he Norfolk Bristol Middlesex Highway Association mission is to educate, provide funds for scholarships, sponsor social events to allow our membership to share information, network, and build relationships to help one another in the Highway/Public Works profession. In my opinion, this highway organization is second to none. Through hard work of our Board of Directors, members,

and vendors, employees of our profession become more knowledgeable using the most up-to-date and cost effective equipment, construction practices, to provide to our customers, the residents of our respective cities and towns. Ten generous scholarships were awarded this year thanks to the support of our membership, vendors, and the participants and sponsors of the Jean Hennebury

Scholarship Tournament which will be held on July 13, 2016 at Brook Meadow Country Club in Canton. Events include the Spring Technical Session, the Equipment Show, the Scholarship Golf Tournament, and Annual Gala. The high participation of people in these events is a tribute to the hard work of the Association in providing worthwhile educational and enjoyable networking events.

The annual Norfolk-Bristol-Middlesex Highway Association equipment and services show

will be held on Wednesday, May 4, from 9:30 a.m. to 2:00 p.m. (with a rain date of Thursday, May, 13) The show will take place at the Wellesley, DPW yard at the junction of Routes 9 and 16 in Wellesley, Mass., and will be open to more than 700 public works officials.

A

s in past years, the show will feature knowledgeable manufacturer’s representatives who will be available to answer questions and give out information. The show is considered by many to be the ideal meeting place for buyers and sellers to view products and services designed to make the workload easier. This year’s show will feature the latest in equipment, materials, and services for those employed in public works, construction, and maintenance. Truck bodies and tires, concrete and brick pavers, street signs, workers’ safety apparel and equipment, and providers of services such as fuel suppliers, consulting firms, weather forecasters, and specialty contractors will also be featured. Various demonstrations of new products and innovations will also be held throughout the show. Featured at the show will be a selection of backhoes, loaders, pavement rollers, skid-steer tractors, mini-excavators, street sweepers, and dump trucks. Also displayed will be high-pressure washers, catch basin cleaners, pre-cast concrete products, plastic drainage pipe, snowplows, snow blowers, boom lifts, truck-mounted cranes, and infrared pavement patching machines.

Charles Lacerda, the Somerset Superintendent of Streets, and Charles Robinson, Franklin Highway Surveyor, founded the NBM organization. Today it is known as the Norfolk-Bristol Highway Association. Originally, the membership was limited to municipal officials from those two Massachusetts counties with associate memberships available to other highway officials and vendor representatives. Not long after the start-up of the organization, NB officers allowed the Middlesex County municipal officials to join the organization and the name was changed to Norfolk-Bristol-Middlesex Highway Association. The addition of Middlesex County officials more than doubled the representation to 102 communities and the NBM membership has been growing steadily ever since. Today, the NBM members include public works and highway officials in the three counties and offers associate memberships to engineers, contractors, and vendors who have propriety interests in public works, highway, and infrastructure related issues. The NBM Scholarship Program is an also another important part of the organization. Over the years, NBM has given out more than $160,000 in scholarships to deserving young adults wishing to pursue studies in public works and other areas.

The Benard family of C.N. WOOD CO, and the Kiley family of Atlantic Broom, in memory of their father, John Kiley, fund some of the scholarships. The remaining

scholarships are funded by NBM through the Annual Jean Henebury Scholarship Golf Tournament and raffles held at the Equipment Show.

During this year’s show, the NBM highway association will conduct many activities from social gatherings to technical seminars. Prizes and scholarship raffles are sponsored by NBM and show vendors along with free refreshments. The luncheon will be $25 per person, and will be

catered by the Lafayette House, Foxboro. NBM is still offering a membership designed to save members more than $1,000 in event ticket fees. The “annual all-inclusive NBM Membership” costs $5,000 per year. The NBM schedule of events for 2016 are as follows:

Other NBM awards include the Carmelo Insalaca Award for “Vendor of the Year”, named for Carmelo Insalaca, a longtime NBM member. The J. Francis Granger award is presented annually to a highway official for outstanding public works service. Granger was the highway superintendent for the City

of Marlboro and longtime secretary of the association. This year’s “Vendor of the Year” winner is Environmental Partners Group. In addition, special service awards are periodically given to other members who have shown outstanding service to the organization.
