Special Master sides with Georgia in water war

By Jane Harrison Georgia’s latest win in a decades long water brawl with its neighbors drew a guarded victory declaration from the governor’s office, an admonition from a Georgia river advocate, and disappointment down in Florida. Special Master Paul J. Kelly, Jr. flatly denied Florida’s claims that Georgia water use caused harm downstream on a river system that runs from the Georgia mountains to the Florida Panhandle. His Dec. 11 report is likely to influence a Supreme Court decision, possibly this summer, in a lawsuit Florida filed in 2013 for equitable apportionment of water in the Apalachicola-Chattahoochee-Flint rivers. Florida’s suit asks for a cap on Georgia water use at current levels through 2050. In an 81-page recommendation written a little more than a month after oral arguments, Kelly basically stated he found Georgia’s evidence more convincing than Florida’s. He quoted witnesses that blamed woes suffered downstream in Apalachicola Bay on Florida mismanagement of resources rather than on Georgia water consumption. He deemed Georgia water use “reasonable,”
noted Georgia conservation efforts, and contrasted Georgia’s larger economy and population with the tiny region at stake on the gulf. Kelly concluded, “I do not recommend that the Supreme Court grant Florida’s request for a decree equitably apportioning the waters of the ACF Basin because the evidence has not shown harm to Florida caused by Georgia; the evidence has shown that Georgia’s water use is reasonable; and the evidence has not shown that the benefits of apportionment would substantially outweigh the potential harms.” The case, the latest in the longstanding water wars between Georgia, Florida, and Alabama, attracted attention of Lake Lanier stakeholders concerned about how it could affect levels on the largest ACF reservoir and major water supplier for metro-Atlanta and the region. But, Florida’s final arguments mainly targeted Georgia farmers’ irrigation on the Flint River. Ga. Gov. Brian Kemp responded in a statement, “We greatly appreciate Special Master Kelly's recognition of Georgia’s strong, evidence-based case in this litigation. We will continue to be good stewards of water re-
sources in every corner of our state, and we hope that this issue will reach a final conclusion soon.” Fla. Department of Environmental Protection Secretary Noah Valenstein responded with extreme disappointment to the latest setback in the legal battle has cost the state more than $50 million; Georgia has spent nearly as much. “Florida remains committed to restoring the historic flows of the Apalachicola River and the fami-
lies who rely on this river for their livelihood. The water this river provides is essential for the Apalachicola Bay, and we will remain steadfast in our commitment to protecting it. We are in the process of reviewing the report in its entirety and are evaluating our legal options.” Chattahoochee Riverkeeper, a non-profit private organization that advocates for the health of the river, interpreted Kelly’s reSee Lawsuit, page 22

Lanier businesses create razzle-dazzle at the Atlanta Boat Show By Pamela A. Keene Prepared to be wowed. Two local businesses are putting on the glitz for this year’s Atlanta Boat Show. With adjoining booth spaces, Overboard Designs and AVC Marine have created a fully decked-out 25-foot Malibu LSV wakeboard boat to showcase the latest trends, technology and designs in marine upholstery, furnishings, electronics, lights and sound. “Singleton Marine has graciously entrusted us to completely customize a brand-new 2020
Malibu 25 LSV wakeboard boat for this year’s boat show,” said Cibele Aisquith, owner of Overboard Designs. “We’ve completely removed the interior and have combined all the bells and whistles to showcase our capabilities at Overboard Designs and those of Chris Shakespeare’s company, AVC Marine. The result is a first for this market, something people here have never seen before in the realm of customization and electronics.” The two Buford-based companies put their resources together
for their boat show partnership and began work several months ago. They will be in adjoining booths No. D50 and D52. In addition to the Malibu, four other vessels will be on display in the booths, to showcase a variety of products.

