Manitoba District

Message from the District Manager Happy New Year Everyone! Welcome back from a well deserved rest over the holiday season! Where is the winter? Here we are, January behind us, and it seems like winter has yet to arrive! The New Year has seen a number of major projects kick into high gear, demanding considerable attention from our staff. The ESRA Island Lakes project is now moving ahead, along with the MIT Shellmouth Dam EIA project, Manitoba Hydro Stage V Infrastructure Engineering work packages and numerous City of Winnipeg engineering prospects. Over the holiday break we were also pleased to hear that the City of Winnipeg awarded AECOM three of five Public Works packages. As a further update, Manitoba Hydro has delayed the award of the Keeyask Generating Station Design Services project until late March or early April as they await the arrival of their new CEO Scott Thompson. As you can see, our District is off to a good start in 2012 with numerous new and challenging projects to work on. Other District news to report is related to staff recognition. Owen Van Walleghem was recently nominated by AECOM to be considered for the “Manitoba Exceptional Young Professional Award”. This award is presented annually by the Future Leaders of Manitoba Council and Business Council of Manitoba. Owen was not chosen for this award however we are all very proud of him and his

achievements. Well done Owen and thank you for representing our company and industry in this award competition. AECOM was also recently named a finalist for the 2012 Spirit of Winnipeg Awards presented annually by the Winnipeg Chamber of Commerce. This award recognizes the City’s most innovative and entrepreneurial companies. The Awards will be announced on March 2nd so stay tuned for a further update in the next District Update. The District is also in the process of finalizing our nominations for the AECOM Excellence Awards. The District Leadership Team, working with our Marketing Team have identified nominees from our District for seven of eight Core Value categories. Our region, Canada West, will select finalists from all the District nominees to represent Canada West. Again, stay tuned for further announcements on the Manitoba District nominees and Canada West finalists. In closing, it is nice to see our staff and our company receive this well deserved recognition for our innovation, our work and our dedication to our clients. Town of Stonewall

Water Pumphouse Corrosion Mitigation Study

PDD

AECOM was retained by the Town of Stonewall to provide engineering services for mitigation of corrosion within the Town’s water supply pumphouse. The six year-old facility has experienced premature failure of a critical valve operator and widespread corrosion of ferrous valves and non-ferrous components. The study will result in a report providing mitigation options and material recommendations.

Environment

AECOM Environmental will be preparing an Environment Act Proposal (EAP) for the construction of a 115 Kv electrical substation at the location of the Chisel North Mine in Snow Lake, Manitoba. Activities associated with the development of the EAP include the evaluation of the existing environment, review of design details, assessment of potential environmental impacts and the development of applicable mitigation measure and monitoring requirements. AECOM has presented the project plan to provincial regulators, and it is expected that approval for development for the substation will be provided in the spring of 2012.

BCN School Feasibility Study Update

Water

The Little Grand Rapids First Nation and the Bunibonibee Cree Nation retained AECOM to complete School Feasibility Studies for their communities. The Project Manager is Bob Romanetz and Study Coordinator is Don Hester. The Study Team includes population and education planning specialists ProLogica Research Inc. and Four Directions Project Consultants; Neil Cooper Architect Inc., and AECOM planning, structural, mechanical, electrical and municipal engineering capabilities from the Winnipeg office.

Corydon Avenue / St. James Street

Transportation

AECOM is providing Preliminary Design, Detailed Design and Contract Administration Services for the Corydon Avenue reconstruction and the St. James Street rehabilitation project. Westbound Corydon Avenue will be reconstructed from Niagara Street to Cordova Street including a new sidewalk and the relocation of the existing light standards. St. James Street will undergo a major pavement rehabilitation including a new curb and sidewalk between Wellington Avenue and Sargent Avenue.

Time to Update your Resume! The New Year is upon us. Resolutions have been made and everyone wants to start off on the right foot. It’s also a prime opportunity to reflect on the year that has passed and update your resume! It is important to have your resume current and accurate to ease the proposal process. The AECOM Resume Information System (ARIS) is available for updating your resume electronically. This system houses your resume information, allows you to update your own resume to ensure it is up to date and accurate and can also be used to search for other AECOM employees with specific skill sets. Engineering Community Blood Donor Challenge Beginning February 1st and running for the entire month is the Engineering Community Blood Donor Challenge where we compete against other engineering firms in the city for the most pints donated per capita. We have been competing in the challenge for several years without a win so it would be great to try and improve our numbers and come out on top! Watch for posters going up around the office. AECOM - 2012 Spirit of Winnipeg Finalist! AECOM was recently named as a finalist for the 2012 Spirit of Winnipeg Awards; presented annually by the Winnipeg Chamber of Commerce and BDO. This award recognizes the city’s most innovative and entrepreneurial companies. The top recipient in each category will be named at

a special awards gala on March 2nd. AECOM will be competing against Bristol Aerospace and Canad Inns for top honours. We should feel very proud to be recognized as part of this elite group of business leaders here in Winnipeg!

A message from your Safety, Health and Environment (SH&E) Committee We have now completed the internal COR audit and are pursuing the external audit. The following are two areas where we need to improve: • Management and staff must commit to improving equipment and vehicle preventive maintenance programs. This would include compilation of equipment lists, development of maintenance standards and ensure maintenance is conducted and documented as required. • Staff should be continually reminded of their obligation to review and understand applicable Health & Safety Legislation for Manitoba, and ensure that there is a commitment to abide by AECOM Health and Safety programs.

Know your rights! • The right to know – about what hazards there are in the workplace and what precautions must be taken to prevent injuries from these hazards. • The right to participate – in safety and health activities in the workplace without fear of any form of discriminatory action such as discipline. • The right to refuse – work that they reasonably believe can be dangerous to themselves or others. Please review The Workplace Safety and Health Act Chapter W210 and Manitoba Legislation.

Ryan Alby - Employee Profile Lovepreet Dhunna Ryan Alby, Manitoba’s Marketing Team Lead, grew up near Fargo, North Dakota. At age 21 he joined the U.S. Air Force. Ten years later, Ryan decided to take his experience as a management analyst and his degree in marketing, back into the civilian world. This, along with his Canadian wife, brought Ryan to Winnipeg where he accepted a business development role at a major aerospace manufacturer. There he honed his marketing skills and really developed a passion for the field. Ryan also went back to school again for his MBA, while simultaneously acquiring his Certified Human Resources Professional (CHRP) designation, speaking to his passion for understanding and appreciating people. Ryan’s most interesting AECOM proposal to date has been the Manitoba Hydro Keeyask Generating Station. He found this opportunity particularly exciting because it is large scale, has strategic implications, and would provide significant growth to the district. Since joining AECOM, Ryan has come to appreciate the professionalism and talent of those he works with stating, “AECOM has one of the greatest talent pools I have ever seen in an organization. I rarely have a question I can’t find an answer to and everyone goes out of their way to be helpful.”

What is your greatest success? “Marrying my wife and having five kids; they make me happier than anything else.” No, that is not a typo folks. Five kids: Chloe – 14, Canaan – 12, Gavin – 11, Hailey – 8, and the newest addition, Alayah – 11 weeks What activities do you like to do for fun? “Fishing, anywhere.” Ryan doesn’t care if it’s off a dock, on the lake, or sitting in a canoe in the middle of nowhere. “Aside from being with my family, fishing is my happy place; it’s when I feel most content.” Where do you like to visit? “I absolutely love travelling, seeing the world and experiencing different cultures.” Ryan is going to Florida this spring and would like to travel to Brazil and Norway in the near future, as well. What music do you enjoy? “I’m all over the board - Johnny Cash, Coldplay, Tiesto. I like music in general.” What is your favourite food? “Pizza, specifically meat lovers,” Ryan is a self proclaimed meatatarian. Any weird or special talents? “I can ride a bicycle backwards. I saw it on a TV show one time as a kid and just started practicing all around the neighborhood until I got good at it.”

