INTRODUCTION



PURPOSE OF PSP A precinct structure plan is a long term city planning tool that sets the precinct’s future vision and strategy. It acts as a guideline for the precinct’s future growth. This structure plan aims to provide guidance for future planning of the selected precinct area.

LOCAL CONTEXT Monash has been identified in Plan Melbourne 2017-2050 as Melbourne’s largest National Innovation and Employment Cluster. This is because it has a mix of education, research and industry organisations. This cluster would be a concentration of linked businesses and institutions, creating more job opportunities in the area and for regional Melbourne. The suburb of Clayton is chosen due to its poor public transport system, with delays and overcrowding as main issues. The area is not served by trams and the two main public transport in the area are train and buses. Furthermore, a majority of the people living in the area owns a car, which creates high traffic congestion. This high dependency in private cars is also shown in the number of roads that have up to four lanes. As a result, there is very poor walkability and cycle-ability in the area.

STUDY AREA Due to Clayton’s poor public transport network, it is proposed to extend the existing underutilized Alamein line through Chadstone, Monash and under serviced suburbs to improve its connectivity and liveability. The proposed underground train station is to be located in the middle of the precinct, with two platforms encompassing an area of around 5,000 metre square, accommodating around 4,000 commuters. The study area is chosen because it includes the two major attributes in the suburb, which is the Monash University and the Monash Medical Centre. These two areas are related in terms of education and research for the hospital. The majority of the area is residential area and thus, the introduction of a new train line would have an impact on these housings.

Based on data of the suburb of Clayton, the Monash Activity Precinct’s popualtion has been attributed to approximately 3000 people currently living within the vicinity, with a population density of 26 persons per hectare (ABS, 2016). The precinct has a diverse age group, religion and ethnic group as relfected in the diagrams.

There is a lack of mixed use and retail and the industrial zone bordering the residential may have negative impacts on the residents and subsequently, on property prices. The buildings cannot exceed 11 metres (3 storeys), as reflected in current urban form. Current sub- Hospital to High Rise urban form is single dwellings on large Medium Medium Density blocks. The buildings in the Hospital Precinct and University precinct are predominantS ly medium to high rise, up to 12 storeys tall.

However, the precinct lack retail and restaurant and food opportunities compared to surrounding localities, such as Oakliegh further west, which consists of a shopping strip and a varitety of retail services.

The precinct is well serviced in terms of health and education services due to Monash University and Monash Medical Centre. There are few open spaces, with the largest one as Fregon Reserve. the reserve is often used by Sporting clubs including the Waverley Oakleigh Panthers Rugby League Club and the Colombo sports Cricket Club.

However, it is important to consider the houshold arrangements, as higher population density does not necessarily reflect higher density dwellings. The area has high density because it is mostly a residential area as reflected in the land use map

The precinct is currently serviced by 10 bus routes and connected by the Dandenong, Pakenham and Cranbourne Train Lines further south of the precinct. There is no tram line running within and in proximity to the precinct.

Off-road Bike Path There are neither walking or bike trails and the precinct, only informal bike routes. The area is also heavily dominated by cars, in which 86.7% of residents own at least one car and 61% drive as a commute to their work (ABS, 2016).

Crowdspot Users have identified the bike routes in the precinct as unsafe as the cars dominate the 4-lane highway. They have also identified the same intersection at Wellington Road and Princes Highway as a “sad spot” where pedestrians feel unsafe (Crowdspot, 2016).

KEY ISSUES LOW HOUSING AFFORDABILITY As more people move into the area, property prices will increase. This may result in the displacement of lower income earning households, small businesses and also the large student population in the precinct. Property prices are continuing to grow at 14.8% per annum with a current median house price of 1.16 million dollars (Realestate. com, 2017). Additionally, with low-density detached housing as the predominant neighbour-hood character, there is difficulty in delivering a diverse range of housing.

LACK OF PEDESTRIAN & CYCLIST SAFETY The precinct is dominated by cars, with approximately 75% of the population owning one or more private vehicles (ABS, 2016). This resulted in a lack of pedestrian-friendly space and a low quality cyclists’ infrastructure, shown in the precinct as it only has in-formal bike routes. The intersection at Wellington road and Princes Highway is particularly unsafe for these users as the intersection spans over 50 metres.

POOR CONNECTIVITY The presence of Princes Highway divides the north and south side of the precinct. The width of Princes Highway and Wellington Road make it difficult for pedestrians, and even cars to cross from one side to the other. It also creates a barrier between Monash University and Monash Medical Centre, which are the precinct’s most valuable assets. The ability to travel and navigate in the area is also worsened due to the poor road network.

