Many years ago, during the Dark Ages, one of my earliest sales managers made a very interesting comment to me. He said,” Stew, you’ve got to remember that ‘Liars can figure, but figures can also lie.’” In other words, don’t necessarily believe everything you see or hear. I was reminded of this when one of our realtors showed me a recent report from Urban Futures entitled, “Averages & Anecdotes: Deciphering Trends in Real Estate Prices, Part 1” a very thought-provoking report without the slap on the side of the head impact that my old sales manager used to have. Urban Futures looked at some comments in a press release from Gregory Klump, chief economist of the Canadian Real Estate Association in a press release that CREA had issued, which stated that the national average of real estate prices had risen 8.9% on a year over year basis at the end of March 2011. Mr. Klump stated that,” there had been a record number of multi-million dollar property sales in Richmond and Vancouver West which had pushed up average prices for Vancouver, British Columbia and nationally”. He further stated that, “if Vancouver is excluded from the equation, the national average price increase is cut by more than half to 4.3 per cent.” WOW!! Look at that statement again. What a tremendous effect that Vancouver house prices have on the rest of the country. One could be excused for thinking that the 8.9% average increase is a lie. But it’s not a lie, it’s the truth. It’s just so distorted by Vancouver that it’s not relevant to someone who doesn’t live in Vancouver. With the assistance of Landcor Data Corporation, Landcor and Urban Futures was able to segment the sales price data for Vancouver into quintiles. There’s a word we all use everyday. Quintiling involves ranking all sales from lowest to highest and then creating five price groups, that each contain an equal number of sales. Thus, each price group would contain 20% of the total sales. Considering the top quintile for detached homes, the average price in Vancouver of these top 20% of sales was $1,690,000, twice the average price in Vancouver of $810,398. The average sales price of the other four quintiles was $591,092, which, Urban Futures suggest, might be more representative of what most people would be purchasing. A similar analysis of the condo/ apartment market revealed a similar situation. So, in summary, Urban Futures findings were similar to CREA. CREA found that removing Vancouver data from the national data reduced the average price increase in housing prices by 52% (from 8.9% to 4.3%). By removing the most expensive quintile from the Lower Mainland data, Urban Futures found that the average price in Vancouver might actually be 27% lower ($591,092 vs. $810,398) in the price range that most of us live in. So, is someone lying to us? No, I don’t think so. But I think my old sales manager was trying to teach me the same thing that Urban Futures is trying to illustrate. A Vancouver lawyer has been appointed as an independent special prosecutor to review an RCMP investigation into allegations against Langley Township Mayor Rick Green. David Crossin was appointed by assistant deputy attorney general Robert W.G. Gillen on June 7 to review the RCMP report to Crown prosecutors on investigation into “events alleged to have occurred in September 2010,” said a written statement released Wednesday by the Criminal Justice Branch in Victoria. “Given the position of Mr. Green, as well

as the complainants and potential witnesses involved in the case, Mr Gillen concluded that it was appropriate to appoint a special prosecutor,” the statement said. Crossin will make “the charging decision he deems appropriate in the exercise of his independent prosecutorial discretion [and offer] such legal advice as is necessary to the police in the event that further investigation by them is required,” the statement said. If he decides a criminal charge or charges is warranted, Crossin will handle “the prosecution and any subsequent appeal.” Special prosecutors are appointed in cases when there is a significant potential for

“real or perceived improper influence in the administration of criminal justice” the statement added. The RCMP probe, revealed in January, concerns comments the mayor made relating to Brownshak Developments. Green revealed that in 2009 he had received an anonymous letter and copies of corporate records relating to Brownshak. He claimed that these documents might support allegations of improper conduct by Brownshak and its principals, who were the wives of realtors Joel Schacter and Bob Bailey, and of MLA Rich Coleman and Township administrator Mark Bakken. When the Brownshak issue first came up

in 1996, then-Conflict of Interest Commissioner Ted Hughes found that allegations of conflict against Coleman (referred to in the literature received anonymously by Green) were without foundation. In 1997 and 2010, the Township’s legal counsel reviewed the Brownshak matter and found no wrongdoing by any of the parties. Green has denied any wrongdoing. On June 13, Township council turned down a motion by Councillor Charlie Fox asking for an update into the progress of the RCMP investigation. - with files from Natasha Jones

