Hawaiian Gardens Councilman accuses LA County Sheriff’s Department of wrongdoing Proposes city set up own police department. By Jerry Bernstein

I

n an atmosphere filled with incrimination, Hawaiian Gardens Councilman Barry Bruce accused the Los Angeles County Sheriff's Department of ignoring abuses allegedly made by deputies on Hawaiian Garden residents at the Jan 26 city council meeting. Bruce’s comments followed a summary given by Lakewood Sheriff Station Captain Christy Guyovich on crime in the city and the fact it has dropped 60 percent since 2004. She also discussed different programs the Department is doing to build trust and confidence of city residents in the Department. Responding to comments made by Councilman Bruce-that the review given by Lakewood Sheriff Captain Christy Guyovich did not address the 37 complaints

filed with the department by Hawaiian Garden residents-which included such alleged abuses as punching people in the face, spraying people with mace, bursting into homes, stealing property etc., he said it “grieves me to hear your report that omits all those things. “ He said they had a closed door meeting with Sheriff Baca in City Hall and one of the items discussed were the complaints, all of which are now being investigated. There were also people who were on the gang injunction that should never have been there in the first place “We have never heard about these failings of the department nor an apology from the sheriff department, nor what has come of these complaints.” Bruce accused the department of throwing a large net out there to catch sharks but they also caught a lot of dolphins, and they don’t seem to care. They are in jail and people have been hurt. One person was ar-

ABCUSD Superintendent says state education funding is broken By Jerry Bernstein Speaking before members of the Cerritos Optimist Club at the club’s Jan. 21 meeting, ABC Superintendent Dr. Gary Smuts described the state’s Education budget as being broken. “We are near the bottom in every category compared to the other states.” He said California is facing a $20 billion deficit for the next 18 months. “The governor has proclaimed another fiscal emergency and has called the state legislature into special session. Dr. Smuts noted that with Education taking up 40 percent of the state budget as mandated by Proposition 98 and with looming deficit, it was a certainty that education will face cuts of about $2.4 billion between the current year and next year. He said the Governor has proposed to reduce Proposition 98 by $900 million coming from the current year and $1.5 billion next year. This will be about $4.5 million cut for ABC. He said ABC has three percent in reserves for an emergency, which is required by state law. The governor has said ABC can borrow against it but must pay it back the following year. Dr. Smuts said in the Governor’s Stateof-the-State Address that education fund-

ing would be protected through a $1.2 billion cut in school district administration and $300 million cut from contracting out. He explained the proposal for a reduction of $1.2 billion targeted to school district central administration would protect classroom spending, including spending for teachers and principals, from further reductions. It would also limit the proportion of funding school districts can spend on central administration preventing them from using future funding increases to augment central administration at the expense of classroom funding. In addition, he said districts would be prevented from shifting central administration costs to school sites. He said the state has defined central administration as anything other than teachers and principals. Turning to the proposal on contracting out, he said this will include a reduction of $300 million to school districts and county office of education administration costs and will eliminate barriers to contracting out to enable school districts to achieve cost reductions. He said ABC, in the current fiscal year, experienced the biggest budget cuts in the

La Palma City Council sets goals for 2010 By Larry Caballero The La Palma City Council met Jan. 25 for its annual Goal Setting Workshop facilitated by Management Partners Corporate Vice President Amy Paul to discuss issues and goals for 2010. They reviewed a matrix of goals and issues, and discussed all items designated a “high” priority by at least three of the council members. Ensuring financial stability in the future, a decision on the implementation of the Park Master Plan, developing/ improving underutilized retail properties, and continuing to work on the economic development in the City were all considered a high priority by at least four of the council members. City Manager Dominic Lazaretto was pleased with the progress the council had made in implementing its 2009 goals and was confident that future goals will also be met. He was especially happy that the City was able to retain the top ten businesses during a difficult economic time. Facilitator Paul asked members to share something that each was the most proud or excited about from the past year.

