A two-vehicle crash cut electricity to more than 3,000 Langley households Sunday afternoon (Oct. 9). Langley RCMP said a Ford Explorer was

heading south on 200 Street near 46A Avenue around 2:30 p.m. when it crossed the centre line and crashed into a power pole. The SUV then hit a Chevy Malibu before smashing into a second power pole. One pole was knocked down and the other was left leaning at a steep angle. The occupants of both vehicles were taken to hospital for observation. Their injuries were not considered serious. There were two large dogs in the Ford. One got loose, but was recovered by a

local resident. Both pets were taken by animal control officers. B.C. Hydro initially reported more than five houses were affected, then revised that to 3,094 homes in the area west of 208 Street, north of 32 Avenue, south of 199A Street and east of 192 Street. Power was not completely restored until 12:55 a.m. Monday. The driver of the Ford, a 40-year-old woman, was ticketed for driving without due care and attention and operating a vehicle without insurance.

The Langley RCMP officers who arrested Mark Marohn for animal abuse in 2008 repeatedly violated and “trampled upon” his rights, a Surrey Provincial Court judge ruled Tuesday afternoon (Oct. 11). Judge Reginald Harris called the violations “serious” and excluded any evidence obtained when Langley RCMP officers searched Marohn’s barn and home without a warrant. However, the judge did not dismiss the charges, ruling there was enough evidence remaining to continue the trial. Marohn and his estranged wife Carol Schoyen-Marohn are each charged with causMark ing an animal to be in disMarohn tress and failing to provide “necessaries” for an animal. The charges were laid after an ailing and underweight former racehorse named “Buddy” was allegedly used to try and tow a car out of a ditch, a charge Marohn heatedly denied when he testified during the lengthy hearing on admissibility of evidence known as a voir dire or trial within a trial. Brookswood siblings Elizabeth and Michael Pratt have embarked on a campaign to ensure that Langley will forever remember the 157 Canadians who died while serving in Afghanistan between 2002 and 2011. The Pratts are part of Langley Youth for the Fallen (LYF), which is looking for 150 sponsors who will help buy trees for a memorial grove honouring the fallen soldiers. “This is the first step in our dream for Langley to commemorate the Canadian soldiers who were killed in Afghanistan,” said 14-year-old Michael. LMH maternity unit expanding The Fraser Health Authority is spending $6.5 million to expand Langley Memorial Hospital’s maternity unit. The business case for the expansion, developed in collaboration with LMH clinical stakeholders, indicated an “urgent need” for renovating the existing maternity ward to provide better access for expectant mothers. The projected number of births at LMH is expected to increase to 2,336 by 2020—a 28 per cent rise from 2009. The expansion design includes seven additional labour/delivery/recovery/postpartum rooms and moving the current maternity clinic next to the existing hospital maternity unit. The additional rooms will be designed for single room maternity care (SRMC). LMH is one of four Fraser Health sites offering this model which is based on best practice and contributes to a better childbirth experience by supporting family centered care. With the seven new rooms, the total number of SRMC spaces will increase to 20 to better manage current and future demand. The maternity clinic, comprised of general practitioners with specific interests in primary maternity care, is currently operating out of temporary space within the hospital. The relocation would be achieved by building on the adjacent roof area over the northwest portion of the second floor. In addition, site infrastructure will be enhanced to support the expansion. The expansion project will be funded mostly through Langley Memorial Hospital Foundation’s commitment of $5.35 million, with the balance coming from the FHA. Construction is expected to be complete in mid 2013. Four beds will open in 2013 and the other three remaining beds are planned to open two years later. Forty per cent of child births in British Columbia are at Fraser Health hospitals, which amount to more than 15,000 births each year. This expansion is an integral part of FHA’s strategy to build maternity capacity in high-growth communities across the Fraser Valley. Rich Coleman, MLA Fort Langley-Aldergrove, noted that LMH serves a rapidly growing population and the LMH maternity unit maintains the second highest occupancy rate within Fraser Health. “This is great news for the community and families in this region as it will significantly enhance LMH’s ability to serve the Langley community,” he said. Langley MLA Mary Polak called the announcement “an exciting milestone.” Rick McMullan, who chairs the hospital foundation’s board, said:“The maternity unit at Langley Memorial Hospital is truly where this community begins and this long overdue expansion will ensure that the needs of our growing population will continue to be met well into the future. We are excited by this opportunity and we look forward to working with our supporters to bring this vision to life.”

