A Message from the CEO
Looking Ahead: Chamber Board Establishes Key Priorities for 2013 By Greg Williams President/CEO, Lawrence Chamber
By the end of its two-day planning retreat, held at The Oread Hotel October 19 and 20, the Lawrence Chamber of Commerce board of directors had clarity and direction relative to strategic issue priorities for 2013 and beyond. The retreat was facilitated by Jim Anderson, president and CEO of the Springfield (MO) Area Chamber of Commerce and led by current board Chair John Ross and incoming board Chair Doug Gaumer. I was impressed with the level of ownership and engagement among current and newly-appointed board members. Not only did they commit the most part of two days away from the office and family, their level of dialogue and vision was tremendous and really set a course for identifying who and what this Chamber needs to be as we transition into 2013. The bottom line is that while every board of directors has a unique personality and set of objectives, human beings are more likely to be engaged – and stay engaged – if they have a hand in creating those objectives and a voice in how things get prioritized. Over the course of the next few weeks, Chamber staff will synthesize board discussions relative to key strategic issue priorities and build a draft 2013 business plan for
review and consideration of approval at the November 28 meeting of the board of directors. Those issue priorities are focused on: 1. Regional Economic Sustainability; 2. Advocacy; and 3. Member Connectivity. I was most impressed with the board’s detailed conversation regarding the various strategies and tactics as they relate to key issue priorities. What resonated with me is that the board is prepared now to create and deliver a laser-like focused strategy on building the necessary Infrastructure of Influence to accomplish those objectives. It’s time we aggressively articulate a message that economic development benefits our members – and the community at large! Much of what the board of directors intends to accomplish will obviously require implementation of new tactics as well as additional resources. I know I speak for the Chamber staff team when I say how anxious I am to get this 2013 Business Plan built, delivered and approved by the board. It will create a new path of cooperation and collaboration. It will be clear and realistic. Most of all, it is our expectation that when the results get measured one year, three years and five years from now we will take tremendous pride in knowing we have made a difference in the lives of people who live here and in the community we call home.
Chamber News Chamber Names New 2013 Directors Eight new people will join the Lawrence Chamber of Commerce Board of Directors in 2013. The newest additions to the board are: • Shannon Abrahamson, First Management; • Jane Blocher, American Red Cross of Douglas County; • Joe Caldwell, Bartlett & West; • Susan Cantrell, Lawrence JournalWorld; • Jason Edmonds; Morgan Stanley; • David Johnson; Bert Nash Community Mental Health Center; • Mark Kern, Kern Marketing Group; • Richard Konzem, Golf Course Superintendents Association of America. These eight individuals’ terms will end in 2015. Also newly appointed to the board are Allen Belot of Allen Belot Architect and Jean Milstead. Both are filling vacated seats on the board with terms ending in 2013. All 10 new and incoming directors participated in last week’s board retreat to help formulate the goals for the upcoming year. The Lawrence Chamber of Commerce Board of Directors is the governing body of the organization, and serves in a goalsetting and advisory capacity.
Sean M. Johnson Joins Chamber’s ED Staff The Lawrence Chamber of Commerce is pleased to announce the addition of Sean M. Johnson to the staff as the new Economic Development Program Manager. Sean will work closely with Chamber President and CEO Greg Williams on business attraction and retention to the Lawrence-Douglas County area. Sean comes to us from the Kansas City Area Development Council, where he worked as an intern in the research department, and later with the biosciences and health corridors teams. An Iowa native, Sean received his B.S. in business administration from Dana College in 2009, and completed his MBA in entrepreneurship and innovation at the University of Missouri – Kansas City in 2011. Jean Milstead, the Chamber’s Interim Vice President of Economic Development, has helped Sean acclimate to his position, and her service will be completed at the end of the week. We hope you will help us give Sean a warm welcome to the Chamber and the Lawrence community!
Health Care Reform: Update for 2013 Since its passage in 2010, the federal government has been implementing the Affordable Health Care Act in stages.
Kansas Businesses to See Major Tax Changes for 2013 Many small businesses in Lawrence and all over the Sunflower State are going to see a major shift in how much they pay in taxes in 2013. Specifically for small business, the business income exemption eliminates certain non-wage business income for small business owners (income reported by LLC’s, Subchapter-S Corporations and sole proprietorships on lines 12, 17 and 18 of Federal Form 1040). The law also changed the structure for individual income taxes, flattening the current three-bracket structure into a two-bracket system and increased the standard deduction for single head-of-household filers and married taxpayers filing jointly. According to the Kansas Revenue Secretary, these changes (among others included in the law) mean Kansans will pay $1.1 billion less in taxes over the next two years. Visit www.ksrevenue.org for more.
Here are the changes for 2013: •
FSA contributions limited to $2,500
•
High earner tax begins
•
Annual fee on medical device sales begins
•
State Medicaid plans required to pay PCPs at Medicare rates
•
Deduction for expenses allocable to the Part D subsidy for “qualified prescription drug plans” eliminated
•
Adminsitrative simplification
•
Co-op program launches