A sampling of fishing information and tips from area experts

Striper fising The striper bite is still good, with a big variety of techniques that will bend the rod. Overall, the trolling bite may be the best pattern, following by or tied with the downline bite. Add in bait fishing on the free lines/planers, casting Mini Mack’s, and dropping some spoons and you will have a plethora of choices to make. We’ll start with the trolling bite. Pulling the full size rigs has been very good, start at 120 feet behind the boat and adjust accordingly. Pull the rigs down the banks in 25 to 35 feet, over high spots, into the creeks and drains, or around any working gulls and/or loons. Pulling Mini Mack’s over the same depths, is also effective, either flatlined or on the planers. On the Mini, you can slow troll on the electric or flatline them behind the big motor. If you opt for trolling on the outboard, you will need to deploy lots of line, or use
lead core, to get the Mini into 15 to 22 feet. On the stealth trolling, just drop the Mini to the depth where you have the best activity and start pulling at .5 mph to 1 mph. To address a frequently asked question about the Mini, I have been using 15 lb mono with no leader. Heavier line does not seem to deter the bite but it will create drag and cause the rig to fish shallower than with lighter mono. The down line bite has also been good, look for the fish around the bait schools, the bait is really piling up in the creeks and drains, or if you are far enough either river, on flats adjacent to the channels. Trolling a rig is a good way to find these fish, you can always deploy the bait once you mark ‘em. Depth on the downlines is a big variable, 30 is a good starting point but as always adjust the number as you watch your sonar. Deploying a pitch bait/free line in the mix will also pay off, especially early in the day. Keep a spoon on the ready as well, if they will bunch up for you the spoon will get the bite! We also have a fair number of fish up on
points, shallow humps and around flats in 8 to 20 feet, especially up the lake. Planers and flat lines will get some bites here and trout, gizzards and herring are all viable baits. This pattern has not produced the numbers that the down lines have, that 30 foot water is holding good numbers of fish, and these shallow fish are scattered. It is a viable pattern and will improve as the water continues to cool. This shallow bite will work lake wide, but may be best up in the rivers. Bass fising Bass fishing is also very good and as has been the case in recent weeks lots of patterns that are very effective. We have several types of structures that are holding fish, and is usually the case during this time of year the ditches and drains are attracting good groups of fish. Typically the fish will push up into the shallower part of the drain early, moving out as the day progresses. Start out with the moving baits, crank baits, jerk baits and Fish Head Spins, switching to worms and jigs as you move into deeper water.

Docks are still a very good pattern, worms on the Weedless Wonder will get the bite here. I think docks in the creeks are the best, but any dock may hold fish. If I had to pick a depth I would key on 15 to 25, but a few feet on either side of that range can be effective depending on the day and the weather. Jigs will also be a very good choice for the docks, any dark/crawfish pattern jig should be turned into dinner if the fish are there. As always with the docks, try and find the pattern within the pattern. To fish docks can be pretty vague, try and find a depth, what type of secondary structure is under the dock, how far back in the creek, etc. Otherwise, this is a game of saturation, often producing singles or doubles, but if you keep on the move you can still run up some nice numbers. Fishing rocks are also a good pattern, but talk about vague, rocks are all over and in all depths so let’s try and narrow that down. Two patterns to try here, one is fairly shallow rock in the creeks or on secondary points. Worms on the shakey, Jigs, and crank baits are all good
choices for this approach. Like the dock pattern move quickly, fish plenty of places and the numbers should follow. The other pattern is to fish main lake, or places on the major creek channels that are rock bluffs. This can be slow and tedious, because the bluffs are very steep if you do not fish slowly, your bait will not stay on contact with the rock. Try casting parallel to the bluff keeping your boat tonight to the bank. Fish slowly to let the lure fall down the bluff, not away from it. Most importantly, look for the anomalies along the bluff that will concentrate the fish. Jigs and shakeys will be the go to baits, but if the fish pull up shallow moving baits like jerk baits and spinner baits can also be effective. Holiday Boat Parade raises $14,000 for two charities 14 LAKESIDE
By Pamela A. Keene A brief warm and sunny spell meant good news for this year’s Holiday Boat Parade on Lake Lanier. From houseboats to cruisers, 46 boats turned out for the event that raised $9,000 for the Georgia Sheriff’s Youth Ranch and $5,000 for the Hall County Sheriff’s Dive Team. “We were very fortunate to have great weather and a tremendous response,” said Richard Pickering, who chaired the event. “More than 1,000 people attended our event at Margaritaville’s Paradise Cantina and it was a fun evening.” In addition to the entry fees donated by boat captains, funds were raised through a silent auction, raffles and a 50/50 drawing. The grand prize was won by

