Bad Pirates: Dock thefts increase around Lake Lanier

Keene There are two kinds of pirates – good pirates, like the Pirates of Lanier who raise money for children’s charities through the annual Family Poker Run each summer; and bad, bad pirates, like those who made the airwaves on WSB-TV in January. Those bad pirates got their minute of fame because they have been stealing property from docks around the lake. Not good. But, the Lake Lanier Association must be clairvoyant, because through the LLA’s actions, the US

Army Corps of Engineers recently revoked its ban of surveillance cameras on docks. This opens the way for homeowners to install surveillance equipment on their docks to help keep an eye on kayaks, life jackets, fishing gear, wakeboards, boats, furniture and other recreational items. “In many ways, Lake Lanier is like a big public park,” said Joanna Cloud, executive director of the Lake Lanier Association. “It’s just so easy for people to approach docks and private property, so we are pleased that the

about the rash of thefts in January, but that they did investigate thefts last August, when paddles, fishing poles and even a generator were taken from private docks in Forsyth. “We can solve a lot of crimes based on people’s cameras at their homes and businesses,” Rainwater said. “In fact, before Christmas someone was stealing packages off people’s front porches and we were able to get still photographs from surveillance footage. We posted the pictures of the thief on Facebook and very shortly arrested him.” Locke suggests installing wireless cameras, being careful to only aim them at your own property. “Use a trail camera or something that doesn’t depend on wires or cables, because the thief can cut those,” he said. “And be mindful of where you aim the cameras and respect the privacy of your neighbors.” In the winter months, property and docks are more vulnerable, because owners aren’t back and forth as frequently as they are in the spring, summer and fall. If you suspect theft of your property, contact the Sheriff’s Office in your county.

A new columnist has joined Lakeside. Vinnie Mendes has spent his life on the water with the last 25 years on Lake Lanier. Here is his first submission: Years ago, I used to keep my Tartan 36 One Ton Racer in a marina up north where they had a really neat bar, similar to the old “Cheers” where “Everybody knew your name.” It had a deck going out over the river where on Sunday afternoons they would have a steel band, and it was the place to be in the summer. After 2 a.m. when the doors were locked and the cash register closed, a select group of regulars would continue to party inside until the wee hours, and either take a sunrise cruise on the river, or simply sit out on the deck and watch the sun come up. Although this marina catered mostly to sailors, they had a few power boats and one old 50 foot aluminum houseboat which was owned by two architects named Harry and Jake who had lived aboard it for years and were a little weird … actually, they were a lot weird! We just liked to keep them around as “mascots” because they were so screwed up they made us look good!

There were no parrots at the flea market but Paula managed to find a beautiful green and red rooster! (He looked sort of like a parrot.) So she puts the rooster into the parrot cage on the house boat and goes home, mission accomplished. All was quiet at 3 a.m. when Harry and Jake rolled in and went out to the boat. A little before 5 a.m., we’re all sitting out on the deck as the first glow of the false dawn starts to brighten the eastern horizon. Suddenly the silence is shattered by “COCK A DOODLE DOO!” You can imagine the volume that reverberated out of the houseboat when you consider the acoustics of being surrounded by all that aluminum. Would limiting Georgia’s water use produce meaningful benefit to Florida?

By Jane Harrison A Special Master’s report that seemed to signal a Georgia win in a decades-long water war with Florida came under fire before U.S. Supreme Court justices Jan. 8. The one-hour hearing shook opinions about whether Georgia’s perceived victory is set in stone. It also cast doubt that the court’s decision, likely in June, will be the final toll in the battle among southern states for the precious resource. “It seemed that a number of the justices agreed with the Special Master’s findings that Florida was harmed and that Georgia mismanaged some water supply resources” on the river system that Jeselnik supplies both states, said Kevin Jeselnik, General Counsel for Chattahoochee Riverkeeper. Florida filed suit in 2013 claiming that Georgia hoards water on the Apalachicola-Chattahoochee-Flint river system, causing ecological and economic harm downstream. The legal ac-

tion seeks to limit Georgia water consumption basically to what it withdrew in the early 1990s. Jeselnik pointed to the dilemma justices confronted during the hearing: “Considering (evidence that Florida suffered harm and that Georgia mismanaged water), some justices made the leap in logic that a cap on Georgia’s water consumption would necessarily lead to more water flowing down to Florida.” But, he added they had difficulty squaring that assumption with the U.S. Army Corps of Engineers’ complicated role in the flow of water from North Georgia into Florida. The Corps manages water through five dams on the Chattahoochee, including Buford Dam which forms Lake Lanier, the largest reservoir on the ACF. Florida encouraged Dan Tonsmeire, Apalachicola Riverkeeper, expressed a positive outlook for the Sunshine State after attending the hearing. “I’m encouraged for Florida and the Apalachicola side Tonsmeire

because (justices) seemed like they wanted to get Florida some relief, but they seemed to be having a difficult time finding exactly how to approach it,” he said. Indeed, justices questioned a U.S. Justice Department official about how he would divvy the water. “What would you do?” Breyer Justice Stephen Breyer asked repeatedly U.S. Deputy Solicitor General Edwin S. Kneedler, who asserted “the Corps is the expert” on the river system, but maintained the government Kneedler entity’s neutral status on the stand as an amicus witness. Justice Anthony Kennedy echoed Breyer’s and other judges’ interrogation of Kneedler: “Well, you have said – you have said you Kennedy

