Activist offers cash and cannabis Vancouver marijuana dispensary manager offers to help revive Langley operation after raid DAN FERGUSON Times Reporter
The manager of a Vancouver medical marijuana dispensary has offered help to
the people trying to resurrect a similar dispensary in Langley. Well-known marijuana activist Dana Larsen said assistance from the Vancouver Medicinal Cannabis Dispensary could include loans of money and marijuana on credit to re-establish the Langley Medical Marijuana Dispensary that was closed down following a July 19 raid by the Langley RCMP. “Our dispensary has donated medicine and cash to other dispensaries that get into legal trouble,” Larsen told The Times.

The Vancouver dispensary has also offered help to the recently-raided North Island Compassion Club dispensary in Comox. The Vancouver Medicinal Cannabis Dispensary has been operating since 2008 Like the Langley dispensary, the Vancouver facility has far more clients than the two-per-legal-grower limit allowed under current Canadian law. But unlike Langley, the Vancouver dispensary has been able to operate without police interference. Larsen said Vancouver authorities are gen-
erally more “enlightened” about marijuana and other drug issues than other Lower Mainland communities. “We [the dispensary] have a very good relationship with the Vancouver Police Department and the mayor,” Larsen told The Times. He believes municipal police forces like Vancouver have more flexibility when dealing with pot dispensaries than communities where policing is provided by the RCMP, continued, PAGE 3

which operates as a federal police force. “The RCMP have no middle ground,” he said. “They can only come in and arrest people.” Larsen was in the audience when Langley dispensary founder Randy Caine told a public meeting on August 2 that the service will be revived, but not by him. At that time, Larsen stood up and made a public offer of aid. “Those are the kinds of things we try to do,” Larsen said. He estimates there have been four recent raids on B.C. pot dispensaries over a one-month period. Besides Langley and Comox, police have also shut down dispensaries in Burnaby and Chilliwack,
he said. “People are opening a lot of [medical marijuana] dispensaries so there’s some push-back,” Larsen said. “This is an issue whose time has come.” Larsen is a founding member of both the Marijuana Party of Canada and the BC Marijuana Party. In 2008, he ran as the federal NDP candidate for West Vancouver—Sunshine Coast—Sea to Sky Country, but resigned after videos he recorded for web-based video channel Pot-TV in 1999 surfaced showing him taking LSD and smoking marijuana. He also ran for the NDP provincial leadership earlier this year, on a platform centred on ending the war against marijuana. He received 531 votes on the first ballot.

A Langley man was killed when the motorcycle he was driving collided with one driven by his wife on the Sea to Sky Highway at 12:30 p.m. on Aug. 5. The crash happened when the 57-year-old man tried to pass a vehicle to join his wife ahead of him. RCMP report that at the same time, she slowed down and the two machines collided. The crash occurred in the northbound lanes at Porteau Cove. His wife was seriously injured. The fatal crash was one of three last week involving motorcycles and an ATV. A 44-year-old Chilliwack man died after he sustained severe head injuries in a motorcycle collision on Aug. 5. He was traveling in a group motorcyclists when he lost control and was unable to stop when traffic slowed. The crash occurred in the westbound lanes of Highway 1 at McCallum Road in Abbotsford. The man slid down the roadway but did not hit any other vehicles. RCMP are alarmed that the man was wearing improper headgear. When they examined the helmet, they found these words written inside: ‘This novelty helmet is not a safety helmet and does not meet standards. It is not designed for use when riding any street or off road motorized vehicle.’ “There is little forgiveness or room for error when you are riding a motorcycle,” said Sgt. Peter Thiessen, Lower Mainland District Regional Police Service media relations officer. “It is vital that cyclists are alert to what is going on around them and that they wear approved helmets. These are both simple things that can save lives,” he said. At 4:30 p.m. on same day, a 20-year-old man was riding an ATV on West Harrison forest service road north of Harrison Hot Springs when he failed to negotiate a turn, ran off the road and slid down an embankment. The man was pronounced dead at the scene. “We encourage people who use all terrain vehicles to take available courses from a reputable instructor,” Thiessen said. “I don’t know if this particular young man had taken any courses but it can only help make you a safer on these vehicles.” Police have not yet released the name of the dead men.

