‘Drama’ over Beaumont dismissal slammed MONIQUE TAMMINGA Times Reporter

At Tuesday night’s Langley Board of Education meeting, several trustees asked the community to stop the “vitriolic nonsense” surrounding the board’s decision to fire Superintendent Cheryl Beaumont. “I have watched what has been going on and had no interest in responding to the vitriolic nonsense, but felt we must inform the public,” said Trustee Megan Dykeman. “I am distressed by people in this community creating so much drama. Shame on them for their duplicity.” Chair Wendy Johnson formally announced that Cheryle Assistant SuperintenBeaumont dent Suzanne Hoffman will be acting superintendent of schools on an interim basis, while they begin a search for a permanent superintendent. “The board has every confidence in Suzanne Hoffman,” said Johnson. Last Tuesday, the board sent out a press release announcing Beaumont was leaving the school district to “pursue other ventures.” But longtime Trustee Alison McVeigh said Beaumont was fired by “five trustees who were part of a secret slate, supported by unions.” Johnson refused to say whether Beaumont was fired, nor would she say how much Beaumont’s departure was going to cost taxpayers. Teresa Furuya’s eyes dart from a textbook to the school work of her students. Sitting at the edge of Willowbrook Shopping Centre’s food court is an unlikely setting for marking tests and homework, but Furuya is here to make a very public point on behalf of Langley teachers: our work days are not your typical nine to five schedules. find out what is happening in schools. “Teachers have been waiting nearly 10 years for a resolution to the illegal contract stripping that removed class size composition and specialist teacher ratios from collective agreements,” said Gail ChaddockCostello, president of the Langley Teachers’ Association. “Now we have been waiting almost 11 months for a negotiated settlement. Teachers and students shouldn’t have to wait any longer.” The B.C. Teachers Federation is negotiating a new contract with the the B.C. Public Sector Employers’ Association which the teachers’ union has accused of coming to the bargaining table empty-handed while demanding concessions. Furuya, who teaches Grade 4 and 5 students at Noel Booth Elementary, spends an average of two hours every evening marking her students’ work. Also outside her regular school day hours, Furuya has to research materials that are appropriate to her students’ learning ability: No mean feat as the 29 students in her class do not all read at the same level. In fact, their reading ability ranges from Grade 2 to Grade 8. And, Furuya pointed out, like so many other teachers all over B.C., she must devote additional time to students who have learning disabilities. Full time teachers in B.C. have an average annual salary of $70,741. By comparison, non-union educators such as principals, vice-principals and directors of instruction, make an average of $102,038 a year. A man whose girlfriend was gunned down in Abbotsford in July 2010 said her death and repeated police warnings that his own life was in danger led to him abusing drugs as a coping mechanism. According to online provincial court documents, Gater Albert Browne, 32, committed a series of crimes during a period of supposed heavy drug use following the death of 22-year-old Mandie Johnson of Langley. He was recently sentenced in Surrey to four and a half years in jail after pleading guilty to numerous offences related to seven different incidents. His charges included possession of a stolen vehicle, assault, dangerous driving, obstruction of a police officer, leaving the scene of an accident, possession of a loaded handgun, and possession of methamphetamine. In his written reasons for sentence, Judge Kenneth Ball said Browne admitted to being involved in a gang for seven years. In May 2010, he met a woman who required he leave the gang lifestyle as a condition leading to marriage, and he tried to do so. Ball said Browne was then the

target of a shooting. Johnson was killed after the pair stopped their vehicle on Polar Avenue in Abbotsford in the early morning hours. No one has yet been charged in her death. “His reaction to the shooting incident, the death of his fiancee and the ongoing warnings by police that his life was in danger caused him to be very unsettled and he began to use drugs, particularly methamphetamine,” Ball said. Browne has had several prior criminal convictions, including one in 2006 for which he was sentenced to 32 months in prison. His latest offences include two police chases. One was in April 2011, when the Gang Task Force was planning to execute a warrant for his arrest and began following him in his car. Coincidentally, a uniformed police officer in an unmarked car noticed Browne, activated his emergency lights and siren, and tried to pull him over. Instead, Browne sped away. The officer dropped the pursuit, and the Air 1 helicopter was called in. Browne was observed driving through red lights and stop signs, making dangerous lane changes, and forcing other motorists to get out of his way. Browne then collided with a

Deferral is the name of the game when it comes to making a decision on the controversial Routley land swap. At Tuesday night’s Langley Board of Education meeting, trustees voted to put off any decision until they meet with Township council and discuss “a possible resolution.” The motion to defer came from Trustee Rob McFarlane, who said he hopes a meeting with Township council could take place within a couple of weeks. On the evening’s agenda was a recommendation that trustees receive a report, which supports the land exchange of the Routley school site for a site in the Yorkson area. On Monday, Township council lobbed the land swap back into Langley School District’s court, deferring third reading of Focus Architecture’s application to rezone 13.86 acres in the 19800 block of 70 Avenue. Board Chair Wendy Johnson appeared frustrated as she left the council chamber with McFarlane, after the council decision.