don’t have any stake in the argument about whether more water would help Florida. Can’t we ask you that question when we’re talking about your expertise? You say, well, whatever you decide, we’ll use our expertise to follow it, but then you don’t tell us what to decide and you’re the experts.” Justices’ inquiries of Kneedler, Florida attorney Gregory G. Garre and Georgia attorney Craig S. Primis indicated a desire to help Florida get more water from the Garre river system, but no quantitative measure emerged about how much water Florida needs to benefit the Apalachicola ecosystem and whether Florida’s proposed remedy, limiting Georgia’s Primis water use, would send enough water down for meaningful improvement. Special Master’s ruling They confronted the same complexity that influenced Spe-

cial Master Ralph Lancaster’s recommendation last year to deny Florida’s claims. He found that regardless of a potential court order Lancaster cutting Georgia’s water use, there is no certainty that water would flow down to redress Florida’s harm because the Corps controls the spigot. Florida did not sue the Corps, but instead went after Georgia, a legal flaw Lancaster referenced in his Feb. 14, 2017 report. At times, justices seemed to question Lancaster’s findings. The court often concurs with Special Master’s reports in their final decision, but occasionally makes exceptions and sends cases back for reconsideration. This is Florida’s hope. A sampling of fishing information and tips from area guides The Southern Fishing Report by Ken Sturdivant Lake level: Down 4.7 feet Clarity: Creeks stained, main lake clear, rivers heavily stained Temp: 50s down lake, 40s up lake Bass Fishing The timber edges in and around 30 to 40 feet have been productive with a Picasso Shake Down Head and worm combo. We have been dropping directly on the fish we are seeing on the Lowrance electronics. Casting in these areas can also be effective, but the drop down has been best, targeting specific fish we see on the graph. A drop shot is also working on these deeper fish. I have been favoring minnow imitations lately, like a fluke. The spoon bite is still there on some days as well, so make sure to keep that in your arsenal and ready for action. It just depends on the day, so be flexible in your choices. The steeper rock points and banks on the main lake and in the creeks have been productive at times also. The Picasso Shake Down head/green pumpkin worm combo along with a Chattahoochee Jig have done well in these areas. We have been pre-

senting these baits very slowly in these steep rock areas. Look for the fish to be shallower in these areas on sunny days, and deeper on cloudy days. When the wind is up, try your SPRO Little John DD on the rocks as well for some fish. Don’t expect a lot of bites, but some good ones. Don't miss the opportunity to throw a SuperSpin in the same places as well. Also of interest, in the afternoons of sunny days, we have found some biting fish in smaller, shorter pockets close to deep water. These fish have been in 15 to 25 feet and often around docks. Look for the areas that are protected from a north wind and get lots of sun. This pattern is just like an early spring pattern, so think in those terms as you pursue it. Sun and warming water is the key. It’s still a great time to learn the deep winter bite and really learn the keys to catching fish when the bite is tougher. While the catch rates for trips this time of year is not as good as others, I believe the learning opportunities are at their best right now. And don't forget, that fun pre spawn

bite is just around the corner. This fishing report is from Jimbo Mathley, www.jimboonlanier.com. Striper Fishing Striper fishing is fair. We have been stuck in this slow striper fishing pattern for several weeks. Most of the fish have moved into the creeks. Not every creek will be holding stripers but if you locate the creeks with bait and birds the stripers will be there. Check out the creeks for bait and keep your eyes on the water in search of actively feeding Sea Gulls and Loons. Your best bet is to fish the bait. The pattern has been shallow bait in the morning and bait moving deeper once the sun gets up in mid morning. Deploy free lines and planner boards when you find shallow (less than 20 feet) bait usually in the early morning. Herring, gizzard shad and small trout are all good baits but do not hesitate to downsize to medium shiners if you see signs the fish are feeding on small Thread Fin Shad. Set your trolling motor speed between .3 to 1.0 mile per hour. Vary the distance of your

baits behind the boat/boards and the weight on your free lines to cover a variety of water depths. We use split shots to weight some of our free lines. When you find the best distance, weight and speed replicate those settings to the majority of your lines. Also, try to keep someone on the front deck casting a 1/2 ounce buck tail jig with a fluke. As the bait moves deeper switch to down lines and fish a water column both above and below the bait. As always, the winter time “go to creeks” are Flat Creek, Four Mile Creek and Balus Creek. However, the creeks with high concentration of bait will hold fish. This striper report is from Big Fish on Service, Captain Ken, 404 561-2564/www.bigfishon. com. Crappie Fishing We look for bait to lead us to fish, but since the water temps dropped to the low 40s, the bait has gone to historically low depths. This is making fishing a challenge, since most of us do not typically fish brush piles at 35 to 40 foot depths. As a result, we have been fishing deeper docks

on river channels (also 35 to 40 foot depths). If you are catching 10 to 20 fish, you are doing well. A 1/16 ounce jig is a must. On a windy day, your best bet will be to try vertical jigging using hair jigs, which will give the jig more action. As has been typical with the cold water temps lately, the crappie will not chase your jig, so the bait must be presented directly in front of them. Fishing is tough right now, but being on the water when the lake is empty is fun if you can brave the cold. But she questioned Garre about the benefit. “Where do they quantify it to show that the improvement (from additional water) would be meaningful?” Garre cited legal precedent in a Colorado v. New Mexico case that “absolute precision is not required” to redress harm, only that some benefit would result. He suggested the burden shift to Georgia to show cutting its water use would cost too much and would not be worth much to Florida. Justice Neil M. Gorsuch interjected, “I thought the burden ultimately was for the plaintiff who wishes to alter the status quo to show that the benefits he wishes to obGorsuch tain significantly outweigh harms that the relief he seeks would cause. Am I wrong about that?” “Well, I think you are,” Garre replied, again citing the Colorado v. New Mexico precedent.

