Patient advocates work with beneficiaries Munson Army Health Center
Munson Army Health Center is dedicated to providing high-quality, cost-effective, accessible medical care and health promotion programs to beneficiaries. The MAHC team strives to treat everyone with dignity and respect and make every encounter the most pleasant, patient-friendly experience possible. MAHC Patient Advocate Tiffany Dipman and Assistant Patient Advocate Kathy Budke are available to beneficiaries with concerns, compliments or suggestions. Dipman and Budke are available for walk-in consultations in their offices, rooms 1C006A and 1C005 in the main health center, between 8 a.m. and 4 p.m. Monday through Friday. Dipman can be contacted at 684-6211 or tiffany.m.dipman.civ@mail.mil. Budke can be contacted at 684-6110 or kathy.s.budke.civ @mail.mil. Dipman said beneficiaries can talk to her or Budke about anything that has to do with MAHC. She said if beneficiaries have feedback and they are in the facility,
they should stop by her office. “(Stop by) for anything — compliments, concerns, health benefits or claims they are having issues with,” Dipman said, “and pretty much any questions about Munson processes or how things work.” Dipman said she will answer questions, explain policies, and make calls to help get answers and forward feedback to the command. One of the issues Dipman wanted beneficiaries to know about is bills. Dipman said she can help beneficiaries find out why bills were not paid and help the claim get filed correctly if applicable. “I want to help our beneficiaries before they get sent to a collection agency,” Dipman said. “After that, it is a bit more difficult to clear things up.” Beneficiaries can help prevent unpaid claims by making sure they have current authorizations for referrals in place and that service they are seeking is a covered benefit before seeing a provider outside of MAHC. Dipman said she and Budke also keep
a close eye on the Joint Outpatient Experience Survey results. These surveys are mailed to beneficiaries after a visit with a provider. “I really encourage everyone to fill the surveys out,” Dipman said. “Not only will it help us know where we need to improve and what we are doing right, but we receive incentive funds when we score outstanding. The extra funding improves patient services,” Dipman said. The question #23 asks about overall satisfaction. “Our goal is to receive an “Outstanding” on question #23.We want to make the patient experience as pleasant as possible,” Dipman said. Beneficiaries can also fill out comment cards that are available in each of the sections or submit an Interactive Customer Evaluation comment. A link to the ICE website is on the MAHC homepage at www.munson.amedd.army.mil. Beneficiaries are asked to include contact information so they can be contacted to provide additional information, if necessary, to fully address their concerns.
Exceptional Family Member Program info Munson Army Health Center
The Exceptional Family Member Program identifies service members who have family members with special needs. These family members may meet specific medical and/or educational eligibility criteria identified by the Department of Defense. Enrollment is mandatory for active-duty service members and voluntary for Reserve component service members. Once enrolled, the soldier’s personnel record indicates any family member with special needs. The record alerts
the assignment manager about the soldier with a special needs family member to consider during the assignment process. The Army considers the medical and/or educational needs of the family prior to placing a member on assignment to a particular location. Enrollment in EFMP is a mandatory program for those that meet criteria. There are separate criteria for medical and educational enrollment. Medical criteria include any chronic (six months or longer) medical, physical or mental health condition that requires follow-up
care from a primary care manager or specialty care provider more than once a year. Educational criteria are met if the family member requires modification of the educational curriculum or has an Individualized Family Service Plan or Individualized Education Program. The EFMP office plays a vital part of the outside Continental United States orders process. Every family member that will be traveling on OCONUS orders is required to complete a family member travel screening before orders can be produced. This process
requires a current physical and a medical review by the EFMP physician. Contacting the EFMP office at Munson Army Health Center as soon as notified of an OCONUS assignment will speed the process up. To schedule an appointment or get information, call the appointment line at 6846250 to make an appointment or leave a message for EFMP. An EFMP representative will return the call within one business day. Because of high demand, all EFMP visits are by appointment only. EFMP does not have walk-in hours.

Property loss claims centralized Center for Personnel Claims Support
Soldiers’ claims for personal property losses incident to government service are now processed at the Center for Personnel Claims Support, at Fort Knox, Ky. These personnel claims include claims for loss or damage to household goods and privately owned vehicles during shipment or while stored at government expense. Personnel claims also include loss or damage to soldiers’ personal property in government quarters or other authorized locations caused by events such as storms, floods or power outages. Army civilian employees also are eligible to
file personnel claims under certain circumstances. The CPCS became fully operational in 2017 and processes all claims of soldiers and employees in the continental United States, Alaska, Hawaii and Puerto Rico. Soldiers filing claims overseas will file their claims online as outlined below, but instead of contacting the CPCS, they will contact their local legal office for assistance in processing their claims. How does this affect CONUS soldiers, family members, and employees filing claims? In the case of household goods damaged or lost during a permanent change-of-station move, Department of Defense person-
nel still must file their claims directly with their transportation service provider under the Full Replacement Value program. The pink form — DD Form 1840/1840R, entitled “Joint Statement of Loss or Damage at Delivery/Notice of Loss and/or Damage — will continue to be submitted within 75 days from the date of delivery directly to a transportation service provider. Remember that submitting the Notice of Loss or Damage form does not mean that a claim has been filed. To get full replacement value for their loss, soldiers and employees must file a complete claim with the transportation service provider that includes
detailed information on damaged items, such as the original purchase price, repair estimates and replacement costs, within nine months from the date of delivery. This mandatory part of the claims process did not change after the CPCS stood up. If the TSP does not act on the claim or is unable to reach a reasonable settlement with the claimant, the soldier or employee will no longer file the unsettled claim with their local Staff Judge Advocate or legal office. Under the new process, soldiers and employees will file those claims online, and electronically submit required documents, to the CPCS using an upgraded program called “PCLAIMS Plus.