McKim condemns ‘negativity’ A Langley resident for the past 35 years, Dorothy McKim has grown distressed as she watched the current Township council become “more and more dysfunctional.” She is running for councillor as part of the Vote Langley Now group. “This has been a wonderful community to raise my family and I have watched with great interest the growth of what was once a small community grow into a community of considerable size with many amenities that makes family living enjoyable,” McKim said. But she has grown concerned that taxpayers are not getting a fair deal. “Constant dissension on council hampers the forward movement of any enterprise, whether it is private or municipal government,” she said.“I see the current council mired in negative rhetoric which is wasting precious time and money.” It is time citizens step up to help make the changes that that are “desperately” needed. “Let’s return sane government to our citizens and give them
what they pay for,” she said. “All citizens have the right to be able to trust their community representatives to make Dorothy fair decisions McKim remaining mindful of the needs of all.” After moving to Langley in 1974, McKim volunteered extensively in the community while her children were younger, serving as a Big Sister for many years and serving as president of the Big Sisters organization in Langley in 1977 and 1978. She was Langley Family Services’ group facilitator for parenting classes, and was coach and registrar with Little League baseball. In 1988 she joined Langley Riders Society, and rode on the Drill Team for many years and then continued to coach for a number of years and is now an honourary life member. She joined Navy League of Canada, Fraser Valley branch, serving as president in 1991 and 1992. In 1993, McKim joined Langley
Hospice Society board, and was president for three years In 2000, McKim was inducted as a member of Rotary Club of Langley Central, eventually serving as assistant secretary, secretary, and membership director for two years, and director of service projects. She currently holds the positions of vice-president and public relations director. McKim is a twotime Paul Harris Fellow, the highest award attainable from Rotary, in recognition of her service to the community. McKim has worked in the non-profit sector since 1981; in 2005 she joined Ishtar Transition Housing Society as executive director. She is affiliated with the B.C. Society of Transition Houses, the B.C. Housing Registry Council, and the Community Social Service Employers Association. McKim also sits on the Regional Child and Youth Council, and is a member of the Integrated Case Management Committee, Homelessness Steering Committee and the High Risk Domestic Violence Team. She ran for Township council in 1999, with Langley Citizens Coalition.

Agriculture offers ‘real value’ from PAGE 4
Robin is one of seven candidates on Mayor Rick Green’s Vote Langley Now slate. “I’ve shown my commitment to quality and community over the years. I can provide thoughtful positive leadership, respecting the opinions and input of all others in making my decisions,” she said. Robin was director of special events with the 2010 B.C. Summer Games in Langley. She is vice-chair of Tourism Langley and the Langley Horse Federation. “I’ve been an effective team builder and can bring a wealth of business experience as well as common sense and street smarts to council.” She has more than 30 years experience in land development, construction and property management, and spent 20 of those years in the horse industry and agriculture. Robin said that as communities prosper through economic development, it’s time for Langley to take the lead in defining and reacting to the new South of the Fraser Economic Zone. “We are positioned uniquely next door to Surrey, one of the fastest growing cities in Canada, and rather than look at the vast lands of Langley as just potential subdivision land, we should examine the real value as future food, farm, residential and other economic land uses,” she said. Langley has the irreplaceable opportunity to expand agri-food production, develop agri-tourism and save agriculture lands, she said, add-
ing that residents need to contribute their valuable input. “There are innovative ideas, emerging models and best practices for preserving and farming Langley’s ALR lands that are not yet being considered or used strategically,” Robin said. She said that current zoning bylaws need to be updated for strategicallycontained development and preservation of agricultural and food land security. As well, the Water Management Plan, Rural Plan, and transportation routes all need more public input. “Langley is a truck and car community, with limited public transportation, that Carla needs to be addressed Robin in a realistic and timely manner,” Robin said. Transportation alternatives such as the Interurban across the Fraser Valley should be explored, she said, and economic opportunities aggressively examined and pursued. She added that the importance of sport tourism should be recognized. “It’s innovative, needed and will generate growth and leadership opportunities for Langley residents,” she said. A seniors advisory committee should be created to address the needs of a fast-growing seniors population in Langley. Editor’s note — A story on Vote Langley Now candidate Glen Tomblin appears on page 15.

he curious series of circumstances over a raid on a medical marijuana dispensary in Langley City highlights a significant flaw in the laws surrounding marijuana use. The dispensary, which had been selling various marijuanabased products to people with valid licences to use marijuana for medicinal purposes, was raided by Langley RCMP and shut down last month. Police said they had received complaints about the business, operated by longtime marijuana activist Randy Caine. Now this is not a standard police raid of a marijuana grow-op. It is far from it. For starters, the marijuana consumers of this business have been given a legal right by the federal government to consume marijuana. Not all of them smoke it. Many use it in various other forms, such as ointments. Some people with medicinal marijuana licences grow their own. RCMP have indicated in the past that they are concerned about this, because they fear this could lead to “grow-rips,” a not-uncommon occurrence where marijuana is stolen from its cultivation place. They are also concerned that those with licences may abuse the privilege, and grow and sell marijuana to those without licences. Many people who use it for pain relief don’t want to grow marijuana. So how do they get a safe supply? This is where government has fallen down. There is no specified place where users can get a safe supply, other than at dispensaries like the one Caine set up. Pharmacies don’t sell marijuana products, nor can they legally be ordered online. The federal government needs to find a way that those with medicinal marijuana licences can obtain a safe, secure and crime-free supply of marijuana. Pharmacies seem like one of the best bets, but dispensaries like Caine’s could serve as well. In the U.S., where drug laws are much more stringent, dispensaries are very common in many states. Marijuana is a more benign method of pain relief from chronic illnesses than opiate-based drugs like morphine. Ottawa needs to have all aspects of its medicinal marijuana policy in order.