There are two key issues and three parties at the heart of the application to rezone land in the Routley neighbourhood of Willoughby. One is the land exchange agreement between the Township, Langley School District and a developer, and the other is the disputed argument that not enough children live in Routley to warrant a new elementary school. As part of a threeway exchange, the school district would acquire a 5.46 acre site at 20626 84 Ave., in the Yorkson neighbourhood. Owned by the Bains Group, the land has been

identified as a future school site, anticipated to serve Willoughby as it continues to grow. That site is four blocks from the Lynn Fripps Elementary school currently under construction at 210 Street and 83 Ave. in Yorkson. The Township owns 8.19 acres at 200 Street and 70 Avenue. If the townhouse proponent is successful with the land exchange agreement with the school district, the park will be developed away from the major arterial and be built adjacent to 198A Street. That land is approximately five blocks from Langley Meadows Elementary. In October, 2010, the Ministry of Education approved the land

swap. The Ministry of Education is the third party, and plays a pivotal role in the Routley situation as it has the final word on a school being built there. Addressing council in his broken English, Jim Wan Kim said, “We don’t want this land swap. Please consider this issue and please show the example to our kids that this is a democratic country.” Manuella Coumbias said that the homes on 70 Avenue belong to “an amazing group of people” who feel betrayed by the removal of the school from the plans. “They (the Langley board of education) don’t care . . . so we are looking to you to help us,” she said. Trevor Bourne raised the issue of safety for drivers and pedestrians. He and Robert Glover both said that they will move their families if a school is not built on the land. Joyce Zhou said that she called the Township’s engineering department about the status of the land before she moved into Routley four years ago. “They were very clear that it was going to be a park and school,” she said, adding “we had high expectations but now are very disappointed.” Dale Kooyman opposes the develop-

ment, but was the only resident to suggest options should the application proceed. Kooyman suggested that the townhouse density be decreased, and that the parking arrangement in the subdivision be improved.

s Canada marks its 144th birthday on Friday, it’s worth giving a little thought to this country of ours. Canadians aren’t as unabashedly patriotic as some other nationalities. There are some good reasons. The country was founded by people of English, French, Scottish and Irish backgrounds, and many of those founders (and their descendants) were and are modest by nature. They came to a wilderness that was the longtime home of a wide variety of aboriginal people, all of whom had unique and fascinating cultures. Early Canadians, native and non-native, often endured unbelievable hardship to keep their families alive in a land that could be brutally harsh. Others, particularly those who lived in this part of Canada, enjoyed in a milder climate with abundant resources. While some native people and early settlers clashed, many others lived in harmony. It remains one of Canada’s unresolved challenges to ensure that the descendants of those native people whose families have been here for thousands of years are treated as full and equal members of Canadian society. Some strides have been made — more are necessary. Other than the native people, everyone who lives in Canada today is an immigrant or descendant of an immigrant. This is one of the great strengths of this country. Most of its citizens or their ancestors have come from elsewhere. They came here for opportunity. With hard work, they got chances that were often denied to them in their homelands. Canada continues to be a nation of immigrants, and this is one of its greatest virtues. Immigrants are welcomed here, in a land where nationality and background are no longer barriers to opportunity. It is instructive that so many immigrants have been very successful in Canada — starting new businesses, ensuring that their children have good educations, and giving back to the community and the country. Canada Day, being celebrated at both Fort Langley and McLeod Park, is an opportunity to reflect on the rich heritage and bright future of Canada, which remains a great place to live.