John Grobe, who skippered “The Boat that’s yet to be Named,” from Hideaway Bay. “The Grinch,” owned by Terri Stagg of Hideaway Bay won Best Crew. “O’Hana” from the Dwellers’ group, owned by Michael Hodnett, received Best Theme. Chip Natowski’s “Pipe Dream” from Bald Ridge was named Best Houseboat. Best Yacht 39 feet and over went to “Moondance,” owned by Greg Beaudry of Holiday. Mark Williams Ergatta sure to steam up boathouse
By Jane Harrison Spinning flywheels and sweaty bodies will steam up windows at the Lake Lanier Olympic Park boathouse Jan. 25 in an indoor rowing contest. The Lake Lanier Rowing Club hails the 8th Annual Mark Williams Ergatta as a “friendly little competition,” but participating athletes will give it their all in the off-the-water races. Cheers and fight chants will bounce off the walls of the rowing club’s erg room as spectators urge their favorites toward victory. Ergatta Director Cecily Kannapell expects about 50 competitors. LLRC has sent applications to all college rowing programs in the area. Last year Berry College and College of Charleston rowers hit the ergs along with LLRC members and a large group of kayakers. Traditionally, a few non-rowers, including runners, cyclists and triathletes, get in on the burn. Lanier Canoe & Kayak Club members often exchange a paddle for an erg handle to race against oar handlers. “Several local gyms have rowing machines, and we are hoping to have some competitors from there. We have had Cross-Fit members participate in the past,” Kannapell said. The event is open to athletes of all ages, including masters, collegiate, high school, and middle school categories. New this year are adaptive events for athletes

with disabilities. Participants don’t even have to know how to row. But it is best if they’ve mastered stationery rowing on an ergometer. Competitors race virtual distances of 1000- or 2000-meters.” Races will be projected on a large screen that participants and spectators can see. We have found this adds to the excitement of the event,” Kannapell said. LLRC encourages all participants to race in mixed relays at the end of the competition. Rowing clubs test their strength and endurance in ergattas during the winter when the water’s not so welcoming for rowing shells. Kannapell explained ergattas are important not just for the team, but also for individual rowers. “Rowing is a team sport. Most boats are composed of multiple people. The ergometer gives rowers a chance to compete as individuals and meas-
ure themselves against others,” she said. “Also, on-the-water opportunities for rowing are limited in the winter time both because of colder water and air temperatures and the decreased number of daylight hours. Most competitive rowers train on ergometers in the winter,” she added. The ergatta’s namesake was a founding member of Lake Lanier Rowing Club who passed away in 2011. Kannapell recalled his competitiveness both on the water and on the erg. “He was a giant of a man, known as a ‘hammer’ because of his great strength and fierce competitiveness, especially on the erg. Recalling a trip to shuttle launch at Kennedy Space Center My brother Haik toured the Kennedy Space Center in the early 1980s and signed up for a pass to view a shuttle launch. laid down on our backs on the seats and pushed up with our feet until the roof was more or less back to where it belonged, with just a wrinkle that ran all around the edge. I was sweating it, hoping that the credit card I used to rent it had the supplemental insurance that would cover the deductible. But when we turned the car in the attendant simply wrote down the mileage, checked the gas gauge and sent us on our way! I keep that trip in my memory along with witnessing the birth of my sons, watching the America’s Cup races and a few other things as the greatest experiences of my
life. A sad epilogue is that when we tried to buy some Colombia T shirts to bring back for the gang at the marina, they were all sold out. However, they still had some Challenger shirts, left over from a previous launch, which we purchased. It hurts to think that the only two Space Shuttles I have had anything to do with ultimately crashed. Mendes has been sailing all his life and on Lake Lanier for the past 25 years. His family owns a marina/bar/restaurant so he has plenty of real life experiences to draw from. His favorite line: “You can’t make this stuff up.”

