Margaritaville at Lanier Islands has landed; Opens in early May

Guests will be transported to the tropics and the land of all things Jimmy Buffett. “We’ve been very busy at Lanier Islands, working to build on what has already been created here while introducing some incredible new venues and developing exciting new activities,” said Darby Campbell, president of Safe Harbor Development LLC. “Our goal is to support Lanier Islands’ position as a top all-season destination in the Southeast, incorporating the Margaritaville lifestyle in ways that keep the fun going all year long. We look forward to welcoming guests soon and are confident those who visit Margaritaville at Lanier Islands will return again and again.” Once they’ve paid the park entrance fee of $15 (or purchased a Thrill & Chill season pass where front gate access is included), guests will have open access to the beach, the newly refurbished

Chota Princess II has new boathouse
By Pamela A. Keene The Chattahoochee Riverkeeper’s floating classroom is now situated in its brandnew home, a large double-bay boathouse at Hall County’s River Forks Park on Keiths Bridge Road. The boathouse and dock, built by Marine Specialties Inc., has been designed with expansion in mind and celebrates a three-way partnership on Lake Lanier. “The partnership with Elachee Nature Science Center and the Riverkeeper has been a long and successful one and will continue,” said Jason Ulseth, Chattahoochee Riverkeeper. “Now, with our relocation to River Forks Park and Campground, we’ve expanded our partnership to include Hall County Parks and Leisure Services as well.” For more than 15 years, the floating classroom was docked at Aqualand Marina. When the Riverkeeper was notified of a change, the organization began
searching for a new location that would satisfy all its needs. “We were looking for a dock and covered slip with access to pavilions, restrooms and adequate parking for buses,” Ulseth said. “Hall County stepped up and embraced the program.” Marine Specialties was tapped to build the dock and boathouse and began work in late December 217. “They worked as hard and fast as they could to help us get ready in time for our spring educational season,” Ulseth said. “They’ve been a pleasure to work with.” The boathouse has two covered 50-foot slips. The interior is lighted by skylights, and the facility is ADA compliant. “We are very proud to have been involved with the Chattahoochee Riverkeeper and its causes of education and the environment,” said Kyle Davis with Marine Specialties. “This was a unique project that will See Chota, page 16

Wear Your Life Jacket to Work Day in Georgia
By Pamela A. Keene It’s a great conversation starter to spread the word about boating and water safety. Surely if you wear your life jacket to work, to shop or eat out, people will take notice. As part of the Annual Safe Boating Campaign May 19-25, national and local groups are urging people to do just that on Friday, May 18. “This is a fun way to educate your coworkers and your community about the importance of wearing life jackets, the different types that are available and how to be safe around the water,” said Barbara Tyson with Atlanta’s Boating Club, which is spearheading the event on Lake Lanier and Allatoona Lake. “When you wear your life jacket to work, shopping or eating out that day, snap a photo and share it on social media through #lifejacket2work and #safeboating.” Atlanta’s Boating Club/Atlanta Sail and Power Squadron is joined by the U.S. Coast Guard, the U.S. Army Corps of Engineers and the Georgia Department of Natural Resources in spreading the word about boating safety this season. The Corps’ “Life Jacket Worn; Nobody Mourns” has been promoted in and around Corps of Engineer lakes for several years. Those who drive across Buford Dam can see the flashing reminder sign next to the area where the current lake level at Lanier is posted. A variety of events will take place this
summer to raise awareness of life jacket and boating safety. On Saturday, May 19, visitors and spectators at the Supra Boats Pro Wakeboard Tour are asked to help break the world record for the most people wearing life jackets over four days this summer as part of “Ready, Set, Wear It! Life Jacket World Record Day.” Flotilla 29 of the U.S. Coast Guard Auxiliary and Atlanta’s Boating Club will sponsor and staff a Safety Booth at the event on May 29, promoting boating safety, boating classes and handing out educational materials. Other “Ready, Set, Wear It!” events are scheduled for Dallas Landing Park at Allatoona Lake on Saturday, June 9, and separate events at two locations on Lake Lanier on Saturday, July 7, and Saturday, August 11. Volunteers sought for Dragon Boat World Championship in September
By Jane Harrison Those desiring to get in on the excitement surrounding the first international dragon boat championship in the U.S. have a chance to be part of history. Volunteers are needed to mop out boats, translate instructions, and perform dozens of tasks in the ICF Dragon Boat World Championships Sept. 12-16 at Lake Lanier Olympic Park. “We need hundreds of volunteers,” said Robyn Lynch, LLOP manager. The regatta on Memorial Day Weekend, the traditional end of collegiate rowing season, is also the busy start of summer boating on the north Georgia lake. Event organizers, Gainesville-Hall ’96, have described it as the largest international sporting event in the area since 1996 when the venue hosted Olympic canoe/kayak and rowing competitions. Lynch reported that international officials she met with last month were impressed with the facility and event organization so far. She said registrations were ahead of schedule, with 15 countries getting their applications in early. By mid-June, organizers will get a better idea about volunteer translators needed for all the countries represented.

