Although attendance was down – due in part to the Falcons’ playoff game on Sunday – dealers and attendees enjoyed four days of wall-to-wall watercraft, seminars and activities. “This was the largest show we produced in the last three years,” said Larry Berryman with the Atlanta Boat Show. “The total number of boats on display jumped about 15 percent. Many dealers reported great sales.” For Singleton Marine Group, “the show was unbelievable,” said Darren Matthews with Singleton. “We put so much work into it and
the quality of the customers was incredible. We probably had a much better understanding of the market this year than ever before and it paid off.” Matthews said that Singleton’s activity was up 21 percent over previous years. “Malibu sales were up and we saw a lot of customers trading up for bigger boats this year.” Phillip Burton with the Marine Trade Association of Metro Atlanta and Gainesville Marina said that the boat show brought in customers from new market areas. “We got a lot of new (boating) customers,” he said. The Marine Trade Association of Metro Atlanta sponsors the Atlanta Boat Show each year. Some
of the money raised for the show is used for scholarships for boating-related academic pursuits. The association is made up of boat dealers, marinas and those associated with the marine business in the Atlanta area. Grubs are simply great all year round If you were limited to one lure category for the rest of your days, what would it be? The plastic worm comes to mind quickly. It’s a versatile all season standby. But, it has limitations when casting to suspended or surface feeding fish. Also, it’s pretty much a bass thing. Crankbaits, spinnerbaits, jerkbaits, and topwater plugs are all great when the conditions are right. But, as we know the conditions for these to be effective are not always in place. If you’re looking for the most dependable lure out there reach for the lowly plastic grub. For some reason, they’re often the most overlooked items in the tackle box or bait shop. These underrated fish catchers are productive year round. In their various forms they are deadly on all species of gamefish you’re likely to target. If you’re serious about catching a lot of fish, it pays to stock a good selection of grubs in your arsenal. While they produce in all conditions, these pieces of plastic shine in tough situations such as clear water or the days following a spring cold front. We’re sure to see our share of those in the next

two or three months. They’re also great for bass during the post spawn phase when the fish often shun conventional offerings. In differing sizes and configurations, they entice crappie, bass, and stripers. Experienced anglers use them as a secret weapon but grubs are great for novices as well. Their ease of use is often as simple as casting out and reeling in with a smooth and steady retrieve. Supple material is the key to a great natural swimming action. When shopping for grubs, choose the softest plastic you can find. This will allow for an effective presentation on the slowest of retrieves. Learn the loop knot Traditional grubs are not much to look at. Freshwater models typically range from one to five inches in length and sport a sickle
shaped tail that lends action to the bait. One- and two-inch models are primarily used by panfish anglers. Three inches is a bit much for most crappie fishing but it’s a great size for lighter bass fishing applications. The classic rigging method is to thread these on a ball shaped lead head hook. Some say it does not matter but I like to rig with the tail riding in the “up” position. I think the bait swims better this way. On that note, I always set up a swimming type grub with a loop knot. A knot that is snug against the hook eyelet will nearly always be off center. The loop knot maintains the eyelet at the optimum position. Look for lead heads made with premium hooks such as Gamakatsu or Owner. You’ll get more hook ups on the light biters with these. Weights range from 1/32nd ounce for crappie to 1/2 ounce for larger plastics suited for striped bass. Most anglers targeting largemouth or spotted bass choose heads of 1/8th to 1/4th ounce. A good rule of thumb is to use the lightest weight you can for each situation. A 1/8th ounce head is great for casting to the shallows but a 1/4 ounce head would be a
better choice for swimming 15 feet deep. As previously mentioned, just cast these out and reel them back slow and steady. The great versatility is depth control. By counting the lure down after it hits the water you have the potential to cover the entire water column from swimming near the surface to just off the bottom. Popular brands of curly tails include Kalin, Kinami, Yamamoto, and Zoom. The Yamamoto and Kinami products are loaded with internal salt. This results in a very soft and supple texture. I tend to agree with the theory that fish hang onto salty baits longer. On that note, don’t forget to hit your plastics with a shot of fish attractant. I like to use a chartreuse marker on the tail as well. These along with the rigging are small details. One by itself may not make a huge difference but together they will result in more bites during the course of a day on the water. Try split shotting While the curly tail grubs are the most popular, another style has a huge following. This is the “flat tail” grub. These often have baitfish shaped bodies and a
rounded, flattened tail as the name implies. This creates drag and oscillation during the retrieve. The result is a tight wobble that closely mimics a baitfish swimming along. The most famous of these is the Sassy Shad by Mister Twister. While in my mid teen years, I discovered this bait and it changed the way I fished for crappie among the boat docks and cypress trees of Lake Blackshear in South Georgia. It’s still an amazingly effective bait with a loyal following today. Some more modern and popular swim baits are nothing more than flat tail grubs. Flat tails are deadly on surface schooling fish. When the topwater action stops, count them down five to 15 feet and you can often pick up a few extra bites. Pick baitfish colors for these styles; pearl white is hard to beat. As previously mentioned, standard grub presentations use a lead head type hook. Try split shotting for a different dimension on grub fishing. It’s a finesse technique that can be absolutely deadly when the fish are in 10 feet of water or less. Think of it as a super lightweight Carolina rig. See Fishing, page 7