Manitoba District

Message from the District Manager Hi everyone, and welcome to our October Manitoba District Update! Halloween has come and gone with no white stuff on the ground. The wonderful weather has been a bonus for our clients and staff as work has continued without interruption on numerous important projects throughout the Province. One project in particular, the Lake St. Martin Water Outlet Channel, was recently opened to take Lake Manitoba floodwaters into Lake Winnipeg. Eric Blais, the Water Resources team and many other AECOM staff from other business lines were key participants in the selection, design and construction of this emergency response project. The channel construction is a remarkable achievement given the challenging site condition and accelerated construction schedule. AECOM is very proud of our team for their contributions and dedication to this project over the last four to five months. Congratulations Eric to you and your entire team for making us all proud. Starting with District news; this past week marked the financial close on month one of our new 2012 fiscal year. In last month’s District Update I said I would provide a year-end summary of our financial performance in FY11. Overall, the Manitoba District had a strong earning year in FY11. Although PDD and Environment finished the year slightly below plan, Water and Transportation exceeded their FY11 plans. Overall, the Canada West Region made plan and contributed strongly to the North America earnings performance although, as a whole North America did not make plan, as many of the US regions struggled through a difficult year. As you will read further into this update, our District continues to win some very challenging and exciting projects. This work is much appreciated as we head into the winter months. We are also waiting for work several of other major projects and remain optimistic we will be successful on a number of them. One in particular is the Manitoba Hydro Keeyask Generating Station Design Services project, which should be awarded by the holiday season. The AECOM team participated in a Proposal Review and Interview with Manitoba Hydro’s Proposal Evaluation Team on October 28, 2011, and remains

positive and hopeful AECOM will be selected for this multiyear project. Our PDD team has also gone through a hectic and stressful September/October to deliver the design package for the new Winnipeg Police Services Headquarters and the Wiper Road Firing Range Projects. A big thank you to the PDD team and staff from other business lines for a huge effort many long hours to make these deliverables! I am pleased to report, the “Our AECOM” Employee Focus Group for the Manitoba District held its first meeting on October 31, 2011. Read on to see the announcement of this new group who will be led by Andy Leippi from our Water business line. A big thank you to Andy and the entire Focus Group for volunteering their time and energy for this very important initiative. Our Social Committee and United Way Committee (with the leadership of Shalaine Mondor) have been very busy this past month with numerous fund raising events. See the many fun-filled pictures in this District Update to get a flavour of the fun! I am told our District raised just over $15,000 (before the AECOM 50% matching) for United Way Winnipeg. Thank you Shalaine and the United Way Committee for all your hard work in raising awareness and funding for this very worthwhile cause. The Social Committee is also finalizing its plan for a Bingo Bowling night on November 19th, the Children’s Festive Party on November 24th and Adults Festive Party on December 2nd to round out the year. Thanks to all those who responded to the Social Committee Employee Survey. Your feedback will assist the Social Committee with their event planning for the upcoming year. Before I close, I just wanted to remind staff to complete their FY12 goals and objectives as part of the Performance Management program. As well, we all should be updating our Training Needs Assessment. Finally, remember to get your vehicles ready for winter! Icy roads and poor driving conditions are just around the corner so don’t delay in those winter tire and new wiper blades installations and get your block heaters ready for action. Shellmouth Environmental Impact Assessment 2011

Environment

This project is an environmental assessment that picks up from previous work conducted in 2004 and 2005. The project being proposed is the addition of adjustable gates to the existing spillway at the Shellmouth Dam. The addition of the gates is meant to provide improved control of the water regime for flood control and low flow conditions. AECOM will assess the environmental effects on wildlife, aquatics, and the general public that may result from the changes in the flow conditions along the Assiniboine River, both up and down-stream of the dam. The project will include public consultation and culminate in a submission to regulators in support of obtaining a provincial license for its operations.

Manitoba Infrastructure and Transportation

Birch River Detours

Transportation

AECOM has been awarded a contract from Manitoba Infrastructure and Transportation for the detailed design of the detours required to conduct rehabilitation works for the two structures crossing Birch River along TCH 1E. Median crossovers will need to be designed and constructed prior to summer of 2012 in order for the 2012/2013 major rehabilitation of the structures to take place. The project consists of geometric challenges due to the project site being located along a curve as well as challenges to maintain access for local residents while the detour is in place. This transportation project will continue to strengthen our relationship with Manitoba Infrastructure and Transportation.

Flood Damage Assessment and Flood Mitigation Planning and Rebuilding Strategies for Nine Provincial Parks

PDD

AECOM, with sub-consultant Bear Paw Corporation, has also received a Letter of Intent from Manitoba Conservation to provide landscape architecture, planning, engineering and water resources services to assess flood damage in nine Provincial Parks in the Western and Central Regions of Manitoba. This $153,000 project will extend to June 2012 but requires significant flood assessment to be carried out in November 2011.

Pembina Highway Underpass

Manitoba Conservation, Regional Services and Parks – Western Region awarded AECOM, with sub-consultant Bear Paw Corporation, a challenging project to assess flood damage in Spruce Woods Provincial Park, Manitoba, consistent with Disaster Financial Assistance requirements, and to recommend flood mitigation measures for the park. The $155,000 project, which involves personnel from the Design, Water, and Transportation business lines, including Water Resources staff from our Burnaby and Winnipeg offices, has extremely tight timelines, partly based on the need to assess damages before winter. Water

AECOM in association with Dillon Consulting Ltd. will be providing preliminary engineering design services for the upgrading of the Pembina Highway Underpass. The upgrades are expected to include development of a new northbound lane under the existing rail and roadway crossings, new grade separation structures, and accommodation for existing and future pedestrian and active transportation (AT) facilities. New grade separation structures are expected for the extension of the Southwest Rapid Transit Corridor (SWRTC) and for the rail crossing. AECOM will provide support on the rail upgrades, geotechnical engineering, and land drainage components. Rail engineering support will include review of geometry and land acquisition requirements for the proposed relocation of the rail crossing. Land drainage upgrades will include development of one and possibly two new land drainage lift station(s) and associated inlet and outlet drainage works. Geotechnical support will include deep and shallow test-hole investigations and analysis for the proposed grade separation structures and land drainage lift stations.

Keeyask Generating Station Stage V Structure

PDD

Manitoba Hydro recently extended AECOM’s contract for Stage V Infrastructure Engineering Consulting Services for an additional three years. The original agreement was executed in 2008 and ran to the end of July 2011. Under the agreement AECOM is the prime consultant partnered with both Dillon and SNC Lavallin to deliver engineering services in support of the infrastructure required for Manitoba Hydro’s northern generating station development. The northern development includes the proposed Keeyask and Conawapa Generating Stations. As prime consultant over the last three years AECOM has managed and delivered 28 different work packages worth more than $3.5M in engineering revenue and more than 23,000 person-hours of engineering work. The work has been provided by staff in every business line in the Winnipeg Office and including most engineering disciplines. The renewal and three year extension of this agreement demonstrates Manitoba Hydro’s confidence in AECOM as their prime provider of time-critical infrastructure engineering.

