RICHARD A. SPIRES

DR. VLADLENA BENSON

CEO, Learning Tree Former CIO at the U.S. Department of Homeland Security and the IRS www.linkedin.com/in/RichardSpires Mr. Spires has been in the IT field for more than thirty years, with eight years in federal government service. He has served as Chief Information Officer (CIO) of the U.S. Department of Homeland Security (DHS), as well as CIO for the Internal Revenue Service (IRS). He led the IRS’s Business Systems Modernisation programme for two and half years, one of the largest and most complex information technology modernisation efforts ever undertaken. Mr. Spires also served as the Vice-Chairman of the Federal Government CIO Council and the Co-Chairman of the Committee for National Security Systems (CNSS), the committee that sets standards for the U.S. Government’s classified systems. Mr. Spires’s private sector career includes providing program management and IT services to the government, telecommunications, and financial services markets. He has won a number of awards for his leadership in IT, including: 2012 Fed 100 Government Executive Eagle Award, TechAmerica’s 2012 Government Executive of the Year, and Government Computer News 2011 Civilian Government Executive of the Year.

Vladlena Benson is an Associate Professor at Kingston University. She publishes widely and her research is recognised by the British Computing Society (BCS) and the British Academy of Management (BAM). Dr. Benson’s research focuses on personal information privacy online, trust formation, social networking behaviour, and social commerce. Vladlena publishes her research on digital behaviour in well-renowned journals such as Technology Forecasting and Social Change, Information Technology and People, Computers in Human Behavior, International Journal of Human Computer Studies, British Journal of Educational Technology, and others. At Kingston University, Vladlena leads modules on the innovative aspects of digital strategy, IT Governance, Agile methodologies, and Emerging Technologies. She teaches Information Management Strategy to MBA students in the U.K. and Russia, and is involved on a number of European programmes, including the International MBA Programme in France and a Doctorate Programme in Italy. She has achieved BSI Certified Information Security Management Practitioner status and completed certification in Cyber Securtiy Risk Assessment and Management. UK1608 London2050