Sotomayor asked, “How have you shown that the benefit to you is greater than the cost to them?” To which Garre responded that a Florida witness estimated a water cap would cost Georgia about $35 million, in contrast to a Georgia expert’s calculation of $350 million. Early questioning In early questioning of Georgia attorney Primis, Chief Justice John E. Roberts challenged Primis’s opening statement that Florida premised its entire case on a claim that capping Georgia’s water use alone would result in material Roberts benefit to Florida without any change to Corps operations. “Well, but I don’t think they’ve premised it entirely on that,” Roberts said. “They’ve premised it on the fact that the Corps may change how it allocates water. That’s what they say in the March decision.” Roberts referred to the ACF Water Control Manual released about a month after Lancaster’s report. The manual grants Geor-

gia all the water it requested and promises no additional flow to Florida; however, it also states the Corps could potentially revise the manual pending a court order. Such a revision could take decades of environmental impact studies and public comment periods, as were invested in the current WCM. “So, I mean, the decree granting Florida greater claims to water will at the very least change the facts on the ground and, according to the Corps itself, cause them to adjust its operations accordingly,” Roberts said. Primis answered that the Corps said it could consider a court order, but is not bound to follow one. Breyer followed up, “Now, what reason is there to think (the Corps) won’t give a teaspoonful, they won’t give a little bit at least to help the mussels and the oysters and the others down in Florida? ... You’d think that if we’re being equitable here, it would be equitable to give at least a little bit to Florida. Now, what’s wrong with that?” Primis explained that a “panoply of federal statutes, congressional dictates and mandates”

govern how the Corps controls the water and reiterated that it “may not do anything” with a court order. And it seems to me that that’s arguably real redress to Florida, that you’re going to take into account a decision saying that, equitably, they’re entitled to more water, that Georgia is improperly taking its water.” Kneedler responded that the case was premised “on the fact that (Corps) protocols would not have to be changed,” but added the court could decide to “do it anyway.” When pressed about what he See Court, page 44

By Jane Harrison Northern visitors to Lake Lanier last month shrugged off the bitter cold that kept most boaters indoors. Rowers from states with iced-over lakes enjoyed miles of open water during traditional winter break training in the hospitable South. “Gainesville is empty (rowingwise) in January and we enjoy exclusive access and treatment all around. I know folks in Gainesville get a bit nervous with cold and ice, let alone snow, but for us it’s great regardless,” said Frank Biller, University of Virginia Crew Coach. A Cavalier crew of 60 rowers and three coaches came down from frozen Charlottesville for their ninth training camp on Lanier. They scrimmaged one afternoon with a hardy crew of 30 from Notre Dame. “It was quite cold actually, but we cope with that pretty well,” Biller said. “In terms of rowing on the water, we did miss a few days, but that is not a big deal.” Rowers sweated it out in morning workouts on ergometers, “ergs,” provided by the Lake Lanier Rowing Club at the Olympic Park boathouse. They got out on the water some afternoons, chowed down at Brenau University dining facilities, and rested at The Guest House Gainesville lodge. The Notre Dame crew stayed in cottages at Don Carter State Park. Biller called the Lake Lanier gig a “perfect arrangement,” one that tops offers from Florida and elsewhere. The first two collegiate crews on the lake this year began the annual migration of rowers who train in winter and early spring on Lanier. LLRC registered about 700 college athletes and coaches who will use its facilities and support before the outdoor rowing season gets into full swing in late March. LLRC reported that Ithaca College in New York plans to shuttle 90 rowers down, making it the largest training crew on Lanier this year. The University of Michigan has 70 rowers on its camp roster. Other colleges planning to come include the U.S. Naval Academy, 65, Case Western, 55, University of Maryland Loyola, 54, and University of

New Hampshire, Hamilton College, and Branksome Hall, from Canada, with 50 each. Several other colleges with smaller crews will head down. “LLRC provides storage for the crews, motor boats for the coaches, and rowing machines for on-land training,” said John Morrison, LLRC training camp coordinator. “We’ll put in the buoys on the race course for the crews coming in March. The main thing we offer is access for rowing shells to miles upon miles of rowable water.” Many of the crews use local facilities for off-the water workouts, Morrison said, including swimming at the Frances Meadows Aquatic Center, weightlifting at local gyms and hiking/trail running on trails in state parks and

the Chattahoochee National Forest. Training camp away from school and busy schedules boosts rowers’ mental focus and preparation, Biller said. “A successful training camp does not require rowing all the time and we happily dedicated training time indoors on the ergs. Thanks to the excellent facilities as well as (LLRC) hospitality, we have access to all this equipment.” He also noted advantages of practicing on the same waters where collegiate rowers will stroke for the top spot this spring. “Our team is already looking forward to the American Collegiate Rowing Association National Championship on Memorial Day weekend in May,” he said, “another reason to train there in January.”