t seems summer has arrived. Too bad it took until almost the middle of August to get here. Not that we’re the only place enduring weird weather. When we were lamenting the cool temperatures and cloudy skies of July, the rest of the continent was sweltering in record heat and withering humidity. Those kinds of conditions have become so commonplace, some cities, like Toronto, have instituted a system of extreme heat alerts that include a protocol to extend the operating hours of public pools, handing out water in parks and visits by public health officials to rooming houses, boarding homes and other residential premises to ensure residents aren’t suffering. So far this summer Toronto’s medical officer has issued six such alerts. Meanwhile, much of Europe has been soggy and cooler than normal this summer. In Africa, Somalia is suffering its worst drought in 60 years; the entire Horn of Africa, which also comprises Ethiopia and Kenya, has received two to eight inches less rainfall this year than normal. That’s sparked a famine that has claimed the lives of more than 29,000 children under the age of five. Climatologists like to remind us that such extremes aren’t as wild and unusual as they seem. The La Nina and El Nino phenomena, in which the surface temperature of the eastern tropical Pacific Ocean is warmer or cooler than normal, have been influencing the climate for more than 20,000 years. Scientists say that it’s impossible to blame specific weather events on global warming caused by humans. But climate change, settlement of expanding populations into areas prone to extreme weather and our inaction have a way of turning bad weather into a disaster. So as much as we like to curse Mother Nature when the weather’s foul, we must also shoulder some of the blame. —Burnaby News Leader The Langley Times is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. WATER QUESTIONS
Richter should buy gas in Canada Editor: Re: “Richter calculates TransLink take,” (The Times, Aug. 2). Kwantlen College has been good to Langley Township. In his first term as councillor, Kwantlen Professor Dean Drysdale (also a Canadian Army colonel, London School of Economics grad and businessman) used his expertise in the field of economics to help deliver consecutive 0-0-0 increases in property taxes, while retiring the $30 million debt, building the 208 Street overpass, the Aldergrove water treatment plant and the award-winning Walnut Grove Olympic-sized pool. The fire department got exactly what it wanted and the Mounties got every man they asked for — and then some. Councillor Kim Richter has had the same job as Drysdale, and also represented her union on Kwantlen’s board of directors. One would expect an equally smart and sophisticated approach to Township matters. But hold the phone. Wasn’t it Richter whose hair was on fire over the number of B.C. vehicles trucking jerry cans full of cheap U.S.
(read Nigerian) gas back over the border to Canada? Presumably, the gas she apparently paid for and safely pumped into her vehicle when she noticed this scary scenario, carried with it a level of taxes that both Washingtons — federal and state — deem necessary to build roads and transit in their jurisdiction. Richter’s lecture in The Times, detailing how badly her own budget would be hit if new transit taxes are levied, certainly left the ball in her court, since she supposedly takes advantage of a foreign power’s taxes to lighten her own tax burden. By her estimation, it will cost her an additional $67 (Canadian) in gas tax annually, if the TransLink gas tax levy goes through. A token down payment, if you will, on the proposed Greenline (there’s that Green word again) to relieve congestion north of the Fraser. Langley Township full-time firefighters, whose hiring constitutes the biggest line item in the Township’s operating budget, can well
Editor: I, like many others living over the Hopington Aquifer, have long been concerned with preserving the quality and quantity of our water, and understood when signs went up at the beginning of July stating that water restrictions were in effect. Granted, this is a voluntary restriction for those using well water, but for the most part residents understand this and are compliant. For us personally, we operate an educational garden and do our best to teach visitors about xeroscaping (landscaping with minimal water). We have planted our garden knowing full well that we could not water it, thereby promoting plants that are drought tolerant. This has worked well for many years. Keeping this in mind, we are at a loss to understand why Township and the Agricultural Land Commission have given tentative approval for a 65-home subdivision on the former Tuscan Farm Gardens property. While this is indeed one-acre zoning, the 65 homes are not going to be located on one-acre parcels. There will be a cluster (subdivision) on one small part of the property. What happens if those homes are sold to people who are not familiar with what it means to live over a fragile aquifer? Should we expect wells to be running dry as 65 new residents wash their cars every weekend? If the Township and the ALC feel that an additional 65 homes over the Hopington Aquifer are not going to be a problem and approved it, then why do we have water restrictions? It’s a simple question — is there a water problem or isn’t there? Telling us we have water restrictions and then approving 65 new homes seems a little contradictory to me. Pam Erikson, Langley
afford to give Councillor Richter advice on the potential for harm when transporting gas in jerry cans. After all, they earn six-figure salaries with a sweet benefit package, thanks to the councillors they lobCouncillor bied hard to be elected. And Richter draws her income Kim Richter from the taxpayers. Richter’s fellow councillor Bev Dorman could remind Richter that gassing up at the Otter Co-op has its rewards in the form of a dividend cheque — and the knowledge the taxes collected include a carbon tax ostensibly to freshen the air in B.C. And heaven knows, the air in the Fraser Valley could use a little cleansing. Literally and figuratively. Karen Kersey, Willoughby Editor’s note — The letter writer served on Township council from 1996-99.
It’s time for tax and spend policies to end Editor: If mayoral candidate Jack Froese does not like bloc politics (The Times, Aug. 4),then he should condemn the actions of the group of six who have been attempting to undermine Mayor Rick Green since his election. The fact is, the voters in the Township are fed up with the tax and spend policies, which
we have had since the days of John Scholtens ended. We have unionized firemen and firehalls in areas of the Township without water. There are golf course purchases, overpass construction on unused roads, huge stipends for councillors and a growing Township bureaucracy. All of these are pushing Town-
ship taxpayers to the limit. If Green and his slate will reduce taxes then, hopefully with the exception of incumbents Mel Kositsky and Kim Richter,we will have a new council. Jack can go back to rasing turkeys. David Woolley, Langley
Township tax office is not doing a good job Editor: A few months ago, I received a letter from the Township of Langley tax department. I was required to fill out my particulars as it affected my status of payment. I phoned that department to ensure I did things correctly. A pleasant woman assured me the information given was correct and that my taxes through authorized bank withdrawals would continue, as they had in the past. On Tuesday, Aug. 2, I received another let-
ter from the department telling me that I was more than $1,000 in arrears. I phoned them immediately. “How can this be?” I asked. They explained that the amount owing was due to the fact that they were only taking money from my bank account 10 times, instead of the usual 12 times a year. The in-arrears portion was for the missing two months, but would be less when I filled in my claim for age exemption.
“But I’ve already filled it in,” I pleaded. “For us, yes, but this time it is for the provincial government,” the official explained. What a waste of time, paper, administration duties and stamps. Volunteers needed for Going Batty project Langley Environmental Partners Society (LEPS) is hosting a project called Going Batty, to encourage residents to monitor bat populations. This citizen-science based program depends on the watchful eyes of many volunteers across Langley. Bats are phenomenal mammals. They eat more than their weight in insects each day, providing an important control for local mosquito populations. With intense populations of mosquitoes occurring along the Fraser River and affecting the livability for nearby
residents, there is strong interest shown in using bats as a biological control, which in turn reduces use of chemical pesticides that can have an affect on the biodiversity. LEPS is looking for interested volunteers to survey the goingson of bats in Langley neighbourhoods. “Bats like to roost in house eaves and hollow trees,” said Nichole Marples, executive director at LEPS.“It’s really interesting to watch them go about their business eating insects and interacting with each other.”
She added that there is a serious side to surveying bats.“This type of information will help us understand bat behaviors, further allowing us to work with bats by inviting them in to areas with high pest populations. We can do this by building bat boxes for them to roost in.” If interested in participating in the monitoring program, contact Lina at 604 532-3517 or lazeez@ tol.ca. More information is also available on the LEPS website (www.leps.bc.ca) under Bat Monitoring.