Councilmember Larry Herman talked about the progress the City has made with its infrastructure, especially the street rehabilitation program that includes the better treatment of streets, and ADA compliance with gutters and curbs. Councilmember Henry Charoen was pleased that the City was able to offer a permit fee holiday for City residents, and Councilmember Mark Waldman was happy that “we weathered the economic storm. The fact that we can focus on the future is a luxury.” Mayor Steve Shanahan was also grateful that the City was financially secure, and Mayor Pro-Tem Ralph Rodriguez was delighted that the Council is no longer trying to micromanage, and it is beginning to have a philo-

City of Cerritos to host exchange with Sister City officials The City of Cerritos will host an exchange with officials from its Sister City of Banciao City, Taipei, Taiwan beginning at 10 a.m. on Saturday, January 30 in the Cerritos City Council Chambers. News media representatives are invited to attend the exchange. Cerritos Mayor Bruce W. Barrows, Mayor Pro Tem Joseph Cho, Ph.D., and Councilmembers Carol K. The Cerritos City Council proclaimed Jan. 13 Korean American Day. Mayor Bruce Barrows presented members of the Korean American Foundation with a Proclamation. Foundation President Dr. Sang Won Park said Korean Americans are proud of their heritage, they are also proud to be American citizens and live in a land that affords its citizens freedom. “The Supreme Court decision takes us back to the dark Nixon days of a corporate influenced government, which is good news to special interest groups and corporate America – not to everyday Americans. Voters can put away their five or ten dollars, because with this decision, corporations will be able to open their wallets and pour money straight into elections, drowning out the voices of American citizens.”

Congressman John Garamendi (DWalnut Creek, CA) issued the following statement after the U.S. Supreme Court, in a 5-4 ruling, determined that corporations have a First Amendment right to spend an unlimited amount to sway elections: “To suggest that corporations should have a limitless ability to finance elections is one of the most disturbing Supreme Court rulings in recent memory. Today the Supreme Court essentially ruled that corporations have most of the same constitutional rights as human beings. What next? Do they have the right to vote? Do they have the right to marry? “Large corporations in America already have far too much influence over our public discourse, and there should be no doubt that bottomless corporate accounts can crowd out the free speech of individual Americans. This ruling even permits businesses controlled by foreign governments to spend as much money as they want influencing American elections. “I have begun discussions with my Congressional colleagues to see if there is anything we can do curtail the damage to our country that will result from this ruling.”

How the state of California budget affects Los Angeles County public safety By Sheriff Lee Baca Our economic problems and California’s budget crisis has impacted every level of government: state, county, and city. Painful cuts have been and will continue to be made in all areas. Inevitably up and down the state, counties and local governments are looking at another year of reduced budgets and additional cuts. I write this to share with you what impacts these cuts will have on public safety and on our communities. Legislators wrote and passed Senate Bill 18 (SBX3 18) which took effect Monday. This measure was written as a way for the California Department of Corrections and Rehabilitation to decrease its budget by cutting the amount of time sentenced inmates serve in prison by increasing sentencing credits for jail and prison inmates. It also removes certain prisoners who would normally be released on a “supervised parole”, meaning the parolee would have a parole agent and a detailed program of re-entry and places them on unsupervised parole better known as “summary parole”.

TO ADVERTISE CALL 800-901-7211 While a firm number of parolees in Los Angeles County eligible for the unsupervised parole is not yet known, CDCR is reviewing over 7,000 Los Angeles County parolees. When the release occurs, the offender will be unsupervised, released without a plan or program for proper and safe re-entry into our communities and with no accountability. Fortunately, for the residents of Los Angeles County, we are working together with the Board of Supervisors, various county public health and human services departments, and other local law enforcement agencies in attempting to reach out to these parolees and letting them know of the services that are out there to help them and give them the support they need. This is by no means an adequate replacement for supervised parole but it’s better than providing no help at all. Unfortunately, in the state’s 2010-11 budget and a Federal Court Panel’s mandate, there are plans for even more serious cuts to the CDCR budget that will have an immediate negative impact on the public safety of our communities. Under the budget proposal, at least 11 current crimes in which a person could be convicted of a felony and sent to state prison, including such crimes, as grand theft, receiving stolen property, possession of methamphetamine, and auto theft, would be changed to an “administrative felony” in which the person would still be convicted of a felony, but he or she would be sentenced to 366 days and placed in the county jail. Thus, the proposal shifts the responsibility of these inmates from the state onto the local county jail system. While this will certainly create a savings for the state, it is irresponsible to shift the costs to counties. Additionally, this will have a serious negative impact on public safety. The Los Angeles County Jail system is already a severely overcrowded system that has population controls placed on it by a federal court. If the Governor’s proposal were in fact to become law, as of today, this would mean the Los Angeles County Jail would have to house approximately 1,900 additional inmates that would currently be sentenced to state prison. Since we are already at capacity, this would force me to comply with the federal court order and reduce the amount of time one spends in jail to a fraction of what they were sentenced to. Again, the state’s proposal clearly shifts the state problem onto counties and local communities. Over the last decade, I and other local law enforcement leaders have worked closely with the Governor and legislature to deal with various public safety issues and I fully expect to continue that stance this year. However, I am increasingly concerned about proposals related to parole, county jails and increased local responsibility at a time when we are struggling to fund and manage our current responsibilities and inmate populations. We urge careful scrutiny of these proposals and that the Governor and legislature weigh fiscal benefit against public safety impact before making further changes this year.