“I am asking the community to walk softly. “Is this how we lead by example? . . . I hope as a community we can remain respectful,” said Reekie. Parents frustrated by ‘ping pong match’ from PAGE 3

The Routley land, in the 19800 block of 70 Avenue, is owned by the Township and the Langley School District. The land swap calls for the school site in the Routley neighbourhood to become a park, while adjacent parkland would become a townhouse development. In return, the school district will get property to build a school in the Yorkson neighbourhood. On Tuesday night in question period,Routley parents expressed their disappointment and frustration with what one mom called “a ping pong match.” Several parents asked if they could be part of the discussion

One Routley resident asked what the minimum number of children is for a neighbourhood, before a school is recommended. “Children living in Routley are being accommodated in schools,” said Johnson. The parent replied that students in Routley aren’t being accommodated, “they are being shoe-horned.” Johnson told the residents that a consultant needs to look at all the hard data for the entire Willoughby area “over the next decade” that will paint a better

picture of where growth is, and needs are. At a June 2011 meeting with the board and Township council, parents were told growth has shifted and Yorkson will need more classroom space. At the meeting, district staff insisted that Routley parents were advised about the change of plans years ago, while the parents maintained that they were never told. Many Routley residents say they moved to the neighbourhood with the expectation that an elementary school would be built there. Salaries in the education field are based on a curtailed year — schools are typically closed for two weeks over Christmas and eight to 10 weeks for the summer holidays. Figures supplied by the LTA show that the starting

salary of a newly qualified teacher is $45,900 for a minimum of five years training. After 10 years, a teacher can expect $74,350 a year. The salary for a teacher with Master’s degree ranges from $49,300 to $79,600, while those with a full or double Master’s or a doctorate ranges from $50,500 to $ 81,500. Typical hours for an elementary school teacher such as Furuya would run for 6.5 hours a day, including a half-hour break for lunch. Teachers must be at school 15 minutes before lessons start and 15 minutes at the end, although most arrive long before and stay long after, said Chaddock-Costello.

SLIPPING AND FALLING ON ICE Have you fallen on an icy patch on someone else’s driveway or parking lot and hurt yourself seriously? You may be entitled to damages. A person or company who owns or controls property must be sufficiently careful to maintain their property and take basic steps to protect against the risk of mishap. Take a couple of recent cases, where the B.C. courts awarded $40,000 and $25,000, respectively, for pain and suffering, in addition to other amounts such as lost wages. In the first case, Mr. F slipped on a patch of water-covered black ice (which he didn’t see) in an Esso service station, when exiting a wand-operated car wash to get his wash code from a kiosk . He fell down backwards, hitting his head and dislocating his right knee-cap so badly that the injury still troubled him years later. The trial court concluded that he wasn’t himself careless or partly to blame (a question that is almost always explored in “slip and fall” cases). However, while the car wash owner and its operator had a maintenance program involving salting to deal with potential ice problems, there was a particular trouble spot where the accident happened, which was prone to icy patches. Water dripping from cars exiting the car wash could hide the ice and also washed away salt, and additional salt was only applied after an attendant noticed that ice had formed. The court decided that some simple and inexpensive steps could have been taken to warn customers of this particular trouble spot, such as putting out orange cylindrical cones or warning signs. This wasn’t done. The B.C. Court of Appeal agreed with the trial judge, citing the Occupiers Liability Act. Essentially, an owner or occupier of property must take reasonable care to ensure that people who come onto their property will be reasonably safe.