Move to end First Nations vote Katzie First Nation Reserve 1, located within Pitt Meadows, had a population of 246 in the last census, conducted in 2006. The city is currently negotiating an agreement with the band to supply water, sewer disposal and fire protection services to it. “It’s silly to wait until the problem happens and then try to fix it,” said Bing. “If we know this is a trend and a problem that could happen, it makes sense to have this discussion now and see if we can work out some solution that will avoid confrontation down the road.” In Maple Ridge, the Kwantlen First Nation revealed plans last year for its land along Lougheed Highway, including a

Craig Speirs, the district’s representative on the treaty committee, doesn’t have a problem with people on reserves voting in civic elections, but would like to see non-Aboriginals who live on First Nations land be granted rights to vote for band councils. “It will even the playing field,” Speirs said. “I don’t think municipalities have anything to worry about. It is also an excellent demonstation of inclusion and, to me, that’s more important than anything else.” The Katzie and Kwantlen First Nations did not return calls for comment.

Municipal councils in Metro Vancouver are being asked to mull whether people who live on First Nation reserves should be excluded from civic elections. A paper being circulated by the Lower Mainland Treaty Advisory Committee, which represents 26 jurisdictions, wants the issue discussed as more First Nations explore market housing, which could lead to large increases in populations on reserves. The paper recommends the province amend municipal and regional district boundaries to leave out native reserve land. “It’s fundamental democratic common sense,” said committee chair Ralph Drew. In B.C., residents of reserves can vote in municipal elections and referendums when the land is located within municipal boundaries even though their areas fall outside the regulation and taxation authority of local government. “What’s happened in recent years is the federal government has brought forward new legislation to foster economic development on reserves,” explained Drew, who is the mayor of Belcarra. “We support that legislation, but what it did, it shone a big light on what the implications for local governments are.” He points to the Squamish Nation’s 2004 Capilano Plan, which features variations of high-density residential development on reserve land between Park Royal South and Ambleside Park in West Vancouver. In the next 25 to 35 years, the Squamish Nation plans to build about 12,000 condominiums, townhouses and commercial units on it. The development could
add 25,000 people the reserve in West Vancouver. “To put that in perspective, that’s the size of the City of Port Moody,” said Drew. The proportion of residents living on-reserve and eligible to vote in District of West Vancouver could increase up to 30 per cent within 25 years. “They would be determining budgets and service levels and everything else for which they don’t pay for,” Drew added. Pitt Meadows Coun. Doug Bing, who represents the city on the treaty committee, also believes the increase in on-reserve populations is a growing trend that could cause possible future problems for municipalities.