t’s hard to believe Canada’s flag was once the subject of contentious and divisive debate before it was adopted in 1965 to replace the venerable Red Ensign. It has now become one of our most beloved symbols, and it’s one of the most recognized flags in the world. In fact, travellers still abide by the rule of thumb that when venturing to difficult lands, a Canadian flag sewn onto a lapel or backpack will enhance their safety. But it almost didn’t happen. When Prime Minister Lester Pearson decided it was time for Canada to have its own distinct flag, the leader of the opposition Conservatives, John Diefenbaker, would have none of it. Despite clinging to a slim minority government, Pearson persisted. A committee was formed, designs commissioned then discussed, and the rest is history. But in and of itself a flag is just a graphic design. It’s how a country’s citizens see themselves, and how they carry themselves in the world, that imparts a flag with meaning. In that regard, George F.G. Stanley’s design, an 11-point red maple leaf on a field of white bracketed by two red bars, has been an overwhelming success. Today, when the Maple Leaf flutters in the breeze, we think of an expansive land of disparate natural beauty, populated by welcoming, tolerant, hard-working and fair-minded people. We feel pride as a place of peace. We value and celebrate the various cultures that have found their way to us. We revel in our role as an international underdog, in diplomatic and athletic pursuits. We’re humble to a fault. As a statesman and diplomat, Pearson likely already knew all this. That’s why he felt confident enough to press on, risking his government. HST a net benefit to farmers Editor: As an organization that represents thousands of farmers and ranchers from across the province, the B.C. Agriculture Council (BCAC) is clearly and unequivocally in favour of retaining the HST, and not going back to the archaic dual tax system of the GST plus PST. It would appear from the statements coming from both the FightHST group and more recently from the BC NDP, that both groups do not appreciate that B.C. farm businesses have benefited from the implementation of the HST. Of particular concern is the ongoing messaging that the HST is somehow a massive tax shift from “big business” to families and small businesses. Do B.C. farm families who run small businesses not count in this equation? They certainly do benefit from the HST, and would like desperately to keep it in place. The reason we say “desperately” is because the sector is hurting. This reality is reflected in Statistics Canada numbers, which show that B.C. agriculture has been in negative net farm income territory for five consecutive years. While the overall annual benefit of the HST, an estimated $15 to $20 million to agriculture’s bottom line, makes up only a portion of the loss in farm income, it is the first substantively benefi-

Hard to believe promised HST reduction Editor: It’s interesting to listen to the proHST radio advertisements. One of them states that the anti-HST forces are trying to pull the wool over our eyes and another has people stating that they have no reason to not believe that the government wouldn’t stand behind the current legislation to reduce the HST to 10 per cent. This ad is supposed to make you think that the HST is being reduced as soon as the Liberals are re-elected. The Liberals are the ones who said that the HST was not on their radar, but as soon as they were re-elected — it was full steam ahead on the HST. In recent pro-HST radio commercials, the only wool that is being pulled over our eyes is the wool pro-HST is using.They imply that

the HST is being reduced to 10 per cent (and they make it sound like it happens immediately after the current governing party is reelected).This is very deceptive. The reduction may or may not take place, as we have not yet had an election. Keep in mind, if the reduction does in fact happen, it will not be this year. In 2012, it is supposed to go down one per cent. It won’t be 10 per cent until 2014, if ever. It is not happening immediately, and it may not happen at all. The plan to reduce the HST to 10 per cent depends entirely on the next provincial election. The referendum may play a role, but if the current government is brought back into power, they may or may not proceed with the reduc-

tion to 10 per cent, as promised. Legislation can be changed, as we know. They can promise until the cows come home, but as soon as they have achieved power as the next government, they can change anything they want.That’s what we saw under the previous Gordon Campbell government. It had no plans to bring in the HST, but once the 2009 election was over, the HST was implemented. Do you really think that our current government, after that example was set, will ensure that the HST will be reduced to 10 per cent by 2014? The spin doctors have been hard at work to confuse us. D. Neighbours deserve quiet late in evening Editor: It is that time of year again when the weather is getting warmer and people like to entertain outside. I just want to remind people to be considerate of their neighbours. We have lived in our home for 23 years now and we have had many different neighbours. We have one neighbour with a hot tub bar area, and they entertain a lot, as often as four nights a week. Our homes are close together and we have four neighbours on our fence line. I like to sleep with my window open, but can’t because of the loud noise coming from one neighbour. Our bedroom window