VALOR AWARDS HONORING FIRST RESPONDERS ABOVE AND BEYOND THE CALL OF DUTY
By Harry Herington Founder, Valor Public Safety Awards CEO & Chairman, NIC Inc. Valor is more than a state of mind. It’s having the strength of character to approach a situation with personal bravery. A few weeks ago, I had the privilege of joining the Lawrence Chamber of Commerce and Douglas County community as we celebrated the valor of 17 local first responders at the Second Annual Valor Public Safety Awards. By recognizing the 2012 Valor honorees, we honored not only their heroic actions, but also their ingenuity, rapid decision making, and intuition. Their quick thinking and selflessness peacefully resolved a domestic violence standoff, brought to safety those who were threatening their well-being, saved lives during medical emergencies, and stopped those intending to harm public crowds. They protected those in harm’s way. They protected our safety. They protected our way of life. And, in return, we showed our appreciation as a community through this awards luncheon. But this is just the beginning. Our gratefulness should extend beyond the Valor Awards. When I helped create the Valor Awards, I wanted this program to be a way for citizens of Douglas County to say ‘thank you’ to our first responders – or those I consider our ‘home troops.’ There are things you can do each day to show your appreciation – switch lanes when you see emergency vehicles by the side of the road; pull over and stop when you hear the sirens of a police car, fire truck, or ambulance approaching; and be respectful if you encounter a first

responder and know they are just doing their job. However, today I am asking you to do even more. As part of the annual Valor Awards, the children of each award recipient receive a one-time $1,000 scholarship to be used at institutions of higher education. I’m asking residents of Douglas County to join me and make a donation. We gratefully accept donations of any amount, and donating is easy. Visit the Douglas County Community Foundation’s website at www. dccfoundation.org and contribute to the Valor Public Safety Fund. It’s not often that we have an opportunity to thank the law enforcement officers, firefighters, and emergency medical technicians for the work they do to protect us day-in and day-out. Valor is much more than a state of mind, and so is gratitude. Here’s your chance, Douglas County. Together, let’s show our
gratitude for the heroism, courage, and valor of our community’s first responders. VALOR PUBLIC SAFETY AWARD LUNCHEON AND PROGRAM October 16, 2012
Members of the Lawrence and Douglas County business community, first responders, community leaders and those whose lives were touched by the honorees attended the Valor Public Safety Awards Luncheon Oct. 16, 2012, at the Lied Center for Performing Arts at the University of Kansas. The program recognized 17 first responders from the City of Lawrence Police Department, Lawrence-Douglas County Fire Medical and the Douglas County Sheriff ’s Office for going above and beyond the call of duty. More than 200 people attended the luncheon. Susan Ralston came to the ceremony to thank Lawrence City Police Officer Tina Shambaugh. Shambaugh’s quick response to a 911 distress call and her immediate administration of CPR to Susan’s husband, Jim, saved Jim’s life. Gay Belcher also used the ceremony as an opportunity to say thank you. Belchere suffered a major heart attack while visiting her lawyer’s office in Lawrence. Lawrence Police Officers Tracy Russell and Leo Souders restored a pulse, keeping her alive until she got to the hospital for heart surgery. She calls the pair her “guardian angels.” The event’s keynote speaker, retired NASA astronaut and honorary U.S. Marshal Jim Reilly, detailed the similarities between astronauts and first responders: their dedication to integrity, their reliance on their team for support and their unfailing dedication to the community they serve. Before the program, family and friends of the 17 honorees were invited to a small reception, during which they could meet and take photographs with the program’s co-founder Harry Herington, CEO of NIC Inc. and keynote speaker Reilly. The Lawrence Chamber of Commerce thanks the sponsors and members of the business community who supported this year’s program.

ABOUT THE VALOR PUBLIC SAFETY AWARDS The Valor Public Safety Awards recognize the courageous actions of our first responders throughout Lawrence and Douglas County and the important role they play in ensuring our quality of life. The Police, Fire, Public Safety, Emergency Response and Sheriff ’s offices participating in the Valor Public Safety Awards program nominate members of their department for the awards. A selection committee then reviews all of the nominations before choosing the honorees. Honorees are notified, and recognized at a fall luncheon during which their acts of heroism are detailed. So far, 31 first responders have been recognized for actions above and beyond the call of duty. The heart of the Valor program is the Valor Scholarship Program. All children of Valor honorees receive a one-time, $1,000 stipend to help pay for their post-secondary education. These scholarships are a visible and personal way to say thank you, not just to our Medal of Valor honorees, but to the families who sacrifice so much every day to support the men and women who serve and protect our community. In just one year, five scholarships have been presented to the children of Valor honorees to help with their post-secondary education. The Valor Public Safety Awards program is a community program co-founded in 2011 by the Lawrence Chamber of Commerce and Harry Herington, CEO of NIC Inc. and Ride 4 Cops.
HOW TO HELP The proceeds of Valor Award programs go to the Valor Scholarship Program. Children of Valor honorees will receive a one-time scholarship grant of $1,000 to assist with the costs associated with their post-secondary education. The Valor Public Safety scholarships are funded through four primary sources: the Valor Awards Golf Tournament, the Valor Public Safety Awards ceremony, the generosity of corporate sponsors and public contributions. All funds are managed through the Douglas County Community Foundation, a 501(c)3 organization. All deductions are tax deductible.