Researcher has a BLAST Enthusiastic audience hears tales of balloon-borne telescope in Antarctica COLIN OSWIN Black Press
The Surrey Museum brought a frigid science adventure to Cloverdale to help cool down a recent summer day. The museum hosted UBC physicist and cosmology researcher Gaelen Marsden on July 23 as he regaled a group of 35 attendees with his tales of launching a balloon-borne telescope in Antarctica. Marsden, who hails from Langley, said he had a great time presenting his work at the museum to an enthusiastic audience. “I think it’s important for people to be exposed to science and know what scientists are trying to do,” he said. “It’s fun for me to get excited and see other people get excited.” Nearly 20 scientists from nine different universities worked alongside Marsden on the Balloon-borne Large-Aperture Submillimetre Telescope (BLAST), which measured infrared radiation

A rezoning application that will permit housing on farmland passed third reading at Township council on July 11. However, the proponent will be required to make a contribution to the Langley Sustainability Agricultural Foundation, which is aimed at enhancing agricultural viability in the municipality. “It’s very confusing, Councillor Mel Kositsky commented. “It’s bad planning policy, he said, adding, “I don’t know what the Agricultural Land Commission was thinking. The ALC rejected an application to remove three parcels covering 11 acres at 4386 216 St., and 21696 and 21846 44 Ave. from the reserve, but allowed the proponents, who include Alan Hendricks and other owners, to subdivide to create 21 houses within the ALR. The proponents had argued that the property’s long frontage of 2,100 feet and its narrow depth of 179 feet put serious constraint on agricultural use, and said that farm uses are not compatible “with a nice residential neighbourhood across the street. The ALC concluded in March, 2010 that the land “has agricultural capability and is appropriately designated in the ALR. But it also wrote that the property is “not very suitable for agricultural use. A recommendation of the ALC and the Langley Agricultural Advisory Commission, the foundation is similar to those in other municipalities. But it is relatively new in Langley, having been established only this year. Just how much Hendricks and the other land owners will have to contribute must be decided before council considers final reading of the bylaw. Kositsky, backed by Councillor Kim Richter, wanted council to defer third reading of the rezoning bylaw so that uncertainties about the foundation could be cleared up. “We need to clearly identify what the benefit is to agriculture, Richter said. Councillor Grant Ward defended building houses on farm land. “There is good land and bad land (in the ALR), he said. “This is part of the bad land. He called the motion to defer third reading “a delaying tactic. The motion to defer was defeated, and council gave the bylaw third reading with only Kositsky opposed.

Penny King is PRDA ‘mainstay’
N
ot long after Penny King and her husband Accidental sold their south LanRider gley horse farm and moved to a new home ANNE PATTERSON they built on an acre in Surrey, they began to miss a life with horses. “Our new home and property were really nice, but it just wasn’t enough. We missed caring for horses, and always having a project on the go,” said Penny. An active member of the Soroptimist Club, she had a long history of volunteerism. One of the charities the club supports is Pacific Riding for Development Abilities (PRDA), whose great success helping riders of all ages and abilities is widely recognized. And so, 17 years ago, Penny decided she could combine quality horse time and a passion for community service by volunteering at PRDA in Langley. She has since become, according to Langley PRDA head instructor Michelle Meacher, “a mainstay of our program.” Penny describes her work at PRDA as extremely interesting, and a lot of fun. “I figure I get back a thousand times more than I give. That’s why, after 17 years, I still love doing it,” said Penny. Penny had already witnessed the positive effect the family horses had on her daughter who, as an adult, once thanked her parents for giving her a wonderful childhood on the farm. Penny had also seen the therapeutic effect horses had on the disadvantaged young girls who participated in an equine-based program sponsored by the Soroptimist Club. She planned to just help at first with barn chores at PRDA, but was swiftly recruited to be a sidewalker, helping twice a week to physically support both adult and very young riders. What struck her at the beginning of her career of service was the huge range of PRDA clients. Some cannot speak, some cannot hear or see, and others cannot sit in a saddle without the support of two sidewalkers. Still others have become accomplished dressage competitors. “The clients, the horses and the volunteers all come with issues. That’s part of the fun and the challenge.” Penny has seen her share of miracles, accomplished after “milllions” of baby steps in the arena. “One little boy did nothing but scream during every ride. After the first 10-week session, the screaming had been replaced by smiles and confidence. I’ve seen autistic kids who didn’t speak a word when they came and now say ‘walk on’ or ‘whoa.’ The core muscle strength that riding develops has helped kids to walk with braces instead of being confined to a wheelchair.

Tomblin has lengthy interest in overall political process Glen Tomblin was 17 when he became involved in politics. When he was elected to the Calgary Volunteer Board he became the youngest member, and advocated for equal social opportunities for teenagers with physical and mental disabilities. He volunteered at Christine Meikle School, an academy for students with severe and complex needs, where he worked as a counselor responsible for programming. Tomblin coached basketball for the deaf and hard of hearing students at Stanley Jones School. From these experiences grew his belief that teenagers with special needs should be included in both the school system and in social circles. Tomblin, along with others, formed the Pink Pelican Club, which is known today as the Between Friends Club. As part of his commitment to helping people with special needs, he employed 16 people with hearing disabilities. He has been involved in a number of events and organizations, including Journey For Sight, Big Brothers and the Canadian National Institute for the Blind.
A local business owner, Tomblin has lived in the Township for 25 years. He has founded several companies Glen in the printing and food whole- Tomblin sale industries in B.C., Alberta and Ontario. Over the years, he has watched the municipality develop and mature, but is not happy with the rate of development which has accelerated at a rate “that has made Langley feel unfamiliar to many of us.” He said: “We need a council that understands how to effectively serve the diverse needs of the citizens in the Township, not the needs of property developers and land speculators. Rapid development without a proper long-term plan inevitably undermines critical infrastructure and transportation projects, ultimately wasting our time and our tax dollars.” He added that unchecked development leads to “hodgepodge clusters of cookie-cutter
structures that elicit little pride and fails to reflect the kind of unique beauty we all absolutely deserve.” So that Langley is “carefully and proactively planned,” he suggests that a long-range 25-year blueprint be created that integrates development criteria, infrastructure projects and public transit initiatives in a cost-effective way to create an efficient and beautiful Township that will make residents proud. Tomblin said that the current council only knows how to manage problems, not solve problems. Since taking office, the “six-pack” on council has spent millions of tax dollars, yet achieved no major victories for Township residents. “This council has failed on their promises, abandoned those who elected them, and bankrupted our trust. The time has come to complete the change we all wanted in 2008.” He is running with the Vote Langley Now group. Tomblin has run for Langley Township council on several occasions in the past, and in 2002 he ran for Langley City mayor on an amalgamation platform.