Local company ensures world class racers receive fair start Shore Lines

By Jane Harrison ith pounding hearts that nearly quake the water and sweaty palms gripping their paddles, serious canoe/kayak competitors steady their needle nosed racing boats into the starting gates. Focused on calming a bundle of nerves above the water, most are oblivious about the bundle of wires, pulleys, and electronics that will release them toward their dreams. Brad Wiegand knows what’s below the surface and what’s on the line when athletes wait for the buzzer to sound and the gate to Wiegand drop. The Lake Lanier native and founder of Boat Dock Works marine contractors rebuilt and regularly installs the 27-gate start system that’s sent hundreds of paddlers stroking toward finish buoys at Lake Lanier Olympic Park. “It’s an intricate system,” Wiegand allows, a organized tangle of electronics, flotation devices, wires, hoses, clamps, pressurized nitrogen tanks, relays, cables and gears. Imagine a science project demanding overlapping disciplines – hydraulics, mechanics,
electronics, physics, chemistry – and add water, elbow grease and world class athletes. Time consuming It takes a team of four from Boat Dock Works about 200 hours to assemble gates and string the three starting lines that unleash racers on their 200-, 500and 1,000-meter sprints to glory or disappointment. It may be stressful and arduous, but “it’s not like we have to go swimming or anything,” said Randy Fuller on the second day of prep work for last month’s Canadian canoe/kayak national team trials. He and Wiegand basically rebuilt the former system, originally inherited from the Canadians, which put installers underwater. Lake temperatures in the 50s motivated them to engineer a better start gate two years ago to keep them basically in the dry. “It was literally trial and error,” Wiegand said. “We pulled it out, took it apart and picked our brains.” They developed a flotation system with cables and wenches that they could put in without getting wet, or at least not much. It takes about three days to install, if the weather’s good. On dock they assemble what looks like a random assortment of metal and plastic objects into boxes and starting boots that at-

tach to three 270 feet steel ladders. Then, by boat, they float the ladders to designated hooks anchored underwater. In each gate there’s a v-shaped boot that holds boats back until an official’s button instigates a submerged frenzy of moving pieces to start the race. Racers need not worry The complex underwater action is undetectable to athletes like Canadian team hopeful Doug Ellery, who raced last month. He’s glad he doesn’t have to worry about the mechanism that puts him in the race. He admitted to a little nervousness when he noses his canoe into the boot. “But we do it so often in practice, it feels normal,” he said. Before race day, officials put installers’ handiwork through rigorous practice runs. Wiegand, a stickler for precision after almost 20 years of building docks and boat lifts, is nonetheless awed by the split second accuracy officials require. “If a gate is a sixtieth of a second slow, we have to make adjustments,” he said. The gravity of his responsibility hit. “It’s definitely a different type of anxiety” from his daily duties as a marine contractor, he said. “I know what’s on the line with these athletes.” For national or Olympic team hopefuls, “it’s their one shot,” Fuller said. “They’re either going home on the front of the Wheatie’s box or somewhere on the floor of the Wheatie factory.” Boat Dock Works took the starting gate assignment about six Randy Fuller, guiding the boat, and Wayne Stewart float the starting years ago after building new gates into place at the 200-meter line. docks for LLOP in preparation