The second case involved a residential landlord-tenant situation. Mrs. O slipped and fell on an icy patch in the sloped driveway as she walked from her designated parking spot to the pathway and steps leading to her basement suite. She hurt her hip and strained her shoulder and neck a little. But she also suffered a more serious second degree ankle sprain, which continued to plague her despite medical treatment. The sprain prevented her from fully enjoying many of the activities that she used to do, such as search and rescue volunteer work. Again, Mrs. O herself wasn’t careless or partly to blame. However, according to residential tenancy laws, the landlord was responsible to put in place and carry out a better system to prevent this kind of accident, like putting down salt or some kind of traction agent. Shovelling the driveway wasn’t good enough to deal with the ice problem. Also, when Mrs. O came home, the icy area in front of the garage was in the dark, because the lights illuminating the area, which had to be turned on from inside the house, were off. The simple precaution of installing lighting that worked on a timer or motion detector had not been taken. If you’re hurt in a slip and fall on ice, see your lawyer. Note that there are often very short deadlines for making a claim if the property involves a municipal or city sidewalk or lot. Home owners or businesses who face a claim should check their insurance policy for liability coverage and notify their insurer promptly. angley Board of Education isn’t quite ready to go through with the sale of the Routley school site. Unfortunately, it is far too late to undo a complicated land swap which would see the Routley area school site combined with other properties on 70 Avenue, and become a park, while adjacent properties would be used for a townhouse development. In exchange, the school district would get a school site in the Yorkson area. The board wants to meet Langley Township council to discuss this, and ensure that future school planning in Willoughby is better co-ordinated. This newspaper has argued, on many occasions, that the Routley site should be retained for school purposes. There will be a need for an elementary school west of 200 Street at some point in time. This argument, which was also made by many residents of the area, was not accepted by the previous board of education. It continued to work towards this land swap. The entire method by which the Routley decision was arrived at was shrouded in secrecy and there was no meaningful consultation with those most directly affected — parents of young children in the area who moved there because there were plans for a school in their neighbourhood. In the recent election campaign, Langley City Trustee Rob McFarlane pledged to look into the decision and see if it could be undone. This did not provide him with votes — the voters in the Routley area live in the Township. It was a reasonable pledge, made as a demonstration of good faith. Staff at the school district office have looked into the feasibility of reversing the decision, which is at an advanced stage. The property is the subject of a rezoning bylaw that was to come up at Township council for third reading Monday. That was delayed, as the matter was also on the Board of Education’s Tuesday agenda. School district staff have come to the conclusion that the needs of the Routley area are best served as part of a long-term facilities plan.This isn’t what area residents want to hear, yet is probably the only logical step, given how far advanced the redevelopment of the property is. The board must make every effort to fully communicate with all stakeholders about the long-term facilities plan, in open and wellpublicized meetings. It must ensure that parents of young children, not yet in school, are part of the consultations.

t’s difficult to tell how much the teachers’ strike is affecting students. It’s particularly hard to gauge considering the heavy spin typically employed by the parties in a labour dispute. We would like to believe the president of the Comox District Teachers’ Association, when he said last week that student learning is not being hindered. In Steve Stanley’s place, we would present the local branch of the BC Teachers’ Federation in the best, most responsible, light. Superintendent Sherry Elwood backed Stanley by saying student learning in the Comox Valley is at the same level as usual. A news release from the BC Principals’ and Vice-Principals’ Association, however, says that, “Phase one of the BCTF strike is having an impact on many students and families.” Teachers are not issuing report cards and many teachers are not participating in formal school activities outside the school day, the release said in a long list of ways the strike is affecting students. Teachers should not be blamed for withdrawing services during a strike because it’s the only real way a union can pressure management into taking its contract demands seriously. Comox Valley teachers, Stanley said, hope the withdrawal of some demands by the BCTF will jumpstart stalled negotiations. Dropping unreasonable demands that you never expected to get anyway is an ancient negotiating tactic to gain public support and entice management into relaxing its position. Education Minister George Abbott responded immediately by saying the revised contract demands were still unacceptable due to its current no-raise policy for public sector unions. This is either an arbitrary, inflexible government or one that is trying to stop bleeding red ink. Student found strength to move on Editor: With news of Superintendent Cheryle Beaumont leaving last Tuesday, I was taken back to a time when children were acting in a mature manner, and presenting viable solutions to their community, while adults belittled not just students, but themselves. I close my eyes and think of the many times I watched grown adults throw away their right to be role models, as those on both sides disgraced their side of the argument. Today, I see adults continue to hurl harmful words and claims at each other like they are still on the battlefields. I see people, frustrated at whatever they decide, try to blame every action of every person on their behaviour six years ago. I see people break confidentiality to gain press. I watch as adults choose to act in a manner that, if it occurred in my classroom, would be classified as bullying. I see people playing victim cards when they are adults who can make a difference. I see people using others to climb their own ladder. I see selfish people acting in a manner I would be ashamed to see from any of my students. But that is only one side. I acknowledge the frustrations, the emo-

tional responses and the hurt, but I will not deal with your negativity. The past has happened. You can dwell on it and allow bitter emotions to move into you heart. I just won’t have any part in it. I found a different perspective. Six years ago, I was introduced to politics, rhetoric and people who have poured their lives into mine. I took a step outside of my comfort zone. I gained new friendships and strengthened old ones. It was a defining moment in my life. I began to develop my own understanding of politics. I believe this quote from Vaclav Havel demonstrates what politics should be: “Genuine politics — even politics worthy of the name — the only politics I am willing to devote myself to is simply a matter of serving those around us: serving the community and serving those who will come after us. Its deepest roots are moral because it is a responsibility expressed through action, to and for the whole.” I began to desire a political change in Langley. I desired truth, justice, creativity, passion and joy. I hoped for engagement with communities, opportunities for growth