Cause going across Canada MIRANDA GATHERCOLE Times Reporter
Young human trafficking activist Anna Demian has been urging young Canadians to speak up against social injustices at her high school,Walnut Grove Secondary. Now the 15-year-old is taking her cause nationwide on the Ignite the Road to Justice Tour, hosted by Langley’s Tara Teng, Miss Canada 2011. The tour launches on Monday (Aug. 15) in Vancouver and travels to 10 cities across Canada to bring awareness to the global issue of human trafficking. It ends Sept. 4 in Toronto. With her team of abolitionists, including former madam Tania Fiolleau, and recording artist Kevin Boese,Teng will hold educational events in each community to empower Canadians to help end human trafficking. “This is really a call to this global crisis that is going on,”Teng said. “I think it is going to be a very, very powerful night.” Demian says that it is important to show Canadians that young people have the power to make a difference. “Youth can do something,” she said.“I am only 15 and I’m out there doing it.And I want people to see that we are not too young, we can make a difference. We can use our voices.” She says there are many ways to fight the issue of human

People can donate to organizations, educate their peers, invite speakers to come to their schools and communities and write letters to their local MPs. “I see beyond the statistics. I see that one girl sitting there. And I use all of my efforts and energies to help this one person. “It’s for those people who don’t have voices. And I have a voice and I believe it is my responsibility to use it.” As Teng points out, human trafficking is not just a major issue in developing countries. It’s right here in our own communities, too. She was shocked to discover one
of her own neighbours had been trafficked, and is determined to put an end to the crime. “People are not commodities, and that’s the bottom line,”Teng said.“People are not to be bought and sold.” With her recent travels to Thailand and Cambodia,Teng says she has seen first hand impoverished towns with no daughters left in them. They have all been sold into human trafficking, and now she wants to share her stories with as many people as possible. Langley Times
NATASHA JONES Times Reporter
There’s nothing like a cup of tea to smooth out the wrinkles of life, and at Fort Langley’s Infusion Bouteaque there are more than 200 different varieties that will do the trick just nicely. Opened in March, 2010, Infusion Bouteaque is the brainchild of Pam Karrer and Jason Turner, the wife-andhusband team who turned their passion for a good cuppa to become Langley’s first loosetea merchant. Situated in the Village Mall on the southern edge of the village, Infusion Bouteaque lies between the Fort Langley Cyclery and, conveniently, the Fort Bakery. Although its primary function is that of tea merchant, the business also serves tea to drink on the premises. And it’s no ordinary tea. Forget about bags. For some of these astonishing array of teas, the best preparation is with a tea-press, and the tea shop apparently has Langley’s only one. Working much like an espresso machine, it
releases the essence from the tea to tantalize the taste buds. Another way to make a good cup is with the Brewt, a system which brews the tea and dispenses the beverage from the bottom of the pot, letting the tea brew properly and allowing the leaves to expand to their full potential for that all-important second cup. On the ‘sniffing’ table in the centre of the shop are small jars containing samples of teas — black, white, tisane (herbal), greens, oolong and mate among them. Customers are invited to sniff the tea so that they can get an instant sense of the tea experience. And if Infusion Bouteaque doesn’t have a tea that a customer would like, it will be ordered for them. It’s one of the many advantages of working in a tea environment. “We are constantly sampling,” said Turner, whose preference is towards black tea, while Karrer has many favourites. “We’ll have a favourite and then we’ll get a sample from our broker and all of a sudden we have a new favourite,”
Karrer said. Her current one is Marquis de Gris, a blend of sunflower and cornflower blossoms and rose petals. With their large assortment, as well as making tea lattes, the couple is taking tea to a new level, and finding converts among formerly dedicated coffee drinkers. “We are re-defining the culture of tea,”Turner said. Both have been pleasantly surprised at the growing number of local high school students who venture in for tea, and hope that they, and tea drinkers of all ages, learn the importance of tea as a healthy

drink. Their iced teas are not pre-sweetened.Their current special, an infusion of sweet raspberry, honeybush and vanilla, glides down the throat, cool and smooth. You’ll never want to open a tin of premixed iced tea again. The Infusion Bouteaque carries a selection of gifts and gift baskets; the couple is striving to carry lines of merchandise made by Langley and other Lower Mainland artists. Infusion Bouteaque is open seven days a week at 9110 Glover Rd. Call 604 888-5592.