for the 2016 Pan American canoe/kayak Olympic qualifier. “There’s a lot of history behind them,” Wiegand said. Eddie Foust, long time technical director for LLOP canoe/kayak competitions, recalled when Lanier Canoe & Kayak Club opened a cargo container shipped from Canada “with all kinds of moving parts thrown in.” Rebuilding the system Local paddler Bob Eckenberry, a retired Marine colonel and helicopter pilot, delved in with a crew that cleaned and reworked the system originally built for a 1997 world championship in Canada. Foust re-engineered the electronics controlling the start gates. The Lanier engineers strung the lines across the Olympic channel for a 2001 World Cup and the 2003 Canoe/Kayak World Championship. Since then, some of the characters and parts have changed. Through the years, Lanier’s marine and paddling community “rebuilt (the start system), changed the technology, and made it reliable,” said Barry
Ring, a Canadian canoe/kayak official familiar with the original rendition 21 years ago. In nearly a decade of Canadian Trials at LLOP, he’s observed that the reincarnated system “works wonderfully.” Plus, it’s adaptable, which bodes well financially. Replacing one line now would cost $200,000 just for the hardware, he said. There’s about $1 million floating on keeping those three lines operational. A hundred times a day The hard part is putting all those pieces together so they function like clockwork. “There are so many working parts, it’s so intricate, it takes a team of dedicated people to keep them running. We’re very fortunate to have that crew here,” Foust said. “It’s hard to make sure 100 times a day they work perfectly” when just one glitch with one part could throw the whole thing off. The job’s still not done after the lines are laid and starting gates pass the tests. I work as a sailing charter captain on Lake Lanier and it’s always fun to get out on the water to meet new people and enjoy new experiences. Usually it’s just the same sunset cruises or corporate team building events but one charter that sticks out in my memory occurred several years ago. I was hired to help a bride and groom escape from their wedding reception and sail off into the sunset. I went by earlier in the day to check out the wedding venue, a posh estate across from University Yacht Club. The beautifully landscaped grounds had signs painted on antique wood with arrows directing guests to “Chapel,” “Reception,” “Rest Rooms,” etc. There was also one on the dock saying “Just Married.” I was mainly interested in the water depth (we draw 7 feet), channel entrance and navigational issues. A still photographer and videographer planned to be on my sailboat, plus a chase boat circling us, so the whole event would be well documented. I sailed up an hour early to be ready to handle any last minute crises, and while I was waiting, I

All in all it was a successful evening and everyone was happy with the unexpected adventure. Fast forward two weeks: One of the guests had recorded the whole episode on her phone and it went viral on YouTube. The couple returned home from their honeymoon in Chili and found they were famous and Good Morning America showed the video and interviewed them about the adventure. One of my friends caught it and recognized the big wooden sailboat in the background, so she passed the word to the gang. They say the camera adds 10 pounds, but I’m worried about the extra 50! Mendes has been sailing all his life and on Lake Lanier for the past 25 years. His family owns a marina/bar/restaurant so he has plenty of real life experiences to draw from. His favorite line: “You can’t make this stuff up.”