Volunteers showed up in such force at the Senior Resources Centre on the morning of Tuesday, Oct. 4, that the 80 black canvas bags destined for Langley seniors’ homes had been filled and arranged for delivery long before organizer Dave Stark could even get there to help. Tuesday, Oct. 4, marked the beginning of a new program based in Langley City, that is aimed at ensuring seniors are getting a reasonable number of fresh fruits and veggies in their diets without it taking a huge bite out of their grocery bill. The ability to connect with food wholesalers through the seniors centre allows them to offer bags of produce valued at between $18 and $20 for just $5. The Senior Healthy Living Bags will be delivered (or available for pick up) once a month, providing a variety of fresh produce to any Langley resident 55 or older who wants one, said Stark. Stark is the former food secu-

rity co-ordintor for Langley and currently serves as executive director of Meals on Wheels, the organization spearheading the project, alongside Fraser Health, the City of Langley’s recreation department and Kwantlen Polytechnic University. Nursing students from Kwantlen and BCIT have also chipped in, provided healthy living tips which will slipped into the bags on index cards every month. This month’s bags contained oranges and bananas, bell peppers, cauliflower, onions, mushrooms and tomatoes — and it is a take-it or leave-it situation. “(Customers) have no choice of what goes in, but they can trade; it’s social and fun,” said Stark. In fact, he’s already overheard groups of seniors wheeling and dealing the contents of their bags, not unlike they might have done with their packed lunches at school, decades ago. The program is currently operating with funds from the City, but it’s open to residents of both Langleys. And Stark hopes that once it is up and running, it will expand into the Township and beyond. “I was excited to hear Peter Fassbender say he hopes it will start in the City and become a model for the province,” Stark said. The City mayor made the

remarks during the Oct. 3 meeting when Stark and several of his colleagues delivered a bag to each member of council. The Healthy Living Bags are not a government initiative, Fassbender noted, but the grassroots program has the potential to benefit everyone from customers to the health care system as a whole. “This is about prevention, versus dealing with illness. By making (healthy food) affordable and bringing it to the door, it allows (seniors) to make healthier decisions,” Fassbender said. Without widely publicizing the program, the group received orders for 75 bags in its first month. “I expect that to double next month,” Stark said. It’s too logical not to catch on, he reasoned. “It’s grassroots partnerships. It’s easy, low cost and has huge benefits.” Anyone 55 or older who would like a Healthy Living Bag is asked to pre-order by calling the Timms Centre at 604-5142940, the Douglas Recreation Centre, at 604-514-2865 or the Langley Seniors Centre, at 604530-3020. A

