Being heard: Advocates and residents give lake’s Master Plan feedback

Keene Lake Lanier advocates and area residents put in their twocents’ worth at four public meetings hosted by the Corps of Engineers in February as part of the process of updating the lake’s master plan. “The plan has not bene updated since 1987,” said Tim Rainey, project operations manager of Buford Dam and Lake Lanier. “At this phase we are seeking input from the public about issues that came to the forefront in our meetings with stakeholders late last year. From stakeholder feedback, we have been able to narrow the issues to those that are the most important to our various publics. Now we’re giving people a chance to vote on them and help guide our next steps.” The new master plan will address changes in regional landuse, population, outdoor recreation trends and Corps management policy. Key topics include revising land classifications, determining new natural and recreational resource management goals, assessing recreation facility needs, plus invasive species management and habitats of threatened and endangered species.
The meetings were set up with multiple information stations and signage to explain the process of updating the plan. Big banners outlined the purpose of the meetings and the reasons for the update. Representatives from the Corps were on hand to answer questions as well. Attendees had opportunities to provide one-on-one comments to officials, to complete a written survey about the issues and to register their priorities through a dot-voting procedure. Large posters on the wall reflected projects and items; people were given sticky-dots to put next to their important issues. Topics included more boater training and education, better controls for erosion and sedimentation, addressing the proliferation of large boats and wakes, shifting more approvals to the local level and more attention to unsafe boater behavior. The information gathered will be analyzed and compiled by TetraTech, the contractor handling the development of the master plan. It is the same organization that worked with the Corps on the 2004 Shoreline Management Plan. Rainey said that the next step

in the process will take place this summer when the Corps does a carrying capacity study (number of boats, docks, etc.) to assess the water area and how lake usage can be managed going forward. Additionally, representatives will be conducting surveys of visitors. Later in 2018, the Corps will meet with stakeholders again, then hold a second round of public meetings in late 2018 or early 2019 to review findings and continue the master plan process. “We expect the new Master Plan to be completed in 2019,” Rainey said. “The process is detailed, gathering science-based information and data to assess
issues related to land usage, wildlife management and environmental stewardship,” he said. “That way, we’ll be able to make the best decisions for the next 30 years and what’s going to happen at Lake Lanier. Several years ago my younger brother, Hank, who owned a marina with a bar and restaurant attached was making more money than he knew what to do with. As a lark he purchased a 21-foot racing skiff with a 500 plus HP engine. The boat was named “How’s Ya’ Bird?” It was canary yellow with the name and a six foot picture of Big Bird painted on the foredeck. The thing was purported to do 100 MPH and all I could think of was there was no way I was going to go that fast on the water no matter how much of a lark it was. The first day it showed up at the marina, my other brother, Tim, was backing it under the crane to launch it and had neglected to secure the trailer hitch properly. Since he was only taking it across the boat yard, he didn’t need the safety chains, right? With everyone standing around watching, he did a fine job of positioning the trailer precisely in the correct place under the crane to be lifted into the water. He stopped the truck, set the brake and jumped out. He didn’t notice that when the truck stopped, the trailer bounced up and the hitch popped off the ball

Next week the boat was out on the front lawn of the marina with a big “For Sale” sign. Thus ends the saga of “How’s Ya’ Bird.” Run once, sunk twice. Mendes has been sailing all his life and on Lake Lanier for the past 25 years. His family owns a marina/bar/restaurant so he has plenty of real life experiences to draw from. His favorite line: “You can’t make this stuff up.”