Don’t let the recent rains fool you In March, colder than average temperatures prevailed across north Georgia, as they did in April. What will May and the rest of the summer be like? According to the Climate Prediction Center, north Georgia will likely see warmer than average temperatures. Rainfall predictions have too many variables apparently, therefore there are equal chances of above or below average rainfall. After a dry April, I was hoping to see increased rainfall as we head into summer. Beginning this month and continuing into August, rainfall is usually in the form of scattered afternoon and evening showers and thunderstorms. Widespread rain, even dispersed across the area like we see in the winter, will be a rare event. Lake Lanier, like most of our area lakes, is in fairly good shape and can withstand some dry weather. Our lakes levels are not only affected by rainfall and run-off from that rain, they are also affected by the temperature. With warmer than average temperatures likely, we will see more evaporation. You would be amazed how much water is evaporated by Lake Lanier in just one day! On a really hot summer day, the lake will evaporate between 50 million and 100 million gallons of water! With continued hot and dry weather, you can see how quickly lake levels can drop with that kind of evaporation. That’s why I was hoping to
see above average rainfall predictions. The average rainfall Glenn for April is 3.35 inches. April is our driest month Burns of the year. The average May rainfall is not much Lanier better with 3.66 inches. Outlook In June, we increase to a monthly average of 3.94 inches. Rainfall will ramp up in July, with an average of 5.28 inches. However, showers and storms will be hit or miss. Also, a meteorologist I heard speak at the last American Meteorological Society conference last June in Austin, Texas make an astounding prediction. He explained he has come up with a formula to do extremely accurate long-range weather predictions. I am very skeptical. Here’s what he predicted. He said if there was a tropical weather system in the Gulf of Mexico on July 1st, shortly thereafter there would be a major hurricane in the Gulf. I have it on my calendar to watch. In the meantime, I am dusting off the fishing poles and am looking forward to getting out on the lake for some of the best fishing of the year. I am sure we will have another brief shot of cooler temperatures this month. However, all in all, I love the weather in May. It’s most of the time not too hot … most of the time not too cool … . and the humidity is rarely oppressive. Enjoy the weather because the heat may be on this summer! Don’t fool with Mother Nature: Osprey returns to Browns Bridge By Pamela A. Keene The Georgia Department of Transportation has worked diligently to protect the families of osprey that in recent years have nested on various bridges around Lake Lanier. The agency planned its work on the projects around the nesting season last year and built platforms to encourage the birds to move from bridge supports. However, some habits are hard to break. “There’s one nest back on the old Browns Bridge structure, but fortunately, we don’t have any construction or demolition planned on the old bridge this year, so they will be fine,” said Katie Strickland with GADOT. “Of all the nests, this is
the only one we know of where the osprey has returned to the bridge structure and not relocated to the nearby platforms.” Strickland said that the osprey have been returning to Lake Lanier in March and April from their winter migration. When the birds left late last year, GADOT and its contractors installed tall platforms and put protective structures over the high points on the bridges. The osprey have nested on both Browns Bridge on Ga. 369 and on Boling Bridge on Ga. 53 in years past. The birds migrate to Central America and South Texas each winter to seek warmer weather. As the spring approaches, they return to familiar

It’s that time of year again. Let’s get the boat ready for the season. If you have your maintenance log schedule you should know what you need to do to have a trouble free boating season. If you have an outboard or I/O, checking the lower unit lube is essential. If you find water in it, you will need a seal replaced. Check your water pump impeller also. Replace if worn. In fact, this should be done every two years. Also, inspect your prop for damage and send off for repair if needed. If you don’t have a spare prop you might want to get one in case of grounding. You may also want to check your engine for a tuneup. And don’t forget to use a fuel additive when fueling up. Check navigation and anchor lights and all USCG required safety equipment. You might need to replace PFDs, lines or bumpers, if they show wear. Remember if you are stopped by law enforcement, they will want to inspect required equipment. Make sure it is

If your boat stays in the water, you need to haul it and clean the bottom at least once a year. In salt water at least twice a year with proper paint. A clean boat bottom gives it better speed and saves fuel. If your boat has a generator don’t forget to check it, it might need a tune-up. Check sea strainers and shaft logs. Clean and repair where needed. Remember, the USCG Auxiliary will inspect your boat for free. This is a good idea, as they

will recommend what needs to be repaired or replaced so you won’t have a problem if the law inspects your boat. Make sure you keep your maintenance log up to date and record equipment you replaced or repairs you have made. Remember, an up- to-date maintenance log will help you not only sell or trade your boat, but gives you an accurate time to perform maintenance. The boating industry is on the rise this year. Therefore, if you are thinking of trading or buying a new boat, this might be a good time. There should be several in the water boat shows the first part of the season, so if you are thinking of a new boat you can check them out in the water and have a demonstration ride. If you travel to the show by boat they can appraise it and give you trade in value. Have a safe and fun boating season and I’ll see you on the water.

