Cerritos water supply earns high marks

Tri City Regional Medical Center hosts Artesia High School’s Mentoring Club

By Jerry Bernstein The Cerritos City Council at its June 10 meeting council approved a report on the city’s water supply and public health goal assessment. Management Analysis Doug Kellam said under the Calderon-Sheer Safe Drinking Water Act of 1996 public water purveyors serving more than 10,900 service connections must report every three years on any contaminants that exceed Public Health Goals (PHGS). Cerritos has more than 15,000 services connections. Kelliam said staff had retained the services of Stetson Engineers Inc. to assist with the preparation of the PHG assessment. PHG are non-enforceable goals established by the California Environmental Protection Agency’s (Cal EPA) and the office of Environmental Health Hazard Assessment (OEHHA). Dinner, a movie, then a review: Tri City Regional Medical Center hosted the Artesia High Mentoring Club this past June 11. Artesia High students reviewed the film “Freedom Writers” starring Hilary Swank. The students signed a mentoring contract to send a written review of the movie to their mentors by June 30, sharing their thoughts about what they had learned about tolerance, a safe way of making their voice heard, and the impact the movie had on them. Present at the meeting and dinner were Hawaiian Gardens Councilman Mike Gomez, Artesia High Counselors Sarah Halili and Nadine Mario, and Tri City staff members Mario Lopez, Sandra Ananya, Cliff Curtis, Peter Friedman, Evelyn Franco, and Mary Lou Landes.

Artesia Council approves $9.1 million budget for fiscal year 2010-11 By Jerry Bernstein The Artesia City Council approved a $9.1 million combined Redevelopment Agency and City budget at its June 14 meeting. This includes a city operating budget of $6,918,846 and a Redevelopment Budget of $2,299,977. The operating budget reflects a 45 percent decrease in City personnel or 19 positions. Driving some of these changes were a third additional “Golden Handshake” for employees, and monies appropriated for the sick, vacation, and comp buy backs. The net expenditures decreased $61,064 for the period subsequent to March 2010. Deputy City Manager/Finance Officer Justine Menzel said this savings was offset by a net decrease in revenues for $60,738. The three largest changes in revenue decreases are expected in the Motor VLF, No-Tax City and Franchise payments. Specifically the Gas Co. had unusually higher prices during recent years. La Palma Mayor for a Day Reina Sambrano, a 9-year-old Saint Irenaeus Catholic School 4th grader, was happy to pose for a picture with the entire City Council including (l-r) Councilmember Mark Waldman, Mayor Pro-Tem Ralph Rodriguez, Mayor Steve Shanahan, and Councilmembers Henry Charoen and Larry Herman. It all started when Saint Irenaeus Catholic Church in Cypress began planning for a dinner and silent auction fundraiser. Why not sell tickets for a chance to be the mayor for a day? Many of the parents liked the idea and were hoping that their child’s number would be picked, but there could only be one winner. Sambrano, a 4th grade student, was excited when she learned that she would be touring La Palma for a day with Mayor Steve Shanahan. [See MAYOR Page 12]

Students recognized in Fedde Academy District Science Olympics and History Day

Is it the 4th of July yet? By Larry Caballero Cerritos Regional Park was turned into CHAOS Jun. 12 when the dog club hosted its third dog show for highly trained, mixed and purebred dogs from throughout Southern California. CHAOS (California Handlers Advanced Obedience School) has hosted these events since 1978, and it’s their third year at the park. The Show ‘n Go event was one of three shows that dog clubs can host that allow owners to show their dogs

for practice and scores, but no trophy or ribbon is given. When the dog has mastered the proper obedience techniques, then the owner would enter the dog in an AKC (American Kennel Club) official trial or match. The club belongs to the Southern California Dog Obedience Council, an organization consisting of 20 clubs, that promotes and teaches proper obedience skills for dogs that include heeling, sitting, going down on command, staying and coming on demand.

The Hawaiian Gardens City Council presented Certificates of Recognition to participants of the Fedde Academy District Science Olympics and History Day competition. Science teacher John Laird and History teacher Chad Laine along with Fedde Principal Carol Castro thanked the council for its continuous support of the school and its programs. The Science Olympics is held each year at a different middle school in ABC. This year 45 Fedde students participated in the program, which was held on Mar. 6 at Tezlaff Middle School. A total of 300 students from the six middle schools competed in the program.

