Our theme this year is “Lighting the Fire of Leadership” and we hope you find a wealth of inspiration, useful suggestions, and thought-provoking discussions this weekend at the beautiful Founders Inn in Virginia Beach. Along with the dozens of members of the Advisory Board, we have been hard at work this year to put on an amazing experience in addition to growing our membership and making changes to improve our state organization. If you are joining us for the first time, welcome. If you are a returning veteran, welcome back. Let us all enjoy this remarkable time we have together. Achievement Awards Each year, VSCA honors member schools that promote leadership and community service through their school’s Student Council activities by awarding an Achievement Award. This year, 24 schools will be recognized at this convention for their achievements during the 2018–2019 school year. To be recognized, schools must apply and submit documentation of completing a variety of activities throughout the school year. The required projects must be assembled in a portfolio and reviewed by the school principal to be considered for an award. Featured Speakers
Dr. James F. Lane was appointed Virginia’s 25th superintendent of public instruction by Governor Ralph S. Northam, effective June 1, 2018.
As state superintendent, Dr. Lane serves as the executive officer of the Virginia Department of Education, which is the administrative agency for the Commonwealth’s public schools. He also serves as secretary of the State Board of Education. Prior to his appointment as the Commonwealth’s chief school officer, Dr. Lane served as a division superintendent in Chesterfield County, Goochland County, and Middlesex County. He was recognized as the 2017 Virginia Superintendent of the Year for his leadership in Goochland County. Dr. Lane was one of 100 superintendents in the nation selected to attend the 2014 ConnectEd Superintendents Summit at the White House in recognition of his leadership in the use of instructional technology by his schools. In 2015, the national Data Quality Campaign awarded its annual Flashlight award to Goochland County in recognition of the division’s achievements under Lane’s leadership using data to empower educators and communicate with parents and the public. Dr. Lane holds a doctorate in education from the University of Virginia, a master’s degree in school administration from North Carolina State University, and master’s and bachelor’s degrees in teaching from the University of North Carolina at Chapel Hill. Dr. Lane and his wife, Sarah, are the parents of two elementary school students in Chesterfield County.
Jahkari “JT” Taylor was born to be a Purpose Pusher. His life’s work dem-
onstrates his passion for cultivating, motivating, and inspiring people from all walks of life.Yet, JT’s life story may not fit the mold of an ideal Purpose Pusher. When he was just a child he went from living in a 1987 Ford Fairmont to a packed homeless shelter. Then, after his mother applied for Section 8 housing, they soon relocated to a tough neighborhood in Virginia. He attended Title 1 schools as a struggling student who failed to realize his academic potential. In addition, he became a teenage father at the age of 17. Yet, in spite of the adversities he encountered as a youth, JT emerged out of an impoverished, singleparent upbringing with a desire to push others into their divine purpose in life. JT is now a transformational educator, entrepreneur, author, and a highly sought-after speaker. He has earned three degrees (magna cum laude), he is the 2017 City-wide Teacher of the Year for his school division, and he has presented at numerous K-12 schools, colleges/universities, and professional conferences across the East Coast. JT also has been featured in a WHRO commercial titled, “The Teaching Profession.” In addition, JT has published numerous books including: 7 Traits of a Teacher With a Purpose, Overcoming Burnout, Relational Teaching, True Leaders LEAD, and Becoming One Flesh. His philosophy is simple: “Know Your Why!”