Recalling winter storms, wondering about 2020
Happy New Year everyone! Hope your holidays were wonderful. We are now in 2020 and we are still in a neutral weather pattern. There is no El Nino that typically brings cold and wet weather. There is no La Nina, which generally brings mild and dry winter weather. We are simply neutral. Last month we had some good cold punches but also some significant warming during the month. We ended December about 2.5 degrees above the 30-year temperature average. Now, as you know, we are entering the coldest part of winter. I was doing some research and we’ve certainly had our fair share of winter weather hijinks during January’s past. Some of you may remember the ice storm of 1973 that paralyzed much of north Georgia for a week! Then we had Snowjam ’82. It came in so quickly many drivers just abandoned their cars. In 2014 we had another similar storm. The granddaddy of them all however, came on March 13, 1993. The Blizzard of ’93 was also called the Storm of the Century. It dropped five inches of snow in the city with 30-plus inches in the north Georgia mountains. Although the Blizzard of ’93 was 27 years ago, I can remember it like it was yesterday. I was in the Weather Center watching for the latest model data to print out. When the first run was completed, I

port as “indicative more of Florida’s failures to present sound scientific support for its arguments rather than a sign that Georgia’s evidence was 100 percent accurate or infallible.” In a statement, CRK warned that although the report “puts Georgia in a strong legal position” to justify its water use, the state must not let up on its conservation efforts. “If the court accepts this recommendation, CRK’s primary concern is that Georgia leaders will stop thinking they need to advance water conservation and efficiency in the municipal, industrial and agricultural sectors. Georgia must remain the leader in this space to protect water quantity and quality throughout the ACF basin,” CRK stated. Apalachicola Riverkeeper Executive Director Georgia Ackerman called Kelly’s report “disheartening.” She added, “It misses the mark in understanding the connectivity of a floodplain, river and bay. The Apalachicola River and Bay system is ecologically and economically invaluable, not just for Florida, but also for the Eastern Gulf of Mexico. Freshwater flow is the driver of