It’s called forecasting for a reason I hope all of you are surviving this winter. The Climate Prediction Center Winter Outlook was for above average temperatures and below average precipitation. As you well know, it’s turning out to be one of the coldest and snowiest winters on record for north Georgia. What has also been remarkable is that Atlanta has been consistently cooler than Anchorage, Alaska most of last month. When we had our second snow on January 16th and our temperature hovered in the mid 20s, Fairbanks was in the mid 30s! We have actually had more snow than Chicago this winter! Yes, things are just a little out of whack. Before our winter season began, broadcast meteorologists, national weather meteorologists, county emergency managers, GDOT officials, and school superintendents met at Georgia Tech to discuss the upcoming winter. Meteorologically, we all saw the colder ocean temperatures in the eastern equatorial Pacific Ocean, signaling the developing La Nina. Without going into a bunch of meteorological jargon, the bottom line was a warm and dry winter. However, our NWS meteorologists did say that, from time to time, we could see some severe ice storms. That is what we all prepared for and we happily went on our way. An epic early December snow storm gave us pause. Then the temperatures got cold and stayed cold through January. This is not our typical La Nina weather, to say

the least. So, what is going on? There is a feature Glenn over the north pole called the Polar Vortex. Burns You might have seen media reports like Lanier “Godzilla Polar Vortex Outlook to attack the Northeast.” That’s not entirely true! The polar vortex is a prevailing wind pattern that circles the Arctic, flowing from west to east all the way around the Earth. It normally keeps extremely cold air bottled up toward the North Pole. Sometimes however, the Polar Vortex weakens, allowing the cold air to pour down across Canada into the U.S., all the way down into Georgia. In addition to bringing cold, the air mass can push the jet stream, a river of wind that flows from the Pacific Ocean across the U.S., much farther south as well. If we get even a small weather disturbance, bringing Gulf moisture, it can fall as heavy snow, which is what happened here in December. Why does the vortex weaken? Some climatologists believe it’s because more Arctic sea ice is melting during summer months. The more ice that melts, the more the Arctic Ocean warms. The ocean radiates much of that excess heat back to the atmosphere in winter, which disrupts the polar vortex. Data taken over the past decade indicate that when a lot of Arctic sea ice disappears in the summer, the vortex has a tendency to weaken during the following winter. Although the extent of summer sea ice in the Arctic varies year to

Flotilla 29 of the U.S. Coast Guard Auxiliary, Lake Lanier, announces a one-day “About Boating Safely” course. The course is scheduled for Saturday, February 24, 2018. This course also serves as a PWC certified course for children under the age of 16. Remember all of your crew members should be wearing a PFD (Personal floating device). Lakeside presents “Shore Lines” – stories about people who live, work and play around the lake and the places that make the area special. By Pamela A. Keene When Lanier Technical College’s new campus opens in January 2019, the eyes of the marine industry will be watching. As one of four new programs on the 95acre campus on Highway 365 in North Hall County, Marine Technology will be a much-anticipated addition to the college’s curriculum. “When North Georgia Tech closed its marine technology program a couple of years ago, it left an obvious need for this training option in our area,” said Jenny Serwitz, owner of Pull Watersports in Cumming. “The program will be state-of-the-art, and its location is perfect to attract students because of all the lakes and marine dealers in this area.” Dealers and other marine-related businesses like Pull Watersports, Gainesville Marina, Park Marine, Atlanta Marine, Boating Atlanta and Singleton Marine, have been generally hard-pressed to find enough qualified candidates to fill the several hundred marine technology jobs in North Georgia. “We’re very excited about the new program,” said Phillip Burton with Gainesville Marina. “The industry has been needing this, especially in metro Atlanta.” Burton said that 70 to 75 percent of all boat sales in Georgia originate in North Georgia. “There are several companies who train on their engines, but right now there’s no generic program to train new technicians, no true training facility that allows students to get what they need to

know in one location. We’re eager for the program to open in 2019.” Gainesville Marina employs nearly a half-dozen technicians, plus it has another five or so employees that support the marina/dealer’s service department. “We have hired people from the North Georgia Tech program, and we’re always looking for qualified technicians.” Brent Danneman of Park Marine also responded positively to the news. “A training program has been needed for quite a while,” he said. “We are in full support of it and hope to get more involved.” Seeking input from all Officials at Lanier Tech are embracing input from the marine industry, not just locally but regionally and nationally as well. During the Atlanta Boat Show in mid-January, the college hosted an industry breakfast and a chance to meet face-to-face with dealers. Several asked how they can be involved and how they can help. “We’ll be forming a stakeholders advisory committee within the next four to six weeks to represent every facet of the marine disciplines,” said Christian Tetzlaff, dean of the Applied Technology Division at Lanier Tech. “We want to hear from the industry about their needs and their goals, and who better to give us this kind of input than the people who are on the front lines?” “The National Marine Manufacturer’s Association (the group that organizes boat shows across