POOR COMMUNITY INTEGRATION With high number of migrants in the area, people with the different cultural background may find it difficult to integrate with the greater community, resulting in pockets of culture instead of a holistically diverse neighbourhood. The inability to assimilate with the active community may create issues such as discrimination and exclusion.


OPPORTUNITIES

EMPLOYMENT CENTRE The Victorian Government identifies the precinct as a part of the Monash National Innovation and Employment Cluster, which would subsequently insinuates long term investment into the area. Thus, creating more employment opportunities in the precinct.

PROXIMITY TO HOSPITAL AND EDUCATION SERVICES

DIVERSE POPULATION

The two main assets of the precinct – the Monash University and the Monash Medical Centre – play a regional role in servicing greater Melbourne’s employment opportunities. They also provide services to neighbouring suburbs.

The precinct is diverse both demographically, ethnically and also in terms of employment. This provides the opportunity for the precinct to integrate different people and experiences, contributing to the precinct’s culture. With a diverse population, this also creates an opportunity to improve the services and range of facilities in the precinct in order for greater inclusion.

OBJECTIVES 1. Establish a pedestrian-friendly spaces that are safe and inclusive, while encouraging walkability in the precinct. 2. Improve housing affordability and by providing a diverse range of dwelling sizes and types that are in accordance with precinct’s suburban character. 3. Creating a vibrant community by introducing a Major Activity Centre, that is well served by public transport, provides employment opportunities and facilities that serves the diverse community. 4. Deliver a more connected and integrated public transport with existing infrastructures. 5. Improve cyclists’ infrastructure to encourage active transport. 6. To recognize, promote and enhance the presence of Fregon Reserve as the precinct’s primary parkland and its role of connecting the north and south side. 7. Providing more public spaces that incorporates green landscapes for communities to gather.

The development of medium and high density dwellings would involve a change in the zones, from General Residential Zone (GRZ) to a Mixed Use Zone (MUZ).

With a growing population of where the majority are students and young families, there is a lack of housing choices in the precinct. To increase housing affordability, the precinct needs to have a wider range of housing choices such as medium and high density dwellings since it is predominantly low density detached housings. These new developments must also be in accordance with the precinct’s suburban character so that they do not disrupt the precinct’s neighbourhood character.

Strategic Direction

D.2 Create more pedestrian-friendly spaces

16th Street Mall, Denver An outdoor mall that includes a mile-long pedestrian promenade with free shuttle bus taking customers to the site.

Overview The dominance of cars in the precinct shows the need for more pedestrian-friendly spaces. These spaces can be achieved by rezoning some areas into a Mixed Use Zone and introducing more active streets such as retail strips that have ‘active frontages’. These facilities would maintain the vibrancy in the area and encourage people to walk instead of driving. In order to be walkable, the facilities need to be within 400 metres to the user. The introduction of an open public space such as a plaza surrounded by retail and services would create a walkable point of interest. Strategies:

1. Introduce a retail strip that goes through Cobain St to Arnott St, which is also a car-free zone area. 2. Ensure footpaths is safe and inclusive. (A.1) 3. Ensure amenities for everyday needs, local services and public transport are reachable within the walking distance of 400 metres. 5. Strategic Direction

D.3 Introduce a Major Activity Centre Strategies:

The Major Activity Centre is located in the Mixed Use Zone and aims to increase the vibrancy of the precinct. It also acts as a connection between the north and south side of the precinct that is divided by Princes Highway. For the Major Activity Centre to be vibrant, it requires a mix of retail, residential and commercial developments, with medium to high density structures as the predominant type. The Major Activity Centre will be one of the main destinations in the precinct, that provides a diverse range of amenities to the community.

2. Promote a diverse and complimentary mix of retail, commercial and residential development, that serves the needs of the diverse population. 3. Encourage the mix use of activities on different levels such as incorporating a retail, entertainment or other businesses on the ground floor, especially for multi-storey developments located on the centre of the activity centre or close to a public transport. 4. Encourage local convenience stores and food and beverages, especially those with on-street dining. 5. Direct medium to high density developments and dwellings (3-8 storeys) to the Major Activity Centre (D.1), which would result in an integrated workplace, housing and recreation area.

A.1 Provide a safe and inclusive pedestrian footpath

Strategies:

The precinct is heavily dominated by cars such as the four-lane junction on Wellington road and Princes Highway. The pedestrian crossing on the two roads have a length of up to 50 metres and this makes pedestrians and cyclists feel unsafe when crossing. With high number of car owners, the precinct is developed to accommodate the needs of cars and thus amenities such as car parking are more prioritised. Due to this reason, there is very little attention given for pedestrians and thus, a need to provide a safe and inclusive pedestrian footpath.

