MEET OUR CYBER SECURITY PANEL FACILITATORS Richard has been in the IT field for more than 30 years, with eight years in federal government service. He has served as Chief Information Officer (CIO) of the U.S. Department of Homeland Security (DHS), as well as CIO for the Internal Revenue Service (IRS). He led the IRS’s Business Systems Modernization program for two and half years, one of the largest and most complex information technology modernization efforts ever undertaken.

Richard also served as the Vice-Chairman of the Federal Government CIO Council and the Co-Chairman of the Committee for National Security Systems (CNSS), the committee that sets standards for the U.S. Government’s classified systems. Richard’s private sector career includes providing program management and IT services to the government, telecommunications, and financial services markets. Richard has won a number of awards for his leadership in IT, including: 2012 Fed 100 Government Executive Eagle Award, TechAmerica’s 2012 Government Executive of the Year, and Government Computer News 2011 Civilian Government Executive of the Year.

Dr. West is a senior executive with more than 30 years of experience in the field of IT. He currently serves as the President of Mason Harriman Group, a management and information technology consulting firm focused primarily on the federal government and its components. Prior to this engagement, Dr. West acted as the Chief Information Officer (CIO)/Chief Privacy officer for the Federal Emergency Management Agency (FEMA), where he was responsible for all IT policy, cyber security, infrastructure operations, and business modernization for the entire corporation.

In addition to his tenure at FEMA, Dr. West has served as Chief Information Officer at a number of other distinguished institutions, to include: National Weather Service (NWS); U.S. Department of Commerce (DoC); Pension Benefit Guaranty Corporation (PBGC); and the Federal Deposit Insurance Corporation (FDIC).

Greg has been in the IT field for more than 35 years, with extensive experience both in the government and private industry. His areas of expertise include Software Engineering, Advanced Design, Agile/Scrum Transformation, SFIA/NCWF Adoption, and Web and Mobile Device Security.

Greg spent over a decade as a successful independent IT consultant, and Learning Tree instructor and author, focusing on IT workforce competency, before joining Learning Tree full time in 2014. Greg is currently the Chief Strategy Officer, tasked with leading all courseware and classroom technology development. He is also a key architect of Learning Tree’s Workforce Optimization Solutions and SFIA/NCWF Adoption program.