Open of the Emergency Channel The emergency channel to drain flood water from Lake Manitoba and Lake St. Martin to Lake Winnipeg throughout the winter is now open. The Province of Manitoba announced the construction of the channel in July and started the work at the end of August. The AECOM Water Resources Team, led by Eric Blais, was one of two consultants selected by Manitoba Infrastructure and Transportation to conduct an analysis of possible measures to lower the water level of these lakes. This project recognizes both AECOM’s expertise, long history in modelling Lake St. Martin and the connecting waterways. Congratulations to the Water Resources team for all their hard work!

Effective Delegation Clif Donaldson Senior HR Advisor, SK and MB

As a general rule, assuming that you have staff to whom you can delegate or that you can delegate peer-to-peer, or within a project team, you can potentially delegate any task that is a non-management activity. Remember to speak with your Managers and Supervisors before delegating certain tasks. They have the complete picture of the teams’ skills and workload and may need to make decisions on how to balance the workload and ensure that tasks are delegated to the right people at the right time. Oftentimes we delegate and for some reason we don’t get the results we had anticipated. A few common excuses delegators use to explain this are: • • • • •

They didn’t listen to what I said! They don’t have the ability/skills to figure it out! They didn’t care! They screwed up! I didn’t realize they were on vacation!

When you don’t get the results you want, before blaming somebody else or making an excuse, ask yourself if there was something YOU could have done differently. Think of a recent task you delegated that wasn’t completed exactly to your satisfaction. Using that example read through and answer the following questions: Did I/we….

Describe the “big picture” of the task and explain why it’s important? Train them or have evidence that they had the knowledge and skills to do this before I delegated? Clearly explain my expectations? Have evidence they understood my expectations? Identify and discuss potential roadblocks (e.g. balancing the workload)? Negotiate and agree on a deadline for completion? Gain commitment from them to accomplish this task? Make checkpoints with them to determine progress prior to the due date and coach accordingly? Follow up on the due date to measure results and hold the delegate accountable for their results? Provide feedback (reward good performance or re-direct poor performance)? To set people up for success and to eliminate surprises for you, your manager, your coworker and the client, you should be able to answer YES to all the above questions. Print this out and keep it close by so that when it comes time to delegate you have a reminder and an easy checklist to work through to help you do a great job!

Employee Profile - Micheal Sawchuk Lovepreet Dhunna Coordinator/Graphic Designer, Marketing

Mike Sawchuk, a Technologist in the Transportation Business Line, discusses current projects, important lessons learned, what he enjoys most about his job and personal interests. Mike chose his field of work out of personal experience and interest. Throughout his life, Mike has always lent a hand assisting in small construction projects around the family house and cottage. He had a growing interest in grander construction projects and decided to go down the engineering pathway. Mike began working for AECOM as a cooperative student for two years through Red River College. He enjoyed the company so much that after he completed his education he sought out a full time position at AECOM in the Roads department in the Transportation business line. He considers himself a ‘jack of all trades’ since he is placed on such a wide variety of projects. He is currently working on the Regional and Residential Street Packages for the City of

Winnipeg and has also been working on the Rice River Road Project for the East Side Road Authority. When asked what he enjoys most about his job, Mike replied, “learning from others and from experience, also having such great coworkers in the Roads department.” The most important lessons Mike has learned while working at AECOM include, “being thorough, more accountable, and making sure that the job is done correctly and communicated accordingly.” Mike’s personal side Outside of work Mike enjoys the outdoors. He has spent most of his summers at his favourite place to visit, his Wanasing Beach cottage enjoying the weather, boating, fishing (he’s caught a couple of big ones), wakeboarding, golfing and cooking a pretty mean steak on the BBQ. Project Quality Reviewers (PQRs) - What do they do? Amanda Hjelmeland Quality Coordinator, SK and MB

Project Managers have a lot of responsibilities to juggle... As part of the Risk Management strategy within AECOM, our QMS has been designed to satisfy the many requirements of clients and manage risks in doing so. We want to be confident that our QMS is being used as intended, and the PQR helps Project Managers address this issue. The Project Quality Reviewer or PQR is not a technical reviewer, but an “assurer” of QMS procedure application at the project level, and must be independent of the project they are reviewing. The PQR responsibilities relate to the following portions of a project’s delivery; • The Project Plan is a cornerstone document of our QMS; the PQR will review the project plan for overall completeness, paying particular attention to the areas that describe the quality aspects. The identification of staff for quality reviews, provision of budget for the reviews, review milestones and methods of monitoring the work of subs if required. Once the review and any adjustments to the Project Plan have taken place, they sign and date the Project Plan in the space provided. • The Kickoff Team Meeting, if a formal team kickoff meeting is required for the project (Yellow and Red Q-Route projects

require these) the PQR needs to attend. The PQR is there so if needed, they can elaborate and/or clarify aspects of the checking and review process, and if required, explain the role of the PQR for the project. • Deliverable Reviews Require the Application of the Checking & Verification Procedure. The PQR is responsible for several quality assurance items in this procedure including confirmation of the following: (1) the prescribed quality reviews indicated in the Project Plan have been completed; (2) the applicable quality review checklists were completed fully, correctly and signed-off as required by the procedure. Once confirmations of all reviews, necessary signoffs and review verifications have taken place, the PQR can finally sign and date the appropriate Deliverable Release Record. Remember - PQRs are not necessarily specific to an office, district, region or business line, and can assume the role in any project within North America. PQRs are a part of our project delivery process, they add value to the project output, and are expected to charge their time spent fulfilling their project duties to the project.

Representative Projects

The following is a sampling of the types of projects we have performed for the food and beverage industry. Although not exclusive of all projects completed by AECOM, they generally represent those completed over the last 15 years and which demonstrate the broad range and complexity of projects in which we have provided project management engineering and construction administration services.