If you get out this week be very careful and wear your PFD. We have had a lot of fog which has significantly hampered visibility coupled with a lot of debris floating on the surface. Hall County marinas win tax appeal for 2015-2017
By Pamela A. Keene Marinas in Hall County got a surprise from Hall County Board of Tax Commissioners with their 2015 tax assessments – a dramatic tax increase from 2014 to 2015. The marinas have gone to court to clarify the issue. The Supreme Court of Georgia recently ruled in the marinas’ favor on a procedural issue, requiring the board of commissioners to uphold the lower values from 2014 for the 2015-2017 tax years. The county appealed. However, on Monday, February 19, the Georgia Supreme Court denied Hall County’s request to reconsider its decision in favor of the marinas for tax years 2015-2017. “We are extremely pleased with this decision, which we consider final,” said the marinas’ attorney, Ethan Underwood. The legal action involved the 2015 tax assessments of Westrec Properties, PS Recreational Properties, Chattahoochee Parks, March First and AMP III-Lazy Days, which respectively represent Sunrise Cove and Snug Harbor Marinas, Holiday Marina, Aqualand Marina, Gainesville Marina and Lazy Days Marina. The marinas’ valuations jumped dramatically between 2014 and 2015 when the county considered docks and additions as real property instead of personal property. Underwood said his clients believe the marinas’ property should have been taxed as personal property, leading to the initial appeal.
“The board made a change to tax our floating and moveable docks to assess them as real property instead of personal property, in effect increasing our tax assessments in 2015 to between 350 and 3,200 percent,” said Alex Laidlaw, vice president of operations for Westrec Marinas, which owns and manages Holiday, Lazy Days and Sunrise Cove marinas, all located in Hall. “We lease our real estate properties as concessionaires from the Corps of Engineers, and in our agreement with the Corps, the language is very clear about what fees are paid and how the funds are to be distributed and why.” In a nutshell, the marinas pay their fees to the Corps of Engineers, who in turn pay 75 percent of the fees they collect to the state governments in which the properties are located. Here’s the language in the federal code, 33 USC 701c-3, “To compensate local taxing units for the loss of taxes from federally acquired lands, 75 percent of all monies received or deposited in the Treasury during and fiscal year for the account of leasing of lands acquired by the United States for flood control, navigation and allied purposes, including the development of hydroelectric power, are paid at the end of each year to the States in which such property is situated.” Another section of the code further addresses how those funds are to be spent by See Tax, page 16

LCKC athletes, recreational paddlers and SUPs stroking toward Lula Bridge By Jane Harrison Recreational paddlers, trained young athletes, master kayakers and stand up paddle boarders will test their endurance March 17 in the annual Lula Bridge Race. The 12-, 18- and 25-kilometer event, organized by the Lanier Canoe & Kayak Club, puts both young and seasoned flatwater paddlers on a lazy stretch of the Chattahoochee River between Lake Lanier Olympic Park and the namesake bridge. Most participants will do the shorter distances between buoy markers, said Kalen Scholz, Lanier Canoe & Kayak Club Coach. But, some will take on the entire course out and back from the bridge. Scholz said adequate rainfall this year has brought the lake up and opened up the long route. The race is a traditional rite of passage for LCKC paddlers transitioning from indoor workouts and long paddles on the lake into the spring season of more intense training. She expects about 20 LCKC athletes will take on the full 25K. Most will paddle the
shorter distances. “A handful of athletes from out of town” will test their mettle against LCKC paddlers, Scholz said. These include a group from Nova Scotia who are training with the local team. Usually several individuals on recreational canoes or kayaks, occasionally even in ocean kayaks or vintage canoes, join in the endurance trek. The rising popularity of stand up paddle board has brought several SUP participants in recent years. “They’d really have to be tough to do the full course,” Scholz said.
Top finishers get awards in categories by age, including Bantams age 14 and younger; Juveniles 15-16; Juniors 17-18; and Seniors/ Masters over age 18. Depending on participation, awards will also go to top recreational paddlers and team boats with more than one paddler aboard. The race will begin at 10 a.m. Athletes will need to arrive by 9 a.m. to check in at the tower, prepare their equipment, and warm up. There will be an athlete meeting at 9:30 a.m. on the tower side. By Jane Harrison Two waves of youth and college rowers will hit Lake Lanier in a double-regatta weekend March 24-25. More than 1,500 athletes and 3,000 spectators are expected to flock here the first weekend of spring for the John Hunter Regatta at Lake Lanier Olympic Park. Crews from more than 50 southeastern colleges, high schools, and middle schools will compete in the “Hunter,” an annual spring rite organized by Saint Andrew Rowing Club. Middle school and high school ath-
letes will race on Saturday. College crews own the water on Sunday. Observers can preview the action Friday when rowers dip oars for practice on the 2,000 meter course. The Hunter is returning to Lake Lanier for its 10th consecutive year. “It’s very close to our home and heart,” said Jeff Kish, regatta director. He cited LLOP’s Olympic history and reputation, plus its proximity to the club’s Roswell home as impetus to keep coming back. It’s a short drive for 500 or so volunteers, predominately parents of current and past
Saint Andrews rowers, who basically run the regatta. Lake Lanier Rowing Club officials have described it as a “turn key” event. Saint Andrew rents the venue and takes charge of everything from parking to staging races. LCKC members traditionally install the course, a laborious effort hooking a grid of underwater cables with buoys to mark the lanes. Originally a one-day regatta, the Hunter added a day a couple of years ago. The extra day eases a hectic schedule for competitors and volunteers. Plus there’s another advantage: available accommodations. School kids and their parents check in on Friday and are out on Saturday evening, in time for the college crowd to move in. “Hotel rooms are a premium in the Gainesville area,” Kish said. “We book hotels up and down I985 and rent houses on the lake through VRBO.” Teams also stay in cottages at Don Carter State Park. Kish said some crews book hotels a year in advance. The regatta director praised the recent evolution of LLOP as more

