esidents living in the homes immediate east of Gahr High School are considering putting a permanent gate across the Mapes Avenue entrance on Artesia Boulevard in order to stop parents from dropping off and picking up their students in the neighborhood instead of using the drop off zones on Artesia and on the

At its Sept. 24 meeting of the Cerritos City Council, it was suggested the residents might consider closing off the Mapes Street entrance to Artesia Boulevard with a gate, opening only for trash pickup and maintenance vehicles. City Manager Art Gallucci pointed out the tract would not

be an enclosed area requiring a homeowners association that would take care of street and tree maintenance since there was an additional entrance into the 97 home tract on Abana off Gridley Road. That would remain the responsibility of the city. The residents said they would meet and decided if they want to block Mapes off from Artesia.

Mayor Bruce Barrows said they would need a petition with a minimum 36 signatures representing the homeowners submitted to the city before a gate could be installed. Gahr High School opened its doors in 1965, the same year that Artesia, Bloomfield and Carmenita School Districts

Justine Menza, Deputy City Manager/Finance Officer said the operating budget "maintains the current level of services to the citizens." She said the only adjustments not included relate to union negotiating that will be reported through the Council closed sessions. However, because of closure of city facilities for furlough days, the public would not have access to city personnel on

Tort Reform Needed or Not I read with interest, Gavin Riley's article on "Meaningful Tort Reform" in LCCN on 9/18/09. I'm glad to see Mr. Riley adhere to his union activist roots by describing any opposition to the healthcare debate and his point of view as sideshows. He seems to feel that since tort reform has taken place in California, that it is not required in any other state that has not adopted California's reforms. Unfortunately, that is not the case, and states such as Florida have seen huge increases in malpractice insurance rates. Florida is currently trying to change their system, but are being challenged in the courts, so any changes may take as many years as the years that Mr. Riley points out that it

took California to enact their tort reform. Obviously, national tort reform needs to be done correctly, to still provide adequate deterrence to prevent bad healthcare, and adequate compensation for those damages, without some of the extreme awards that any normal citizen might deem excessive. Because of this and the fact that many states have not adopted legitimate tort reform, I do not believe that the tort reform argument is a "straw man" as Mr. Riley puts it. As the President said, it is not a silver bullet, but it is also not the "misfire" that Mr. Riley speaks of and should be part of the national debate. Also Mr. Riley seems to feel that we have "an overpriced and under serving system". I find the under serving part of this argument to be somewhat confusing since approximately 85% of the population are covered by health insurance. Of the remaining 15% not covered, a good portion of them (approximately 3 million), earn over $80K per year and choose not to have insurance. You can look up these figures in studies done for the census and Kaiser Family Foundation. Like Mr. Riley, I may believe healthcare is overpriced until my life is on the line, at which time I know I will be willing to pay any cost for it, and will not be looking to go to any other country to receive world class healthcare. The situation has become so bad on our block (with one neighbor reporting every minor violation-maybe the city should track complaints from just one individual to check for abuse of the system) that we planned to leave Cerritos this year. Then home prices fell drastically and we now find ourselves stuck in the city with supposedly the highest risk of cancer caused by pollution in the nation. Dear Editor: Theologians have long debated whether there is life after death, but for animals raised for food, there is no life before death. Recently published undercover investigations showed male baby chicks (unfit for egg pro¬duction) suffocated in plastic garbage bags or ground to death in large macerators, pigs clobbered by metal pipes and killed by hanging, and assorted animals skinned and dismembered at the slaughterhouse while still conscious. I reacted to these exposes by going vegan some time ago. But, even die-hard meat eaters should feel conscience-bound to offer these animals a decent life, before they take it away for their dining pleasure. Yet, repeated attempts at welfare reforms have brought no tangible improvements. Last week, I read of an international observance on October 2 (Gandhi’s birthday) to expose and memorialize the abuse and slaughter of 55 billion animals raised for food throughout the world. Their website at www.WorldFarmAnimalsDay.org offers a number of ways that people who

