of your garden. Of course, even with precautions, there’s a possibility you can become overheated, so it’s important to know the signs and symptoms of heat-related illness, and how to respond. Other personal characteristics such as age, weight, health and physical fitness can also be factors for heat stress. The Florida Department of Health explains:“Individuals with heart conditions may not be able to tolerate the increased cardiac output leading to an adverse cardiac event.” So, be sure to monitor yourself for symp-

Heat disorders occur when your body cannot rid itself of excess heat, which may be caused by overexertion, such as exercise or garden work, or, overexposure to heat. Symptoms of heat cramps include painful muscle spasms of arms, legs or abdomen, sudden onset of pain/muscle cramps, heavy sweating and hot/moist skin. Heat exhaustion is a more severe type of heat disorder. Its causes include dehydration or inadequate time to become acclimated to outdoor work. Signs and symptoms of heat exhaustion can include heavy sweating, intense thirst, pale/moist/cool skin, rapid pulse, fatigue, weakness, headache, dizziness, fainting and/or collapse. Heat stroke is the most severe heat disorder. It occurs when your body’s system of temperature regulation fails and body temperatures reach dangerous levels. Signs and symptoms include high body temperature, lack of sweating, hot/red/dry/skin, rapid pulse, chills, difficulty breathing, confusion, disoriented weakness and unconsciousness. When you or someone you know experiences a heat disorder, it’s important to know what to do. • Stop working if you experience sudden and severe fatigue, nausea, dizziness, lightheadedness or fainting.
• Pay attention to your body if you stop sweating, and your skin becomes hot and dry. For minor issues, such as heat cramps, drink water, massage the cramped area and rest. For heat exhaustion, move to a shady location or air-conditioned space. Rest. Drink water. Lie down with your legs elevated. When a person experiences heat stroke, call 911 for emergency responders.While help is on the way, keep the person cool with ice. Ninety percent of all heat-related illness emergency department visits occur during the warm season, according to the Florida Department of Health. As we move into summer, plan ahead and use care when working in your landscapes. Practice common sense and remember: Take breaks if you feel tired. Be sure to wear protective clothing and sunscreen.