Optimists Youth Appreciation winners

The Cerritos Optimist Club recently held it annual Youth Appreciation Night recognizing six students from the five high schools in the ABC Unified School District and Valley Christian High School who were described as “achievers.” Co-Chairs Garry McHatton and Sharon Mallari said each school selected the winners with the winning students receiving a $200 scholarship check and plaque. They are: Marlon Fernandes, Artesia High; Anelise Costa, Cerritos High, Larissa Lacroix, Gahr High, Karla Bello, Tracy High; Lina Avila, Valley Christian High; and Marisela Herrarte, Whitney High. The Optimists meet the first, second and fourth Thursday at 7 a.m. and the third Thursday at 7 p.m. at the Off Street Café across from Gahr High School.

on heart disease. For example, smoking has been shown to have an overwhelming affect on gum health. In fact, studies that measure treatments for gum disease become meaningless in smokers. Smoking has also been shown to cause damage to vascular tissues and increase the risk of having a heart attack. Other underlying conditions also include the genetic factor. Some people are more prone to inflammation and metabolic disease. Studies are mixed, but it seems that a healthy diet low in saturated fats can help minimize the harmful effects of this condition. Let’s get back to the dental factor. We know that bleeding gums will allow bacteria into the blood stream and these bacteria can grow in damaged vessels perpetuating the heart disease process. The dentist’s role is to help control the infection and inflammation levels with gum treatments and frequent monitoring of home care. The 2010 July 4 fireworks display will be entirely funded by donations from the business community. In addition there are 14 special events throughout the next fiscal year with about 10 taking place on weekends or holidays. The city’s reserve is expected to have a decrease in fund balance to start the new fiscal year. Menzel said, with prudent planning and scheduling of the budget, there is expected to be no further use of reserves for annual operations. There is also a contingency of $17,000 in excess revenues over expenditures as the new fiscal year budget is implemented. She said staff was keeping an eye on the continuing state budget crisis and how it will affect Artesia. She concluded by saying it was very likely staff will ask to meet with the council in late Fall to review the budget impacts of state and the economy to evaluate the condition of the city’s restructured organization. Permits Denied In other business the Council denied two conditional use permits permitting threading in existing retail business at 18709 Pioneer Blvd. and at 18167

Pioneer Blvd. Applicants were Baber Mumtaz and Ajmal Mumtaz respectfully. Baber Mumtaz said threading was an Indian tradition. The council, however, expressed concern in permitting threading as part of an incidental use to a retail-clothing store. They were also concerned about the size of the stores and said they felt they were too small to set aside space for threading. In addition the members felt it would set a precedent. Councilmember John Lyons said he felt threading belonged in a beauty shop, not a clothing store. The Council approved a request for a fee waiver by the Artesia Historical Society for the use of the Albert O. Little Community Center in October when its will hold its annual fundraising gala. City Manager Maria Dadian said staff has recommended waiving the fees for the rental of the hall of $3,650 and the security deposit of $450 for a total of $4,100. She said the Historical Society as agreed to a $50 processing fee of $50, insurance fee of $116.15, and staff overtime fees of $545.82 for a total of $711.97. She said the Society had already paid $250 toward the balance, making the remaining fee for the facility use at $461.97. The Council adopted the Artesia Street Lighting Maintenance District assessment for fiscal year 2010-11. The assessment for each property was calculated based on the special benefit each property owners receives from the

She according to the Engineer’s report the total cost of operations and improvements is $178,600. The District will generate approximately $130,806, making it necessary to appropriate $39,697 from the general fund. A late night early morning permit was approved for Nena’s Cantina at 11748 E. 166th Street. In granting the permit, the council stipulates the owner would have to hire a guard, who had to be approved by the city. Councilwoman Sally Flowers suggested the five-year permit be reviewed in two years and if there were no violations the permit would stay in force for the balance of the five years. A day after another huge conglomerate was treated to “all you can carry” free Jamba Juice and a triplet sighting from the Torrance 14-Under All-Star team, the Cerritos Girls Softball Association made yet another historical notch in its own tournament. This past Sunday at the Cerritos Sports Complex, not one but two Cerritos all-star teams advanced to the championship game in their respective age group. It marked the first time in the 12-year history of the Cerritos Summer Classic that a pair of host teams advanced that far and just the fifth time overall. The 8-Under All-Stars dropped a 2-1 decision to Chino Hills, then saw the 10-Under All-Stars lose to Torrance 4-2 a few hours later. “In all of my years being an all-star coach and helping out, this year was my first being a manager and we haven’t been back to the finals in [a few years],” said 8-Under manager Lori Williams. “To actually come in and take a trophy home is very gratifying to me. It’s very exciting for the kids.” Cerritos grabbed a 1-0 first inning lead when Kara Spoolstra reached on an infield single, stole a pair of bases before coming home on a groundout from Jazmine Hill. After that, Cerritos would be limited to two hits-a third inning single from Diamond Sandoval and a fifth inning infield knock from Kylie