Meat Processing Poultry Processing Facility, Hampton House, a division of J.D. Sweid Ltd. – Langley, British Columbia, Canada AECOM was Prime Consultant and project manager and reported directly to the President and owners’ representative. Services included preparation of equipment and contractor tender documents, tender review, recommendation and award, as well as provision and overseeing of all building service design, construction management and commissioning. The expansion involved converting an area of the existing processing building, previously used as poultry slaughterhouse operation, into a state-of-the-art processing area. Products included retail and institutional ready poultry in fresh-frozen, formed, breaded, parfried and cooked form. Exterior infrastructure works of the building were left in place while major interior renovations were made to facilitate efficient process line design and product movement. State-of-the-art process equipment was acquired, some of which included spiral freezing systems, continuous plate freezing systems (first in Canada) and thermal fluid fryers. Meat Processing Facility Expansion, J.D. Sweid Ltd. - Burnaby, British Columbia, Canada AECOM was the Prime Consultant and project manager reporting directly to the President and owners’ project manager. AECOM provided a plant layout design, building service design, construction management and commissioning services as well as equipment specification, tender preparation and award services. The project consisted of consolidating the poultry / beef operation into a beef-only processing plant. Existing plant area was upgraded to conform with CFIA (Canadian Food Inspection Agency) Federal Registration Standards, new packaging and casing equipment was obtained and upgrades were made to existing processing lines. Construction, equipment installation and line commissioning was carried out without any significant production losses in the remaining plant operations. Federal Registration Status, Altas Cold Storage – Delta, British Columbia, Canada AECOM provided engineering, planning and design services as part of a design / build team for an 8,000 sq.m. freezer/ warehouse distribution centre. The distribution centre also provided cooler storage and re-inspection services for meat products. Also developed plans and arranged for facility to be approved for Federal Registration Status. Meat Processing Facility Development, Canada West Foods - Chilliwack, British Columbia, Canada AECOM was the Prime Consultant and project manager reporting directly to the owner. The project was to convert an existing cold storage facility into a meat processing operation to produce case-ready product, including both beef and pork products. AECOM’s responsibilities included preliminary planning and plant layouts, code and by-law reviews, permitting, design, and tendering, and commissioning of the project. The result was a facility that met and exceeded Canada West Foods expectations, creating a profitable facility. Meat Processing Facility Expansion, Canada West Foods - Chilliwack, British Columbia, Canada AECOM provided expertise in the development of plans for a renovation and expansion of the facility, including the addition of three new processing lines. Responsibilities included conceptual planning, building and equipment layouts, plant and site auditing, and code and by-law reviews to ensure compliance. This was done while closely working with the owner, plant manager, and key users of the facility, to ensure that the best possible layouts and options were developed with practicality, safety, and efficiency in mind. Meat Packing Plant, Fletcher’s Fine Foods – Red Deer, Alberta, Canada The Fletcher’s Fine Foods Limited meat packing plant in Red Deer, Alberta, processes approximately 1200 hogs per day. Wastewaters generated by the Fletcher’s plant were discharged following static screening to the City of Red Deer’s sanitary sewer system for treatment at the Red Deer wastewater treatment plant. The static screen system


was overloaded and was not sufficiently effective in reducing waste loadings to the sewer system. AECOM was 5 retained to upgrade the industrial waste pre-treatment equipment. After an evaluation of several options, a system was designed consisting of a rotary drum screen followed by a flotation cell for the removal of solids and oils, greases and fats from the Fletcher’s wastewater stream prior to discharge to the City’s sanitary sewer system. Facility Planning, Canada Safeway: Lucerne Meats – Calgary, Alberta, Canada AECOM has been retained to produce a functional plan and facility layout for an expanded and revised smoke meat area within the existing Lucerne Meat plant in Calgary, Alberta, Canada. Lucerne supplies Canada Safeway and Safeway Inc (USA) with a variety of smoked meat products. AECOM is laying out the new smokehouse area, assisting with the selection of the new smokehouse equipment and producing detailed estimates for the plant modifications. The project is being planned to keep the existing smokehouses operational until additional capacity can be brought on-line. AECOM will provide all ancillary support disciplines. Engineer of Choice, Alberta Beef Packing Ltd. - Alberta AECOM is the Engineer of choice for Alberta Beef Packing Ltd. Alberta Beef Packing Ltd. own the rights to the world recognized trademark Alberta Beef. Within the Alberta Beef Packing Ltd. group of companies there are seven plants. Three Kill plants, three Fab plants and a hide plant located in Edmonton, Calgary, Moose Jaw and Lethbridge. AECOM was involved in the Due Diligence related to the purchase of the Kill and Fab plant in Calgary and the Hide plant in Lethbridge. The Kill plant in Calgary, slaughters 1000 head per day. Work is undertaken for Alberta Beef Packing on a confidential basis. Examples of the projects undertaken include: • Facility layout record drawings for all facilities • Functional Planning for process improvements • Alberta Beef Packing Fat Trap Design, Redesigned fat trap to reduce sewer surcharges • Alberta Beef Packing, Installation of kill plant blood collection system • Alberta Beef Packing, Tripe process feasibility study • Alberta Beef Packing, Protein load-out facility • Alberta Beef Packing, Fab plant mechanical deboning process installation • XL Beef, 250 TR Refrigeration upgrade • XL Beef, Compressed air quality, efficiency, and production Olywest Pork Processing Facility, Winnipeg, Manitoba, Canada AECOM provided engineering and design services for one of the largest, new food processing capital projects in Canada. Three of Canada’s leaders in the pork industry, Olymel L.P., Hytek Ltd., and Big Sky Farms Inc., joined forces to create a strategic partnership called OlyWest, the project owner. The US $174 million (CAN $200 million) OlyWest pork processing plant in Winnipeg was to be a 380,000-square-foot facility and is expected to process as many as 2.25 million hogs per year. It will be one of the most technologically advanced processing facilities in North America, including such features as an advanced protein recycling process and a packed-bed scrubber odor-control system that will meet or exceed local regulatory standards. The plant was designed as the second processing facility in Canada certified by the European Union and one of a limited number in North America. OlyWest anticipates global distribution of its pork products and this certification clears the way for export to Europe. Industrial Waste Water Treatment Facility, Hy Life Foods, Neepawa, Manitoba, Canada AECOM provides predesign, detailed design, contractor selection and construction services for 1500m3/day wastewater treatment facility fully dedicated to treating all wastewater from an adjacent hog kill/processing plant. The system incorporated a multi-stage DAF, MBR and UV disinfection system, as required to meet nitrogen/ phosphorus limits imposed by local environmental authorities. AECOM also completed EIA and facilitated approval of environmental operating licence.

Dairy Processing Dairy Chef, Winnipeg, Manitoba, Canada AECOM provided design, plant layout, equipment specification/layout, capital cost, and scheduling services towards development of the client business plan for a new dairy and premium ice cream production facility. Services included preliminary planning of production protocols, establishing production costs, CFIA compliance, staffing requirements, and negotiations with financing agencies. Subsequently, AECOM was provided the detailed engineering and construction services towards completion of the facility.


AECOM designed structural steel, concrete framing, precast foundation layout, and coordinated hollow-core and precast panel layout and placement with precast supplier.

Using projected sales volumes, AECOM developed the process equipment requirements, prepared full process and CIP systems design; developed requirements for raw materials, dry and finish goods, capacities based on daily, weekly and seasonal demands. Process documents for Canadian Food Inspection Agency and initial product formulations were prepared. Dairyworld Foods - Major Plant Expansion, Burnaby, British Columbia, Canada AECOM has been extensively involved in upgrades to most of Dairyworld’s process plants and equipment projects throughout Western Canada. The last major capital project involved AECOM acting as Prime Consultant and designer for expansion and upgrade of their 130,000 sq. ft. multi-use dairy facility. AECOM provided facility and capital planning, project management, detailed engineering services, tender specifications and construction services. Upon completion, this facility would be regarded as the largest fluid milk plant in western Canada. Yogurt Production Facility – Delta, British Columbia AECOM has provided full multi-disciplinary engineering, project management, and coordinating professional services for this conversion of a warehouse to a yogurt production facility. Milk Processing Plant, Lucerne Foods - Alberta AECOM provided multi-disciplined engineering services to the Alberta Lucerne Foods Milk Plant. A feasibility study was undertaken to examine an expansion to the milk-receiving bay. Various upgrade reviews have been performed. The electrical distribution system was upgraded to accommodate the facility expansion. In addition, cooler gas distribution was investigated and improved.