As personnel complete their claims online, they can obtain customer service support over the web or directly from CPCS personnel by phone or e-mail. Not only will the online filing system accelerate claims processing, but it will allow for quicker payment. Access to the online claims portal requires a Common Access Card or other means of authentication for recently retired or separated personnel. Those without a CAC should call the CPCS for help in submitting their claim. Go to www.JAGCNet .army.mil/Pclaims to find more information on how to file a claim (including a trifold on the ABCs of Claims), call the center at (502) 626-3000 or DSN 5363000 with questions, or contact CPCS by e-mail at usarmy.knox.hqdaotjag.mbx.cpcs@mail.mil.

Hiring Our Heroes Corporate Fellowship Program fellows applaud during their graduation ceremony Nov. 14 at Union Station in Kansas City, Mo. The HOH Corporate Fellowship Program at Fort Leavenworth began with corporate partners from the Kansas City area in 2017 through the Soldier for Life – Transition Assistance Program. This marked the ninth cohort to graduate in the Kansas City area with 11 corporations participating. Of the 14 fellows in the cohort, eight had already accepted job offers.
Soldier for Life – Transition Assistance Program The Soldier for Life - Transition Assistance Program was created by the Army to provide world-class transition and job assistance services to active military, civilian employees and their family members who have selflessly served their nation. The program provides valuable employment training, career guidance, benefits information, career search assistance and related educational workshops and seminars. Participation in SFL-TAP is mandated by Congress and Department of Defense regulatory guidance for all active-duty service members.
Transitioning service members are required to start with SFL-TAP at least one year before to their separation, but may start up to two years before if retiring or 18 months if separating. DoD civilians who are leaving government service because of a reduction in force or base realignment and closure are also eligible for services. Those services are available to retirees and immediate family members for life and to separating service members for six months after they leave active-duty service. Spouses of transitioning service members are also encouraged to attend SFL-TAP classes. SFL-TAP counselors are on-site and can assist with employment readiness, financial readiness, educational goals, and veterans benefits and programs. ResumĂŠ assistance, interview preparation, busi-
Page 32
ness attire guidance, social media training and many other training and assistance opportunities are available. In addition, SFL-TAP also conducts many hiring events throughout the year that allow hundreds of employers from across the United States to seek out and employ military-affiliated job seekers. For eligible service members, SFLTAP also has a Career Skills Program that allows transitioning service members to intern or apprentice for up to four months with a company at any location across the nation while still on active duty. To get started with SFL-TAP, call 913684-2227 or e-mail USArmy.SFLTAP.Leavenworth@Mail.Mil to set up an initial appointment. The SFL-TAP office, on the second floor of the Resiliency Center, 600 Thomas Ave., is open 7:30 a.m. to 4 p.m. Monday through Friday.

The CPAC has a workstation available for applicants to prepare and submit applications and for employment inquiries. A 24-hour telephone recording (6845533), updated each Monday, lists Civil Service and NAF positions currently open at Fort Leavenworth. Follow up on vacancies identified in the recording by calling 684-2412 or 684-7452 for Civil Service positions or 684-2747 for NAF positions.

Post chapels serve several congregations Welcome to one of the largest chapel programs in the Army. Religious activities at Fort Leavenworth nurture faith and fellowship seven days a week — often from 6 a.m. to 9 p.m. Activities include worship services, religious education for adults and children, discipleship breakfasts, teen activities, more than 50 home Bible studies, counseling, and other programs. Three chapels serve religious congregations on Fort Leavenworth. Pioneer Chapel, formerly known as Main Post Chapel, and the new Frontier Chapel are the hub of religious support to the community throughout the week with classrooms, chaplain offices, family counseling, and
multiple congregational programs. Pioneer Chapel is at 500 Pope Ave. and Frontier Chapel is at 625 Thomas Ave. The historic Memorial Chapel, 626 Scott Ave., supports the Liturgical Protestant congregation and military weddings. The Family Life Chaplain provides marriage and family programs, including active parenting, communicating in marriage, coping with stress and anger, grief, separation and deployment. Call 6848995 for an appointment with the Family Life Chaplain in Pioneer Chapel. In addition to the Garrison chapel staff, there are severalstaff chaplains and chaplain assistants assigned for the religious support needs of staff,
students, soldiers and their families. Contact a chaplain after
duty hours by calling the post Staff Duty Officer at 6844154.