Governor's gaff off the mark and insensitive to culture Send illegal immigrants in California prisons to Mexico. The remarks made by Governor Schwarzenegger related to building a prison in Mexico to save the state millions was a gaff that showed tremendous racial insensitivity. During a Sacramento Press Club meeting on the state's budget, the Governor noted that California could save millions, "...in the prison system alone, [if] we go and take the 20,000 inmates that are illegal immigrants that are here, and get them to Mexico." Governor Schwarzenegger's off-thecuff remarks suggested that all immigrant inmates currently held in state prisons are of Mexican descent. "Building a prison in Mexico is not going to solve our state's financial situation caused by a housing melt-down. Remarks likes these are off-the-mark more than they are off-the-cuff," said Assemblymember Tony Mendoza, vice chair of the California Latino Legislative Caucus. "The Governor seems to be fascinated with globetrotting, from Copenhagen to Mexico trying to fix California's problems - he should try remaining in Sacramento more often and work with the legislature on realistic solutions." Dear Editor: Last week, first lady Michelle Obama called on the U.S. Conference of Mayors to help her fight the national scourge of childhood obesity. She noted that one-third of all children are overweight or obese. She proposed healthier school lunch fares, increased physical activity, and nutrition education. Traditionally, the National School Lunch Program has served as a dumping ground for USDA’s surplus meat and dairy commodities. Not surprisingly, USDA’s own surveys indicate that 90% of American children consume excessive amounts of fat, and only 15% eat the recommended servings of fruits and vegetables. Their early dietary flaws become lifelong addictions, raising their risk of diabetes, heart disease, and stroke. In the past few years, several state legislatures have asked their schools to offer daily vegetarian options. According to the School Nutrition Association, 52 percent of U.S. school districts now do. Last fall, the Baltimore City Public School system became the first in the United States to of of-

Su Casa Shelter needs donations for repairs By Larry Caballero Su Casa Emergency Shelter’s Executive Director Vicki Doolittle is concerned about raising enough funds to repair the shelter’s roof after last week’s storms that caused the ceiling to almost collapse. “Chicken Little was right,” said Doolittle. “Or so it seemed to the students in Su Casa’s classrooms.” They are not just any students, according to Doolittle, they are the children of women living in Su Casa’s Emergency Shelter, seeking refuge from

Until the classroom is repaired or replaced, the children are doubled up in another room. In the 21010-11 state budget, Governor Arnold Schwarzenegger is proposing to eliminate $16.3 million for the state’s 94 domestic violence shelters and centers. In many cases, domestic violence shelters are the only thing standing between victims and physical harm or death. On any given day, between 8-14 children attend the on-site school and pre-school at the Shelter, where families live for up to 30 days, away from fear and violence. Su Casa—Ending Domestic Violence has been helping to build a community of peace for thirty years. The facilities are showing signs of wear and may not make it through another storm. When they come into the shelter, the sky is falling on the families at Su Casa. With support and compassion, most are able to heal from the devastating effects of domestic violence. Cold sores are common lesions that typically occur outside of the mouth. The lips, chin, face, and nasal areas are most affected. They are caused by the herpes virus (a little different strain from genital herpes) and are very contagious. Once you get infected you have it forever. So now that you have it what do you do with it? Let’s first discuss the infection process. Someone in your past inoculated you with the active herpes virus. I am sure it was unknowing and innocent. During this primary stage the virus could infect inside or outside the mouth and produce very painful blisters. The blisters will last from 3-21 days and then disappear. The virus will then enter a latent period where it calmly resides in the nerves only to be reactivated in the future and start the process all over.