and, most importantly, I hoped that no one would ever have to agaion go through what happened six years ago. Our community is strong in Langley, I see it express itself daily through the connections we share. If we want change, we have to do it. Langley had a political change last week, and I think it is a good one, but feel free to make you own decision. Howard Dean said that “at every turn when there has been an imbalance of power, the truth questioned, or our beliefs and values distorted, the change required to restore our nation has always come from the bottom up, from our people.” So Langley, if you feel that there was an imbalance of power, that truth was questioned, or that values and beliefs were distorted, then be a part of the change. Engage in politics, be part of this community, we welcome you. But please stop trying to tell me that I haven’t gotten over what happened six years ago, because I found beauty in it. Can you? Long trains have big impact on community Editor: Re: “Long trains on the way,” (editorial, The Times, Jan. 12). VALTAC and many other individuals and groups presented information and anticipated this move to long trains coming through Langley. This scenario was questioned. But politics seemed to shut out common sense. If these trains are going to be super long, it has an impact on the viability and safety of the area. One stopped train could potentially interrupt all crossings in Langley City and many in the Township at once. How will the frequent interruption of traffic by trains affect synchronized traffic lights? There is likely to be constant mayhem. This issue cannot be overlooked by local municipal staff. But it appears there is little thought being given to the future. When the The

track through Langley was chosen as the route to the port, it was the height of folly. Almost 50 years later, it appears that nothing has been learned. It is obvious what has evolved. To accommodate this volume of rail traffic through an area that houses this many people, is a business and retail hub and features major roads and provincial highways is totally insane. The proposed overpasses will not be adequate to resolve the gridlock. The Roberts Bank Rail Corridor program is merely to appease. How can the councils of the two Langleys endorse such a plan? Whom do they represent — their citizens or the power broker status quo? Canadian Pacific Railway and Deltaport are private business entities, and have every right to seek out a good deal. But it appears that point is lost on local adminis-

trators. They were sold a pig in a poke, and have sold out Langley residents with their appeasement. The power brokers could care less about the inconvenience to Langley residents from long and frequent trains, as long as they achieve their own goals. Perhaps BC Conservative leader John Cummins had it right, when he told me, “They don’t give a rat’s ass about us.” That has been proven time and time again. Please be aware that many parents whom I have spoken to feel the same way as I do, and we are very concerned about what this means for our school district. Dear Ms. Johnson: I feel very misled by the recent press release and interview that you have done re: Cheryle Beaumont’s departure from the Langley School District. It seems as though your intent was to have the public believe that she resigned, when it fact, your board terminated her contract. There were many alternative ways to communicate this information. Simply standing behind your board’s decision would have been the simplest. Another alternative was to change the wording on the press release, and to have refused to comment to the press. I’m appalled that an elected representative would act this way. Could you please explain why the communication to the public was done in this particular manner? Kim Morgan, Langley

Farm subdivision opposed NATASHA JONES Times Reporter

A plan to build 67 homes on land currently used for farming came under fire from a string of speakers at a public hearing on Monday. The rezoning application has been filed by Wall Financial Corp. for 13.5 acres on the northeast corner of Glover Road and Highway 10, at 22415 72 Ave. The plan is to build coach houses on 18 of the 67 residential lots. Most of the property would remain as a farm. The public hearing began on Jan. 16, but most of that hearing focused on a proposal by nearby Trinity Western University and the Township to amend the Rural Plan for three properties that are also the subject of rezoning. These parcels are at 7645 and 7679 Glover Road, and 22423 Labonte Cres. Both proposals are related to the creation of a “University District” in the TWU area.

The majority of speakers opposed that application, and at Monday’s hearing there was little appetite for the proposal on the Wall property. The plan also involves transferring 52 acres adjacent to the Salmon River to the Township for conservation purposes. “This is not a generous donation to the Township,” Gloria Stelting told council. “There is no gain to the Township to own it.” Stelting was among many who warned of flooding in the lower regions of the property. Furthermore,Stelting said,rezoning “may lead to more city-style development in rural Langley.” The Salmon River flows alongside David O’Brien’s Fort Langley property. O’Brien spoke of his concerns of how the development would impact downstream properties. Like other speakers, he feared the ripple effect of building houses on farmland.

“This is just going to extend to all other farms of substance in the area,” he warned council. “It’s a mistake for council to consider this.” At the Jan. 16 meeting, council was criticized for violating its own Rural Plan which allows homes on 20-acre parcels. That concern was repeated on Monday by speakers including Bays Blackhall, who told council it would have been a good idea had council consulted the community first. Blackhall didn’t object to Trinity expanding, “but why have a Rural Plan if it’s not followed?” she asked, adding that for the past 40 years she and her husband have seen the environment “constantly under threat.” Speakers told council of their concern that the development would increase traffic. Some wondered which school children would attend.