Campaign Organizers are groups or individual(s) that create and implement local government election campaigns that augment the election campaign of one or more candidates or elector organizations. Elector Organizations are organizations that endorse the election of a particular candidate. If an elector organization intends to endorse one or more candidates in this election, and wishes to have its name on the ballot along with the candidate’s name, the organization must have been in existence for at least 60 days and have had a membership of at least 50 electors of the Township of Langley for that period. The last day for establishment of an elector organization that wants to endorse a candidate in this election is August 14, 2011. Summer Maintenance of Rural Boulevards and Ditches The Township of Langley provides an annual mowing program that maintains Township-owned roadway boulevards and rural roadway ditches. This ongoing program covers approximately 3,500 km of roadside sections and is responsible for weed control, quality appearance, and maintenance of sightlines at intersections.
Barricades 221 Street Closed Signs
During the spring/summer months, two roadside mowers and two brushwackers are assigned to predetermined routes to ensure that each area/section is completed at least twice during this period. Requests by residents and businesses for mowing and brushwacking are recorded then included in this seasonal program. To attend to individual requests would require reassigning the equipment, which would reduce the Township’s ability to complete all areas/sections. We appreciate your patience, understanding, and cooperation as we schedule your requests into our program work. Engineering Division 604.532.7300
The road will be closed to vehicle traffic between 8am and 4pm. Residents will still be able to access all parking lots on 221 Street from 48 Avenue. Engineering Division 604.532.7300

Shamrock sweep for Langley in WLA playoffs
Carl MEADOWS photo
Langley Thunder’s Athan Iannucci hits the ground but not before scoring against Victoria Shamrocks goaltender Chris Levis during game two of the Western Lacrosse Association playoff series. The Thunder won the series in four straight and await their opponent for the WLA championship series, which begins next week.
At long last, Thunder making noise Langley’s senior A lacrosse team no longer a place players want to avoid GARY AHUJA Times Sports
Things sure have changed for the Langley Thunder. Five years ago, the struggling senior A lacrosse team made a trade for Western Lacrosse Association veteran Kerry Susheski. Susheski, who was playing in the National Lacrosse League at the time, was brutally honest on his feelings

about being traded to one of the WLA’s weakest teams. “He made it very public,” said Thunder general manager Gerry Van Beek. “That the worst moment of his lacrosse career was being traded to the Langley Thunder. “Those kinds of comments hurt.” That was the reality facing the Thunder, a team which has struggled since moving to Langley in 2004.
Iannucci led the team in scoring with 29 goals and 58 points in 18 games, while Susheski was also solid with 20 points in 15 games. The players were a big part of the Thunder’s four-game playoff sweep of the Victoria Shamrocks. Langley wrapped up the series on Monday night at the Langley Events Centre with a 13-8 victory. Iannucci had three goals and three assists in the clincher (see side story). Following the victory, Van
In the team’s eight seasons in Langley, they have averaged fewer than five wins each year. And those numbers are helped significantly by the team’s two playoff seasons: 2009 and this year, when the team went a combined 18-152. But that was then and this is now. This past off-season, the team acquired Athan Iannucci and Susheski. And whereas in years past, players of that calibre may have not reported and demanded a trade elsewhere, this was no longer the case.

With the score tied at seven midway through the third period, the Langley Thunder took control, scoring six of the final seven goals to earn a first round sweep of the Victoria Shamrocks. The Thunder won game four of the best-ofseven Western Lacrosse Association playoff series 13-8 on Monday night at the Langley Events Centre. The Shamrocks were seeded second, four points ahead of the third-place Thunder. But Langley was undefeated (1-0-2) against Victoria during the regular season. In Monday’s deciding game, the teams traded goals for the first 50 minutes, with neither side able to lead by more than one. But after Victoria evened the score at 7, the Thunder took control, rattling off four goals in 3:28 to seize control and end the playoff series. Athan Iannucci paced the attack with six points (three goals, three assists) while Alex Turner also had a hat trick. Jamie Lincoln (two goals, three assists), Kerry Susheski (two goals, one assist) and Rob Van Beek (one goal, two assists) also had multipoint games. Nick Bilic and Andrew Potter had a goal apiece. Brodie MacDonald stopped 37 shots for the win. Langley now awaits the WLA’s other playoff series between the No. 1 New Westminster Salmonbellies and the No. 4 Maple Ridge Burrards. New Westminster leads the best-of-seven series 3-1. The best-of-seven WLA championship series is expected to begin the middle of next week. Langley would have home-court advantage against the Burrards but not against the Salmonbellies. The Thunder went 1-2 against both teams during the regular season.

Trevor Alcorn’s fourth-inning solo home run broke a 3-3 tie and was the difference as Langley defeated Valleyfield 4-3 on Tuesday afternoon. Langley, the B.C. champion, improved to 3-1 while Valleyfield, the Quebec champs, fell to 2-2 at the Canadian
Little League baseball championships at North Vancouver’s Chris Zuehlke Memorial Stadium. Langley struck for three runs in the top of the first inning — Yi-An Pan had a two-run double, which was followed by Connor McCreath’s RBI single. Valleyfield struck
back to score two in the bottom half and one more in the second inning to tie the game at three. But following those runs, the pitching trio of Nick Atkinson, Colby Ring and Yi-An Pan combined to allow no hits or walks over the final four innings. Langley closed the round robin on Wednesday when they faced the Prairies champions from Rocky Mountain