It is very important not to pop and drain the blisters because they contain the virus. Even when the blisters are crusted over they will have the live virus. Keep your hands washed and do not share lip balms and towels and eating utensils. You can spread the herpetic sores to other parts of your body-so no scratching. Did I mention no kissing? Use the same common sense you would use during a flu epidemic. We really have no real answer to what triggers an outbreak. It seems that sun exposure, stress, sickness, compromised immune systems, and lack of sleep may initiate an outbreak. Other times it seems the outbreaks just occur to mess with you-like before a vacation, senior prom, graduation or wedding. The first sign of an outbreak is the tingling and itchiness. At this time it is advised to “freeze” the lesion with ice or overwhelm it with an antiviral drug like Famvir. Using a mega dose within the first hour of the outbreak will eliminate or reduce the severity and duration. We can’t all walk around with Famvir in our pockets so this chance of stopping it in the first hour is small. The second stage is puffiness and blistering. Topical applications of antiviral creams may reduce the severity and possibly the duration. Other medications like Abreva , Blistex, and Zilactin allow you to tolerate the blister and keep it moist so it will be less likely to crack. Health food stores sell lysine lip ointments and drops and red algae capsules. I have personally used all of these methods with varying degrees of success. I am very impressed with the lysine and red algae supplements since they helped the most to shorten the duration. Captain Joe Gonzales hosted a Meet & Greet for Cerritos residents at Starbucks in Cerritos Towne Center Jan. 23 to answer questions and address concerns about public safety. "The number one crime in the city is vehicle burglaries, and they are 80% preventable if car owners would remember to close windows and lock doors. The city is very safe, when you consider that there are over 51,000 residents who live here and over 50,000 who work or shop in the city each year." Captain Gonzales said violent crimes in Cerritos is down 44 percent, property crimes 9,6 percent, traffic citations are up 18 percent, and traffic collisions down 15 percent.

There was also discussion about the rehabilitation of the Civic Center that could cost the City about $3,000,000 for improvements and enhancements. Herman wanted “the City to start setting aside

some money now,” while Charoen was willing to wait until a later time. Rodriguez felt that the members needed to see all of the information first before making a decision about the outgrown civic center facility, and Herman agreed. “Let’s revisit this when everyone has the same data.” Other goals discussed were developing a policy that speaks to the multicultural diversity in the City and to pursue joint use agreements with each school district. Rodriguez said that the City should possibly consider scholarships for La Palma students, who will be attending the local community colleges, in hopes of motivating them to continue their education after high school. The members were not in agreement about the option of video casting council meetings. Charoen and Walden were not convinced that enough residents would watch the meetings if they had the opportunity, and there was a concern of cost. Mayor Shanahan was more inclined to be in favor of video casting and told the members “the new technology may be more cost-effective than in the past.” Overall, all five members believed that the Goal Setting Workshop was successful and are looking forward to implementing their goals for 2010.

Asked how one or more individuals could get out from under the injunction, she said the individual has to fill out a form, be interviewed to make sure he or she is no longer affiliated with the gang. Then a ruling is made. She said to date there have been eight individuals out of 280 who have been taken off the Hawaiian Gardens gang injunction. They were taken off because there was not sufficient evidence showing they were currently affiliated with a gang. She added, if they are found to have become involved with a gang after being taken off the injunction, they could be put back on it. The Captain said Hawaiian Gardens is the only area in California where someone covered by an injunction can be removed from it. Turning to the subject of complaints, she said if a resident has a complaint about one or more deputies that person can file the complaint at the city’s Public Safety Station, the Lakewood Station or at

City Hall. A private citizens cannot file a complaint for someone else. You have to do it yourself,” she stated. Responding to a question about reporting someone missing, she said if they call the Lakewood Station, they should ask for the Watch Commander and don’t be shy. Whoever is on duty will handle the matter. One resident complained that when a depressed family member was reported missing, two deputies responded. One showed no compassion while the second one responded to our concerns. Captain Guyovich said sometimes their new deputies need additional training in understanding the concerns of the people and show a little more compassion. Dt. Ernest Billy added, “ It’s also a question of earning your trust.” Turning to the Neighborhood Watch program, Sgt. Tom Burt noted the program had grown and was now citywide. He said the next step was to make it stronger in the city’s neighborhoods. Resident Glen Corenjo told those present that Hawaiian Gardens was their city and it was up to them to make it into one everyone could be proud of.