Matthews. Chino Hills, which would also get three hits off of Sandoval, tied the game in the bottom of the second and scored the game winner in the next inning. Sandoval also struck out eight batters and walked a pair. “Chino Hills is a very good team,” Williams said. “They have very good pitching, very good discipline and their girls did exactly what they needed to do to get the win. Congratulations to them for doing it.” The tournament began last Friday afternoon with a 4-1 victory against West Garden Grove followed by a 5-4 win against Laguna Niguel last Saturday morning. Later in the day, Chino Hills gave Cerritos its first pool play loss in a 3-0 decision as the hosts were held to two hits, one each from Spoolstra and Sandoval. Cerritos opened the single elimination playoffs last Saturday afternoon blanking Orange Canyon’s “B” team 7-0, then edging Torrance 2-1 this past Sunday morning. In the bottom of the second, Matthews reached on an infield single, stole second and went to third on a wild pitch. Kayla Edwards was walked before Miranda Ponce’s groundout plated both runs. Sandoval was again solid in the circle, yielding three hits in just over three innings of action. “We’ve got a great coaching staff that has been very helpful with these 8’s this year,” Williams said. “We’ve done a lot of in house training with our coaches and we’re trying to get them to coaching clinics. These kids are learning a lot more by what we’re doing. It’s been very beneficial for everybody.” The pool play loss to Chino Hills was the first in three tournaments for the Extreme Heat, as they are known as and through the first three tournaments, the team is 11-2-1. This was the first time since 2007 than an 8-Under AllStar team had reached the finals and since 2003, this age group has been the most successful of the CGSA in its own tournament, going 26-14. “There’s a lot of pressure on that because your parents want to see that,” Williams said. “They put a lot of time, effort and money to get you into all-star tournaments and an all-star program. The kids feel it themselves in order to be at home and to be successful.” The rest of the 8-Under All-Stars are: Jordan Bennett, Malena Ray Garcia, Taylor Genera, Dalia Morones, Kassidy Ourique, Cassie Perryman and Leah Suarez. 10-UNDER Right after the completion of the 8-Under championship game, the 10-Under All-Stars, also known as the Intensity, took the field against Torrance hoping to avenge a loss in the Torrance Tournament the previous week. But

Torrance pushed across a pair of runs in the bottom of the second, then iced the game in the sixth to hold on for a 4-2 victory. Like the Extreme Heat, this was the third straight tournament championship game appearance in 2010 for the Intensity. “It started out tough,” said manager Chris Borza of pool play action. “We got to that late game and it ran a while but the girls fought, never gave up and that was the good part. Once we got into [the playoffs], our girls were ready to play.” Evelynn Hernandez was hit on the game’s first pitch and eventually gave Cerritos a 1-0 lead on a groundout from Kylee Perryman. Then facing a 3-1 deficit in the top of the fourth, Perryman led off the frame with a walk and scored on a groundout from Kayla Vukovich. Alyssa Medina and Ashley Iseri accounted for the only hits the Intensity would get but Cerritos also couldn’t take advantage of three Torrance errors. In the Torrance Tournament, Cerritos edged Torrance 2-1 in pool play action, then lost to the hosts by the same score in the finals. “We want to play the best teams and if they get [to the championship game], we want to play the best team,” Borza said. “They’re a beatable team. They played better than us, they had less errors and that’s what won the game for them. I’m sure we’ll see them in Districts and I’m sure both of us will go to [the state tournament].” The Intensity began the tournament with an easy 6-0 win against West Garden Grove last Friday evening as Perryman went two for two, scored twice and drove in a pair of runs. Madison Huskey also drove in a pair as part of a five-run top of the first inning and Iseri allowed just one hit while striking out nine. Cerritos would lose to Orange Canyon’s “A” team 8-2 and to Laguna Niguel 1-0 last Saturday as the latter pushed across the lone tally on an error in the top of the sixth. In the playoffs, Cerritos blanked Chino Hills 1-0 as Hernandez scored on Iseri’s hit in the top of the sixth and defeated Orange Canyon 5-0 despite getting three hits. The Intensity has now won 10 of 15 tournament games in 2010 and this particular age group has advanced to the semifinals in three of the past four years. “We have a lot more second-year 10’s this year; nine second-year 10’s and three first-year 10’s” Borza said. “That’s a little more than we had last year. Last year we had six and six. We have a really good, solid team and a lot of team building and we’re coming for anybody. We don’t care; anybody, anytime, anyplace.” The rest of the 10-Under All-Stars are: Celeste Borza, Katelynn Hernandez, Destiny Lucero, Jennifer Morinishi, Dejanae Page and Alyssa Rios. The team will be in the Chino Hills Tournament this weekend.