It’s about 800 times the amount on a field so it’s an efficient and green way to produce high quality produce,� Krahn told Township council Jan. 16. That is why they are asking the Township to amend its Temporary Farm Accommodation bylaw to make it easier to house workers from foreign countries. SunSelect Produce Inc. and Creekside Hot House want to build modular housing on their properties for temporary foreign workers to live in while on contract. The workers are brought in on contract from countries such as Guatemala and do not have the right to become permanent residents or permanent workers in Canada. They return to their home countries once their work is completed. Farmers are only allowed to hire foreign workers once local employment is exhausted. Currently, the owners at SunSelect are finding rental accommodations for their workers in Aldergrove and are transporting them to and from their farm everyday, something Krahn says is “inefficient for them and for us.� “It would help us a lot because we could then house them on site, it’s more efficient and it’s generally safer for them as well,� he added.

TransLink has boosted rush-hour bus service on selected routes. Passengers from Cloverdale and Langley are seeing more buses and fewer full ones passing them by on the #320 Surrey Central/Langley and #502 Surrey Central/Aldergrove routes along Fraser Highway. Spokesman Drew Snider said the decision by area mayors and the province to increase the gas tax two cents a litre on April 1 allowed TransLink to add extra service in December, rather than waiting until next spring. “We know we’ve got that funding coming through next year,” he said. “We were able to advance some of that from our reserves and push ahead with areas that sorely need it — some U-Pass routes and some of the routes in the South-of-Fraser area.” See www.translink.ca for details.

Langley man arrested in Chilliwack crash Pickup truck that took out power line was stolen ROBERT FREEMAN Black Press

A Langley man was picked up by police, after a pickup truck fleeing police in the Promontory area of Chilliwack in the early hours of Jan. 11, crashed into a BC Hydro transformer box, knocking out power to more than 1,400 customers in the area, tore up residents’ lawns and punched a huge hole in a house in the 5400-block Teskey Road. Chilliwack RCMP said the white 2005 Ford F350 pickup was reported stolen in Clinton, B.C., and that a 32-year-old Langley man arrested as he walked away from the area “has been linked”

to the stolen vehicle. Police are still looking for a second man involved in the incident, which began with a report of “suspicious activity” by two men in the 5000-block Teskey Road and Bridleridge Drive at about 3:30 a.m. The pair was seen backing up a pickup truck toward a trailer parked in the rear of a residence. But for some reason, the pair suddenly split up, one leaving the area in the pickup and the other leaving on foot — without the trailer. After the call to police, an RCMP officer spotted the white pickup and pulled the driver over on Sylvan Drive. But as the officer got out of his cruiser, the driver suddenly gunned the pickup and took off “at a high rate of speed,” RCMP Cpl. Tammy Hollingsworth said. The next time police

saw the pickup it had crashed into Brendan Kurtz’s house, coming to rest in his back yard. “In the middle of the night, we heard a huge bang,” Kurtz said. “I looked out my back window and saw a Ford F350 diesel truck sitting in my back yard.” He said the truck apparently careened off the side of one house, punched a 4’X10’ hole in his basement wall, and came to rest at a “peculiar” angle in his back yard. Kurtz was remarkably calm about the whole episode, saying he was just grateful no one was injured. Hollingsworth agreed, adding that the RCMP investigation continues and “will hopefully lead us to the other man responsible.” Anyone with information is asked to call the Chilliwack RCMP at 604-792-4611 or Crime Stoppers at 1-800-222-TIPS.

Several residents spoke of the need for traffic lights at 232 Street and 72 Avenue, an intersection at the south end of the Highway 1/232 Street interchange, which is one of the highest crash sites in the municipality. Ed George, a Langley resident representing the B.C. Wildlife Federation, noted the development’s plan to restore wildlife areas. “If we don’t screw it up we don’t need to restore it,” he commented. Referring to air, water, shelter and food as basic necessities for survival, farmer Brian Anderson spoke of the threat to farmland. “If we continue (to develop it) we will erode it away. Where will your next meal come from?”

He said that both proposals raise serious concerns about flooding, and urged council to allow nothing until a “stringent and rigorous analysis” on the impact on farming is done. Representing the Fort Langley Farm Preservation Group, Anderson noted that the development fails to mention the net benefit to agriculture. “This is spot zoning that will clearly reduce agricultural viability,” Michael O’Brien said, adding that he has heard nothing about a plan to mitigate runoff from increased flooding. And runoff has increased, said O’Brien, adding that low areas on his farm have increased over the years to the point where it’s possible to drive a tractor there only one or two weeks in the summer.