n initiative by Brookswood teens Elizabeth and Michael Pratt through Langley Youth for the Fallen is a wonderful way to pay tribute to the sacrifice made by 157 Canadians in Afghanistan, and is in keeping with a Langley tradition going back almost 100 years. At the end of the First World War (known as the Great War at that time), Langley residents wanted to ensure that those who went off to war and didn’t return would be remembered. Two cenotaphs were built — one at each of the cemeteries in Murrayville and Fort Langley, and about three dozen memorial trees were planted in remembrance of soldiers who had lost their lives. In addition, roads were renamed after the fallen — including what is now the most prominent road in Langley, 200 Street, which was named Carvolth Road after Jack Carvolth, kiilled in action at Vimy on March 1, 1917. Several of the trees planted at that time still stand — notably the large maple tree at 96 Avenue and Glover Road in Fort Langley, and another maple near the intersection of 216 Street and Glover Road in Milner, originally planted outside the Milner church, which was moved down the road several years ago. The extensive community effort to ensure that the fallen soldiers were not forgotten paid off. The largest Remembrance Day service in Langley is held annually at the Fort Langley cenotaph; many people still remember the former road names; and the trees remain a living memorial. The Pratts are proposing that 157 trees be planted, and have already received support from several businesses and community organizations. The Township has also enthusiastically offered its support, offering space for the plantation at the Derek Doubleday Arboretum. “We like the idea of planting trees as they symbolize life. Through each of these trees, each soldier lives on,” said Elizabeth Pratt. Two of the fallen soldiers, Garrett Chidley and Colin Bason, have significant ties to Langley. might have shot itself in the foot with Ottawa’s gun by threatening that municipalities were prepared to abandon the venerable RCMP and form a provincial force. The remarks, made recently by Langley City’s Peter Fassbender, the Union of B.C. Municipalities’ observer in contract negotiations between the province and Ottawa, came as a reaction to what many consider an unpalatable policing deal with the Mounties. While the proposed 20-year contract for policing services throughout much of the province is indeed expensive and undesirable, the comments that we’ll take our gun and strike out on our own are somewhat premature. For one, we don’t even own the gun. In Nanaimo, taxpayers foot the bill for 90 per cent of all costs to have the RCMP police our community, yet all the city really owns is the building out of which the officers are based. Everything else, from the guns and handcuffs to the cruisers and computers, ultimately belong to Ottawa. Despite the threat to form our own force, it appears no one has really done the homework on how feasible that really is. No one is presenting any numbers that show what starting a provincial force would cost, nor how it would save us money and hassle in the long-term. Solicitor General Shirley Bond called it a “very expensive, very challenging” prospect. In other words, we can’t afford it. It’s no surprise then that Ottawa called B.C.’s bluff, issuing an ‘ultimatum’ that we either sign the contract or the Mounties will march into the sunset. Citizens take up smart meter fight Editor: Isn’t it amazing that our Energy Minister Rich Coleman, MLA for Fort Langley/Aldergrove, is forcing us to accept the replacement of our old electric meters with so-called smart meters which will poison our homes with high doses of electromagnetic radiation? And isn’t it strange that not one “celebrity” has come to champion the cause against smart meters? Not one celebrity from government, business, entertainment or even any of the so-called guardians of the planet like the Suzuki Foundation, Greenpeace, Ducks Unlimited or any other “tree hugging” organization has come forward. Yet harm one baby seal, cut one old-growth tree, spill one drop of oil or endanger the life of one creature in a bog somewhere in the world, and they come out of the woodwork, looking for photo opportunities and money to support their cause. It’s sad that none of these organizations have taken an interest in protecting families, and are

leaving it up to a small group of citizens to stand up for them and their families.These citizens are fighting our government and corporations, trying to prevent them from spying on us or poisoning us in our homes and work places with dangerous levels of electromagnetic radiation. People, this isn’t about effective delivery or conservation of electrical energy or protecting the environment or jobs. It’s all about profit and control. Alzheimer’s is more than a bad dream Editor: I’d promised her that I’d attend the soccer game in North Vancouver. Hastily I jumped into my car and headed west. To my discomfort, I discovered I’d forgotten to put on my trousers and was clad in only a shirt. I thought I knew the street and house in which she lived like the back of my hand. I was utterly flummoxed as I found myself on a strange street. I entered a house with an open door to inquire as to my bearings. The occupant, a

woman, gasped at my naked bum. Realizing that I still wasn’t decently clad, I hastened to Lonsdale Avenue to find a telephone directory and a pay phone. By this time I’d cloaked myself in a dressing gown that had manifested itself. I glanced quickly through the listings in growing horror, in the realization I’d forgotten her name. Then I awoke. What prompted such a horrible dream, I wondered. Was it the fact that on a daily basis I phone my cousin in Winnipeg, who resides in a