The Roswell club’s ties with LLOP go back to 2002, when it
moved The Hunter to Lanier from its original home on the Chattahoochee River in Roswell. Saint Andrew and Georgia Tech started the regatta in 1986 as the Atlanta Rowing Festival and later renamed it after the founder of both clubs. It moved to Lake Lanier in 2002 after it outgrew the original site and traveled to Oak Ridge, Tenn. from 2005-2008 before returning to Lanier nine years ago.
LLOP awarded regional grant By Jane Harrison When a revitalized Gainesville-Hall ’96 looked at how to rescue an aging 1996 Olympic relic on Lake Lanier several years ago, the board scoured local, state, federal and private sources for money. Ultimately, they secured $1.1 million to renovate Lake Lanier Olympic Park just in time for a high profile international canoe/kayak Olympic qualifier in 2016.

Floating classroom’s move to River Fork opens new learning potential
By Jane Harrison The move of a floating classroom to River Forks Park opens up new opportunities for students to explore islands, coves and the nearby juncture of two main rivers that form Lake Lanier. Students aboard the Chota Princess II will see the lake spread out before them on eco-tours departing regularly from the Hall County park beginning March 9. The custom-built 40-foot catamaran provided by Chattahoochee Riverkeeper takes students for hands-on scientific expeditions in Elachee Nature
Science Center’s Aquatic Studies Program. The educational venture originally launched from Clarks Bridge Park in 2000 and moved to Aqualand Marina 15 years ago. It has put about 5,000 students a year on the water taking plankton samples, collecting sediment and testing dissolved oxygen levels. When Aqualand was sold last year, Elachee and Riverkeeper sought a new launch site, one with a dock, on-shore shelter, and restrooms. Hall County stepped up. Commissioners approved an agreement with the two organizations to base the Chota at the park

By Jane Harrison As ospreys begin their acrobatic mating ritual high above Lake Lanier this month, another bird of prey is showing off above rushing water northeast of here. A pair of Peregrine Falcons returned to Tallulah Gorge State Park for breeding season last month. Assistant Park Manager Jessica James spotted the female from the South Rim Trail Feb. 8. “This is earlier than ever … I spotted her in about two minutes,” she said. “She’s remarkable, larger than last year.” Her mate appeared about four days later. “The male will spend about a month impressing the female, even if they’ve been together many years,” said James, a passionate falcon-watcher. “He’ll show off his hunting skills with aerial acrobatics. These are the world’s fastest animal. In steep dives, they can reach speeds of more than 200 miles per hour.” Three years ago when rock climbers first reported Peregrines in the park, birders flocked to get a glimpse of the rare sight. It was the first time in nearly 75 years that a Peregrine nest in a natural setting had been confirmed in Georgia. The only other known

nests were atop city buildings. Late last month about 20 people gathered at Overlook 9 with binoculars and telescopes hoping to see the rare raptor. After about an hour scouring the skies and craggy gorge walls for a glimpse, the female falcon flew in nearly directly across the canyon from their observation point. Excited bird watchers trained telescopes on her, watching as she preened cream-and-brown feathers against a backdrop of steep, wet rock. Far below, the gorge’s spectacular Oceana and Caledonia Fallgushed as sun broke a near 10 day rain streak in the Georgia mountains. Riverkeeper began exploring funding opportunities and talking with potential donors to build a covered double boat slip, according to Jason Ulseth, head of CRK. Marine Specialties, Inc., of Gainesville, was expected to complete the dock before the first voyage from River Forks this month. Students will embark on one hour, 15 minute tours piloted by local US Coast Guard licensed captains and instructed by Elachee staff and naturalists. The uniqueness of the LLOP grant netted the award from the umbrella organization over 450 regional planning and development organizations throughout the U.S. “There are two reasons that make this project so deserving,” said Daniel Martin, GMRC Economic Development Director. “First, this facility remains as the only 1996 Olympic venue that is still used for its original purpose,” he said. “Second, a project of this size required a substantial amount of collaboration.” The City of Gainesville, Hall County Government, GH ’96, Appalachian Regional Commission, Georgia Department of Community Affairs, along with private donors joined GMRC to fund LLOP Phase 1 renovations. The remodeling included the addition of handicapped-accessible ramps from the Olympic Plaza to the tower, tower renovations (including bathrooms), and construction of a bridge that leads from the top of the