And this goes on all year long. In the winter, they are outside, as there is an outdoor heater. I don’t begrudge anyone from entertaining outdoors from time to time. You should be able to have fun. I just ask that people be considerate of neighbours, and take the party indoors after a certain time. Editor: Re: “Tax cars, not income” (B.C. Views, The Times, June 15). Tom Fletcher can nitpick all he wants about the proper identification of the government’s July 2010 tax increase on private vehicle sales. As an alternative, maybe his beloved government should have considered rescinding the dealer tax on used vehicles. Most people buy used cars and other used products because they can’t afford to buy new. In reality, this is just another tax that hits those who can least afford it. After slogging through all the statistics, graphs, and pie-charts concerning the HST, one thing struck me: The province raises 14 per cent of its money from the HST, 14 per cent from personal income taxes, and only four per cent from corporate income taxes. The province spends 42 per cent of its revenues on health and 27 per cent on education. Corporations benefit greatly from an educated and healthy workforce. It reduces their training costs, and unlike companies in the U.S. they don’t have to shell out huge amounts for health insurance. That in itself provides a big cost advantage for B.C. companies. So why aren’t these companies paying their fair share? Over the years our government has increasingly catered to the values of Wall Street and Madison Avenue. You know — those buzzing little stick people on TV. Now, if only it could rediscover Main Street. Mike Divine, New Westminster

NAME CHANGE SUGGESTED Editor: While the Langley Reunification Association (www.onelangley.ca) may be seeking an independent study, the name of the association and website seem to have the predetermined objective of reunification of the Langleys. As a 30-year resident of the City, I would not like to have the City drawn into the fracture and discord characterized by the current Township council. Although the Township has very successfully developed into a large urban area, I would not like to see the City become another Willoughby. Hence there are a few things for City residents to consider. And while Eric Bysouth and Jacob de Raadt deserve a great deal of respect and commendation for their contribution to the communities, both have been previous long-term residents of the Township. This could give the appearance of bias. Let’s rename the association and its website and find more long-term residents of the City to participate to create more balance. (Membership is only $10). Have you ever seen a raccoon yawn? Did you known that baby skunks can start spraying when they are only eight days old? I was surprised to learn some of these facts, and yes, I actually did see a raccoon yawn as we were photographing it while visiting the Critter Care Wildlife Society (CCWS) on 216 Street recently.

The CCWS was founded in 1984 by Gail and Richard Martin, who started this work in their home. During the first year, 33 critters were released back into the wild. In the following years, after 360 animals had been rescued, they moved onto a five acre plot adjoining Campbell Valley Regional Park.

Critter Care only works with wild mammals and the facility is not open to the general public. During any given year, CCWS receives a wide variety of animals. Black bears, coyotes, beavers, river otters, skunks and squirrels among them. They recently rescued a batch of bunnies that are so small that a startling sound could cause a fatal heart attack. Though their goal is to release the animals, the society hs a few pesky critters that won’t leave. Ms. Kitty, the raccoon has been at CCWS for 10 years. She suffers from epilepsy, preventing her from returning to the wild. But she’s no moocher– she earns her keep by caring for some of the annual raccoon orphans, though she can be quite picky with her choice of babies. Another resident happens to be the mascot of

Spring always means babies — lots of them.This year is no exception. Volunteers are always needed at CCWS. This could involve gardening, painting, fund-raising, marketing, public education, food prep for the animals, laundry, (otters go through a lot of blankets), construction and other tasks. Donations are always welcomed, whether it’s cash or items such as blankets, towels, food, cleaning supplies and tools. Often, someone is needed to pick-up a new litter of baby skunks or squirrels from a local S.P.C.A. In general, the public should be aware of how Mother Nature works. For example, finding a litter of babies in a forest, does not necessarily mean they have been orphaned or abandoned. The mother might be off foraging for food. “Keep them under observation for up to 24 hours before attempting to intervene,” Val said. On Critter Care’s website, clear guidelines are provided about what to do when you find a mammal that is sick, injured or possibly orphaned.

The long-delayed Evergreen Line to Coquitlam could be back on track and under construction soon after a meeting between Metro Vancouver mayors and Transportation Minister Blair Lekstrom. The minister said he’s optimistic a short-term deal will be hammered out swiftly. But he offered few specifics of how residents will likely pay more to fund the project, saying he didn’t want to predict which mechanisms mayors will opt to use. The project has been stalled for months but the mayors — who control tax hikes for TransLink — say they’re close to a new agreement with Victoria to ensure the 11-kilometre SkyTrain extension proceeds. “We’re going to find a solution to this,” Lekstrom predicted, adding he wants both a short-term agreement to launch the Evergreen Line as well as an understanding on longer-