Food Truck Friday trending up at Lake Lanier Olympic Park

By Alan Hope If last month’s attendance is any indication, there are lots of folks looking for a different kind of dinner on Friday nights. Food Truck Friday at Lake Lanier Olympic Park began last summer with just a couple hundred people turning out to see what the event was all about. Last month some 800 filled the towerside of the park to select dishes from various food trucks and be entertained by a local DJ as well as live music. Temperatures in the mid 70s didn’t hurt attendance, either. Robyn Lynch, venue manager, said, “People were excited to be able to enjoy an afternoon on the lake. Others said that they didn't

realize the park was open to the public.” She also said others were surprised there is a courtesy dock, boat ramp, beach, and picnic area available at no charge. “As we head into summer we’ll be adding the number of food trucks and vendors to accommodate the growing crowds,” she said. She said she was pleased with the trend upward in attendance, “We are excited to see so many old friends and new faces enjoying the park.” The monthly event is scheduled to run through the end of summer. The next Food Truck Friday will be on May 11 from 5 p.m. to Hungry visitors chose from various food trucks that sold tasty meals ranging from Hatiian Fried Chicken 8 p.m. to Brazilian BBQ, above. The Annual Pirates of Lanier Family Poker Run raises funds for local children’s charities. Camp Twin Lakes hosts more than 10,000 young people and adults each year who have serious illnesses, disabilities and other life challenges. Summer is the busy season, when more than 3,500 campers from 60 partner organizations arrive for weekend and week-long sessions to use the facilities and resources at the camp. Last November the Boys & Girls Clubs of Lanier received a check for $50,000. Serving more than 6,000 young people in Hall County, the Boys & Girls Clubs of Lanier operates 12 club sites, including three youth centers, eight school sites and a housing location. The work of the Boys & Girls Clubs is simple: fill the gap between school and home to provide safe, welcoming, positive environments for kids and teens where they can have fun, engage in life-changing programs and build supportive relationships with peers and caring adults. They replaced depleted tanks 24 times during the Pan American Games. It’s rare for them to do much more than watch the action unfold. “The system pretty much runs itself,” Fuller said. “An event has never slowed down because of the gates,” Wiegand told a reporter, adding he hoped hadn’t jinxed that record. Well, the almost unthinkable happened on the second day of the Canadian trials. “A line blew … and one of them had to dive down to fix it,” said Tracy Barth, LCKC’s coordinator for the Canadian races. “They did a great job making repairs,” she said, adding they’re well compensated for their efforts. Foust said that after a component failed on one gate, Wiegand donned a wet suit, fixed the problem, and swam out to visually inspect all 27 gates. All in a day’s work. Racing resumed.

“We’ve been very fortunate we haven’t had anything shut us down,” Foust remarked. He contrasted Lanier’s remade start system with the state of the art $1 million lines at the Oklahoma City venue. Twice, rapidly rising water on the former canal has washed the lines downstream, wrapping them around bridge supports. More upgrades Foust said the “very adaptable” LLOP system may evolve still more with upgrades that put cameras at gates and pressure indicators on boat boots. The 2016 Olympics and high stakes races in Europe use the new technology. “The system has come a long way,” Foust mused, thinking back to 1996 when young volunteers stood on platforms on the Olympic channel and physically held boats in place at the start. That experience launched many boat holders into canoes and kayaks, later putting them at the reinvented starting lines that still lift for races today.

By Jane Harrison The last weekend of May strikes at the heart of many who lost loved ones in service of our country. Memorial Day Weekend, traditionally celebrated as the beginning of summer, also carries a somber salute to those who gave their ultimate. Amidst the summertime fun … pie eating contests, food trucks, marching bands, and fireworks … a swell of pride and perhaps a tear or two well up in folks like Dave Dellinger, the organizer of the Memorial Day Parade in Gainesville. The eight-year U.S. Navy veteran who served in Vietnam gets to the point about the highlight of all 16 annual parades down Green Street: “Honoring the veterans who didn’t come home.” He asks every participant in the near hour and a half parade to wear a sign or name tag honoring a veteran. Parade Grand Marshall Joe Jarrard, Adjutant General, Georgia National Guard, will lead the procession of marching bands, Boy and Girl Scouts, antique cars, political candidates and other entries. The parade starts at 10 a.m. May 28 at First Baptist Church and proceeds down Green Street and E.E. Butler Street to Spring Street. The Chestatee High School Marching Band, which has participated in all Gainesville Veteran’s Day parades, will be joined by seven other high school marching squads. On Sunday, prior to the Green Street procession, local Vietnam veterans will honor lost soldiers in a wreath placing ceremony at Veteran’s Park on the Rock Creek Greenway on Northside Drive.