the country, including the Atlanta Boat Show), has been extremely supportive and helpful,” said Lauren Pugh, vice president of institutional advancement at Lanier Tech. The college sent representatives to the national marine dealer conference in Florida several months ago and in November Lanier Tech hosted the November meeting of the Marine Trade Association of Metro Atlanta on campus. “It provided a good opportunity to introduce members to the campus and our programs,” Tetzlaff said. The curriculum of the Marine Technology Program is awaiting final approval, but according to published materials, the program “emphasizes a combination of marine engine technology theory and practical application necessary for successful employment in the field, qualifying students for entry-level jobs as marine engine technicians.” $5 million capital campaign One of the keys to support of the program and the new campus is the current $5 million capital campaign being conducted. “This campaign is critical to help us raise funds for areas not covered by state funds,” Pugh said. “So far we’ve raised $2.3 million, but our goal is to complete this campaign in the next nine months.” The $100 million campus represents a first for the Technical College System of Georgia. “This is the first brand-new from-theground-up campus to be built in the system,” Pugh said. Until now, the units of the system were housed in repurposed buildings or facilities that existed before the system was created in 2008, a renaming of the Department of Adult and Technical Education of Georgia. System of Georgia consolidated from 34 institutions to 22. Students are eligible to attend through the HOPE program, as well as the federal Pell Grant. Tuition per credit hour is $89 for instate students; for the commercial truck driving program, tuition is $178 per credit hour for in-state students. The system offers 17 tuition-free programs as part of its mission of workforce development. Doubling enrollment Nearly 3,700 students are currently enrolled in Lanier Tech’s Oakwood campus, including instate, out-of-state and internationally. Of those, 17 percent, more than 620, are dual-enrollment. “With the move to the new campus, we will have the capacity to double the number of students served,” Pugh said. The new campus will have six buildings – Campus Support and Educational Development, Administration, Allied Health, Instructional/General Education/Adult Education, Technology and Industry, plus a Conference Center, for a total of 335,000 square feet. An amphitheater on campus and the conference center will be used for community events. In addition to Marine Technology, the campus will add three other programs – Construction Management, Diesel Equipment Technology, and Hospitality Management. Lanier Tech was founded in

1966 in partnership with the Hall County School System and the Hall County Chamber of Commerce. The first classes were held in the First Baptist Church of Oakwood. “We’ve always been very community driven,” Pugh said. “And our mission of workforce development continues to be successful, as well as our goal to serve students who plan to move on to continue their education.” Statistically, Lanier Tech has 100 percent job placement for students who choose to enter the workforce after graduating. “99 percent of these students are hired in their chosen field of study,” she said. “A number of graduates also choose to further their education, and we also have adult students, some who have advanced degrees, coming here to learn the skills necessary for continued employment.” Lanier Tech operates five campuses in North Georgia in Barrow, Dawson, Forsyth, Dawson, Hall/Oakwood and Jackson counties. When the new campus is complete, the Oakwood facility will relocate to North Gainesville/Hall. “We are very blessed to have such a great marine presence in this area because of Lake Lanier and other lakes in the region,” Pugh said. “And with the continued support of the marine industry and the community, we’re really excited about what next year will look like.”

By Jane Harrison A little shop tucked just off a busy Gainesville street spins a one-of-a-kind business. At Wrenched Bicycles, folks can buy a bike, take it for a group ride, and sip a craft brew. It’s the only retail joint in Georgia where spokes and suds meet up, according to shop owner Todd Berry. The combination is a winner for the veteran cyclist who opened Wrenched Bicycles in 2012 and chained it to a survival mechanism to challenge the onslaught of on-line shopping. Adjacent to the showroom where Specializeds, Cannondales and others gleam and just behind the mechanic’s nook, more than 30 beer taps line the wall. Behind the bar, tap tender Teo Barth drains kegs from a plethora of Georgia craft breweries, plus some out-of state beer makers. Cyclists, thirsty from a trail trek, road tour, or indoor spin park their twowheeled chariots and order up refreshing liquid carbs. “I think it works really good,” said Berry of the merger of two favorite pastimes. “The way retail is now, with Amazon, you have to have something to go with retail or otherwise not survive.” Choos-

There was a bike shop there called The Hub that had beers and bikes. Across the road there was one with bikes and coffee … it was empty all the time,” Berry said. Craft breweries, such as Terrapin based in Athens, Ga., got in sync with mountain bike events. “They were there all the time,” Berry said. When Gainesville loosened up its alcohol restrictions, Berry jumped on the bike and beer gig to start the first in Georgia. He teamed up with long-time

friend and local artist/brew aficionado, Barth, to get the wheels turning. “When Todd got beer in here, we got the bike circle and the beer circle together,” said Barth, who has organized art festivals and events at Gainesville’s Left Nut Brewery. The shop fulfills Berry’s mission to “get more people on bikes more often.” On Saturday mornings from two to 15 cyclists follow Berry’s lead in Gears & Beers, group rides from the shop onto the country roads of East Hall or the rolling trails of Chicopee Woods. Tuesday and Thursday nights, both cyclists and non-cyclists workout on bike trainers and spin-bikes in Pedals & Pints, led by Scott Unnold, a fixture on the local bike scene for

Lake Lanier is prime picking for the Great Backyard Bird Count Feb. 16-19. With a combination of water fowl and landbased birds, weekend bird-watchers have the possibility of spotting more than 50 types of birds, depending on how much time you spend counting. Cosponsored by the National Audubon Society and Cornell University, the event is now in its 21st year. It’s designed to learn more about birds, the health of their populations, and their environment. In 2017, more than 160,000 people participated. “This count is so fun because anyone can take part – we all learn and watch birds together – whether you are an expert, novice or feeder watcher,” said Gary Langham, chief scientist for Audubon via the organization’s website. “I like to invite new birders to share the experience. The Georgia Department of Natural Resources hosts a Youth Birding Competition every April. This year’s event is slated for April 27-28. Set during the peak migration for many birds, the 24-hour competition encourages youth teams to find as many bird species as possible. Teams can raise money for the Georgia Wildlife Conservation Fund or for a conservation organization of their choice. Economic outlook positive for boating, marine industry and recreation

Keene The news was positive when representatives of the National Marine Manufacturers Association met with federal, state and local officials and stakeholders during the Atlanta Boat Show. “Boating participation in 2016 significantly increased over 2014 to more than 142 million people,” said Nicole Vasilaros, vice president of Federal and Legal Affairs with the NMMA. “Of those, 17 million were first-time boaters. Thirty-two percent of those firsttime boats were Hispanic and 8.5 million first-time participants were children under age 18.” She also reported that retail spending on boating increased by $1 billion from 2016 to 2017, topping out at $37 billion across the country. That’s up from $27 billion in 2010. “Georgia was ranked No. 9 in sales of new powerboats, engines, trailers and accessories for 2016, and 11 percent increase, representing $551 million,” she said. “As a top boating state, Georgia’s recreational boating industry has an annual economic impact of more than $3.3 billion, supporting nearly 18,000 American jobs and 661 businesses.”