term funding sources for more distant projects, such as rapid transit line extensions in Surrey and along Vancouver’s Broadway corridor. “We don’t want to have to go through this again next time there’s a project,” Lekstrom said. “We’d like to know there’s a funding model in place that the mayors’ council and TransLink can deal with it and get on with what we need here in Metro Vancouver.” The region’s mayors voted at a closed-door meeting Tuesday morning to submit a proposal on funding TransLink’s $400 million share of the line. Mayors’ council chair Richard Walton, mayor of the District of North Vancouver, said he won’t reveal any details until an agreement can be confirmed with the province. “It was an in-camera meeting,” Walton said. “We’re negotiating with another level of government.” But Walton confirmed there are no new funding sources for the Evergreen Line, meaning

the mayors are limited to some combination of higher property taxes, fuel taxes or a new annual vehicle levy in the short-term. Mayors last fall blocked a proposal from TransLink to fund the Evergreen Line construction share solely from property taxes. Other funding sources, some of which would likely require legislative change, would be made available for other TransLink projects and requirements over the long term. Lekstrom confirmed a second regional carbon tax that would apply only in Metro Vancouver is one of the possible options for the long term. “That’s been part of the discussion,” he sad. “It is one of the options in the pool of options that I’m sure we’re going to entertain in the long-range discussion.” The mayors council has also pressed for powers like road pricing — essentially applying tolls on not just bridges but major arteries throughout the region.

MP to chair environment committee Mark Warawa, Conservative MP for Langley, was elected as chair of the House of Commons standing committee on environment and sustainable developments last Wednesday (June 22). “I am very pleased with the being elected chair of the

environment committee,” said Warawa. “The committee is responsible for providing the reports that will guide the decisions of Parliament.” The committee consists of 12 MPs from different parties. Warawa will lead the commit-

tee in developing a plan for its fall agenda and is looking forward to a productive session starting in September. It could include the continuance of the legislative review of the Species At Risk Act and a review of the Canadian Environmental Assessment Act.

President lauds federal government for new policies

CHBA ‘extremely pleased’ with budget The Canadian Home Builders’ Association is praising the federal government for its newest budget. The “budget provides a responsible transition from stimulus spending towards creating the conditions that will renew private sector demand and job creation,” says CHBA President Vince Laberege. The new budget, tabled on June 6, includes several measures that will benefit the homebuilding industry, including support for the EnerGuide Rating System and green initiatives in home building such as CHBA’s R-2000 program, which builds homes to strict energy-efficient requirements, indoor air quality and environmental responsibility. “We are extremely pleased that (Finance Minister Jim) Flaherty has chosen to

maintain momentum among homeowners for improving the energy performance of their homes,” says Laberege. “This is an important and practical initiative that can rejuvenate our existing housing stock, reduce energy bills and reduce greenhouse gas emissions.” He also lauded the government for its commitment to municipal infrastructure investment, saying “governments must recognize that infrastructure can no longer be financed through the mortgages of new home buyers.” The CHBA also announced that it plans to work with the government to ensure that policies will support housing affordability and choice, saying in a statement, “This is particularly true with respect to the HST/GST as it applies to new homes and renovations.”

Giving it a Tri More than 200 competitors enjoyed the beautiful weather on Sunday during the seventh annual Langley City Tri-it Triathlon. The race featured 92 adults, 10 teams (a different person did each leg of the race) and 95 kids. The adult portion of the race featured a 400m swim, 21-km bike ride and 5-km run. The kids’ races varied in length depending on the age group. And once again, the proceeds from the race went to the B.C. Professional Firefighters Burn Fund. While numbers are not available for the most recent race, $25,060 has been raised for the fund in the previous six years. When the Toronto Rock and Washington Stealth face off in an exhibition game at the Langley Events Centre in December, it’s not quite clear who will have more crowd support. The Stealth are located just a couple of hours away in Everett,Wash. and boast a large number of Lower Mainland lacrosse players. The Rock, on the other hand, are one of three Canadian teams in the 10-team National Lacrosse League, and also have some B.C. connections to their roster. And Billings expects more than a few friends and family to come watch him play in the game on Dec. 10. “I think people are going to get a completely different brand of lacrosse,” Billings said, when contacted in Ontario. Billings chose to stay east to play for the Six Nations Chiefs following the Rock’s season, which wrapped up with Toronto defeating the Stealth for the 2011 championship. In 2010 it was the Stealth bettering the Rock. While both his parents have seen him play professionally, the exhibition game will give his friends a chance to watch him too. More importantly, it will be a chance for Lower Mainland lacrosse fans to show they support the game. “I think anybody that loves lacrosse has to be at that game,” Billings said.“This is our chance to show that as a lacrosse community, we support (the sport) and fill up the building.” The Vancouver Ravens played in the NLL from 2002-2004 out of GM Place (which is now Rogers Arena).