health and productivity for the entire Apalachicola system. The waters of the ACF should be shared equitably.” Kelly is the second special master to turn down Florida’s claims. Justices remanded the first set of recommendations by Ralph Lancaster, now deceased, for reconsideration after Lancaster denied Florida’s claims on a technicality. In a 5-4 vote, justices ruled that Lancaster used “too strict a standard” for Florida to prove its case. The first special master ruled that Florida’s claims should be dismissed because it could not prove that cutting Georgia’s water supply would ameliorate the flow downstream where Florida oyster fisheries need fresh water to survive. He stated that since the U.S. Army Corps of Engineers controls ACF water flow through dams, there was no guarantee that limiting Georgia consumption would send more water into Florida. In the January 2018 Supreme Court hearing, justices indicated some sympathy for Apalachicola, with Justice Stephen Breyer even suggesting, “You’d think that if we’re being equitable here, it
would be equitable to give at least a little bit to Florida.” The court ultimately asked the new special master to get answers to five questions focused on how much water Florida needed and how much it would cost Georgia. Water law attorney John Draper, a longtime acquaintance of Kelly’s in the Santa Fe, New Mexico legal community who has argued numerous cases before special masters, commented that he felt Kelly’s report was “very well written” and “covered all the issues in a way I believe the Court will find satisfactory.” He added that Kelly, a senior federal appellate court judge “found strongly in favor of Georgia, but he didn’t gloss over any important arguments to the contrary. significant cause of the low flows than Georgia’s consumption … Other evidence also supports Georgia’s position that overharvesting and a lack of re-shelling were significant causes of the collapse. • I do not find evidence of harm to the animal species in the river and floodplain ecosystems caused by Georgia. First, Florida has not shown any population level harms to animals in the river and floodplain that were caused by Georgia. • Georgia’s estimates of its consumptive use are more reliable (than Florida’s) … Georgia consumes a relatively small portion of state-line flows during most periods. The Georgia portion of the ACF Basin contains 92% of the population, 96% of employment, and contributes more than 99% of
the gross regional product of the whole ACF Basin. The Georgia ACF produces 129 times the gross regional product and contains more than five times the land area of Florida in the Basin. • Georgia has made significant progress in conserving water … These conservation measures appear to have been quite effective. Georgia’s (ACF water consumption) has not increased from 1994 to 2013, despite population growth from 3.3 million to more than 4.9 million people. • Florida has not shown that Georgia’s agricultural water use is inequitable based on this evidence. • Florida argues … that Georgia should have built the Glades Reservoir and should have implemented a lawn watering ban in 2011–2012. But the measures that
Florida would have Georgia pursue are very costly. The Glades Reservoir would cost $803 million to construct, and Georgia concluded that its conservation measures rendered the project unnecessarily expensive. • Regarding Corps operations: I conclude that very little streamflow generated by a potential decree would pass through to Florida at the times it claims to need additional streamflow under existing (Corps) operational rules … I therefore find that the Corps has not exercised discretion to release significantly more water than the minimums required by its operational rules … I do not reach the question whether the Corps could make reasonable modifications to its Master Manual so that flows would pass through to Florida during drought.