Looking at the membership of NMMA in the state, there are seven boatbuilders, three engine manufacturers, 15 accessory and component manufacturers. “The top three boating activities in Georgia are fishing, swimming and entertaining,” she said. “Georgia is 12th in retail spending for fishing, with $1.1 billion spent annually on fishing and related purchases.” The NMMA reports that boating trends are making it even more appealing for new boaters to participate. “Because of the versatility of boat types, we’re seeing more families, plus there are more boat clubs and shared ownership programs to help get new people into boating.” Vasilaros compared shared boating to the trends of Airbnb’s and Ubers, where people are looking for a shared economic model. On Lanier, companies like Sailtime, Freedom Boat Club and Carefree Boat Club provide shared access to different types of boats. tional leader in boating safety, including mandatory boater safety requirements, strong drunk-boating laws and mandatory life jackets for kids,” Vasilaros said. “Although it didn’t pass the Georgia General Assembly in the 2017 session, we are hopeful that boat titling will move forward in Georgia and other states. The benefits are good for consumers, who

have more flexible loan opportunities, for law enforcement, and dealers to protect them from taking stolen boats in trade.” Nationally, the NMMA is monitoring actions regarding taxes, the environment and issues that may affect materials and boat building, particularly the import of aluminum from China, where the US Department of Commerce

Building bridges and homes for osprey

Keene When the contract was signed to rebuild Bolling Bridge, the Georgia Department of Transportation made sure that the osprey families who had taken up residence on the steel girders would still have homes. “Ospreys are monogamous, and they return to their previous years’ nesting sites,” said Katie Strickland. “We left their current nests alone and built two timber platforms nearby for them to have places for them to move. The timing was important because they nest from April until October, so we didn’t want to disturb them during that time.” Osprey are on the Federal Endangered Species list. Both nests were vacated late in 2017, and now that the nesting season is over, the osprey have caught on to their new digs. “One family has already moved to the new platform, but the second platform wasn’t getting any love from the other family,” she said. “In January we moved the other south of the bridge on the first island and we’re keeping an eye on it.” The construction company, Scott Bridge, handled the relocation of the timber piling and platform, in coordination with the Georgia Department of Natural Resources. “To encourage the osprey toward the new platforms, we’ve placed pyramid-shaped fencing on the tops of the

former nesting sites,” she said. Part of the contract with the GDOT included restricting the type of work that can be done during the Osprey nesting season that might disturb the birds. “The work will continue on such things as lane paving, tying in the approach slabs and signage,” Strickland said. The new bridge will have two 12-footwide lanes and 10-foot shoulders. The $20 million project is expected to take almost three years to complete, with a target date of March 2019. It includes building the new bridge and the approaches to the bridge, a total of .74 miles of construction, widening and realignment.

Not the end of the Water Wars; Riverkeepers, LLA weigh in on Supreme Court hearing

By Jane Harrison River and lake watchdogs in two states are skeptical a Supreme Court ruling this summer will end the decades-long water conflict in the Southeast. Representatives from Chattahoochee Riverkeeper, Apalachicola Riverkeeper and the Lake Lanier Association offered comments about the court hearing last month that some thought might at least settle the fight between Florida and Georgia over water in the Apalachicola-Chattahoochee-Flint river system shared by both states. Alabama, which also gets water from the river system, was not a party in the Florida v. Georgia battle, but has filed a separate lawsuit challenging the U.S. Army Corps of Engineers Water Control Manual for another river system. Question: Did justices seem particularly sympathetic to either side? Kevin Jeselnik, General Counsel, Chattahoochee Riverkeeper: Some of the justices seemed interested in going beyond the Special Master’s recommendation to dismiss Florida’s case and get to the merits of the case – how much water does Florida need to

redress its harm? It seems like the justices felt frustration that no one – whether it was Florida in making its case or the Special Master in his recommendation – quantified just how much more water needed to be saved in Georgia and how much needed to reach Florida to redress the harms. But the justices revealed a clear desire to find some solution that would bring Florida relief, or at least prevent the conditions in Apalachicola Bay from getting worse. Dan Tonsmeire, Apalachicola Riverkeeeper: I’m encouraged for Florida and the Apalachicola side because (justices) seemed like they wanted to get Florida some relief. It seemed clear to them that Florida at least made a case there was harm and things could be done that could give them some relief. The question now is the best way to get relief and ensure it may happen.” Question: What’s your opinion that the court’s decision could end the water wars? Jeselnik: This is not the end of the water wars. A number of parties have filed administrative appeals to the Corps’ recently