• Fishing Continued from Page 6 Pick your favorite grub in a three- or fourinch size and pierce it through the head end with a short shank drop shot style hook. Leave the hook point exposed. About 18 inches up the line crimp on a larger size split or clam shot. Avoid the reusable type with flanges. The shape of a removable split shot may create unnatural movement. You want the whole rig to be very hydrodynamic. Six pound line and spinning tackle is the norm for this method. Cast to the shallows and reel back slowly all the way to the boat. Cover a lot of water and you can really be rewarded with this technique. Smoke, and shades of green are great colors when split shotting in clear water conditions. Trim that brush guard Another take on the grub is the skirted twin tail version. Sometimes labeled spider grubs, these bass baits originated in the western United States and migrated east some years ago. The head of this plastic bait is surrounded by a multi strand skirt and the twin tails each have a curve to generate action. Most believe this profile and movement mimic crayfish which are very high on the bass menu list. If you like to catch bass you need to check them out. I may have mentioned these briefly in last month’s article. It’s hard not to talk them up this time of year. They really shine in cold water conditions. I was first exposed to these about 19
years ago. I was fishing with a couple of guys from Arizona. They introduced me to the original lure in this category: the Hula Grub. Their hometown favorite caught more fish than my suggestions that day. Needless to say, I was sold. Favorites among enthusiasts of this bait include models by XPS, Chompers, Kinami, and Yamamoto. Others have come and gone but these remain rock solid fish catchers. You should rig skirted twin tail grubs on lead heads ranging from 1/4th to 3/4th ounce in weight depending on the depth you’re fishing. For about 80 percent of the time, a head of 3/8th ounce is the gold standard. You’re most often fishing depths of 10 to 30 feet. It’s worth noting that you need to rig with the proper lead head. Stay away from the standard ball head with exposed hook and choose specialty heads instead. Football and stand up heads are the preferred choices. These have the larger hooks needed along with brush guards. While the brush guards prevent snags in heavy cover, it pays to lighten up a bit. Acting on long time advice of pro anglers, I like to trim the guard at an angle with scissors to reduce the thickness yet keep about half the strands protecting the hook point. Toss this fish catching rig anywhere you would throw a worm or standard jig. As always with bottom bumping baits, I prefer earth tones in green or brown See Fishing, page 14

Lanier Fishing Report Elevation: Approximately 1062 or nine feet below full pool Surface Temp: Around 48 Clarity: Clear in main lake areas with some color up tributaries. Bass fishing remains very solid. Good numbers are being caught along with some really nice size fish. Although deep patterns have been the mainstay, shallow patterns are also putting some fine fish in the boat. If you’re looking for a shallow bite, jigs, crankbaits, and jerkbaits will all produce. Concentrate your efforts in five to 10 feet of water. Rocky points are good places to cast bait. Long exposure to sunshine will make these areas better but you can also pull fish from them early in the day. Close to these points, you’ll probably find the old creek channel. For deeper action, move to this area and locate submerged timber and concentrate on bottom depths of 35 to 40 feet deep. Your favorite jig in 3/8th to 1/2 ounce size will get the job done. Focus on earth tone colors. Plastic crayfish and twin tail grubs both make fine trailers. Some anglers are also scoring in the submerged timber using drop shot rigs and jigging spoons. Expect these patterns to hold up through the month. Striper fishing has been good and some big fish are being caught. Both the upper and lower ends have been productive. The biggest fish have been caught on live trout presented on flat lines behind the boat. This time of year fish will often cruise close to the shore line. Planer boards will allow you to get live baits into this zone. Don’t hesitate to move into the upper reaches of creeks and finger coves. While you’re slowly drifting live baits be sure to cast artificial lures toward the shoreline. Super Flukes in the pearl or albino color are always a good choice. Bucktail and trailer combinations are also a deadly classic. Some anglers have also been having success trolling lightweight umbrella rigs in mid-creek areas and out to the mouths of creeks. As always, keep a sharp eye out for diving gulls to give away fish feeding on or near the surface. This should hold up into the month of March.

Boating courses, vessel checks and change of watch It’s been great to have some very mild and pleasant weather lately, and many of us have been enjoying the lake more than normal for this time of year. It’s also encouraging to see the lake levels rise with the recent rain. Let’s all keep our fingers crossed for a wet and rainy spring to bring the lake up even more. While nature is in charge of getting our beautiful lake ready for the spring and summer boating season, there are many things we should be doing as well in preparation. America’s Boating Course (formerly Boat Smart) covers the basics of boating, such as boat handling (docking and trailering), safety equipment and procedures, navigation basics (the rules of the road), and boat types and terminology. This class is great for adults and teens, you can enjoy learning as a family! The class is approved by the State of Georgia Department of Natural Resources (GA DNR) and by the National Association of the State Boating Law Administrators (NASBLA). Select a six and a half foot medium heavy rod to effectively fish this set up. I typically use spinning tackle because I can make consistently better presentations around boat docks with this type. In our clear water lakes ten pound test line is a good choice. Well, it’s time to close for this month. I hope you’ll give grubs of all types a serious try this year. LAKE LANIER OLYMPIC VENUE UVA rowers lead throng heading for Lanier By Jane Harrison A 60-member squad from the University of Virginia migrated to Lake Lanier last month for winter rowing practice in the warmer Southern climate. The men’s crew, on winter break from classes in early January, had the Lake Lanier Olympic Venue to themselves, beating the rush of northern collegiate crews heading down this month and next. The Cavaliers hauled trailers of boats and a busload of athletes nine hours from their home waters on the chilly Rivanna Reservoir. “It’s worth it, every hour,” said Coach Frank Biller, who has brought teams for winter training on Lanier for three years. Crew member Will DeBord, toting oars to the dock for morning practice, summed up what he likes about the north Georgia lake: “It’s smooth. There’s a lot of water. It’s warmer.” Those are but a few of the qualities that attract more than 1,000 collegiate rowers annually for winter and spring practice. “There’s a great facility here. Great motel accommodations,” Biller said, adding that Gainesville has a “great infrastructure” for collegiate rowers. The crew performed training sessions on the 2,000 meter Olympic course and did endurance rows on calm waters almost bereft of motorized vessels. They worked out on Lake Lanier Rowing Club equipment in the boat house and visited the Frances Meadows Aquatic Center for water polo. Brenau University prepared meals for the hungry athletes, who retired for bed at the Lanier Inn & Suites. “We’re a low budget team,” Biller said, nonetheless he expected to “drop $25,000 in Gainesville” for their week’s stay. That’s not including shopping money from two to three sprees at area retail outlets, he said. “I feel Gainesville could capitalize a lot more” on its ability to host rowing camps and events, Biller said. (See related story, page 36) The lake’s level, down about nine feet for the UVA stay, did not deter on-the-water practices. The water was so low that docks normally linked to the platform directly behind the boathouse could not be attached. set up behind the maintenance building. It was a long walk to the dock for rowers lugging long boats. But, once they hit the water, they found plenty of rowable water uninterrupted by motor boaters who shied away from a low lake in winter. LLRC President John Ferriss reported that three crews, from two high schools in Boston and a Canadian college, will be practicing on Lanier this month. “And then the rush comes in” for spring break, he said. Training usually culminates in late March with a double regatta weekend, the John Hunter Regatta and Lanier Sprints, set for March 23-24. The Lake Lanier Rowing Club, an all volunteer organization, markets the Lake Lanier site as a world class venue that hosted 1996 Olympic rowing. Crews coming for winter and spring training pay a daily rate per rower, plus the cost of boat rental and fuel surcharge, according to the LLRC website. LLRC provides indoor boat storage, launch boat and skiff rentals, and a buoyed 2,000meter course, pending U.S. Army Corps of Engineers permit. It also provides indoor training on stationary rowing machines and work-out equipment at the boathouse. The club’s website lists eight local hotels offering special team training rates and 32 local and area restaurants for crews’ dining options.