Weekly Crime Summary Jan. 18 - 24 Cerritos Sheriff’s Station logged fortytwo Part I felony investigations last week, up dramatically from nineteen the previous week. The influx was attributed to a major increase in vehicle burglaries. Robberies, commercial burglaries, and vehicle thefts also increased. Residential burglaries dropped. Calls for service handled by patrol personnel were also up as 361 were recorded compared to 288 the week before. The new 2010 weekly average in calls for service is 314. There was one robbery reported last week. None were investigated the previous two weeks. On Saturday January 23 at 2:20 a.m. a female arrived at a residence in the 16200 block of Springpark Lane when she was confronted by a lone male suspect that demanded her purse. The two struggled for control of the purse, but the suspect prevailed and fled. Residential burglaries decreased last week after two were reported. Three were logged the previous reporting period. An open sliding glass door was responsible for one and a rear window was shattered in the other. Laptop computers, jewelry, ID and a wallet were stolen. The new 2010 weekly average in residential burglaries is 2.3. There is no indication that either of the homes targeted last week were equipped with an alarm system. This “tool” for the homeowner is a proven deterrent of residential burglaries. If a sign is visible in front of the residence that indicates the home is protected by an alarm system, research has shown that the burglar(s) will most always seek another target. There have been numerous cases reported where entry had been attempted but the suspects have fled upon realizing an alarm has been triggered. For a minimal installation cost and monthly fee, we strongly recommend that you equip your home with a system. Check with your home insurance carrier as most companies offer discounts for the use of alarms. There were two commercial burglaries reported last week, up by one from the week before. Both were closed businesses where a front glass door was shattered, and an adjacent office was accessed for entry through the drywall into another. Cash and an unknown amount of electronic products were stolen. The 2010 weekly average in this crime category is 1.8. Vehicle burglaries increased to twentytwo cases last week after only four were reported the previous week. High-volume commercial parking lots were involved in seventeen of the crimes last week. Ten cases occurred in a lot located north of 166th Street and east of Shoemaker Avenue within the same time frame. Sixteen SUVs were among those targeted and a third-row seat was taken in one. Four GPS units were taken, and stereo items were removed

The new 2010 weekly average in vehicle burglaries is 8.5. All of the items stolen were in passenger compartments, visible, and made easily available to the thieves. Vehicle burglars do not honor a quarter inch of glass left to protect these stolen items, as six windows were smashed last week. GM products were targeted after the locks were drilled and the alarm systems defeated. Do not leave anything in the passenger compartment of your vehicles. It takes less than five seconds for someone to smash the window, reach in and grab your property, and to be on their way. Vehicle thefts rose to seven after two the previous week. High-volume commercial parking lots were involved in six cases last week. Five Hondas, an Acura, and a Pontiac were taken. The 2010 weekly average in vehicle thefts is 4.8. Remember, car alarms are a common occurrence in any lot. Because of this, people tend to dismiss them and not pay much attention to the origin of the alarm. Using a steering wheel locking device will offer a good visible deterrent to the would-be thief and could just be the difference in finding your car where you parked it or not.

In a later interview with LCCN, Captain Guyovich accused the councilman of manufacturing the alleged abuses. She said all complaints filed with the Lakewood Station, including those filed by Mrs. Terryl Bruce, the councilman’s wife, are investigated. She said the complaints have been or are under investigation by Lakewood Station personnel. The Office of Independent Review also reviews them, which is the oversight body for all investigations conducted by the Sheriff’s Department. She said of the 37 complaints, seven individual meetings have been scheduled with citizens who filled out Mrs. Bruce’s complaint form; however, their comments did not merit a rise to the level of a formal complaint. Where personnel complaints have been made concerning a deputy’s conduct and it is found they were out of line they receive the appropriate discipline. However, none of the complaints have shown major abuse as stated by Councilman Bruce. At the council meeting Captain Guyovich said she was the one who requested all the complaints be reviewed so that the