care about animal suffering can participate and affirms the need to go vegan. I believe that a gradual transition to a vegan diet is the only effective long-term solution for maintaining a guilt-free conscience, as well as radiant health, and the quality of our environment. Marine Veteran Runs in Long Beach Marathon in Fund Raising Effort My name is Tom Tislow. I am a Marine Vietnam Veteran, a member of VFW Post 1846, and a member of the 1st Combat Engineer Battalion Adoption Committee. As you read in a previous issue of the Community News, the 1st C.E.B. had their first fatality in Afghanistan on July 13. His name was Sgt. Michael Heede. In lieu of flowers his mother asked that donations be sent to the Injured Marine Semper Fi Fund, which turns the donations over to the Wounded Warrior Battalion. Since the Wounded Warrior Battalion is an active duty Battalion, it cannot accept direct donations. They must be channeled through another source such as the Semper Fi Fund. The funding is used to help the injured Marine and sailors with family support in housing assistance, childcare, lodging, travel, specialized equipment and to alleviate some of the financial burden so they can concentrate on recovery. Therefore, I would like to run in the Long Beach one-half marathon Oct. 11 in

Los Angeles Chinatown History Presented by Author Shooting Suspected Arrested

On Sept. 13 deputies responded to a call that “shots were fired” outside the Norwalk Albert’s Restaurant in the city of Norwalk. When they arrived on the scene, deputies discovered the incident was captured on the business video surveillance equipment. The tape showed the suspect clearly eating his meal while seated at an outdoor table. A small compact vehicle, which gained his attention, can be seen passing by. The suspect, 18 year old Jesus Ortega out of Downey, immediately stood up while removing what appeared to be a handgun from his waistband and fired seven rounds at the vehicle before casually sitting back down for approximately two minutes to finish his meal. Ortega was later identified and arrested for firearm and assault violations. The weapon used, a .45 caliber semi-automatic pistol, was also recovered. Ortega is an admitted gang member and the incident appears to be gang related. Bail has been set a $50,000 and he is scheduled to be arraigned today, Sept 25.

The code covers all structures in the city requiring a building permit or the modification of the exterior design of an existing structure with the exterior color complying with the city’s color guidelines. The Old-timers Senior Nutrition Program approved a request by the South Asian Network and the Asian Pacific Islander Older Adult Task Force to include Indian vegetarian meals served at the Community Center. In her report to the Council, City Manager Maria Dadian said they hope to incorporate the vegetarian meals by mid-October.

were combined to form the ABC Unified School District. Located on the north side of Artesia Boulevard west of Gridley Road, the school today an enrollment of 2,029 students. Over the years, residents on Mapes Avenue and to a lesser extent Alora Avenue across the Artesia Boulevard from the school have complained to the city and high school about the heavy pedestrian and car traffic that occurs on those streets at the beginning and ending of the school day. Specifically, they are concerned about cars blocking the street, making u-turns, using driveways to drop students and with students that congregate near the homes at the entrance to Artesia, leaving litter and graffiti in their wake. They have complained parents block the street with their cars, making it difficult for the residents to leave their property. One resident said she has been dealing with the problem for the past two years and “enough was enough.” She said, in that time there has been five meetings to deal with those parents.” She said the work on the high school campus last year reconfiguring the school parking lot and traffic pattern was very nice, but the problem was not on the campus but on Mapes and Alora. Resident Paul Lee said he has lived there for 20 years and he believes a gate would be a good idea. Concerning the students congregating at the gas station on the northwest corner of Gridley Road and Artesia, the Mayor said the owners have not notified the sheriff department about any problem there. This brought a quick response from one of the owners who was denied the floor. She had previously told LCCN in an earlier interview that when they have called the Cerritos sheriff station to complain about the students blocking the entrance to the gas station they have been told there was nothing they could do about it. Councilman Jim Edwards summed it up when he asked, “How do you get parents to obey the law when we have three motorcycle deputies and 22 schools in the city. There is no way they can be everywhere at the same time.” He added, “It’s going to take time to educate the people.” Mayor Pro Tem Joseph Cho said he would like the residents to get together and decide how they want to solve the problem. Do they want to close Mapes Avenue to traffic from Artesia Boulevard? He said we have to work together. Gahr Principal Gina Zietlow said new standup signs are being made to give drivers better direction on campus who are either coming onto the campus or leaving it.