Safe boating course set for February 16 Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day, seven-lesson “About Boating Safely” course. The course is scheduled for Saturday, February 16, 2013. This course also serves as a PWC certified course for children under the age of 16. This course will be given at the Coast Guard Auxiliary Operations Center, 6595 Lights Ferry Rd., Flowery Branch, Ga., on the left just before the entrance to Aqualand Marina. Boat show results point to positive season From all I have heard, the boat show was a success. Boat dealers reported many sales, and increasing interest in purchasing and boating in general. No large houseboats were on display, but I’d bet boat brokers had a lot of interest in clean used houseboats or cruisers. Because of “Falcon” fever taking place at the dome on Sunday, parking for the boat show was at a premium, and a lot of folks didn’t want to fight the traffic and either stayed home or when they saw the jammed up traffic headed back home. I’ve had a lot of boat show experience whether I was selling or visiting. One memorable one I call “The Lost Customer” happened in the early 1970s. I had a reliable customer who had purchased two or three boats from me. I had just sold his last one, a 36’ Trojan sedan flybridge. About boat show time he called and said he was ready to buy another, preferably a new 40-50’ flybridge convertible sedan. After checking out many boats he wanted to see a 46’ Bertram convertible sedan flybridge. I discovered the one equipped properly for his use would be the top boat or “Queen” of the Miami Boat Show. So down to Miami we went, visited the Bertram factory and then on to the show. After spending an hour or two checking the boat and equipment, he turned to me and said “I’ll take it.” I said to him, “I’ll get the papers ready and see that the boat would be in St. Petersburg for sea trial approval and closing.” About 45 minutes later I went to where we had arranged to meet to sign papers and get a check. I couldn’t find him, so I sent some of my salesmen who were with me to look for him. We looked for over an hour to find him, when the Bertram representative said they had another customer that wanted the boat, I had to make a decision. Since I had done business with him several times before and it was all positive, I signed the papers and put up the check to hold the boat and get it ready for delivery. When I got back to my office in Clearwater his wife called wondering where he was. I made up a story that with all the new equipment on the new boat he was probably at the factory learning how to use it. Two weeks passed and the marina in St. Petersburg called and said the boat

would be ready for delivery in two days and they relayed the amount of the cashier’s check we needed at closing. Needless to say I didn’t have that kind of money and the next day I gave a big sigh of relief when my client called wanting to know the amount of the check. I asked him where he had been. Seems he had met a friend and they went to the Bahamas to check out the casinos. I was sure happy to cruise the boat back to its home slip in Clearwater and have the deal completed. The boat’s name was “Big Bandit.” Boat shows always have a lot of stories like buying your first boat, or meeting cruising friends that might be buying a new boat. Everyone is looking for something that will make the boating season more fun for the whole family. Buyer beware Boat U.S. magazine reports that 65,000 plus pleasure boats were either destroyed or damaged in Hurricane Sandy. They are now showing up on the internet for sale. I have already heard of some “so called” great deals. Keep in mind most of these boats have been sunk or damaged by salt water. If you insist on buying one make sure you have a survey and sea trial or you might be purchasing a very ambitious and ongoing project. I always recommend that the seller has a maintenance log that the buyer can checkout and his surveyor review. This usually prevents expensive surprises. Boats that have been damaged or sunk are what I call project boats and until they can pass a survey will not be able to be financed or insured. Remember if the price sounds too good to be true it probably is. I have heard stories of people who bought boats after Katrina and Andrew and they are still stuck with a bad purchase. Mandatory PLBs The National Boating Safety Advisory Council has adopted a resolution recommending that the Coast Guard move forward with a
rule requiring pleasure boaters to carry an emergency locater beacon when the go more than three nautical miles offshore or in the alternative, a VHF-DSC radio with integral or connected G.P.S. when they venture out from three to 20 miles. An advisory council committee states the rule could save at least 10 lives a year and take some of the search out of search and rescue. Severe weather season approaching January was certainly a very interesting weather month. I think Mother Nature threw just about everything she had at us! We saw everything from thundershowers, to a record high of 76, frigid arctic air, a flirt with some snow in west central Georgia, and an entire week of rain, which ultimately gave rise to a four-foot increase in the water level at Lake Lanier. So what does February hold in store for us? The Climate Prediction Center outlook is for above average temperatures and above average rainfall. This prediction worries me. If in fact we are going to see warmer than average temperatures, we are going to have an active severe weather season which may begin a little earlier this year. The collisions between warm air here and strong cold fronts from the northwest tend to result in severe storms and tornadoes. Severe Weather Awareness Week in Georgia is February 4-8. During that time my colleagues and I here in Severe Weather Center 2 will begin a five-day series educating our viewers about the different facets of spring storms. We have a great deal of new information to share so I hope you will tune in for that. I want to bring everyone up to speed on what we might deal with over the course of the next 90 days. Although I will be concentrating on spring storms, let us not forget it is very much winter and winter storms are still a
distinct possibility. Also, we have to remember that the coldest temperaGlenn tures ever recorded in Burns Atlanta and north Georgia were in February of Lanier 1899. Both Blairsville Outlook and Blue Ridge recorded low temperatures of -18 degrees while Atlanta saw a record low of -9 degrees. It CAN get cold! I would also like to point out that we have yet to see a single winter storm evolve in the Gulf of Mexico over the past two years. All winter long we continue to track storm system after storm system moving across the southern U.S. from California to Georgia. It was one of one of those systems that stalled over us giving Lake Lanier that shot in the arm it badly needed. These storm systems also generated tremendous wind shear (changing wind speed/direction with height) that spawned tornadoes from Texas to Alabama. I am very thankful to have the best Dual-Pol Doppler radar on the planet. I think we’re going to be using it a great deal this season. On a side note, as I continue to get more and more information on this, I wanted to tell you about something that will appear in the night sky late next November through December. If all goes according to plan, this will be a once in a lifetime event. Out in deep space right now, astronomers using very powerful telescopes are tracking a distant speck of See Burns, page 43