12-UNDER One of the biggest disappointments thus far came from the Legacy AllStars who entered the Cerritos Summer Classic undefeated and with two 2010 championships under its belt. But the team went 1-2 in pool play action, then fell to Chino Hills this past Sunday morning in the quarterfinals. “I think the girls got a little too confident,” said manager Jay Becdach. “We did dominate those last two tournaments. We lost to teams this weekend that we actually mercied in championship games. It’s something we need to work on.” Cerritos took a 1-0 lead in the top of the first when Megan Darling reached on an infield single with one out, advanced on a sacrifice by Kylie Brown, one of the hottest hitters from last summer, as well as this summer, and scored on a base hit from Tyler Johnson. After that, the Legacy would be held without a hit and had only one other runner reach base over the next six innings. “We ran into a hot pitcher,” Becdach said. “She did an excellent job but the girls came out today wanting to play, wanting to win and I was really proud of that. We have to work hard in practice.” The Legacy opened the tournament last Friday evening with a 3-0 loss to West Garden Grove despite collecting seven hits. Erika Romero, Darling and brown would get first inning hits but two of those runners were caught stealing. Darling would go two for two while the top six of the batting lineup went a combined seven for 11. Later in the night, the team rebounded for a 5-3 victory against Orange Canyon’s “B” team behind a 13-hit attack. Brown went three for three and drove in a pair of runs in the top of the third inning while Johnson also plated a pair in that same inning. Darling, Rachel Barajas, Deidra Genera and Ashley Mitchell all chimed in with two hits each. Genera would also pitch six solid innings, giving up four hits. Last Saturday, the Legacy fell to Torrance 5-3 despite coming back for a pair of runs in the bottom of the third. Already trailing 2-0 in the bottom of the first, Cerritos cut that in half when Romero reached on an infield hit, advanced on a sacrifice from Darling and another infield hit from Brown and scored on a sacrifice fly from Johnson. Two innings later, Romero and Darling had two more hits and would score the other two runs. For the tournament, Romero, Darling, Brown and Johnson, the top four in the lineup, accounted for 18 of the team’s 27 hits and had a collective batting average of .514. As a team, Cerritos hit .365 in the four games. “Their bats are hot, they’re getting on base,” Becdach said. “But the ones behind them are not driving them in as of this weekend. Prior to this weekend they were all hitting the ball and getting