grams and lake tours on the Chota. “We’ll stay in the general vicinity of River Forks,” said Gordon, which is not as deep as the Chota’s former home waters close to Buford Dam. “It’s closer to the north side of the lake … there are lots of wonderful coves to explore, the main channel, and islands with wildlife viewing opportunities. There are a lot of things we will discover and the lake opens up in front of your eyes,” he said. Gordon pointed out an additional advantage of the new location: its proximity to the Flat Creek Water Reclamation Facility. Wastewater treatment “is
something a lot of boys and girls don’t know about,” he said. “High school groups are fascinated with it.” Gordon envisions tour groups spending half their field trip on the water and half touring the treatment plant. “It’s an extraordinary place to visit.” The Chota’s new home on the Chattahoochee channel of Lake Lanier seems a natural fit. The boat is named for the Cherokee word for the Chattahoochee River. Its situation near inflow of Chestatee River may contribute more water quality data about the portion of the lake cited by environmental officials as one of the most polluted sections of Lanier.

Such events produce “a huge regional impact,” Martin said. He noted many LLOP events, such as this month’s John Hunter rowing regatta, bring 1,500-2,000 athletes plus families and spectators into North Georgia. LLOP “allows the region to attract rowers, canoers, and kayakers from all over the world, as well as provide the community with program and facilities,” he said. “During these events, participants and families will be spending money at dining, lodging, and retail establishments throughout the region. In fact it is projected that as a result of these improvements and added traffic to the venue, approximately $1.5 million in new tourism dollars will be generated,” Martin added. GH ’96 is eyeing potential grants from GRMC and other sources to fund Phase 2 renovations on the park side of the Olympic venue, across Clarks

But the board must get U.S. Army Corps of Engineers approval for the improvements before submitting applications, according to Robyn Lynch, LLOP manager. “I feel we’re in the last stages” of Corps’ environmental, architectural and historic preservation reviews, which so far have taken 13 months, she said. She noted that much of the funding from previous grants went into building handicapped-accessible facilities and that Phase 2 also includes new restrooms to accommodate disabled individuals. GH ’96 hopes to eventually get moving on a multi-million dollar renovation of the park side which includes a picnic pavilion and trails plus a remake of the boathouse as a community center with a circular drive, new restrooms, a foyer displaying artifacts from the park’s Olympic legacy, banquet rooms with an adjoining kitchen, and a wide balcony and windows overlooking the lake.

Recalling recent super storms 20 LAKESIDE
On the night of March 14th, 2008, I was watching the radar. There was a strong storm in Floyd County but that was about it. The storm continued moving to the southeast but showed no signs of weakening after 30 minutes. It was not your ordinary thunderstorm. It was a Supercell thunderstorm but there were no signs of any rotation just yet. In its 9 p.m. outlook, the Storm Prediction Center issued a slight risk of severe weather across portions of the southern United States from Oklahoma to Georgia, with a two percent risk area for tornadoes in north Georgia, including the Atlanta area. Around 9:20 I saw a little rotation on our radar and then a tornado warning was issued for Atlanta at 9:26 p.m. when the thunderstorm that caused the tornado was around five to six miles northwest of downtown area. No watches were in effect for the area due to the low probability and unusual isolated nature. Again, this was the only storm on radar at the time. The tornado moved to the southeast, which is also unusual, as most supercells generally move to the northeast along a cold front. As it continued move toward the downtown area, around 9:30 p.m., you could begin to see signs of rotation very well. The NWS then issued a tornado warning. There was a lot going on in the city that night. The SEC basketball tournament at the Georgia Dome and the Hawks at Philips Arena. We had immediate reports. A tornado was on the ground in the down-
town area. It was causing widespread damage across downtown AtGlenn lanta, from the CNN Center to the Georgia Burns Dome and the Omni Hotel, which was evacuLanier ated after many winOutlook dows were blown out. The Westin Peachtree Plaza, Centennial Olympic Park, SunTrust Plaza and historic Oakland Cemetery were also damaged. I can remember the video of all the gravestones that were blown over. One man was killed near downtown Atlanta and 30 others were injured. Two other deaths occurred on March 15 when larger round of severe weather and tornadoes ravaged the north Atlanta suburbs. In total, 45 tornadoes were confirmed over the 24hour period from eastern Alabama to the Carolina coast, with most of the activity concentrated in the Metropolitan Atlanta area, the Central Savannah River Area and the Midlands of South Carolina. In 2011, there was a “Super Outbreak of tornadoes. It was one of the costliest and deadliest in U.S. history. The hardest hit of our southern states were Alabama and Mississippi but it also produced destructive tornadoes throughout the Southern and Eastern United States. In Alabama alone, 238 tornado-related deaths were confirmed by the Storm Prediction Center and the state’s Emergency Management Agency. In total, 362 tornadoes were confirmed by the National Weather Service. What did the tornado outbreaks of 2008 and 2011 have in common? Both were La