Deal: Lanier holding capacity key to tri-state water agreement Governor responds to questions about increasing lake volume, reservoirs By Jane Harrison Georgia Gov. Nathan Deal has never lived on Lake Lanier, nor has he been one to frequent it very much. But for more than four decades he’s been more than geographically close to the north Georgia lake. In 1968, after serving in the U.S. Army he settled with his wife, Sandra, in the county that claims most of Lanier’s shoreline, Hall County. Deal In his wife’s hometown of Gainesville, he began a law practice which led to a judgeship and nearly 30 years representing lake area counties, with the exception of Gwinnett, in the state senate and U.S. Congress. During his 17-plus years in Congress, he kept a personal gauge on the lake. “Issues relating to the lake on a federal perspective were always very high priority for me,” he said. About the time he became governor in 2011, the couple relocated their private residence to “a little log cabin” on one of the lake’s main headwaters, the Chattahoochee River in Habersham County. The governor’s familiarity with Lanier probably wouldn’t help him chart a course from Wahoo Creek to Buford Dam, but it is seen as key to navigating
lake-related issues on dry land where three states thirst for Lanier’s water. “We are fortunate to have a governor so well-versed in Lake Lanier’s importance in the whole ApalachicolaHawkins ChattahoocheeFlint river system,” of which Lanier is the main reservoir that serves Georgia, Alabama and Florida, said State Rep. Lee Hawkins, of Gainesville. There’s no bringing the governor “up to speed” on the lake that provides water for more than half of Georgia and helps fuel Cloud an economic engine with dollars from recreation and tourism, said Joanna Cloud, executive director of the 3,000member Lake Lanier Association. Deal spoke with Lakeside News in December about the importance of the 39,039 acre reservoir to Georgia and the benefits a greater holding capacity could have not just for Georgia, but also for the other two states lodged in tri-state water wars for more than two decades. He responded to questions
about raising the lake’s full pool, dredging to increase lake volume, and the utility of the proposed Glades Reservoir in Hall County. Deal said he has no direct means to influence the U.S. Army Corps of Engineers to raise Lanier’s level from 1,071 feet above sea level to 1,073, a goal envisioned by the Lake Lanier Association. “It is doubtful the Corps would on its own initiative do that. Every time that subject is mentioned to them they say it would take a very extensive environmental impact study … that would take several years,” he said. But, he theorized a scenario that might encourage the federal agency to increase Lanier’s storage capacity: a package deal to resolve the water wars. “When you boil it down to its simplest terms, the controversy with Alabama and the controversy with Florida relates to maintaining water flows at the state line,” he said. “So, the point I am trying to make is that the greater holding capacity we have in the state of Georgia, the greater flexibility we have to be able to meet any kind of agreement to flowage rates at the state line.” He added that if Georgia does not have holding capacity ensured by a higher Lake Lanier level, it is more difficult to agree to flow rates crossing state lines. “Enhanced storage within Lake
Lanier would be one of those ingredients” toward solving water disagreements between the states, he said. He does not see dredging on Lake Lanier as a means to deepen the reservoir and increase water volume. He said unlike smaller dredging operations on the lake, such as the dredging of Longwood Cove in Gainesville and other projects to recover sand, major dredging would provoke environmental concerns about possible heavy metal content in the dredged material. “This is one area that well addresses itself to the federal level and federal funding because these projects are not cheap,” said the governor, familiar with dredging issues that have arisen in the federally approved and funded dredging of the Port of Savannah. He suggested large scale dredging on Lanier “would be something the Congress would have to appropriate money for” through line item appropriation to the Corps, which he said has never been achieved. The governor considers the Glades Reservoir project in Hall County an important means to increase water holding capacity within the state. The storage capacity of the proposed 850-acre reservoir would be “the equivalent of adding one foot to the lake level of Lake Lanier,” he said.
He elaborated on his support for the project. “It will become a source for augmentation of flow into Lake Lanier, which will of course enhance recreational opportunities as well as keep the level of the lake at a higher level for whatever purpose, including water usage of those who withdraw from the lake itself. So, we regard that as being very important for the future of the state of Georgia because it is one of the better, if not the best, alternative storage projects that anyone within our environmental projection division has been able to identify.” Deal said there “is some possibility” of speeding up the Glades approval process, which has been in the environmental review and permitting process off and on since 2007 with several different designs. The design submitted to the Corps in Aug. 2012 is projected to cost about $95 million, two-thirds less than an earlier proposal. The governor said that although “many of the hurdles have been overcome, there are of course still others.” “There will be further discussions. I’m sure of the Glade project in the near future because it is so important. It is important that Glade be operated in conjunction with the operation of Lake Lanier. It should not be in opposition to the management of Lake Lanier.”
Legislators expect early action on boater safety bills By Jane Harrison Georgia lawmakers are expected to act quickly on Georgia Gov. Nathan Deal’s initiatives to improve safety on Georgia waters. The governor proposed bills that would impose stricter boating under the influence standards, require young boat operators to pass a course, and raise the age requirement for children to wear life jackets on boats. He proposed the bills within the first minutes of his State of the State address after referencing “several tragic accidents on (Georgia) waterways.” The governor, who has had homes near Lake Lanier or its headwaters since 1968, named the initiatives for three youths who were killed in boating accidents on the north Georgia lake last summer. The Capitol floor erupted into applause when the governor
spoke of equalizing drunk driving and drunk boating laws, saying “If you are too drunk to drive an automobile, you are too drunk to drive a boat!” “It was all round applause,” said Rep. Lee Hawkins, Dist. 27, from Gainesville. He and other Lake Lanier area legislators said their colleagues have responded favorably to the governor’s boater safety proposals and that the bills will likely be introduced soon. “Since it is one of (the governor’s) initiatives, I expect to see it early,” Hawkins said. Sen. Butch Miller, Dist. 49, a Senate floor leader from Gainesville, is expected to sponsor the bills in Senate; house floor leader Rep. Christian Coomer, from Cartersville, near Allatoona Lake, will likely sponsor the bills in that chamber. Legislators’ response has been
“very favorable,” Miller said. “I haven’t gotten any negative feedback whatsoever.” Miller said legislators were briefed on the initiatives during an early morning meeting the first full week of the session. Hawkins said the governor sought input from lawmakers in the fledgling Lake Lanier Legislative Caucus months ago. “He laid out his concern about boater safety and fatalities and at that point asked our opinions,” Hawkins said. The governor’s proposed Jake and Griffin Prince BUI Law would lower the blood alcohol content legal limit from .10 to .08 and mandate BUI penalties that are similar to DUI punishments. “This is probably something that should have been done years ago,” Miller said. He echoed statistics cited by Deal that alcohol is involved in more than half of
all boating fatalities. The proposed legislation is named after two boys who were killed in a boat collision last June. Jake and Griffin Prince were on a pontoon boat during a family outing at night when the pontoon was struck by a boat whose pilot was later charged with BUI. Hawkins said passing the BUI legislation should be a “no brainer … I don’t know who would be opposed. It would mean saving lives and reducing accidents on Lanier and other lakes.” Rep. Carl Rogers, Dist. 29, from Gainesville agreed. The proposed changes to the BUI law and the governor’s other boater safety initiatives would have statewide power to “make a difference, save lives, and prevent boating accidents,” he said. The proposed Kile Glover Boat Education Law is named for
a youth who died in July after being run over by a personal watercraft. It would put age limits and educational requirements on young operators of boats and personal watercraft. The governor also proposed legislation that would require children age 13 or younger to wear life jackets when riding in open boats. Miller said the boater education bill would require safety courses for boat operators born after Jan. 1, 1998. Additionally, it would phase in education requirements for boaters older than 15 over a period of time. Currently, boater education is not required for boaters younger than 15 who are accompanied by or under direct supervision of a competent adult. The bill would also require boater education for PWC operators younger than 16. Currently See bills, page 47