nursing home because of Alzheimer’s? Is it the fact that the news forecasts a virtual epidemic of this dreadful malady for the scores of people who are now entering the ranks of us seniors? Is it because my memory and that of many of my cohorts are showing signs of forgetfulness? Or does it perhaps foreshadow my own future? Senator thanked for his comments on infanticide Editor: This is an open letter of thanks to Senator Gerry St. Germain: I just read your comments to the Senate on the foolishness of the decision to free a mother who committed infanticide. Had the woman done the same thing to her boyfriend: “strangled her boyfriend with her underwear and threw his body over the neighbour’s fence,” she would have been charged with first degree murder. The argument that “Canadians sympathize with mothers who give birth without support,” makes even less sense, as she was reportedly living at home with her parents. How bizarre is our morality? Thanks for trying to arouse our fellow Canadian citizens to reality: Abortion is murder. Plain and simple.

There are 60,000 Canadian couples are reportedly wanting to adopt a baby this year, and we abort 300 a day (over 100,000 a year). Then the childless adoptive parents go overseas to China, Russia, Haiti and other places, and pay megabucks — upwards of $30,000 to$40,000 — and endure years of legal hassle to adopt and bring their adopted child back to Canada. The child is more often a girl, as boys are deemed more valuable to some cultures, and often it is a child with emotional, mental or physical handicaps from neglect after being abandoned by the birth mother and surviving in often harsh conditions This, in turn, adds thousands more dollars in medical care, counselling and special needs classes to look after the newly-adopted child.

Misty vanPopta has announced that she is running for Langley Township council. “It’s time to make Langley a more business friendly community, and it’s time to plan for safer neighbourhoods.” says vanPopta. “We live in the best town in the Lower Mainland. She believes Langley needs to focus on planning liveable and sustainable communities. Veteran Township councillor seeks re-election Langley Township Councillor Steve Ferguson is once again seeking office. Ferguson has served on council for the past nine years, and also sat on council in the late 1980s and 1990s. He is running as an independent, stating that “the best council is one made up from people who can truly look at things from a totally independent perspective. “I won’t be a part of any special interest group or electoral organization. I’m totally against block voting and meeting behind closed doors before deciding on issues that are before us on the agenda.” Budget issues are top of mind for Ferguson in this campaign. “Without a strong budget and

well-planned finances, we cannot deliver the quality programs that make Langley unique. “The Township is in excellent financial shape. We have been running a very tight ship for years, and we have been able to form partnerships with the province and the federal government, to help us build facilities and enhance our infrastructure. “I believe that we can provide a solid financial template for this new provincial auditor-general, although we need a clear mandate from the province regarding expectations and benchmarks,” he said. He also wants improved transit for Langley. “I have always said to TransLink representatives,“How do you deliver an urban transit system to a rural community?” Perhaps we can ask for more mini-buses, inter-community transit, and south of the Fraser transit movement. Many of our buildings have won awards for efficiencies and environmental design,” he said. Ferguson lives in the Brookswood/ Fernridge area with his wife Denise and three children, and is a 30-year resident of the Township.

Probation orders with conditions will soon be available for those charged with public drunkenness under the Liquor Control and Licensing Act rather than the Criminal Code. But they would still have to go to court. Perhaps the government could take a cue from their recent revision of impaired driving laws, giving police the ability to assess fines and impound vehicles on the spot. Perhaps by the time the next big drunken riot starts to brew, cops would actually be able to offer consequences. Going around the court system is their best bet these days.