Artesia will use the cash reserve of the General Fund to advance the expenditures, until such time as the State, Federal or County reimburses the City,” she stated. Menzel said there would be a deficit next year estimated at $500,000 or more. She concluded by saying the City will need to consider significant changes to the operations beginning in fiscal year 2010-11 or rely on using yet more of the reserve funds to balance the budget. Gahr Routs Artesia, Reclaims Silver Milk Barrel and ABC District Supremacy By Loren Kopff Up until the kickoff of last Friday night’s ABC School District football game, Artesia personnel were still working out the kinks of the new scoreboard at William J. Atkins Stadium. Over the next two and a half hours with Gahr paying a visit, the Pioneers, in their home opener, had yet to figure out the turnover bug. A pair of turnovers inside the first two minutes of the game and a blocked field goal later in the opening quarter were some of the key highlights for Gahr in its 44-7 pasting of the Pioneers as Artesia christened its renovated football digs, which were to be completed a year ago. But all of the pomp and circumstance didn’t matter to the Gladiators, who avenged last season’s 50-35 defeat and gladly reclaimed the Silver Milk Barrel for the 10th time overall and fourth since 1998. Cerritos still leads the way with 14 district titles while Artesia has won the trophy 13 times. Ironically, all three teams have held the barrel four times in the past 12 years. “We wanted payback on them,” said Gahr senior quarterback Casey Nielsen. “They killed us last year and we wanted to come back and destroy them this year.” The 37-point victory was the most by Gahr over Artesia since a 56-7 shellacking in 1998. But once again, Gahr head

coach Greg Marshall was fuming after the game because of yet another lackluster and sloppy performance from his team. Gahr was flagged 15 times for 128 yards and Nielsen completed five of his first 11 passes. “I never know what part of the game we’re going to break down on,” Marshall said. “Tonight, we were just dropping the ball. I don’t know. We just can’t…and the penalties. We haven’t been getting penalties like that.” A fumble on the opening kickoff led to Gahr’s first touchdown just 45 seconds into the game. On the third play, Nielsen found junior wide receiver Josh Perkins for 15 yards. Then on Artesia’s second play 59 seconds later, a bad snap was recovered by Gahr junior middle linebacker Lenny Lesatele and the miscue led to a one-yard sneak from Nielsen. Artesia (0-3) did show positive signs of its young offense and when junior running back Jalen Craver busted loose for an 80-yard run midway through the first quarter, the Pioneers were looking good. But that drive stalled and a 23-yard field goal attempt was blocked by senior safety Derrion Burt. The Pioneers would eventually find the end zone as Craver scored from two yards out with 1:44 left in the stanza. After that, it was all Gahr (2-2) as the hosts picked up 22 yards in the second and third quarters combined. At the same time, the Gladiators would add to their lead with a 22-yard field goal from senior Marcos Torres and Nielsen scoring strikes of 15 and 16 yards to junior wide receiver Quincy Dickens and senior wide receiver Shaan Johnson respectively. By halftime, Nielsen was 21 of 32 for 246 yards. “The first three games, I actually did

real well but this game, I didn’t feel the same,” Nielsen said. “I don’t know why but if I had this game back, I would have done a lot better. I was just trying to get our victory and get the milk bucket back.” “We have to look in the mirror and realize that it’s not about making a big play to get the crowd happy,” said Artesia first-year head coach Aaron Craver. “Everybody wants to look pretty when they come onto the field. We have to get more football first and look [in the stands] second. We have a lot of guys that are worrying about what the people in the stands are thinking.” After Gahr punted on its first drive of the second half, the Pioneers moved 40 yards on seven plays but when forced to punt, another high snap went for a 47-yard loss and Nielsen went in from there with 4:45 remaining in the third quarter. Then senior outside linebacker Kenji Young capped off the scoring with a 30-yard interception return for a touchdown just two plays after Nielsen’s score. Nielsen finished going 30 of 41 for 320 yards and has now thrown 15 touchdowns while scoring another three on the ground. Dickens caught seven passes for 102 yards. Gahr’s rushing game was nearly absent as Nielsen was sacked four times for 29 yards and the team was in the negative for the game. Gahr will wrap up its non league schedule tonight at Trabuco Hills a team that has defeated the Gladiators three straight seasons. “Each year, every team is different but we came out this year, played hard and got our victory,” Nielsen said. “Our defense played real well today.” “If we play like this against Trabuco Hills, we’re in for a long night,” Marshall said. “If we’re going to be a playoff team,

we just have to play cleaner games. I think this team has the potential to but going into league, if we play like this, we’re going to walk away losers.” On the other side, the Pioneers were led by Jalen Craver’s 113 yards on 12 carries. Senior quarterback Anthony Johnson was six of 16 for 113 yards and the team was penalized eight times for 50 yards. Artesia, which had 13 days to prepare for Gahr, has scored three touchdowns this season and will host Villa Park tonight. The Spartans, with former Cerritos head coach Dusan Ancich at the helms, are 3-0, ranked fifth in the California Interscholastic Federation-Southern Section Southwest Division poll and have allowed 28 points this season. “Every game has been a turnoverriddled game and on our team, we don’t have confidence yet,” Aaron Craver said. “We have to learn to overcome that and until we start having success, we’re not going to be able to overcome that.” “Offensively, they’re a little different,” Marshall said. “So, I think they’re trying to find out what they need to do. Before, you always knew what they were going to do under Norm Flowers.”