All I am saying is that this would be a year when I would be extra weather-aware. As we have seen in 2008, it only takes a single storm to wreak havoc. Feels like the Demolition Derby out there Some of you may have had the opportunity of attending one of these vehicle sporting events in the past. Older model, heavy, very elaborately dented and decorated cars hurl around a dirt covered arena, sometimes at fairly high speeds. States. Nest sites, called eyries, are normally on cliff ledges where the young are safe from predators. Yet in urban areas, peregrines have also adapted to nesting on buildings, bridges and other structures. Cornell University helped release Peregrines in the 1980-90s at several North Georgia sites, including Tallulah Gorge and Yonah Mountain, but “they didn’t stay,” James said. Before falcons chose Tallulah Gorge for nesting in 2015, Georgia’s last known eyrie in the wild was found in 1942 in a gorge – likely in the area now known as Cloudland Canyon State Park – in the state’s northwest corner.
In the mating ritual in Tallulah Falls, the male swoops above and into the gorge to flaunt his hunting prowess. He then starts two or three nesting sites, leaving the final site selection to his mate. They fairly consistently return to the same general location, where the female lays 2-5 eggs. After incubating 29-32 days, the eyasses hatch and remain in the nest for 35-42 days. The young birds “are very vocal, begging their parents for food. You can hear them across the gorge,” James said. The country of Haiti has been in the news lately so it reminded me of my brief experience there. In 1961, I was assigned to the USCGC (U.S. Coast Guard Cutter) Androscoggin, a 280-foot cutter, with Miami being her homeport. The Cuban missile crisis was in its early days so we patrolling the waters between Cuba and the Bahamas. Our patrols eventually took us to Haiti. We anchored in Port au Prince Harbor and immediately as many as 30 bumboats approached. They were selling or trading everything from coffee tables to salad bowl sets. Sailors were trading old shirts and socks and if you threw coins into the water, they would dive for them. I had a Chief Petty Officer on another ship that told me if I ever go to a Third World country, be sure to take a couple of silver dollars. Well, when I went on liberty I had a silver dollar. There were several cars and drivers along the wharf. I selected one who looked fairly clean and had a 1948 Chrysler New Yorker. Me and my buddies went for a tour after I paid the driver a silver dollar. He

By Pamela A. Keene hether you want to get your feet wet with a boating safety class or take part in a multi-day boating trip, Atlanta’s Boating Club has your number. Formerly known as the Atlanta Sail and Power Squadron, the 250-member organization is looking for a few more boaters and people who love the water. “We’re a big network of boaters and in many ways we’re like a family,” said Eric Ringwall, newly installed commander of the Atlanta-based group that was founded in 1953. “Our mission is boating education, boating safety, community service and providing a strong social network for people who all share a love of boating. We focus on safe, smart and fun boating and activities.” As part of the national U.S. Power Squadron, now known as America’s Boating Club, the Atlanta squadron was recently recognized as one of the top squadrons in the nation. The organization is made up of volunteers. The national organization was founded in 1914 as a non-profit educational entity to make boating more safe and fun. It offers classes in basic boating safety, seamanship, navigation and related topics. Nationally, it has 40,000 members in more than 400 squadrons across the United States and in some US territories. New officers The Atlanta group recently celebrated its “Change of Watch,” installing its officers for 2018. “We’re organized much like a branch of the military and follow many of the procedures and pro-

tocols,” Ringwall said. “For instance, at formal events our officers often wear uniforms, we honor the traditions of presenting and retiring the colors at events and saying the Pledge of Allegiance.” Membership in Atlanta’s Boating Club is open to all, and new members come to the group through several different channels. Some are introduced to the club through its many boating and boating safety education classes, through complimentary vessel safety checks or as guests of current members. The year is filled with many activities for people interested in all aspects of boating. The club hosts seven or eight on-the-water raft-ups on Lake Lanier, out-oftown cruises to such places as the San Juan Islands in Washington and the Georgia Coast, and 10 monthly meetings with speakers and/or boating topics. Low cost classes The club offers dozens of lowcost classes for non-members and