Frank Cox of Fort Langley urged council to reconsider the proposal. “What we are looking at is a very small tip of the iceberg,” he said. “I think we are looking at a very small part of what is to come.” Rhys Griffiths of the Langley Field Naturalists and the Salmon River Enhancement Society said that both organizations foresee damage to fish and wildlife as the “inevitable result” of the proposed developments, particularly the Wall proposal. The hearing is now over. Council will consider third reading at its Feb. 13 meeting. Normally third reading would be considered at the next regular council meeting, but council agreed to delay it a week.

BCTF likely helping to pay accused teacher’s legal bills The union that represents B.C. teachers is likely paying at least a portion of the legal bills of the Langley teacher charged with molesting an under-age male elementary school student. As a member of the B.C.Teachers Federation, 57-year-old Deborah Ralph has the right to apply for union-funded legal assistance in defending herself against criminal charges. When contacted by The Times, a BCTF spokesperson declined to confirm if Ralph was receiving assistance, citing privacy concerns. The union also refused to comment on the case for the same reason. However, the union official noted that any accused person is entitled to the presumption of innocence until proven guilty, and did confirm that members can ask the BCTF to fund their legal defence when the charges are considered job-related. Such requests are considered on a case-by-case basis, and there is a limit set on the amount the BCTF will pay. Since the in-house lawyers employed by the union special-

ize in labour law, outside criminal lawyers are hired when defence funding is approved for a BCTF member. Ralph is charged with one count of sexual assault and one of sexual interference of a person under the age of 14, a student at James Kennedy Elementary in Walnut Grove, where she taught from September 1987 to June 2010. The teacher is being defended by Janet Winteringham, a highprofile Vancouver lawyer who was on the prosecution team which obtained guilty pleas from two BC Liberal government aides charged with corruption in connection with the $1-billion sale of B.C. Rail. Ralph was suspended with pay after she was charged in November, one day after the former student went to police. No date for her trial has been set yet. Her next scheduled court appearance was on Jan. 20, a routine arraignment hearing that Ralph was not required to attend in person. Langley teachers who are acquitted of sex-related charges are covered by a section of the union agreement with the school district that refers to “falsely accused” employees.

It provides counseling for the teacher and their family, a leave of absence with pay until a return to work can be negotiated and “providing, upon request of the employee, available factual information to the parents and students involved with the false accusation.” The Langley school district announced it would review the way it handles sex abuse allegations after a Langley Fine Arts teacher was acquitted in 1998 on charges of improperly touching four female students in a school darkroom. In finding Garth Jeffries Douglas not guilty on all counts, Judge Norm Collingwood declared the touching “nothing more than accidental or innocent contact” and called the way school district managers handled the matter “disgraceful.” Collingwood condemned district administrators for playing detective for over a month by doing their own interviews of alleged victims, rather than calling in the police right away. The judge said the “plethora” of interviews and statements were taken by school administrators with no training in the “delicate” task of interviewing complainants in sex-related cases.

Housing market looks forward to 2012 The new year brings with it new expectations and new trends. This is true in the housing market as well, and Cristy Edmonds, Vice-President of Sales and Marketing for Fifth Avenue Marketing, has a few ideas in mind for 2012. “It will be a good, steady year,” she says. “It’s been a busy January already.” With mortgage rates at a historical low, there is still a steady supply of people moving into Greater Vancouver. “We have the benefit of the international market,” Edmonds says. Buyers from all over the world are eager to purchase a home in the Lower Mainland, but one big change that Edmonds expects to see is more end users purchasing property, instead of the speculative buyers that have historically owned homes.

She also expects to see some amazing developments going on sale this year. “You’ll see smarter, more experienced developers bringing projects to market,” she says, adding that because buyers are more design-savvy than before, they won’t accept inferior design. “This is a very sophisticated real estate market. A lot of developers have done a really good job and raised the bar.” Compared to other markets in Canada, Vancouver buyers are looking for something much more high end. “In Calgary you still get lower-end products like (linoleum) flooring, while Vancouver is more sophisticated, with granite and hardwood,” Edmonds says. “Design shows (on television) have contributed to this. They want the best of the best.”

