This map book contains the site suggestions for Strategic Housing Land Availability Assessment (SHLAA) 2013. The National Planning Policy Framework (NPPF) requires that councils plan for their full and objectively assessed housing needs during their plan period. The revocation of the Regional Spatial Strategies has meant that the evidence which the housing requirement of 400 new dwellings per year, or 6,000, over 15 years of the Core Strategy was based upon is now out of date. Lancaster City Council has instructed Turleys Associates to produce a new Strategic Housing Market Assessment (SHMA) so that an up to date figure for the district’s housing requirement can be established. The new SHMA report is expected to be published on the council’s website in November 2013.

Further information and contacts
In the meantime, the council is preparing a new SHLAA to assess the potential to provide new homes in the district. The sites listed in this document will be investigated for their suitability, achievability and availability for housing. When complete the SHLAA will be a central component of the evidence base used to allocate future housing sites.

The first stage of the SHLAA involves identifying potential sites across the district. Sites have come from a variety of sources, including numerous Call for Sites exercises carried out between June 2008 and May 2013. Members of the public and prospective developers were asked to submit details of sites to be considered in the assessment. Sites were also identified from the 2009 SHLAA, the National Land Use Database, and planning applications for housing developments.

Status of the suggested sites At this stage the sites have not been assessed. The assessment is being carried out by council officers who will be looking at the deliverability of potential sites. The final assessment is expected to be completed in early 2014 and will be published on the council’s website at www.lancaster.gov.uk/shlaa. The findings will be used to decide which sites are included in the Land Allocations document, a public consultation on any additional sites will be held in spring 2014.

Please note that sites will only be allocated through the Land Use Allocations DPD. The SHLAA together with other evidence, including a Sustainability Appraisal, will be used when deciding which sites to allocate. Some sites are shown on more than page where the map indexes used to create the map book overlap. Frequently Asked Questions Why are these suggested sites plans being published now - is the council consulting on these sites? This is to allow everyone to see the sites that have been suggested and how the assessment of sites is progressing. The council is well aware that people will have strong views on where new development happens, particularly if greenfield sites are being assessed. The decision to allocate a site or not is not made through the SHLAA. It is a process for judging if there is enough suitable and available sites within the district to provide the required number of houses over the next 15 years; these sites can only be developed if and when they obtain planning approval. Some sites were included in the consultation on the Land Allocations Development Plan Document - Draft Preferred Options held in October–December 2012, there will be a consultation on additional allocations sites in spring 2014. There is also consultation whenever the council is determining a planning application.
Some of the suggested sites seem really unlikely – what are sources did they come from? Site suggestions came from the following: Land owners and developers through several Call for Sites exercises; Existing allocations in the Lancaster District Local Plan; Existing planning consents; Refused planning applications or where planning permission has lapsed. Expressions of interest received by planning officers; Current employment sites that the Employment Land Study suggested be considered for residential use; Sites in the Urban Potential Study; Suggestions made during the preparation of the Lancaster District Core Strategy; and Brownfield sites in the National Land Use Database (NLUD).
One of the site suggestions is next to my house; does that mean it will be built on? No, the assessment will find that many of the site suggestions are good places to build houses and many of these sites will eventually be developed. The assessment will also find that, for the foreseeable future, many of them are not good places. The results of this assessment will be used by the council to make decisions about which sites will be identified for development in the next 15 years. The council will be asking infrastructure agencies, such as the Environment Agency, the Highways Authority and United Utilities, for their input on the sites in this assessment stage. Some of the site suggestions are open spaces that local people use to play and walk on; surely these will not be built on? From the sources listed above some sites have been suggested that are identified or used as open space. The current use of any site will be taken into account when the assessment of suitability for development is being undertaken.
A lot of the suggested sites already have planning permission, why are they being assessed? Sometimes planning consents are not implemented. This process is about assessing if sites are deliverable, so while a site might have planning consent a judgement still needs to be made about whether or not it is likely to be built.
Can the council tell me who has suggested a site or who owns it? We are not publishing this information on the website; it has no bearing on whether or not a site is suitable for development. Full details of all the sites that are either identified for development through the Land Allocations Document or are the subject of planning applications are already available.
The sites are shown in different colours on the plans, is there any significance to these colours? No, the colours are just to help with identification of the sites, particularly where they share a boundary.

What sort of information would help with the assessment of the achievability of these sites? It would be helpful to have information about land owners, possible previous uses that might have caused contamination, knowledge about constraints that might increase site development costs or existing infrastructure that might help reduce the cost of development.
I own a site that is shown on the plans, I didn't ask for it to be assessed and I don't want it to be developed. Your site might simply be a brownfield site that is listed in the National Land Use Database. Please let us know if this is the case, because if a site is not available then it is not achievable and it should be removed from the list of potentially developable sites.
I own one of the sites that appear in the plans, will anyone be contacting me to ask me about my intentions for my land?
If a site is not shown in these plans does it mean that it will not be developed in the next 15 years?
Council officers will be contacting some of the land owners to help with the assessment process where ownership information is available.
No, the assessment is about trying to ensure that there are at least enough housing sites, others may well come forward through other processes. For example:
What is the SHLAA Partnership - who is in the Partnership?
A petrol station or a warehouse might close in a couple of years and the site could be redeveloped for housing; Areas of land which are adjacent to suggested sites might also be suitable and could sensibly be incorporated to make a larger site; Additional sites might be suggested when the Land Allocations Document is being prepared; If this list of suggested sites is not be adequate to meet the minimum housing requirement, additional sites would need to be added in further stages of the SHLAA; or The council might bring forward additional or alternative sites in pursuit of objectives to create sustainable communities.
Who will want all these houses - what about the recent recession? Even in difficult market circumstances both existing and prospective residents’ still need housing. David Couttie Associates produced a Housing Needs and Demands Study (2012) and a Strategic Housing Market Assessment (2008) which shows that many people in Lancaster district need housing and will continue to need housing well into the future. The council must ensure that there is land available to build these houses ahead of developments returning to normal. The district's population is growing, more people are living alone and more people are living longer so unless more new homes are built then many people may not have the opportunity to live in a home of their own and may have to continue sharing accommodation. The council is responsible for ensuring that it plans for its full housing requirement. Turley Associates are producing a new Strategic Housing Market Assessment that the council will use to set its new housing
Advice published by the Department for Communities and Local Government states that a SHLAA should be prepared with the assistance of a partnership, it will:
Help with the preparation of the methodology; Provide a sounding board for the overall process; Permit people who have wider knowledge about housing needs to make their views known; Help spread knowledge about the process among a wider range of contacts; and Help keep the process working to a timetable.
Partnership members have no influence at all over the list of sites or the assessment of those sites. Partnership members include: housing association representatives, council housing and housing policy officers, housing developers, development control officers, property and surveying specialists.
What happens next in the SHLAA? The site assessment process will result in a list of sites that are deliverable; this means that they are available, suitable and achievable. This list will be published in December 2013. Many of these sites may be allocated in the Land Allocations Document. All sites will also need planning consent before they can be developed. What happens if not enough suitable sites have been suggested at this stage? Should this happen, further work will be done to identify additional opportunities before the SHLAA is completed. This could involve identifying broad locations for new housing development.