classroom or on the water. The flagship offering is “America’s Boating Course,” a basic boater safety program on a full Saturday. It costs $20 per person and is approved by the state of Georgia. Taking a boating safety course became mandatory for any boater born after January 1, 1998, who operates a motorized vessel in Georgia waters. “Members can study topics from piloting, celestial navigation, marine electronics, cruise planning and weather, but taking classes regularly is not a requirement for membership,” Ringwall said. “We are constantly learning from each other and our experiences, and we encourage people of all interest and skill levels to join us.” It will offer its popular oneday practical on-the-water training on Sunday, May 20, and again on Saturday, June 23. The seminar costs $150 for members and $200 for non-members and includes a copy of Powerboat Handling Illustrated, a DVD, a student manual and a certificate acknowledging participation in the training. “These sessions are very engaging because of the hands-on training,” he said. “And it gives newer boaters the opportunity to interact with those who are more experienced. The setting encourages a chance for people to get to know each other and learn at the same time.” A full schedule of classes is posted online. Free safety checks Free vessel safety checks are conducted on certain weekends throughout the year. Free to boat owners, the checks help ensure that boats have the required safety equipment on board. “It’s invaluable to boaters to make sure that their fire extinguishers are operable, that they have the correct number of life jackets, that the boat’s registration papers are in order and other items. “It’s really a convenience for boat owners, some of whom may not be aware of these requirements. It’s completely free and works like a conversation between the boat owner and our member doing the check.” While some members own a boat or two – some members have several – boat ownership is not required. Members are willing to take non-owners along in most cases, especially for local activities. Atlanta’s Boating Club sup-

ports many organizations in and around Lake Lanier. Members support the lake’s sailing clubs as on-the-water officials and assistants. They interface with groups like the Department of Natural Resources. They are reliable and frequent volunteers at the Lake Lanier Association’s Shore Sweep and that group’s other projects. Atlanta’s Boating Cub members raise money for children’s charities, including the Ronald McDonald House Charities and the Calvary Children’s Home. The three ‘Gs’ When Ringwall was sworn in last month, he spoke of his goals for 2018. He called them the three Gs. “You may be wondering what the three Gs are, if you haven’t heard about them,” he said with a smile. “They’re not written down anywhere; these are strictly my invention, but I hope that they will guide all of us.” The three Gs? Gratitude, Goals and Great Times. “We all have gratitude for each other and what this organization means in the community through our educational and safety tenets, from
classes to vessel safety checks and community support,” he said. “We have clear goals going forward, including our bring-afriend program to increase membership and supporting even more activities to keep our members engaged. As for great times, we truly are a family. “Members socialize both on and off the water and many of us get together in smaller groups outside of official club functions,” he says. “The point is, we all enjoy boating and we enjoy the camaraderie of doing things together.” Ringwall made a simple but true observation: “So many people park their boats at marinas, but they never take them away from the dock,” he said. “Come on out and join us for an event or class. The county parks department is looking to local children to come up with a moniker for its newest team member. Park turtle will make rounds at three Hall County Community Centers this month and next for kids to see him, pick up some free gifts and help come up with a name for the friendly reptilian sculpture. The Name the Turtle contest is opened to children only, ages 4-12 years. In order to enter the contest, children and their families must enter in person at one of the community centers during the time the turtle is at the center. “The turtle represents the type of wildlife that our patrons might find in our parks,” said Becky Ruffner, marketing and

But will you be ready? By Sheila Davis There were 343 Lake Lanier homes sold in 2017 with private docks or boat slips, down seven percent in unit sales from 2016. This drop in sales can mostly be contributed to beginning 2017 with historically low inventory, about 25 percent lower than average. Although buyer traffic was high many buyers were not able to find a home fitting their needs or price in 2017. Lake levels can have an impact on inventory. We entered 2017 with lake levels at around 1061, which resulted in fewer homes listing on the market, with some sellers delaying their moves. Another reason for low inventory could be the strong economy, resulting in fewer people in actual “need” of selling. While we hear Georgia residential sales prices increased 10 percent in 2017, we also hear metro Atlanta sales in the $200-$400’s and new home construction greatly impacted that increase. Our counties surrounding the lake also had similar increases. Real estate is local, and every area has its own unique market statistics even within a