Vegetable Processing Simplot Potato Processing Plant, Portage la Prairie, Manitoba, Canada AECOM partnered in a design/build project with the companies of Stuart Olson Limited and Fisher & Sons Limited to successfully design and construct a Federally Registered potato processing facility for J.R. Simplot Company. This capital project involved development of the civil works for a 40 acre Greenfield site, including a rail spur and staging area, 2 km of site road access, carbon dioxide tank farm and a network of underground utility systems. Development of the 300,000 ft2 potato processing facility was comprised largely of a CFIA registered production facility, along with a high-bay freezer warehouse/distribution area. The facility was designed and constructed on budget and ahead of schedule. The Owner’s technical and engineering groups were integrated into the Design/Build team for a transparent process during design and construction. Issues such as mitigating risk of technical assumptions, value engineering, and ensuring quality standards were continually monitored. The final result was a constructed facility that met the needs of all parties, offered minimal “surprises”, and met the Owner’s expectations with respect to budget-for-specifiedquality. The team successfully fast-tracked this project and turned it over to the Owner ahead of schedule - within 11 months from start of construction. Commissioning of the facility was successfully completed within six(6) weeks and was fully operational by August 2003. J.R.Simplot Company’s peers and customers perceive this new facility to be one of the most state-of-the-art and environmentally friendly potato processing facilities in North America, if not the world. Potato Processing Plant, McCain Foods Ltd. - Portage la Prairie, Manitoba, Canada AECOM was prime consultant and project manager for the project, including all aspects of building service design and the wastewater treatment facility. The 12,000 m2 plant was constructed of precast concrete, masonry and steel. The plant consists of the main building, an office building, a packaging plant and a large storage freezer. An ancillary masonry building accommodates the waste and water treatment equipment, which provides 1,000 m3/day primary sewage treatment for the plant. Stringent local regulations for industrial waste materials and a fast track schedule required efficient engineering design techniques. Feed Plant Expansion, BASF - Abbotsford, British Columbia & Regina, Saskatchewan AECOM was the prime consultant for the design and project management of two simultaneous feed plant expansions, including structural, electrical, mechanical and instrumentation services. The project was unique in that both sites, while being constructed by different contractors in different climates, required standardized design. The expansion included the conversion of the existing building to warehouse space, addition of employee facilities, and construction of a structural steel processing area. There were significant process upgrades and automation for the pre-mixing of powdered food-grade feed materials, vitamins, and minerals. In addition, the facility underwent site improvements for truck access, drainage, buildings, mechanical, electrical, and environmental services. Special designs accommodated the explosive nature of feed dust, while multiple platforms and mezzanines were required for access to processing equipment. Potato Processing Plant, Hostess Food Products Limited - Cambridge, Ontario, Canada Process audit, wastewater characterization & treatability study, design of wastewater pre-treatment system, comprehensive performance assessment, and recommendations on operational changes at the local municipal wastewater treatment plant, were carried out for a large integrated potato chip, corn chip and snack food manufacturing facility. In addition to resolving a challenging technical problem, this project involved Public Meetings to address the issues brought forward by a local citizen’s group who were concerned with the environmental impact of the facility. These meetings also involved participation by political, industrial, and government regulatory authorities. AECOM also conducted an investigation of deep frying odour emissions from a large snack food manufacturing plant. The investigation and design services rendered included the assessment of existing air pollution control devices at the plant and the development of a remedial plan for odour control.

Other Freshwater Fish Marketing Corporation, Upgrade Projects and Capital Planning Services, Winnipeg, Manitoba, Canada AECOM provided planning, engineering and construction administration services for upgrades to fish receiving and processing areas. Standards for upgrades were initiated by CFIA and European Union (EU) export requirements. AECOM successfully addressed these regulatory requirements to allow this facility to maintain its export certification. AECOM also developed a capital plan for a 25 year life cycle extension. This involved a major condition assessment of the existing 92,000 sf facility and alternate planning for a new, greenfiled facility. Capital costing focused on maintaining operational standards necessary to allow international export, as well as reconfiguring plant operations to allow feasibility to produce varying products according to international marketing opportunities. Beverage Plant Energy Audit – Leading Brands (Brio Beverages), Edmonton, Alberta, Canada AECOM performed a process and energy audit of the Leading Brands bottling plant in Edmonton, Alberta. Various process equipment and building services upgrades were identified, evaluated, cost estimated, and justified to assist Leading Brands with their capital expansion plans. Plant Expansion – Cedar Creek Estate Winery, Kelowna, British Columbia, Canada AECOM provided site development engineering services for the winery expansion. We have also managed and performed an on-site pilot and feasibility study of a membrane filtration effluent treatment system. New Cold Storage and Distribution Facility – Atlas Cold Storage, Annacis Island, British Columbia, Canada AECOM provided multi-disciplinary design and project management services for this new freezer warehouse and distribution facility, including structural, civil, mechanical, electrical, and transportation engineering. In addition, we assisted the client with the successful application for CFIA registration. Molson Breweries – Process and Building Upgrades, Alberta, Canada AECOM has worked on several minor process and building upgrade projects for Molson. These have included cold beer storage facilities, office building upgrade, energy conservation, grain silo relocation, site safety, building foundation and tank base design, feasibility studies, and industrial automation. Seagrams – Process and Plant Expansion AECOM has provided project management and design services for several Seagram initiatives including: a building addition for several new fermenters, investigation of a yeast storage room, a building addition to house new blending tanks, and an investigation of the existing building condition.

Labatt Breweries of British Columbia - Facility Improvements, New Westminster, British Columbia, Canada AECOM has completed an ergonomics review of the Mead Cartoner in the New Westminster Plant. Detailed ergonomic data, preliminary design improvements and general arrangement drawings were developed and presented. AECOM coordinated a team including maintenance and production management, operators, and sub-consultants for the execution of this project. AECOM assisted with Labatt’s facility planning by providing capital cost estimates for the proposed upgrades to the grain unloading facility. AECOM provided project management, electrical, mechanical, and structural design, tendering, construction administration, and engineering during construction services for various plant upgrades to the New Westminster facility in 1997. Constructed upgrades: • Installation of a new elevator • Modifications to the chip washing facility, HVAC, electrical, structural (building expansion) • Thermal separation between two floors of tanks, including temperature control • New automatic doors • New centrifuge tank • AECOM performed the preliminary engineering analysis and capital cost estimates for vertical tanks and the third floor of a proposed fermenting room expansion at the New Westminster plant Maple Leaf Foods – Biogas Transfer Pipeline and Boiler System for Hog Process Facility, Brandon, Manitoba, Canada AECOM designed and administered construction of this new plant to service a new, large hog-processing facility in Brandon. This plant treats 5 ML/d with an influent COD concentration up to 10,000 mg/L. The facility includes an anaerobic basin designed to remove over 70 percent of the influent COD, an extended aeration basin with allowances for nitrogen removal (anoxic and aerobic zones), a single secondary clarifier, and secondary sludge pumping. Secondary effluent is disinfected by medium pressure UV irradiation. Waste secondary sludge is returned to the anaerobic basin for stabilization. Digested sludge is withdrawn in liquid form for agricultural land application. Digested gas is collected and used as a fuel source for plant boilers. Project implementation included difficult permitting issues. Major items of equipment (aeration, secondary clarifier mechanisms, UV disinfection, boilers) were pre-tendered. AECOM personnel supported plant staff during commissioning and provided training to initiate existing new staff. A total of 13 supply and construction contracts were issued to fast track the project for timely completion. The total project cost was about $9.5 M (CDN) and was below budget. Guinnes UDV Canada Inc. – Seagram Fermenting Room Expansion, Gimli, Manitoba, Canada Provided structural design advisory services during the functional planning stage. Prepared cost estimates, preliminary structural design, detailed structural design, and tender-ready contract documents for this 1.6 millionlitre expansion to the fermenting line.