Spring has definitely sprung at last, and with it has come a plethora of great gardening books. From growing vegetables without soil to planting in specially conditioned straw bales, gardening experts have been busy. One of my favorites, “Straw Bale Gardens” by Joel Karsten, now has a companion book: “Straw Bale Solutions.” The new book, just out in March from Cool Springs Press, provides plenty of tips for successful fruit, vegetable and flower gardening using straw bales as an alternative growing medium. If you’ve got substandard soil – like we do here in Northeast Georgia – straw bales provide a pretty fool-proof way to get great yields without the backbreaking work of building raised beds or digging out hard clay and replacing it with good soil. Karsten developed the method more than a decade ago after years of experimenting on his father’s farm in Minnesota. “People around the world have been growing in straw bales and seeing amazing results,” Karsten says. “Whether you’ve got rocky or poor soil, issues with space, or you just want to try something new, straw bale gardening pro-

New eats, frozen drinks, local brews highlight lake’s summer dining By Pamela A. Keene Dining on Lake Lanier just keeps getting better and better. Restaurants at various marinas and near the shoreline offer yearround fresh seafood, signature items and more. But when Memorial Day arrives, not only do locals have a plethora of choices, visitors to the lake find that at Lake Lanier you can pick from some of the best eats in Northeast Georgia seven days a week. Read on to learn about what the lake’s restaurants have in store for the season. Pig Tales owners Jessica and Dale Ozaki have literally raised the roof at Aqualand Marina. Over the past few months, they’ve replaced and expanded the covered patio to 1,500-squarefeet of dining area. The tradition built on menu items featuring barbecued pork continues with its “Hog Heaven” barbecue sandwich in either 8-ounce or 1-pound servings of tender pulled pork and brisket served on the locally baked Kings Hawaiian rolls. New this year, Pig Tales has
added a barbecue pimento flat bread, with house-smoked pork and locally sourced pimento cheese. Pig Tales was one of eight restaurants across the nation featured in the Travel Channel’s “Food Paradise” broadcast last fall. It was selected as part of the program’s “Dockside Dining” episode. Hand-tossed pizzas were added in mid-February and have already become a popular item. “Our seared tuna and salmon BLTs are huge with our guests,” said Eubank, who begins his fourth year in business at Holiday this June. “And we’ve just opened the twisted Hut Bar for walk-up drink service.” It serves six frozen drinks, draft beer and two specialty beverages, Voodoo Rum Punch and Moon Lemonade. Justices consider lawsuit, decision could come next month

By Jane Harrison The culmination of nearly five years of blaming, arguing, evidence collecting, and amassing legal costs will come down to a Supreme Court announcement next month or in July declaring the outcome of a Florida-Georgia water fight. In the six-month interim between the Jan. 8 hearing and early summer, Justices will have voted behind closed doors at least once and have likely written a rough draft of the majority opinion. In the months before that decision hits the shores of Lake Lanier, judges may have picked apart evidence, scoured related legal developments, and possibly found reason to put a special master back to work on the case. Florida has asked justices to remand the special master’s February 2017 report that denied its claims that limiting Georgia’s water use would bring relief downstream. After two years of discovery and a month-long hearing, Special Master Ralph Lancaster’s report concluded that Florida did not prove that curtailing Georgia’s consumption would increase flows into Florida. He reasoned that ultimately the
Corps decides how much water goes south through its management of dams. Florida’s lawsuit failed to target the Corps. Justices usually base their decisions on special masters’ recommendations, but occasionally send them back for changes. In the past, the court has occasionally found exceptions to the veteran special master’s recommendations and asked him to reconsider. The long anticipated decision will culminate a four-year legal battle launched in a 2013 Florida lawsuit accusing Georgia of hoarding water on the Apalachicola-ChattahoocheeFlint river system and causing economic and environmental harm to oyster fisheries and wildlife in Apalachicola Bay. Lake Lanier – a major fount of water supply, recreation, income and property values in North Georgia and Metro Atlanta – is the largest reservoir on the ACF. Buford Dam, which holds Lanier, is one of five dams operated by the U.S. Army Corps of Engineers on the river system. Justices are sure to scrutinize a major document that came out shortly after Lancaster signed his