state or county. • Prices continue to rise steadily on Lake Lanier. • The average sales price was $592,379, up three percent over 2016. • Some listings received multiple offers as competition was stiff for sought after inventory under $600,000. • The average list to sales price ratio was 93-95 percent depending on price category, the same as 2016. • The average lake home sold in 2017 had four bedrooms and three and a half baths, built in 1991. • We enter 2018 with pent up buyer demand from 2017. • Some sellers sat on the sidelines in 2017, resulting in low lake inventory and frustrated buyers. • The best months in closed sales: 1st June, 2nd March and 3rd July. The highest priced home sold in 2017 was $2 million. Twenty one homes sold over $1 million vs 17 homes sold in 2016. The average million dollar home listed for $1,325,000, up two percent from a year ago, and sold for $1,293,000 vs last year’s $1,300,000.
• 36 percent of luxury homes had swimming pools and the majority had outdoor living spaces such as screened patios, outdoor kitchens, and/or fireplaces. • The Lanier luxury market – $800,000 and above – is a small niche of only 16 percent of the total lake sales. • 75 percent of luxury lake homes and 60 percent of lake homes are sold by local Lake Lanier specialists living in our market. 2018 market predictions With lake levels rising, the year has started with a bang. Already we have 35 pending sales and closings, and this on only 183 active listings as of February 1. Prices will climb ahead of last year, approaching five-plus-percent increases as more sellers will jump back into the market. As inventory improves buyers will respond. The first half of the year through September will likely be very active. Interest rates are rising, so buyers will be heading out early to grab their home before the rate increases. Cloud declares for District 24 House Seat
By Pamela A. Keene Joanna Cloud, executive director of the Lake Lanier Association, has declared her candidacy for the Georgia House of Representatives, District 24. The district represents Forsyth County. “At this stage in my life and my career, I’m ready Cloud to step up and take on this new role,� Cloud said. “I can leverage my experience, skill set and contacts for the community and the benefit of Lake Lanier. I feel that lake issues deserve a much higher level of focus in the state house, and with my network, I’ll be able to work for the lake and its surrounding counties.� Cloud has been a Forsyth County resident for the past 13 years. Following a ca-
reer in software development, she joined the Lake Lanier Association as executive director in August 2010. She has been active in the local community through Rotary and as an officer in the Forsyth County Central High School Basketball Booster Club. She has also served in leadership roles in local PTO and school councils. Since she became director of the association, the organization’s annual income has more than tripled. Additionally, the group has increased its programs and public awareness. She is a graduate of Georgia Institute of Technology with a Bachelor of Science degree in management. By Pamela A. Keene With the recent announcement that Safe Harbor Development is taking over management of various aspects of Lanier Islands, speculation has been rampant. Because Safe Harbor has been involved in several projects with Margaritaville, some people are wondering if Jimmy Buffet is coming to Lake Lanier. Because the agreement is so new, many of the details are yet to be determined or announced, according to officials with Safe Harbor. However, the news release says this: “Effective immediately, Safe Harbor – in partnership with Margaritaville, the global lifestyle brand – will assume management of LanierWorld. Safe Harbor President Darby Campbell has a longstanding relationship with Margaritaville, most recently developing a Margaritaville Hotel opening next year in Downtown Nashville. “Safe Harbor will now operate the marinas and campgrounds at Lanier Islands. The group will also manage the destination’s special events programming, including the popular annual Magical Nights of Lights, which just cele-
brated its 25th anniversary. Other short-term enhancements will include development of an all-new RV park, as well as the addition of new wet and dry slips at the resort’s primary marina,” the news release said. The Williams’ family company, LLI Management Company, will continue to manage the resort’s accommodations, meeting and wedding sites, and on-site recreational venues such the equestrian center and Legacy on Lanier Golf Club, the news release said. “We have been searching for a long time to find a creative financial and operations partner who shared our vision of what Lanier Islands could and should be,” said Virgil Williams, chairman of the board for LLI Management Company. “Darby Campbell and his team at Safe Harbor not only share that vision but also our passion for providing an unsurpassed guest experience.” Eleven years ago, LLI Management took over the management and operations for Lanier Islands, doing major improvements, renovations and upgrades to the 1,500-acre resort. It opened LanierWorld, Sunset Cove and
several other restaurants and amenities, including building the Legacy Villas and upgrading the facility’s infrastructure. Williams’ company has overseen management of the property, under the administrative oversight of the Lake Lanier Islands Development Authority. The news release continues: “Together, Safe Harbor and Margaritaville – along with LLI Management – are planning for a phased multi-million-dollar transformation of Lanier Islands over the next several years. “With Virgil Williams and his family at the helm, Lanier Islands has thrived as a fun, accessible destination for families, couples and groups,” said Darby Campbell, owner and president of Safe Harbor Development. “We see huge potential working with Margaritaville to build upon what has been created here, while introducing new attractions, amenities, services and events that truly elevate the destination. We are excited to partner with the Williams family and to help position Lanier Islands for an incredible evolution.” Safe Harbor Development, based in Knoxville, is one of the