The proposed Bipole III Keewatinoow and Riel Converter Station Project will provide enhanced reliability to Manitoba Hydro’s overall system and to reduce the severity of the consequences of major outages. AECOM has over 90 years of high voltage transmission and distribution work experience working with more than 300 power utilities in over 50 countries around the world in, regularly interfacing with large OEM’s and contractors. This experience provides Manitoba Hydro with information about major projects that may affect this project, as well as an insight into activities, means and methods, or possible opportunities for non-local contractors. We fully understand this assignment must go well - delivered on time, on budget and perform as designed from the outset. In recognition of this, AECOM has assembled a highly qualified team including experienced professionals in every field of expertise related to civil infrastructure and electrical power transmission and distribution. AECOM’s proposed team balances local knowledge with global capability. Currently, AECOM has been working with contractors on large, local civil infrastructure projects such as East Side Road Authority; Lake

St. Martin Flood Relief Channel; Keeyask Infrastructure Project and several large City of Winnipeg projects. Our experience in providing design for the water and sewer site servicing as well as the rail access to the Riel site for the Sectionalisation Project has provided us with exposure to the ongoing work there. We have assigned team members to this project that have worked on both. Our past experience on these large complex projects highlights the need for working in close collaboration with Manitoba Hydro Project Team and other stakeholders to understand and achieve the needs of Manitoba Hydro.

3 Value: Proven management and project delivery Large and complex projects require competent methods to manage the delivery of the engineering services. The AECOM approach is to build from a model that is currently in use and is proven to work including the team structure and interface with Manitoba Hydro, along with project processes are in place and successfully being used on the Stage V Infrastructure Engineering; a large civil infrastructure engineering project for Manitoba Hydro. Processes including collaborating with Manitoba Hydro to translate previous work into a Design Basis, work scoping, detailed development of Work Packages, monitoring and reporting on engineering work activities are all in place and can be adapted to the management and methodology employed for this project. The right project team Keith Fitchett - Project Manager Mr. Fitchett is a Senior Project Manager with 25 years of experience in managing a variety of civil infrastructure projects. During his career, he has been involved in managing projects in areas of site development, water and wastewater treatment facilities, buildings and site access for municipal, federal, private and First Nations clients. As Project Manager, he will remain involved with these two projects to completion, involving design, tendering, construction services, commissioning and turn-over to Manitoba Hydro. His understanding of the objectives for each Design Works Package, along with his understanding of the local site conditions will allow him to successfully deliver the Keewatinoow and Riel projects. Neil Klassen – Project Coordinator Mr. Klassen is a Senior Project Manager with 30 years experience in managing a variety of multidiscipline projects. Mr. Klassen has worked extensively with Manitoba Hydro over the last 12 years, managing a variety of projects. He understands the expectations from Manitoba Hydro with respect to successful project delivery and is able to assist in delivering multiple, coordinated work packages under a single assignment. Most recently, he has acted in the capacity of Project Manager for the Stage V Infrastructure Works for Keeyask & Conawapa Generating Stations. In this capacity, Mr. Klassen coordinates the successful delivery of the numerous work packages starting with the development of Project Charters, Work Breakdown Structure (WBS)/ Work Packages (WP) and Dashboard Reports. Charisse McDonald - Document Control Key to the successful delivery of these packages is the communication and documentation protocol, administered by Ms. Charisse McDonald. AECOM utilizes Manitoba Hydro’s Sharepoint (formally ERoom) to facilitate, manage documents and communication between Manitoba Hydro and AECOM, as part of the overall project management system. Ms. McDonald manages this task and provides single point document

management on behalf of AECOM to facilitate effective and timely communication between individual project team members. Joseph Hanson – Member of Technical Advisory Board Mr. Hanson has 37 years experience in consulting engineering for the design and construction of transmission lines and substations in Canada and overseas. He is a Civil Expert in planning, engineering and design of transmission lines and substations. His experience includes planning and design for expansion of existing substations, as well as design of new substations. He has also been involved from the geotechnical study phase through to the design and construction phases of the project. He is also experienced in design and construction of 25kV to 800kV transmission lines, including feasibility studies, preparation of specifications and bid documents, transmission line optimization, design of steel and aluminum structures, including foundation design. Alain Merand – Member of Technical Advisory Board Mr. Merand has 39 years experience in the field of power generation, transmission lines and substations, both in Canada and abroad. His experience includes studies to detailed design for various hydroelectric developments and transmission systems up to 800 kV. He is currently Technical Manager, Transmission Projects for AECOM, whereby he performs quality control and technical design support for all aspects of transmission projects from planning, design and construction of transmission lines and substations. The use of a 3D Master Model is not only viewed as an elegant way of demonstrating our design, it is considered an integral part of the design process. 3D tools are used at the design review stage to rapidly optimize all components and freeze the concept early before the detailed engineering phase, then to maximize coordination between disciplines, and finally provide a reference for construction and manufacturing of project equipment.

AECOM’s Hydropower and Dams team offers considerable experience in the design and construction support of new hydroelectric facilities and water control structures around the world including those with specifically relevant parameters and conditions similar to Keeyask Generating Station Project.

La Sarcelle Hydroelectric Powerstation Eastmain, Quebec, Canada

The La Sarcelle Powerplant Project comprises of the construction of a new powerhouse within 300 meters of the existing La Sarcelle regulating facility. The new powerhouse will have a 150 MW installed capacity and will produce an average of 1TWh/year. This powerhouse has three Bulb turbines, and is the first of its kind constructed in Quebec by Hydro-Quebec.

Toulnustouc Hydroelectric Development Project Manicouagan, Québec, Canada

The Toulnustouc hydroelectric project consists of a surface powerhouse housing two Francis units generating an installed capacity of 526 MW under a net head of 167 m. The hydroelectric development also includes a 75 m high concrete face rockfill dam (CFRD), a 46 m high rockfill dike, a two bay spillway equipped with vertical gates (2,400 m³/s), a 10 km long and 9.9 m diameter headrace tunnel (total underground rock excavation volume of 770 000 m³) with 24.5m diameter and over 100 m high surge shaft and an intake structure. The project also comprises the rehabilitation of an existing earth fill dike. The Owner, Hydro-Quebec, greatly appreciated the participation of the AECOM team. As a result of a rigorous and methodical technical approach, AECOM together with Hydro-Quebec were able to advance the commissioning of the power plant by approximately five months, in addition to avoiding important extra costs.

Services: For this project, AECOM acted as owner’s engineer and provided the following services: Preparation, supervision and interpretation of the

geological and geotechnical investigation campaign (rockfill dam); layout of the powerhouse, concrete face rockfill dam (CFRD), South dike, intake structure, headrace tunnel, surge tank and turbine generator units; layout of the temporary diversion and spillway; analysis of geotechnical information and design of the rehabilitation works for the South-East dike; design of the existing Ste-Anne Dam removal during construction; detailed engineering, technical specifications and construction drawings of all civil works. Ashlu Creek Hydroelectric Project Vancouver, British Columbia, Canada

The project consists of a run-of-river type that uses a short stretch of steep rapids to generate a nameplate capacity of 49.9 MW over a head of 224 m and a design flow of 29 m³/sec. At all times, an in-stream flow requirement of 2.42 m³/sec is provided to maintain the aquatic habitats. The proposed works include a diversion spillway equipped with an Obermeyer gate, 5.4 m high and 35 m long, a rockfill weir with an upstream blanket, a Denil type fish ladder, a sluiceway, an intake, a 143 m high vertical shaft, a 4.4 km long tunnel (4.08 m dia.), a 140 m long steel penstock (2.8 m dia.), and a powerhouse housing three (3 x 16.3 MW) horizontal Francis and six energy dissipation valves.