them in. “You can’t get Kylie on a bunt; she is too quick,” Becdach later added. “Then you have Johnson and you have [Alexa] Becdach, normally, when she’s not hurt coming in after that. It’s all about needing base runners to drive the runners in.” This was the fifth straight summer that this age group has not reached the semifinals in its own tournament and since 2003, the 12-Under All-Stars have gone 9-28. The Legacy, along with the Extreme heat, will be in the Corona Tournament this weekend. “Districts are what it’s all about,” Jay Becdach said. “State, and hopefully Nationals, is what it’s all about. All of this is preparing for that. We learned a lot about this weekend. We needed to get slapped to reality and I’m glad it happened. I learned a lot from it, the players learned a lot from it and now we can move forward, make our adjustments and go from there.” The rest of the 12-Under All-Stars are: Kaitlyn Bales, Alyssa Flores, Victoria Maglonzo and Nicole Waldecker. 14-UNDER After going 4-1 and advancing to the semifinals last summer, the 14-Under All-Stars went winless in three games, picking up a pair of ties and falling to Orange Canyon’s “A” team 5-3 this past Sunday morning. Last Saturday morning at Liberty Park, the Elite tied El Segundo 0-0 as the team got three hits, all from Mikayla Galindo (first inning), Lauren Dollete (fourth inning) and Stephanie Carrasco (sixth inning). No Cerritos runner got past second base. Later in the day, the team tied Orange Canyon’s “A” team 2-2. This weekend, Cerritos will participate in the Norwalk Summer Daze. The rest of the 14-Under All-Stars are: Bobbie Amezcua, Emily Dollete, Rachel Fitterer, Elayna Henriquez, Courtney Hess, Kanesha Holiman, Alyssa Molina, Charlene Pedroza and Melissa Rios. Coach of the year: Season after season, Gahr head coach Gerardo Perez always puts a championship caliber team on the field and 2010 was no exception. Although the Gladiators fell in the Division III semifinals to eventual champion Ocean View, Perez guided Gahr to a 20-11 campaign, his fourth 20+ victory season in his six seasons at Gahr. Perez, who wins this award for the first time, has a record of 115-60-1 at Gahr with a pair of San Gabriel Valley League championships and two second place finishes. Pitcher of the year: Gahr senior designated hitter Michael Lugo picked up where he left off last season and led the Gladiators with a .432 average with 35 hits and 21 runs batted in. Lugo, who won this award last season, also hit nine doubles and two home runs and was one of three players to bat over .400 for a team which collectively hit .334. See ALL AREA on Page 12

Coach of the year: In his second season at Valley Christian, Rich Avila is turning the Lady Crusaders around in the positive direction. After going 11-131 and finishing in a tie for third place in the Olympic League in 2009, V.C. went 18-9 this past season and tied Whittier Christian for the league title, missing the outright title in the last week of the regular season. This was V.C.’s first winning season since 2006 and the Lady Crusaders will return a vast majority of underclassmen for 2011. Pitcher of the year: Valley Christian senior Lina Avila returned to the circle for the first time since 2008 and capped off her high school career with a remarkable season. Avila went 14-4 including 6-2 in league action. She had a microscopic earned run average of 0.76, yielded 12 earned runs, struck out 116 batters, went the distance a dozen times and threw eight shutouts. Player of the year: Only a junior, Gahr second baseman Jasmine Ruiz is climbing the charts as one of the school’s most prolific hitters. A shortstop in 2009, Ruiz led the Gladiators with a .485 average with 33 hits, 25 runs batted in and 15 stolen bases. Ruiz hit in 18 of the 23 games she played in and reached safely in 20 games. From the second game of the season, her average never dropped below .400 and her average is the second highest in school history this century.

Continued from page 1 water quality measurements have exceeded any PHG during the past three calendar years (2007,08, 09), and if so, the water purveyor must conduct a public hearing on the matter. All samples collected by the city throughout the past three years were analyzed for identified contaminants and compared to established PHGs and MCLGs. Stetson Engineers prepared a report of the findings. Stetson said the State Department of Public Health (CDPH) has waived samplings for certain constituents in the water because the underground water basis has shown no presence of these constituents and the CDPH has determined the basin is not vulnerable. He said following the many tests it was determined Cerritos meets all California Department of Public Health and USEA drinking water standards established to protect public health. Responding to a question from the Council, he said the te3sts showed the city’s drinking water is safe to use. In other business the council approved a recommendation by the city’s Fine Arts and Historical Commission on a concept for a lighted art piece for the Cerritos Auto Mall to be generally located in the street medium of Studebaker Road, between South Street and 183rd Street. Assistant City Manager Kathleen Jung Matsurmto said approximately $204,000 has been received from the Cerritos Auto Square from development projects by the different dealerships which has been committed toward an art project for that area. The fine Arts and Historical Commission was established to assist the City Council in the administration of the Art in Public Places Program, which includes advising the Council on the collection and exhibition of art pieces in the city. The program also set forth a one percent public art fee for new construction or reconstruction of commercial our industrial projects in excess of $250,000 in building permit valuation. To date the city has acquired approximately $504,000 in the Art In Public Places Trust Fund. The commission recommended that a local artist from Southern California be considered for the Auto Mall project, which the council agreed to after defining Southern California to include the area from Santa Barbara east to San Bernardino County and north to Bakersfield.