Atlanta Boat Show returns to Georgia World Congress Center’s Hall C
The 2020 Atlanta Boat Show, Georgia’s biggest boating event of the year, returns Jan. 16-19, bringing nearly 30,000 people to downtown Atlanta’s Georgia World Congress Center. The Show, now in its 58th year, is for boating enthusiasts of all ages, with 600-plus of the newest boats available, along with the latest advancements in marine accessories, technology and gear. This year’s show returns to Hall C at the Georgia World Congress Center, with parking in Yellow and Gold Decks. An enhanced Career Day timed with National Mentoring Month and in conjunction with Lanier Technical College provides opportunities for job seekers and students, while small sailors can enjoy fun activities in the Kids’ Zone and Nautical Sto-
rytimes. End the work day with Boats & Brews Happy Hours on Thursday and Friday, enhance fishing and boating skills with more than 100 seminars and DIY workshops, and “reel” in a big one at both a virtual reality station and 5,000-gallon aquarium. By Jane Harrison A different population from the summertime crowd on Lake Lanier has flown in for the winter. Migrants from the north are showing their white spots, silvery silhouettes, and red eyes in floating platoons around the lake. A new opportunity to see the winter visitors – waterfowl seeking respite from frozen northern climes – is available January 18 in “Birding by Boat.” The morning cruise, offered through Elachee Nature Science Center, Chattahoochee Riverkeeper, and Hall County Parks & Leisure, will travel southward from Keith’s Bridge Park to Buford Dam through the lake’s prime winter habitat for migrating water birds. “The lake is a magnet for migrating birds to overwinter,” said Peter Gordon, Elachee education director and birding expert. He and Elachee naturalist Wes Hatch will lead the excursion aboard the Chota Princess II, a 40-foot catamaran that doubles as a floating classroom. The first-time program aims to give about 30 participants a chance to see graceful spotted loons, swooping silvery terns,
and, if they get close enough, the red eyes of grebes foraging for minnows or crustaceans. “There’s quite a diversity, but you never know what you’re going to see,” Gordon said. “They’re coming down here from the north. In the colder winters up north, bodies of water tend to freeze,” he said. “They have plenty of food and habitat” on Lanier. The more moderate climate of the southern lake offers winter meals not on the season’s menu at the birds’ warm-weather homes. Gordon, who often leads birding tours on shore, has viewed loons “en masse,” hawks and ospreys over Lake Lanier. The boating tour allows birders to see and hear the winter migrants floating and feeding on the water. The trip might render unforgettable sights and sounds, such as an eagle diving for a catch or a loon’s tremulous high pitched almostsorrowful wail. Gordon reported several of Georgia’s “finest birders” had already signed up for the tour in December. “We encourage folks of all birding abilities to register while space is available,” he added.
The cost is $30. Participants must be 14 or older. Register at www.elachee.org. The group will meet at River Forks Park at 8:30 a.m. for orientation and depart at 9 a.m. Chattahoochee Riverkeeper provides the boat and captain. Lifejackets are also provided. The Chota Princess II is docked in a covered two-slip boathouse at the county park. “In winter, we’re at the mercy of the weather,” Gordon noted, so participants are advised to dress for a chilly three-hour voyage. Those missing the boat this time can venture out on their own before the winter visitors fly back home in April. Last month Bruce Longmore, vice president of Lanier Partners of North Georgia, left, presented a $30,000 check to the Boys & Girls Clubs of Lanier. Club CEO Steven Mickens accepted the donation, which came from proceeds raised during the 11th Annual Pirates of Lanier Charity Poker Run held last summer. The poker run is part of Lanier Partners service to the community focusing on raising funds for children in need. “The Lanier Partners Charity Poker Run is a wonderful way to help our kids. Want winter color in your yard? No brainer with Southern Camellias
When most of the rest of the plant world is hibernating, count on the delicate Southern Camellia to brighten dreary days. With glossy green leaves and flowers that range in color from bright reds and soft pinks to pure whites and variegated, camellias are reliable bloomers from November through February. And the good news is that they are really easy to grow. All they ask is a shady spot, proper planting and a bit of water during the heat of summer. Once they’re established, they will provide years of winter color. The exact timing of the blooms depends on the species and the cultivar. Basically, garden camellias are available in two types – japonica, a more compact shrub that likes shade, and sasanqua, which can take a bit more sun and has a more open growth habit. Within these species there are more than 2,300 named cultivars recognized and registered with the American Camellia Society, which, by the way, is headquartered in Fort Valley, Georgia, at Massee Lane Gardens, www.americancamellias.com. And with three Lake Lanier non-profit groups, you can tap into free boating knowledge, boating safety and how to help ensure a Clean Lake, Safe Lake and Full Lake. Each year, the show’s organizers – the National Marine Manufacturers’ Association and the Metro Atlanta Marine Trade Association – are strong community supporters who work with lakerelated organizations to help connect them with boat show attendees. Non-profits with booths this year include America’s Boating Club Atlanta, Flotilla 29 of the US Coast Guard and the Lake Lanier Association. All three offer information about boating and membership opportunities. “Having a presence at the Atlanta Boat Show really helps us reach out to the boating community,” said Dave Fuller, incoming commander of America’s Boating Club Atlanta, formerly the Atlanta Sail and Power Squadron. “Our Boating Skills Virtual Trainer, a simulator that recreates opportunities for testing and honing on-the-water abilities, is al-
ways popular. It gives people hands-on experience with boating situations without getting wet.” America’s Boating Club Atlanta and the Coast Guard Auxiliary provide boating safety and education information and classes throughout the year. Classes are open to the public for a nominal charge, depending on the level of the class. The most popular courses offered by both organizations cover basic boating safety, 8-hour courses that instruct attendees on proper boat handling, Rules of the Road when boats meet on the water, simple information about local, state and federal laws and other topics of interest. People who pass the course are given a certificate of completion which, when presented to the boater’s insurance company, may result in reduced boat insurance rates. Both clubs also conduct Vessel Safety Checks at no charge to boaters during the boating season on Lanier to ensure that owners have equipped their vessels with the items required by Georgia law for safety on the water. “Public education is primary for us at the Coast Guard Auxiliary and our boating class is
taught in both English and Spanish,” said Chuck Kelemen, Flotilla commander for Lake Lanier. “During the four days of the boat show, we are actively helping people get updated on the latest state and federal laws about boating so that they can operate their vessels as safely as possible and within the laws and regulations.” The Lake Lanier Association uses the Atlanta Boat Show to educate and inform about issues crucial to the lake. As with the other groups, the show provides an excellent opportunity for newmember recruitment. “Over the past couple of years, we’re finding that more of our members are using the boat show to remind them to renew their memberships,” said John Barker, president of the organization. “And we always attract new members to the association at the boat show.” The association’s booth showcases the group’s projects, including Shore Sweep, the Abandoned Boats and Derelict Docks removal program, and the lighted hazard and navigation lights on Lake Lanier. “As we did last year, one of our big initiatives is edu-