public notices Renewal Initiative for the Business Improvement Area in Fort Langley Responding to an initiative of the Fort Langley Business Improvement Association, it is the intent of the Corporation of the Township of Langley to renew the Business Improvement Area (BIA) in Fort Langley pursuant to Sections 210 through 219 of the Community Charter. The purpose of the Fort Langley BIA is to help local business people and property owners to upgrade and promote the downtown business district to improve its economic viability. The Business Promotion Scheme proposed to be undertaken includes joint marketing, physical improvements, event co-ordination, and research studies. The BIA is to be funded by a levy on the commercial properties only (BC Assessment Authority Class 5 and Class 6) in the Designated Area, as shown in Map 1. The estimated total cost of the work is $273,420 over five years, to be allocated as follows: Year Proposed Maximum Annual Budget 2012 $51,500 2013 $53,045 2014 $54,636 2015 $56,275 2016 $57,964 2012-2016 Total $273,420 BC Assessment Authority Class 5 and Class 6 property owners in the Designated Area will pay 100% of the cost during this period. Based on the 2012 Completed Assessment Roll, the estimated levy would be $1.361 per $1,000 of assessed value. However, the actual BIA levy will be calculated in May utilizing the 2012 Revised Assessment Roll, and therefore, the charge may change slightly due to any revisions in assessed value. The BIA levy will be included on the 2012 Property Tax Statement for BC Assessment Authority Class 5 and Class 6 commercial properties in the Designated Area and must be paid in full by the property tax due date. The collection of the Fort Langley BIA levy may proceed unless the Township receives written opposition from a majority of BC Assessment Authority Class 5 and Class 6 commercial property owners representing at least 50% of the total assessed value of the commercial parcels within the BIA Designated Area within one month of the publication of this notice. During winter snowstorms, municipal staff work diligently to deliver defined levels of service. Service is provided during severe and potentially dangerous weather conditions. Sometimes our best efforts can be delayed due to challenges beyond our control. Here are some ways you can help us get the job done: • Remove vehicles parked on the road in front of your property so that snowplows and sanders are able to complete work. • Avoid driving or delay driving whenever possible until the snowfall slows or stops entirely. Reduced traffic provides municipal vehicles an opportunity to clear the roads. • Do not attempt to stop municipal vehicles that are sanding, salting, or plowing. All requests for service must be made by calling 604.532.7300. • Place garbage cans and recycling boxes on the sidewalk and/or boulevard. Remove them as soon as possible after they are emptied. Garbage and recycling services can be impacted during severe storms. • Place snow shoveled from your sidewalk and driveway onto your lawn to the right of the driveway. This will prevent plows from

plowing snow back into your driveway. • Avoid pushing shoveled snow onto the road. As plows push to the right, snow will be pushed back into your driveway. Public and vehicular safety is compromised when snow is pushed or shoveled onto roads. • Clear snow from the sidewalk adjacent to your property as soon as possible. This is the responsibility of all property owners. • Clear any curb-side catch basins in front of your property so that water produced by melting snow flows into the basins and not into your driveway or house. • Children and pedestrians are advised to walk on the left side of the road, facing traffic, so they can see, hear, and avoid plow equipment and general oncoming traffic. • Advise children against building snow structures in snowbanks at the side of roads as children may be injured by the equipment widening the travelled road lanes. • Advise children against playing sports on the road when roads are being sanded and plowed. This causes hazards for municipal vehicle operators and other motorists as

stopping distances increase with poor road conditions. Private contractors providing snow clearing for parking lots shall ensure that all snow plowed on a private or public parking lot remains on the originating lot. At no time should the snow be pushed out onto a public roadway or boulevard. Where snow cannot be plowed onto the originating lot, snow must be removed to an approved dump site. Clearing and maintaining our municipal roadways during a snow storm event takes time and planning to achieve the greatest benefits from our available resources. ‘Something that will be with us forever’ Langley coach reflects on team’s trip to Uganda GARY AHUJA Times Sports

S

eeing the living conditions of kids the same age as his son and his teammates made it hard for Dean Cantelon to keep his emotions in check. “For me, personally, it was hard to take, but you can’t be sad because these boys are happy as to what they have,” he said on Tuesday, two days after returning from Uganda. Cantelon accompanied the Langley All-Stars baseball team on a weeklong tour of the African country. Langley, the Canadian Little League champions, is made up of 11, 12 and 13-year-old baseball players. The team was supposed to face Uganda in the opener of the Little League World Series in August, but the Ugandan players were denied visas to enter the United States, due to discrepancies in their paperwork. After hearing about their plight, Vancouver’s Ruth Hoffman came up with the idea to send the Langley team to face Uganda. It was organized by Right To Play, a

Major League Baseball players Jimmy Rollins and Derrek Lee, as well as Sportsnet baseball analyst and former player Gregg Zaun, were also on the trip as guest coaches. They organized baseball clinics for the Ugandan youth. Uganda did beat Langley 2-1 when they played, while the other two games saw the teams mix their players. When one of the Ugandan players took the Langley team on a tour of where he lived, Cantelon called it an “eye opener.” The boy lived in a 10x10 foot unit with his entire family in a slum. There was no electricity, no water supply and no toilets. “It was really tough,

you had to keep the emotions in,” Cantelon said. What really touched Cantelon was the boy’s grandmother presenting the entire team with bracelets. “Even though they come from very little, they were very kind and caring,” he said. “And they want to give, even though they don’t have a lot. “When the boys saw that, it was definitely an eye opener for them.” On the ball diamond, the Ugandan youth were just like any other kid their age. “You see them out of where they reside, they are so upbeat, happy, you just wouldn’t know where they come from,” Cantelon marveled. “They are just upbeat, happy-go-lucky kids.”