(1-3). The game wrapped up after The Times’ press deadline. The team’s only loss has come against unbeaten Ontario’s High Park, 4-3 on Monday afternoon. Langley is guaranteed a spot in Friday’s semifinals, with the championship final scheduled for Saturday. The winner represents Canada at the Little League World Series in Williamsport, Pa. ••••• The Lower Fraser Valley All-Stars’ dream of going to the World Series ended on Tuesday with a loss to the host team in the Canadian senior (15/16) national championship semifinals in RouynNoranda, Que. The All-Stars — a collection of players from Langley, North Langley and Whalley — lost 5-1 to the host team and top-seed team from Quebec. Lower Fraser Valley had put itself in a huge hole, losing their first three games of the tournament, all by a single run. But needing to win their final two games to qualify for the playoff round, they responded with a 10-2 win over Ontario and then a 9-8 victory over the Prairies to finish the round robin fourth. Quebec faced Ontario in the championship final.

Rivermen readying for upcoming hockey season Hockey season may be a month away, but that hasn’t stopped the Langley Rivermen from making moves on and off the ice.
The junior A Rivermen have gone south of the border to land a trio of new recruits. Joining the team
will be forwards Matt Esposito and Tyler Hanzlik. Thomas Nitsche, will patrol the Rivermen blue-line.
Nitsche, originally from Ontario, moved with his family to Charlotte, North Carolina, when he was five. The six-foot-two
210-pound defender has good puck skills and vision. He brings a physical presence and ability to finish his checks.
After two seasons of playing junior B in North Carolina, he was recruited to join the Dallas Ice Jets. Esposito is originally TELUS AUTHORIZED DEALERS Vancouver

from Tampa but joins Langley from Fayetteville, New York. The forward split last season between the United States Hockey League’s Chicago Steel and Lincoln Stars, before finishing the season with the South Shore Kings of the Eastern Junior Hockey League. Hanzlik hails from Wisconsin Rapids, Wisconsin and is a smooth skating power forward. All three players are in their 19-yearold season and have two years of junior eligibility. And while the Rivermen added three new players to the fold, they dealt defenceman Trevor Miller to the Chilliwack Chiefs in exchange for future considerations. Miller is in his last season of junior hockey. And off the ice, the Rivermen named Brandon Astle as the club’s media relations and ticket manager. Astle will also continue being the on-air voice of the Langley hockey club, something he has done for the past three seasons. The Rivermen are holding a prospects camp at Sportsplex on Aug. 27 and 28. Space is still available for interested forwards and defencemen. Cost is $150 to attend and players invited to the main camp, will not have to pay for the second camp. For more information, email bobby@ langleyrivermen. com or visit www. langleyrivermen.com. The team’s main camp, which is by invitation, runs Aug. 31 to Sept. 4 at Sportsplex. The regular season begins Sept. 23. ••••• Langley athletes have contributed two more medals to Team B.C.’s overall lead at the Western Canada Summer Games. Nick Del Bianco teamed up with Surrey’s Ben Chow to go 5-0 and win the gold medal in the beach volleyball competition. AndDel Muench won silver for the second time, this time in the men’s K2 2000 canoe/ kayak race. Muench was partnered with Victoria’s David Nykl. Team B.C. leads with 99 medals, two ahead of Team Alberta.

Others’ expectations of Thunder not very high: GM from PAGE 33
Beek said that Susheski told him he would gladly tell any media just how great Langley is to play for. At the start of the year, the team had its sights set firmly on the playoffs. “I would have expected us in the playoffs,” Van Beek said. “That wasn’t a goal, it was an expectation.” “We did get lots of pieces to the puzzle that we haven’t had the last couple of years come play for us and that helped us a lot,” he added. The team made some roster changes, as well as getting a new
coach, Rod Jensen, behind the bench. Another big addition was the team’s first round draft pick, goaltender Brodie MacDonald, who was chosen second overall. The six-foot-seven goalie did not disappoint, taking over the starter’s job. The Thunder’s overall defensive play was also better, making his job easier. Another key was centreman Ian Poole, who was fantastic in the face-off circle, helping the
team get possession of the ball. And Iannucci did what he was brought in to do, score goals. Dispatching the Shamrocks in four straight was still a little surprising. “No way I thought we would sweep them,” Van Beek said. “They (Victoria) are just too good of a team.” The Thunder kept things simple, focusing on the old cliche of winning one period at a time. “Every game was close,” Van Beek said.
“The two games at the Events Centre, the final score wasn’t close, but if you look at the scoresheet, we scored a bunch of goals at the end when (Victoria) was playing desperate lacrosse.” Langley won games one and three in Victoria, both by 9-7 scores. Games two and four, in Langley, were won 13-9 and 13-8. “With 10 minutes left in every game, it was within a goal or two,” Van Beek said. “Every game was close all the way through.” Some of the series’ keys were the Shamrocks dealing with injuries and the Thunder not allowing Victoria’s power play many opportunities to operate. Victoria only had seven power-
plays in the series, scoring once. Van Beek said it is rewarding to advance to the league finals. “People knew we had a team that could compete,” he said. “But the expectations outside of the Thunder weren’t very high.” While Langley rests up to see who their next opponent will be, Van Beek said the players remain focused. “They are happy for the ownership, the franchise,” Van Beek said. “(But the mood) is not euphoric; they understand the next step is going to be harder. “They are happy because now they have taken that next step.”