cating people about the 100-foot rule,” Barker said. “We were surprised to find out how many people didn’t realize that Georgia law requires that boats slow to idle speed when within 100 feet of another vessel.” The Lake Lanier Association and America’s Boating Club Atlanta will be offering daily giveaways at their booths. LLA is offering prizes from some of its business partners. ABCA is conducting daily drawings for free boating classes. “We are grateful that the pub-

Finding the right location for your lake house on Lanier 46 LAKESIDE
By Bev Knight One of the most common questions lake agents hear is, “Where is the best place to live on Lake Lanier?” There is definitely NOT just one answer to that question. It depends on your budget, commute requirements, neighborhood preferences, and many other factors. The truth is every part of the lake is perfect for someone. Here is a quick primer on how to find the right area for you. Generally speaking, the lake is divided into two sections, north and south lake with Browns Bridge as the dividing line. Some call the area just south of the bridge central lake, but for the purpose of this discussion, we’ll just go with north and south lake. To further delineate, the east side of the lake is closest to I-985 and the west side is on the GA 400 corridor. The northeast quadrant is most of Gainesville, Murrayville and Lula. The northwest is mostly Dawsonville with a few fingers of the surrounding cities. The southwest quadrant is Cumming. The southeast is Buford, Flowery Branch and Oakwood. Which section is right for you

depends on your personal constraints and requirements. If you are a sailboat enthusiast, you’ll want to stick to south lake. Why? Because most sailboats cannot get under Browns Bridge (the actual bridge, not the road), so all those marinas, regattas and residences are south of the bridge. Do you have a limited budget? Don’t we all? Some areas are more affordable than others. The most expensive and most requested area is the southwest quadrant which is basically Cumming. The reason is that so many people work on the 400 corridor and want the easiest commute. If price is your main concern and you need the west side of the lake, consider Dawsonville. It is just north of Cumming and there are some great deals to be had there. We’ve heard buyers say that Dawsonville has a reputation for shallow water. That is simply not true. There are many, many deep-water properties in Dawsonville. Another often-mentioned requirement is a quick commute into Atlanta. Buyers look at a map and see that Buford and Cumming are closest to the big A as the crow flies; but, here’s some-
thing you might not have considered. You’re not a crow. There are parts of the southernmost lake properties where it takes 10 to 15 minutes to get to the interstate. Whereas, a little farther north, you’re on the interstate in a couple of minutes and don’t hit traffic until you get close to I-85. It may take the same amount of time to get into the big city from Gainesville as it does Buford, depending on which location you choose. The best way to know is to drive the commute before you buy the house. Why bother? Because you might get a better deal in Gainesville which has a lot of lake houses versus Buford which only has a few. Are you searching by city but not finding the house you want? This exposes two problems. First, most national sites like Zillow or realtor.com do not have a lakeonly search. Consider visiting one of the top lake agents’ sites. Not only do they display their own listings, but they offer lake-only searches of all listings. Most of them don’t make you sign up, so you don’t have to endure the solicitous emails. Second, are you searching all
the cities around the lake? You probably know about Buford, Gainesville, Cumming and Dawsonville. But don’t forget to include Flowery Branch, Oakwood, Murrayville, Lula and there are a few in Dahlonega. You may also use lake sites such as lakehouse.com or lakehomesusa.com. A word of advice: don’t depend on online services to determine a lake home’s value. They are calculated through computer algorithms that cannot take into account water depth, view, path to the lake and other lake-related factors. Ask a lake agent to give you an estimate of value. Most of the top agents will do that for free with no obligation. Some people move to the lake for peace and quiet, while others are looking for high energy and lots of activities. Generally speaking, there is less boat traffic on north lake and more to do on south lake. That said, there are some quiet coves on south lake and several busy areas on north lake. Your best bet is to find an agent who knows the lake and can tell you what to expect in the areas where you’re looking. If you are not finding a home
in your price range, consider this: Deep water, great views, easy walk to the lake and other desirable features carry a higher price tag. You may have to compromise your requirements to get on the lake at a price you can afford. Remember that coves can be dredged to make them deeper, and sometimes the best fishing is in the shallower coves. You can trim the trees on YOUR property to improve the view. And if you have a medical necessity, you can usually get a cart permit from the Corps, so a steep path becomes a non-issue. Trust me when I tell you that living the good life on Lake Lanier is worth the effort. South Carolina’s Hammock Coast is unforgettable