Just a walk in the park, or so we thought Bob and Carolyn Wilson, aboard Sea Island Girl, continue Lakeside's long running series of cruising adventures which began in the mid-1990s. To date we've had the Johnston family, Jean and Bill Bayman, and Mechelle and Bill Cooksey all contribute to the series. Bob and Carolyn boated on Lake Lanier until leaving for their adventure in 2002. The New Year is off to quick start with an unexpected turn of events thrown in just to let us believe it will be a banner year. As it turns out we are in Stuart, FL and will most likely not be returning to the Bahamas this season. We had heard that Stuart was an interesting town with plenty of things to intrigue visitors. It has a little history, a beach and is relatively close to some of our favorite south Florida spots. We have friends in the marina and others who have recently purchased homes nearby. The weather was warm and sunny the day that we visited the local dog park. It was to be a good day for Coco and Robert to run off some of their pent up energy and enjoy socializing with the other dogs. Maintained by the

city, the off-leash park had two areas – one for the smaller dogs, and one for the larger. Our two were immediately welcomed by a Great Dane, a Mastiff, a Boxer and a rather rambunctious lab. We were chatting with a group of owners gathered around a picnic table as the dogs frolicked around the fenced-in area. No sooner had we arrived when the fun play turned into an overly enthusiastic tussle among several of the larger dogs. While some owners were seemingly enjoying the hyperactive behavior, the pack slammed into Carolyn from behind, sending her unexpectedly reeling hard to the ground. At first we thought her leg was broken. She could not walk, and when no one offered any assistance, I phoned 911. I will skip all the drama asso-
ciated with being treated in an unfamiliar city, and will only add that it was not a pleasant experience. We drove to four hospitals seeking treatment. At the last one, and after a two-hour wait, we were told that it may be three more hours before she could be seen. Adding insult to injury, the police arrived inquiring about the owner of the car with the two dogs locked inside. It was night time, it was raining cats and dogs (pardon that one), the windows were cracked open and Coco and Robert were sound asleep. He let us off, after I suggested that he arrest the dogs, take them to jail and we would pick them up after Carolyn was treated. We pressed the ER clerk for an update, and after being told of another delay, we left confused and frustrated. Five hours after the incident, and 45 minutes away from the marina we found an open Urgent Care center. There was one patient being seen, no one waiting and Carolyn was provided a wheelchair and taken to an exam room. The doctor confirmed our suspicion that she had severely sprained, and not broken her
ankle. Getting around on a boat on crutches is not the easiest thing to do. She discarded them almost immediately and opted to crawl. The marina kept us supplied in ice, we used a dock cart to get her back and forth, until the doctor and I convinced her to get a wheelchair. That has made her life so much easier. She was able to soak and exercise her ankle in the hot tub and the heated pool several times a day. Here is the good part. Coco and Robert need to be walked four times a day, and it is best to walk them separately. Our slip is exactly nine hundred steps from the area provided for their duty walk. The hot tub is about the same, and that usually involves three trips a day. The laundry is a bit farther. By my calculations that is 6,300 steps a day, or 44,000 steps a week and another 2,000, when I do the laundry. It’s been a month. The year has only begun, and there is one bright side to all of

this. I have lost five pounds, which is one-half of my target weight for the year! I expect in a week or so Carolyn will be back on her feet and we can get back to enjoying the cruising life once again. - Until next time, Bob & Carolyn Wilson

Lanier's Olympic venue continues to flounder Underutilized and in need of repair, community struggles to provide facility with vision, leadership

By Jane Harrison niversity of Virginia Men’s Crew Coach Frank Biller stood outside the Lake Lanier Olympic Venue boathouse on a cold, gray morning last month and mused about the bright potential of the 1996 relic. As his rowers lugged oars and long boats to a sagging dock the ’96 Olympians probably used, the coach pondered why the local community fails to polish the aging trophy. The site of the 1996 Olympic canoe/kayak and rowing competition has been touted by numerous local and state officials as a gem, a jewel, an underutilized tourist destination. Some say it needs a champion, a person to make it their project. Someone focused enough to untangle multiple entities sharing a stake in the venue; connected enough to capture public and private investments; and charismatic enough to endear the venue to the