updated Water Control Manual for the basin. While Florida has not yet lodged such a challenge, it still could if the Supreme Court failed to alter conditions in the ACF in a way that Florida feels will bring it relief. And this may not be the end of this specific dispute. The Court can send the case back to the Special Master for further findings or issue an order that requires the two states to change their operations in the basin. Tonsmeire: There are three possible outcomes. 1) Do what the Special Master said and offer no relief for Florida; 2) Give Florida relief, but leave the Corps out in the wind about how much water to release, or 3) Remand the Special Master’s report, have the states come together and come up with a number. “These guys can’t agree … they’re not likely to come up with a number. I don’t see Georgia has any interest in settling.” The conflict continues on another front, with a lawsuit challenging the Water Control Manual on behalf of Apalachicola Riverkeeper and other Florida environmental groups. By Bev Knight So, you’ve decided to buy a lake home. Good for you! You’ll love living on Lanier, but be aware that buying a lake home is probably unlike any other purchase you’ve ever made. To prepare for that process, minimize the frustration and reduce your learning curve, it may be helpful to think through all of the issues before you start. It will also help your agent find you the perfect home. The following paragraphs should explain many of the issues, and the checklist will ensure that you are ready to buy when the time comes. Financing – Before you fall in love with the wrong house, find out what you can afford. In most price points, it has become a seller’s market, and the best homes will sell quickly – often the first day. To compete for great deals, you need to be ready to act. Talk to your lender about getting a prequalification letter which confirms your ability to get a mortgage. This will be required with most offers, and it will streamline the process if you have Financing

you’ll want to work with an expert. Moreover, in this seller’s market, the best properties will sell right away. You don’t want to wait to see it on Zillow because chances are, it will have already gone under contract by the time the listing filters down to those secondary sites. It helps to have someone in the lake community who hears about these upcoming listings at team meetings, church, parties, community gatherings, etc. It’s the buyer who is ready to act who wins the most competitive properties, and that usually means they have a lake agent watching for them. Another reason to speak to an experienced agent relates to short term rentals. There are some areas where that’s allowed and some where it isn’t. If you’re planning on renting out your property using VRBO or other comparable sites, be sure your agent knows how to determine if that’s legal in that area. Location – Generally speaking, lake residences are referenced by four geographic quadrants: NE, NW, SE and SW. North and south lake are divided by Browns Bridge. The east side includes property closest to I-985, and the west side is the GA 400 corridor. Why is that significant? Because each area has its own benefits and personality, not to mention price considerations. In many cases, the closer you are to Atlanta, the higher the price tag. If you have a sail boat, you probably want to be on the south end because those boats cannot fit under Browns Bridge when the lake is at full pool. Plus, most of the marinas designed to accommodate sail boats are on south lake. If you’re all about large groups of people and partying on the lake, you might enjoy south lake. Cocktail Cove anyone? If you prefer a quieter lifestyle and less boat traffic, north lake might be a better fit for you. If you are buying a permanent residence and commute to Alpharetta, the west side probably works best. If you work off of I-85, the east side would be better. Before you get started, think about what area suits your needs. Keep in mind that the most expensive market is Cumming, but there are bargains to be had all over the lake. You just need to be patient and make sure you’re

ready to pull the trigger when the listings come up. Lake Characteristics – Everybody thinks they want a big view, deep water, a short flat walk to the lake, and no boat traffic by their dock. Unfortunately, it’s almost impossible to find all those features for an affordable price; so, here are some considerations as you prioritize your wish list. If you think about terrain, most of the time a flat walk to the lake means shallow water at the dock just as a steep path means deep water. Keep in mind that a meandering path can make the walk to the lake easier; plus, if you have a medical necessity of some kind, you can usually get a cart permit from the Corps. With regard to a big view of the channel, there are benefits and challenges of living on big water versus in a cove. Big water often affords a better view, but it may not be easy to swim off your dock and your lake vehicles will get a fair amount of wake from the passing boat traffic. On the other hand, a cove provides privacy and less wake, but you may have water level issues in droughts. One choice is not better than the other, but it makes you a more informed consumer if you weigh these factors before you start looking. House Requirements – Other issues you want to consider include your preferred architecture, number of bedrooms, proximity to restaurants and shopping, type of neighborhood (subdivision versus more secluded), storage needs, and more. Is this going to be a permanent residence or a weekend home? If it’s a weekender, you may not need a bedroom for every child. Many lake homes have bunk rooms for young’uns, and kids love it. If it’s a residence,

your closets will have to accommodate every day life; but, if it’s a weekender, you can get away with less closet space. This allows for a bigger pool of potential properties and may save you some money. Are you willing to update the home? If so, that may open the door to a better deal and allow you to get a better return on your investment when it’s time to sell. Timing – You need to decide how quickly you want to close. This time of year, most people want to be in the house by spring. If so, you need to start your search right away. Study the values of recent sales so you will know a good deal when you see it. Zillow has a list of recently sold homes though you’ll have to wade through both lake and nonlake transactions; or, you might try lakehouse.com or other sites dedicated to lake homes. Either way, knowledge is power and you want to understand the market. Use the adjoining checklist to help define your priorities and prepare for a successful search. Keep in mind that if you want everything, it will be quite expensive. Take your time and decide what is most important, then prioritize the rest. Each app operates with a dashboard, customized to the application, that can be accessed at any time and provide real-time information and access. It’s connected through Wi-Fi. The cameras can provide adjustable views from wide angle to targeted by controlling them through the dashboard. The system can send alerts to dock owners and/or to dock companies.

