BACKGROUND This purpose of this plan is to give The Parish Emergency Management Team, The Emergency Services, Oxfordshire County Council and West Oxfordshire District Council in the event of a major incident which may threaten the safety and welfare of the community both residential and employed, property and livestock. It is the key objective to provide speedy communication and to help the Emergency Services (or to deliver appropriate action wile awaiting the Emergency Service) and in particular to provide appropriate support for vulnerable residents and reduce the level of panic in the community. • Call for assistance from Category 1 responders (Police/Fire&Rescue/Ambulance/LocalAuthorities/EnvironmentalAgency) • Assist Category 1 responders as required with resources at its disposal • If Category 1 responders cannot offer immediate help, co-ordinate efforts to mitigate the impact of the threat • Activate its communication and coordination centre in the appropriate village venue • Act as a focal contact point for residents to get help • Open the appropriate village venue for shelter / temporary accommodation • Maintain communication with residents. Keep people informed so they can help themselves. • Ensure as many vulnerable people as possible are contacted and assisted • Inform owners who store hazardous materials (e.g. farms) of the emergency and pass information on to WODC emergency coordinators.