community. Oh, and knowledgeable enough to know the difference between an oar and a paddle. Many agree that before upgrades, estimated anywhere between a few hundred thousand dollars to $3 million are addressed, LLOV needs a manager, someone to ensure that the venue does not lose out, as it did last August. That’s when the NCAA announced it was moving its spring women’s rowing championship from Lanier to another site. Thousands travel to train “I feel Gainesville could capitalize a lot more” from the venue that’s been his team’s winter practice destination for three years, UVA’s Biller said. The 60-member Cavalier crew was the first of more than 4,000 college and high school rowers expected to train and compete on Lanier waters through May. The low-budget UVA team and its fans will easily drop $80,000 in two visits to Lake Lanier, said Biller, who plans to return for a spring regatta. The athletes eat at local establishments, play water polo at the Frances Meadows Aquatic Center, bed down in

Gainesville hotels, and buy snacks, necessities and tourist trinkets at area stores. Adding up expenditures of about 40 teams and spectators, rowing events alone potentially contribute more than $3 million to the local economy in annual visits to the Olympic Venue. Thousands of kayakers, canoeists, team staff and spectators also journey there for training, competition and dragon boat festivals. The venue hosts at least a dozen events a year, from high profile national regattas to moonlight paddles and “how to” lessons for the community. But, its age is showing and its potential may be waning. “I just want to help. It’s a great place,” said Biller, an outsider who envisions greater benefits a thriving flatwater sport venue could bring to a community that can’t seem to burnish a diamond in the rough. Other venues in Oklahoma City, Chattanooga, and Sarasota have spiffed up flatwater venues that reap bright economic rewards and enliven their communities. For years, various individuals have talked about polishing the 17-year-old venue where docks built to last 20 years sink under rowers’ feet, boathouse toilets frequently stop up, and water leaks onto workout floors. But, few upgrades have been implemented beyond construction of the grandstands and plaza built for an international canoe/kayak championship in 2003. Two clubs, the Lake Lanier Rowing Club and Lanier Canoe & Kayak Club, continue to train local athletes, host events, and offer community programs. The volunteer groups keep the venue afloat, but club officials say they cannot afford to hire a venue manager, pay for upgrades, recruit regattas and provide a ready workforce to manage additional events. They look to the city and county for public support and the community for private donations and volunteers. Who is in charge? Two years ago, Gainesville officials talked about assuming fulltime venue maintenance
responsibilities, a task alternated annually and bi-annually between city and county recreation departments. But, nothing happened. Trying to find out who’s actually investing energies into the venue, besides the clubs and maintenance workers, took a reporter to numerous sources, most of whom referred questions to others or offered no new information: • Gainesville Mayor Danny Dunagan: “I’d really love to see it upgraded to its potential.” He referred questions to council members Robert “Bob” Hamrick and Ruth Bruner. The two, he said, were “on a committee” and “really involved in that.” • Councilman Hamrick: “There’s been a lot of talk and not much action,” said the most vocal official on the issue. He said that the Greater Hall Chamber of Commerce Vision 2030 Committee picked up the project. • City Manager Kip Padgett also pointed to the Chamber committee, as did Parks and Recreation Director Melvin Cooper. The city’s proposal to assume full time duties at LLOV “is in limbo,” Cooper said. • County Commissioner Scott Gibbs, in whose district the venue lies: “There have not been any inquiries, updates or changes discussed regarding the management of the venue in recent history.” (Stated in an email from the county public information office). • Mimi Collins, chair of the Vision 2030 committee assigned to the Olympic Venue: “Everyone sees what an asset the center is and that there is a potential for the center with the right community support. Vision 2030’s role is that of a facilitator.” That role is complicated by LLOV’s many masters, including the clubs, city, county and U.S. Army Corps of Engineers. Although the city has expressed interest in the venue, it is located outside city limits in Hall County. The Corps owns the property and leases it to the clubs through Gainesville/Hall ’96, a currently inactive organization that spearheaded the effort to bring the Olympics to Lanier. “We’re trying to figure that all out. It’s just taking a lot of time,” said Collins, whose son, Stanton, competes internationally with the LCKC High Performance Team. She said the committee plans a meeting with the county this