There’s a lot more to the complaint process than making allegations.” Concerning the eight removed from the injunction, she said she personally reviewed all the evidence that placed those eight on the injunction and there was sufficient cause to place them on it; however, due to a variety of factors (they moved out of the city, they have not had any negative contact with the police in quite some time, or they proved they were no longer involved in the gang) they were removed from the injunction. She added the eight who were removed from the injunction only represents 2.8% of the total served on the injunction. Mr. Bruce comments would have you believe that this was a huge representation of our injunction review practices. Bruce said, “There will never be public trust in this city until this department admits there was wrong doing on its part.” The Captain replied the Department has been trying to build public trust in Hawaiian Gardens. “But as long as there are community members and officials who refuse to open that door and reach out and shake our hand and work with us to move forward, it’s going to be difficult. Councilman Mike Gomez said not everyone on the council feels the way Mr. Bruce does and apologized for the outburst. Later in the meeting Bruce said he would like to discuss the possibility of the city setting up its own police department and asked the matter be put on the agenda for the council’s Feb 9 meeting

Cerritos would try to get back in the game and it was down 48-41 with 1:56 left to play. But Mayfair converted on nine of 12 free throws down the stretch. Cerritos was 18 of 51 from the field as Walden tied a career-high of 20 points while pulling down nine rebounds. “Shooters are going to have good nights and they’re going to have bad nights,” Watanabe said. “But if you don’t rebound the ball and if you turn the ball over, that makes it tough. We beat ourselves tonight. We just have to keep working to get better.” Cerritos will host Norwalk tonight to begin the second loop of league play, then visit John Glenn on Monday and Artesia on Wednesday. “I think we’re better than what we showed tonight,” Watanabe said. “I’m disappointed. Gahr senior wide receiver Shaan Johnson was named to the All-California Interscholastic Federation team from the Western Division while Valley Christian had six players make the Mid-Valley Divi-

sion All-CIF team. Johnson led the Gladiators this past season with 76 receptions, 1,451 yards and 14 touchdowns, all Gahr school records. Johnson was the only Gladiator to be named to the All-CIF team. In addition, Johnson committed to play at Utah State University on Jan. 18. Johnson becomes the fourth Gahr athlete to sign at a Western Athletic Conference institution in the past three years. Defensive tackle Larry Dugan, a 2008 graduate, is at the University of Idaho where he gray shirted during the 2008 season, then red shirted last season. Wide receiver Aaron Bradley, who graduated last year, gray shirted at the University of Nevada, Reno while quarterback Corey Nielsen sat out this past season at the University of Hawai’i. After a long and difficult first season, the CUSC B-U9 team has begun to show signs of significant progress and promise of a successfully competitive future. During their first appearance at League Cup this past December, the U9’s beat Canyon PSA Red in a 3-2 game, and then defeated Arsenal FC White 7-1, qualifying them to advance to the Round of 32 where they lost to Valley United Red in a hard fought game. The team celebrated the beginning of 2010 by placing 2nd in the Long Beach Mayor’s Cup with only 8 players. In the playoff game, the boys played their hardest, losing to FC Downey by only 1 point, making the final score of the tournament 2-1.

PUBLIC NOTICE CITY OF HAWAIIAN GARDENS 2009-2010 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AMENDMENT Notice is hereby given that the City of Hawaiian Gardens will be amending its 2009-2010 CDBG Program. The primary objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment, and economic opportunities, principally for persons of low and moderate income. Regulations governing the CDBG program also require that each activity undertaken with CDBG funds meet one of the following three broad national objectives: 1) benefit low- and moderate-income persons; 2) aid in the prevention or elimination of slums and blight; or, 3) meet other community development needs having a particular urgency. The 2009-2010 CDBG Program is being amended by cancelling the use of CDBG funds totaling $38,482 for the Sports Complex at Fedde Middle School (Project No. 600885-06) and reallocating the available funding to the Lee Ware Park Parking Lot Construction (Project No. 601192-09) increasing the project budget to $182,452. The Sports Complex at Fedde Middle School project is currently funded through other sources and is in the design phase to prepare construction plans. Future CDBG funds may be used at a later date, upon approval by the City, for the construction phase. The City is inviting comments on the proposed CDBG program amendment through March 1, 2010.