Cantelon said he was impressed by the Ugandans’ skill on the ball diamond. “It is amazing to see ... they come from very little, but just looking at them, they are able to prosper and develop as not only ballplayers, but as human beings,” he said. Seeing the living conditions made Ken Dubois appreciate home even more. “In the slums, there is garbage everywhere and it doesn’t smell very good,” he said. “They have to live with that I couldn’t handle that.” Dubois said what he took away from the trip was “seeing what they deal with everyday.” Cantelon doesn’t expect the memories of the trip to ever fade. “It will be something that will be with us

probably forever,” he said. “You hear about it, you see it on TV, but it just doesn’t sink in unless you are there to see it firsthand.” Filmmaker Jay Shapiro will include footage from the Langley team’s trip in Opposite Field, a documentary

chronicling baseball in Uganda. Sportsnet was also on the trip and they will air a 30-minute documentary in March. The mission also included raising money to construct a new baseball field closer to the players’ homes in Uganda, starting an educational scholarship

fund and creating a travel fund to help send future Ugandan teams to international tournaments. The fundraising goal to cover the cost of the trip as well as creating the legacy funds is $155,000 and just over $18,500 remains to be raised to reach that amount.

It’s time for government to invest in schools, teachers and kids again.

Mixed reactions to removal of hitting from hockey GARY AHUJA Times Sports

While bodychecking has been given a permanent game misconduct at the recreational level, the Langley Minor Hockey Association voted against the new resolution. “It has been a hot button issue,” admitted LMHA president Kevin Green. “We were in favour of keeping bodychecking as the status quo.” Delegates representing the Pacific Coast Amateur Hockey Association, which is made up of 42 member minor hockey associations, voted 123-39 in favour of the ban, which takes

effect for the 2012-13 hockey season. The vote was held on Sunday at a general meeting held by the PCAHA. LMHA voted against the resolution based on parental Kevin response to a survey they issued to the association’s approximately 1,200 members. Green said 545 responded with mixed results: 52 per cent wanted to keep hitting in the game while 46 per cent favoured its removal.

“The membership in general was in favour of it, so we voted against the resolution,” he said. Hockey Canada prohibits bodychecking below the peewee (11/12) level and in Green female hockey. lmha president Various other jurisdictions further restrict bodychecking at other age or competitive levels. The new rule will restrict hitting to only the rep hockey level for peewee, bantam and midget.

Green said the LMHA would have preferred to offer two levels of C, or house hockey: hitting and non-hitting, like some other leagues have done, but is not offered in the Fraser Valley. He proposed that at the meeting, but was quickly shot down. “The best option for us was the creation of a non-bodychecking division,” Green said. “We thought that would give people the choice.” Green has received some feedback from Langley parents on the decision and it has been negative. “I have had a few very angry emails about the decision,” he

said, adding it is not a huge sample size, however. Quite a few of the midget (15-17) players are upset. “For a lot of them, (hitting) is why they like to play,” Green said. “It is part of the game for them and a lot of them have threatened not to play next year and that is my big concern, that our midget division is going to seriously decrease in numbers because of the decision. “We don’t know; obviously time will tell.” George Olson has a 14-year-old and a 17-year-old in the sport and he is concerned the new rule will affect the quality of play. continued, PAGE 39

“I think this ruins the game,” he said. “A team only needs one good skilled player now; a kid is just going to dangle all the way, end to end and not pass it and just score. “It takes away a lot of passing; bodychecking is a real leveler in the game.” Another problem he sees is that it will be hard for a player to try out for the rep team once if they don’t make it right away. He said his younger son was hoping to try out for the rep midget team in two years, after getting one year of midget under his belt. “Once a kid is in house, if they don’t make it one year, they will never make it again because the game is so different with the hitting and they are not doing any hitting in the house league,” Olson said. “Those kids that have aspirations of trying to get better and move up to rep never will.” On the other side of the argument is Donna Guay, who has three boys, ages 7, 8 and 14. None of them currently play the sport, but she said they may be inclined to with the new rules. Guay’s husband used to referee minor hockey in the Lower Mainland so she has seen the size discrepancies among players. “Really, their bodies aren’t developed enough and I think it is a safety issue,” she said. “Every kid is different. I look at my 14-year-old compared to other 14-year-old boys and he is smaller compared to some of his counterparts. And if he were to play hockey, and have some 180-pound 15-year-old boy slam him ... it is going to hurt.”