month and met with the clubs and city last summer. She added she hopes to make some progress by spring. Collins said a number of people want to be champions for the venue, adding that her family’s involvement with LCKC has lit a passion within her for its Olympic legacy. It’s difficult finding a roadmap for them to navigate, she said. One of those devotees, LLRC President John Ferriss, has been active at the venue for more than a dozen years, having served as club executive director and coach. Along with LCKC Office Manager Brenda Miller, he’s also doubled as part-time custodian, plumber, public relations officer, event scheduler and go-to when
things go wrong at the facility. There’s only so much the clubs can do, Ferriss said. They lack money and personnel to raise LLOV to greater prominence. Speaking from experience Two champions of the past stepped down after trying to fulfill their vision for the venue. Former LCKC executive director Connie Hagler dedicated herself to LLOV for more than a decade. She resigned in 2007 due largely to the frustration of trying to keep the Olympic fire alight in an environment she felt needs a paradigm shift to fan the flames. Former LLRC Coach Jim Pickens, who submitted the bid for the NCAA championship, also resigned when he did not feel supSee Venue, page 37
What to do with the venue Numerous sources contacted for this story had ideas to improve LLOV. Here’s a sample: • Hire a full time manager through the city or county parks departments to monitor facility maintenance; act as a liaison between LLOV entities; recruit and manage regattas, work with area hospitality and tourist agencies to secure accommodations and banquet space; improve public relations. • Allow outside rowing and canoe/kayak clubs access to the facility, including the 600-member Atlanta Rowing Club; charge them a fee and require their assistance at large LLOV events. • Further emphasize youth rowing and canoe/kayak programs to generate a larger volunteer corps of parents. • Implement physical improvements in phases, beginning with dock replacement and restroom upgrades. An expensive overhaul may not be necessary. • Club members can promote public relations by requesting to be on the agenda at local government and civic meetings, inviting public officials to attend and speak at LLOV events, seeking marketing opportunities through local and state tourist agencies. • Seek U.S. Army Corps of Engineers’ permission to host additional events at Clarks Bridge Park. • Clubs could increase membership fees and pay more to lease the facility.

Keene Frank Norton’s yearly prognostications about the economy of North Georgia didn’t disappoint the 300 or so people who braved rainy weather to attend the Native Intelligence presentation at the Gainesville Civic Center in mid-January. The event was also streamed live via the internet for those who bowed to wet roads and the GPB-TV airing of Gov. Nathan Deal’s State of the State address later that same evening. While Norton’s report focused on developing a game plan for the future, little mention of Lake Lanier didn’t prevent Norton from continuing to realize the importance of the area in an after-presentation interview. “Inventory is shrinking and prices under $700,000 will see appreciation in 2013, regardless of the lake’s level,” he said. His separate report about Lake Lanier pointed out that in January 2013,
the inventory of lake homes has dropped to an 11-month supply, down from a 34month supply of homes in 2009, when inventory was at an all-time high. That’s good news for sellers, especially for those with docks. “Inventory of dockfront homes is one of the lowest we’ve ever recorded,” he said. “Lake Lanier’s average home prices have firmed up – $470,500 in 2012 – and sales have increased by five percent. We see the traditional lake market appreciation returning and buyers will continue to circle the lake for ‘killer deals’ that have long evaporated. Homes that show their value and then some will sell first.” As for the lake’s future in light of planned reservoirs, Norton said. “They are at least 10 to 15 years away and will have limited shoreline development because of EPA guidelines. Lanier by that time will be in the heart of Atlanta,” he predicted.