In a court ruling that affirms the public’s right to raise concerns about environmental protection, a B.C. judge on Tuesday ordered a developer to pay all costs associated with a failed defamation suit that silenced opposition to a proposed project. The Glen Valley Watersheds Society (GVWS), a local conservation group based in Langley, has been awarded special costs, or all expenses associated with the failed lawsuit, by B.C. Supreme Court Justice Catherine J. Bruce. The case was dismissed in May after Ecojustice, a non-profit environmental legal organization, successfully argued that developer Robin Scory had no evidence to back his claims the group had defamed him over a proposal to deposit a large amount of fill on his land. The ruling is believed to be one of only a few in Canada where a judge has both dismissed and awarded special costs in a suit that effectively silenced public discussion of an environmental issue. Special costs awards are usually reserved for litigants who have engaged in unnecessary, scandalous, or reprehensible conduct deserving of rebuke from the courts. “An order for special costs acts as a deterrent to litigants whose purpose is to interfere with the democratic process,” the ruling read. “Public participation and dissent is an important part of our democratic system.” The ruling is an important affirmation of Canadians’ right to speak out on behalf of the environment and be protected from strategic lawsuits against public participation (SLAPPs), said Ecojustice staff lawyer Jennifer Agnolin. SLAPPs are legal proceedings that have the principal effect of silencing public discussion on issues

of public significance. “Today’s costs ruling underscores the rights of local citizens to speak out against projects that will harm their local environment without the risk of being sued,” Agnolin said. “It’s also a reminder that lawsuits aimed at suppressing public comment about environmental impacts aren’t going to be tolerated in Canada.” What’s unfortunate, Agnolin pointed out, is that these cases — which are often insurmountably expensive for small groups to defend — usually hinder important public discussion about conservation and environmental protection. The judge’s ruling seemed to concur. “[T]he claimant’s lawsuit achieved one of the recognized purposes of SLAPP litigation,” the ruling read.“It effectively silenced the respondents’ public opposition to the claimant’s permit application.” Scory, of Langley, launched the $5.5 million suit last year after GVWS opposed his application over fears the fill would erode into fish-bearing streams. When the project was put on hold for further review, Mr. Scory sued the GVWS and two citizens for speaking out against the project, claiming they had, among other things, defamed him. The judge’s decision in May, however, ruled that the Society’s public statements about what could happen to the environment were not defamatory statements, but were “opinions on a matter of public interest.” The GVWS was one of three defendants in this case. It appeared alongside Sian Krannitz, who is a member of GVWS and was represented separately. The ruling applies to both Krannitz and the GVWS. The final defendant, Jack DeWitte, had his case struck and was awarded special costs in July.

With copper prices spiking, incidents of vandalism and wire theft in Langley City are following suit — to the point that it will cost taxpayers roughly 10 times the amount engineering staff had budgeted for 2011. Gary Vlieg, the City’s director of engineering, provided council with some rather shocking figures at its Oct. 3 meeting. As of Sept. 30, he reported, wire theft in 2011 had cost the City $80,000.That’s compared to $8,500 in damage for all of 2010. On top of that, he said, the first weekend in October was a

particularly prolific time for thieves. “We were very severely hit across the City in one weekend,” said Vlieg, adding that industrial areas, parks and residential neighbourhoods were all hit. The forecast is that wire theft will cost the City, which occupies just four square miles, about $110,000 this year. That would take the municipality between 1,000 and 1,100 per cent over budget,Vlieg said. However last weekend’s crime spree had him adjusting those numbers significantly upward. “It could hit as high as $150,000 just in wire (theft related costs), if it keeps happening at the

Anyone working around a pole or electrical device, particularly late at night, who is not in a City of Langley vehicle or Cobra Electric truck, is more than likely stealing wire. “Call 911,” said Vlieg. “Sometimes people wonder if it does any good to make that call,” said Mayor Peter Fassbender.“We’re encouraging the public to make the call.” Metal theft is a problem in every community, the mayor said, adding that the province has indicated it is working on legislation for the purchase and tracking of metal. The goal is to create consistent practices from one community to another in the effort to stem the fencing of stolen copper. Vandalism to City parks is also up,Vlieg reported.Although the figures are in line with the $68,840 that was budgeted for 2011, that’s roughly a 20 per cent increase over last year’s figure.