The cycling infrastructure in the precinct is ranked as very poor due to the lack of cycling facilities and low number of bicycle lanes. Moreover, bicycle lanes on Wellington road and Princes Highway were deemed as unsafe, as a result, there is few people cycling in the precinct. To encourage active transport, there must be bicycle lanes which are wide enough and protected from the roads. Facilities such as bicycle parking need to be located at appropriate locations that are accessible and safe.

Strategic Direction

A.3 Provide a more connected public transport to existing infrastructure

Overview One of the causes of poor walkability and cycling is due to poor public transport system. By improving the timetables for both train and buses, this would solve issues such as overcrowding and delays. To increase access to the hospital, the precinct structure plan introduces a new bus route from the existing bus station near the train station, passing through Fregon Reserve and to the hospital. This bus can be integrated with the existing bus network or alone, as a shuttle that goes to the hospital. The bus will operate at high frequency with a bus in every fifteen minutes. Creating a new street that goes through Cobain Street to Arnott Street would also improve access to the train station and other public transport. This street goes through a retail strip in which also acts as a thoroughfare to the plaza at the other end of the Major Activity Centre. Strategies: 1. Promote an extension of the existing bus network or an introduction of a new bus route that passes through Fregon Reserve to Monash Medical Centre entrance.

PUBLIC SPACES

P.1 Provide a public space for the community to gather and bond

Direction Overview

Strategies:

The large number of migrants in the precinct, partly influenced by the presence of Monash University, may find it hard to assimilate with the existing community. The inability to integrate to the active community will subsequently lead to pockets of culture and segregation. Hence, the precinct needs to provide a space where the entire community is able to use and enjoy. These public spaces needs to be easily accessible to the entire community and well-connected to existing services and infrastructures in order to serve its purpose. A plaza, is to be introduced in the Major Activity Centre, connected to other public spaces such as the existing reserves and additional pocket parks. This plaza also provides a waiting place for train commuters with edges filled with outdoor cafes.

1. Introduce open plazas that allows a variety of activities and users, near high density areas and these public spaces will also act as a main destination in the precinct. (D.3)

Precedents for Plaza

Federation Square, Melbourne

Dilworth Park, Philadelphia

This plaza is located on the edge of Flinders Street, a busy road in Melbourne CBD. It comprises of a gallery, information centre, retails and restaurants. Right across is the Flinders Station and this public space is often used for festivals and other cultural events.

This plaza in Philadelphia is located in front of the city hall and is built at a street level. The surrounding space is filled with green landscape and also water fountains. The plaza is also connected to the transportation below, which is similar to the proposed plan in this structure plan.

University Town, Singapore

Piazza Del Campo, Siena, Italy

University Town in Singapore is a complex filled with education facilities, student accommodations, food and beverages outlets and an open space that connects all the facilities. This complex can be said as a student precinct as it provides amenities for students.

This plaza is a famous site for cultural activities, such as parades. The plaza is flexible in terms of the types of activities that it can be used for. It was built in accordance with the natural built form, where the downward slope creates a natural amphitheatre. The edges of the plaza are activated by a variety of retails and cafes.

P.2 Enhance the presence of Fregon Reserve as a primary parkland

Overview

Strategies:

The Fregon Reserve is the largest reserve in the precinct. It is often used by two sporting clubs, the Waverley Oakleigh Panthers Rugby League Club and the Colombo sports Cricket Club. Despite the fact that it has facilities such as a playground and picnic areas, its use is not maximised.

1. Provide a variety of amenities such as playgrounds, picnic areas, shelter from weather, seating and lighting on the reserve.

The reserve should serve as a multi-purpose recreational area, where the council can hold different community events such as an outdoor cinema, yoga or cultural dance events, which would increase the use of this open space. Therefore, the reserve will be a place where the community can gather and socialise.

3. Ensures the reserve is a diverse recreational space, where different activities can take place and can be used by different individuals.

Currently, the reserve does not have active edges which makes it difficult for people to enter and thus accessibility needs to be improved. Also, due to the fact that it is located between Monash University and Monash Medical Centre, enhancing its role as the primary parkland will help to connect the north and south side of the precinct.

P.3 Increase and improve green spaces on streets

Overview

Strategies:

The dominance of cars in the area has left the precinct with numerous parking spaces and less of open spaces. Due to this reason, there is not much tree canopies in the precinct which means there are not many shaded areas and this hinders pedestrians from walking on the streets.

1. Protect existing trees and those with heritage values.

By enhancing green spaces on streets and increasing tree canopies, this would create a shaded, cool and enjoyable pedestrian footpath. The trees will also act as a buffer against the busy road and parking spaces can be reduced by promoting shared parking spaces and creating more pedestrian-friendly areas.