Champion trees decline in Hall, get nominated in Lumpkin By Jane Harrison Some of the giants have been taken down, their life-giving arms and once-strong bodies deadened by disease or cut off by urbanites. Other giants stand tall against the wind and storms and are protected by humans. Nearly a dozen State Champion Trees grow deep roots near Lake Lanier, where surrounding counties plan Arbor Day celebrations this month honoring the environmental, health and aesthetic benefits trees provide. The Georgia Forestry Commission lists 10 State Champion Trees in Hall County, one in Gwinnett County and other nominations in Lumpkin County, where a champion tree program recently began. Georgia Champion trees are identified as the largest known tree of their species in the state, as determined by GFC measurements of their trunk circumference, height, and crown. Rangers measure trees nominated by area residents who contact GFC district offices. Although Hall County leads in the number of champion trees listed, there were none nominated
last year, according to GFC Chief Ranger Doug Andrews. At one time, Hall County was home to more than 20 state champions, some of which have been dethroned by larger trees nominated elsewhere or taken down because of disease or urban sprawl, Andrews said. Those cut down include mammoths that formerly stood near Gainesville First Baptist Church, Winder Highway, Ivy Terrace Park, and the Gainesville High School football stadium. Ill health reportedly snatched the latter two; asphalt took the others. One behemoth currently listed on the GFC Champion Tree site stands at Little River Park. The 74-feet tall persimmon tree measures 4.5 feet around its trunk. Its 40-foot crown provides more than ample shade for picnicking at a nearby table. Kris Butler, Chief Ranger for District 1 in Lumpkin County, reported that the fledgling Champion Tree program there elicited “a large turn-out” of nominations last year. “We just have started and haven’t tallied up” the number of Lumpkin potential champions, he said.
Both Gainesville and Dahlonega have been recognized by the Arbor Day Foundation as “Tree City USA” communities, as have Cleveland, Duluth, and Suwanee. To become eligible, a community must have a tree board or department, tree care ordinance, community forestry program with an annual budget of at least $2 per capita, and an Arbor Day Observance and Proclamation. Gainesville has achieved
Tree City status for 26 years; Dahlonega for 15. Arbor Day Celebrations in both communities will feature Tree City proclamations and tree plantings. The Gainesville celebration will also include an art and essay contest for third graders, two awards for tree replacement grants, and seedling give-aways. Since there were no new champion tree nominations in
Hall County, the Gainesville program will not have a tribute to the giants this year. Traveling the Alabama River leads to festivities and fun A lone heron appeared through the fog as the first slivers of sunlight began to illuminate my second day of meandering down the lazy Alabama River. I was part of a group of kayak and canoe enthusiasts who were enjoying a week of paddling and camping on the Alabama Scenic River Trail in the historic Black Belt from Selma to Miller’s Ferry. It all began in the excitement and celebration at the Riverfront Market Days on Water Street along the Alabama River in downtown Selma. Many of the festivities were centered around the historic St. James Hotel that is listed on National Register. Arts, crafts, great food, children’s activities, and local musicians filled the area with friendly revelry. The actual sendoff from a nearby marina started at about 3 p.m., then continued downstream for about four hours to the first campsite at Six Mile Park. As normally happens in these trips, some paddlers are faster than others, so they tend to split into groups with the same skill levels for the rest of the week. On Sunday, we paddled 11 miles from Six Mile Park to Tills Landing with a stopover at the locally famous Little Miami Sandbar where most “River People” spend their weekends in the summer months. This was followed by a visit to Alabama’s first State Capital at the Old Cahawba Archaeological Park with a tour by

The longest all day paddle of the trip was 15 miles on Monday from Tills Landing to Elm Bluff, but the scenery along the gorgeous river bluffs was breathtaking! Though we only covered 10 miles on Tuesday from Elm Bluff to Chilhatchee Creek, we saw numerous species of waterbirds and beautiful vistas. The day ended with a side trip to a famous eatery called the “Snack Shack” that was made from a double-wide trailer and run by some lovely ladies. After a gorgeous sunrise seen through a foggy mist rising from the water, we paddled the 13 miles from Chilhatchee Creek to Gees Bend that included a tasty Southern lunch along the way at Bridgeport Landing Beach. We even had time before supper to explore the area. Probably the best sight-seeing part of the trip began with breakfast and a demonstration by the

famous Gees Bend Quilters. Their work is done like it was 100 years ago, and the final products are truly Southern art at its finest. After a short ferry ride across the Alabama River, most of the rest of the day was spent being entertained by the a beautiful Lady named Sandy Curl, who introduced us to the sleepy little town of Camden, Ala. We met most of the dignitaries in the area, ogled at the impressive local art creations in the Black Belt Treasures Gallery, walked the city streets, and lunched on mouthwatering local soul food at Miss Kitty’s. With only eight miles left from Gees Bend to Jones Landing State Park and Campground just north of the Lock and Dam at Millers Ferry Dam, it seemed like an easy trip until Mother Nature became involved! From a slight breeze on most of the trip, the wind suddenly became a 40 mile per hour gale right in our faces, which made those last eight miles a little scary. Nevertheless, everyone made it to the campground without a problem, and thoroughly enjoyed the great fish fry and live music that night catered by Jason Haynes of the US Army Corps of Engineers. Except for the normal outdoor problems with insects and the natural environment plus some difficulties with the logistics of moving supplies from place to place, the trip was both educational as well as lots of fun. The
Alabama River has a natural beauty that I would have never known, but the best part was the wonderful people that we met throughout the journey. Visible contributions: Managing natural resources at Lake Lanier Every year the U.S. Army Corps of Engineers manages Lake Lanier’s parks and campgrounds, issuing more than 10,000 shoreline use permits, and administering leases on multiple marinas, parks and clubs. What many people may not know is that the Corps also manages the natural resources around the lake to the benefit of wildlife, which in turn benefits those who visit the area for fishing, hunting, bird watching, and wildlife viewing. Three turns to rescue ‘man overboard’ On many advanced marine electronics systems there is a button normally labeled MOB, specifically designed to give the exact position of someone that has fallen into the water so the boat operator can make a speedy recovery, especially in cold water conditions. Hypothermia is dangerous and threatens survival. Required by maritime rules, commercial licensed and military mariners practice this scenario in any weather or sea condition. There are three different maneuvers or “turns” to accomplish that objective. For those of you that have taken boating and license courses the “Williamson Turn” is introduced as a maneuver to return to the exact place where the person and retrace the path of the vessel on reciprocal course.Its chief advantage is to return to that position accurately in any condition of visibility or sea state.

In calmer waters, especially the lake, making a round turn or “Anderson Turn” would enable you to return to the position quicker. The advantage of this recovery method is a reduction in

Approaching from this method would also allow you to maneuver up-wind to the person, which is the best and safest way to recover.

It is a distant speck now, however by late next November through December, Comet Ison will be traveling into the solar system very near the sun. If the sun doesn’t melt it, we are going to see a comet in the sky for weeks that will be brighter than any full moon you have ever seen. It will likely be bright enough to see during the
day. It’s tail, which will be millions of miles long, will cover a large portion of the sky. I know it is 10 months away, but I am really excited about this. The last time humans saw anything like this was back in the year 1680! So mark your calendar. It could be sky show of the century! Happy Ground Hog Day!