report. Barely a month later, the Corps released its new water control manual for the ACF that basically granted Georgia all the water it requested. But, therein also lay a key to Florida’s Supreme Court argument. The Corps stated it might consider changes to the manual pending a court order. Florida seized on that possibility, arguing that the court could potentially influence allocation of the water. A water control manual rewrite could take years of environmental studies, hearings, and public involvement – just as was required in the current manual, the first complete ACF manual since Lake Lanier filled up in 1958. Legal wrangling between Georgia, Florida and Alabama held up completion for years and could possibly put the manual on back on the drawing board. During the decision-making process, justices consider not just attorney arguments from the onehour hearing; they also have at their perusal volumes of evidence recorded in discovery. They might also look at other developments that may have taken place after court proceedings. Edith Roberts, editor of SCO-

TUS Blog, the Court’s official online blog site, explained by email what generally happens after arguments wrap up: “The justices will have voted on the case in a private conference the same week as the oral argument. Since then, they have presumably been drafting the majority opinion and any separate opinions that may be in the works. They can consider any evidence in the record of the case that is included in the joint appendix.” A group of tri-state water stakeholders hopes its sciencebased water-sharing plan lands on justices’ desks. ACF Stakeholders, a non-profit, private organization of people who live and work in the river basin, adopted a consensus-based plan for the states to share the resource in 2015. An ACFS member saw a dog-eared copy of it on Lancaster’s platform during his evidentiary hearing. Lancaster referred to it, asking witnesses if they had heard of it. It is listed in the case appendix and accessible to justices. ACFS Executive Manager Mark Masters told Lake Lanier advocates in March that regardless of how the court rules, their
plan could provide a water-sharing model. Justices might also look up another court record from Lancaster’s hearing that some ACF observers believe might solve some tri-state water disputes while possibly starting another. The special master posed the question during the evidentiary hearing: “Suppose the Supreme Court ordered that a canal be created between the Tennessee River and the Chattahoochee River. What effect would that have?” The witness, a groundwater expert, had no idea, but the court appointee apparently had looked at the decades-long quest by Georgia to get water from the Tennessee River. The Georgia legislature again this year passed a resolution to study how to realign the GeorgiaTennessee line to correct a historic survey error that mapped the river in Tennessee rather than in Georgia. Justices could ponder a potential Tennessee River solution and any other recent related legal action or developments that states’ attorneys brought up in court, according to court expert Roberts. Day Use Parks The Corps operates 35 day use parks at Lake Lanier. Facilities range from parks with boat ramps to those with designated swimming areas, picnic tables, shelters and playgrounds. All day use parks close daily at 10 p.m. Boat launching is allowed at all hours unless otherwise posted. Alcoholic beverages are prohibited in all parks. Picnic Shelters Picnic shelters are available at several Corps’ parks around the lake. They can be reserved for a fee. Call the Lake Lanier Management Office at 770-9459531. LemonAID at Skogie’s helps families of fallen soldiers Lake Lanier message goes on the road By Pamela A. Keene It's a win-win for everyone involved when Skogie’s at Gainesville Marina hosts the second annual LemonAID, a fundraising event that helps members of Gold Star families make ends meet. The lakeside restaurant is offering an all-you-can-eat buffet on Memorial Day from 10 a.m. to 9 p.m., and the first drink free, for $20 per person. “It’s one of our busiest days of the year so we hope that we can raise close to $20,000 this year,” said Tony Jonovitch, owner of Skogie’s. He said all funds (minus expenses) will go to the organization. “I’m the local Georgia representative for the national organization Believe With Me, that raises funds for these Gold Star families and what better way to help these families who have made the ultimate sacrifice for our freedom than to donate our sales from the day?” The money from Believe With Me events that’s raised in Georgia stays in state. “We’ve helped save people’s homes and even a family farm,” he said. “This event will directly help these Gold Start families in many ways.” The 11-hour event features the
events throughout the year, such as a Freedom 4-miler road race in Florida and projects around the holidays. By Pamela A. Keene The Lake Lanier Convention and Visitors Bureau is taking its message on the road, thanks to a new mobile welcome center. The award-wining bright and colorful trailer is packed with information about Lake Lanier and Hall County, from brochures about area attractions to schedules for summer camps. It’s a towable unit that in many ways looks like a food truck, with a walk-up window and a big awning to shade visitors from the sun. Not only will the visitors center be used for local events, it will enable the Lake Lanier Convention and Visitor Bureau to take its message of tourism across the region. “Now we can take Hall County and Lake Lanier directly to the people,” said Stacey Dickson, president of the Lake Lanier Convention and Visitors Bureau. “It’s an innovative way to reach potential visitors of all ages, from the Baby Boomers to the Millennials.” The bureau has already attracted state-wide attention. “We just found out that the Georgia Department of Economic Devel-