Langlet to stand trial for murder Investigation by Unsolved Homicide Unit led to charges DAN FERGUSON Times Reporter

A 38-year-old Langley man has been ordered to stand trial for the June 12, 2000 murder of 27-year-old Vancouver resident Shayne Murray Preece in Surrey. David Lawrence Robert Langlet will be tried by a B.C. Supreme

Court Justice in New Westminster. He made a brief court appearance on Oct. 6. The order was made by a Surrey Provincial Court judge, following a preliminary hearing of the evidence that ended Sept. 15. The same Surrey judge imposed a ban on publishing information disclosed during the prelimnary hearing. Eleven years ago, Preece was discovered slumped in the back seat of a Jeep Cherokee in a Surrey restaurant parking lot. It happened shortly before mid-

night near an all-night restaurant at 10194 152 St. Some customers had just stepped outside to smoke on the restaurant’s outdoor patio when they heard several shots coming from the alley, near a garbage container. Langlet has been in custody since he was arrested and charged with first-degree murder. The case had been reopened by the Surrey RCMP Unsolved Homicide Unit, which is assigned to review and investigate murders that occurred before June 2003.

Win streak stretched to eight

Two more victories have pushed the Trinity Western Spartans’ winning streak to eight matches — a program-high for the women’s soccer team. The Spartans defeated the Victoria Vikes 2-1 and the Fraser Valley Cascades 1-0 on Friday and Saturday, respectively, at Rogers Field on the TWU campus.

Gerig scored the lone goal of the match on Saturday, striking in the 31st minute when she converted Jenna Di Nunzio’s cross. Against Victoria, Jennifer Castillo opened the scoring for the home side in the 67th minute, but some Spartan miscues resulted in Victoria responding in the 84th minute with a goal from Emma

Spartans fall to top-ranked T-Birds

The Trinity Western Spartans dropped a 1-0 decision to the UBC Thunderbirds in a battle of two of the country’s top 10 men’s soccer teams. The host Thunderbirds, now ranked first, received a goal in the 14th minute from Sean Haley, and that would be enough to end the Spartans six-game

unbeaten streak. Despite the loss, Trinity Western moved from ninth to eighth in the latest CIS rankings which were released on Wednesday. On the winning goal, the Thunderbirds’ Tyson Keam — a Langley United product — swung a beautiful ball in towards the far post on a free kick from 30 yards out.

Haley rose above the crowd and headed home the ball past Spartans keeper Andrew Fink. The win gives UBC (5-0-3, 18 points) a fourpoint cushion over Trinity Western (4-2-2, 14 points) in the race for first place in Canada West. “I’m disappointed with the result, but not how we

The Valley West Hawks maintained a share of first place after splitting a weekend set with the visiting Cariboo Cougars. Both teams, along with the Greater Vancouver Canadians, lead the B.C. Major Midget Hockey League with 4-2 records through the season’s first three weeks. The Hawks — made up of players from Langley, Surrey, Cloverdale and White Rock — won 4-1 on Saturday at the Langley Events Centre, but the Cougars struck back with a 7-2 win on Sunday, also at the LEC. In game one, Kyle Raymond and Danton Heinen scored 19 seconds apart in the first period and then Ryan Rensby added a goal early in the second. After the Cougars got on the board, Ram Brar scored late for the 4-1 final. Rivermen halt losing streak The Langley Rivermen snapped a five-game losing streak, while also handing the Powell River Kings their first setback of the season on Saturday night. Mario Pusksarich notched a hat trick as the junior A Rivermen won for the second time in seven games, defeating the visiting Kings 5-3 at the Langley Events Centre. Langley had lost 6-3 the night before to the host Coquitlam Express at the Poirier Sports and Leisure Centre. Against Powell River, the Rivermen trailed 3-2 in the latter stages of the second period, but Puskarich tied the score with 34 seconds remaining. And then 53 seconds into the

third, Sebastien Pare put Langley ahead for good. Puskarich, who also opened the scoring, added an empty-net goal with four seconds left. Matt Esposito scored a second period power-play goal for Langley. Jim Kruger stopped 32 shots for the victory. Against the Express, the score was tied at three late in the second, but Coquitlam scored once before intermission and twice in the third. The Langley Rams turned a tight game into a blowout as they closed the regular season by thumping the Westshore Rebels 42-14. Third place in the B.C.