Services: AECOM was retained to take over the engineering of the project while the

construction had already started, and bring the project to fruition. Services provided by AECOM included: optimization of the complete layout, and of the hydraulic performance of the upstream works; detailed engineering for the upstream works, for the powerhouse, penstock and derivation; technical assistance during construction.

Eastmain-1 Hydroelectric Powerhouse James Bay, Quebec, Canada

Located in the James Bay territory, 760 km north-west of Montreal, Eastmain-1 powerhouse is located on Eastmain river left bank, upstream of Opinaca reservoir and appropriates 10 km downstream of the main dam. In the framework of the project; AECOM has undertaken since 2002 the detailed engineering of a three unit powerhouse for an installed capacity of 480 MW after optimization of the project. The project included the detailed engineering of the powerhouse, heavy mechanics, auxiliary mechanics and systems. This included all excavations, structures and superstructures and concreting.

Raglan Project - Katinniapik Reservoir Nouveau-Québec

Raglan Mine, owned by Falconbridge, is located at the 62nd parallel in a region with only 20 days without ground freezing per year. The mine started production in 2000. The purpose of the project was to rebuild a dike to retain the water reserve for ore treatment. After a first dike construction failure (designed by another Consultant), AECOM was requested to prepare the detailed design and to supervise the construction works for a new dam located downstream of the first one and within a one year time-frame. The Project includes a 16 m high rockfill dam built on a foundation with cut-off and double-wall sheetpiles fill with concrete (35 m high, built on rock), a 8 m high spillway, a 300 m tailrace and a 36 m long bridge (Bailey Bridge) constructed on a pillar built-in the spillway weir.

hydraulic and geotechnical studies; instrumentation design; deformation studies related to dam built on permafrost; construction supervision up to project completion.

La Romaine-2 Hydroelectric Development Côte Nord du Québec

La Romaine-2 hydroelectric development is one of the four developments of La Romaine complex, included in Hydro-Québec’s 2004-2008 strategic development plan which has a main goal to increase the capacity of electricity production in Quebec. La Romaine-2 will include a rockfill dam with a height of 114 m, a 83 km² reservoir, and a powerhouse with a total installed capacity of 610 MW under a head of 151 m. At the beginning of 2008, HydroQuébec mandated the consortium AECOM-SNC Lavalin to prepare the basic engineering for the powerhouse and the dam, and to revise the technical specifications of the call for tender for the turbine-generator units. The basic engineering is divided in several packages : - Power house and penstocks - Powerhouse – Mechanical and electrical auxiliaries - Water intake and intake channel - Spillway - Temporary diversion and ecologic flow - Dam - Dikes In addition to the above seven packages, the project also includes the four following packages - Turbine-generator - Follow-up on the investigation campaign - Preliminary optimization study - CATIA model

Services: Preparation of a document including the works description, basic data and design criteria, the preliminary layout and dimensioning of the

works, 3D and 2D models, quantity estimates and summary description of the construction contracts; revision and comments on the scope of work and on the technical specifications of the call for tender document prepared by Hydro-Québec as well as preparation of drawings for the call for tender; analysis of the preliminary results supplied by the laboratory and modification/adjustment of the geological survey according to the first results; update the dam proposed alternatives (concrete face rockfill dam and asphalt core rockfill dam), in order to, on one hand, integrate the new design criteria, and on the other hand analyse a new RCC dam type (rolled compacted concrete) and review the layout of the spillway and of the derivation according to this new dam type; collaborate with Hydro-Québec’s personnel in order to adjust the modules of the CATIA software, in order to correct or improve their operation.

The right leadership team Alan Aftanas: Mr. Aftanas is a senior project manager in AECOM’s Winnipeg office. He has more than 24 years of design and project management experience in the areas of industrial process and building systems. His interest and experience are in heat exchange, energy conservation, and sustainability. Mr. Aftanas is a LEED Accredited Professional and was the project manager for services for MEP Manitoba Hydro Place. Mr. Aftanas has been nominated as Consultant Representative and will lead all technical and engineering activities during the project and will take responsibility for design deliverables, schedule and consultant budget. Alan will work very closely with Mr. Steve Loomis and Mr. Brian Super as well as the engineering discipline leads to guide the project team in its day-to-day activities. Myron Paryniuk: Mr. Paryniuk oversees projects in the advanced commercial, industrial, manufacturing and process sectors. He deals directly with these client sectors, both on a local and national level. Throughout his 24 years of experience, his role has focused on working with clients in a variety of areas including: establishing capital plans, conceptual layouts, overseeing projects, budgets, schedules, as well as project coordination, management and quality review. Mr. Paryniuk’s focus for this project will be on empowering the Project Manager, Technical Director and senior technical design team through all of the major decisions to be made during the pre design, schematic design and design development phases of the project. He will ensure that the best resources are applied to each phase of the work, resulting in the best decisions for the overall project. Rick Linley: Mr. Linley is a leader within the Urban Impact sector. His focus is working with clients to increase organizational effectiveness through improvement and change in workplace environments. He was the Principal in Charge and Project Manager for Smith Carter’s LEED® Platinum Certified headquarters building in Winnipeg and Principal in Charge for Manitoba Hydro’s Downtown Winnipeg Office Building. Mr. Linley will be Assistant to the Technical Director and in this role will be responsible to deliver architecture for the Design development and contract documents phases. Mr. Linley’s extensive design experience on complex urban buildings in Winnipeg’s downtown will be key to delivering a project with the City and WPS’s requisite requirements for a positive public image and robust security.

Ron Suzuki: Mr. Suzuki is a professional engineer who brings extensive senior experience in all aspects of property management, facility management and construction project management. He is a LEED Accredited Professional, and holds the BOMA Real Property Administrator accreditation, and Gold Seal - Canadian Construction Association Certifications. He has undertaken several projects for the City of Winnipeg including Deacon’s Water Reservoir and the West End Sewage Treatment Facility. As Design Coordinator Ron will work closely with Mr. Aftanas in the day-to-day design coordination of the multi-discipline design team to ensure that deliverables and schedules are being met on a daily basis.

Brian Super:

Mr. Super leads a team of architects and support staff who specialize in the design of law enforcement facilities, emergency communication and operations centres, courthouses, and correctional facilities. His experiences over the past 24 years have included new facility design interior and exterior renovation, space planning and master planning studies, additions and, construction administration. Herb Roth: With over 34 years of experience and practice, Mr. Roth has become one of the leading architects in master planning, programming and design of law enforcement facilities. Recognized nationally for law enforcement planning expertise, Mr. Roth sets new standards for the next generation of law enforcement facilities nationwide. His work on over 40 public safety projects has provided insight and understanding of the varied operational and organizational structures of law enforcement agencies and the appropriate planning and design strategies used to create optimum working environments for law enforcement personnel. Mr. Roth will be Expert Advisor on Police planning and Public Safety matters to the project team providing guidance based on his experience.