Guess again. This time, it was the Elijhaa Penny show as he tore through Paramount’s defense last Thursday night at Excelsior Stadium. The junior, who is listed as a tight end, rushed for a career-high 112 yards on a dozen carries and scored four times as the Lancers breezed past the Pirates 33-8. Norwalk went to 4-0 and stayed on top of the California Interscholastic FederationSouthern Section Southern Division rankings. The Lancers have rushed for 1,486 this season and Penny became the third different leading rusher. Norwalk has now outscored its opponents 186-31 and has yielded just 10 first half points. But for Penny, he can actually thank his older brother Robert for his early success this season. Robert graduated in 2007 following a season where he led the team with 1,280 yards and scored 14 touchdowns. Coming into the Paramount game, the younger Penny had picked up just 78 yards on 10 carries and scored once from the ground. “He’s taught me a lot but I want to thank the O-line,” Penny said. “They did a real good job. We had an O-lineman that could have been down this weekend, Bryan Carcano, but he stepped up in the second half. Big ups to him.” Norwalk set the tone very early, which has been a routine thing, by taking the opening kickoff and holding the ball for 9:21. On the 17th play, Penny scored from a yard out. Surprisingly, that would be the only score from either team in the first half. Senior Miguel Corona would miss a 49-yard field goal early in the second quarter and punted with 15.4 seconds left in the half. But the defense was even stellar as the Pirates punted twice and did nothing in the final seconds of the half. In fact, Paramount was limited to 33 yards in the first half thanks to two tackles and a sack from senior defensive tackle Davion Edwards and two sacks from senior defensive lineman Justin Burrowes. Paramount crossed midfield once and that came before the first sack from Burrowes late in the half. Any chance the Pirates had to stay close ended in a flash as a fumble on the first play of the second half led to Penny’s four-yard score five plays later. With

Norwalk was blitzed by Canyon 25-7 but rebounded nicely for a 25-20 win as Love put down six kills. Following the match against Valley, the Lancers were swept by Kennedy 25-15, 25-23 as Love recorded 11 kills in the two games. In the playoff game against Sunny Hills, a 25-21 loss, Love added five more kills to her tournament total. Norwalk (1-3) opened Suburban league action this past Wednesday at Mayfair and will host Cerritos today, participate in the Garden Grove Tournament on Saturday and entertain Bellflower on Wednesday. Across the street at Mayfair High, Cerritos (4-1) breezed through pool play action, sweeping California 25-8, 25-11, Alta Loma 25-14, 25-11 and Pomona Catholic 25-21, 25-16. But in their first playoff game, the Lady Dons were edged by El Modena 25-23. Cerritos will host John Glenn on Monday and Artesia on Wednesday.

To make matters worse, Valley had a 12-9 lead as the two teams traded the lead four times and had tied each other seven times in the early going. But Los Altos ran off seven straight points. A net violation gave Valley its 14th point but that was followed by a side out which would lead to four more consecutive points and a 22-14 advantage. Sophomore outside hitter Alexa Chandler had six kills against Los Altos. The Lady Crusaders, playing at St. Joseph High for the second time last week, began the tournament sweeping Kennedy 25-16, 25-15 as junior outside hitter Delaney Davis picked up six kills and Chandler three more. Their second match was against Norwalk and the Lancers stunned Valley 25-23 in the first game. The Buccaneers haven’t won a game in four tries in 2009 and have scored as many points as Norwalk has given up. All 31 points scored by Bellflower have come in its last two games. With nothing but league games over the next seven weeks, the Lancers can now focus on one of their two goals-a league championship and a CIF championship. The latter is still fresh on the minds of the returning players after a tough semifinal setback in 2008. “After that Laguna Hills game [last season], we still have that taste in our mouths,” Penny said. “Right after that Friday, we were in the weight room the following Monday.”