Are you that leader? Emotional intelligence helps to identify and manage your own emotions and those of others. Managing diversity can create an inclusive environment for the school community. In this session, you will learn to spot the warning signs of mental un-wellness and how it impacts daily life.You will learn about where you can seek help and how to be a source of strength for someone suffering with mental health issues. In this session, you will find ways to effectively promote and publicize any event that you are planning. In addition, you will share ideas on how you successfully plan events. Surviving Freshman Year – SENIORS ONLY Presenters: Derek Shockey, 2018 VSCA President and Stephen Greiling, Old Dominion University Derek and Stephen will tell all about their college adventures, tips for survival, and other very important items! You don’t want to miss it! TEAM: Together Everyone Achieves More Buckingham County High School Student Presenters: Johnice Baker and Mia Garrell Advisor: Mary Stearrett This workshop is designed to help you develop ideas to encourage your SCA to work as a team. It will also include icebreakers, energizers, and team building activities. Plan to get energized! Torching Tired Traditions South Lakes High School Student Presenters: Kate Kaufman, Allison McCue, and Bennie Tignor Advisor: Lyn Fiscus What do you do when traditions have run their course and students no longer get excited about participating in them? Light the fire of leadership under new traditions! This session will highlight how South Lakes High School revitalized its Homecoming Court by doing away with King and Queen and doubled attendance at its Homecoming Dance with a bold plan.
VSCA Rules of Procedure Resolutions Session
The following Rules of Procedure for the Resolutions Session were proposed by the VSCA Resolutions Committee and adopted by the VSCA Advisory Committee: 1. Debate on each resolution is limited to 15 minutes. 2. When wishing to speak, each person must: • Sign up to speak—a sign-up sheet will be available Friday evening and Saturday until 1:30 p.m. in the VSCA Office. • All students wishing to speak must sign the Speaker’s List during this time. • Be recognized by the Chair. • State his/her name and school. • Stand and speak from a microphone. 3. No student may speak more than two (2) minutes on a resolution. 4. No more than two (2) students from the same school may speak on the same resolution and the second student wishing to speak on a resolution must go to the end of the line before speaking. 5. All questions and comments must be directed to the Chair. 6. The Chair will alternate microphones. 7. There will be no yielding of time. 8. Only voting delegates will vote. 9. A majority vote is needed to pass both amendments and resolutions. 10. In the event that an amendment is proposed and properly seconded, all speakers waiting to speak should step to the side of the aisle. Delegates wishing to speak to the amendment shall line up to speak, and will be recognized by the Chair, who will alternate microphones. After the amendment is resolved, debate will resume based on the order of the Resolution’s Speakers Sheets.
Open Forum with the Virginia Board of Education The following Rules of Procedure for the Open Forum with the Board of Education were proposed by the VSCA Resolutions Committee and adopted by the VSCA Advisory Committee: 1. Attend Convention this year (or in a previous year as a high schooler) Be a member of the VSCA Advisory Committee next year Attend this summer’s NatStuCo National Conference, an area leadership conference, or a Regional Workshop next fall Be an active member of his/her school’s Student Council Have good grades and be free of any Conduct Code violations Have at least two hours of training in parliamentary procedure Be a rising senior to run for President Be a rising junior or senior to run for Vice President Be a rising sophomore, junior, or senior to run for Secretary

The Virginia Student Councils Association is administered by the Department of Student Leadership of the Virginia Association of Secondary School Principals The Department of Student Leadership of the Virginia Association of Secondary School Principals promotes leadership learning in student organizations for all K–12 schools throughout the Commonwealth. We are committed to the advancement of leadership training for students and advisors in Virginia. The VSCA Advisory Committee of the Virginia Association of Secondary School Principals provides direction and counsel for the administrative operation of the VSCA. The advisory committee consists of seventeen (17) voting members: three (3) high school officer schools (President,Vice-President, and Secretary), eight (8) high school regional representative schools, three (3) middle level representative schools, and three (3) elementary level representative schools, all elected annually at the VSCA State Convention by member schools of the VSCA. Representative positions of the VSCA Advisory Committee are held by schools rather than individuals. All representative schools, once elected, are represented on the VSCA Advisory Committee by a student representative and his or her school’s SCA Advisor or principal designee. In addition, the VSCA Advisory Committee includes ex-officio nonvoting members, including one VASSP representative who is appointed by the VASSP Board of Directors, the VASSP Executive Director, and the director of the VASSP Department of Student Leadership. The VASSP Executive Director may appoint other ex-officio nonvoting members as necessary.