Thousands of expressivelywritten articles have appeared throughout the globe of the tiny villages and vistas along Nova Scotia’s “Lighthouse Trail” and “Evangeline Trail” during summer, but little has been said about winter in this gorgeous setting. For any lover of photography, solitude, wonderful lodging opportunities or palate-pleasing food and drink, wintertime in Nova Scotia is the best! Even in winter, these trails follow a path through a breathtaking landscape of coastal beauty and historic charm that has captured the hearts and minds of travelers for generations. One can traverse a snow and ice covered shoreline that passes rugged coves, bays and islands that have been sculpted by the winds and waves for centuries. All along these incredible vistas, sojourners can pause in historic towns and weathered fishing villages that lie quietly waiting for the coming spring. Much of the Lighthouse Trail follows a route where time seems to have stood still. Along this path, many of the trail’s namesake lighthouses can be seen and photographed in a winter setting that few have experienced. Trips to Nova Scotia normally begin with a flight into the Halifax International Airport, which is northeast of the city. The most direct route from the airport to the Lighthouse Trail or the Evangeline Trail is via Highway 101 going northwest out of Halifax. Though numerous side trips could be taken, I would suggest the first stop be in the quaint little town of Wolfville, which is a picture perfect valley town. This was the site of the Acadian Deportation and the setting for Longfellow’s famous poem, “Evangeline.” Many of the exiled French found their way south to Louisiana, where “Acadian” was transformed into “Cajun.” Those who remained in Nova Scotia, or returned from exile, have a distinct link to and love for the Cajun culture and unique cuisine. The Evangeline Trail parallels the Bay of Fundy coast, passing through many historical villages that were built by early European settlers. This sojourn along the picturesque Bay of Fundy covers more than 400 years of settlement through valleys, farms and fishing villages that shows a wealth of diverse landscape, European charm and rugged natural beauty. The Bay of Fundy alone is worth the

experience with its phenomenal tides that sometimes vary over 50 feet from high to low. Even in winter, one of the most picturesque villages along the Evangeline Trail is Annapolis Royal, which is a beautiful community nestled in the Annapolis Valley, and originally inhabited by a native Mikmaq community. In 1605, however, the area became home to some of North America’s earliest European settlers. Annapolis Royal offers a waterfront shopping area, some great restaurants, a downtown area that has been designated a National Historic District and a great selection of lodging within walking distance of the downtown area with all of the eateries and an exciting arts and theatre community. Before departing the Fundy coast, take a short drive south to Bear River and Digby. Both of these little towns are rich in history, but Digby is more famous for its tasty scallops, while Bear River is known for its arts and crafts. From Bear River, it’s time to climb into the hills and visit Kejimkujik, which is the only inland national park in the Maritimes. It features abundant frozen lakes

and rivers that are ideal for snow shoeing or cross-country skiing. The woodlands and gently rolling landscapes of the park have many beautiful trails. From the high ground and wilderness of Kejimkujik, it is a beautiful drive down to Liverpool, which is known as the “Port of the Privateers.” One can wander through the galleries of famous local artists, visit the historic Astor Theatre or photograph an unspoiled Atlantic coastline dotted with six lighthouses. It is a destination with many interesting vistas. As one turns north on the Lighthouse Trail toward Halifax, you will be thrilled by some of the best and most famous landscapes in Nova Scotia. During the summer months, the tourist traffic would be almost impossible to navigate, but throughout the winter, solitude is the norm. Visitors can cross the LaHave River on a cable ferry and meander through the colorful buildings in the old town of Lunenburg, which is a UNSECO world heritage site. Lunenburg is the birthplace of the world famous schooner “Bluenose” and the newer, “Bluenose II” which remains an important tourist attraction in the town. Wooden boat building has always been an important business in Lunenburg, and the building of classic dories is still popular. Tourism, however, is now Lunenburg’s most important industry and many thousands visit the town each year. A number of restaurants, inns, hotels and shops exist to service the tourist trade including the Fisheries MuAn abandoned dory on the Bay of seum of the Atlantic. Fundy. The original inhabitants of

Lunenburg were primarily Germans from the southern Rhineland, and Swiss and French Protestants from Montbeliard. Many of these first families and their descendants still inhabit and influence the development of the town in modern times. Slightly farther to the north is the town of Mahone Bay that is known for great churches, gazebos and a gorgeous waterfront. This tidbit, however, prepares one for the first look across the water to the famous lighthouse at Peggy’s Cove, which is part of a tiny, painted fishing village that was randomly erected around a perfect Atlantic inlet, and has become the most photographed place in North America during the summer months. Nevertheless, few have had the opportunity to capture its beauty during

the magical winter period. With a head and camera full of unforgettable pictures of a Nova Scotia that few outsiders have seen and wonderful memories of the friendly people that were encountered, I had to return to Halifax and a flight back home. Most of the time, I am ready and eager to hop that plane, but even a week isn’t enough time to absorb the raw beauty and history of Nova Scotia and its unique people. Therefore, even before I left, I made a promise to myself that one day in the future I would return to this Maritime Winter Wonderland!