NLL commissioner George Daniel said the league is thrilled to return to B.C. “British Columbia continues to be a hotbed for lacrosse,” he said on a conference call with media and representatives for the Rock and Stealth. David Takata, the Stealth president said they have been trying to arrange something like this for a couple of years now. The Stealth, who actively scour the Lower Mainland for recruits, already have several Lower Mainland players on their roster. Having seen the LEC already, he called it a “world-class facility.” “The architecture is great, the layout is great, they did everything right to bring lacrosse out there,” he said. “We are real excited to go out west,” said Rock president/owner Jamie Dawick, who figures it will be a great bonding road trip with the regular season just weeks away. As for the NLL coming back to the Lower Mainland, Daniel said it is inevitable they will return. “There is no doubt in my mind,” he said.“We

know there is a lot of people watching the games on television because we get the TV ratings from British Columbia.” The league will monitor how many attend the December game. “We would like to see some support from the lacrosse community and all the people who have been clamoring for us to come back,” he said.“I think that is the first step in showing all the key stakeholders there is support here to bring a team back.” But coming to Langley is considered a long shot since the 5,200-seat facility would be the league’s smallest, although added he “wouldn’t want to rule anything out.” On the day before the game, the coaching staffs of both teams will meet with local coaches, and then on Saturday afternoon, there will be on-floor clinics for youth players, conducted by members of the Rock and Stealth. And following the 7 p.m. game, there will be an autograph session. Tickets go on sale on Tuesday at 10 a.m. and are $18 to $28.They are available through www.ticketmaster.ca or 1-855-985-5000.

If we get 3,500 (fans), I’d be tickled pink.” Al Tuchscherer, head coach of the Cascades women’s basketball team, said the Langley-based Spartans are a natural choice as the opponent in the hoops showcase. “I think it has to be Trinity,” he said.“It’s a good rivalry . . . Hatred is too strong a word, but there’s some feelings there, for sure.” Trinity Western sports information director Scott Stewart says the event should help accelerate the growing rivalry between the two schools. The rivalry has increased since UFV joined the CIS a few years ago and two years ago, the Cascades’ men’s basketball team made the playoffs at the expense of the Spartans. Last year, the Spartans returned the favour, knocking Fraser Valley out of the post-season. Plus, the event should will be great for basketball in the Valley. “It will help the exposure of basketball in the Valley,” Stewart said.“It will help raise the level of what people see for university sports.” As for the possibility of the event being held at the Langley Events Centre in the arena down the road,TWU director of athletics Murray Hall said they have not yet explored that option. — with files from Gary Ahuja/Langley Times

Hall of Fame calls for Brill Former Mustang honoured by Athletics Canada Debbie Brill was among the inductees into Athletics Canada’s Hall of Fame over the weekend. Brill, a former member of the Langley Mustangs Track and Field Club, was the first Canadian female high jumper to clear six feet (1.82m). She still holds both the indoor (1.99m) and outdoor (1.98m) Canadian records. Brill is a three-time Commonwealth Games medalist, winning gold in 1970 and 1982, and silver in 1978. She also won bronze in 1985 at the world indoor championships, and twice competed at the Pan American Games, winning gold in 1971 and bronze in 1979. Brill also represented Canada at the Olympics in 1972, 1976 and 1984. She was ranked No. 1 in the world in 1979 and qualified for the next year’s Olympics, but Canada wound up boycotting the event. Brill was inducted into the B.C. Sports Hall of Fame in 1989. ••••• The third time was the charm for the Langley Chaos. Three local squads found the podium at the week-long event played at the George Preston Recreation Centre and the Aldergrove Arena.

Leading the way was the VBHA’s entry in the junior division, which fell to Metro in the gold medal game. And VBHA teams also won a pair of bronze medals. The Snipers (pup) and Vipers (major) placed third, respectively, in their divisions.