opment recognized the project with the first-ever Jeffrey Tatum Award in April,” Dickson said. “They cited us for our visionary approach for tourism marketing as a flexible way to take our message to the public.” Plans are to take it to many major events, including the Hall County Bicentennial event in June, September’s World Dragon Boat Championships at the Lake Lanier Olympic Venue, and the Petit Le Mans at Road Atlanta. “The trailer is so flexible that we can use it as an information center, a food truck to serve samples and even a retail shop to market T-shirts, caps and other items,” Dickson said. “This season, we’re mostly focusing on happenings closer to See LLCVB, page 70

The rainforest is a paradise of plumage that swoops through the tall tangled trees spreading seeds in the forest amid animal and bird songs that constantly fill the air. These are the thoughts that in moments of solitude have filled my mind for more than 25 years. It is often said that you can never go back in time and find the same magic that had peaked all of your senses when you wore a younger man’s shoes. In some respects because of the natural aging process and the ever-changing world ... that is true, but time makes some things even better! More than a quarter of a century ago, Judy Heidt, a beautiful lady from Texas, came to the mouth of the Parismina River on the Caribbean coast of Costa Rica to do battle with the huge schools of 100 pound tarpon that live there. She loved it so much that she purchased 50 acres of land with the idea of building a retirement home. She had so many requests from friends to visit that her retirement home idea expanded into carving out space for a first class fishing lodge in the middle of the rainforest. To further expand the visitation among anglers to the new Rio Parismina Lodge, Judy invited me and numerous other outdoor writers to experience and photograph the fabulous fishing, the breathtaking beauty of the rainforest and the unforgettable culinary opportunities. All of us spent at least 10 days partaking of the world class fishing and other unique experiences. We returned home with a diverse collection of photos and stories that we have used in numerous articles since that time. Recently, Judy invited me to return to her paradise on the Parismina River and to spend a week with Carlos Prendas, who was the same guide I had 25 years ago. With visions of the rainforest and Prendas memories of one of the best trips of my lifetime, I couldn’t say ‘Yes’ fast enough! On my first trip to the Rio Parsimina Lodge, my interests had been more about the fantastic fishing, but this trip would be different. With better cameras and a deep yearning to see and photograph the natural diversity of the ageless rainforest, my eyes were soon opened wide to a world I had only slightly seen 25 years ago.

5th Ranger Training Battalion annual water jump May 9
The 5th Ranger Training Battalion will conduct their annual water jump from War Hill Park into Lake Lanier on May 9. If inclement weather prevents the execution of the jump on May 9, the jump will be changed to the following day. The jump is an airborne operation where soldiers from the 5th Ranger Training Battalion parachute from Georgia Army National Guard Helicopters and land in the lake. This training enhances the morale of the unit, builds soldiers’ proficiency in airborne operations, and develops law enforcement and emergency medical service interagency capability.
The battalion and local emergency services will have representatives conducting training and rehearsals from 1 p.m. to 5 p.m. on May 8th at War Hill Park. Community members and park visitors are asked to remove all vehicles from War Hill Park’s boat ramp and boat ramp parking lot before 9 a.m. on May 8. The boat ramp and parking lot will be closed by Dawson County Parks and Recreation on the afternoon of May 8. The event may also delay boat traffic on Lake Lanier on May 8-10 to ensure the safety of parachutists and boaters alike. More info: 706 626-4003.