Steve Loomis:

Recognized internationally for his expertise in public safety facilities, Mr. Loomis has elevated the function of law enforcement facilities through sympathetic and innovative practices. The right leadership team Eric Hutchison - Project Manager: Eric is a civil engineer with over 35 years of experience. He is very familiar with the City of Dryden STP and other municipal systems, and will maintain direct communication with the City throughout all project phases. He will have overall responsibility for the coordination of our project team and will work closely with all key AECOM design leads and advisors to maintain project schedules and quality. Boris Kirshner - Design Coordination: Boris, a key team member on the Dryden STP Functional Design, has many years of experience primarily in design and project management of water and wastewater treatment plants, pumping stations and water supply and wastewater collection systems in Canada and internationally. Yoomin Lee - Process Engineer SBR: Yoomin brings 12 years of process design experience, specializing in wastewater treatment. A key team member of the Dryden STP Functional Design, Yoomin developed future wastewater flow and load projections and conducted modeling work for the City of Dryden STP. Till Freihammer - Commissioning: Till is a senior process engineer in the water and wastewater sector. He has worked in France, Germany, United Kingdom and Canada from operation, process commissioning and troubleshooting to design, tendering and project delivery. He led the successful commissioning of the Winnipeg WTP. Bill Richert - Contracting Strategy + Constructability: Bill has over 23 years of engineering experience focused on project and construction management of complex multi-discipline projects. He will apply his recent experience leading the Construction Management team for the Winnipeg WTP project. Glenn Nakauchi - Contract Documents + Quality Control: Glenn provides quality management planning and quality control assistance to project management teams. Glenn is a certified professional purchaser and has 20 years of experience in integrating technical and procurement requirement in bid solicitation and contract documents and quality management.

Ray Bilevicius - Project Director: As water group manager and a water and wastewater treatment specialist, Ray will provide overall guidance and direction to our team and will have input into all major decisions. He will address any corporate issues and will make sure that all necessary corporate resources are available to the Project Manager. Pat Coleman - Lead Process Engineer: Pat is a whole plant wastewater process specialist with broad knowledge of wastewater treatment processes. He worked closely with the Process Design Team on the Dryden STP Functional design and has a strong background in wastewater treatment projects in Ontario and internationally. Chris Lipscombe - Process Engineer Hydraulics: Chris is an environment engineer who worked on the Dryden STP Functional Design and has experience on many wastewater treatment plant projects. Chis is responsible for process design for advanced wastewater treatment plants and specializes in hydraulics and cost estimation. Gerry Stevens - Operations and Training: Gerry has over 35 years of hands on plant operating experience and operator training experience. He has worked at wastewater treatment plants across North America, the Caribbean, Asia and Europe. David Crane - Lead Budget Control: David’s responsibilities include estimation of all types of construction work at various stages of design, tender analysis, post contract control including change order evaluation, client representation in owner/contractor negotiations, value management seminar facilitation and life cycle costing analysis. David has experience in construction work globally; he has also provided cost estimating services on projects located in all of the Provinces and Territories of Canada. Keith Fitchett - Civil Engineer: Keith is a senior project engineer and has over 20 years of Municipal Infrastructure experience in project management, design, and water treatment. Keith also was a key team member on the City of Dryden STP Functional Design responsible for civil design.

Fred Kemp - Structural Engineer: Fred has been most recently responsible for the coordination and site review of all structural elements for the 400 ML/d City of Winnipeg Water Treatment Plant. He has over 35 years of experience in designing and building heavy water-retaining structures. Fred was a key member on the Dryden STP Functional Design and will lead the structural design team.

Blair Moore - Lead Controls Engineer: As a key member of the Dryden STP Functional Design, Blair will continue to offer his 16 years of knowledge. He has been involved in projects ranging from water/ wastewater treatment facilities, materials handling, saw mills, paper mills, and mining operations. Ken Skaftfeld - Lead Geotechnical Engineer: Ken is a senior geotechnical engineer with over 30 years of foundation experience across Canada. As a geotechnical engineer he will be responsible for any further the interpretation of existing geotechnical information. Rodney Bluhm - Contract Administration: Rodney will lead the on-site contract administration and construction inspection. Rod has over 30 years of experience focused on construction of a variety of complex civil engineering projects. Most recently, he has been involved in the construction management of the Winnipeg WTP and the Thunder Bay Atlantic Avenue WWTP.

Water + Wastewater Experience Portage la Prairie Water Pollution Control Facility (WPCF) - AECOM was responsible for the predesign, detailed design and contract administration of the upgraded Water Pollution Control Facility (WPCF) including a new sludge treatment and biosolids management system and an expansion of the sequencing batch reactor (SBR) secondary treatment plant to accommodate wastewater from a new potato processing facility. Options investigated for sludge treatment included lime stabilization, aerobic digestion, and anaerobic digestion.

North End Water Pollution Control Centre (NEWPCC) - In an effort to reduce the risk of chronic ammonia toxicity in the Red River during periods of low flow, the City of Winnipeg retained AECOM to provide engineering services for a centrate treatment plant at the 400 ML/d NEWPCC. The $25 million dedicated centrate treatment facility uses SBRs to nitrify and denitrify the centrate sidestream, and was started up in August 2008. In 2007, AECOM provided engineering services for a $20 Million UV Disinfection facility. The new facility, rated at 380 ML/d, utilizes UV light to disinfect final effluent before discharge to the Red River.

City of Winnipeg Water Treatment Plant - AECOM provided design, contract administration and construction management (CM) services for the new, 400 ML/day water treatment plant for the City of Winnipeg. As the design consultant (DC), AECOM completed the design, commissioning work, and supervised the quality assurance and quality control (QA/ QC). The project required a fast-track system of delivery which presented special challenges at the open site. Our Construction Management group maintained a project master schedule which was kept current and contractors were required to meet their individual schedules. Two safety officers were assigned to the project to monitor the work activities of the various contractors on a continual basis. Thunder Bay Water Pollution Control Centre (WPCP) – BAF and UV/Cogen - The City of Thunder Bay retained AECOM to upgrade the 120,000 population equivalent Atlantic Avenue WPCP from a primary treatment facility to a secondary treatment facility. Secondary treatment is undertaken using biological aerated filter (BAF) technology, which is now the largest BAF facility in North America. In addition to the BAF plant, the expansion includes a dissolved air flotation (DAF) plant for thickening of the secondary sludge, a new polymer dosing system for the biosolids centrifuges, and an upgrade to the 750 ML/d raw sewage pumping station.

Brandon, Manitoba - In 2008, AECOM provided design and contract administration services to expand the Brandon Industrial WWTF to meet increased wastewater loads (i.e., addition of a pharmaceutical load, processing loads and digested sludge supernatant loads). A three train membrane bioreactor (MBR) system was selected to treat up to 8.2 ML/d. This allowed the influent load to the facility to increase from a population equivalent of approximately 100,000 p.e. to 150,000 p.e. Design of the $20.1 M project was initiated in late 2007 with final completion in August 2009. Since August 2009 the treatment facility has consistently met all regulatory requirements.

Lake St. Martin Emergency Flood Relief Channel Final Design & Construction Management The work conducted by AECOM in support of the project “Analysis of Options for Emergency Reduction of Lake Manitoba and Lake St. Martin Levels� was unprecedented in Manitoba both in terms of the speed at which the project was conducted and the resources that were required. Manitoba Infrastructure and Transportation assigned AECOM the tasks of detail design and construction management of the Lake St. Martin Emergency Flood Relief Channel in mid-August, 2011 and the channel construction was completed by November 1. Three contractors mobilized more than 100 pieces of equipment and 150 personnel to excavate 1.8 million cubic meters of peat and till from the 6 km channel.