In the past, I have often written flowing descriptions of both Hilton Head and Myrtle Beach in South Carolina ... but, I may have left out much of the picturesque, historical and unforgettable Hammock Coast located between the two, which might be the best part! This beautiful section along South Carolina’s Atlantic shoreline teems with historic plantations, museums, sandy beaches, nature preserves, boutique shopping and challenging golf courses. The centerpiece of this gorgeous area is the 300 year-old port city of Georgetown, which is the third oldest settlement in South Carolina. Boasting more than 60 structures on the National Register of Historic Places, Georgetown’s streets, historic homes, churches and museums are shaded by towering live oak trees. Fresh seafood in many forms can be sampled in the eclectic restaurants along the famous Harborwalk. Another nearby setting of beauty and nature is the Brookgreen Gardens (www.brookgreen.org) that boasts many interesting sculptures and colorful gardens. However, I was more attracted to their Lowcountry Zoo which is home to many wild species of birds, animals and reptiles that can be viewed at close range. To really absorb the beauty and history of the Hammock Coast, book a three to four hour trip on the Carolina Rover (www.roverboattours.com) for an Eco-tourism cruise that is guaranteed to be unlike any other attraction in this area. The comfortable, shaded 40 foot pontoon boat takes calmer inland waters to a remote barrier island where the Winyah Bay meets the Atlantic Ocean. This is a bird-watcher's paradise near South Carolina’s oldest operational lighthouse, the Georgetown Light (1811), which has functioned for more than two centuries. Come ashore on North Is-

land to explore and beach comb where an ever-changing array of shelling opportunities abounds. Observe the sight of a Civil War wreck, the Union flagship USS Harvest Moon, while a naturalist delivers informative commentary with reference to many historic plantations. Dolphins, bald eagles, many wading birds and even sea turtles might be seen. This cruise is a wonderful, unique experience for all ages. One of the most famous places seen on this boat tour is Hobcaw Barony (www.hobcawbarony.org) which can be seen on a two hour bus tour that travels down ten miles of rustic dirt roads and includes highlights of Hobcaw Barony’s 16,000 acres of history and ecology. A privately owned research reserve, the property represents every environment and century in the Lowcountry. Naval stores, indigo, and rice production ended by 1905 when the land was purchased by Bernard Baruch. A native South Carolinian and Wall Street financier, he and other millionaires hunted ducks, deer and wild turkeys on this winter retreat.