He originally planned Gears & Beers as a mountain bike ride, but when this winter’s freezing and thawing turned Chicopee Woods trails to mush, he switched it to asphalt. He expects to hit the trails when Chicopee Woods re-opens. Either way, Berry guides cyclists from the shop onto lesser traveled neighborhood streets to roads with more cows than cars or trails with more trees than anything. Road cyclists steer clear of Jesse Jewell Parkway and head onto rural routes in East Hall past Rabbittown. He leads mountain bikers to the Gainesville square and across the “bridge to nowhere” over Jesse Jewell. Cyclists follow the developing paved greenway to a back route onto miles of woodsy trails at

Chicopee. Road rides cover about 25 miles for around two hours. Mountain bike rides total about 15 miles. Berry advises folks to call the shop or check the Facebook page to find out the Saturday ride destination. Whether road or trail, Berry tailors rides for various levels of fitness and skill. No one gets dropped. No king of the mountain contests, pace lines, or sprints. “People come to group rides to talk and have a good time … it’s a social ride,” he said. Someone from the group will peel off with beginners so they have company and guidance. Participants often “come in after the ride, hang out and drink a beer,” Berry said. “It’s a good reward for athletes,” said Barth, who’ll proudly pour from 42 taps when the shop reaches capacity this month. “They work hard, burn calories off … it’s re-hydration” mostly in moderation, he said. “I’m not really surprised how it comes together ... I’m just

Asheville’s Wicked Weed and another brewery from that popular brew town cross the state line via the bike shop. For the more traditional imbiber and the calorie-counter Barth keeps Mich Ultra and Bud Lite on hand. The tap room has “brought a lot of new faces in,” Berry said, including folks who’d never stepped foot in a bike shop. “They hang out, have a good time, and get introduced to cycling.” Having bikes, plus more beers on tap than any other establishment in Gainesville gives Wrenched Bicycles extra gears to run on.

Ancient Georgia coastal forts saved the colonies

Nearly 300 years ago, the young British colonists were aware that a coming battle with the Spanish over land and sea rights along the Georgia Coast was imminent. Therefore, General James Oglethorpe began building fortifications like Fort King George in Darien and Fort Frederica on Saint Simons Island to thwart the Spanish advance. With the Spanish fleet and 5,000 armed soldiers bearing down on his tiny stronghold on St. Simons Island, General James Oglethorpe tried desperately to keep them from landing. His diminutive fort at the southern tip of the island, however, couldn’t hold them back, so he spiked his canons and retreated to his main base at Fort Frederica. His next move would change world and American history! After taking Fort St. Simons, the Spanish soldiers began marching up Military Road toward Fort Frederica on the morning of July 7, 1742 with about 180 men, but were driven back by the English in the Battle of Gully Hole Creek. This caused the Spanish to retreat toward their main army, but the English followed. Brilliantly, Oglethorpe positioned a company of local Highlanders from Darien in a wooded area overlooking a marsh that the Spanish would have to traverse. Though the ensuing battle has been embellished often, it is said that even though only seven soldiers were killed, the blood of the Spanish turned the marsh red ... thus the name: The Battle of Bloody Marsh. Despite having an overwhelming numbers advantage, these two skirmishes caused the Spanish to hesitate long enough for Oglethorpe to plant a seed of doubt about the size of his forces. Action of English ships also led the Spanish to believe they were in grave danger, so on July 15, they retreated back to St. Augustine and never returned. The oldest fort in Coastal Georgia is Fort King George constructed in 1721 as the southernmost British outpost to defend against the French, Spanish and Indians. It was destroyed by fire in 1726 and rebuilt the following year, then manned by a colonial company until 1732. The modern reconstruction of the fort with its sturdy blockhouse, old sawmill and historic British cemetery has been placed on the National Register of Historic Places. It is located just outside the shrimping village of

Darien, and the authentic restoration of the fort and grounds is well worth a visit. Probably the most famous British fort is Fort Frederica that was built around 1736 to protect the village and control the inland passage up the Georgia Coast. It was constructed of earth, timber and rock tabby, and armed with heavy canon and British soldiers. The site of the fort and the village is preserved today as Fort Frederica National Monument on St. Simons Island. “When one visits Fort Frederica, they are reminded of what was once a thriving town with major significance in securing the future of the new colony,” stated Leslie Amerine, Georgia Visitor Information Center Manager. This is a side trip that is well worth the time to see. The one Coastal Georgia fort that was built primarily to defend the port of Sunbury on the Medway River against the British during the Revolutionary War is Fort Morris. It is a very small earthen, rectangular bastion of no more than one acre, but in 1778 was manned by 200 men and 25 canon. When Fort Morris was finally attacked by superior English forces, the Americans were asked

to surrender. According to Arthur C. Edgar, Jr., Manager at Fort Morris State Historic Site, Col. John McIntosh of the Continental Troops replied, “We, sir, are fighting the battle of America and therefore disdain to remain neuter till its fate is determined, so come and take it!” Because of the bold challenge to the British colonel, he ordered a withdrawal to avoid heavy casualties on his men from the canon. By sundown the English were in full retreat, and the British invasion of Georgia had been defeated. Colonel McIntosh became an American hero for his courage and defiance at Fort Morris, and Georgia’s Legislature voted to honor him with a sword inscribed with his famous words, “Come and take it!” Though not much is left to see at Fort Morris today, the site near Midway, Ga. has a museum, walking trail, picnicking, interpretive signs and the ruins. They are open Thursday-Saturday from 9 a.m. to 5 p.m., but closed Sunday and Wednesday. Throughout Georgia history, forts built along the Georgia Coast protected colonists from the Spanish, French and Indians, and later attempted to ward off advances by the British during our War for Independence. The beauty is that many of these forts and sites have been saved or reconstructed so that all visitors can see and learn about our fabulous, but sometimes violent history.
